    Government on sabbatical – By Owei Lakemfa

    We may never know what happened. But let me tell you what we know. On Sunday, April 24, 2022 in Owerri, the Imo State capital, there was a traffic snarl and unfortunately, officers of two Federal security agencies, the Nigeria Police Force, NPF, and the Nigeria Security and Civil Defence, NSCDC, were caught in it.

    Given the age-long rivalry among the armed security services, there was an altercation on who will get off the road for the other. Forcing other motorists off the road in traffic, is a way the military and security services terrorise the Nigerian civil populace. But they sometimes turn on themselves in what Afro-beat legend, Fela Anikulapo, called ‘Power Show’.

    Traditionally, the military brutalises the police, and the police beats the NSCDC. But in this instance, given the fact that the NSCDC had a convoy conveying the Commandant, Mr Ogah, it easily subdued the lone police officer, Superintendent Ezenwanne Nonso, who was in mufti.

    But the latter put up a gallant fight and followed the convoy to the state headquarters of the NSCDC. In the cause of this, the hard fighting Nonso drew a gun but was over powered and his cell phone seized. This is how far we can verify the facts; the rest are the claims of both agencies laced with their usual inelegant lies.

    The story of the NSCDC is that once it confirmed the identity of Nonso, it released him. The impression is that the policeman was not detained. The police version contradicted this.

    The next day, Officer Nonso’s colleagues from Squadron-18 Mobile Police, Owerri, invaded the NSCDC office. Expectedly, shots and teargas were fired before the policemen overran the command. They brutalized Commandant Ogah who was dragged on the floor out of his office in boxers, and killed his orderly.

    In gleefully reporting on its gallant victory, the police statement gave a graphic picture: “The Civil Defence personnel scampered for safety and in the process the police superintendent was rescued gallantly from their custody leaving nobody hurt or injured.”

    The brutalised commandant and his murdered orderly are “nobody”, so they are not listed as casualties of the memorable clash. End of story. The dutiful orderly has been despatched to heaven. Neither he nor his family will get justice. The poor man has become part of the statistics of lives needlessly snatched by Nigerian security forces.

    The Commissioner of Police Mohammed Ahmed Barde, added a comical side by directing his men to investigate the incident, promising that the outcome “will be made public”. That is the usual official line. But if there is an investigation at all, the report will not be made public.

    When in June 2020, First Lady Aisha Buhari led her children and armed guards in a failed attempt to seize President Buhari’s relative and Personal Assistant, Sabiu Tunde Yusuf, in the Presidential Villa, shots were fired at the fleeing Yusuf. President Buhari promised an investigation and that Nigerians would be informed on the outcome. This is two years now and no word has been heard from him on the outcome of the ‘investigation’.

    In any case, is it not a joke that the police which is involved in the Imo State invasion and has issued an official statement on the incident would be the same agency to ‘investigate’ it?

    Ordinarily, given the fact that Nigeria is a country with a government running under a Constitution and law, I would have called for a probe. But from all indications, the Buhari government, which has worked very hard in the last seven years, is fagged out and might actually be on sabbatical preceding its terminal leave before its welcome exit within the next 12 months.

    A similar lack of accountability and manifest tiredness was apparent last month when government re-opened the remaining four land borders at Idiroko, Jibia, Kamba and Ikom. Earlier, government had in December 2020, re-opened the four other land borders in Seme, Ilella, Maigatari and Mfun.

    The Buhari government had in 2019, announced the border closures as the necessary step to check the incessant smuggling of arms and contraband goods. If there were good governance and a sense of accountability, one would have expected government to give a report on its closing our borders for a cumulative three years and the effects on the populace, our economy, regional and continental integration processes.

    It is the same lack of accountability we witnessed in 1984 when President Buhari as the then Military Head of State, shut the country’s borders. So in the close to four decades between the two border closures, what has the country learnt? What has it gained? What steps should government, public agencies and the populace collectively take to check cross-border crimes and prevent future border closures?

    In my analysis, it is this same sense of impunity, lack of accountability, manifest anarchism and absence of government that is responsible for the pointed disobedience of our laws, not by the lumpen proletariat, but by some Honourable Ministers of the Federal Republic. For instance, their pointed trampling of the Electoral Act into the dust shows the state of mind of the Buhari government and why it is necessary for it to return to the path of legality.

    Section 84 (12) of Electoral Act states that public appointees wishing to contest elections should resign. President Buhari who clearly is not pleased with the law he himself signed, verbally ordered the National Assembly, NASS, to expunge that section of the law. In a rare display of independence, the NASS declined Buhari’s imperial directives.

    As a child growing up in Lagos, there was a market called Jankara where it was said that anything from forged certificates and documents, human parts to ghosts could be procured or purchased. When NASS would not do Buhari’s bidding, the Abia State division of the Federal High Court sitting in Umuahia on March 18, 2022 gave a ‘Jankara’ order to the Attorney-General of the Federation, AGF, Abubakar Malami, to immediately delete that Section 84 (12).

    To cover the shame of the judiciary, few weeks later, the Owerri Division of the Court of Appeal led by Justice Rita Pemu ordered Malami, and other parties in the suit to suspend the execution of the judgement.

    But Buhari’s ministers like those of Labour, Chris Ngige, and Minister of State for Education, Mr. Emeka Nwajiuba, who are running for the presidency, publicly declared they would not obey the law validly passed by NASS and signed by the President. If the Buhari government were on duty and not, like I suspect, on leave of absence with pay, I would have asked the President to pick up the courage and dismiss his lawless ministers.

    Gov. Godwin Obaseki of Edo has called on the Nigeria Security and Civil Defence Corps to avoid unhealthy inter-agency rivalry and collaborate with local communities across the state to provide measures against threats and any form of criminality.

    The governor made the call when the new Edo NSCDC Commandant, Mr Samuel Dan, paid him a visit at the Edo Government House in Benin on Wednesday.

    He emphasised the need for synergy among all security agencies.

    ”We know that your men on the ground are limited in number and one of the things that lead to success is collaboration and being able to work with locals.

    ”These locals are people who understand the terrain, you have to lean on them and rely on them for quality intelligence.

    “There must be mutual respect for the people you have come to meet and sister security agencies.

    “That trust must be quickly built. Any sense of interagency rivalry will not help. We enjoy good working relationships with the police, Department of State Services (DSS) and your organisation and we will like that to continue,’” Obaseki said.

    The governor reminded the NSCDC boss that his first responsibility was to the Edo people.

    Earlier, Dan, said the NSCDC would cooperate and relate with other security agencies and stakeholders in the state to achieve the desired result.

    “Without such collaboration, we may not succeed, knowing fully well that cooperation begins with meaningful partnership with the government and other stakeholders.

    “We shall continue to collaborate with stakeholders to ensure effective protection of lives and properties in the state.

    ” We shall make efforts to protect individuals, organizations, businesses, groups and communities against any form of threat”, he said.

    NCC urges consumers to protect telecom infrastructure, others

    The Nigerian Communications Commission (NCC) has emphasised that telecommunications consumers in Nigeria have a major role to play in complementing efforts being put in place to ensure effective protection of telecommunications infrastructure.

    This the NCC said is important to sustain and improve on the quality of service delivery by the service providers.

    The Commission made this request and assertion recently at a sensitization programme it organized at Wannune, Tarka Local Government Area of Benue State.

    According to the Commission, aside from the role of the law enforcement agencies in protecting telecom infrastructure, the consumers, who are the subscribers and ultimate users of telecom services, have an obligation to do everything to protect telecoms infrastructure in their environment. These include the base transceiver stations (BTS), the underground fibre optic cable, as well as associated infrastructure.

    Addressing audience at the programme, the Director, Zonal Operations, NCC, Amina Shehu, decried the problem of vandalism caused to telecom infrastructure which often result in poor quality of service delivery to the end users.
    “One of the major challenges to quality of service that operator provide to you, is vandalism of telecom infrastructure, such as Base Transceiver Stations (BTS). Others are theft, hostility from Amina Shehu, host communities, which have continued to pose a major setback to the industry. Therefore, it is imperative for the public to regard telecom facilities as collectively-owned infrastructure that are crucial and essential for the provision of efficient and acceptable telecom services. The more reason these facilities need to be adequately protected,” she urged.

    While imploring the indigenes of Tarka Local Government Area of Benue State to ensure that they protect telecom facilities in their community, Shehu, who was represented at the event by an Assistant Director, Zonal Operations, NCC, Abubakar Usman, further enjoined the consumers to always alert law enforcement agencies close to them once they suspect any act of vandalism, theft or other suspicious activities directed at telecom infrastructure because such nefarious activities have implications for quality of service delivery in the communities.

    Shehu underscored the centrality of telecommunications sector to the economy and she also informed the audience that in the last 15 years, telecom has been a major contributor to the nation’s economic growth and development. The Director Zonal Operations said the Commission will continue to collaborate with relevant agencies and keep sensitising the consumers on their role in ensuring the security of telecom infrastructure.

    One issue Shehu discussed in her speech was the misinformation about Electromagnetic Frequency (EMF) radiation emanating from telecommunications infrastructure which she asserted was not harmful according to studies conducted by the International Telecommunication Union (ITU), World Health Organisation (WHO) and the International Commission for Non-Ionising Radiation Protection (ICNIRP).

    Shehu stated that the overall objective of the event is to sensitize members of the public on the need to protect telecommunication infrastructure, and more importantly, to correct the misconception people have on the effect of radio magnetic waves on human health. “So, the Commission is saying again to you that there is no scientific evidence yet that shows that radiation from telecom masts constitute health hazards to human and we want you to help spread this information to those that are not here,” she said.

    During the event, participants were also enlightened on the illegality of pre-registered Subscriber Identity Module (SIM) cards, the imperatives of proper SIM registration, the importance of National Identification Number,NIN-SIM linkage exercise. The consumers were also informed about facilities provided by the Commission which they can use to improve their telecom experience and quality of life in general. These include the NCC Toll-free Number (622); the 112 National Emergency Number; and the Do-Not-Disturb (DND) 2442 short code for managing cases of unsolicited text messages, amongst others.

    Meanwhile, the Paramount Ruler of Wannune, Chief Gandeorun Orokaa, who attended the event, thanked the Commission on behalf of the participants for bringing the sensitization programme to the Community to educate the consumers on sensitive consumer-related issues as well as correcting wrong notions and clarifying misconceptions. He also called on the indigenes to support NCC in protecting telecoms infrastructure so as to ensure that quality of service improves in the areas.

    The event ended with an audience session, where questions and answers were asked, and observations and recommendations were also made on many aspects of telecom services. In attendance at the event were Local Government workers, Village Heads, Community leaders, Students, Women leaders, Staff of the Nigeria Security and Civil Defence Corps (NSCDC).

    Gombe NSCDC command parade teenage commercial sex workers

    Six teenage commercial sex workers have been paraded by the Nigeria Security and Civil Defence Corps, in Gombe state.

    The Gombe State Command of the NSCDC made this revelations on Tuesday, after the teenage sex workers were rescued from a joint.

    It was gathered that those paraded were between 16 and 19 years of age, hustling around Mile Three Meluku area.

    One of the NSCDC operatives, Commandant Waziri Goni revealed that the teenagers were from neighbouring states of Adamawa, Bauchi, Borno and Plateau.

    According to him, his men rescued the teenagers in the night at Gidan Solo, after useful information by some residents within the area.

    He added that two of the operators of the facility had been arrested and charged to court, saying that the girls’ parents have been contacted but never showed up.

    Goni said, “It is a pity none of their parents has shown up at least for them.

    “These are promising youths wasting away with no certain future.”

    The commandant pleaded with parents to ensure strict monitoring of their wards to avoid breeding of future criminals, adding that the likes of the girls harbour criminals.

    Aisha Umar from Bauchi state and Faizah Mohammed from Gombe state claim that the hustling, (prostitution) is highly rewarding hence their involvements in it.

    Mohammed said, “I charge between N15,000 and N25,000 for home services.”

    Rocket Hotel founder , Love Samuel, who was also arrested and paraded, said she was unaware of the fact that commercial sex workers lurk around her hotel to look for customers, saying she gave out the structure on rent to two persons who run the place.

    KOGI: NSCDC officers arrest 13 suspected kidnappers for abducting teenager

    Officers of the Nigeria Security Civil Defence Corps, NSCDC, have arrested 13 suspects kidnappers for allegedly abducting an 18-year-old girl, Elizabeth, in Kogi State.

     

    The suspects include Mohammed Abdul (25), Mohammed Ibrahim (24), Samuel Adesina (23), Malik Mohammed (24), Olatoyor Mathew (26), Tenimu Abubakar (25) and Shittu Ibrahim.

     

    Others are Momoh Friday (22), Abdullah Idris (21), Oluyomi Adesewa (24), Mariam Mohammed (22), Yakubu Neifisat (25), and Samson Rosemary (22).

     

    Parading the suspects on Tuesday, the Kogi State Commandant, NSCDC, Suleiman Mafara, said the teenager, Elizabeth, was kidnapped on April 10, 2022, by a kidnap syndicate.

     

    He said through intelligence gathering, his officers uncovered the hideout of the hoodlums and rescued the victim alive.

     

    “The suspects, led by one Godwin Daniel, kidnapped Miss Elizabeth and took her to a hotel here in Lokoja, the Kogi State capital. My officers, through intelligence reports, tracked their location and arrested these 13 suspects. Their gang leader, as I speak to you, is on the run. We are going to apprehend him as soon as possible,” he added.

     

    Mafara said the suspects were under investigation and would soon be charged to court.

     

    Items recovered from the suspects include Indian hemp, charms, weapons, and a Honda car.

    NSCDC warns fuel marketers against hoarding, hiking price

    The Kwara Command of the Nigeria Security and Civil Defence Corps (NSCDC) has warned petroleum marketers against hoarding and selling fuel above the recommended pump price.

    The warning is contained in a statement signed by Mr Babawale Afolabi, spokesperson of the command and issued to newsmen on Sunday in Ilorin.

    “They should not create artificial scarcity, through hoarding of the products,” the statement said.

    It quoted the State Commandant, Mr Makinde Ayinla, as giving the warning while inspecting some petrol stations in Ilorin.

    “The Command will not hesitate to seal any erring filling station and prosecute the owners,” he said.

    The commandant, represented by Mr Yusuf Ayinde, Head of Anti-Vandal Unit, read the riot act to the stations that reportedly refused to sell fuel.

    “Based on intelligence , some filling stations had been accused of selling petrol for as much as N250, which is above the recommended pump price of N165,” he said.

    The statement said that some fuel stations “were caught in the act and were ordered to revert to the recommended price.”

    Some of the stations visited were NNPC in the Surulere Area, Topland and Demo at Amilegbe, Total Comfort and Oilfield at Ita-Amo.

    The statement said the exercise would continue on Monday with the inspection of more filling stations.

    Court remands 2 NSCDC officers for alleged armed robbery

    An Ikeja High Court on Wednesday remanded Amarachukwu Asonta, a 27-year-old female officer of the Nigeria Security and Civil Defence Corps (NSCDC), and her colleague, Adebayo Ajayi, 32, for alleged armed robbery.

    Justice Oyindamola Ogala ordered the remand of the duo following their not guilty plea to a two-count charge of conspiracy and armed robbery.

    The charges were proffered against the duo by the Lagos State Directorate of Public Prosecutions (DPP).

    According to the Director of the Lagos State DPP, Dr Jide Martins, the NSCDC officers committed the offences at 2.20 a.m. on Jan. 30, 2018, along Yaya Abatan Road, Ogba, Lagos.

    “The defendants and others who are now at large, while armed with guns and other offensive weapons high jacked an Iveco container truck with registration number – LSR746XD.

    “The truck contained 1,700 cartons of Chelsea and Action Bitters drinks valued at N2.7million, waybills, mobile phones and unspecified amount of cash,” the DPP said.

    Following the arraignment of the NSCDC officers, the DPP requested that the defendants should be remanded at the Correctional Centre.

    “My lord, the matter has been on since 2018. The defendants are officers of the NSCDC. They have been evading the court and the court issued a bench warrant for their arrest.

    “The first defendant (Asonta) had to be arrested with the aid of the NSCDC,” Martins said.

    The offences contravene Sections 297(2) (b) and 299 of the Criminal Law of Lagos State 2015.

    Following the submission of the DPP, the defence counsel, Mr Dapo Daramola, informed the court that he had filed an application for the bail of the defendants.

    Justice Oyindamola Ogala ordered the remand of the defendants at the Correctional Centre and adjourned the case until Feb. 23 for the hearing of the bail application.

    The Nigeria Security and Civil Defence Corps (NSCDC), Osun Command, says it has deployed its personnel to protect the critical infrastructure and residents in the state.

    The NSCDC Commandant, Mr Emmanuel Ocheja, made this known in a statement by the command’s Spokesperson, Atanda Olabisi, following the Thursday’s violent attack on Rauf Aregbesola’s Campaign Office in Osogbo.

    Newsmen reports that suspected armed thugs on Thursday, at about 5.30 p.m, attacked the campaign office of the Minister of Interior, Rauf Aregbesola, popularly known as “Oranmiyan House”in Osogbo.

    Ocheja, condemning the attack, warned miscreants and hoodlums to stop their criminal activities or leave the state, saying that criminal acts would no longer be tolerated in the state.

    “The commandant visited the attacked building for inspection yesterday,Thursday, following the report of the sporadic shooting on the critical infrastructure, perpetrated by unknown gunmen,” he said.

    Ocheja sounded a note of warning to the miscreants and suspected hoodlums, advising them to consider relocating out of the state.

    According to him, this kind of untoward criminal act will not be tolerated henceforth, in the state.

    Ocheja, however, said that the corps was working in synergy, with other security agencies to ensure a peaceful atmosphere was restored, warning that any one caught acting against the law would not be spared.

    Similarly, the Nigeria Police, Osun Command’s Spokesperson, SP Yemisi Opalola, said that the situation had been brought under control.

    Opalola said that the state Commissioner of Police, Olawale Olokode, had visited the scene of the attack for on the spot assessment.

    She said policemen had been drafted to the area, saying that the commissioner had assurred the residents that the perpetrators would be brought to justice.

    Barely 72hours after Rivers Governor, Nyesom Wike raised alarm on illegal bunkering in the garden City, the Commandant General of Nigeria Security and Civil Defence Corps (NSCDC), Dr. Ahmed Audi has disbanded the anti-vandal unit of Rivers State.

    TheNewsGuru.com, (TNG) recalls that this action which was fasttracked due to Wike’s directives that all corners of Rivers State should be combed properly to fish illegal oil thieves in the state.

    The Governor also on Friday gave all the LGA chairmen an ultimatum to search for the perpetrators of illegal oil bunkerers or face the consequences.

    The Commandant of the Corps, Dr Idris Audi following accusation by Governor Nyesom Wike of River State of their aiding and abetting of vandals and illegal bunkerers to carry out their nefarious activities sent the unit packing.

    A signed statement on Saturday by the spokesman of the Corps, Olusola Odumosu said the CG has received with shock and dismay, the allegations levelled against the anti vandal unit of Rivers State Command of the Corps by the governor wherein the team was accused of aiding and abetting vandals and illegal bunkerers to carry out criminal activities.

    He said: “Worried by this disappointing development, the CG has ordered the suspension of head of the anti vandal team and the disbandment of the unit with immediate effect, pending the outcome of an independent enquiry set up to look into the weighty allegations levelled against the unit by the governor.

    The CG said that the extant rules and regulations guiding the NSCDC operations and the general ethics of the service requires complete display of total discipline, integrity, incorruptibility, transparency and accountability on the part of every Corps personnel, hence, the reason for this immediate action.

    Audi further directed the Acting DCG in charge of investigation and intelligence to summon all the personnel involved to the National Headquarters, Abuja for further investigation to determine the level of involvement and or culpability with a view to dispensing justice appropriately.

    He decried the allegations as not being in tandem with his vision for the Corps, stressing that he will not condone any criminal act or act of compromise by any personnel. He emphasized that a thorough investigation would be conducted to ascertain the veracity of the allegation and roles played by the individuals involved and whoever is found guilty would face necessary disciplinary actions and punishment.

    He however assured the Governor Wike of getting to the root of the matter without delay, promising more synergy with the state government towards discharging more effective service delivery to the good people of Rivers state. Reiterating further that his administration has come with a renewed vigour to reposition the service in line with global best practices and will not condone any act of sabotage by any personnel no matter how highly or lowly placed.

    He said: “The swift action taken by me is to close any identified gaps in our operations and service to the nation, I will not tolerate any act of indiscipline, compromise or sabotage under any guise; our founding fathers have worked so hard to earn good name for the service as a noble organization and I will not allow a few bad eggs to spoil our name, image, our credibility and integrity. We will investigate those fingered in the allegations and deal decisively with them if found guilty to serve as a deterrent to others.”

    Audi emphasized that as the lead agency in the protection of critical national asset and infrastructure, the Corps management would beam more searchlight into that area by reorganizing and reconstituting the anti vandal unit with a view to making it more responsive, transparent and accountable to Nigerians.

    “Our moral principles are not negotiable; we are going to rejig the unit and fish out those spoiling the name of the Corps, my fight against vandals, illegal oil bunkerers and those stealing our collective wealth and sabotaging our economy is unflinching and we will redoubled our efforts to whittle down this act of sabotage and bring to justice anyone not in tune with our vision and mission for the service,” he said.

    Security: NSCDC creates female squad in Kwara

    The Nigeria Security and Civil Defence Corps, (NSCDC) Command in Kwara has created a female squad to take charge of security in schools across the state.

    The State Commandant of NSCDC, Makinde Ayinla, stated this at a press conference in Ilorin.

    Ayinla said that the squad was set up to prevent abduction of pupils and students in schools.

    “There is need for a female squad that will keep watch over our schools and checkmate students’ abduction.

    “We have trained some selected personnel on this, and with the permission of the state governor, we will deploy them to schools this month,” he said.

    He said that the command planned to deal ruthlessly with vandals, prevent economic sabotage and safeguard government installations and other properties.

    The commandant said that the officers would work in conjunction with the Nigeria Customs Service to tackle smugglers in border towns across the state.

    Ayinla also said that NSCDC intended to keep 24 hours surveillance on correctional centres, to forestall any breach of security in the facilities.

    He said that the corps would intensify efforts on training of its officers, especially on how to handle weapon as well as intelligent information gathering, to further aid their performance.

    Ayinla disclosed that the Agro-ranger unit of the corps in 2021 handled 76 cases on agro-allied matters and farmer/herder clashes, and added that 63 of the cases were resolved.
