  • EXPLANATION! Proposed tax reforms won’t affect northern Nigeria -Presidency

EXPLANATION! Proposed tax reforms won’t affect northern Nigeria -Presidency

The presidency has explained that the proposed tax reforms will not affect any part of Nigeria.

This was contained in a statement signed by President Tinubu’s Spokesperson, Bayo Onanuga on Thursday.

Recall that Governors of 19 Northern States of Nigeria, under the platform of the Northern Governors’ Forum, at their meeting on Monday, October 28, 2024, expressed their opposition to the new derivation-based model for Value-Added Tax (VAT) distribution in the new tax reform bills before the National Assembly.

Chairman of the forum, Governor Muhammed Inuwa Yahaya of Gombe State, read the communiqué.

The Northern Governors’ Forum meeting also had traditional rulers from the region, led by the Sultan of Sokoto, His Eminence Muhammadu Sa’ad Abubakar III, in attendance.

While we commend the Governors and traditional rulers for supporting President Bola Tinubu over the success recorded in addressing the country’s security challenges, we consider it necessary to address the misunderstandings and misgivings around the tax reform already embarked upon by the administration.

President Tinubu and the Federal Executive Council recently endorsed new policy initiatives aimed at streamlining Nigeria’s tax administration processes, enhancing efficiency and eliminating redundancies across the nation’s tax operations.

These reforms emerged after an extensive review of existing tax laws. The National Assembly is considering four executive bills designed to transform and modernise Nigeria’s tax landscape.

First is the Nigeria Tax Bill, which aims to eliminate unintended multiple taxation and make Nigeria’s economy more competitive by simplifying tax obligations for businesses and individuals nationwide.

Second, the Nigeria Tax Administration Bill (NTAB) proposes new rules governing the administration of all taxes in the country. Its objective is to harmonise tax administrative processes across federal, state and local jurisdictions for ease of compliance for taxpayers in all parts of the country.

Third, the Nigeria Revenue Service (Establishment) Bill seeks to rename the Federal Inland Revenue Service (FIRS) as the Nigeria Revenue Service (NRS) to better reflect the mandate of the Service as the revenue agency for the entire federation, not just the Federal Government.

Fourth, the Joint Revenue Board Establishment Bill proposes the creation of a Joint Revenue Board to replace the Joint Tax Board, covering federal and all states’ tax authorities.

The fourth bill also suggests establishing the Office of Tax Ombudsman under the Joint Revenue Board, which would serve as a complaint resolution body for taxpayers.

It is instructive to note that these proposed laws will not increase the number of taxes currently in operation. Instead, they are designed to optimise and simplify existing tax frameworks.

The tax rates or percentages will remain the same under these reforms, as they focus on ensuring a more equitable distribution of tax obligations without adding to the burden on Nigerians.

The reforms will not lead to job losses. On the contrary, they are structured to stimulate new avenues for job creation by supporting a dynamic, growth-oriented economy.

Importantly, these laws will not absorb or eliminate the duties of any existing department, agency, or ministry. Instead, they aim to harmonise revenue collection and administration across the federation to ensure efficiency and cooperation.

At the moment, tax administration lacks coordination among federal, state, and local tax authorities, often resulting in overlapping responsibilities, confusion, and inefficiency. Without reform, this inefficiency will persist.

The proposed laws aim to coordinate efforts between different tiers of government, resulting in better tax resource management and greater clarity for taxpayers.

Under existing laws, taxes like Company Income Tax (CIT), Personal Income Tax (PIT), Capital Gains Tax (CGT), Petroleum Profits Tax (PPT), Tertiary Education Tax (TET), Value-Added Tax (VAT), and other taxing provisions in numerous laws are administered separately, with individual legislative frameworks.

The proposed reforms seek to consolidate these multiple taxes, integrating CIT, PIT, CGT, VAT, PPT, and excise duties into a unified structure to reduce administrative fragmentation.

On the proposed derivation-based VAT distribution model, which the Northern Governors oppose, it must be stressed that the new proposal, as enunciated in the Bill, is designed to create a fairer system.

The current model for distributing VAT is based on where the tax is remitted rather than where goods and services are supplied or consumed. The ongoing tax reform seeks to correct the inherent inequity in the current derivation model as a basis for distributing VAT revenue.

The new proposal before the National Assembly outlines a different form of derivation which considers the place of supply or consumption for relevant goods and services. This means that states in the Northern region that produce the food we eat should not lose out just because their products are VAT-exempt or consumed in other states.

These reforms are critical to improving the lives of Nigerians and were not put forward by President Tinubu to undermine any part of the country. There is no better time than now for the National Assembly to give due consideration to these bills that will overhaul our tax systems and create the revenue all the tiers of government require to fund the development our country and people urgently need.

We owe our people deep apologies for failure to protect the region- ACF Leader

The Chairman, Board of Trustees (BoT), Arewa Consultative Forum (ACF), Bashir Muhammad Dalhatu, has apologised to the people of Northern Nigeria for the collective failure of leaders to protect the region from falling into one of the worst crises in its history.

He, however, said ACF is exploring strategies of tackling the existential challenges facing the North and Nigeria.

He then declared that the North is willing to embrace constitutional review and administrative changes.

Speaking at a meeting of the BoT and Northern Leaders in Kaduna, Dalhatu dispelled notions that the North is opposed to constitutional review saying, “We must put all and sundry on notice that the North is ready, now and in the future, and will be willing to consider any proposals for changing the constitution as well as the administrative structure of Nigeria.”

Dalhatu acknowledged the region’s failures, saying, “We owe our people deep apologies for our collective failure to protect the region from falling into one of the worst crises in its history.”

Flood: Prices of food items soar high in the northern part of Nigeria

Food items prices  have continued to soar high beyond the expectations of the people in the north due to excessive flooding in the last quarter of year 2022.

The Emir of Zazzau, Ahmed Nuhu Bamali had earlier predicted that hunger may surface in the north due to flooding.

Report say that the increase in prices of food in Sabon Tasha, Kawo and Central markets in Kaduna is due to the disruption in the supply chain occasioned by recent floods across Nigeria

Musa Arungo another trader in Kawo market on Sunday told newsmen that apart from foodstuff, there would be a scarcity of meat, onion and pepper, because these essential commodities did not yield produce this year, due to flooding in the northern part of the country.

” I load trailers of pepper, onion, from Gombe to Kaduna, and sometimes, to other states. But this year, the reports I am getting now is that no single pepper in the farm this year.” He said

Jonathan Musa who claimed to be a full-time farmer from Kagarko Local government area of Kaduna State said the excessive rain made him lose all his farm produce.

Rhoda Moses, who sells dried cassava, beans, yam, and sweet potatoes at the central market in Kaduna said for five weeks now, she has not been able to receive supplies from farmers in Kogi, Delta, Ogun or Anambra due to the flooding.

“Most of my suppliers come from different states; Lokoja, Delta, Anambra, River, etc, but since flooding took over some states, I learnt their farm could no longer be assessed. Even those who want to sell, can not enter Kaduna, because flood took over Kogi road.”

” I am a farmer, who cultivates yam, maize, plantain, and cassava in large quantities and supply to Kaduna main town. Many farmers in my area were forced out of business, due to excessive rain.” He said.

Mrs. Grace Adama who buys wholesale and sells in retail said prices of foodstuff increase daily. She said a bag of rice she bought on October 20 for 35,000 Naira, was sold for 37,000 Naira the following day.

According to her, as the wholesale price increases, so also traders will increase the retail prices of those food items.

Babahir Lawal says Muslim-Muslim ticket dividing north further

A former Secretary to the Government of the Federation (SGF), Babachir Lawal, has accused the APC of plans to cause further division in Northern Nigeria through its Muslim-Muslim ticket.

He said he and about 40 Christian leaders in the north are working to see that the ticket failed.

Lawal spoke during an interview on Arise TV, monitored by our correspondent on Wednesday.

He said, “The introduction of a Muslim-Muslim ticket by the APC or same-faith ticket is a wicked plan to further create divisions within the north. We try as leaders of societies to live as brothers and sisters but this demonic proposition just came out of the blues.

“For all lovers of unity in this country, in the north in particular where we are most affected, this ticket must never succeed. We will make sure we defeat it in such a resounding manner that nobody in his right senses will ever think about it again at least in the near future for our political journey in Nigeria. So we are set on it and we are determined to kill it (Muslim-Muslim ticket). Our people are mobilised, and our people are ready for the election.

“I and Dogara alone aren’t the only ones involved in this. Indeed, we are leaders of groups of about 40 leading Christian politicians in the north. We started work on this years back when we suspected that if a Muslim emerge from the south as the candidate for any of the political parties, there is a risk that what has happened will happen.

“So, while we plan that same-faith ticket of APC should fail, we also believe that we should align with one of the leading political parties that has the chance of winning. Our strategy is that we will not just waste our votes because we want to protest the same-faith ticket of APC, we will like to partner with another group that is more sensible of the Nigerian situation and realised that Nigeria needs harmony, unity and peace.”

  • President Buhari, El – Rufa’i may soon be kidnapped by bandits – by Simeon Oyiguh

President Buhari, El – Rufa’i may soon be kidnapped by bandits – by Simeon Oyiguh

I am not usually given to making public comment/s particularly as it relate(s) to insecurity in Nigeria. In the professional group where I belong, I have left the leadership in no doubt that I am very concerned about the deteriorating insecurity in the nation.

I took the responsibility to be Chairman Security of Doctors Committee, Nigerian Medical Association (NMA) Kogi State, while I was the Chairman of NMA Kogi State Chapter, when kidnapping of doctors was becoming rife and a very serious issue in Kogi State.

I was a fortunate traveller on the Abuja- Kaduna train route on Saturday and Sunday, before the attack on the fateful Monday. I still feel a sense of gratitude to God that He caused me to leave the town of Zaria immediately our meeting was concluded. As if something was pushing me to hurriedly leave the town. It was the finger of God!

We entered the town of Kaduna after there was an assault on the Kaduna Airport. I wondered why the activity of the bandits at the airport was not challenged seriously. All we used to hear was that the bandits were repelled. I watched the video of the ,’gallant’ bandits riding on their motorcycles in a long convoy unperturbed and undisturbed.

While I passed through Kaduna State in the train, I saw how ill prepared the political leaders are to secure the lives of those they have sworn to govern. I saw their lack of capacity to solve the insecurity problem in the country. I saw with my own eyes that travelling within Kaduna State, and of course any other part of Nigeria safely, is only an act of God.

Now, the bandits had the courage to attack the President’s advance team to Katsina state. The gallant soldiers repelled the courageous bandits and no casualty reported on either side.

It is also possible that the President was packaged into Katsina for the Sallah celebration without been told of the attack on his advance team. And now, the Presidential bodyguard suffered another deadly blow not far from the seat of Government in Abuja, and the President may also not have been told.

What these ‘gallant’ bandits are doing is to test run their capacity and preparedness for the big day of show down. Unfortunately, in this latest fracas, I myself have lost someone and I am in a sad moment.

I personally feel a sense of loss and grief for the loss of Lieutenant Jauro Ibrahim Suleiman and Captain Samuel Atta of the Brigade of Guards. I am a leader in my own right in Kogi State where I come from and I am very closely related to Col Suleiman Ahmadu Babanawa rtd. The deceased Lieutenant Jauro Ibrahim Suleiman was introduced to me by his father, Col Suleiman Ahmadu Babanawa rtd, at a meeting point in Abuja a little over one year ago. I met the tall, lanky, handsome and soft speaking young man who came to see his father. I therefore identify with this unfortunate and unnecessary loss.

Now that Governor Nasir El-rufai is alleged to have addressed the press, and taken the glory that it was him who first made the President know that the bandits have threatened to kidnap him and the President, and that the President was previously unaware of the threat even many days after it was made, a feeling of pity developed in my heart for the President.

I usually take Governor Nasir El-rufai very seriously as whatever he does and says, is usually with great seriousness. When he speaks, you will believe he is telling the truth even if it is a political propaganda.

I am therefore yet to confirm that what is credited to Governor Nasir El- rufai is what he really said. But if it is true, then what has become very clear to me is that the governor wants people in Authority to be more responsible in taking the matter of banditry more seriously now than ever before. The clock is ticking fast!

Governor Nasir El- rufai is surely feeling frightful of the looming danger of kidnap of himself, family and the President. I am not sure if the Governor showed the President the video of the bandits flogging Nigerians in their grip in the forest, and they, bandits, making a declaration to kidnap the President and governor Nasir El-Rufai.

Nigerians already know that the same fate will soon befall the President and Governor Nasir El- rufai judging from how the bandits have been allowed to develop wings.

Now, Governor Nasir El- rufai needed Governor Bello Matawalle of Zamfara State to confirm to the next President the content of the video of the bandits onslaughts on Nigerans and the threat of kidnapping the President and Governor Nasir El-Rufai.

I can feel the pain of Governor Nasir El-rufai and his desire that things be done differently now but unfortunately, it seems as if Governor Nasir El- Rufai is on his own. Those who are around the President and whom the President believes in, may have told him something different, and making a lie of Governor Nasir El- -rufai.

What is at stake among the people who have formed a ring around the President is not the battle against insurgency. For them it seems to be about what each person can get or corner into his or her own pocket. Corruption has been a very big challenge in tackling insecurity in Nigeria.

As the 900 billion naira released by the President, whether enough or not, is the major preoccupation of those who should lead in the fight against insurgency and not the safety of the President, the bandits rejoice as they come closer to the dooms day of actualizing their devilish plan of kidnapping the President and Governor Nasir El-rufai. So long as the issue is not about telling Mr President the truth by those who have formed the ring around him, and it is a matter of how much each gets from the release of the N900B, then the President is still in grave danger.

I am a very loyal Nigerian. I have a duty to Country to sound this alarm. I do not want my President or Governor Nasir El- rufai to be kidnapped. I feel Mr President and Governor Nasir El–rufai may soon be kidnapped by the bandits. The President’s handlers should embrace honour and do something quickly!

  • No equivocation, it is turn of the south to produce Nigeria’s next president – Akeredolu

Governor Oluwarotimi Akeredolu (SAN) of Ondo  State says it is the turn of southern Nigeria to produce the next president.

He stated against the backdrop of heightened preparations for the June 6 APC National Convention to select the party’s standard bearer.

In the statement posted on his social media handle on Thursday, the Governor opined that APC stakeholders must not keep party men and women guessing about the position of the leadership of the party.

“This is the time to weigh in and take control of the process. No statement must suggest, even remotely, that the party harbours certain sentiments which may predispose it to consider throwing the contest open. This is certainly not the time for equivocation.”

His post warned the All Progressives Congress against giving its presidential ticket to a northern candidate the way the opposition PDP has done by fielding Atiku Abubakar.

Akeredolu charged the party to work hard to retain power by rotating the Presidency to the South.

He said, “APC must work to retain power. We must rotate power to retain power!!! Rotate to the South. …Shikena.”

Akeredolu had also in May warned the All Progressives Congress against zoning the 2023 presidential slot to the northern part of the country, saying that would lead to a crisis.

According to him, it is the turn of the southern part of the country to produce the next president.

Akeredolu said the agreement reached when APC micro-zoned party’s offices during its National Convention must be adhered to.

“Our party, the All Progressives Congress, has started the process which will eventually culminate in the presentation of elected political leaders, who must steer the affairs of the country for another term. We have been able to hold the party’s Convention successfully.

“New officers of the party have emerged in a process that is widely acknowledged as rancour-free. The level of understanding and maturity displayed by all and sundry has been commendable. Known adversaries have been forced to accept the emerging fact that our party is formidable and ready for the next general elections.

“The current socio-economic crises are surmountable. It is commendable that the Government is addressing these issues without drama. The Federal Government and leadership of our great party will come out stronger. We cannot, therefore, afford any internal bickering which holds the potential promise of causing distrust and militating against cohesion, harmony and the zeal to achieve set objectives.

“The current democratic dispensation is anchored on the unwritten convention driven by a principle of Equity.

“Political expediency dictates, more appealingly, that while adhering to the spirit and letters of the laws guiding conduct of elections and succession to political offices, we must do nothing which is capable of tilting the delicate balance against the established arrangement which guarantees peace and promotes trust.

“Our party just elected officers on the established principle of giving every part of the country an important stake in the political calculus. The focus has now shifted to the process which will culminate in the participation of our party in the general elections scheduled for next year.

“All lovers of peace and freedom must do everything to eschew tendencies which may predispose them to taking decisions which promote distrust and lead to a crisis, the end of which nobody may be able to predict.

“The leadership of the party ensured that the principle of rotational representation guided its decision at the just-concluded Convention. The party Chairmanship position has gone to the North. All other offices have been filled on this understanding.

“This is the time the leaders of the party must make a categorical statement, devoid of equivocation, on the pattern of succession.

“The party Executive Committee has fixed a fee for the purchase of the nomination form for the office. It is expected, fervently, that it will proceed to complete the process by limiting the propensities for disagreement to a region for possible micro-management. It is very expedient that we avoid self-inflicted crises before the general elections.

“It is the turn of the Southern part of the country to produce the next President. The party leadership should have no difficulty in making pronouncements on this very important issue, just as it has fixed various fees for the purchase of forms.

“This must be done without delay. The principle of Federal Character is enshrined in the 1999 Constitution, as amended. It will be disingenuous for anyone to argue against rotation at this period.”

TheNewsGuru.com reports that Vice President Yemi Osinbajo and former Lagos State Governor, Bola Tinubu are jostling for presidency next year.

Other APC presidential aspirants are the Senate President Ahmad Lawan and former ministers Rotimi Amaechi, Ogbonnaya Onu, Godswill Akpabio, and Chukwuemeka Nwajiuba.
Serving governors who are also aspiring to be president are Kayode Fayemi (Ekiti), Yahaya Bello (Kogi), Dave Umahi (Ebonyi), Ben Ayade (Cross River) and Badaru Abubakar (Jigawa).

Also interested are former Senate President Ken Nnamani, former House of Representatives Speaker, Dimeji Bankole, and serving senators Ibikunle Amosun, Ajayi Boroffice, and Rochas Okorocha.

President Muhammadu Buhari’s running mate in 2011, Pastor Tunde Bakare, Uju Ken-Ohanenye, Nicholas Felix, Ahmad Rufai Sani, Tein Jack-Rich, Ikeobasi Mokelu are also in the presidential race.

  • Bishop Kukah explodes again: Northern Nigeria under grip of evil, gradually turning into ‘Arewanistan’

Bishop Kukah explodes again: Northern Nigeria under grip of evil, gradually turning into ‘Arewanistan’

The Catholic Bishop of Sokoto Diocese, Dr. Matthew Kukah, yesterday expressed fresh frustration at the unrelenting security challenge in the north where he said a “catalogue of unprecedented cruelty has been unleashed on innocent citizens.”

He feared the region could soon become Arewanistan in view of the persistent killings.

“In their sleep, on their farmlands, in their markets, or even on the highway, innocent citizens have been mowed down and turned into burnt offerings to gods of evil,” an angry Kukah said in his Christmas message entitled ‘A nation still in search of truth and vindication’.

“Communities have been turned into gulags of misery, death, pain and perfidy. We must move quickly before Arewa, our beloved Arewa, descends into Arewanistan,” he added.

Kukah recalled how he was heavily slammed in parts of the north when he first criticized the federal government’s handling of the security situation in that part of the country last year.

He said: “At about this time last year when I raised the alarm about the perilous state of affairs in northern Nigeria, all kinds of accusations were levelled against me, especially by my northern brethren.

“When the Catholic Bishops protested openly against the killings of our people in March 2020, we were accused of acting against government with religious motives being imputed to our noble intentions. Now, we are fully in the grip of evil.

“Today, a feeling of vindication only saddens me as I have watched the north break into a cacophony of quarrelsome blame games over our tragic situation.”

Urging President Muhammadu Buhari to speak on the situation, Kukah said: “Tales and promises about planned rescues have since deteriorated into mere whispers. Nothing expresses the powerlessness of the families like the silence of state at the federal level.

“Today, after over seven years, our over one hundred Chibok Girls are still marooned in the ocean of uncertainty.

“Over three years after, Leah Sharibu is still unaccounted for. Students of the Federal Government College, Yauri, and children from Islamiyya School, Katsina are still in captivity. This does not include hundreds of other children whose captures were less dramatic.

“We also have lost count of hundreds of individuals and families who have been kidnapped and live below the radar of publicity. We have before us a government totally oblivious to the cherished values of the sacredness of life.

“The silence of the federal government only feeds the ugly beast of complicity in the deeds of these evil people who have suspended the future of entire generations of our children.

“Every day, we hear of failure of intelligence, yet, those experts who provide intelligence claim that they have always done their duty diligently and efficiently.

“Does the President of the Federal Republic of Nigeria not believe that he owes parents and citizens answers as to where our children are and when they are coming home?

“Does the President of Nigeria not owe us an explanation and answers as to when the abductions, kidnappings, brutality, senseless, and endless massacres of our citizens will end? When will our refugees from Cameroon, Chad or Niger return home? We need urgent answers to these questions.

“While I commend the efforts of our security men and women, I call on the President, in collaboration with the governors who are doing their best to preserve and protect their people to develop a more honest, open and robust strategy for ending the humiliation of our people and restoring social order to our people. We have borne enough humiliation as communities and a country.”

Kukah paid tribute to several northern Christians who, he said, have either been killed or kidnapped for their faith.

His words: “When Michael Nnadi, our teenage Seminarian from Sokoto Diocese, stared down the nozzle of the guns of terrorists and called them to repentance, he knew he was signing his signature with the blood of martyrdom.

“When Mrs. Bolanle Ataga, a Kaduna-based housewife of a medical doctor, defied the evil hands of the head of her captors who sought to violate her honour in exchange for freedom, she knew she was signing her signature with the blood of martyrdom.

“When Lawan Andimi, leader of the Christian community in Michika, Adamawa State stretched out his neck and was slaughtered by his abductors because of his faith, he knew that his blood would flow into the ocean of those martyrs who have gone before him.

“When our dear Leah Sharibu raised her voice against the advice of her young Muslim friends who loved her dearly and wanted her to deny being a Christian, she, like Jesus, acted in defiance but she knew what awaits her in a new Jerusalem, the capital of martyrdom.

“Their heroic witnesses re-echo the defiance of the Apostles who said: We must obey God rather than men.”

He asked religious leaders to stand firm in the face of what he called the injustice in the country, saying: “When the politicians embark on outright favouritism or nepotism, we must not be carried away by the belief that our religion is being favoured.

“Religious leaders must stand together and condemn lack of fairness to any group because the powerful and the powerless all need to be saved.”

On the polity, especially the Electoral Amendment Bill which President Buhari recently declined to sign into law, Kukah asked the National Assembly to “quickly take notice of the observations made by the President on the issues of Direct or Indirect Primaries and return the Bill to the President for assent.

“I believe that the President’s heart is still in the right place and we should focus on the serious issues,” he said.

He told the youths to “seize the moment by coming out to register and be ready to vote.

“Endsars protests and the aftermath should be a mere punctuation mark in the sentences and chapters of our struggle for a better society.

“There is a lot to live for in this country. There is a lot for our Youth to dream about.

“The spirit of Christmas should be seen as a spirit of renewal. Be courageous, because we shall turn the corner together.”

  • Insecurity: Zamfara governor wants state of emergency imposed on Northern Nigeria

Insecurity: Zamfara governor wants state of emergency imposed on Northern Nigeria

Zamfara State Governor, Bello Matawalle, has called for a state of emergency in the northern part of the country over the security challenges in the region.

He made the call on Wednesday at a meeting with the Assistant Inspector-General of Police in charge of Zone 10, Ali Janga, at the Government House in Gusau, the state capital.

The governor who is seriously concerned about the series of attacks in many states in the region believes a declaration of a state of emergency will address the problem of insecurity in the North.

Nigeria’s northern region comprises three geopolitical zones – North East, North West, and North-Central – and 19 states, as well as the Federal Capital Territory (FCT).

Over the years, parts of the region have been grappling with a series of criminal activities such as kidnapping, bombings, and attacks on communities as a result of insurgency and banditry.

Before now, hundreds of thousands of people have been killed in the region while millions were forced to flee their ancestral homes.

Boko Haram and Islamic State in West Africa Province (ISWAP) are largely responsible for the incidents in the North East, while bandits have continued to engage in kidnapping for ransom in the North West and parts of the North Central.

Schools and security formations have been targets for the criminals, and the latest is the attack on the Nigeria Nigerian Defence Academy in Kaduna State.

For some persons of concern, including Governor Nasir El-Rufai of Kaduna State, there is a strong connection between the terrorists and the bandits.

Following the meeting with the senior police officer on Wednesday, Governor Matawalle briefed the people of the state on the present security situation in Zamfara.

He assured them of his administration’s commitment to ensure safety in all parts of the state.
