    How we are complying with directive on free train service – NRC

    The Nigerian Railway Corporation (NRC) has disclosed the corporation is in full compliance with the directive of the President Bola Tinubu administration to provide free train services to Nigerians during the Christmas and New Year holidays.

    TheNewsGuru.com (TNG) reports the Lagos District Manager of NRC, Mr Augustine Arisa disclosed this, saying the presidential initiative during the festive season has given succour to many travellers.

    Arisa, who made this known in an interview in Lagos, on Saturday, commended the Federal Government for supporting the masses during the festive period to have the opportunity to celebrate with their loved ones, without the burden of transportation cost.

    The manager said that the service loaded 6002 passengers daily on the Mass Transit Train (MTT) from Lagos to Ijoko, and 1,250 passengers on Standard Gauge.

    He said that they also carried 362 passengers free daily on Apapa to Kajola Standard Gauge train.

    “All railway train services are free for passenger traffic from Iddo to Kajola, Iddo to Ijoko, Kajola to Apapa, Apapa to Kajola; Lagos to Ibadan and Ibadan to Lagos are also free, both morning and afternoon, with the presidential directive.

    “We are fully complying with President Bola Ahmed Tinubu’s directive for free rides till Jan.. 4, 2024,” Arisa said.

    He said they run two return trips on the Lagos -Ibadan and Apapa-Kajola free everyday, while they run only a trip from Iddo-Ijoko and Ijoko to Iddo daily.

    Earlier, a banker, Mr Tunde Ashiru, commended the federal government for assisting citizens during the festive period.

    Ashiru, who was travelling to Abeokuta with three kids and his wife, said he would book against Jan. 2, to enable him and his family to enjoy the free ride back to Lagos.

    An evangelist, Mr Rebecca Ajayi, who travelled to Ibadan with church members on the free ride, prayed that the present administration would have a successful tenure.

    Another passenger, Mrs Nkechi Emeka, travelling to Ibadan, urged the NRC management to improve on booking of passengers, to avoid multiple booking of seats.

    In a related development, passengers who benefitted from the luxury buses fare reduction, facilitated by the federal government, expressed gratitude to the President Bola Tinubu-led administration.

    Those who spoke said the 50 per cent discount came at the right time.

    One of the passengers travelling from Lagos to Benin at God Is Good (GIG) Motors, Mr Ben Orobosa, however, said that the government should have informed travellers by the first week in December, to enable them to plan on their journeys properly.

    A passenger with Chisco Transport going to Port- Harcourt from Lagos, Mrs Grace Toney, thanked the government for the relief.

    The Operations Manager, Chisco Transport, Mr Gabriel Ajayeoba, also commended the FG for relieving passengers during the festive period.

    “We have been loading four luxury buses to Abuja and Eastern parts of the country following the 50 per cent incentive by government.

    “We pray that the Almighty God will bless the President and his entire family.

    “We are collecting N45,000 because of the season, and with the government intervention, we are collecting 27, 000 from passengers to the eastern part of the country, while we collect N25,000 to Abuja.

    “We have been having our full load of passengers, regardless of the situation in the country, during the festive period,” Ajayeoba said.

    NRC expresses concern over transport fare slash

    The Nigerian Railway Corporation (NRC) expressed concern over the slash of transport fare, saying that the agency is yet to recover from previous transportation fare waivers by the government.

    Recall that the Federal Government had on Wednesday announced a 50 per cent waiver on road transport and a 100 per cent fare slash for rail transportation as part of moves to cushion the impact of the high cost of living in the country, especially during Yuletide.

    But reacting to the move, the Managing Director of the NRC Fidet Okhiria while commending the development expressed concerns over the cost of the intervention scheme and hopes the government can defray the costs.

    “This is not the first time. We did this two years ago. It was effective. I say we’ve yet to recover from that. But what is the government for? The government is to make sure that people have comfort as much as possible,” he said on Thursday’s edition of Channels Television’s Sunrise Daily.

    “And we are quite willing and wishing to provide that service. You know, you don’t forget in other developed world, they get this thing either directly or indirectly.

    “You recall during the COVID, even private companies were given relief, and those without jobs like in the UK, US, and everywhere…So it’s a good thing that the government considers we should do a free service, but they should also be willing to provide the resources to do it.

    “We are hoping this time they are going to give us fuel and those 15 days we are going to provide the free service. They are also willing to provide at least the money we pay to the cleaners and the security.”

    The NRC boss explained that the agency will buy diesel to power the trains and other expenses.

    The cost of transportation skyrocketed in Nigeria owing to the removal of fuel subsidy in a country where the majority of the people use road transportation.

    NRC Staff involved in ticket racketeering have been sacked – MD

    Fidet Okhiria, the Managing Director of the Nigerian Railway Corporation (NRC),has revealed that staffers of the agency involved in ticket racketeering have been sacked while few others were demoted.

    Okhira made this known on Wednesday before the House of Representatives Committee on Finance while appearing at the 2024–2026 Medium-Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP) interactive session in Abuja.

    Confirming the ticket racketeering by members of staff in the corporation, the NRC boss said that the members of staff involved in the act have been sacked, while some with fewer offences have been demoted.

    Recall that chairman of the committee, Rep. James Faleke, had questioned the MD of NRC, on the viral video showing staffers of the NRC engaging in ticket racketeering.”

    Responding, Okhiria said, “This is true, and the solution to that is e-ticketing, and the government has approved that.”

    Meanwhile, the office of the Accountant General for the Federation said the NRC had only remitted N345 million in revenue for 2023, adding that the remittances covered January to September.

    Faleke, however, expressed worry about the revenue generated, adding that “our concern is that if we expect so much revenue from NRC and we aren’t getting it, then there is a problem.”

    “I think we should take the decision that the railway should self-fund and take care of their costs and remit to the government the surplus,” he said.

    The Nigeria Railway Corporation (NRC), says it has sacked and demoted a number of staff found to have been involved in tickets racketeering.

    Mr Fidet Okhiria, the NRC Managing Director, said this at the interactive session of the House of Representatives Committee on Finance on the 2024–2026 Medium-Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP) in Abuja on Wednesday.

    He said the corporation was working with the security agencies to address the menace.

    Rep. James Faleke, the chairman of the committee, expressed worry over the meager N345 million revenue remitted by the corporation in 2023.

    “Our concern is that if we expect so much revenue from NRC and we aren’t getting it, then there is a problem.

    “I think we should take the decision that the railway should be self-funded to take care of its operations and remit to the government the surplus,” he said.

    After TNG’s report, Nigeria introduces e-tickets for efficient train travel

    The Nigerian government has launched an electronic ticketing platform for the Lagos-Ibadan and Itakpe-Warri train services to address the issues of malpractices and enhance efficiency.

    This comes weeks after TheNewsGuru.com (TNG) exposed how the use of cash ticketing systems had led to various malpractices, undermining the efficiency and reputation of the railway system.

    The launch event which was presided over by the Minister of Transportation, Sa’idu Alkali, held at the Ministry’s headquarters in Abuja.

    Alkali stressed the platform’s ability to simplify ticket purchases and improve passenger safety on trains. The e-ticketing platform is set to become accessible to the public from Wednesday November 1, 2023.

    The Minister noted that e-ticketing would eliminate racketeering, aligning with the government’s commitment to maintaining zero tolerance for corruption.

    He remarked, “I launch this to the glory of God and for the benefit of the Nigerian citizens.”

    The Permanent Secretary of the Ministry of Transportation, Marine, and Blue Economy, Magdalene Ajani, noted that the contract for the initiative was awarded earlier in 2023.

    She highlighted the concession model for the contract, emphasizing that Nigeria did not provide any funding, as private individuals invested in the project with the expectation of recovering their investment over a ten-year period.

    Global Software and Digital Solutions and Fane Warri-Itakpe Ticketing Solutions LTD, the contractors for the platform, conducted a demonstration on how to operate the system on the Nigerian Railway Corporation website.

    The e-ticketing system allows customers to purchase tickets online using their National Identification Number (NIN).

    Additionally, point-of-sale machines will be available for those who prefer in-person transactions, ensuring seamless tracking of payments and preventing racketeering.

    A verification process will be implemented before boarding to match customer data with the ticket holder.

    On his part, the Managing Director of the Nigerian Railway Corporation (NRC), Fidet Okhiria, said the e-ticketing would reduce physical contact between passengers and NRC staff.

    Furthermore, the e-ticketing window will be extended from 24 to 48 hours before the journey, allowing passengers to purchase the non-refundable tickets up to 15 minutes before boarding.

    Okhiria further disclosed that NRC staff members caught selling tickets illicitly have faced disciplinary actions, with some being dismissed from service and others demoted.

    The NRC boss encouraged passengers to insist on boarding tickets from designated stations or book online.

    Managing Director of the Nigerian Railway Corporation (NRC), Mr Fidet Okhiria has disclosed that the long-awaited electronic ticketing (e-ticketing) on the Lagos-Ibadan and Itakpe-Warri standard gauge network will commence next week.

    TheNewsGuru.com (TNG) reports Mr Okhiria to have said the last leg of the testing of the platform will be accomplished today (Wednesday), when it is expected to go live to a restricted number of people, for last-minute glitches before it would be opened to the general public.

    According to Okhiria, e-ticketing will put an end to the challenges observed in the present practice where passengers must appear in person at train stations before they can obtain tickets, adding that e-ticketing would ensure that passengers are able to buy their train tickets at least 48 hours to their proposed departure date, which he said could be done from the comfort of their homes or offices.

    “The e-ticketing is the way to go, it is the way to secure our money and our investments, because as you buy your tickets it goes to the government coffers directly. We have it in Abuja-Kaduna and we are also going to have it at Lagos-Ibadan and Itakpe-Warri. By the end of the month, our passengers should start using it,” the NRC MD said.

    The Management of the Nigerian Railway Corporation (NRC), has suspended a staff member for misconduct and disobedience to laid down rules of the corporation.

    The Deputy Director, Public Relations, Mr Mahmood Yakub, said this in a statement in Lagos on Wednesday.

    Yakub said that the NRC management suspended the erring staff following a viral video that had been trending on various social media platforms.

    He said that the video had shown that a railway staff was negotiating with passengers on-board Lagos – Ibadan Tran Service (LITS) to pay without obtaining official boarding ticket.

    “The General Public is invited to note that the Nigerian Railway Corporation (NRC) seriously condemns such act of misconduct which is a flagrant disobedience to laid down rules and utter betrayal of the confidence reposed on such workers.

    “NRC also condemns such an act, especially at this time that the Federal Government is making all efforts at revitalising and modernising the Corporation.

    “The Corporation has therefore placed the identified erring officers on immediate suspension pending the outcome of the in-depth investigation by the Management Committee set up to look into the issue.

    “This misconduct is regrettable and unacceptable as it negates the tenets and norms of the Corporation,” Yakubu said.

    He assured passengers and the general public that such unwholesome attitude and image dent to the corporation by any staff would not be tolerated or treated with any levity.

    According to him, disciplinary proceedings in line with the Extant Rules, citing relevant sections of the NRC General Rules and Public Service Rules (PSR), would definitely be visited on all those found wanting or connected to any irresponsible act.

    He said that the NRC management  enjoined all intending passengers on LITS and other train corridors to insist and demand for boarding tickets after making appropriate payment at the designated stations or book online appropriately.

    Yakubu  noted that the electronic ticketing system is being deployed and would be available on both the Lagos – Ibadan Train Service and the Warri – Itakpe Train Service (WITS) by the end of October, 2023.

    The Minister of Transportation, Sen. Sa’idu Alkali,  has said that the freight wagon haulage on the narrow gauge from Lagos to Kano will begin in the next three months.

    Alkali made the disclosure during his visit to Kajola Wagon Assembly Plant in Ogun, on Tuesday.

    He said the railway corporation was using standard gauge to carry cargo from Lagos to Ibadan. but will begin the operation from Apapa to Kano in three months time.

    Alkali said that the Federal Government had already fixed the narrow gauge from Lagos to Kano, and will now get some locomotives and wagons to take containers from Apapa and move them to Kano

    “Once we evacuate containers from Lagos, we will use the narrow gauge to move them to Kano,” Alkali said.

    After visiting some of the railway facilities, the Minister directed the  Managing Director of the Nigerian Railway Corporation (NRC), Fidet Okhiria, to look into the cleanliness of the coaches, to enhance patronage on railways.

    Okhiria, on his part, said that the Nigerian Shippers’ Council, being the port regulator, and the former Minister of Transportation set up a ministerial committee headed by the the former Permanent Secretary of the Ministry of Transportation to look into freight charges.

    He said  that the purpose of the committee was to ensure smooth operation of freight rail.

    “The impact on NRC is that the terminals are charging 60, 000 per containers for moving the container to the wagon freight, which is still higher  than the movement on trucks, and the Shippers’ Council is working on that.

    ”The terminal charges are high because of the double handling; presently, moving cargo by rail is more expensive than road but is faster.

    “We are looking to see how we can do it, we have minimum operational cost, and we don’t need to go and borrow money to buy diesel, that is why we are starting the freight rail movement of cargo handling now,” Okhiria said.

    He said that NRC had begun the freight rail movement from the port pending when they receive order from the Minister to reduce charges.

    Okhiria said that NRC was operating the rail freight with the narrow gauge before now, but stopped due to security issues.

    He said the corporation would use a month to repair all the vandalised tracks on the narrow gauge, adding that the management would assemble all  the wagons and service them before putting them on track.

    Okhira said that NRC had about 120 narrow gauge wagons, as the Federal Government had been proactive and the corporation had placed order through the China Civil Engineering Construction Company.

    Rails of corruption: How systemic issues hinder Nigeria’s rail system

    Rail transportation is often considered a cost-effective and safer mode of commuting compared to road travel in Nigeria.

    The Nigerian Railway Corporation (NRC) stands as one of the oldest surviving government-owned enterprises in the country with its history dating back to the construction of railways that began in the late 19th century, connecting various regions of the country.

    In recent years, the country has witnessed a resurgence in rail travel with the construction of new rail tracks connecting states across the nation, but the NRC has struggled to keep pace with the demands of the modern business environment.

    Despite the potential benefits, the NRC’s inability to modernize its operations, and the adoption of cash ticketing systems, has given rise to a slew of malpractices, undermining the system’s efficiency and reputation.

    For example, one of the primary concerns is the adoption of cash ticketing and inability to book trips online.

    Passengers are left with no choice but to purchase tickets in person at the station, often just hours before their scheduled departure.

    This limitation not only cause inconveniences but also puts passengers at risk of being stranded at the station when tickets are unavailable.

    The Double Sale of Seats

    One of the most outstanding forms of corruption within the NRC aided by the adoption of cash ticketing is the double sale of seats.

    Passengers often find themselves in disputes as seats are sold to multiple individuals for the same journey, resulting in overcrowded trains and considerable inconvenience.

    Several passengers have recounted instances where they had been assigned the same seat number with other people, often leading to disputes.

    One Umar Muktar recounted how four of his cousins traveling from Abuja to Kaduna on September 2nd, were sold tickets allocated to others.

    Passengers purchasing tickets at the Mobolaji Johnson Station, Ebute-Meta Lagos.

    “We didn’t notice the difference in the names until we got to the train station. En route Kubwa station, the real owners of the ticket appeared. My cousins had to stand from Idu to Rigasa,” he said.

    The lack of a proper ticketing system has facilitated this practice, making it challenging to accurately track ticket sales.

    Collection of Payments through Unofficial Channels

    Further investigations revealed that the absence of robust financial controls and oversight mechanisms is causing funds meant for the NRC’s coffers to be diverted into personal accounts as both passengers and employees engage in illicit financial transactions.

    While some railway employees collect cash from passengers without issuing tickets, others collect payments through unofficial bank accounts instead of the official revenue collection channels.

    These practices do not only constitutes financial misconduct but also undermines the integrity of the entire system.

    A rail passenger named Boosu Bakope took to social media to expose alleged misconduct by train station officials.

    According to Bakope, these rogue officials charge passengers N2,000 for a trip that should cost N3,000, and do not issue tickets, adding that even the ticket checking agents were complicit in this malpractice.

    He questioned why security cameras installed on the train were not being used to address these issues and called on the authorities to investigate the matter.

    “Mostly passengers going to Abeokuta. Passengers are now transferring N2000 to their dedicated account, no cash. They should just go play Agege to Abeokuta this morning (Sunday 3rd September), coach eight. It’s not rocket science,” he said.

    Another rail passenger who simply identified himself as Frank shared his experience of boarding a train from Moniya in Ibadan.

    Frank explained that he was running late when he arrived at the station and was handed over to an individual who directed him onto the train without issuing a ticket.

    “Right from the entrance to the station I was handed over to someone who directed me into the train without a ticket, saying we would sort out payment later,” he said.

    In some cases, railway staff grant free train rides to their friends and associates at the expense of the NRC.

    These sharp practices contribute to revenue losses for the NRC and leaves passengers vulnerable to exploitation.

    Soliciting for Kickbacks

    Soliciting for kickbacks also has become a common practice among railway staff, particularly during peak travel seasons. Passengers have reported being coerced into paying extra fees to secure tickets or ensure a smooth journey, adding an extra layer of financial burden to their travel expenses.

    “Some staff at Agege beg shamelessly and often tell you to leave the change for the boys,” said a passenger Lanre Yusuf.

    The solicitation of tips from passengers creates an environment where dishonesty and unethical behavior are tolerated, perpetuating a culture of corruption.

    Efforts to Address Corruption

    There are concerns about the ability of government bureaucracies to manage essential services effectively and some stakeholders have advocated for the privatization of the train service to attract the necessary investment needed to improve infrastructure and expand the rail network.

    The belief is that private entities may be better equipped to manage and modernize railway operations efficiently.

    When contacted, the NRC said it is investigating these issues and working to commence e-ticketing soon.

    Many believe that investing in technology and automation would reduce opportunities for corruption and help curb financial exploitation.

    FG increases trips on Abuja-Kaduna train route

    The Federal Government  has announced the recommencement of two additional train trips on Abuja-Kaduna Train Service (AKTS) which was suspended.

    The Board and Management of Nigerian Railway Corporation (NRC) made the announcement in a statement by the Manager of AKTS, Mr Pascal Nnorli on Saturday.

    ”The additional train service will resume on Sunday June 4 ,with the following train trips.

    ”AK1 departs IDU (Abuja) at 0945hrs,  KA2 departs RIGASA (Kaduna) at  1330hrs,  AK3 departs IDU (Abuja) at 1500hrs.

    ”Subsequently from Monday June 5, KA2 will depart RIGASA (Kaduna) at 0800hrs, AK1 will depart IDU (Abuja) at 0945hrs,  KA4 will depart RIGASA, (Kaduna) at 1330hrs and AK3 will depart IDU(Abuja) at 1500hrs.

    ”However, on Wednesdays, only KA2 will depart RIGASA(Kaduna) at 0700hrs and AK3 will depart IDU (Abuja) at 1500hrs,” Nnorli said.

    According to the manager, the Corporation regrets any inconvenience its esteemed passengers may have experienced as a result of the temporary reduction in train service.

    The number of trips was reduced on the route to ensure safety of passengers on the route.
