Obaseki, a Man at War With Himself

    Ahmed Agbabiaka

By his actions, Governor Godwin Obaseki of Edo State set up a war against his perceived enemies and yet, continues to cry foul the loudest. Since the supremacy battle between him and his predecessor and former National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiohmole, there had been series of assumptions, presumptions and conclusions, most of which were not even verifiable.

One very common belief is that Oshiohmole wanted to play the godfather role and apparently understanding the negative implications of such portrayal, Governor Obaseki played to the gallery, alleging that the friction between him and his benefactor was because he denied him the opportunity becoming a godfather. He mentioned it again during his campaign in Etsako.

In one of his press statements released by his special adviser on media and communication strategy, Crusoe Osagie, the governor categorically said: “In 2016 when Oshiomhole nominated and supported Obaseki, his hidden motive was to use Governor Obaseki, whom he thought would be a pawn in his game to defraud Edo people and enthrone himself as the ultimate godfather of Edo politics at the expense of the will and wishes of Edo people,” he said.
According to him, “However, Obaseki’s refusal to mortgage the interest of the majority of Edo people for the satisfaction of Oshiomhole and his handful of greedy followers is the cause of Oshiomhole’s bitterness, which has led him to bury himself in pursuit of an innocent governor, who is trying to do the right thing for his people.”

Not only has Oshiohmole repeatedly denied the insinuation, reliable sources close to the duo do not agree with Obaseki. For those who understood how it all started, the governor does not understand the game of politics, lacks the skills of give and take and does not listen to good advices, irrespective of where it is coming from.

The horse-trading, give-and-take and promises that gave birth to his emergence as a governor were contracted by those who backed his first term in office but after attaining the reins of power, it was easy for the governor to dump all those, who shelved their ambitions for his and worked for his success at the election.

As soon as he began governance, he quickly commenced a well-planned war against the political class, specifically against Oshiohmole and his loyalists while at the same time, claimed he was a technocrat and does not have room for politicking.

Obaseki, in his bid to take total control of the system and the political structure, started out by engaging in a fierce underneath battle over who produced candidates into the state House of Assembly. Recall that the first primary election organised by the national body of the APC was cancelled and a new one ordered.

He did not eventually get as many seats as he wanted among the 24 members-elect in the assembly. Some 19 members-elect were loyal to Oshiomhole, while he had only six and among them Oshiomole wanted Victor Edoro as Speaker, but Obaseki preferred Frank Okiye, and in an aggressive manner, perfected the plan to not inaugurate 14 lawmakers loyal to Oshiohmole. Presently, 17 lawmakers have been shut out of the 24-member house.
Though Oshiohmole might be the reason politicians are protesting the ill treatment meted to them by Obaseki, the governor surely has a lot of other people to contend with for his abrasive nature in the political terrain.
Not only did he ban the political class from the Osadebe Government House, when he came into power, in a calculated move, he got rid of Oshiohmole’s supporters from the political system. The former Youth Leaders and an ally of Oshiohmole, Osakpamwan Eriyo was remanded in prison for about 12 weeks, and Tony Kabaka, a youth leader in the state was relieved of his business as a revenue collector for the state and his hotel maliciously demolished.
Osakpamwan was also a revenue collector and the state chairman, Road Transport Employee Association of Nigerian (RTEAN). He lost the two positions on the altar of Governor Obaseki’s quest for power and political supremacy.
There is nearly an endless list of persons grumbling over the governor’s inconsiderate manner of misusing powers and more than Oshiohmole, a lot of them are quietly waiting to express their disapproval of his leadership during the September 19 polls.
Buttressing the view that Obaseki has been the aggressor, revered Edo businessman and philanthropist, Captain Hosa Okunbo, in his letter titled: “An Open Letter to President Muhammadu Buhari and the Good People of Edo State: Please, Urge Governor Godwin Obaseki to Leave Me Alone,” did not only recall how he has been a victim of unprovoked attacks by the governor and his men, he also noted that efforts by him to get the governor to toe the path of peace was arrogantly rebuffed.
Talking about how he intervened between Obaseki and Oshiomhole, Okunbo wrote: “In the course of time, I heard he started having issues with former Governor, Comrade Adams Aliu Oshiomhole and, I was quite worried and vehemently pleaded with him to settle whatever the issues were and embrace the path of peace in the interest of the good people of Edo State.
“As a stakeholder in the state, I advised on the need to allow wisdom drive his decision-making processes. I emphasised the critical position of leadership he occupies. I further espoused the virtues of patience and sacrifice in public service as I considered these as sine qua non to achieving one’s vision.
“Following a series of complaints of abandonment by his friends and associates from the political class, who knew my relationship with the Governor, I recommended to the Governor to bifurcate between politics and Governance.
“I recommended the need to appoint a trusted and experienced politician to bridge the gap and manage his relationship with the political wing of his administration so as to avoid distraction as he faces the onerous task of steering the business of moving the State towards economic and developmental prosperity.
“He, however, rejected my proposal and insisted politicians were rogues and would not patronize them or see them in Government House. Governor Obaseki told me without mincing words. He emphasised he would not be moved an inch about their responses or feelings on this particular issue, reiterating he did not need their support either. He told me clearly that he was not interested in pursuing any SECOND TERM agenda.”
Lamenting his personal torturous experiences when the governor attacked him, he said if he could suffer “all this injustice for no just cause, so you can imagine how many innocent citizens of Edo State that Godwin Obaseki and his agents would have been standing on their necks that can’t breathe.”
It was not only Captain Hosa, who attempted to lure the governor to embrace peace, quite a number of other well-meaning Edo citizens made efforts but it was soon clear that Governor Obaseki meant to fight to the finish. He told everybody close to him that it would be fight to finish between him and Oshiohmole.
Obaseki only showed that he is not a good student of history. Just about eight years ago, similar scenario played out in Lagos. Former Governor Babatunde Raji Fashola is a technocrat. If left by himself, he would not have much to do with the politician, but after a little friction with the political class he came to realise their importance in the scheme of things and played party politics. That was what earned him a second term,
Governor Obaseki’s undoing in Edo State is that while he claimed to be a technocrat, he is playing deeply into the political terrain and trying to edge out all the political forces that facilitated his emergence nearly four years ago. If he succeeds at doing that, he would actually become ‘the godfather’ himself.
Though no one knows for certain where the pendulum would eventually swing, however, away from the allegation that his agenda is to be a godfather, Oshiomhole has maintained that he is on mission to ensure Obaseki’s defeat in the September 19 governorship election, because he made a wrong choice in 2016.
He has been apologetic to the people of the state for supporting him to emerge as the governor in 2016 saying, “I have made a mistake by supporting a man, who has no vision for my people. So, I want to correct my mistakes by making sure a servant of God, Pastor Osagie Ize-Iyamu, is elected as governor and kick the snake out of the government house.
“From now till September 19, I am here in Edo State, because a political lion that I am, I am not scared of anything. Now the snake that enters our family home, God has driven the snake to where he belongs.
“I have come home to join you and start the process of reclaiming the house back to the family of APC. So, now I have only one mission and I know it is our common mission: to bring Edo back to the part of sustainable development,” he said.
But the governor insists that the former APC national chairman’s plan was to use him to defraud the people of the state. However, he has not been specific about any issue of such nature.
Though the Oba of Benin, the Ewuare N’Ogidgan II, recently stated that the palace does not meddle in partisan politics and that he has no preference among the candidates, reliable sources within the governor’s fold have hinted that the governor does not really feel he enjoys any support whatsoever of the traditional institution, going into the election.

According to inside sources, “Governor Obaseki’s adamant nature and refusal to give peace a chance won him many enemies and he himself knows it. He fears he might not be having the support of the kingdom, because many of those he attacked had reported him to the kingdom.”

‘Obaseki’s convoy attacked in Oshiomhole’s ward’

Edo State Governor, Godwin Obaseki on Thursday, said his convoy was attacked at ward 10, Apana, Etsako west local government area of the state.

Adams Oshiomhole, former national chairman of the All Progressives Congress (APC), is from the ward.

In a statement which Crusoe Osagie, his spokesman, issued on his behalf, Obaseki said the suspected thugs behind the attack were dislodged by a combined team of security personnel and vigilante groups.

A female police officer, who was caught recording the footage of the incident, was also said to have been attacked.

Addressing members of PDP and supporters at Apana village square, Obaseki alleged that Oshiomhole had made several attempts to scuttle his re-election.

He said the forthcoming poll will determine who will take charge of the levers of power in Edo politics.

“As we were coming here (Village Square in Apana), you heard what happened. They went to hire thugs and began to shoot to prevent us from coming here. On September 19, 2020, use your permanent voter card (PVC) to ‘pepper them’,” he said.

“Ward 10 is a special ward. This election is special. It will show who is in charge of politics in Edo State. For all my eight years in government, you know what I did for Comrade Oshiomhole. He said it with his mouth. I supported him to be the governor. I raised funds for him. I worked for him and Edo State for eight years without receiving a dime.”

Obaseki passes vote of confidence on deputy

Edo Governor Godwin Obaseki has declared his deputy, Philip Shaibu, with whom he is running for re-election under the platform of Peoples Democratic Party (PDP) on September 19 has been so loyal and helpful to his administration.

He spoke at the palace of Ogieneni of Uzairue Clan in Etsako West Local Government Area of Edo state, His Royal Highness, Alhaji Imonikhe Kadiri, Omogbai IV, in continuation of his re-election campaigns in Edo North Senatorial District.

Obaseki said: “My deputy, who is your son, has been so loyal and helpful to my administration. We are here to seek your prayers and support for our re-election.”

The monarch, who conferred chieftaincy titles on Obaseki and his deputy, stated the Governor had done well in almost four years, thereby deserving re-election.

The traditional ruler said: “Your deputy is from this place (Uzairue Clan) and he is my son.

“Considering what you have done in the last four years, you have done very well. In terms of infrastructural development, I believe you have done well for Edo State.

“You (Obaseki) have good men around you. I promise you that Uzairue people will give you 100 per cent votes.

“I will also like to make some pleas to you. I want your government to upgrade the Uzairue Market to a modern one.

“In the area of road construction, I wish to plead with you to do more for my people. We are impressed with your government, that is a fact and I won’t lie.

“I like the way you do your things; you must not share money. Your good deeds will speak for you. All we need is prayer.”

The monarch also admonished Obaseki to be much closer to God and ask Him whatever he wants, assuring he would get it.

Let’s Talk About Obaseki’s Corruption Stench

    By Omobusola Afuwape

For the sake of the electorate ahead of the September 19 governorship election, the Independent Corrupt Practices and other related matters Commission should promptly commence investigations into certain allegations of abuse of office raised against the incumbent governor of Edo State, Godwin Obaseki.

When news broke that the Independent Corrupt Practices and other related matters Commission (ICPC) had been petitioned to investigate some allegations of financial malfeasances raised against Governor Obaseki, two quotable shares from two globally renowned personalities quickly came to mind.

First was the American whistleblower, who copied and leaked highly classified information from the National Security Agency in 2013, when he was a Central Intelligence Agency employee, Edward Joseph Snowden and claimed that, “There can be no faith in government if our highest offices are excused from scrutiny – they should be setting the example of transparency.”

The former United Nations Secretary-General, Mr. Kofi Annan is of the view that “If corruption is a disease, transparency is a central part of its treatment.”

Bringing these views home to Edo State, where the state holds governorship election next month, the onus of ensuring transparency and that the people retain their faith in government absolutely lies with the ICPC, a body constitutionally charged with the responsibility of exposing corruption among public officials.

The agency should dig down into the details provided by the petitioner and let the electorate and other Nigerians know the veracity of the allegations. The implication is that where the governor is found culpable of these allegations, voters can make up their minds on what to do with him at the ballot and on the other hand, if exonerated, he would not be deprived of the much-needed support.

Interestingly, the allegations contained details that are easily verifiable.

A member of the governor’s new political party, the Peoples Democratic Party (PDP) in Ward 3, Orhionmwon LGA of Edo, Andrew Egboigbe, in a petition titled, “Petition against the unfairly advantageous awarding of Edo State Contracts to Afrinvest Limited by Governor Godwin Obaseki”, alleged that the governor abused his office by awarding inflated contracts to his company, AfriInvest Limited, an action that is contrary to the provisions of the constitution.

The petition already marked as received by the commission on Monday, August 3, 2020, also alleged that Governor Obaseki has been converting state funds for the purpose of setting up a regional bank awaiting approval by the Nigerian apex bank, the CBN.

Hence, Egboigbe charged the Central Bank of Nigeria (CBN) to stand true to its core mandate of promoting sound financial system in Nigeria by declining the approval of the proposed regional bank purportedly linked to the governor and to investigate alleged payment of state funds into private accounts.

The petitioner alleged that Governor Obaseki, who founded his company, Afrinvest Limited in 1994 and stepped down as Chairman, Board of Directors in 2016, when he could no longer retain the position after he became governor, has been giving undue advantages to his firm, contrary to the provisions of Section 19 of the ICPC Act 2000.

Noting that despite the fact that the company remained “associate” as stipulated by Section 2 of the ICPC Act 2000, the governor’s emergence as governor has resulted in unprecedented financial boom for the company, whereas the governor and the company were unable to support his first term campaign with N10m.

“Mr. Godwin Obaseki’s emergence as governor suspiciously coincided with financial boom for Afrinvest Limited, leading to the firm winning contracts, notably from Edo State Government and making astounding profits it never posted since establishment.

“On one specific occasion, Mr. Godwin Obaseki, abusing his office as governor, single-handedly, without the approval of his cabinet and the legislative arm of government, awarded a I.8 billion naira consultation contract on the Water Storm Project to Afrinvest Limited without justification of the inflated sum and the nature of the contract,” the petition reads in part.

If investigation proves this allegation right, Governor Obaseki would have acted in contravention of Section 19 of ICPC Act 2000.

Egboigbe further alleged that, “The security votes of Edo State, increased to an annual sum of 7.5 billion naira by Mr. Godwin Obaseki, since 2018 has been deposited in Afrinvest Limited bank account, and serves, alongside other illegally obtained profits, as the starting capital used to resuscitate Primus Bank, which Mr. Godwin Obaseki, acting through his proxies, is now seeking approval for, to operate as a regional bank.”

The governor’s main challenger, the All Progressives Congress (APC) candidate, Pastor Osagie Ize-Iyamu, has had the feeling that something was fishy about the security votes, not just because it was arbitrarily increased from N6 billion to N7.5 billion but because the police wasn’t getting enough to genuinely police the state.

In a maiden edition of his live broadcast on his Facebook page, Ize-Iyamu stated that: “The present government has not been able to show any serious commitment to the security funding of the state. Every month, the governor collects millions as security vote and gives the police little. That does not show commitment to security. The amount is not even enough to fuel vehicles.”
He expressed concern that Edo State was perhaps the only state in the South-south region without adequate investments in technology, which could be deployed to tackle crime.
“In this age, what is our investment in technology? Edo State might be the only state in the South-south that does not have trackers that can be used to trace kidnappers. The government must show sincerity in combating crime,” he said.
On the abandoned Water Storm Project, which Egboigbe alleged was awarded to Obaseki’s Afrinvest, Ize-Iyamu restated his commitment to ensuring its completion, even as he expressed surprise that Obaseki chose to not complete it when he became governor.
“The water storm project cannot be abandoned. I didn’t initiate it, but we must commend those who planned it. Even four years ago, when I was contesting, I commended the foresight because flooding is a major challenge in Benin.
“To abandon the project the way it has been abandoned is imprudent and wicked, especially coming from a governor that was part of its conception. Afrinvest was involved in the financing of the water storm project. How do you rationalise a governor, who was part of that process to now decide that he is not interested in the project?” Ize-Iyamu lamented.
Meanwhile, the Edo State Media Campaign Council of the All Progressives Congress (APC), through its Chairman, Prince John Mayaki, who was until recently the Chief Press Secretary to the governor, has sustained its accusation that the Obaseki administration was emptying the state’s treasury by sponsoring nefarious political activities, fake protests and campaigns of calumny.

Talking from an insider’s perspective, Mayaki opined that Governor Obaseki has been chasing shadows, while neglecting important governance issues, especially the management of flood and protection of lives and property.

The Nigerian Meteorological Agency (NIMET) and Nigeria Hydrological Services Agency (NIHSA) listed Edo as one of the highly probable flood-risk states in the country.

The campaign council said: “The warnings by NEMA, based on the predictions of NIMET and NIHSA, that Edo is among the highly probable flood-risk states in the coming months, should send alarm bells ringing on Osadebey Avenue (Government House, Benin), as a matter of priority for the government.”

Etsako East, Esan Southeast, Ikpoba-Okha, Oredo, Etsako Central, Esan Northeast and Ovia Northeast local governments were identified as flood-risk areas in the predictions of NIMET and NIHSA.

Definitely, this governor isn’t finishing well let alone securing another term. But, in all, Edo’s money must be properly accounted for.

APC making desperate moves to postpone election, declare state of emergency in Edo – Obaseki

Governor Godwin Obaseki of Edo State, has accused the All Progressives Congress (APC), of working towards the postponement of the September 19 gubernatorial election in the state.

He made the allegation on Sunday at an interactive session with journalists.

Obaseki who is candidate of the Peoples Democratic Party (PDP) in the election, alleged that the opposition party in the state did this by putting fear in the minds of the electorate, to prevent them from exercising their franchise.

He further accused them of perpetrating “violence and create the impression that Edo State is not safe, such that the federal government could declare a state-of-emergency and postpone the election.”

According to him, “When they [opposition party] come out, they behave so lawlessly as if there is no law.

“The opposition party today understands how difficult it is for them to win election. Rather than trying to persuade people, they engage in all kinds of vicious propaganda.

“They want to cause violence and anarchy so that the election will be postponed. We appeal to opposition party to allow peace reign in the land.

“We are in government. If they want to come in, they should do what the people want,” he said.

The governor, however, said that he “will continue to appeal to the federal government,” adding “we do not have the police and army.”

[Video] Obaseki’s deputy raises alarm, alleges Oshiomhole’s assassins are in Edo to kill prominent politicians

The Edo State Deputy Governor, Philip Shaibu, has alleged that some unknown men are currently in Edo State to assassinate some high-profile personalities in the state.

He stated this during a press conference in Benin City, the capital of Edo State on Saturday.

The Deputy Governor said President Muhammadu Buhari should rise to the occasion and call the security agencies to “do their work ”

“This is to bring to the notice of Edo people and the country at large that we have received intelligence that some individuals are in Edo State, courtesy of the former National Chairman of the APC, Adams Oshiomhole.”

He said the state will not be a theatre of war if these things are dealt with.

“We have intelligence that some individuals are in Edo state and their assignment is to come and assassinate some known individuals in the state.

“So I am hereby bringing to the notice of the general public that these people are in town and we’ve communicated to the security agencies about their activities and why they are in town.

“For us, we will continue to appeal to our people not to look for trouble; not to disturb any program,” adding that they are law-abiding and have a duty to protect lives and properties.

Recall that Shaibu had recently revealed that he fought for the former National Chairman of the All Progressives Congress, APC, Adams Oshiomhole.

He said it was the same way he will fight for Godwin Obaseki, and that his loyalty to the Governor is unwavering.

Shaibu stated this when he addressed reporters on Thursday, according to Channels Television, revealing how Oshiomhole wanted him to join the move to unseat Obaseki.

Shaibu had earlier alleged that lawmakers have been mobilised to buy people’s votes during the upcoming governorship election.

Shaibu, however, urged people of the state to vote such lawmakers out, though he did not disclose their identity.

Edo 2020: We will resist APC plot to impeach Obaseki, rig election – Wike

Nyesom Wike of Rivers State vowed that the PDP would resist the alleged plot to impeach Governor Godwin Obaseki.

Wike, who is the Chairman of the PDP Campaign Council for the election, asked President Muhammadu Buhari and the international community to prevail on the APC to stop the needless violence in Edo, play by the rules of the game and allow Edo people to freely choose their governor.

He asked the people to hold the APC responsible if the violence snowballed into breakdown of law and order in Edo.

He said: “Let me say clearly that our party at the campaign council totally condemns the illegal and provocative invasion of the Edo State House of Assembly by the thugs of the APC and the purported impeachment of the Speaker and the Deputy Speaker of the House.

“An invalid assemblage of 17 lawmakers-elect with no legitimate claims of the membership of the Edo State House of Assembly cannot lawfully convene in the private residence of Pastor Ize Iyamu, the APC governorship candidate to unseat and effect a change of leadership in the Edo State House of Assembly.

“Fortunately, the purported impeachment of the speaker is a mere charade, completely futile and exists only in the imagination of the evil perpetrators and their crude and unintelligent co-travellers and sponsors.

“It is now clear to all discerning minds that what is happening in Edo is a prepared script by the sinking opposition APC to intimidate PDP and illegally impeach its candidate, Godwin Obaseki having seen clearly that they cannot win the September, 20, 2020 election without any miracle.”

  • Why Tinubu, other APC cabals are angry with Obaseki, want forceful takeover of Edo – PDP

Why Tinubu, other APC cabals are angry with Obaseki, want forceful takeover of Edo – PDP

The Peoples Democratic Party National Campaign Council for Edo state governorship election has replied the National leader of the All Progressives Congress, APC, Asiwaju Bola Tinubu over his attack on Governor Godwin Obaseki.

Tinubu had attacked Obaseki, berating and accusing him of gravely assaulting democracy and likening him to a dictator

He said Obaseki’s governance of Edo has been a throwback to the worst excesses of Nigeria’s military past and represents a direct threat to the democratic order, describing him as an errant, ill disciplined governor and a dictator, who has been contemptuous of the people of Edo state.

But the PDP, in a statement issued by Kola Ologbondiyan, Secretary, Publicity Sub-Committee
National Campaign Council, said the whining by Tinubu has further validated allegations that the horrendous attempt to seize the Edo legislature has the fingers of the APC leadership for their personal reasons.

“Our Campaign notes that Asiwaju’s position also confirms allegations that some people in the APC are bitter with Governor Godwin Obaseki because he (Obaseki) refused to allow the APC cabal to have access to Edo treasury as well as his refusal to foist illegal levies and taxes on the people.

“Our Campaign stands with the people of Edo state and Governor Obaseki in their firm decision not to allow certain APC interests to impose and collect suppressive levies and taxes from house owners, school proprietors, hotel owners, taxi drivers, okada riders, market women as well as artisans who are struggling to make a living in Edo State.

“The APC cabal is distraught because Governor Obaseki will never compromise or mortgage the welfare and wellbeing of the people of Edo state, hence their desperate attempt to foist their stooge on the state.

“It is however imperative for leaders like Asiwaju not to allow himself to be dragged into putting personal and group pecuniary and political interests over and above the collective interest and wellbeing of the people of Edo state,” it said.

According to the PDP, “It may however interest Asiwaju to note that Nigerians have been waiting for a patriotic statement from him that would address the humongous corruption in this administration particularly in Federal Inland Revenue Service (FIRS), Nigeria Social Insurance Trust Fund (NSITF), National Emergency Management Agency (NEMA), National Health Insurance Scheme (NHIS), North East Development Commission (NEDC) and the Niger Delta Development Commission (NDDC), among others.

”What Nigerians also expect of leaders like Tinubu at this time is to be a voice of caution to self-confessed liars like Oshiomhole and characters like Ize-Iyamu, whom Oshiomhole exposed as a thief, acid bather and person of questionable character, who should not be trusted with the governorship of Edo state.”

The PDP said Nigerians further expected Tinubu, as a legislator, to counsel the deserters in Edo state, who abandoned their seats for more than 180 days, and in the process lost their seats, to wait for the ruling of the court or prepare for a bye-election to prove their acceptance by the people.

“We wonder if Asiwaju, as a senator, abandoned his seat at the parliament for 180 days. Of course, he did not, because he is aware of the implications. Our campaign therefore counsels Asiwaju and indeed other APC leaders to desist from any attempts that would colour illegality because of personal interests.

“Our campaign which enjoys the full followership and support of the Edo people wants Tinubu to know that contrary to his claims, Governor Obaseki has committed no impeachable acts by working in the interests of the people of Edo State.

“Governor Obaseki towers high above the shenanigans of the APC Cabal and will be overwhelmingly re-elected by the people of Edo state, come September 19,” the party said.

  • Edo Assembly crisis: Obaseki is a dictator, threat to Nigeria’s democracy – Tinubu

Edo Assembly crisis: Obaseki is a dictator, threat to Nigeria’s democracy – Tinubu

National Leader of the All Progressives Congress, Asiwaju Bola Ahmed Tinubu on Friday 7 August , issued a strong statement on the Edo House of Assembly crisis, calling Governor Godwin Obaseki, a dictator and a reminder of Nigeria’s years of military rule for blocking majority members of the house from performing their duties.

The statement was entitled: In Defence of Constitutional Democracy:

The recent actions of the Governor of Edo State represent the gravest possible assault on constitutional democracy and the rule of law and escalation of violence and tension in the state he purports to govern. Not satisfied with making a mockery of our constitution by blocking the timely inauguration of two-thirds of the elected members of the Edo State House of Assembly, Governor Obaseki has now resorted to the strong-arm tactics of dictators.

First, he sponsors hoodlums to deface, indeed destroy, parts of the House of Assembly Building in Benin, feigning the building is undergoing renovation. Then, he imports sand and gravels to prevent access to the assembly complex. In effect, the man has spent state funds to thwart the very apparatus of the state government he was sworn to uphold. He has squandered public money to defeat the very will of the public. This is tragic beyond words.

As a pretext for his refusal to allow the Edo House of Assembly to function, Governor Obaseki’s actions are perverse. This is a cowardly act and a move to thwart representative democracy in Edo. No renovation has been planned for the state house building. No appropriation was made in the state’s budget. The only reason any renovation could be deemed necessary is the destruction wrought by his own goons.

Governor Obaseki’s governance of Edo State recalls the worst excesses of our military past and represents a direct threat to the democratic order. By his refusal to permit duly elected members of the Edo State House of Assembly to perform their constitutional duties, Governor Obaseki betrayed contempt for the people of his state and, unfortunately, his ignorance of Nigeria’s constitutional order. As a Governor he ought to know better than to obstruct the functioning of his own legislature, but perhaps he is in need of a quick lesson.

The legislative function is, perhaps, the most foundational obligation of any government. In the UK, the Parliament was famously said to be “that supreme and absolute power, which gives life and motion to the English government”. In most democratic systems, the legislature is the arm of government containing within itself the people’s representatives in government. As such, the legislative arm is critical. It is an important symbol of democratic governance. The voice, will and desires of the people are reposed in their elected representatives sent to the legislature to express and distil their amorphous will into the laws and codes by which the society has agreed to live.

In the context of a constitutional democracy such as ours, the legislature’s authority stems, in effect, from the recognition that it is the authentic mouthpiece of the people, entrusted with the responsibility of representing their collective will and the power to interpret and mould it into the laws of the land. It is, in short, not to be toyed with as a plaything of an errant and ill-disciplined governor. Undermine the legislature and you imperil democracy and allow governance to descend into anarchy.

Indeed, it is no coincidence that of the three arms of government, the powers of the legislature are enumerated first, in our Constitution. The legislature is the authority imbued with the power to make laws for the peace, order and good governance of the federation and states. Indeed, the Constitution makes clear that a Governor’s role primarily extends to the maintenance and implementation of the laws set down for him by his state’s legislature.

In placing himself above the legislature, deciding who gets in and who is shut out, Governor Obaseki not only places himself above the our nation’s constitutional order, he places himself above the people of Edo State whose representatives he so brazenly tramples upon. One can only wonder, given the desperation with which he has acted and his belligerent refusal to honour the free choice of the people of his own state, what mortal offence the majority members he has shut out have committed to warrant such treatment.

Although Governor Obaseki’s conduct in the past year is undoubtedly impeachable, these legislators have made no threat to impeach the Governor. Their only desire is to peacefully perform the duties asked of them by the constituents who elected them. What, then, is their offence? By all appearances, the Governor is punishing these legislators for their loyalty to a party that is no longer his own. If every governor behaves as he, obstructing the performance of any legislator who does not pledge to him their undying fealty, the entire edifice of democratic governance in Nigeria would grind to a complete halt.

In his campaign for re-election, Governor Obaseki promises to represent and defend the interests of all the people of his state. Yet, so blinded is he by his personal ambition, he sees no irony in the fact that his actions have denied two-thirds of the people of his state their right to representation in the state’s only legislative chamber.

Governor Obaseki must think the people of his state to be as foolhardy and ignorant as he, for even as he courts their votes, he continues to make a mockery of the institution of democracy in his own House of Assembly. If Governor Obaseki believes the people are not aware of this inherent irony, he will undoubtedly learn the cost of this grave miscalculation in the fullness of time.

The rule of law and preservation of democracy is too important to sacrifice at the altar of any one man’s ambition. Governor Obaseki’s woeful leadership of Edo State will hopefully be brought to an end soon by the very people whose rights he has so carelessly trampled upon. One can only hope that the damage he is doing to the most important of the state’s democratic institutions can just as easily be repaired.

We will resist attempt to illegally take over Edo Assembly, says Obaseki

Gov. Godwin Obaseki of Edo said on Thursday that the state would resist any attempt by anybody to forcefully take over the state House of Assembly.

Addressing newsmen at the assembly complex in Benin, Obaseki said he would do everything within his constitutional powers to protect the sovereignty of the house and the state.

The governor’s statement was not unconnected with media reports credited to the Speaker of the house, Francis Okiye.

Okiye had alleged that Gov. Hope Uzodinmm of Imo and the impeached Deputy Speaker of the house, Yekini Idiaye, had planned to import a fake mace to violently take over control of the assembly.

“Nigeria is governed by the constitution and President Muhammadu Buhari has always said we must follow the rules of law and do things according to the law.

“For us as the executive, we will use the instrument available to us constitutionally to protect the house and the state,” Obaseki said.

The governor, however, urged the house to go about its normal duties as a parliament as prescribed by the constitution.

Also, the Deputy Governor, Philip Shaibu, said the state government would not allow other members of the assembly whose seat had been declared vacant to take over the house.

According to him, the affected elected legislators have yet to be constitutionally inaugurated.

He also called on the president to intervene in the alleged plot to destabilise the state assembly.

Meanwhile, the entrance and exit gates of the assembly complex have been barricaded with sand and gravel, while some people have seen removing the roof of the building.

The speaker said the house was currently under renovation and the presence of security operatives at the entrance of the complex, scared the contractor and workers away.

“We are going to keep vigil here to forestall the alleged illegal invasion of the house by anybody,” Okiye said.
