  • Amotekun: South West Governors must operate within law – Northern Governors

    The Northern Governors Forum has charged their southern counterparts to operate the just launched Western Nigeria security outfit code named ‘Operation Amotekun’ within the nation’s laws.

    Chairman of the forum and Governor of Plateau State, Simon Lalong said on Friday that Northern Governors have a different opinion on the desirability of regional security outfit in the country, even as he insists that he has been implementing community policing in his state for some time.

    Lalong who also doubles as Chairman of the Governance Committee of the Progressive Governors Forum, however, said that there was a general agreement among governors in the country on the need for community policing to help address the security challenges in the country.

    Addressing a news conference on the programmes of his committee for the next one year, he said his committee was working out some policies issues for APC states including security issues, adding that at the level of implementation, names like Amotekun might come up.

    The Plateau governor disclosed that he has been using community policing to address security challenges in Plateau state, adding that if the concept of Amotekun launched by South West Governors must come into existence, it has to operate within the ambit of the law.

    Lalong said “Our duty (as a committee of the Progressives Governors Forum) is restricted to policy formulation. Ours is to design good policies for implementation by APC states and part of those policy issue is Amotekun.

    “We are not talking about Amoteku, but general insecurity. Once, once we lay the policies before all APC states and it is approved, we will begin to talk about how to go about it. At the level of approval, people might bring out Amotekun or different other names and issues.

    “I always try not to talk about what the zones are talking about because I am not from that zone. I am Chairman of Northern Governors Forum who also have a different opinion from what is obtainable there.

    “What we are laying down now as a frame work include the general security of the nation because we are not unmindful of what is going on in the country. That is why every year, we sit down and draw up a frame work and we tell them, these are the things that are current and things that APC governors should absolve in terms of preparing their budget and also in terms of the governance in their states.”

    Even though he was not specific about the view of Northern Governors on Amotekun, Lalong said the concern of the governors was not to do anything that that will be declared illegal by the Federal government, adding that what is clear is that everybody appeared to be on the same page on community policing.

    “We discovered that all of us appeared to be talking about community policing. We have all agreed on that. We don’t want a situation where you start doing something and the federal government says you are doing it outside the law just like we say about Amotekun.

    “It is now they are doing dialogue. If it is going to operate, it must be within the law and what is within the law as far as the governors are concerned is the issue of community policing. We all agreed on that. When you go into implementation, you will use different methods.

    “I have been using community policing in my state for a long time. I am opportune to be in Jos where we have three security outfits. I have headquarters of 3rd Armoured division of the Nigeria Army and Operation Safe Heaven established by the federal government for a few states. We also have Operation Rainbow.

    “For us, Operation Rainbow is like community policing. While the Police and Operation Safe Heaven are answerable to the Federal Government, Operation Rainbow is answerable to the governor at any time and it is a combination of different security organisations.

    “What they do is intelligence gathering and we find that very effective because if you dont understand the intelligence, you will not even know how to tackle the security challenge. As a result of this intelligence, before anything happens, we know.

    “So, we have brought out early warning signals. It is a technology deployed by America and the French government in Plateau. It covers all areas. With that, I can open my phone here (Abuja) and the early warning signal will tell me these are likely places of conflict.

    “If you have that kind of technology, what do you do with it? We supported it with the establishment of a peace building agency. The agency will always take care when we know there is a conflict and their responsibility is to go into those areas and try to sought out that conflict. If it is too much for them, they will invite security. For that, we have been living in peace in Plateau.

    “We must also begin to develop new technology and focus on it. Fighting crime is no longer the normal thing now because the criminals are getting more sophisticated and the security agencies must be sophisticated too. Otherwise, the efforts will go to waste.

    “I just watched the police displaying an instrument developed by a criminal for car tracking. But if they don’t have the facility, how will they track the car? We have also moved into technology and one of the last things I did in my state recently is to install an area surveillance tower covering the state capital, Jos.

    “Anywhere you do anything in Jos right now, that tower will tell me what you are doing. That way, people run out because security is very important and we are spending so much on it. Some people have said there is no need for security votes, but we know what w have been doing at the Progressive Governors Forum regarding security.”
    Speaking on the killing of an official of CAN in Adamawa state and Plateau student of the University of Maiduguri, Lalong said “the current issue where Boko Haram will take people and kill them, I take it as part of propaganda. When they get to that level, they can use any means to incite people into killing themselves.

    “They went to Adamawa and killed a Pastor and Plateau state where the killed a student. I have been controlling people, trying to caution them because the intention is to incite them to start fighting on religious ground. When you fall into it, they will come back and start mingling within the society.
    “It is unfortunate that they get students and religious leaders and start killing them. We have made a strong appeal to security agencies to go back to that place because we don’t expect them to be more superior than our security agencies.

    “We are supporting the federal government on security and we have also seen the efforts of Mr President in fighting insecurity and we support him because without a secured environment, nothing can be done.”
    Governor Lalong however said that the PGF is planning an assessment for all APC governors to know their achievements and areas of weakness and offer them suggestions on the way forward.
    He said “the purpose of this committee is to do assessment in every state. Apart from the general policies from the federal government and the states, we also rely on donor agencies.

    “From time to time, we move round our states to do an assessment and the Forum will issue bulletin to all the states so that the states will know their rating in terms of performances. Primary Health care is very important to us.

    “Just on Thursday, we had a presentation from the Emir of Kano on the issue of nutrition and before now, some governors did not understand the importance of nutrition.

    “But after the lecture, we saw the need to incorporate nutrition into the next phase of our programmes. We do assessment to know if there states that are not living up to expectation and tell them to sit up.”

  • JUST IN: Northern govs dump FG’s RUGA initiative, announces new approach to end herders/farmers clashes

    Northern Governors have risen from their emergency meeting in Kaduna on Thursday to dump the controversial Rural Grazing Area (RUGA) policy for National Livestock Transformation Plan, as best way to tackle the age long herder/farmers clashes in the region.

    They also resolved to continue to adopt a sustainable and holistic approach towards tackling the security challenges in the region.

    Chairman of the Northern States Governors Forum, Governor Simon Lalong had told newsmen at the opening of the meeting that, the forum had set up a Committee under the Chairmanship of Governor Aminu Masari of Katsina State, to inter-alia develop a comprehensive regional plan of action that could bring lasting solutions to the lingering crises, and shall receive briefing from this committee and also deliberate on their findings and recommendations.

    However, at the end of the meeting, Lalong said, the forum has adopted the National Livestock Transformation Plan, which according to him, lays out clear path for modernizing pastoral activities.

    According to him: “On Agriculture, the Forum was well informed about the National Livestock Transformation Plan and its disparities with the Ruga plan

    “It is expected that the plan would ensure resettling and addressing the dislocated populations in the key conflict zones to enable them become part of the agricultural modernization process.

    “In the same vein, it would provide a mechanism for peaceful dialogue and reconciliation in the affected communities towards a harmonious mutually beneficial future.

    “The Forum, therefore, adopted the National Livestock Transformation Plan which lays out clear path for modernizing pastoral activities

    “It further encouraged other states not included as pilot states to endeavour to join the plan.”

    On security challenges, Governor Lalong said: “The current challenges of insecurity which seems to be persisting despite the concerted efforts by all tiers of government was also deliberated based on insightful analyses and the best possible ways to address the menace which is currently bedeviling the region.

    “Consequently the Forum resolved to continue to adopt a sustainable and holistic approach towards tackling this challenge in the region.

    “It is the Forum’s unwavering determination to rescue the region and reposition it to meet the yearnings and aspirations of our people, especially in the areas of security, economy and social development.”

  • Northern governors commiserate with Ortom, condemn fresh killings in Agatu

    The Northern Governors Forum has condemned the killing of 25 people in Agatu, Benue.
    The people were killed on Sunday at a Church service at Okokolo Village of Agatu Local Government Area of the state.
    The forum in a statement by its Chairman, Gov. Simon Lalong of Plateau,described the killings as a heinous crime that must not go unpunished.
    The forum expressed regret that the incident occurred when relative peace had returned to the state.
    The northern governors also commiserated with the Government and people of Benue over the petroleum tanker explosion in Ahumbe village along the ever busy Makurdi-Aliade-Otukpo road of Gwer West Local Government Area of the state.
    The tragedy occurred on Monday during which 50 people were killed while 100 others were injured.
    “The northern governors are deeply saddened by the two ugly incidents and prayed for the repose of the souls of the victims,” the statement said.
    The forum urged Gov. Samuel Ortom to rise above the tragedies and provide the leadership that brings hope to the people of the state.
  • Northern governors react as Buhari suspends RUGA initiative

    The Northern Governors’ Forum has called for calm following the suspension of the “Ruga” cattle settlement project.
    President Muhammadu Buhari had to suspend the implementation of the over N12 billion Ruga project which was meant to be created across the 36 states of the federation as a result of the public outcry that greeted the initiative.
    The initiative the presidency had argued is a solution to the incessant cattle-farmer crisis.
    But this did not go down well with some groups in support of the programme, who felt that the president halted the projects as a result of the pressure mounted on the government.
    The group Coalition of Northern Group (CNG) therefore issued President Buhari a 30-day ultimatum to commence the implementation of the project across the country.
    Ás part of the efforts to douse tensions, the governors urged the Coalition to exercise retrain, while the governors engage with stakeholders on better way forward.
    Chairman of Northern Governors Forum, Simon Lalong of Plateau state, in a statement issued in Abuja yesterday called for total restraint from the coalition.
    The governor also urged the coalition to allow the government handle the matter, assuring them that the government will come out with a solution that would better serve the benefit is all.
    The statement reads: “With the ensuing development following the announcement of the suspension of the Rug: resettlement initiative by the federal government yesterday, it has become pertinent for me as Chairman of the Northern Governors’ Forum to make clarifications on the true position in order to calm nerves.
    “We have acknowledged the varied responses that have been coming in throughout the hours after the announcement of the suspension which we see as part of the beauty of democracy which allows citizens to participate in shaping and moderating the functions of government with regards to matter of public interest.
    “Meanwhile we urge all stakeholders and all shades of interested parties, especially from the North, to remain calm and air their views democratically and decently while allowing the government chance to handle the matter.
    “In the meantime, we are happy to announce that we are reaching out in engagement with major stakeholders in the matter particularly in the North, after receiving the position of the leadership of the Coalition of Northern Groups with the hope of getting the public to fully understand the whole concept and the wisdom behind the decision by the government.
    “We acknowledge here the Coalition’s concerns and in particular, its decency in urging the northern people to remain civil and resist the temptation to be drawn into anything untoward.
    “We are reassured that the leadership of the Coalition is genuinely and responsibly concerned with the betterment of the whole nation and with the well-being of the Northem region and people in particular, and that it will continue to work for calm and understanding.
    “We assure everyone that at the end of the day, what is coming out of the suspension would tum out to be more beneficial and in the best interest of the whole nation.
    “We am working on a complete package that comes with multi sectoral and multidimensional benefits that would serve the interest of all both in the short and loc terms.
    “We once again urge for, understanding and cooperation from all. “

  • No northern governor effortlessly allocate lands for building of church – Kukah

    The Bishop of the Roman Catholic Diocese of Sokoto, Matthew Kukah, has accused Northern governors of marginalizing Christians in the region.

    Kukah said no Northern governor will “effortlessly sign a certificate of occupancy for the building of a church” in the region.

    He said this during the launch of books “Sect and social disorder” and “Quaranic Schools in Northern Nigeria”, in Abuja.

    The cleric also alleged that some tertiary institutions in the Northern part of the country have over the years refused to allocate spaces within their premises for their Christian students to worship.

    He said, “As I’m talking here now, whether it is Bayero University, Usman Dan Fodio University, most of the universities and tertiary institutions in northern Nigeria, Christians don’t have a place to worship after over 40 years of the existence of these universities and these are the areas where the intellectuals, those who are going to govern Nigeria, this is where they are.

    “Up till today, as I’m talking to you, you can’t find a single governor in northern Nigeria that will effortlessly sign a certificate of occupancy for the building of a church. Nowhere.”

  • Biafra: Nnamdi Kanu is a criminal – Northern Governors

    …says Southeast politicians responsible for zone’s backwardness

    The Northern governors have described the leader of the Indigenous People of Biafra, IPOB, as an ‘ordinary criminal’.

    The governors who made the remarks on the sidelines of their visit to the East following the crisis in the area said backwardness of the region is not because of marginalisation as often claimed but the poor performance of the zone’s men in positions of authority in the past.

    The visiting governors led by Borno State Governor Kashim Shettima, who is also chairman of Northern Governors’ Forum, decried the poor state of major roads in the Southeast, but said politicians from the zone “are only interested in pocketing the resources that would have been used in developing the zone at the detriment of the people”.

    They spoke in Owerri, the Imo State capital, during a meeting with Igbo and Hausa leaders at the Government House.

    The governors rounded off their truce tour which took off in Port Harcourt on Monday, moved to Umuahia, the Abia State capital, before arriving in Owerri.

    They met with Governors Nyesom Wike (Rivers) and Okezie Ikpeazu (Abia).

    They noted that the challenges in the Southeast was not as a result of marginalisation as erroneously believed, arguing that Igbo had occupied exalted positions like Secretary to the Government (SGF) of the Federation, Senate President and many others but the occupiers of those positions rather used them for ephemeral and selfish gains.

    You can take for instance the case of Nnamdi Kanu who is an ordinary criminal. When he was arrested, senators from the Southeast were falling head over heels to bail him for what they could gain at the detriment of national unity and peaceful coexistence”, Shettima stated.

    The governors who were on tour of South-South and Southeast states to douse the tension created by the activities of the Indigenous People of Biafra (IPOB) and the quit notice on the Igbo by the Arewa youths, insisted that the challenges confronting the country were created by the elite for personal aggrandisements.

    With Shettima were: Governors Atiku Bagudu (Kebbi), Aminu Waziri Tambuwal (Sokoto), Simon Lalong (Plateau) and Bello Masari (Katsina).

    Shettima added: “The problem of Nigeria is we the elite who are fanning the embers of hatred and disunity for selfish reasons. The country is passing through a grim and sober moment and by working together, we can get Nigeria to work again.

    We are here to thank our colleagues in the Southeast for standing on the part of peace and national unity. All we need is tolerance, justice and generosity of mind to move the country forward”.

    The Northern Governors commended the Imo State governor for his “uncommon and consistent” support for the unity of the nation. They described him as a detribalised Nigerian.

    Governor Okorocha has been dehumanised and branded all sorts of names for insisting on one indivisible Nigeria but he has remained unshaken in his faith in the unity of the country. We salute his sense of patriotism and his style of leadership, he is the kind of leader that Nigeria needs.”

    Tambuwal said “Nigeria is not a mistake. Nigeria is a special creation we all must continue to strive to make it work. And for us to continue to coexist harmoniously, we must have respect for each other. We must respect each others’ culture because respect begets respect”.

     

  • BIAFRA: Gov Ikpeazu saved Nigeria from danger – Shettima

    The Chairman of the Northern Governors Forum and the Governor of Borno State, Alhaji Kashim Shettima, has commended the wisdom and leadership exhibited by Governor Okezie Ikpeazu of Abia State in handling the recent security challenge in Abia State.

    Shettima stated this when he led a delegation of the Northern Governors to Abia State.
    He said Ikpeazu saved Nigeria from danger.

    The Chairman of the Northern Governors noted that the visit was to show solidarity to the state Governor who rose up to the occasion at a time when the country needed quality leadership during the face-off between the Nigerian Army and the Indigenous People of Biafra, led by Nnamdi Kanu.

    Shettima commended the declaration of curfew by Governor Ikpeazu in the heat of the crisis, which he said brought about peace and normalcy in the state.

    He said: “We are here to thank our brother, Governor Ikpeazu, for his leadership at a time when the nation needs quality leadership.
    “He rose to the occasion.

    “He saved the nation from danger.
    “I want to thank you on behalf of our colleagues.

    “We are here to thank the governor on behalf of the 19 Northern state governors for the leadership he exhibited in moments of crises.

    “We the leaders have a role to play in the peace and unity of this nation and leadership is about having perfection, it’s about symbolism.

    “We are here to show solidarity and encourage the leadership exhibited by our brother and brothers governors in the South East.

    “We are here also to address the Northern communities.

    “We do not want any mass exodus from any part of the country to the other.

    “In times of crisis and challenges, this our brother governor refused to toe the line of others but rose to the challenge of leadership.

    “He imposed curfew and that brought about a lot of sanity.”

    Shettima said the northern governors respect the unity of the nation, hence the need to ensure its indivisibility.
    The Borno State Governor said they are proud of Ndigbo because the Igbo race has what it takes to preserve the unity of the nation.

    He described Nigeria as the last hope of the black race and should try to remain indivisible at all cost.
    Shettima assured Igbos living in all the 19 northern states of their safety and urged them to go about their normal businesses without fear or favour.

    Ikpeazu, who who said he was humbled by the show of love and solidarity from his northern counterparts, revealed that he has drawn strength and energy from their visit.

    He said the visit demonstrates his faith in the indivisibility of the country, noting that the strings that binds the nation together is still intact.

    The Governor promised the safety of the lives and property of everyone living in Abia State.

    He noted that the sanctity of lives cannot be traded, hence the need to ensure lives are preserved.

    Ikpeazu thanked the governors for holding sway in their various states in the heat of the crisis.

    The delegation included Governors of Borno, Kashim Shettima; Kebbi, Atiku Abubakar Bagudu; Sokoto, Aminu Tambuwal; Katsina, Aminu Masari; and Plateau, Simon Lalong.

  • Northern Governors set up 12-man committee on restructuring

    The Northern States Governors Forum has set up a 12-man committee to come up with the region’s position on Nigeria’s restructuring.

    A communiqué issued after a two-day meeting of the governors in Kaduna on Friday said Gov. Aminu Tambuwal of Sokoto State would serve as Chairman of the committee with the Deputy Governor of Plateau as Secretary.

    Other members of the committee include the governors of Nasarawa, Gombe, Benue, Bauchi and Kaduna States.

    It also has as members, the Emirs of Kano, Zazzau and Gummi, as well as Estu Nupe and Gbong Gwom Jos.

    The committee was mandated to collate opinions from across the region and come up with acceptable, tenable and sustainable position for the North in consonance with provisions of the Constitution.

    The forum re-affirmed its commitment to national unity and peaceful co-existence, assuring that all Nigerians have the right to reside and own property in any part of the region.

    The governors further reassured all Nigerians living in the North of adequate protection of their lives and property.

    The forum also called on Southern leaders to emulate the gesture.

    The northern governors urged the Federal Government to strengthen the capability of the Police and other security agencies to perform their duties more effectively.

    They noted that the lingering crisis between farmers and herdsmen was as a result of lack of adequate security enforcement.

    “The situation is worsened by the infiltration of criminal elements from outside the regions that pose as Fulani herdsmen and deliberately engage farmers in deadly conflict and crimes.’’

    The forum emphasised the need to create more grazing reserves with adequate structure to address the needs of herdsmen and their animals before the enactment of any legislation on open grazing.
