    FEMD releases emergency number, raises alarm about flash flood in FCT

    The Federal Capital Territory Emergency Management Department, Abuja Metropolitan Management Council, has advised people residing along waterways in the FCT to relocate to safer areas.

    The acting Director-General of the department, Mr Mohammed Sabo, gave the warning in a statement in Abuja on Wednesday.

    Sabo explained that the warning became necessary following the early warning issued by the Nigeria Meteorological Agency (NiMet).

    He said that NiMet, in its rainfall forecast bulletin had warned that a moderate to heavy rainfall was expected on Thursday and Friday in parts of FCT, Niger, and Kogi.

    Other states that might also experience moderate to heavy rainfall, according to NiMet, include Nasarawa, Adamawa, Kebbi, Abia, Ebonyi, Imo, Kwara, Bayelsa and Cross River.

    He said that the agency’s forecast emphasised the prospect of flash floods because of the moderate to heavy rainfall in the mentioned states.

    The acting director-general said that NiMet also warned that strong winds may accompany the rains.

    This, according to him, may likely cause hazards like slippery road surfaces, reduced visibility, threats to weak structures, trees, and mast.

    He appealed to FCT residents to heed to the NiMet warning by clearing all blocked drainages and removing all infractions obstructing free flow of water.

    “The residents should exercise caution on the roads as the onset of the wet season in the FCT sets in.

    “Motorists should also desist from driving through flooding water when it rains, stressing that the flooding water may have a strong under-current,” he said.

    Sabo also urged the residents to always dial the 112 emergency toll–free number in the event of any emergency.

    PALAVER! NiMET to begin strike Monday due to unpaid arrears

    Aviation unions, including the National Union of Air Transport Employee Association of Nigeria, the Association of Nigerian Aviation Professionals, and the Amalgamated Union of Public Corporations and Technical and Recreational Employees, have instructed Nigeria Meteorology Agency staff to begin strike action on Monday, May 20, 2024.

    This was disclosed in a letter dated 14 May 2024, made available to journalists on Wednesday.

    The strike stems from management’s failure to address 45 months of minimum wage arrears and consequential adjustments for staff members.

    The union, represented by the three General Secretaries: Ocheme Aba, Abdulrasaq Seidu, and Waheed Sikiru, wrote a letter addressed to NiMET’s Director General, Prof Charles Anoske, with the subject line ‘Re: Failure to Pay 45-Month Arrears of Minimum Wage Consequential Adjustment—14 days ultimatum.’

    The ultimatum had been issued, and management responded with what seemed like a compromise: paying off the 45 months of arrears in installments.

    They also expressed their dismay that the agency’s staff has been awaiting the palliative payments sanctioned by the Federal Government since October 2023. Furthermore, they highlighted that the 25-35 per cent salary increase has not been implemented for them, alongside NiMET’s exclusion from receiving Peculiar Allowances.

    “Furthermore, our Unions through a joint letter dated 4, April 2024, did request for review of the outdated conditions of service. To date the management has deemed our Unions unfit for any response,” it read.

    The letter further reads, “The above catalogue of woes, and others unmentioned confirm that NiMET Staff have been consigned to the lin bin of abject poverty – worse than any existing aviation establishment. In our considered view, it is inhuman on the part of management to be forborne with these conditions and irresponsible on the part of unions to tolerate this situation for this long.

    “Therefore, this letter serves as notice to the management of NiMET that the staff members of the agency are, by a copy of this letter, directed to withdraw all services with effect from Monday, May 20, 2024, unless and until the outstanding 42 months arrears of consequential adjustment is fully liquidated.

    “NIMET Salary structure is adapted to an appropriate Federal Government approved structure and all accruable payments liquidated, Management commences review of the outdated CoS with our Unions with a definite timeline for delivery and actualisation.”

    The Nigerian Meteorological Agency (NiMet) has predicted sunshine and haziness from Monday to Wednesday across the country.

    NiMet’s weather outlook released on Sunday in Abuja forecast sunny and hazy conditions on Monday over parts of Yobe, Jigawa, Kano and Katsina states throughout forecast period with chances of morning thunderstorms over parts of Taraba state.

    “However, localised thunderstorms are expected over parts of Kaduna, Bauchi, Zamfara, Kebbi and Taraba states.

    “Cloud patches with sunshine intervals are expected over the North Central region with chances of localised thunderstorms over parts of the Federal Capital Territory, Kwara, Benue and Kogi states during the morning hours.

    “In the afternoon/evening period, localised thunderstorms are anticipated over parts of the Federal Capital Territory, Plateau, Nasarawa, Benue, Kogi, Kwara and Niger states,” it said.

    The agency envisaged cloudy skies with intervals of sunshine over the Inland states of the South and the Coast.

    It anticipated chances of localised thunderstorms over parts of Ogun, Oyo, Edo, Delta, Bayelsa, Cross River and Akwa Ibom states during the morning hours.

    NiMet predicted localised thunderstorms over parts of Imo, Abia, Ondo, Osun, Ekiti, Oyo, Rivers, Edo, Cross River, Akwa Ibom, Lagos, Bayelsa, Rivers and Delta states later in the day.

    According to him, sunny skies with few patches of cloud are anticipated over the northern region during the morning hours on Tuesday .

    “Later in the day, localised thunderstorms are expected over parts of Kaduna, Taraba, Zamfara and Kebbi states. The North Central region is expected to be cloudy with sunshine intervals.

    “Also, with chances of localised thunderstorms over parts of Kogi, Nasarawa, Benue and the Federal Capital Territory during the morning hours,” it said.

    NiMet predicted localised thunderstorms over parts of Kogi, Plateau, the Federal Capital Territory, Niger, Kwara, Benue and Nasarawa states later in the day.

    It anticipated cloudy skies with intervals of sunshine over the Inland of the South and the Coast with chances of isolated thunderstorms over parts of Enugu, Imo, Anambra, Ebonyi, Rivers, Cross River and Akwa Ibom states in the morning hours.

    It forecast localised thunderstorms over parts of Imo, Abia, Enugu, Anambra, Edo, Ondo, Oyo, Osun, Ogun, Ekiti, Delta, Rivers, Cross River, Akwa Ibom, Bayelsa and Lagos
    states.

    The agency envisaged sunny atmosphere with patches of cloud over the northern region during the morning hours on Wednesday.

    “Later in the day, localised thunderstorms are expected over parts of Taraba and Kaduna states. Cloudy skies with intervals of sunshine are expected over the North Central region during the morning hours.

    “In the afternoon/evening period, localised thunderstorms are anticipated over parts of the Federal Capital Territory, Nasarawa, Plateau and Niger states. Cloudy atmosphere is expected over the southern region during the morning hours.

    “Later in the day, thunderstorms are expected over the entire region,” it said.

    NiMet urged the public to take adequate precaution as strong winds might precede the rains in areas where thunderstorms were likely to occur.

    The agency advised the Airline operators to get updated weather reports and forecasts from NiMet for effective planning in their operations.

    NiMet’s weather outlook released on Thursday in Abuja predicted a sunny atmosphere over the northern region throughout the forecast period on Friday.

    The agency envisaged isolated thunderstorms over parts of Kebbi, Zamfara and Kaduna states during the afternoon and evening periods.

    According to the agency, sunny skies with few cloud patches are expected over the North Central region during the morning hours.

    “Later in the day, isolated thunderstorms are anticipated over parts of Niger, the Federal Capital Territory, Kogi and Kwara states.

    “The southern region should be cloudy with spells of sunshine, more cloud build up is expected over the coastal parts, with chances of isolated thunderstorms over parts of Lagos, Cross River and Akwa Ibom states during the morning hours.

    ”Isolated thunderstorms are expected over the South West Inland including the coastal parts of Lagos, Cross River, Akwa Ibom, Delta, Rivers and Bayelsa states later in the day,” it said.

    NiMet predicted sunny skies on Saturday with few cloud patches over parts of the North West, and parts of the North East to be sunny and dry during the morning hours.

    The agency anticipated isolated thunderstorms over parts of Kebbi, Zamfara, Taraba and Kaduna states later in the day.

    According to NiMet, the North Central should be Sunny with few cloud patches during the morning hours.

    “Progressing into the day, isolated thunderstorms are expected over parts of Niger, the Federal Capital Territory, Kogi and Kwara states.

    “The southern region should be cloudy with spells of sunshine, more cloud build up is expected over the coastal parts. There are prospects of isolated thunderstorms over parts of Ogun states during the morning hours.

    “In the afternoon and evening period, isolated thunderstorms are anticipated over parts of Imo, Abia, Enugu, Ebonyi, Cross River, Akwa Ibom, Edo, Delta, Rivers and Bayelsa states,” it said.

    NiMet forecast sunny skies on Sunday with few cloud patches over the northern region throughout the forecast period.

    It envisaged sunny skies with few cloud patches over the North Central region with chances of isolated thunderstorms over parts of Niger, the Federal Capital Territory, Kwara and Kogi states during the morning hours.

    The agency anticipated isolated thunderstorms over parts of Nasarawa, Niger, the Federal Capital Territory and Plateau states later in the day.

    “The southern region should be cloudy with spells of sunshine, more cloud build up is anticipated over the coastal parts during the morning hours.

    “Later in the day, isolated thunderstorms are envisaged over parts of Osun, Ondo, Ekiti, Rivers, Delta, Cross River, Akwa Ibom, Lagos and Bayelsa States.

    “Strong winds may precede the rains in areas where thunderstorms are likely to occur. Public should take adequate precaution,” it said.

    The agency urged Airline operators to get updated weather reports and forecasts from its office for effective planning in their operations.

    Parts of FCT experience first rain in 2024

    Some parts of the Federal Capital Territory (FCT) experienced the first rain in 2024 in the early morning of Thursday.

    The light rain which started half hour into the new day, about 12.30 a.m., lasted about 25 minutes, stopping at 12.55 a.m.

    The unexpected rain which was devoid of lightning, heavy winds and thunderstorms was witnessed at Kubwa, Bwari Area Council, Garki in Abuja Municipal Area Council.

    The rain was also witnessed in Dutse, Zuba, Bwari, Gwagwalada and Mararaba.

    Residents of the areas expressed mixed feelings over the rain.

    Mrs Anna Jonah, a resident of Kubwa said the unexpected rain brought a temporary succour from the heat wave experienced in the past few days.

    She, however expressed worry that because the rain was light, a delay in another rain might intensify the heat.

    “Before the rain started, I was lying down on tiled-floor in my room to get some relief from the heat and I had also taken cold bath twice because of sweats.

    “However, after the rain, I moved to the bed with my husband and we had sound sleep, because of the mild coldness that accompanied it

    “The concern is that a light rain like this might increase the heat in the coming days, especially as NiMet recently predicted delay in rain in the North-Central states,” she said.

    Lawal Sale, a resident of Garki said the rain was a bit heavy in the area and all the cars parked by occupants of his quarter that had accumulated dust were washed off by the raindrops.

    Sale also confirmed relief from the intensed heat witnessed in the FCT in the past days.

    He, however, said the relief might be shortlived and advised farmers not to rush to planting because the rain might not be consistent.

    A resident of Kuje said there was no rain in the area but the weather was cold compared to what they had in previous days.

    The Nigerian Meteorological Agency (NiMet) has predicted delay of 2024 rains onset  in some parts of the country, especially the North Central states of the country.

    This is contained in 2024 Seasonal Climate Prediction (SCP) documents by NiMet presented to the public on Tuesday in Abuja by Mr Festus Keyamo, the Minister of Aviation and Aerospace Development.

    According to the document, NiMet said normal onset is likely to occur over the northern states while Borno, and Abia states are predicted to have an early onset when compared to their long-term averages.

    “An early end of the season is predicted for parts of Yobe, Jigawa, Sokoto, Kebbi, Kano, Kaduna, Plateau, Nasarawa Taraba, Gombe, Bauchi, Cross River, Ebonyi, Ogun, and Lagos states.

    “However, a late cessation is predicted over the southern states of Bayelsa, Rivers, Akwa Ibom, Ondo, Ekiti, and parts of Edo, Delta, Ogun, Oyo, Kogi, Kwara, FCT, Niger, and Kaduna.

    “The annual rainfall amount is predicted to be below normal over parts of Yobe, Jigawa, Bauchi, Kano, Kebbi, Gombe, Plateau, Taraba, Nasarawa, Benue, Enugu, Ebonyi, Cross River, Delta and Bayelsa states when compared to their long term normal,” NiMet said

    The agency, however, anticipated that other parts of the country are likely to observe normal to above-normal annual rainfall amounts.

    It predicted most parts of the country could experience a shorter length of season, while, Bayelsa, Rivers, and Akwa-Ibom are likely to experience a longer length of season when compared with their mean.

    According to NiMet, normal to shorter length of season will likely occur in other parts of the country.

    The SCP 2024  document contains detailed prediction for temperature in the first five months of the year.

    It also contains the predictions for the dry spell and little dry season, as well as prediction for Malaria and Meningitis.

    The predictions are accompanied by explicit details, especially focusing on the socio-economic implications associated with each projection.

    NiMet’s weather outlook released on Sunday in Abuja forecast moderate dust haze with horizontal visibility range of 2km to 5km over the northern and North Central states.

    “Except Benue, Kogi and Kwara where patches of cloud in hazy atmosphere is anticipated. Patches of clouds are expected over the Inland of the South throughout the forecast period.

    “Patches of clouds are expected over the Coast in the morning with chances of isolated thunderstorms over parts of Edo, Ondo, Ogun, Lagos, Delta, Rivers, and Bayelsa states during the afternoon and evening hours,” it said.

    According to NiMet, moderate dust haze with horizontal visibility range of 2km to 5km is expected over the northern and North central region on Tuesday.

    It said with the exception of Kwara, Benue and Kogi where patches of clouds in a hazy atmosphere was anticipated.

    “Patches of clouds are expected in the morning over the Inland of the South and the Coast.

    “Later in the day, isolated thunderstorms are expected over parts of Ondo, Oyo, Ogun, Ekiti, Osun, Edo, Imo, Enugu, Lagos, Delta, Rivers, and Bayelsa states,” it said.

    The agency envisaged slight dust haze over the northern region on Wednesday.

    It forecast patches of cloud in a hazy atmosphere over North central region except over parts of Plateau, Kwara, Benue and Kogi states where isolated thunderstorms were expected later in the day.

    NiMet envisaged patches of clouds over the inland of the South and the Coast in the morning with prospects of isolated thunderstorms.

    “(This will be) over parts of Enugu, Ebonyi, Imo, Edo, Oyo, Ondo, Lagos, Bayelsa, Rivers, Cross River, Akwa Ibom, and Delta states later in the day.

    The agency advised people with respiratory issues to wear face masks where possible.

    “People with respiratory issues should be cautious of the present weather situations. Children and the elderly should wear warm clothing at night.

    “Special attention should be paid to your skin, eyes and lips. Moisturize your skin and lips as much as possible.

    It also advised Airline operators to obtain updated weather reports and forecast from NiMet for effective planning in their operations.

    Localized visibility of less than 1,000m is expected over the northern and North central cities throughout the forecast period.

    Hazy atmosphere with few patches of cloud should prevail over the inland states of the South,  with isolated thunderstorms expected over parts of Ekiti and Ondo states in the morning hours.

    The agency also anticipated isolated thunderstorms over Cross River, Delta, Rivers, Ogun, Yenegoa, Edo, Osun, Ondo, and Abia states during the afternoon and evening hours.

    “For Sunday, moderate dust haze with horizontal visibility range of 1km to 3km, and localised visibility of less than 1,000m is anticipated over the North and the North central regions throughout the forecast period.

    “Cloudy atmosphere with spells of sunshine is anticipated over the inland states and the coastal region of the South.

    “ Prospects of isolated thunderstorms expected over parts of Bayelsa, Rivers, Delta, Edo, Cross River, Akwa Ibom, Oyo, Osun and Ondo states during the afternoon and evening hours,“ the agency said.

    According to NiMet, slight dust haze is anticipated over the northern region throughout the forecast period on Monday.

    Moderate dust haze with visibility range of 2km to 5km is predicted over the North central region throughout the forecast period.

    “ Patches of clouds are expected over the inland areas of the South and the Coast with isolated thunderstorms expected over parts of Lagos and Ogun states in the morning hours.

    ” Isolated thunderstorms are anticipated over parts of Cross River, Rivers, Akwa Ibom, Edo and Delta states during the afternoon and evening hours, “it said.

    NCAA sends strong warning to airlines over unfriendly weather conditions

    The Nigeria Civil Aviation Authority (NCAA) has warned pilots and airline operators to exercise caution over a three-day dust haze that will last from Monday to Wednesday across the country.

    Acting Director General of NCAA, Captain Chris Najomo, gave the warning in a statement made available to newsmen in Lagos, on Monday.

    The aviation chief said that the warning was imperative in view of the weather report of the Nigeria Meteorological Agency (NiMeT) released on Sunday.

    The weather report alerted the public on the possibility of deterioration in visibility as a result of observed dust haze propagated into the country.

    NiMet’s weather outlook predicted moderate dust haze with horizontal visibility range from 2km to 5km over the North.

    It envisaged moderate dust haze with a horizontal visibility range of 2km to 5km, and localized horizontal visibility of less than or equal to 1000m over the North central.

    The agency forecast dust haze over the inland of the South and the coastal region throughout the forecast period.

    For Tuesday, moderate dust haze with horizontal visibility range of 2km to 5km is anticipated over the northern region.

    The statement also reads: “Moderate dust haze with a horizontal visibility range of 2kn to 5km, and localized horizontal visibility of less than or equal to 1000m is anticipated over the North central.

    The inland of the South and the coastal region of the country throughout the forecast period.

    According to NiMet, thick dust haze is expected over the northern region throughout the forecast period.

    The agency anticipated moderate dust haze with horizontal visibility range of 2km to 5km.

    It further anticipated localized horizontal visibility of less than or equal to 1,000m over the North Central, the Inland of the South and the Coastal belt of the country.

    “Airline operators are advised to get updated weather reports and forecasts from NiMet for effective planning in their operations,” it said.

    The NCAA urged passengers to exercise patience and understanding during the period, as their safety was of utmost importance.

    The regulatory body’s warning to airlines on safety comes days after it suspended the permit of Mattini Airline Services Ltd pending completion of investigations into a runway excursion involving a Challenger CL 601 aircraft, operated by the firm.

    The private jet operated by the airline which had departed Abuja with 15 persons on board, overshot the runway while landing at Ibadan Airport on Friday.

    There was no fatality in the incident.

    NCAA, following the incident, said it had also initiated a safety and economic audit of all private jet operations in Nigeria.

    It assured the travelling public of its utmost commitment to safety and the entrenchment of global best practices.

    It envisaged moderate dust haze over the Inland states of the South throughout the forecast period.

    The agency anticipated slight dust haze over the coastal states with prospects of morning thunderstorms over parts of Lagos and Delta state.

    “For Friday, thick dust haze is expected over the North and the North Central region throughout the forecast period.

    “Moderate dust haze is expected over the Inland states of the South throughout the forecast period.

    “Slight dust haze is anticipated over the coastal states throughout the forecast period,” it said.

    NiMet predicted thick dust haze over the North and the North Central region throughout the forecast period on Saturday.

    It envisaged moderate dust haze with visibility range of 2km to 5km and localized visibility of less than or equal to 1,000m over Inland states of South and coastal belt throughout the forecast period.

    “Dust particles are in suspension, public should take necessary precautions. People with Asthma and other respiratory issues should be cautious of the present weather situations.

    “Airline operators are advised to get updated with weather report from NiMet for effective planning in their operations,” it said.
