Okuama killings: Real reason detained Delta monarch was released to Senator Dafinone

The Nigerian Army on Friday, released the King of Ewu Kingdom, Clement Ikolo, who had been in detention following the killing of 17 military personnel in Okuama community in Delta State on March 14.

The traditional had surrendered himself after he was declared wanted alongside seven other suspects by the army in connection with the incident.

Ikolo was handed over the Senator Representing Delta Central, Sen. Ede Dafinone by the Director, Army Public Relations, Maj.-Gen. Onyema Nwachukwu.

While briefing newsmen on the release of the traditional ruler, Nwachukwu said the army authorities decided to release the royal father on bail to the Senator after preliminary investigation.

He said that while there were no sufficient evidence of the traditional ruler’s culpability, it was also too early to exonerate anyone from the dastardly act.

Army spokesperson said the manhunt for those who perpetrated the crime directly, supported or knew about it, was ongoing.

According to him, Ikolo in whose domain the dastardly act took place, surrendered to the Nigeria Police, who in turn handed him over to the Nigerian army.

“Since his surrender, the Nigerian Army has painstakingly reviewed every available information on the incident and has come to some preliminary observations and inferences.

“One of which is that, while culpability has not been conclusively established against the traditional ruler, there is insufficient evidence, to exonerate anyone at this stage.

“Nevertheless, on the intervention of distinguished Senator Dafinone, representing Delta Central, and his vouching for the monarch’s character, and the fact that the monarch voluntarily turned himself in for questioning, it has been decided that His Highness be released to the Senator.

“He has agreed to act as surety for his release on the condition that be will always assist the army and other agencies of government investigating the Okuama killing incident, to have access to the monarch whenever needed.”

Nwachukwu said the release of the traditional ruler was in line with the army’s commitment to upholding rule of law and justice.

He encouraged others declared wanted to make themselves available for questioning, assuring that they would receive fair and decent treatment.

The army spokesman further assured that anyone found culpable would be strictly subjected to constitutional provisions for handling such cases.

In his response, the traditional ruler thanked God, Delta Governor and members of the National Assembly (NASS) from the State for their support.

He said that the army accorded him fair treatment, and was kept in a decent facility during his detention.

The royal father promised to support and cooperate with the army to ensure that the perpetrators of the dastardly act were brought to book.

The Senator on his part, commended the Nigerian army for exhibiting high level of professionalism in the handling of the crisis, and attested that the traditional ruler was treated with dignity.

The Nigerian Army (NA) has confirmed the release of the traditional ruler of Ewu Kingdom, Ovie Clement Ikolo to the Senator representing Delta Central, Ede Dafinone.

The Spokesman for the Army, Major General Clement Nwachukwu said Ikolo was released because nothing linked him to the killing of 17 soldiers in Okuama community in Delta State.

Nwachukwu said Senator Dafinone is standing as the monarch’s surety. He, however, noted that no evidence exonerates him as yet.

The traditional ruler of Ewu had surrendered to the police after he and several others were declared wanted by the military in connection with the killing of 17 army personnel in Okuama on March 14th.

The police handed him over to the military and for nearly a month he has been in custody of the army.

Last month, 17 Army personnel were murdered in Okuama while on a peacekeeping mission.

BREAKING: Detained Delta monarch not released – Sources

Sources have disclosed that the Defence Headquarters is yet to free the traditional ruler of Ewu-Urhobo Kingdom in Delta State, His Royal Majesty, Clement Oghenerukevwe Ikolo, Urhukpe 1, who was detained by the military over the killing of soldiers around Okuama community in Ughelli South Local Government Area of the state.

The monarch was reported to have been released on Monday morning after spending over two weeks in military detention where he was interrogated on his alleged involvement in the killing of the military personnel.

However, sources have confirmed that the royal father was yet to be released.

“The wife of the monarch is not aware that they have released him. So, it cannot be true the monarch has been released,” one of the sources said.

Recall that the Delta monarch turned himself in after the Defence Headquarters declared him and seven others wanted over their alleged involvement in the gruesome killing of the military personnel of the 181 Amphibious Battalion in Bomadi by unknown gunmen.

He was immediately whisked away to Abuja after the State Commissioner of Police handed him over to the military in Asaba. The monarch since then had remained incommunicado at the Defence Headquarters.

Meanwhile, the Military Board of Inquiry constituted by the Defence Headquarters to investigate the 17 soldiers killed in Okuama Community, Ughelli South Local Government Area of Delta, has commenced sitting.

The panel convened last Wednesday at the Governor’s Office Annexe in Warri South Local Government Area of the state.

The Okuama Community was, however, not represented.

The Director-General, Political and Security Services in Delta, Mr David Tonwe, who ushered the Okoloba stakeholders into the meeting room, however, told newsmen they were not permitted to be part of the meeting.

Recall that the slain soldiers, made up of a Commanding Officer, two Majors, a Captain, and 13 others, were said to have been ambushed and murdered on March 14.

They were said to have been responding to the crisis between Okoloba and Okuama communities who had allegedly been engaged in an aged-long land dispute.

Okuama killings: Board of inquiry commences sitting in Warri

The Military Board of Inquiry constituted by the Defence Headquarters to investigate the 17 soldiers killed in Okuama Community, Ughelli South Local Government Area of Delta, has commenced sitting.

The panel convened on Wednesday at the Governor’s Office Annexe in Warri South Local Government Area of the state.

The meeting, which was scheduled for 2.00 p.m., however, started at about 3.45 p.m. with six stakeholders from the Okoloba Community, Bomadi Local Government Area, in attendance.

Recall that Gov. Sheriff Oborevwori of Delta had on Friday received the military board at the governor’s office annexe, where he called for a transparent investigation into the killings.

The governor, who assured the panel that the state government would provide them with useful information, however, noted that innocent citizens should not be made to suffer any further.

“We will also come up with our position paper to submit to you people before you leave.

“That will guide you on the role that we have played as a state because if we do not come with this position paper, you will not know the role that the state has played,” the governor said.

Earlier, on Friday, Chairman of the board of inquiry, AVM David Ajayi, said the panel was in the state to investigate the unfortunate incident that happened at Okuama.

“We are here on a fact-finding mission and not to apportion blame. We are here to gather facts from security agencies, community leaders, and community dwellers.

“This report will also help to ensure healthy communication that will enhance civil-military relations and ensure that economic activities thrive again in the affected communities,” he said.

Ajayi, however, called on the governor to assist the board in its assignment to ensure that relevant stakeholders were invited to give accounts of what led to the crisis.

The board is expected to be in Bayelsa on Friday in continuation of its assignment.

Okuama killings: A governor’s sympathy cry – By Felix Ofou

“It is easier to find men who will volunteer to die, than to find those who are willing to endure pain with patience” – Julius Caesar

On Friday, April 5, 2024, Rt. Hon. Sheriff Oborevwori, Governor of Delta State, exposed what had been hidden in the deep recesses of his heart since the tragic killing of 17 soldiers and the sacking of the community allegedly by another contingent on reprisal attack in Okuama in Ughelli South Local Government Area of the state.

The opportunity came during a visit by the board of enquiry set up by the Military high command in the killing of the 17 soldiers on a fact finding mission to the state. The Governor received members of the panel led by Air Vice Marshal David Ajayi at the Government House in Warri during which he bared his emotions on the unfortunate incident.

Prior to that visit, Oborevwori had been wrongly accused of keeping mum and not doing enough to show sympathy to the victims on either side of the crisis. Not minding that the Governor has roundly condemned the killing and sued for peace, there were some people, albeit in the minority, who felt he should have shown greater sympathy.

This is in spite of several steps taken by the Delta State’s chief executive soon after news broke about what had happened in Okuama. First was the bold and courageous decision to visit the scene to assess what had happened and to determine how best to de-escalate the tension stemming from the killings. Next was the storming of Abuja, Nigeria’s capital, to brief President Bola Ahmed Tinubu, who is the Commander-in-Chief, during which he promised to provide relief for those displaced as well as cooperate with the military high command to get to the bottom of the matter.

On the other hand, another school of thought alleged that the real issue that got the army peace mission involved in Okuama and Okoloba bordered more on the rampant bunkering and stealing of crude oil in the entire area. In the view of proponents of this view, the issue should not be swept under the carpet even as the hunt for the perpetrators of the gruesome killing continues.

But, Friday provided a rare opportunity for Oborevwori to let the world know how he truly felt about the tragedy. It was a no-holds barred moment for the Governor who spoke his mind in an unreserved manner; unrestrained like he has never done. He spoke about his pains as well as that of the state on account of the sad incident.

The Governor narrated how the state has managed the situation, promising that the State would do all it could to assist the Board on its assignment. Oborevwori further revealed that in an effort to honour the deceased officers and soldiers, he led a top level delegation of members of the State Security Council and members of the State Executive Council to attend the funeral of the slain officers and soldiers in Abuja.

While saying that a transparent investigation should be conducted to fish out the real culprits of the heinous crime, he said innocent citizens should not be made to suffer any further. “I am very happy for this meeting taking place here today in Warri. Most people who spoke about the issue did so out of ignorance because they lacked the true knowledge of the facts of what happened. Setting up this Board of Enquiry is a good one.

“In my MORE Agenda, we said we are going to ensure peace and security, and for the first time in a long while, we celebrated Christmas without any hitches and I must thank security agencies in the state for a job well done.

“In Delta State, there are two bodies we don’t play with – the Advisory and Peace Building Council and the Peace Building and Conflict Resolution Committee – because they are doing a lot to ensure enduring peace in the state.

“I told the Secretary to State Government to invite the Okuama/Okoloba people. l made it mandatory that the Chairmen of Ughelli South and Bomadi Local Government Councils should be in attendance. The members of the State House of Assembly representing the constituencies affected should also be in attendance and the Presidents-General of the communities.

“That meeting was held on the 7th of February and they signed a peace accord. So, we were not expecting anything negative when the military went there for a peace mission. In Delta State, we don’t encourage crisis. I want to assure you that whatever information you people want, we will give it to you and we will also come with our position paper to submit to you people before you leave.

“That will also guide you on the role that we have played as a state because if we don’t come with this position paper, you will not know the role that the state has played”, the Governor said.

Earlier, Chairman of the Board of Enquiry, Air Vice Marshal David Ajayi, said the Board was in the state to investigate the unfortunate incident that happened at Okuama.

He said: “We are here as a fact-finding mission and not to apportion blame. We are here to gather facts from security agencies, community leaders and community dwellers.

“This report will also help to ensure healthy communication that will enhance civil-military relationship and ensure that economic activities thrive again in the affected communities.”

He called on the Governor to assist the Board in its enquiry to ensure that relevant stakeholders were invited to the give account of what led to the crisis.

However, the Governor did not disclose his other pain: attempts by irredentists to hijack the process and introduce an ethnic colouration to the crisis by claiming that agents from Okoloba (neighbouring Ijaw community) allegedly recruited the slain soldiers to destroy Okuama (Urhobo community) which resulted in the said killings. The ethnic jingoist tried in vain to drag Oborevwori into their depraved plot.

As it turned out, the warlord, top on the wanted list of the military high command and said to have masterminded the killing of the soldiers in Okuama, is Ijaw with maternal link to the community. Those who tried to accuse the Governor of not defending Urhobo interests enough therefore failed woefully in their bid to input ethnic motive in Oborevwori’s actions.

But, it must be pointed out that a crisis like what happened in Okuama, is bound to affect the relative peace in the zone as well as the economic fortunes of the state. That, undoubtedly, the Governor is bound to be concerned about, the burden of which he bears with equanimity and uncommon humility.

Yet, like Caesar, Oborevwori has borne his pain with patience, never complaining, nor betraying any sign of panic. Instead, he has provided leadership and stability necessary to sustain peace and progress in the state. The days ahead will definitely be kind to him. History is definitely on the side of the Governor.

Okuama: Who is CDS Musa fooling? – By Zik Gbemre

    By Zik Gbemre

I condemn killing of soldiers, revenge killing of innocent Okuama locals, burning of Okuama community and displacement of Okuama locals.

No justification for the military preventing an elected governor of Delta from accessing Okuama village he was elected to govern by the people of the state. It is abuse of power by the Nigerian military.

A lot of questions have not been answered by the military.Who invited the military to Okuama community? Did Governor Sheriff Oborevwori invite the military for the supposed questionable peace mission?

Is it the role of the military to be involved in civilian matters? Are the military still under President Bola Tinubu who is the Commander-In-Chief ? Has President Tinubu become a military dictator using the military for civilian matters?

Is Okuama an oil and gas producing community? Why has the federal government involved the military in oil and gas protection? What is the constitutional role of the military?

Nigeria is not practicing democracy under President Tinubu. He is undermining democracy. Why has President Tinubu and Sheriff not set up commission of inquiry on the Okuama kilings? Is Okuama community in Ughelli South not a community in Nigeria?

Why has President Tinubu not withdrawn the military from the oil installations? The Chief of Defence staff has said that there is too much illegal bunkering? Who is aiding illegal bunkering in Nigeria?

Has the illegal bunkering not taken place under the watch of the military in the South South? Has the militarilisation stopped illegal bunkering in the South South region of Nigeria?

The military are not in the South South to stop illegal bunkering but to aid and abet illegal bunkering. It is waste of exercise to bring the military to protect oil and gas facilities. The Nigerian Police if well equipped to protect lives and properties in Nigeria can protect oil and gas facilities and stop illegal bunkering in collaboration with civilian surveillance contractors.

The military were not relevant hence Tantita and Tompolo were awarded surveillance contracts to stop illegal bunkering. Every military officer posted to South South of Nigeria are here to aid illegal bunkering and make money from illegal bunkering activities.

Is Tinubu not worried that military has taken over roles of the police. Who elected the military to rule Nigeria? Tinubu should come and speak on the roles of the military and police. Tinubu who swore to uphold the Nigerian Constitution is no longer upholding it.

Is the chief of Defence Staff the President and Commander-In-Chief of the Armed Forces of Nigeria?

We need peace in Okuama. The Ewu traditional ruler should be released by the military. Tinubu seems to be pretending or acting on impunity for granting military to take over Okuama.

Those arrested by the military should be handed over to the police. Major D.E. Obi was the Platoon Commander of military guards at Utorogu Gas Plant in Delta state but surprisingly rendered self to be used by unknown persons for the supposed and questionable peace mission of Okuama.

Whoever is found wanting in Okuama killing should be prosecuted in the law court by police. Nigeria is not under military.
Okuama has no oil and gas facilities.

The military is not the police and has no powers to perform the role of police. I don’t know where the military has obtained the power from to take over Okuama community and unlawfully arrested Ewu traditional that was surrendered by the Delta state police command under CP Abaniwonda Surajudeen Olufemi to the ‘almighty military” that Tinubu is deliberately scared of or acting on their impunity.

As for IG Egbetokun and CP Abaniwonda Surajudeen Olufemi, the Delta State Police Command should know what the role of Nigerian Police is. Sheriff should know his roles as elected governor of Delta.

The military must leave Okuama matters and deliver intervention to police without failure. Tinubu, you swore to govern the entire Nigeria and not only Yoruba people. Nigeria is not the personal property of Tinubu.

If Okuama community was in Yoruba land will you allow any Oba to be unlawfully arrested and detained. There seems to be a conspiracy to paint Urhobo land and entire Delta bad to de-market Delta as the crime headquarters of Nigeria all aimed to drive away investors from Delta.

The military shouldn’t mix up Okuama kilings to illegal bunkering as said by Chief of Defence staff and Maj General Tajudeen Olanrewaju retired. Whoever that is found wanting must be handed over to the police for prosecution.

Why is President Tinubu and Gov Sheriff scared of setting up a commission of inquiry to look into the matter and rather hearing only one side. “Wetin Soldiers go do for Okuama?”. Okuama that has no oil and gas facilities and can’t be labelled illegal bunkering yard?

Crude oil business doesn’t take place in Okuama. No pipeline run through Okuama so what illegal bunkering will they do in Okuama? No oil wells is in Okuama. The military should concentrate on how to end terrorism, kilings and kidnapping in Northern part of Nigeria rather exterminating a remote village of Okuama in Ughelli South LGA of Delta State.

Recall that Falana had earlier faulted the Defence Headquarters (DHQ) for declaring HRM Ikolo, who turned himself in to the police, wanted. After turning himself in, the police subsequently handed him over to the military.

The DHQ had declared Ikolo, the President General (PG) of Ewu, Prof Ekpekpo Arthur and six (6) others wanted over the brutal killing of 17 military personnel in Okuama in Ewu kingdom of Ughelli South local government area of Delta.

In a letter addressed to CDS Musa on Tuesday and obtained by TheNewsGuru.com (TNG), Falana averred that the families the Delta monarch are worried about his safety and whereabout as they have not been able to have access to him.

In the letter, signed by Marshal Abubakar of the Falana & Falana Chambers, the human rights lawyer and activist assured of commitment and assistance in getting justice for the slain patriotic soldiers and their families.

The letter reads: “We are a firm of Legal Practitioners committed to the enthronement of justice, accountability and rule of law in Africa.

“We act as counsel to the family of HRM, King Clement Ikolo Ogbeneruvwe hereinafter our clients and on their express behest we write.

“The families are however worried about his safety and where about as they have not been able to access him.

“We hereby request for an audience with our client, HRM, King Clement Ikolo Ogbeneruvwe in the presence of military authorities, personnel or agent (s)

Ijaw National Congress reacts over raid on Clark’s home

The Ijaw National Congress (INC), has condemned the raid by the Nigerian Army on the country home of Ijaw leader, Chief Edwin Clark in Kiagbodo, Burutu Local Government Area of Delta.

This is contained in a statement by Prof Benjamin Okaba, President, INC in Abuja on Saturday.

Okaba said the raid by the military on the country home of 97 years old Clark, the leader of Pam-Niger Delta Forum (PANDEF), came to the INC as a rude shock.

He said this was because the elder statesman only lives a life of service to his community and country and wondered why he would be treated with such disrespect.

According to him, the raid, which Clark himself called an “invasion” occurred on the March, 23, as the said they were tracking the fleeing suspected in the recent murder of soldiers at Okuama, Delta.

“The search, which was conducted in the most arduous and harrowing manner, came with harassment and physical torture of relatives, aides and other occupants of the compound.

“The property was attacked from the air, land and water. So shocking, because not even Enscobar, Anini or the dreaded Oyenusi of old were treated in such gruesome manner”.

The INC president recalled that on Sept. 4, 2018, a similar raid was conducted on the home of Clark, former minister of Information, in Abuja.

He added that just like the current one, nothing incriminating was found, even then.

“The INC is at loss why a 97 years old man who had lived a life of service to his community and country would be treated with such ignominy, disrespect and contempt.

“Pa EK Clark has never been a violent person. He is not known to own a catapult or a jackknife in all his life.

“He is rather a lawyer, crusader for justice, equity and fairness across Nigeria. He speaks for the voiceless and powerless. An incurable defender of the defenseless”, he said.

Okaba said it was therefore the position of the INC that the actions by the Nigerian establishment was not accidental or based on wrong intelligence as they want it to be.

According to him, to the INC, these are deliberate actions to silence, cow, intimidate, cajole one of the loudest and credible voices in the South/South and the Niger Delta Region.

“The INC came to the conclusion, after observing that not a single person in the other regions of Nigeria with such social standing and connections to their people like EK Clark have been subjected to such humiliating and tortuous treatment.

“Not even those that came out boldly to identify themselves as friends and ransom collectors for kidnappers and bandits.

“These actions by the Nigerian State are totally unacceptable. Nigeria belongs to all of us.

“Nobody should be treated as a second class citizen, not the least a man of honour like EK Clark, a revered and respected Izon icon”, he said.

While insisting that a public apology be rendered to Clark and the military/he said federal government should take responsibility for fixing all damage caused during the raid and cautioned against a repeat.

BREAKING: Police arrest 8 suspects behind gruesome Murder of 6 officers in Delta State

Eight suspects have been arrested over the gruesome murder of six policemen in the Ohoro Forest in Ughelli North Local Government Area of Delta State.

Announcing the arrest in a statement on Saturday, Force spokesman Olumuyiwa Adejobi, said the suspects are currently in custody and are assisting with the ongoing investigation.

He said the arrest of the suspects followed intensive investigative efforts, adding that five suspects were initially arrested shortly after the incident, with additional three suspects apprehended, at different locations.

“The arrested suspects are currently in custody and are assisting with the ongoing investigation. While the Nigeria Police Force is committed to ensuring that all those responsible for this reprehensible act, and many alike, are brought to justice swiftly and decisively,” Adejobi said.

“The Police assure that the suspects will soon have their day in court, with credible evidence, once investigations are concluded.

“The Nigeria Police is deeply saddened by the heinous act of violence against our officers who were diligently performing their duty to protect and serve the community. Our thoughts and prayers are with the families of the fallen officers during this difficult time.”

Adejobi also reiterated the commitment of the Nigeria Police to bring all those involved in the tragic incident to book, assuring that none of them will go unpunished.

Delta has witnessed the brutal killings of security operatives, with the latest being the ambush and murder of 17 personnel of the Nigerian Army.

On March 14, 17 military operatives comprising the Commanding Officer of 181 Amphibious Battalion, two majors, one captain, and 12 personnel of the battalion were killed while on a peace mission to warring Okuama and Okoloba communities in the area.

The beheaded corpses of the slain soldiers were later recovered from a neigbouring river, while the stomachs and hearts of others were ripped off.

The gruesome murder has continued to draw condemnation from authorities in Nigeria. Tinubu had described it as an attack on the nation and gave marching orders to security agencies to fish out the masterminds of the attack.

Two weeks later, the military authorities conducted funeral rites in the honour of the slain soldiers, with wreaths laid in their memory.
