  • National Identity Number registration is free – NIMC

Mr Loveday Ogbonna, Head, Corporate Communications, National Identity Management Commission (NIMC), says registration for the National Identity Number (NIN) is free.

Ogbonna, who made this known in an interview with the News Agency of Nigeria on Friday in Abuja, said that the commission has never charge anyone for NIN registration.

Some residents in Kubwa, Abuja, had claimed that they were made to pay N200 for logistics before being registered at the ongoing NIMC registration.

But, Ogbonna said that it is not the responsibility of the enrollees to pay money to fuel generators at registration centres.

The commission absolutely condemns this, it is not right for enrollees to pay money for fuelling of the generators before being captured but people also react based on how urgent they need NIN.

Our staff would have told them that there was no light which is not under their control; however, you know that electricity is not under our purview just like the internet.

Therefore, if you come to a place that we don’t have electricity and people on their own volunteer to contribute money to fuel the generator, it is out of their own free will.

Although we don’t encourage it, because that will lead to corruption, but if the people on their own decide to contribute we cannot stop them.

All these issues are due to paucity of the fund if there is enough money available for the exercise or steady power supply all these things will not happen,’’

  • 33m Nigerians enrol for National Identification Number

Mr Aliyu Aziz, Director-General of the National Identity Management Commission (NIMC), says 33 million Nigerians have enrolled for the National Identification Number (NIN).

Aziz said on Monday said that the commission had stepped up its strategy to fast-track the enrolment of more citizens and provide them with legal identification.

”NIMC has stepped up its operations, which has seen the enrolment figure with the unique National Identification Number (NIN) now at over 33 million, astronomically up from just seven million three years ago,” he said.

The Director-General said that the Federal Executive Council (FEC) had on Sept. 12, 2018 approved the immediate commencement of the implementation of a strategic roadmap for Digital Identity Ecosystem in Nigeria.

Aziz said that the step would further boost enrolment across the country, moreso as government had set the enforcement of the mandatory use of the NIN for Jan 1, 2019.

He said that the Digital Identity Ecosystem was a framework that leveraged on the existing capabilities and infrastructure of distinct government agencies and private sector organisations.

The Director-General said that the framework was to carry out enrolment of Nigerians and legal residents into the National Identity Database (NIDB).

Aziz said that the framework was to ensure issuance of digital identity, known as the NIN, to give Nigeria a credible and robust identity management system.

He said that the provision of digital identity to everyone in the country to be able to prove ‘who is who’ was critical to accessing services physically or electronically.

According to him, one of the 17 Sustainable Development Goals (SDGs) by the United Nations demands that nations provide legal identity for all including birth registration by the year 2030.

”From the above, it is very clear that identification plays an important role in enabling the achievement of other SDG targets, such as social protection, rights to economic resources, land and property, as well as universal health coverage,” he said.

2019: Oyinlola writes Buhari, tenders resignation as NIMC chairman

A former governor of Osun, Mr Olagunsoye Oyinlola, has resigned his appointment as the Chairman of National Identity Management Commission (NIMC).

Oyinlola, in a resignation letter dated May 9, and addressed to President Muhammadu Buhari, said he resigned his appointment to attend to a greater political engagement.

The letter, which was signed by Oyinlola in Osogbo on Thursday reads:

“Sir, I write to resign my appointment as the chairman of National Identity Management Commission (NIMC) with effect from today, 9th May, 2018.

“Your Excellency, I must put on record my very deep sense of appreciation for the special privilege and consideration you gave me to serve our fatherland in that capacity.

“As I stated in my appreciation letter to you shortly after the appointment, the offer was a clear call to service.

“I gave the job the dedication it deserved and would have loved to continue but I regret to inform Your Excellency that I have a new, greater political engagement that will make that difficult and even impolitic.

“Sir, as one of my bosses in the army, I believe you would understand my stand given recent political developments.

“The training I got as a decorated officer and gentleman precluded me from engaging in any act that could amount to disloyalty and conflict of interest.

“I am moving on to chart a new course in my politics outside the ruling party and this thus, demands my dropping the NIMC chairmanship.

“I thank you, sir, once again for the great honour and confidence reposed in me.

“However, there is time to take a job and another time to leave it and move on.

“For me, the time to work on something else in the interest and service of our people is now.

“I wish Your Excellency goodluck while praying that you will finish well and strong in the service of our country.”

  • Benefits of National Identification Number to Nigerians

The National Identity Management Commission (NIMC), has expressed satisfaction at the compliance of Nigerians towards the National Identification Number (NIN) registration.

The Managing Director of the NIMC, Mr Aliyu Aziz, made the observation in an interview with the News Agency of Nigeria in Abuja on Sunday.

According to him, the NIN is fast gaining acceptance by Nigerians and institutions and has a lot of benefits.

Aziz explained that NIN was a set of 11 non- intelligent numbers randomly chosen and assigned to an individual at the completion of enrolment into the National Identity Database (NIDB).

“The NIN is used to tie all records about an individual in the database and is also used to establish or verify an individual’s identity.

“According to section 27 (1) and (2) of the NIMC Act, 2007, transactions including, applications for and issuance of an International Passport; opening of individual and/or group bank accounts, all consumer credits; purchase of insurance policies.

“The purchase, transfer and registration of land by any individual; National Health Insurance Scheme, such transactions that have social security implications, registration of voters, payment of taxes, and pensions, will be done with the NIN,” he said.

He added that government agencies such as the Nigerian Immigration Service (NIS), the Federal Road Safety Commission (FRSC), Central Bank of Nigeria (CBN), Nigerian Hajj Commission, have adopted the mandatory use of NIN.

“It is a requirement for renewal and issuance of a passport, driver’s license and all bank transactions,” he added.

According to Aziz, NIN possesses numerous benefits, which is a gateway to economic growth and viability, taxation and revenue generation process.

He said that NIN would make it easier to track, prove one’s identity within the National Identity Management System (NIMS).

He said consumer credit system would also be easily accessible with the NIN, adding that many Nigerians that have been shortchanged due to unverifiable identity would now have access to credit.

Aziz said that access to social benefits such as Health care, Education, Employment would require the NIN.

“This would now enable the Government track its population ratio to the facilities available, make upgrades and changes where necessary, it would aid in proper planning.

“With the current security challenges in the country, identity management is critical; the National Identity Database will be easily accessible by security agencies, making it easy to track criminals.

“It will also prevent the use of ghost and multiple identities,” he said

Aziz said that the NIN would create a pathway for credible elections accepted by Nigerians, the issues plaguing the electoral process such as underage voting, multiple voting, alien voting, would be curtailed with the use of NIN.

He, however, said that enrolment for the NIN was a continuous process adding that it was pertinent for all Nigerians and legal residents to ensure they get enrolled.

“As stakeholders, it is our duty to work towards achieving success of the National Identity Management System for National growth and development,” he said.

  • NIMC harmonises 30 million identities of Nigerians

The Director-General of the National Identity Management Commission (NIMC), Mr Aliyu Aziz, said that NIMC had harmonized close to 30 million identities of Nigerians.

He gave the indication while speaking with State House Correspondents after the National Identity harmonization team presented its strategic roadmap for developing harmonized national digital identity ecosystem to Vice President Yemi Osinbajo.

According to Aziz, the new Eco-System approach agreed by all other agencies was to collaborate with NIMC to move the numbers to cover the whole population as soon as possible.

The D-G noted that there were initial challenges in the exercise but they were in the process of being resolved once the agencies had agreed to work in a collaborative manner.

Aziz hinted that the agency had a three year timeline to cover the entire Nigerian population.

He said that the focus was to do everything in a digital manner focusing on number and not the possession of physical cards.

He said the same was done in some countries like India, which had done about 1.4 billion identities where the country focused on number.

“Our focus for the next three years is just going to be on the number to give digital identification,’’ he said.

Also speaking, the Mr Lanre Osinbana, Presidential aide on Logistics and ICT, added that the harmonization process had advanced much.

He said it had been a wonderful experience, difficult but very fruitful, adding that the purpose of the exercise was to develop a digital economy.

“To drive identity is a crucial aspect of this and in terms of innovations towards providing technologies and opportunities to be able to access data.

“We live in a much data environment now; so this is very crucial,’’ he said.

According to him, identity is a critical aspect in the government’s programme on social safety net as well as on financial inclusion.

“This is very key for us to make sure that we can capture every single Nigeria, have data for them, and the minimum information about them.

“With this we are able to reach them, forecast and budget better so that the minimum security aspect which is a challenge will be overcome with a better understanding of Nigerians.

“The purpose of this is vast, it cuts across all the identity agencies in the country both functional and foundational,’’ he added.

He said it was crucial the country got it right by issuing every Nigerian a digital number, adding that the three year timeline was realizable as it would lay solid foundation for other development programmes.
