  • Osinbajo urges Africa to adopt foreign initiatives to develop local tax policies, regulations

    The Vice President, Prof. Yemi Osinbajo, on Tuesday, urged Africans to utilise opportunities in revenue-generating reforms initiated by OECD and BRICS countries to develop domestic tax policies and regulations.

    Osinbajo gave the advice while declaring open the three-day African Tax Administrators Forum (ATAF) in Abuja with the theme “Building Strong Domestic Tax Regimes in Africa: Strengthening VAT, Personal Income Tax and Companies Income Tax’’.

    He observed that although the immediate outcomes would benefit the OECD, EU and BRICs countries more, African Tax administrators must see the great opportunities in the initiatives and take maximum advantage in developing domestic tax policies and regulations.

    Osinbajo remarked that the country had taken advantage of such initiatives by recently launching a Voluntary Assets and Income Declaration Scheme (VAIDS), backed by an executive order.

    He said the programme was to provide an opportunity for taxpayers in default under all relevant statutes to within 90 days voluntarily declare their assets and income and pay taxes on them while being forgiven payments of interests and penalties.

    The Vice President noted that although the scheme targeted local tax evasion, the country was also interested in a large number of Nigerians who owned property abroad and had not been paying taxes on incomes from the assets.

    He acknowledged that the British Government’s initiative on transparency in beneficial ownership of properties would greatly assist the country in such drive.

    “I think it is important to emphasise that almost across Africa, tax administrators are actively engaged in extensive reforms and battling the resource difficulties that hamper those reforms.’’

    He said the issues of cost of collection and the appropriate technologies that could bring down those costs, developing relevant skills and management needed to effectively create and run efficient and transparent tax administrations stretched creativity and resourcefulness of tax administrators.

    He also mentioned issues around institutional structure, the wisdom of ensuring autonomy of institutions of tax administration.

    He noted that enforcement was another major issue that practically all tax authorities, especially in sub-Saharan Africa, should deal with, adding however, that surveys showed increasing innovation and creativity by administrators in that regard.

    Osinbajo remarked that the equivalent of the invention of electricity for tax administration in Africa was inventing the solution to effectively collect taxes from our huge informal economies.

    “The easy argument is to suggest that we should wait until economic growth and development brings them into the formal systems. This is unhelpful.

    “It has kept us on the same spot for decades. It seems to me that we must find a way of fixing this car while the engine is running.

    “I would urge that this conference consider some solutions to this problem along with the so many huge issues that will occupy your attention in the next few days,’’ he advised.

    He hailed ATAF for the timely conference, noting that the forum had committed to the theme since August 2008 after the international conference on a somewhat similar theme: Taxation, state building and capacity development in Africa.

    He said that then senior tax administrators and policymakers from 39 African countries agreed to work towards the “establishment of the forum as a platform for sharing best practices in taxation matters in the region”.

    “It is remarkable indeed that forum has through the years been unwavering on its founding mission and ideals.

    “But it is worth noting also that the tax problems of African states have remained much the same in complexity and character since.

    “The elephant in the room in most discussions on tax in developing countries remains the problems of domestic resource mobilization, addressing the tax gap, or the difference between what we collect and what we could collect’’.

    The Vice President hinted that the constraints across the continent were similar although in varying degrees.

    He mentioned them as large informal sector, including large subsistence agricultural sectors, tax evasion and avoidance, tax exemptions, and inequitable and opaque rent-sharing arrangements in the extractive sector.

    “Significantly also, by the use of aggressive and often suspicious tax planning and transfer mispricing, multinationals minimize their tax payments or, put more graphically, dodge taxes.

    “The Thambo Mbeki report on illicit financial flows discloses shocking details of tax losses to African economies by these practices of multinationals and their local collaborators.

    “Paradoxically, the report shows that these practices lead to an estimated revenue loss for developing countries that is three times greater than the amount they receive in foreign aid each year.

    Osinbajo observed that the trend of the international debate on global tax issues was favourable to African economies.

    “There are two main agendas; the first is increasing transparency and information exchange while the second is base erosion and profit-shifting (BEPS).

    “The former involves establishing automatic information exchange as the new global standard for cooperation in tax matters and ending legal secrecy of ownership of companies and trusts, especially those based in tax havens.

    “On Base Erosion and Profit shifting which has also done significant damage to domestic resource mobilization in Africa, a range of potential actions are planned by OECD countries.

    “These include checking transfer mis-pricing, country-by-country reporting by transnational companies, international tax law, standards for international tax treaties, limits on tax planning activities and the tax treatment of the digital economy.

    “These agendas have been endorsed by the G8 and the G20, thus giving them high-level support and momentum,’’ he added.

    Osinbajo further commended ATAF for the most relevant knowledge exchange opportunity and the country’s FIRS which is proving to be one of the most innovative and forward looking tax administrators in Africa.

  • Inaccurate billing responsible for epileptic power supply in Nigeria

    Vice President Yemi Osinbajo has said that the problem of irregular power supply in Nigeria is caused by inaccurate billing system resulting from insufficient metering machines.

    Osinbajo made the remarks on Saturday in Onna local government area of Akwa Ibom while inaugurating an Electric Metering Factory as part of activities marking the 30th anniversary of Akwa Ibom creation.

    The vice president said that Nigeria’s economic development hinged on effective power supply, lamenting that Distribution Companies (DISCOs) had not been able to collect tariffs because of non-availability of meters.

    The electric metering factory is an important project. Inadequate power is the major obstacle to full economic development in Nigeria.

    We have also identified the facts that DISCO is unable to collect tariffs effectively from consumers because we are unable to afford the cost of metering.

    I think that there is an important policy innovation as there is no restriction on those who can actually produce meter for our consumers,” Osinbajo said.

    He commended the Akwa Ibom governor for establishing the metering factory, saying that the Federal Government was looking forward to other several factories across the country.

    The country is open up for this kind of enterprise and we are looking forward to a lot more activities.

    But we are looking at 2.7 million units of meters annually here and this is absolutely fantastic.

    I know that job opportunities here will be substantial for a start,” Osinbajo said.

    In his speech, the Akwa Ibom governor, Mr Udom Emmanuel, said that his administration was partnering with private sectors to put the state on the path of industrialization.

    Emmanuel said that the factory would manufacture an average of one million meters per year and thanked the investors for their confidence in the state.

    The essence of this industry is to ensure power for all. Once you can buy recharge cards, you can have electricity, it is available for all.

    The capacity can be doubled from 2.7 to 5.4 to enable us pay for the power that we generate.

    The project is a private initiative for the betterment of all Akwa Ibom people and for Nigeria at large,” Emmanuel said.

    TheNewsGuru.com reports that Vice President Osinbajo had also inaugurated a syringe manufacturing company constructed by a Turkish firm in partnership with the state government.

    The company is expected to produce 2ml, 5ml and 10ml disposable syringes respectively at an annual production capacity of 350 million units.

    The Etinan General Hospital refurbished by Gov. Emmanuel was also inaugurated by the vice president, who was the special guest of honour at the 30th anniversary of Akwa Ibom creation.

    The hospital had witnessed a facelift with modern facilities and wards fitted with new electrical beds, well equipped theatres to manage all kinds of surgeries and fully stocked pharmacies.

    The Vice President was welcomed by Governor Udom Emmanuel and other top government functionaries in the state.

    He (Osinbajo) was conducted round the traditional dancers and crowd gathered to welcome him to the state.

  • The entertainment industry is in a class by itself- Osinbajo

    Vice-President Yemi Osinbajo has said that the Nigerian entertainment industry is in a class by itself. He noted that the country is very proud of the arts and entertainment industry, where talented Nigerians continue to show and exceed world-class performance standards.

     

    Osinbajo made the statement on Friday at the presidential villa, while receiving the cast of Wakaa: The Musical.

     

    Wakaa: The Musical is a play about the trials, successes, and experiences of six young graduates with varied backgrounds, revealing the struggles and challenges of young Nigerians at home and abroad.

     

     

    He said the President Muhammadu Buhari-led administration would lend its support in “whatever way we are able” to the industry.

     

    Osinbajo, while recollecting that he had seen some of the performances of the group, said, “it is absolutely amazing; extremely professional”.

     

    He applauded the works of Nigerian actors, artistes, and performers, especially in the creative industry, saying, “we don’t even need to compare ourselves.

     

    “The Nigerian entertainment industry is in a class by itself, absolutely incredible, real talent. There is no real comparison of what our people are doing.”

     

    Earlier, Lai Mohammed, minister of information and culture, said that the Wakaa Musical performance, which had been staged in several places including London, “is writing the name of Nigeria in gold, all over the world”.

     

    The Wakaa cast was led by Bolanle Austen-Peters, the producer-director, and Bimbo Manuel, an actor.

  • FG will provide basic infrastructure across Nigeria – Osinbajo

    Vice President Yemi Osinbajo on Friday in Abuja said federal government planned to use Public Private Partnership, PPP, to provide basic infrastructure to the people.

    Mr. Osinbajo said this at the launch of the PPP Disclosure Web Portal sponsored by World Bank and the Infrastructure Concession Regulatory Commission (ICRC).

    Represented by Suleiman Hassan, Minister of State, Power, Works and Housing, Mr. Osinbajo emphasised the role of the private sector in providing basic infrastructure in collaboration with government under PPP arrangement.

    The PPP Disclosure Web Portal encourages proactive disclosure of contract agreement between government and its contractors on PPP projects.

    The portal will make available to citizens and relevant stakeholders, information such as project title, type, government agency responsible, name of private concessionaire, contract sum and regular progress report on projects.

    The Vice President said the provision of quality infrastructure remained a huge stumbling block to the country’s economic growth, hence the need to seek private sector intervention.

    He added that “infrastructure is vital in the lives of our people. It will not only serve as catalyst for economic growth, but would accelerate employment generation and alleviate poverty.

    This administration is committed to exploring and using schemes necessary, especially PPPs to help achieve the level of infrastructure development needed in the country.

    PPP has been a resounding success in other countries and this administration is determined to make necessary changes to make PPP successful in Nigeria.”

    Mr. Osinbajo said the federal government would do all in its power to create an enabling environment for PPP schemes to flourish and promised stable government policies as regards PPP arrangements.

    He added that Nigeria had PPP commitments in transport, energy, housing and health sector and was looking to deepen further private sector commitments in these areas.

    On the disclosure portal, he urged Ministries, Department and Agencies of Federal Government to proactively release and upload all information regarding PPP contracts they entered.

    The acting Director-General, Infrastructure Concession Regulatory Commission, ICRC, Chide Izuwah, said the country currently had 51 PPP contracts valued at about 3.2 trillion dollars.

    He said that the figure represented the total private capital investment stake in the provision of public infrastructure.

    He explained that ICRC had 77 PPP bankable projects at various stages of development.

    We have a dream that very soon Nigerians will take high speed trains from Sokoto to Bar Beach, Lagos, Tinapa in Calabar and holiday over the weekends.”

    The Country Director, World Bank Nigeria, Rachid Benmessaoud, said improved PPP disclosure would provide policy makers and other stakeholders with effective tool to track PPPs.

    The World Bank has carried out a disclosure diagnostic report in Nigeria.

    And from the findings, transparency and disclosure related reforms are being driven by top government echelons.”

    However, corruption and capacity in decision making continues to feature in public discourse and a culture of secrecy within government functioning remains a matter of concern.”

  • 2019: Ex-PDP chair, Ali Modu-Sheriff, Oyegun meet Osinbajo in Aso Villa

    Ousted Chairman of the Peoples Democratic Party, PDP, Sen. Ali Modu Sheriff, on Thursday visited Vice-President Yemi Osinbajo at the Aso Rock Presidential Villa, Abuja.

    TheNewsGuru.com reports that Sheriff arrived at the Vice President’s office at about 3.30pm.

    Osinbajo went into the closed-door meeting with Sheriff shortly after presiding over a meeting of the National Economic Management Team.

    Moments after, the chairman of the All Progressives Congress, Chief John Odigie-Oyegun, joined the meeting.

  • Osinbajo reiterates FG’s commitment to one Nigeria, says ‘Our unity is non-negotiable’

    Vice-President Yemi Osinbajo on Saturday in Yola, reinstated the commitment of the Federation Government to keep one, indivisible Nigeria.

    Osinbajo made the commitment while speaking at the reception in Yola in honour of the new President of the Lutheran World Federation (LWF), the Most Reverend Musa Filibus.

    The vice-president, therefore, urged Nigerians to sustain the unity which he said was the dream of the forefathers of the country.

    According to him, Christians are encouraged to pursue justice and reconciliation with people of other faith.

    While congratulating Filibus for being the first Nigerian and second African to emerge President of LWF, Osinbajo urged him to work toward uniting the church and promoting peace and love.

    “It is our role as Christians to bind people together and we must do so by self-sacrifice and love.

    “On behalf of the Federal Government and Mr President, I wish you an excellence and God guided tenure as President of LWF.”

    Earlier, Gov. Mohammed Bindow of Adamawa, who also congratulated Filibus for his elevation and making the people of Adamawa and Nigeria proud, assured him of his administration’ support to succeed.

    In his remarks, Filibus thanked the government of Adamawa and Nigeria for standing behind him and urged more support and prayers for a successful tenure.

    Filibus vowed to make Nigeria proud by being a good ambassador.

    “I will stand to be one among many to prove that Nigeria stands tall among the comity of nations.

    “I give thanks to all who contributed in making me what I am today,” Filibus promised.

  • Maintain high level of integrity in your operations – Osinbajo tells financial institutions

    The Vice President, Prof. Yemi Osinbajo, on Friday urged financial institutions to uphold a high level of integrity and forthrightness in the discharge of their duties.

    Prof. Osinbajo made the call when a delegation from the Association of National Accountants of Nigeria (ANAN) paid him a courtesy call at the Presidential Villa, Abuja.

    Osinbajo, in a statement by the Senior Special Assistant on media and publicity, Laolu Akande, said financial institutions have a crucial role to play in helping the President Muhammadu Buhari administration to fight corruption, as well as in improving the country’s economy.

    He said that as a financial body, ANAN should call out individuals who are allegedly tied to some levels of financial crimes to step down from their positions, so as to help curb corruption in the financial sector.

    The level of integrity that we expect is not necessarily what we are seeing, especially in respect to financial statements and all of that,” the Vice President said.

    He also commended the association for the important roles it has played in regulating the country’s financial sector since it was incorporated in 1979, adding that a high level of integrity by financial institutions would help improve the lives of citizens.

    Speaking earlier, the ANAN delegation, led by its president, Alhaji Shehu Usman, praised the Buhari administration for its leadership in the affairs of the nation, the fight against corruption, insecurity and improving the economy.

    The delegation appealed to the Federal Government to increase the appointments of their members into key positions in the civil service.

  • Army/IPOB clash: IG briefs Osinbajo, rubbishes Wike’s allegations

    The Inspector General of Police, Ibrahim Idris on Thursday briefed Vice President, Prof Yemi Osinbajo on the crisis between the Nigeria Army and the Indigenous People of Biafra in Abia State and some parts of Rivers State.

    TheNewsGuru.com reports that the IG also berated the Rivers State Governor, Nyesom Wike, for claiming that men of the Special Anti-Robbery Squad were armed robbers.

    Speaking to State House Correspondents at the end of the meeting which lasted almost an hour, the IG said the aim of the meeting was to ensure the security of all Nigerians.

    Asked to be specific about strategies he was adopting as regards events in the South-East, he said all critical stakeholders which include governors were being engaged to find a lasting peace.

    He said, “Obviously, one, is to deploy policemen across the country, two, we are in touch with the state government, trying to mobilize the political leadership to be able to intervene where necessary on how to lessen the tension in the South-East.

    Repeated clashes between Nigerian soldiers and IPOB agitators led by Nnamdi Kanu, forced Governor Okezie Ikpeazu to declare a three-day dusk-to-dawn curfew in the state.

    The police boss also described as nonsense, Wike’s allegation that the reported killing of a SARS officer during a foiled kidnap operation on Monday in the Oroazi area of the state was a confirmation that his men were involved in armed robbery and kidnapping.

    Idris said, “He (Wike) has the right to self expression. You know he is a governor.”

    Asked if he was not denying the allegation he replied, “Of course I have to deny that, that is nonsense. I have to deny that.

    “If a policeman was killed will you say he was involved in crime? I think you are mixing two different issues. A policeman was killed in Rivers in connection with this IPOB issue, is different from saying policemen are involved in crime. You cannot say someone that was attacked and killed is the one involved in crime.”

    When reminded that the governor alleged that the dead policeman was one of the three men that were suspected to be members of SARS who were attempting to kidnap someone and he died in the process, the IGP replied, “Who is the person they were attempting to kidnap?

    “I just want you to read between the lines. If you have leaders making sweeping allegations obviously it does not make sense.”

  • Osinbajo arrive Akure for National Council on Niger Delta meeting

    Vice President Yemi Osinbajo, on Tuesday arrive Akure Airport at 10:54 am for the 2nd National Council on Niger Delta meeting.

    There was tight security at the airport and venue of the meeting provided by the police, Army, Civil Defence Corps and road marshals among others.

    The News Agency of Nigeria (NAN) reports that Osinbajo would deliver the keynote address at the event and later meet with communities of riverside areas of Ondo State.

    Osinbajo, accompanied by the Minister of Niger Delta Affairs, Usani Usani, was received on arrival by Gov. Oluwarotimi Akeredolu.

    Also on the vice presidents entourage were the Minister of State, Niger Delta Affairs, Prof Claudius Daramola, and Sen. Victor Udoma, Chairman, Niger Delta Development Commission.

    Others at the airport to receive the vice president were the Speaker, Ondo state House of Assembly, Mr Bamidele Oleyeloogun, Secretary to the State Government, Ifedayo Abegunde and other top government officials.
