  • Crude oil theft: Navy, civil defence raise concern

Crude oil theft: Navy, civil defence raise concern

The Nigerian Navy and Nigeria Security and Civil Defence Corps (NSCDC) have raised concern on security measures and way forward to tackle the menace of crude oil theft in the country.

The security agencies made this known in Abuja at the ongoing maiden edition of the Annual Energy and Labour Summit being organised by the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN).

The PENGASSAN Energy and Labour Summit 2022 is tagged ‘’Energy Transition and its Effect on Workforce in the Nigerian Oil and Gas Sector”.

Speaking on the “Menace of Crude Oil Theft, Government Response and the Way Forward” Commodore Stephen Ibrahim, Director of Operations, Nigerian Navy said efforts were on ground for acquisition of more equipment to control the water ways.

He said Nigeria had about 84,000 square nautical lands and one of the largest response along West African coast.

“You can imagine what it takes to maintain 24 hours presence in our waterways. We can never have enough equipment that is why we also complement it with the use of Maritime Domain Awareness Capacity Equipment.

“To maintain these equipment take a lot of resources, to fuel an average ship can take six tankers for it to remain seven days at sea.

“There are other demands that require resources but we try our best to maintain presence at sea.

“We have three operational commands, eastern , western and central naval commands and each has been directed to maintain two capital ships which is also intensive,” he said.

He said the naval officers were constantly trained and retrained while the commands and officials were being monitored through cameras from the headquarters as an oversight function to facilitate effective operations.

“Anyone found wanting for infractions must be surely punished,” he added.

Speaking on the Very Large Crude Carrier (VLCC) named Heroic Idun that entered Nigerian waters on Aug. 8, 2022, he said the vessel was interrogated to find out if it had NNPC Limited approval or regulatory approval to load.

According to him, they discovered that it did not have approval which made the Nigerian naval officials to order the ship to follow them pending when they cleared its presence in Nigeria waterways.

He said the vessel sped up instead of turning while the Captain of Nigerian Naval Ship interrogated the vessel severally which made the ship to respond that it had to get in touch with her agent.

He decried the fact that most times the collaborators could pose a problem to their operations because a Nigerian shipping agent told the foreign ship not to answer Nigerian Navy.

He said that the vessel never loaded but came to load and was intercepted, arrested and was still in Equatorial Guinea custody while efforts and talks were ongoing to repatriate it to Nigeria for queries with different charges.

“A decision was being made not to sink her, a large carrier of millions of metric tonnes of crude to avoid collateral damage rather we allowed it to go into the next country for interception.

“The best option we could have is that among the coast of Golf of Guinea countries, we have the under architecture, a collaborative effort among the coastal Naval officers where we exchange information on piracy and vessels.

“So when this vessel continued speeding, we transferred the information to the Equatorial Guinea that the vessel refused to stop and was leaving our waterways, then entering theirs because the vessel already reported to International Maritime Bureau that she was under pirate attack.

“We are trying to keep a clean slate of not having a pirate attack on our waters,” he added.

He further explained that the vessel did not load adding that the naval headquarters had frowned and dispelled that information which kept on coming that it loaded three million MT crude.

Speaking on the vessel which was recently destroyed in Warri due to oil theft, he said the decision was taken at the highest and strategic level involving Chief of Defence Staff.

The commodore further said that particular vessel had overtime involved in infractions, adding that any vessel being used to do illegal business could be destroyed lawfully to serve as deterrent to those involved in illegal activities.

On technology deployment, he said technology was always evolving, adding that the NNPC Limited had a control centre which was being operated on collaborative effort to tackle oil theft.

He said the navy would continue to explore options of using technological equipment to monitor oil thefts in collaboration with other security agencies and international partners.

Dr Benito Eze, Assistant Commandant General, Directorate of Critical National Assets and Infrastructure, NSCDC while speaking on the way forward, said gradually it was going into electronic surveillance to effectively manage the menace.

Speaking from NSCDC perspective, he recommended full implementation of the Petroleum Industry Act 2022 to get the involvement of the host communities for provision of legal governance and fiscal framework.

He equally called for full deregulation of the industry by removal of the petroleum subsidy and payment of statutory percentage to the host communities.

The corps Commandant in the state, Mr Michael Ogar, paraded the 16 male suspects before newsmen in Port Harcourt.

He said they were arrested by operatives of NSCDC and Nigeria Navy during separate raids at different locations in the state.

According to him, the operations led to the seizure of about 200,000 litres of adulterated diesel that was being readied for distribution to unsuspecting motorists in the state.

“Eight of the suspects were arrested by operatives of NSCDC’s anti-vandal unit while the other eight were handed over to us by Nigeria Navy Ship Pathfinder Port Harcourt.

“The 16 suspects were arrested for their involvement in oil theft and illegal refining of diesel.

“Some of the suspects were caught moving about 200,000 litres of diesel with their trucks, Sport Utility Vehicles and other cars to different locations in the state before their arrest,” he said.

Ogar said the command had made several arrests and confiscated petroleum products following the marching order to the NSCDC by Minister of Interior, Rauf Aregbesola and Gov. Nyesom Wike of Rivers.

He assured the people that the command would not rest until all forms of illegal bunkering of petroleum products and vandalising of oil and gas installations were stopped in the state.

“We are not going to compromise on our mandate. The many arrests and seizures show that our officers and men have been complying to government directives to stop illegal bunkering.

“Aside this, we are also going after landlords who connive with criminals by allowing them to use their buildings and facilities to illegally bunker petroleum products.

“The command is already on the trail of such landlords, and will arrest and charge them to court for allowing their property to be used for illegal activities,” he added.

The commandant said the suspects would soon be charged to court while the command would seek the forfeiture of the seized vehicles and petroleum products to the Federal Government.

  • Nigeria not ripe to allow citizens bear arms – NSCDC boss

Nigeria not ripe to allow citizens bear arms – NSCDC boss

Dr Ahmed Audi, Commandant General, Nigerian Security and Civil Defence Corps (NSCDC) says Nigerians are not ripe to be allowed to bear arms.

Audi made the observation when he featured on the NAN) Forum in Abuja.

“I strongly disapproved of it. Even now that there is no law in existence, you still have proliferation of small arms and light weapons in the hands of people.

“It has to do with civilisation and education.

“Even in Europe and America where they have that law where virtually everybody once you can drive can have arms, they are trying to control it now because of how some events unfold.

“In the world, especially in Europe and America, somebody will just wake up and just go to a school and open fire on kids. You know that is madness.

“And so for me, I don’t think we are there yet to allow citizens carry arms.”

The CG also spoke on the efforts being made by the NSCDC to address farmers/herders clashes in the country.

He said that the Corps, in collaboration with the Federal Ministry of Agriculture, had trained over 3,000 Agro Rangers to provide security to farms and other agro allied investments.

The CG said that the unit was a specialised department, which also help to reconcile farmers and herders.

“They are still there and presently we have even trained about 3,000 of them and as you can even see me sitting here, this is their uniform, the uniform of Agro Rangers.

“They are under a department called Peace and Conflict Resolution, and using Alternative Dispute Resolution, they have settled over 1000 cases between farmers and herders nationwide.

“You can see them visibly in Borno, Yobe, Kaduna, Adamawa, Enugu and they are there doing their work, “he said.

  • 2023: Civil Defence to deploy 30,000 operatives

2023: Civil Defence to deploy 30,000 operatives

The Nigerian Security and Civil Defence Corps (NSCDC) is to deploy 30,000 operatives to ensure peace during the upcoming general elections in Nigeria.

Nigeria, Africa’s most populous nation is billed for another general election, starting on Feb. 25 next year, when the president and vice-president will be elected.

A crowded field of 18 political parties are expected to field candidates, in a landmark election, viewed by analysts to be a three-horse race of the Labour Party, Peoples Democratic Party and the ruling All Progressives Congress.

Speaking at the flagship News Agency of Nigeria (NAN) Forum in Abuja on Sunday, the Commandant-General of the NSCDC, Dr Ahmed Audi, said the operatives would be deployed nationwide to maintain peace.

According to him, the NSCDC has perfected plans to deploy all resources needed to provide security during the election.

“The corps is poised fairly, and ready to apply all the arsenals needed to provide security and safety for the elections.

“We have an operations department of over 30,000 personnel but then we will also deploy others when the time comes.

“Normally we have the bulk of our people in operations and those who are in operations partake in election processes,” he said.

Audi said that the corps had also perfected plans to begin seminars and workshops in October to discuss the preparedness of the organization towards the general elections.

“We want to tell our people that if you go and involve yourself by becoming partisan you are on your own.

“There are certain things we have introduced in our Standard Operating Procedure — that once you go partisan and you are caught, you will face sanctions and you are on your own.

“So we are ready to partake in the election like I said because we are apolitical and we are going to provide a level-playing field for all citizens to be involved in the elections and exercise their franchise.”

Audi said that the NSCDC partook in election activities because it’s a member of the Inter-agency, Consultative Committee on Election Security.

“Police is the lead agency actually because it’s a fact that they are in charge of internal security but we have other services in that committee which includes the military, para-military and virtually all security agencies.

“We are ready and you know that our role as a security agency is supposed to be apolitical and neutral,” he said.

Middle aged man buried alive in Jigawa

A middle-aged man identified as Umar Sale was on Tuesday buried alive by a landslide in the Taura local government area of Jigawa State.

The spokesman of the Nigeria Security and Civil Defence Corps (NSCDC) in the state, Adamu Shehu, who confirmed the incident in a statement on Wednesday in Dutse, said it occurred while the deceased was evacuating sand in a burrow pit at Majiya town.

Shehu said the victim, a father of three, was digging the sand from the pit to refurbish his mud house which had earlier been destroyed by a heavy downpour when the sand above the pit slid and buried him alive.

He said: “The victim’s first cry for help was heard by some people farming around the area who rushed to his rescue.

“Unfortunately, he died on the spot because of the weight of the sand and his inability to breathe. His body was recovered and thereafter released to his family for proper burial.

“Investigation revealed that similar cases were recorded in the past and residents of the community were therefore advised to refrain from extracting or digging sand from the ditch.”
