  • Presidency denies plan to inaugurate new Ministers on Wednesday

Presidency has dismissed reports making rounds on some news portals that plans have been concluded for the Acting President, Yemi Osinbajo, to swear-in two ministers from Kogi and Gombe states on Wednesday‎.

The Ministers are Stephen Ocheni and Suleiman Hassan. Both of them were confirmed by the Senate in April.

Ocheni is to replace the late former Minister of State for Labour, James Ocholi, while Hassan is to replace Amina Mohammed who resigned as Minister of Environment to become the United Nations Deputy Secretary-General.

Dismissing the reports Tuesday night, Garba Shehu, the Senior Special Assistant to the President on Media and Publicity, wrote on his Twitter handle:

“The story that Femi Adesina, Laolu Akande and I provided confirmation that two new ministers are to be sworn in tomorrow is false

“If they have a record of who said that, let them publish it.

“As spokespersons, we report that which has been given to us. As it is at the moment, we have received no such information.”

It could be recalled that the House of Representatives had earlier passed a resolution calling for the inauguration of Ocheni and Hassan by the Acting President.

  • Osinbajo, Onnoghen to commission key projects in Rivers on Thursday

Rivers State Governor, Nyesom Ezenwo Wike has announced that Acting President Yemi Osinbajo will visit the state on Thursday, July 27, 2017 to commission key projects executed by his administration.

The governor also announced that the Chief Justice of Nigeria (CJN), Justice Walter Onoghen will on Wednesday, July 26, 2017, lay the foundation stone for the construction of a Judges Quarters in the state.

Speaking during a courtesy visit by Anglican Bishops of the Province of the Niger Delta on Monday, Governor Wike said Acting President Yemi Osinbajo will commission the following projects:

Chokocho-Umuechem-Ozuzu Road in Etche LGA, IgboEtche-Chokocho-Rumuokwurus i Interchange Road, Rukpokwu Market Junction to Aluu Road in Obio/Akpor LGA, Rumuokoro Market and Park in Obio/Akpor LGA and Ogbunabali Internal Roads in Port Harcourt City Local Government Area.

Governor Wike explained that the Judges Quarters is necessary as the State is working towards ensuring that the Judiciary is positioned to resist the temptation to be corrupt.

“When judges retire, they will go with the houses. The State Government is building these houses to ensure that they are comfortable to carry out their constitutional roles “, he said.

He thanked the Bishops of the Anglican Church Province of the Niger Delta for their support. He expressed happiness that he is meeting the Bishops and their spouses collectively for the first time.

He said: “As far as God has given us the opportunity to serve the state, we must continue to partner with the Church. It is by God’s grace that we are here. We will do everything to support the Church”.

Archbishop of Anglican Niger Delta Province, Most Rev Ignatius Kattey said Governor Wike has laid the foundation for the continuous development of Rivers State.

He urged other Nigerian leaders to come to Rivers State to witness the rapid development taking place under the leadership of Governor Wike.

He said that the fight against corruption can only be effective when it begins with those at its vanguard. The Archbishop regretted that Christians are always at the receiving end of religious conflicts in parts of the country.

The highpoint of the visit was the dedication prayer for Governor Wike and his deputy, Dr Ipalibo Harry Banigo by the Bishops of the Anglican Church Province of Niger Delta.

  • A letter to Acting President: Nigerian restructuring can start with you sir – Etakibuebu

    By Godwin Etakibuebu

My dear Professor Yemi Osinbajo, it is with fervent respect and enthusiastic joy addressing this letter to you Sir, on a topic that has been over-flogged in recent times, which is the restructuring of Nigeria. The topic, as framed here, is slightly different from how it has been used.

It says here that “Nigerian restructuring can start with you”. It means that there are few things you can do, during this period while you are acting the presidency, which could bring many benefits to Nigerians.

The beauty of what is being suggested hereunder is that you would not send any bill to the National Assembly to get it done. Nor will it be compelling on you to traverse the six geo-political zones to pull the feat. You don’t even need to consult any of the Thirty Six Governors of the federation to sail through this turbulent water of restructuring. Your own landlord Sir; the Minister of the Federal Capital, need not to know when you will throw the winning dice. All that shall be required of you is just signing of Executive Orders, constitutionally and it is done. So, what are these Executive Orders you need to be signing?

Oh, lest l forget Sir, permit me to explain why l am deploying an “open letter system” in reaching you. Yes, it could have been better off if l were to hand-deliver this Memo to you personally – one-on-one but security around you would not give life to such endeavour. In addition Sir, there is a very thin line between the camp of the enemies and that of friends in today’s Nigeria that one has to be very careful when steps of acclimatisation to those in Authority is been taken. More so when it is very difficult for the uninitiated to understand what makes the difference between conventional and unconventional approach in the present climes of our dear country.

For the reasons given so far, consider the approach of open letter as my most humble way of reaching you, with enough useful information for the benefit of our dear country without breaching any security protocol. It is all about the zeal for our fatherland. Discard the messenger [open letter] while concentrating on the message [the contents of this letter] please, or else you will miss the blessings of this exercise and that would remain a monumental catastrophe for Nigeria. We can now go ahead mentioning the Executive Orders you need to sign for the restructuring of Nigeria to commence.

The first thing to do Sir, is for you signing an Executive Order banning the usage of generating plants as source of electricity supply, in all Federal Government’s institutions throughout the Country, except hospitals. The starting point of implementing this order [that is if you will have enough courage to sign it] is the Aso Rock Villa in Abuja; where you operate from.

This will be a very pragmatic step towards moving Nigeria to one direction only. It is either all Nigerians of One Hundred and Eighty Million people [including those dealers parading themselves as leaders] live in total darkness for ever or remain there for such a time until reasons about revolution of what to do takes better side of the so-called “dealers called leaders”.

Signing such Executive Order can never pitch you in battle against any contending entity in Nigeria. The National Assembly cannot say that you lack constitutional power to do so as long as the Order is not enforceable on that organ of government. The States, even in their strictest display of conspiratorial prosecution of wicked intents, cannot stop you. I am sure that the judiciary would never have any constitutional law to interpret [more so when there shall be no one approaching the courts for interpretation], saying that what the President [sorry, Acting President] did was wrong.

The Executive Order on this shall strictly cover your areas of exclusiveness, not more or less than the few Executive Orders; such as the one bordering on the ease of doing business in Nigeria, you have signed within the last few days. There are more Executive Orders awaiting your signatures Sir, but we have to convince you on the justification and gains of this action first, that is if you will be having enough courage and guts to do it, before moving to others.

Nigerians have been forced to adopt a habit of lifestyle of imbeciles on this electricity matter. There is the story of this young chap travelling to London for the very first time with his mother. Of course, the plane took off with light switched-off as per the normal aviation regulation but this young man thought it was NEPA [as it was called then and l am afraid if the name has really changed because the functions and failures remain] that took the light. So, when the pilot restored light to the cabin, the same chap shouted “up NEPA!” Is that not how much docile Nigerians have become on the issue of electricity? Yet there are Billions of America Dollars voted for electricity annually without two hours regulated supply of electricity for the citizenry.

Yet, the homes and offices of these corrupt leaders, who have seriously and dangerously looted our common wealth silly [and houses of their mistresses; houses built or hired with our money] are supplied with electricity 24/7, with Nigerians money, through provision of generating plants. Only just about 2% enjoy this looted privilege to the detriment of 98%. Something must be done to bring justice and equity to the land and this is what restructuring is all about.

So, when you sign such Executive Order Sir, you would have taken all Nigerians to the point of “levelism” [my own coinage] or back to the “jungle” where survival would wear a different definition. Any attempt of surviving from that “depth” would be a life in collectivism which will be tantamount to all coming to the wisdom of “together we stand”. China came via this route. There shall be more for your attention next week Sir.

[Updated]: Budget: Osinbajo submits N135.6bn virement proposal to NASS

Acting President Yemi Osinbajo has written to the House of Representatives requesting approval for “virement’’ of N135.6 billion to fund some critical projects in the 2017 budget.

The request was made in a letter dated July 18, 2017, which was read to members of the House by its Speaker, Mr Yakubu Dogara, at plenary on Thursday in Abuja.

The acting president drew the attention of the House to discussions and agreements between the executive and legislature before the 2017 Appropriation Bill was signed into law.

Part of the agreement was that the executive should submit a “virement proposal’’ to move some funds from within the budget to other critical items in the budget.

Some of the ministries affected by the request are Power, Works and Housing; Transportation, and Agriculture and Rural Development.

They include Ministry of Interior, Ministry of Defence, Ministry of Education, Federal Capital Territory Administration and Ministry of Health.

Details of the request showed that N46 billion is to be vired within projects of Ministry of Power, Works and Housing and N66 billion within projects of Ministry of Transportation.

Sources of the virement are N33.25 billion from Ministry of Transportation, N3.18 billion from Ministry of Power, Works and Housing and N14.13 billion from Office of the Secretary to the Government of Federation.

Also, N5 billion is to be moved from Office of the National Security Adviser, N5.01 billion from Ministry of Science and Technology and N5.41 billion from Ministry of Trade and Investment.

The sum of N1 billion is to be collected within projects of Ministry of Agriculture and Rural Development, N7.70 billion from Ministry of Interior and N80.50 million within Ministry of Trade and Investment.

Similarly, N3.15 billion is to be sourced from Ministry of Defence, N770 million from Ministry of Education, N1.7 billion from Federal Capital Territory Administration and N1.3 billion from Ministry of Trade and Investment.

Ministry of Health is expected to release N1 billion, N735.04 million from office of the Secretary to the Government of the Federation and N1.09 billion from Ministry of Labour and Employment.
Accordingly, the letter indicated that N729 million would be sourced from Ministry of Information and Culture, N734 million from Ministry of Communication and Technology and N2.39 billion from Ministry of Water Resources.

It also indicated that N1 billion would be derived from Ministry of Mines and Steel Development and N241 million from Ministry of Environment.

The communication from the acting president stated that the specific appropriated items to be vired to were contained in schedule 1, while appropriated items from which to vire the amount required were contained in schedule 2.

Osinbajo, therefore, called on the House to urgently consider the request in order to support collective efforts to improve the well-being of Nigerians.

Dogara referred the request to the Committee on Appropriation for necessary action.

  • Boko Haram: Osinbajo condemns abduction of women, says it is “atrocious, cowardly”

The Acting President, Prof. Yemi Osinbajo on Wednesday condemned the recent “atrocious and cowardly” abduction of women in Borno State.

He also sympathised with the families of the abducted women, and assured that the federal government will spare no efforts to ensure the safe and speedy return of all the victims.

He therefore directed Nigeria’s military and intelligence agencies to take all necessary steps including coordinating with the country’s international partners to rescue the abducted women, as well as ensure further tightening of security in and around Borno State.

Boko Haram terrorists had on June 20 ambushed a convoy travelling under military escort along Biu road in Borno State and abducted 14 women.

Some of the travellers, including a police officer and a soldier were killed in the ambush.

The sect on Monday released a video showing some of the women asking the government to negotiate their release.

The video showed about 10 of the women who appeared traumatised but well kept.

In a statement by his spokesperson, Laolu Akande, on Wednesday, Mr. Osinbajo said “the Buhari presidency assures that the ongoing efforts of security agencies, including the establishment of additional military and police bases in parts of the country, as well as the improved intelligence gathering will continue, and commends some of the recent significant breakthroughs in combating kidnapping and banditry in the country”.

  • Nigeria aiming to be among 16 largest economies – Osinbajo

The Acting President, Prof. Yemi Osinbajo, has said that Nigeria is fast moving toward becoming one of the 16 largest economies in the world.

Osinbajo made the statement on Tuesday at the palace of the Emir of Gusau, Ibrahim Bello, as part of his one-day visit to Zamfara.

He said the target could be achieved through unity and hardwork by Nigerians.

The acting President said the unity of Nigerians was paramount to the economic growth of the country.

He said: “Our diversity as a people united is also our potential to transform our large deposits of mineral resources and use same for national development.’’

The acting president commended the effort of security agencies in the country in maintaining law and order.

While receiving the acting president, Mr. Bello thanked him for accepting all invitations to the state, adding: “You are now a son of the soil.”

The emir commended the federal government for deploying security officials to maintain peace in Zamfara.

He said since the deployment gunmen attacks, cattle rustling and kidnapping which threatened communities had become history.

  • Osibanjo advocates proper waste collection, disposal in Lagos

The Managing Director of Jawura Environmental Services Ltd., Prof. Oladele Osibanjo, on Tuesday called for proper collection and disposal of waste in Lagos.

Osibanjo made the call in an interview with newsmen in Lagos.

According to him, 70 per cent of flooding problems in the state is as a result of waste blocking the drainage systems, thereby obstructing free flow of water when it is raining.

“A lot of solid waste is generated daily in Lagos, almost millions of metric tons monthly.

“Unfortunately, less than 50 per cent of these waste generated are collected because of inadequate access roads and people leaving refuse in unauthorised places, especially on road sides and median.

“As the waste is not properly collected, it scatters all over the place and ends up inside the drainage systems and channels when it rains.

“Once the drainage systems are not flowing properly, any torrential rainfall will cause flooding,’’ he said.

Osibanjo said that the Lagos State Government should apply strictly the “Polluter Pays Principle’’ to ensure that every generator of waste paid for it.

He said the companies that manufacture most of the waste materials should see the Polluter Pay Principle as social responsibility.

Osibanjo said that 60 per cent of waste generated were biodegradable, adding that they could be converted to energy and fertilizer.

He said that the government should see waste management as a resource and create the enabling environment for private sector to come in and utilise those resources.

Osibanjo, an environmentalist, said that the waste disposal method too was not environmentally friendly.

He said that waste had value which could be used to create and generate employment among youths.

The professor, President of Waste Management Society of Nigeria (WAMASON), said that once the state got the proper collection of waste right, the other aspects would be easy to tackle.

TheNewsGuru.com reports that the severe flooding recorded at Ikoyi, Victoria Island and Lekki axis that on July 7, was partly due to refuse blocking the drainage systems.

Osibanjo said that some of the waste that caused the severe flooding recorded in Lagos on July 7 was now on the sides of the roads.

He explained that the flood had receded but that the stench coming from the refuse areas could cause health challenges.

Osibanjo said there had to be a paradigm shift and awareness creation for people to know that if waste was not managed properly, it could pose health challenges for them.
