Reps threaten to cancel PPP, concessions, invite Minister of Transport, NRC

The House of Representatives Committee investigating Public Private Partnership and Concessions programme has threatened to cancel all leases and concessions in Federal Ministry of Transport.

Rep. Ademorin Kuye, Chairman, House Committee on Public Assets made this known when the delegation from the Federal Ministry of Transport led by the Permanent Secretary, Pius Oteh appeared before the committee in Abuja.

He said that the PPP and concessions agreement of Nigeria Railway Corporation, (NRC) and the Railway Property Management Company Limited (RPMC) might be cancelled over non-compliance with extent laws.

Oteh however told the committee that the ministry has over 170 leases but was unable to provide the relevant documents as required by the lawmakers to prove whether there were compliance with the extent laws.

One of the required documents is the receipt of payment which the lawmakers said was not attached to the documents submitted by the ministry in disregard to their request.

The committee in its resolution invited the Minister of Transport, Chief Executive Officer of Nigeria Railway Corporation and other relevant organisations to appear on their next sitting.

The chairman warned that the committee will not hesitate to invoke relevant constitutional provisions if any organisation fails to honour their invitation.

“As you may be aware, this committee will not hesitate to invoke the relevant constitutional provisions if any head of ministry, agency or department fails to honour the invitation of this committee.

“We can issue an arrest warrant and direct the relevant security agencies to bring such person here,” he said.

He noted that improper management of government assets through public Private Partnership and Concessions has been one of the major challenges in infrastructure development.

It would be recalled that the House of Reps through its resolution in Feb. mandated the committee on Public Assets and Special Duties to probe Public-Private Partnership initiatives and concession agreements across the country.

The committee noted that in spite of initiating several PPPs and concession programmes, the outcomes have been mixed, with some projects stalled and others failing to yield anticipated results.

  • Railway: FG told to link Warri-Itakpe train service to Abuja

Railway: FG told to link Warri-Itakpe train service to Abuja

Managing Director of the Nigerian Railway Corporation (NRC), Mr Fidet Okhiria, has urged the Federal Government to link the Itakpe corridor to Abuja to speed up development in the country.

Okhiria made the call in Lagos when the leadership of the Nigeria Union of Journalists (NUJ), Lagos State Council, led by the Chairman, Mr Adeleye Ajayi paid him a courtesy visit.

He explained that linking the Itakpe corridor directly to Abuja would help the country cover up about 75 per cent of the entire country in rail transportation.

According to him, this move is necessary to fast-track development across regions in Nigeria.

“I wish to reveal that there have been great developments, especially in states where we are very visible. Ibadan, for example, is springing up development in areas that are closer to the rail station, while Lagos is fast becoming a tourism site.”

The MD reiterated the commitment of the corporation to scaling up the level of work done in different corridors across the country.

He noted that there had been a decline in the level of vandalism across the country’s rail lines, as operations had fully begun in most of the stations.

Okhiria disclosed that security surveillance around the rail coaches would be scaled up for effectiveness and efficiency.

He commended the media for being a partner in progress in promoting the operations of the NRC.

“Nigerian Railway Corporation has received the attention it deserves through the media, and we are grateful for this,” he said.

The MD admitted that Nigeria stood a better chance to grow and develop if all hands were on deck.

“Against this backdrop, state governments of Borno, Kaduna, Plateau and Ogun are already partnering with the NRC to build an efficient railway system in their respective states,” he revealed.

Earlier, Ajayi commended Okhiria for repositioning the NRC, saying that Nigerians were aware of the giant stride made by the MD in the corporation.

He added that it was a testament to his background and wealth of experience, having worked in all seven districts of the NRC.

“As a member of the Chartered Institute of Logistics and Transport, Institute of Management, Vanguard Society of Engineers, among others, one cannot expect less from a professional like you who has a track record of success,” he said.

He also commended the corporation for the professionalism it displayed in executing the directive of President Bola Tinubu over the 100 per cent discount on train trips for Nigerians who travelled to celebrate Christmas and New Year with their families.

He applauded the selfless service of the NRC to the nation as no fewer than 163,000 Nigerians benefited from the exercise via the three routes being serviced by the corporation which included Lagos– Ibadan, Warri – Itakpe and Abuja– Kaduna.

“We are equally delighted to hear about the corporation’s plans to boost cargo movement across the nation as moves are underway to enhance rail links between Lagos, Kaduna and Kano.

“No doubt, the completion and operationalisation of these rail corridors, especially Lagos to Kano will facilitate optimal use of the Dala Inland Dry Port for movement of cargoes by rail from Lagos to Kano.

“It is believed that this initiative will reduce the cost of doing business, reduce the menace of road traffic accidents, and boost the GDP of our country,” he said

Ajayi later presented an Award of Excellence for outstanding performance as the Managing Director of Nigerian Railway Corporation to Okhiria, on behalf of the Lagos NUJ.

He said the award was long overdue, stressing that the Lagos Council of the NUJ would continue to promote the activities of the corporation around the clock.

He also solicited partnership with the NRC, particularly in the area of capacity building for journalists covering transport beat.

NRC breaks silence over Mopol who died onboard Abuja bound train

The Nigerian Railway Corporation (NRC) has finally opened up over the mobile police (MOPOL) officer who slumped and died onboard a train enroute Kaduna to Abuja.

TheNewsGuru.com (TNG) gathers that the MOPOL attached to the Abuja-Kaduna Train Service (AKTS) died last Thursday after allegedly developing chest pain.

Managing Director of NRC, Mr Fidet Okhiria denied there was no medical personnel onboard the train to provide emergency support for the police officer.

Okhiria stressed one of the organisation’s medical personnel, assisted by another, tried unsuccessfully to revive the policeman.

In a statement in Lagos on Tuesday, the NRC MD also dismissed allegations that the corporation had no medical facilities on board its trains.

Okhiria debunked insinuations that inadequate attention, allegedly due to lack of NRC medical personnel onboard the train, led to the death of the police officer.

He noted that NRC trains have well trained medical personnel and equipped medical cubicle to attend to any emergency health challenges of passengers.

He gave the name of the medical staff on duty on the train on which the incident occured as Mariam Abdulai.

Okhiria said that Abdulai was assisted by a good samaritan medical practitioner that happened to be a passenger on board to revive the ailing cop, but it was in futility.

“The management of the NRC expresses its heartfelt condolence to the bereaved family of the late Police Insp. Name But Selbol, who was escort on duty in Abuja–Kaduna Train service on that fateful day,” he said.

“We are working in phases, they have laid the track up to Aba but we are so anxious to commence operation and that is why the minister has directed us to come and see, so that we can plan ahead to commence operation.

“So we took inspection from Port Harcourt to Aba. We have confirmed that the main track has been restored.

“As we speak, we can put locomotives and wagons on the track from Port Harcourt to Aba.

“We are working hard to ensure that very soon, the operations will start. Signaling and communication will also be restored soon.

“The trips will commence before the second quarter of 2024. Right now, they are running four trips  — two up and two down across board.

“What is limiting us is the night operations, and that is not the way train should operate. Train is meant to operate at all times. People may like to travel in the evening, but because of the security situation in to the country, we limit ourselves to day time.

“We intend to bring back passenger and freight train from Port-Harcourt to Aba, Lagos to Kano and Kaduna because of the dry ports,” Okhiria said.

Okhiria said that the corporation had engaged in constant sensitisation to communities where the vandalism took place to make them to realise the implication of the act to the growth of rail networking in the country.

“The only issue we have now is vandalism of the tracks, which is a big problem. When we replace the tracks, they will come back and vandalise the track again.

“Just before the Christmas, the hoodlums vandalised over 200 clips between Mushin -Oshodi area and we had to replace them three days after the vandalism.

“We are looking for a way to protect the clips, we will also continue to discuss it at the management meeting where we will have to engage a special person to guide our position,” Okhiria said.

He said that in spite of the constant arrests on the vandalism, the corporation still recorded clips being vandalised from time to time.

“Our Minister has given us an assignment to ensure that we are able to move the passengers and freight train between Lagos and Kano.

“We are working on it in-house and we are trying our best to ensure we complete the tracks by the end of December.

”As we speak, a locomotive and wagon have arrived in Minna successfully, and by Saturday, Dec. 30, will be able to move the wagon to Kaduna.

He said the corporation would begin skeletal service round the track and commence train movement in the northern part of the country by January.

Okhiria said that they had issues with vandalism, adding that they just replaced the vandalised clipper between Mokua and Kano on Wednesday.

“We had an issue with Warri-Itakpe track earlier the year, we were able to recover, and now we have commenced full operation along the axis,” he said.

He said that laying of tracks from Port-Harcourt to Maiduguri was  ongoing.

”The technical department are working on the rolling track, by the time we occupy the track, it will not be easy to vandalise again,” he said.

Okhiria said that NRC planned to increase the turn around time of the Standard Gauge train between Lagos-Ibadan, Warri-Itakpe and Abuja-to Kaduna in 2024.

He said that there was no increase in train fare before and after the subsidy removal as the government ensured they gave succour to Nigerians.

He said that train was the cheapest and safest means of transportation.

“The free train that we are running now, government is providing money for fuel, security and other logistics to ensure we meet the demands of Nigerians during the festive period,” Okhiria said.

  • What Nigerians are saying about Tinubu’s 50% transport fares cut

What Nigerians are saying about Tinubu’s 50% transport fares cut

A section of Nigerians have aired their minds on the 50% cut in the cost of transport fares by President Bola Tinubu.

Some travellers commended the interventions aimed at reducing the high cost of transport at the festive season.

Recall the federal government had disclosed that from December 21 to January 4, 2024, Nigerians would enjoy a 50 per cent discount on inter-state bus transport along 22 major routes.

The FG also disclosed that the Nigeria Railway Corporation (NRC) would be offering free train rides within the same period.

Mr Segun Tomori, Special Assistant on Media to the Chairman, Yuletide Transport Subsidy Inter-ministerial Committee, Mr Dele Alake monitored implementation of the 50% transport cut.

“Travelling to see their loved ones at the end of the year has  been the norm for Nigerians, for decades, irrespective of religious inclinations.

“Therefore, the far-reaching effect of discounted inter-state bus fares and free train rides on the citizenry, cannot be over emphasised,” Tomori said.

According to him, a passenger, Miss Deborah, at the God is Good Motors (GIGM) Park in Ajah, Lagos, captured the mood of passengers across the country.

“Deborah described the intervention as a novel and pro-masses initiative by any Federal Government in the country’s history.

“I am travelling from Ajah here in Lagos. I am going to Benin and I just received my 50 per cent discount palliative from the Federal Government (displaying her receipt) and I’m so excited.

“Thank you so much, Mr President!.”

According to him,  another passenger simply known as Ebele, travelling from Mararaba, Abuja aboard the GIGM bus to Edo, expressed gratitude to the Federal Government for the gesture.

According to her, “it is a good feeling. I got the refund of 50 per cent of my fares. I had paid N36,800 initially but I got half of that back. This is a real palliative and I am grateful to the President.

“Another commuter, Lucky travelling from Mararaba, Abuja to Owerri, Imo, said the original fare was N32,300 but on getting here, they said the president had given them a 50 per cent discount.

“He said N16,150 was refunded to him, adding that he had received his own alert.

“Impact stories also abound from train commuters along the Lagos-Ibadan, Abuja-Kaduna routes.

“A twitter user @ayotem4real had tweeted, “Just got two free train tickets (Lagos – Ibadan) for my son and mum.

En route to the Babatunde Fashola station.Thank you, Mr President.

“A passenger aboard the Idu train station in Abuja to Kaduna revealed that for those who have validated their names, it is a smooth ride from the Idu train station in Abuja.”

According to Tomori, another elderly commuter aboard the Idu train station to Kaduna, showered encomiums on the President.

“He said thank God, the President has offered this free ride to us from Abuja to Kaduna and for others across the country.

“The President is now trying but some are trying to sabotage the system. They will not succeed. My prayer is that Nigeria will be better.

“When the government is making efforts, it shall affect all Nigerians and I say thanks to the government. They should keep it up.”

Alake, who is also the Minister of Solid Minerals Development, said the intervention was a target of lifting five million commuters this season.

The minister recalled that the attendant effect of fuel subsidy removal had led to skyrocketing transport fares which had necessitated palliatives from government to cushion its effects.

The minister said the government was partnering with major transport companies like Good is Good (GIG) motors, Chisco Transport, Young Shall Grow, God Bless Ezenwata and Area Motor.

“In view of high demand across the country, the routes have since been scaled up from 22 to 28.

“While citizens travelling from Lagos – Nigeria’s commercial hub, to other states like Akure and Ilorin via mini buses from the Oshodi bus interchange, are also beneficiaries.

“In just 48 hours since the commencement of the subsidised transport scheme, the implementation has been impressive across the country, it will only get better as the days progress.

“It should also be noted that after the holidays, Nigerians can take advantage of the discounted rates to return to their respective bases, on or before Jan. 4, 2024,” the minister had said.

Alake said with the  palliative that was touching lives, down to the grassroots, it was apparent that the President was deeply committed to the welfare of the people.

The minister added that the president was working round the clock for  shared prosperity, adding that an apt message could be deduced from the intervention.

Association commends FG on 50% transport fare rebate

Meanwhile, the Association of Luxury Bus Owners of Nigeria (ALBON) has commended the Federal Government’s 50 per cent transport fare rebate for passengers travelling by road.

This is contained in a statement by the ALBON Secretary, Mr Nonso Ubajaka and Mr Frank Nneji, the Founder of Associated Bus Company (ABC) Transport on Friday in Abuja.

ALBON is the organization overseeing the owners and operators of long distance mass transit Interstate bus service.

The association urged the passengers to take advantage of the gesture of the current administration led by President Bola Tinubu by enjoying the 50 per cent bus fare reduction.

ALBON described the gesture as the dawn of the “Renewed Hope“ for the association in the Luxury Bus industry and their numerous passengers nationwide.

“The 50% fare reduction is expected to greatly benefit the travelling public during the festive period.

“ALBON’s commendation signifies a vote of confidence in Senator Alkali’s leadership in the transportation sector,” he added.

Similarly, the Northern Christian Youth Professionals (NCYP) had commended the Federal Government’s initiative in subsidising 50 per cent of transportation fares for commuters during the yuletide along 22 major routes across the country.

The commendation was contained in a statement signed by Mr Isaac Abrak, Chairman of

NCYP and made available on Friday to newsmen in Kaduna.

Abrak said that President Tinubu’s government had once again demonstrated its commitment to the welfare of the common man.

He said: “The NCYP acknowledges and appreciates the efforts made towards making life more convenient for the citizens.

“This initiative is another testimony that the removal of the fuel subsidy, though a bold move, is viewed by the NCYP as being in the best interest of the Nigerian people.

“As a Christian group, the NCYP is particularly elated about the rebate, recognising its positive impact on Christians nationwide.”

The chairman further said that the subsidy will enable Christians to travel and celebrate Christmas with their family and friends across the country, fostering love, friendship, and the culture of sharing synonymous with the Christmas celebration.

“The NCYP encourages christians and the public to take full advantage of this humane initiative, which is scheduled to run from Wednesday, December 21, 2023, to January 4, 2024.

“We urge everyone to travel in peace and spend quality time with their loved ones during this festive season.

“Furthermore, the NCYP appeals to the security agencies to ensure a peaceful Christmas and New Year celebration across the nation,” he said.

Abrak, however, urged on Christians to continue praying for President Bola Tinubu’s success in the audacious reforms being carried out in various sectors, especially the economy.

He also said that the NCYP extends its encouragement to the selected transporters participating in this initiative, including God is Good, Chisco Transport, Young Shall Grow, God Bless Ezenata, Area Motors, and the Nigerian Railway Corporation.

“We implore them to ensure that travelers genuinely enjoy the benefits of this project.

“The NCYP is committed to monitoring the exercise nationwide to ensure its success.

“As we approach the festive season, let us celebrate the spirit of Christmas with joy, unity, and gratitude.

“May this initiative bring about a memorable and peaceful holiday for all Nigerians,” Abrak added.

MM2 terminal full of activity ahead Christmas break

Also, the Murtala Muhammed Airport (MMA) Terminal 2, at the local wing of the airport in Lagos, was full of activity on Friday, as travellers trooped in to fly, ahead of the Christmas break.

A correspondent who visited the terminal reports that some of the intending travellers said they had to contend with high fares.

A clearing agent, who simply identified himself as Chuks, said prices of tickets to Kano were too high and fully booked for the big airlines.

“The last time I travelled it was N120,000 that I paid but today is very expensive,” he said.

According to him, he was finding it difficult to get economy class ticket, and settling for business class would see him paying double the amount.

Another passenger, who identified herself as Mrs Hariet Aniete, said was travelling with her entire family and had her preference in terms of airlines.

She said that though there was an airline offering cheaper fares to her destination, she would rather book a flight for Saturday with her preferred airline despite the fare difference.

A passenger who simply identified himself as Godswill, boarding Air Peace to Abuja, said the short holiday was a perfect time for family reunion and he bought tickets ahead.

“The hike should be expected, it is usually like that towards Christmas,” he said.

However, a businessman, Mr Sunday Olayemi, said though the airport was busy, the passenger traffic was still lower than that of last year.

“This time last year, you would have seen long queues of people struggling to buy tickets.
