  • Osinbajo didn’t call for suspension of NYSC, says aide

Contrary to reports circulating in the mainstream media, Vice-President Yemi Osinbajo did not call for the suspension of the National Youth Service Corps (NYSC).

Osinbajo’s Senior Special Assistant on Media and Publicity, Laolu Akande, made this known on Tuesday via Twitter.

He said, “It is important to correct that it is the paramilitary orientation camping that is being considered to be suspended for at least 24 months, NOT the deployment to places of primary assignment i.e. the longer part of the NYSC programme would NOT be affected in case this idea is okayed.”

The Economic Sustainability Committee in its report submitted by Osinbajo last week, recommended the direct mobilisation of prospective corps members to their places of primary assignment.

It stated explicitly that the PCMs should be made to skip the camping exercise to maintain social distancing as part of measures to stop the spread of the coronavirus disease.

To put it directly, the Economic Sustainability Plan DID NOT call for the suspension of NYSC for two years as erroneously reported in the media; it ONLY recommended the interim suspension of the three-week paramilitary camping that precedes primary assignments.

For the records, the Plan partly read, “The immediate focus in the Education sector is to address the disruptions caused by the pandemic and ensuing (sic) social distancing measures at all levels of education. Practical steps will be taken to minimise disruption to learning, utilising technology as appropriate.

“Specifically, virtual learning will be implemented (either online or through broadcast), virtual convocation ceremonies or issuance of certificates (with postponed ceremonies) should be implemented to continue educational progression.

“ In similar context, consideration will be given to suspending the National Youth Service Corps (NYSC) Orientation Camp Exercises for at least 24 months while allowing deployments to places of primary assignment. This will ensure that there is no backlog in the National Service placement pipeline.”

  • COVID-19: 39.4m Nigerians may lose jobs before 2020 ends – Osinbajo

About 39.4 million Nigerians, representing some 33.6% of the population may be left without jobs by the end of 2020, as a result of the Novel Coronavirus Pandemic.

This was part of the ramifications envisaged by the Vice President Yemi Osinbajo (SAN)-led Economic Sustainability Committee (EAC) in its Action Plan, submitted to President Muhammadu Buhari at the State House, Abuja, on Thursday.

Before laying out the plan, which would be driven by various federal ministries and agencies of government, Professor Osinbajo observed that the grim pictures would only get so bad if government failed to take necessary preemptive measures to mitigate the effects of COVID-19 outbreak.

The projection, according to him, also suggested that the Gross Domestic Product (GDP) might fall to the negative of between -4.40% and -8.91%, depending on how long the protective lockdowns last and that millions more will fall into extreme poverty.

The Plan, themed ‘Bouncing Back: The Nigerian Economic Sustainability Plan’, however outlined a range of multi-sectoral remedies, which would take care of massive jobs creation through the agricultural and construction sectors, as well as lending support to the informal and small scale business sectors.

“In addition, the inevitable mandatory lockdowns and social distancing measures put in place to curb the spread of COVID-19 have had a severe negative impact on farms and factories, as well as on trade, transport and tourism.

    “Several projections, including those done by the NBS on behalf of the Economic Sustainability Committee, showed: a severe downturn in our oil earnings, as a result of which, even with oil price at 30 dollars a barrel, we would still have a shortfall of about N185 billion every month, in the amount available for allocation to the three tiers of Government;

“That Unemployment may rise to 33.6% or about 39.4 million people by the end of 2020, if we fail to take prompt preemptive measures; that millions more will fall into extreme Poverty, before the pandemic ends; that GDP may fall to between minus 4.40% and minus 8.91%, depending on the length of the lockdown period and strength of our economic response”, he said.

However, laying out the plans of government to mitigate the COVID-19 induced economic woes, Professor Osinbajo said his committee had designed ranges of responses to the threat, adding that the thrust would be to localise production and consumption.

He said the plan, which gathered contributions from various sectors and ministries, would focus efforts on agriculture, production and construction of infrastructure across the country, adding that the plan intended to open doors to young Nigerians, both from the formal and informal segments of the economy.

Highlights of the plan included the mass cultivation of between 20,000 and 100,000 hectares of new farmlands in each state, provision of around 300,000 housing units annually and the connection of more than 5 million off-national grid homes to solar power.

“So we decided on a strategy hinged on Mr. President’s mantra to “produce what we eat and consume what we produce”. In other words, to create millions of new jobs, we need to focus on encouraging local production, local services, local innovation, and emphasize the use of local materials.

“Nigeria and Nigerians can produce our food, build our houses and construct our roads, using local materials in all cases. If we must import, it must be to support local production. We have therefore recommended that we must carry out mass programmes that create jobs and utilise local materials.

“Such will include: A Mass Agricultural Programme, which is expected to bring between 20,000 and 100,000 hectares of new farmland under cultivation in every State of the Federation and create millions of direct and indirect job opportunities.

“Extensive Public Works and Road Construction Programme focusing on both major and rural roads and using locally available materials like limestone, cement and granite.

“Mass Housing Programme to deliver up to 300,000 homes annually, engaging young professionals and artisans who form themselves into small and medium scale businesses within the construction industry, using indigenous labour and materials.

“Installation of Solar Home System, targeting 5 million households, serving about 25 million individual Nigerians who are currently not connected to the National Grid.

“We have also recommended -(i) support for local production and manufacturing of all that is possible, including tech apps, software, shoes, garments, steel fabrication, ceramics and furniture, with the required capital and essential machinery.

“The provision of ample support for the informal sector through low interest loans and by easing procedures for registration, licensing, obtaining permits, etc. By these means, urban and informal business people like mechanics, tailors, artisans, and petty traders, will be encouraged to improve and develop their services.

“Support for MSMEs, especially in assisting to restructure their loans with banks. Among others, this will assist businesses in the pharmaceutical, aviation, hotels and the hospitality industry, private schools, road transportation, technology companies, and the creative industry, amongst others.

“Facilitation of broadband connectivity across the country and creation of a wide variety of technology and ICT jobs.

“Expansion of the Social Investment Programme, through an increase in the number cash transfer beneficiaries, N- Power volunteers and sundry traders enjoying small and micro loans through the MarketMoni and TraderMoni schemes. The preexisting conditional cash transfer will also be extended to cover a larger number of the extremely poor”, he said.

On how the plan would achieve the targeted end, Professor Osinbajo also highlighted the monitoring and evaluation procedure, which he said would largely be the responsibility of the various ministries and agencies, under which each item of the plan falls and the final overseeing of the entire plan and subsequent regular report back to the President would be left with the EAC.

“The key to the success of this plan is undoubtedly ‘implementation’. Making sure that we execute the Plan faithfully and working in collaboration. We have therefore recommended that each Minister will be responsible for supervising the implementation of plans situated in their respective Ministries.

“Ministers will also be responsible for ensuring synergy between all relevant stakeholders across the public and private sectors.

“The Economic Sustainability Committee, which is inter-Ministerial in nature, should only then remain to oversee plan implementation, ensure inter-ministerial co-ordination, and report regularly to the President, while expenditure is monitored through the National M&E framework and the Budget Office of the Federation”, he said.

Meanwhile, in his response at the presentation ceremony, President Buhari

lauded Nigerians for their resilience and adapting to the realities of COVID-19, noting that the outbreak of the pandemic had thrown the entire world into serious economic crisis thus, making things difficult.

“While the COVID-19 pandemic spread through our towns and cities, it continues to take a massive toll on the economy. I know that many of us have experienced great difficulty during this time, businesses have considerably slowed down and in certain instances, operations closed, work days have been cut short and personnel liberties restricted, people have lost their jobs and earning a living has indeed been difficult.

“This has been a trying time for those in the informal sector, which constitutes a large part of our economy, important family celebrations were held without the presence of loved ones, schools are closed and parents have had to resort to homeschooling in addition to juggling other responsibilities.

“Despite all these, Nigerians have done their best and persevered. I must salute Nigerians for their resilience in adapting the realities of the covid-19 effect while also recognising the superhuman effort of our frontline health workers who continue to play a critical role in keeping our country and people safe.”

While noting the effects of the pandemic on the revenue and policies and programmes of government, the President said more efforts would be geared towards making life better for citizens.

“Non-oil income largely made up of taxes is also dramatically reduced on account of the lockdown. It is clear that businesses face the prospect of collapse so we must prepare for difficult times, while the government continues to seek ways of supporting businesses and industry,” he said.

Commenting on the job done by the committee that produced the Economic Sustainability Plan, President Buhari appreciated the committee’s good work, where it made some important recommendations that can serve as a national plan to the nation.

“I am pleased to hear that the Economic Sustainability committee consulted with both the National Economic Council and the National Assembly and I look forward to a continuing partnership with both organs, to implement what I consider a national plan.

“As we go forward, we must chart a new course and remain steadfast. I believe the priorities contained in this plan present a practical way of achieving our desire of a truly competitive economy that can support our people and secure our future.

“I congratulate the Economic Sustainability committee for completing this critical national assignment in good time. I believe that with God’s help and in a sense of duty to prosperity we will successfully reset our economy for a brighter future,” the President stated.

COVID-19 pandemic opportunity to reset Nigeria’s critical sectors – Osinbajo

Vice President Yemi Osinbajo says the COVID-19 pandemic presents an opportunity for the Nigerian people and government to reset the critical sectors of the economy and social services.

Osinbajo’s spokesman, Laolu Akande, in a statement on Thursday in Abuja, said the vice president featured, from his office, in a virtual launch of the Nigeria Solidarity Support Fund (NSSF).

NSSF is an initiative of the Nigeria Sovereign Investment Authority (NSIA), the Global Citizen, and other partners.

The NSSF is designed to provide additional support for Nigeria’s response to the COVID-19 pandemic.

The fund will enable Nigerian Citizens resident at home or in the Diaspora as well as international donors to come together and directly contribute to Nigeria’s fight against the pandemic.

Osinbajo said that the pandemic had affected lives and livelihoods of Nigerians in different ways.

The vice president noted that the NSSF would support the creation of a stronger, more resilient, more inclusive political economy and healthcare system.

“This is a creative, forward-looking and thoughtful response to what is perhaps the most profound global and domestic challenge to health and the economy in human history.

“We need not belabour the point that the COVID-19 challenge is also an unprecedented opportunity for us as a nation and people to reset in critical sectors of the economy and social services.

“The deep plunge in oil earnings, the disruptions to business and commerce on account of lock-downs, has meant that we must develop a comprehensive economic response.

“There are several initiatives in place now to attempt an effective response to the COVID-19 disaster.”

He spoke on the efforts being made by the Federal Government to ensure that Nigeria is properly positioned to deal with the fallouts of the pandemic.

Osinbajo added that the government was spearheading the drive to re-engineer and rethink the healthcare delivery systems in the country.

According to him, resetting the healthcare is a massive undertaking that will involve the states, local governments and the private healthcare community.

He said he was excited to hear that Global Citizen already had in mind a project to build healthcare centres across every local government in Nigeria.

“In the past few years, I am sure those of you familiar with the activities of government probably note there’s been quite a bit of effort around creating a Social Investment Programme.

“The precise purpose of that is not just to provide safety nets for several of the vulnerable and poor in our midst, but more importantly to provide jobs.

“To provide credit to several informal traders, smallholder farmers, several others in our economic value chain who are usually ignored or untouched by several other credit facilities and other economic initiatives of government.

“This fund will support that and I have noticed that this is one of the objectives – to support the Social Investment efforts of the government, especially the protection of the vulnerable and provision of assistance to many in that huge informal sector that we have,” he said.

The vice president commended the NSIA, Global Citizen and other partners involved in the creation of NSSF.

Other participants at the online event included Hajia Zainab Ahmed, Minister of Finance, Budget and National Planning, the Chairman of the Board of Directors of NSIA, Mr Jide Zeitlin and the Managing Director, NSIA, Mr Uche Orji.

Also featured were the Chairman of Global Citizen Nigeria, Mr Babatunde Folawiyo and the Vice Chairman Global Citizen Nigeria, Mr Aigboje Aig-Imoukhuede.

  • Presidency reacts to reports of Buhari, Osinbajo missing in Aso Rock

The Presidency has urged Nigerians to ignore fake claims regarding the whereabouts of President Muhammadu Buhari and Vice President Yemi Osinbajo.

Laolu Akande, Senior Special Assistant to the Vice- President on Media and Publicity, said he made an Instagram post in which he gave an insight on the vice president’s activities in the past few weeks.

Akande said that Osinbajo has been attending to official matters on how to improve Nigeria’s economy.

He said that the Vice President on Thursday met with the Governor of Central Bank(CBN), Kaduna State Governor, and some ministers via video conferencing.

Akande Instagram posts reads: “with my boss, the Vice President last night in his office, reviewing some of the events of the week.

“By the way, continue to ignore professional fake news conduits who share fictions about the whereabouts of the president and his Vice.

“The critical mass of our people sees both the President and the Vice President regularly on television, hear about them regularly on radio, read from them in the press and observe their activities regularly on the social media.

“For instance, on Thursday the Vice President held a videoconferencing meeting that included the Governor of Kaduna, Power and Finance Ministers, the CBN governor and other government officials on how to expand electricity in the country.

“The work goes on, and Nigeria will surely prevail. We will do it together.”

Lately, some reports have raised concerns about the whereabouts of Osinbajo since the outbreak of COVID-19 pandemic.

Buhari’s Special Adviser on Media and Publicity, Femi Adesina, had recently explained that Osinbajo had been busy working with the Economic Sustainability Committee(ESC).

The ESC was constituted by President Buhari on March 30 to develop a clear economic sustainability plan until 2023.

The committee was tasked with identifying fiscal and monetary measures to enhance oil and non-oil revenues in order to fund the plan; develop a stimulus package and come up with measures to create more jobs while keeping existing ones.

  • Nigeria will come out of Covid-19 pandemic stronger – Osinbajo

Vice-President Yemi Osinbajo has lauded the resilience of Nigerians, saying the country and its people will emerge from the COVID-19 pandemic stronger.

Those were the words of assurance from Vice President Yemi Osinbajo, to Nigerians during his interaction Saturday at the 2020 edition of ‘The Platform’ themed “Nigeria’s battle against COVID-19”.

According to him: “I am very confident that Nigerians, with our resilience, our strength and our innovation, we will go through this in great shape.”

The Platform is an annual discussion programme of the Covenant Christian Centre that features discussions around the state of the Nigerian nation and its development.

The May 2020 edition featured virtual participants without a life audience as a result of the global pandemic.

Osinbajo in a statement by his Senior Special Assistant on Media & Publicity Laolu Akande, then laid out some of the Federal Government’s efforts to address the economic fallouts of the COVID-19 pandemic.

Speaking specifically about how the country can transform the challenges caused by the pandemic into opportunities for economic diversification and job creation, the Vice President said prioritizing use of local resources and creating local jobs in the construction and allied industry, amongst other things, will be critical in sustaining the economy in the post COVID-19 era.

He said: “We have to prioritize the use of local resources in all public works. In road construction for instance, it is cheaper to build concrete roads using limestone than spending resources on the importation of bitumen. We have limestone in abundance hence we should be looking in that direction. The road from the Apapa port to the Lagos –Ibadan expressway is being built with cement and is of high quality.

“In the housing sector where we have a huge deficit, we need to focus on using local resources to build houses and in the process we will be creating opportunities for young engineers, architects and builders etc.”

In the area of agriculture, the Vice President said government’s initial policies have saved the country from the huge forex burden of food imports and related activities.

“We think that by ramping up agriculture, especially small holder agriculture and improving the value chain, especially in storage and processing facilities, more jobs will be created for many young people.

“We have found ourselves in a situation where we realize that the way to go is to support the creation of the jobs in agriculture and reduce food imports and ultimately address the issue of unemployment and food shortages.

“What we must do as much as we can is to change the narrative about Nigeria and provide more jobs.”

On mitigating the fallouts of the COVID-19 pandemic such as inflation, the Vice President said government would focus on improving productivity and improving food stock across the country.

According to him, “if you can ramp up food production and the logistics of bringing food to the urban centres, inflation will be controlled to a large extent.”

He added that boosting agricultural production for export purposes and supporting the mining sector will bolster the country’s foreign exchange earnings and reserves.

Other contributors to discussions at the virtual summit include the Governors Kayode Fayemi of Ekiti State; Babajide Sanwo-Olu of Lagos State, Nasir El-rufai of Kaduna State; Ifeanyi Okowa of Delta State, Abdullahi Sule of Nasarawa State and Godwin Obaseki of Edo State. The Director-General of the Nigeria Center for Disease Control, Dr. Chike Ihekweazu also spoke at the interaction which included interviews, panel discussion and speeches.

The event was moderated by Pastor Poju Oyemade, the Convener of The Platform.
