  • Group calls on Tinubu to sack NSCDC Boss, Audi over alleged corruption

Group calls on Tinubu to sack NSCDC Boss, Audi over alleged corruption

A group under the aegis of Conference of Harmonized Civil Society Organisations (CHSCON), has called on President Bola Tinubu to immediately sack and investigate the activities of Ahmed Audi, the current Commandant General of the Nigerian Security and Civil Defence Corps (NSCDC) over allegations of corruption.

CHSCON a Civil Society Organisation (CSO) that serves as an anti-corruption watchdog in Nigeria said Audi has become a national shame and embarrassment to public service as his tenure has been marked with series of fraudulent activities

Convener of the group, Otumba Adebayo Femi in a statement made available to journalists, said, “we have received series of complaints from well-meaning Nigerians who are aware of the work we do in fighting corruption and we have made our investigations. Mr. Audi remains one of the most corrupt public servant remaining in this country as he has turned the NSCDC into his fiefdom and personal business where he cashes out shamelessly without recourse to due process and the Procurement Act.

“Such gross misconduct has no place in the current administration which has shown clear commitment and capacity to fight corruption headlong. Mr. President should therefore immediately suspend, investigate and sack, Mr. Ahmed Abubakar Audi for his crimes”.

The CSO noted that previous attempts to bring Mr. Audi to book where stalled as he bribed his way out and killed the investigations initiated against him using the money illegally acquired through shady deals and exploiting the weaknesses in the Nigerian justice system. In addition, the group accused the CG of courting politicians to buy himself some protection and immunity instead of using the funds allocated to the NSCDC for the purposes earmarked.

“Mr. Audi has been notorious in evading investigations under the former administration. His questionable affiliation and criminal lobby of high profile politicians and traditional rulers has always been his cover but this is a new era and he must face the wrath of the law. It has been confirmed that as part of his plans to buy himself some immunity and protection from the ruling class, Mr. Audi used funds meant for the NSCDC to sponsor some politicians instead of paying contractors and executing projects that will have direct bearing on the Corps and its personnel. This shameless display of smartness must stop forthwith to pave way for a leader that will restore the dignity of the NSCDC and restore the low morale of officers and men of the Corps”, the statement added.

The group similarly accused Mr. Audi of nepotism and favouritism, adding that, since his assumption into office, Federal Character, merit, qualifications and experience has been jettisoned in favour of tribal and religious affiliations. It further decried the illegal deployments, appointments and witch-hunt that followed whoever tried to question his draconic ways.

“Mr. President, your appointments so far have clearly shown that you’re not a tribal or religious bigot. Nigerians across party and religious lines are clearly impressed with your stewardship but there is a misfit currently in your administration and he must leave. Mr. Audi should be sacked and the lopsided promotions, postings and redeployments done to protect his criminal activities should be reversed in favour of Federal Character, experience, due process, merit and competence to boost the morale of officers and men of the NSCDC. Mr. President, you have sacked several corrupt officials so far, do this for Nigerians to solidify your place as a true anti-corruption hero”, the CSO pleaded.

Aside diverting contracts to his companies and those of his cronies, the CSO also accused the CG of shamelessly diverting funds meant for election allowances for NSCDC officers for elections in Ekiti, Bayelsa and recent general election as well as the denial of so many welfare packages meant for staff under his watch.

According to the CSO, “Mr. Audi has turned himself into a mafia. Currently, he’s the chief procurement officer of NSCDC and gives contracts only to companies affiliated to him or those of his cronies with massive kickbacks as much as 50% of the contract sum. Billions of naira belonging to the NSCDC are missing as we speak. Upfront payments are made without contract execution as well as the withholding of payment for contracts awarded by the previous administration. As if this is not enough, officers and men of the Corps have been denied their duty allowances through criminal diversions. These crimes must be investigated and justice done to raise the morale of the Corps and increase productivity. It is our firm hope that Mr. President will not condone this rascality”.

  • Court stops NSCDC CG, others from harassing contractor over executed project

Court stops NSCDC CG, others from harassing contractor over executed project

A Federal Capital Territory High Court, Nyanya, on Thursday, restrained the Nigeria Security and Civil Defence Corps (NSCDC), its Commander-General (C-G), Mr Ahmed Audi, and others from further harassing a contractor, Mr Christian Igbo, over a completed contract.

Justice Edward Okpe, in a judgment, also ordered the security agency to pay Igbo over N29 million balance of the contract sum legitimately awarded and executed by him.

The applicant had, in an originating motion on notice marked: CV/2115/2023 and filed by Pascal Obioha, sued the NSCDC, the C-G, ACG Fabian Ejezie (Finance) and Mpamugo Ifeanyi Bartholomew as 1st to 4th defendants respectively.

Igbo also joined Victor Olarenwaju, Pastor Kukuyi (Accountant General Staff in Charge of CPO), Nd Chukwuemeka Okeke as 5th to 7th defendants in the suit dated and filed Jan. 24.

Delivering the judgment, Justice Okpe held that where an application was not controverted by a party, averments therein would be deemed to have been admitted by the party.

“The respondents ganged up to deprive and frustrate the applicant from getting the balance of the contract sum which he has excellently and dully executed unless the said part-payment is withdrawn and shared amongst them,” he added.

The judge consequently granted reliefs 1, 2, 3, 4 and 5 of the applicant

The applicant, a businessman and managing director of Davenchris Ventures LTD, IB-Technicals LTD and Chrisreubben Enterprises, sought seven reliefs which include an order to enforce his fundamental human rights of freedom, personal liberty, fair hearing and human dignity as guaranteed by Chapter IV of the 1999 Constitution.

He sought for a declaration that the continuous threat to life, attempt to arrest and detain him
under the instructions of the 3rd, 4th, 5th, 6th and 7th respondents who are staff, officials and/or agent of the 1st and 2nd respondents on a purely civil transaction of award and execution of contract, is illegal, unconstitutional.

He also said that it was against the provisions of Chapter IV, 1999 Constitution of the Federal Republic of Nigeria and the provisions of the African Charter on Human and Peoples Rights (Ratification and Enforcement) Act. Cap. A9, Laws of the Federation of Nigeria 2004 and is therefore Illegal, ultra-vires and unconstitutional.

He sought for an order directing the respondents to pay him the balance of the contract sum legitimately awarded and executed by the applicant for the 1st and 2md respondents totaling N29. 3million  without any unlawful interference and the use of undue influence to frustrate the payment of the said money to the applicant by the 3rd, 4th, 5th, 6th and the 7tj respondents.

“An order of perpetual injunction, restraining all the respondents from further threat to life; attempt to arrest, detain, intimidate the applicant and/or his family members either by themselves or by any enforcement agent and/or intruding on the applicant’s privacy or business premises.”

He also sought a damages of N200 million severally and jointly paid by the respondents for the unlawful threat to his life, among others.

Giving the grounds why his reliefs should be granted, Igbo averred that he executed the said contracts and the respondents paid part-payment of the contract sum into his companies accounts amounting to over N23 million (N23,887,154.89), remaining the balance of N29,360,697.00

“At the receipt of the said part-payment of the contract sum, the applicant started receiving threating calls from the 3rd, 4th, 5th, 6th and 7th respondents who are the officials of the 1st and 2nd respondents that the money that was paid into his accounts should be withdrawn and be brought to the 3rd, 4th, 5th, 6th and 7th respondents for sharing on no justifiable and/or cogent reasons.

“The applicant, amidst entreaties, threats, attempts to arrest, detain him stood his ground for explanations why part-payment that entered into his companies account owed him for the executed contracts in favour of his companies should be withdrawn and be given to them for sharing,” he said.

Igbo said the officers insisted on their unlawful and unwarranted demands from him.

Although the respondents were represented in court by Evelyn Charles-Fyanya, they did not file any counter affidavit.

“It is my candid views to grant the reliefs, more especially where there is no counter affidavit filed,” he said, saying such was the law.

NSCDC investigates dispute with NUPENG, removes Rivers Commandant

The Commandant General (CG), Nigeria Security and Civil Defence Corps (NSCDC), Dr Ahmed Audi, has ordered the immediate removal of Rivers Commandant of the corps, Mr Michael Ogar.

This is contained in a statement by NSCDC Director Public Relations, Mr Olusola Odumosu on Thursday in Abuja.

The removal of the commandant followed the blockade of the NSCDC Command office in Rivers by members of the Nigeria Union of Petroleum and Natural Gas (NUPENG) on Wednesday.

The blockade followed the impoundment of three oil trucks belonging to members of the union by NSCDC personnel.

Odumosu said that the NSCDC CG had ordered Ogar to hand over to his deputy pending the deployment of a substantive State Commandant.

He added that a high-powered panel, headed by Deputy Commandant General Operations, Dauda Mungadi, has been constituted to investigate the matter.

The spokesman added that the panel was directed to objectively investigate the role played by Ogar and personnel of the command Anti-vandal team in the situation that led to the protest.

“I have given the committee a marching order to ascertain the role played by either of the parties.

“Anyone found guilty would be severely dealt with in accordance with the provisions of the law,” Audi said.

He assured the public of unbiased  investigation, and appealed to all interested stakeholders to await the outcome of the investigation.

Audi however expressed shock at the action of NUPENG which painted a surprising scenario and unwarranted contradiction to the ideals of the corps.

“Nigerians are fully aware that we are the lead agency in protection of critical government assets and infrastructure.

“Therefore, under my watch, no act of indiscipline, compromise or sabotage would be condoned from anyone within and outside the corps.

“Humility and integrity in service delivery is the watchword of the corps, as such, any breach of trust or suspected compromise by any personnel will not be treated with kid gloves,” he assured.

The CG said the NSCDC will continue to sanitise the oil sector by waging relentless war against oil thieves and illegal oil bunkerers sabotaging the nation’s economy.

He enjoined all critical stakeholders to continue supporting the corps with credible information that will help in tackling nefarious activities in the sector.
