    Delta State Governor, Rt. Hon. Sheriff Oborevwori, Tuesday, said the 2nd Higher Education Summit would provide the platform to reinvent and reinvigorate the funding landscape for tertiary institutions in Delta State.

    Governor Oborevwori stated this while declaring open the 2nd Higher Education Summit at Asaba.

    The governor who was represented by his Deputy, Sir Monday Onyeme, noted that the Theme of the summit, ‘Alternative Funding For Tertiary Institutions” is most apt, saying it would help to share ideas, explore innovative solutions and foster a spirit of collaboration among educators, policy-makers, and students.

    Governor Oborevwori noted that, government aim is to reinvent and reinvigorate the funding landscape for tertiary institutions in Delta State.

    He added that, the challenges facing higher education were not peculiar to governance, saying that government response can be distinctively innovative and transformative.

    According to him; “As we look around this lecture theatre, we see a diverse tapestry of individuals who represent the future of our society.

    “From distinguished scholars to motivated students and dedicated educators, each of you play a crucial role in shaping the landscape of Higher Education.

    “Together, we stand on the threshold of change, with an opportunity to redefine our approach to learning and development.”

    Governor Oborevwori noted that his administration has witnessed remarkable strides in addressing the challenges faced by higher Institutions in the state and have fostered renewed commitment to accessibility, equity and quality in education.

    “You are all witnesses to the giant stride development in the history of our tertiary institutions in the State. (Four universities, three polytechnics, two colleges of education) yet there is still much work to be done.

    “Our tertiary institutions are not just centres of learning, but engines of social mobility, economic development and human capital transformation. Yet, we cannot ignore the increasing financial challenges confronting these critical institutions.

    “The idea for this summit is therefore not just apt, but timely as it reflects our commitment to innovative solutions.

    “As a state, we recognize that sustainable education funding requires a multi-faceted approach that goes beyond conventional government allocations.

    “Our State’s unique economic landscape demands a revolutionary approach to educational funding and with our robust industrial sectors ranging from petrochemicals, agriculture, and emerging technology, we have unprecedented opportunities to create innovative educational financing models,” Governor Oborevwori stated.

    The governor who observed that, the world is evolving at an unprecedented pace with technological advancements reshaping industries, while global challenges such as climate change, social inequality and health crises require innovative solutions, noted that, it is imperative the state higher education system is not only responsive to these changes, but also anticipatory and equipping students with the skills, knowledge and critical thinking necessary to thrive in an ever-changing world.

    Governor Oborevwori urged stakeholders at the summit to engage in meaningful dialogue about the future of higher education.

    He said: “Let us explore how we can all collectively fund higher education, enhance our curricular to reflect the demand of the modern workforce. How can we bridge the gap between academia and industry to ensure that our graduates are not only job — ready but also equipped to lead in their fields.

    “We need to foster partnership with local businesses, non—profit organizations and government agencies to create pathways for experiential learning and internships.

    “Equally important is our commitment to diversity and inclusion; our institutions must reflect the rich diversity of our population, ensuring that every student has equitable opportunity to succeed.

    “It is our responsibility to create a culture where every voice is heard and every perspective is valued. Only then can we cultivate a truly enriching educational experience”.

    Earlier, in a welcome address, the Commissioner for Higher Education, Prof. Nyerhovwo Tonukari, said traditional funding models provided by the government are increasingly insufficient to meet the growing demands for quality education and research.

    Prof Tonukari noted that, the state government has been exceptionally generous in supporting its nine tertiary institutions. He said, the government funds the salaries of all academic and non-academic staff.

    According to him; “Our state was among the first states to implement the 25/35% salary review for tertiary institution staff, including several months’ arrears. Delta State also led the way in paying the new minimum wage, which we all are currently enjoying. The government also provides bursaries to over 30,000 students annually.

    “Today I will like to inform you that the capital budget for the Ministry of Higher Education is N32 billion. By the end of the 2024/2025 admission period, approximately 25,000 candidates will have been admitted to study various courses in the nine state -owned tertiary institutions”.

    Prof. Tonukari urged management and Deans of higher institutions to do more to enhance education in Delta State.

    “You must adopt innovative strategies to secure additional funding to expand and improve your institution. However, we expect these initiatives to be financed through your Internally Generated Revenue (IGR),” he stated.

    Delta State Commissioner for Works (Rural and Riverine Roads) Mr Charles Aniagwu, says the opposition in the state were confused and perplexed by the amazing performances of the Sheriff Oborevwori administration.

    Aniagwu who disclosed this on a live television programme monitored in Asaba, said the opposition in the state used to be very vociferous but were now confounded by the outstanding accomplishments in infrastructural and human capital development of the Oborevwori administration.

    Speaking on “Developments within the sub-nationals year 2024 in retrospect”, Aniagwu remarked that 2024 was a great year for Deltans with the entire state witnessing construction works across all local government areas.

    He stated that Governor Oborevwori inherited 377 ongoing road projects spanning 1,052.4km and had introduced over 136 new road projects spanning 332km.

    According to him, the Oborevwori administration is running strong and you can see why the opposition in Delta have remained silent because they used to be very virile in the past.

    “Now they are quite confused that Oborevwori is running on the promises he made and we are comfortable where we are at the moment with the sterling performances of this administration”.

    “Governor Oborevwori is not only strong in the area of roads construction, we are also renovating a good number of our health centres and general hospitals.

    We are also having a lot of advancement in the area of rebuilding of our schools.

    “I am also happy to announce to you that even our 2025 budget has already been passed and that tells you how serious Governor Oborevwori takes the issue of early start.

    “So as far as we are concerned, on the 1st of January, our 2025 budget would have kicked in, because the Governor believed that we needed to take proactive actions and in this 2025 budget, he is budgeting well in excess of N250 billion to address issues of roads infrastructure.

    “But in terms of total capital budget, we are spending close to 60% of our budgetary provision, of N976 billion on the capital part of the budget.”

    He urged Deltans to assess Governor Oborevwori’s performances in line with the promises he made during the electioneering campaign adding that the Governor had kept faith with those promises.

    “Oborevwori is not only sustaining the temple of development, he is running very, very fast. Of course, bearing in mind that his agenda is a more agenda and for you to understand what Oborevwori is doing in this aspect, you need to look at what we call the marking scheme.

    “The marking scheme is called, the ‘MORE Agenda’ and that more is about meaningful development, opportunities for all the towns, realistic reforms in a number of areas and then of course, enhanced peace and security.”

    “On meaningful development, i can tell you authoritatively that over 377 roads spanning as much as 1,052.4 kilometers were inherited from the last administration.

    “Beyond inheriting and working on those he inherited, Oborevwori has also initiated over 136 new road projects spanning over 332 kilometers. He is not only running fast on these projects, he is also ensuring that the ones he inherited are also being worked upon.

    “You recall the different changes that were triggered by the changes in costs on account of certain policies of the federal government.

    “We are reviewing a number of these projects, ensuring that some of the contractors are back on site so that at the end of the day, we do not have anybody having to shortchange the state on account of a change in a cost.

    “We are moving smoothly and we’re comfortable the way we are running with some of these projects today and as I speak to you, there are a number of projects we have completed, we did not even have the time to commission them in our first year in office in June, a number of milestones projects were completed.”

    The Works Commissioner further said Governor Oborevwori introduced a novel approach to budgeting by providing for internal roads in the 25 local government areas.

    “In the course of the 2024 budget, we introduced a novel approach to budgeting for our local government areas. We provided for the 25 local government areas so that every local government have a head and the course of this year we provided just N1 billion as intervention per local government.

    “That is not the entire budget, that is for every local government, internal roads within a particular local government.

    “But having seen the miracles and milestones we have recorded using that approach this year, we tried to increase it. We have for 2025 taken it above N2 billion per local government to provide for ongoing and completed projects.” Aniagwu added.

    Delta State Governor, Rt. Hon. Sheriff Oborevwori, has been commended for his efforts in ensuring the beautification and environmental sustainability of the state.

    Executive Assistant to the Governor on Beautification, Chief Emmanuel Okpomo gave the commendation in a statement on Sunday in Asaba.

    Chief Okpomo appreciated Governor Oborevwori for giving him the opportunity to serve Deltans in that capacity and for providing him with necessary facilities and equipments to function effectively in the office.

    He appealed to Deltans to cooperate with government in ensuring environmental protection and sanitation for the sustainability of health and safety of the people.

    He said a clean environment impacts positively on economic activities and livelihoods of people and encouraged Deltans and residents to be eco-friendly in a bid to make Delta investment destination of choice.

    “As we gradually enter the yuletide season, environmental development and sustainability remains an important aspect of Governor Oborevwori’s MORE Agenda.

    “One of the policy objectives of the Oborevwori administration is to improve waste management for better public health and environmental sanitation in urban and rural areas and make waste management more efficient, effective and sustainable.

    “Over the past one year, we have cared for the environment to have cleaner air and effective climate change by ensuring modernization and beautification of our environment.

    “I use this opportunity to thank and appreciate our dear Governor, Rt. Hon. Sheriff Oborevwori for the support and encouragement in the discharge of my duties.

    “He has provided us with requisite tools and resources to function effectively in the beautification of our environment and we will continue to do our best to turn our environments around.” Okpomo stated.

    2025 Budget: Oborevwori vows more devt for Deltans

    Delta State Governor, Rt. Hon. Sheriff Oborevwori, Thursday, assured Deltans of enhanced development in the coming fiscal year 2025 with the budgetary provision of N50 billion for road infrastructure in the 25 Local Government Areas of the state.

    Governor Oborevwori also disclosed that another N200 billion has been reserved for road construction as provided for in the 2025 budget already passed by the State House of Assembly.

    The Governor made the pledge when he received on a courtesy visit, the leadership of Ndokwa Neku Union, led by its President-General, Brig. Gen. Mike Ndubuisi (rtd).

    Welcoming the delegation, Governor Oborevwori said the Ndokwa Nation was very important to the government, saying; “this is your government. You are number two in this government. So, receiving you is like a home coming.

    “You have made some requests here; the one we know we can accommodate, we will do because it’s a government of inclusiveness. So, we always sit down to discuss the things that we will do for our people.

    “We are elected to serve the people. So, you part of this government, there is no way the Ndokwa Nation will be neglected.

    “There are 27 ongoing projects in Ndokwa nation alone and I am glad that you also mentioned some of them like the Ndemili/Utagba-uno road. It’s very key, and is a long stretch of road.

    “We are doing the phase one. It’s not only connecting from Eweshi to Utagba-Uno. So, there are many roads that are ongoing.”

    On the Kwale-Ashaka road and some other roads, Oborevwori said: “You know, in this year’s budget, we made sure that no local government is left out.

    “Last year, we made sure that there was N1 billion in each of the local government areas. In the 2025 budget, we allocated N2 billion for each Local Government.

    “Outside that, we also have a reserve of not less than N200 billion. If you look at our budget for 2025, most of the money is in road infrastructure, which is works.

    “We will take our time to look at some of these projects that we know we can carry because we are going into the dry season. Work on most of these roads will start immediately.

    “Between next month and January, work will commence in a lot of ongoing projects and new ones will also be awarded. So, I assure you that the Ndokwa Nation will not be abandoned.”

    On the complaint of alleged non- compliance with the Memorandum of Understanding (MoU) by Sterling Oil, Oborevwori cautioned against confrontation and urged the people to engage in dialogue, and promised to invite the company for discussion.

    “I believe in dialogue; dialogue is the best way to go rather than confrontation. I will appeal to you to tell your youths not to take laws into their hands.

    “The leaders can engage the company, write to them that you want to see them and they will listen to you. We will also look at the issues and invite the company to discuss with them to keep to their MOU.”

    Oborevwori, used the occasion to address a viral video involving the Senator representing Delta North Senatorial District in the National Assembly, Senator Ned Nwoko, where he claimed to have discussed the Okpai Independent Power Project (IPP) with the Governor.

    The Governor asserted that the Senator never discussed Okpai IPP with him, adding that the only time they discussed was when the Senator came to ask for some appointments for his constituents which were granted.

    He said: “Sometimes, as a governor, you will hear and see some things but choose not to respond. I saw a video that went viral where the Senator representing Anioma nation, Senator Ned Nwoko, said he discussed the Okpai IPP with me.

    “The only time that Ned came to see me was to solicit for appointments for his people which I granted. When I saw the video, I just smiled. Maybe he didn’t know that the video would go viral”.

    Earlier in his remarks, Gen. Ndubuisi lauded Governor Oborevwori’s intervention in ameliorating the harsh economic situation facing the people as a result of the Federal Government’s economic policies.

    He said Ndokwa Nation was happy with the governor for key appointments to sons and daughters of the nation.

    “There is so much to thank you for, including the choice of our son as Deputy Governor, as well as other key appointments.

    “Ndokwa nation is happy and they have asked us to thank you and to assure you that we will continue to support you beyond 2027,” he said.

    He appealed to the governor for the construction of more roads and to consider Ndokwa nation for a campus of the Dennis Osadebay University.

    Enduring peace vital for sustainable devt – Oborevwori

    Delta State Governor, Rt. Hon. Sheriff Oborevwori, Monday, urged Nigerians to continue living in unity and harmony, stressing that only sustainable peace could guarantee meaningful development across the nation.

    Governor Oborevwori made the call when he received on a courtesy call, the internationally- renowned Jewish Christian Gospel Preacher, Rabbi Kirt Schneider at Government House, Asaba.

    While highlighting the strong partnership between the state government and faith-based organisations, the Governor lauded Rabbi Schneider for his commitment to evangelism and for winning souls for Christ.

    According to him, “today is another testament to the strong partnership between our government and faith -based organisations.

    “Here in Delta State, so many great men of God have come to this state and, as a Christian and an Elder in the Living Faith Church, we welcome any person that comes to pray and bless this state.

    “We are grateful for your presence and the vital work that you do in fostering unity in the body of Christ by promoting peace and spiritual growth in our nation.

    “Your dedication to spreading the message of love and hope in our nation is a beacon of light in this challenging time. We know that your Ministry has saved thousands of souls with testimonies.

    “So, your coming here to Delta State is also a blessing to us. We thank you for your prayers for me and this land for us to continue to succeed and have peace.

    “It is only through peace that meaningful development can strive in Delta State and Nigeria and I know that your coming to Delta State will bring us more blessings in Jesus’ name.

    “We also believe that, by working together, we will overcome the challenges that we face. I thank you for your dedication to the spiritual well-being of our people.”

    Earlier, Rabbi Kirt Schneider, said he was in the state for a soul- winning crusade and to also pray for the revival of Nigeria and the black continent.

    Rabbi Schneider, who chronicled how he had an encounter with Jesus over four decades ago, said he had been able to preach the gospel of Christ in over 200 countries of the world due to his personal relationship with Christ.

    The International gospel preacher poured encomiums on Governor Sheriff Oborevwori for putting God first in the administration of the state and prayed to God to give him the enabling grace to remain in faith.

    Rabbi Schneider reminded all of the need to maintain an intimate relationship with God, whom, he said, had the cure for all challenges of humanity.

    Highlight of the visit was special prayers for the state and its leaders across board.

    Oborevwori addressing hunger, poverty in Delta – Ahon

    The Chief Press Secretary to the Delta State Governor, Sir Festus Ahon, says the Rt. Hon Sheriff Oborevwori’s administration is addressing hunger and poverty headlong with massive investments in human capital development.

    Ahon disclosed this in a statement in reaction to a critic who described the state government’ s recent donation of operational vehicles to the police and other security agencies as a misguided priority.

    According to him, “Governor Oborevwori has empowered over 200,000 Deltans in different categories of human capital development and has also employed thousands of Deltans in teaching and other endeavours in the civil service.

    “The provision of operational vehicles to the police and other security agencies by the Governor Sheriff Oborevwori’s administration is geared towards enhancing security in the state.”

    He added; “Even in developed countries, there are still security challenges, hence the governments of those countries invest huge amounts of money and other resources to enhance security in their countries.

    “It is also worthy of note that just on Tuesday, this week, 311 Deltans, including persons with disabilities, were empowered by the state government to be self-employed, self-reliant and also become employers of labour.”

    DSUST students hail Oborevwori for approving N713m bursary for students

    Students of the Delta State University of Science and Technology, Ozoro have commended Governor Sheriff Oborevwori for approving the Year 2024 Bursary Award to Students of Delta State origin in all higher institutions.

    The commendation was contained in a statement issued on behalf of the students by the Students Union President, Comrade Oghenetega Caleb Akpokona on Thursday.

    Akpokona noted that the bursary will go a long way in ameliorating the pains students faced under the harsh economic reality of the country.

    According to the Students’ Leader, “It is a good news that our amiable Governor has granted our bursary. This shows how much he feels the pains of the students.

    “No doubt, this gesture will caution the harsh effects the prevailing economic situation has on students. We are excited and we commend him.

    “The students are feeling his MORE Agenda already and we hope for more. We also urge the Governor to sustain the new minimum wage he has commenced so that our lecturers can continue the great work they are doing.

    “We as students want to reiterate that we will continue to be good ambassadors of the state.” Akpokona added.
    According to Dr. Godfrey Enita, Executive Secretary, Delta State Bursary and Scholarship Board, the bursary award will be paid only to qualified students who applied for the 2024 bursary award.

    Enita said that a total of 32,028 Students are expected to benefit from the 2024 bursary award.

    Governor Oborevwori in a statement by his Chief Press Secretary, Sir Festus Ahon, said the erstwhile Nigerian leader deserved to be celebrated for his sacrifices toward nation-building and the unity of Nigeria.

    He remarked that since leaving office, Jonathan had continued to render invaluable service to the nation and the African continent and commended him for his remarkable accomplishments in international pro- peace mediations, particularly across Africa.

    Delta State Governor, Hon. Sheriff Oborevwori, has urged oil companies and host communities to adopt dialogue approach rather than confrontations in resolving disputes.

    Governor Oborevwori gave the charge when he received on courtesy visit, the management of Chevron Nigeria Limited, led by
    Senior Corporate Affairs Advisor, Chevron International, Exploration and Production for Africa Region, Engr Esimaje Brikins, at Government House, Asaba.

    The Governor while congratulating Mr Esimaje Brikins on his new appointment tasked his successor to understudy the operations and relationship with host communities and stakeholders.

    He cautioned that he would not condone shutting down of oil facilities by host communities adding that he would also not tolerate oil companies oppressing the people.

    He said: “I believe you must have understanding of the terrain you operate. Chevron has been managing the place for a long time. It didn’t start today.

    “Some companies didn’t survive it. They left. But Chevron are here operating, the offshore and onshore, having understanding with the people and managing the system very well.

    “When you are operating in a terrain like Delta State, if you are not knowledgeable enough to understand the people, you may not survive it.

    “So my advise to the man who is taking over from you, is to go and look at the history of Chevron because it’s not easy to manage the people.

    “Most especially the ethnic nationalities where they operate from. Anytime you call us to intervene we will. I will not allow any community to go and shut down any of the oil stations. It’s something that I will not take. They know I will not take it.

    “I will not also allow the oil companies to also oppress our people. They must keep to the MOU because when you keep to it, it also helps.

    “The most important thing that would make you succeed is your engagement with the people and create a lot of awareness.

    “When a new government comes in at the community level, they want to see how you can impress the community because there are things that are statutory and they may not understand the way you operate, that’s why you see that there are conflicts.

    “It is only good that you dialogue than confrontation. I believe in dialogue than confrontation. So your coming here, I am very happy. It shows that we will work together and that there is understanding between the government and the company.”

    Earlier, Brikins, praised Governor Oborevwori for his leadership, community engagement, and efforts to stabilize the region, which has benefited Chevron’s operations and the state and country’s economy.

    He said Delta State was home to Chevron having operated there for over 50 years and thanked Governor Oborevwori for the support to Chevron and other oil companies operating in the state.

    He reiterated Chevron’s long-term presence and commitment to Delta State, highlighting ongoing projects like the $1.4 billion drilling program funded by banks.

    He emphasised on Chevron’s impact on local communities through job creation and contracting opportunities, as well as the company’s intention to deepen the relationships.

    “It’s not been very easy doing business and I can tell you the Governor of Delta State has been instrumental to ensuring that we continue to sustain our operations here. If you look at the area of activities in the oil industry today,

    “Chevron is one of the very few international oil companies that still fully sustains operations on land in the near offshore area, and in the deep water area.

    “We are here to stay and by being here to stay, we require the full support of all wealth, meaning, and dignity stakeholder. The Governor has been a very strong supporter in this story that I’ve just painted.

    “It could sound so easy but to sustain your operations where others are struggling to stay afloat tells a great story of the kind of support that we get from the government and the entire government of Delta State.

    “We recognize the fact that our operations here bring significant revenue to the state by way of taxes, but of course, that’s secondary.

    “The willingness to ensure that there is always peace to grow it goes beyond whatever revenue that will come because where there is peace, then you can think about expansion and that is what we continue to enjoy from the kind of support that we get from the Delta State government.

    “I want to thank the Deputy Governor as well, including everyone, to let you know that by your continuous support we will continue to look out for opportunities to grow.

    “We currently have an ongoing drilling program that we have committed about $1.4 billion dollars for that drilling program. There are very few oil and gas investments at this time in the country that is ongoing.

    “And that’s where we all have to come together to work to ensure that by the time we complete this program, we can continue to do more. And when these opportunities arise, that’s when we can have opportunities for our youth and our local community contractors.

    “Our presence here brings significant returns to the communities where we operate and we are looking forward to ensuring that we improve on those relationships.

    “We are very optimistic that my successor will continue to keep that mantle and sustain that relationship in a way that will not disappoint stakeholders.

    “We know that your heart is very very close to the communities because you understand the communities much more than any one of us here can think of.”

    Oborevwori presents N936bn 2025 budget to Delta Assembly(Photos)

    Delta State Governor, Hon. Sheriff Oborevwori, Thursday, presented a N936,078,818,719 billion Appropriation bill for the 2025 fiscal year to the State House of Assembly.

    Governor Oborevwori said the budget christened, ‘Budget of Fiscal Consolidation,’ was made up of recurrent expenditure of N348,717,758,635 billion representing 37.25 per cent and capital expenditure of N587,361,060,084 representing 62.75 per cent of the total budget.

    He said the 2025 budget is N211bn more than the 2024 approved sum of N725bn, indicating an increase of 29%.

    The Governor attributed the increase to the realignment of the exchange rate which resulted in higher FAAC allocations and associated revenues. He said: “This is in addition to a corresponding improvement in our Internally Generated Revenues in the year.

    “The 2025 budget contains several initiatives planned to cushion the effects of fuel subsidy removal on our people and all the attendant economic challenges it has brought upon us.

    “These include deliberate provisions to strengthen our social protection interventions and safety nets, basic rural infrastructure, agriculture and food security, agro value chain, and MSMEs.

    “The 2025 Budget focuses on continued provision of physical infrastructure, human capital development, job creation, wealth creation, and poverty reduction in our dear state.

    “The state government intends to achieve these through prudent management of our resources and prioritizing expenditures on health, education, agriculture, water resources, environment, housing as well as women and youth empowerment programmes.

    “In 2025, we propose to spend N230 billion on Road Infrastructure; N67.42 billion on Education; Health will gulp N30.55 billion; Water Resources N11.03 billion and Agriculture, N7 billion.”

    Government Oborevwori appealed for the speedy passage of the appropriation bill by the lawmakers.

    In his remarks, Speaker of the State House of Assembly, Rt. Hon. Emomotimi Guwor, said the state had witnessed unprecedented development due to the Governor’s pragmatic style of governance and commended the Governor for continuing and completing inherited projects from previous administration.

    He lauded Governor Oborevwori for his fiscal discipline and ensuring value for money which he epitomised in returning over N500m to the state coffers while serving as Speaker and for saving over N14bn for Local Government Councils across the state.

    He called on the Governor to institutionalise pre-budget planning parley between the Executive and the Legislature to help balance priorities within available resources.

    The Speaker urged all Ministries, Departments and Agencies of government to cooperate with the Committees of the House during the budget defence sessions to ensure seamless consideration and timely passage of the budget.

    Motion for adoption of the budget was moved by House Majority Leader, Hon. Emeka Nwaobi and seconded by Member Representing Ika North East Constituency, Hon. Marilyn Okowa-Daramola.

    The budget presentation was witnessed by the State Deputy Governor, Sir Monday Onyeme and members of the Bayelsa State House of Assembly led by the Speaker, Rt. Hon. Abraham Ngobere among others.
