    Osinbajo to receive 2017 budget from N’assembly today

    Acting President Yemi Osinbajo may receive the 2017 budget from the National Assembly today.

    A source reportedly disclosed to Punch newspaper that the Legal Department of the National Assembly has concluded its work on the budget and now set to send it to the Presidency on Wednesday morning.

    “We have been in communication with the National Assembly. They told us to expect the budget today, but up till now, it hasn’t come.

    “We now hear it will be tomorrow (today).”

    The Senior Special Assistant to the President on National Assembly Matters (House of Representatives), Abdulrahman Kawu, confirmed that the office was expecting the budget today.

    “It is Wednesday (today); at least, that was what I was told. So, we wait and see,” he added.

    It was learnt that issues were allegedly raised on some sub-heads in the budget of the Ministry of Power, Works and Housing.

    “Some changes were made. They cut funds from some allocations by the executive and they added to other sub-heads.

    “This will affect the implementation of the projects on these sub-heads,” one official said.

    Chairman, Senate Committee on Media and Public Affairs, Aliyu Sabi-Abdullahi, on Tuesday, said the budget was still undergoing legislative processes.

    Sabi-Abdullahi stated, “If you are familiar with our procedures, you will see that the budget always carries some signatures.

    “So, the two chairmen (of Committee on Appropriations) of the two chambers have to do that. And when they do that, it will be transmitted to the Clerk to the National Assembly, who will make sure that he also puts in his administrative process to form the document to the Presidency.

    “The fact that we have approved it does not amount to the fact that it will move straight to the Presidency. Whichever way it goes, those who are responsible for processing this document have been doing that ever since we passed it. Any moment from now, either today or at most, tomorrow, they should be able to transmit it to the Presidency.”

    The Acting President, Prof. Yemi Osinbajo is currently reviewing the 2017 budget.

    The Senior special assistant to the Acting President Professor Yemi Osinbajo on Media and publicity, Laolu Akande stated this on Monday in a statement on his twitter handle @akandeoj.

    Laolu revealed that the acting president is presiding over a meeting with the economic management team with the aim of reviewing the 2017 appropriation bill amongst other economic matters.

    “Acting President Osinbajo, presiding over Economic Management Team reviewing major issues, 2017 budget & others. In attendance are ministers & CBN gov.” he said.

    He also stated that the implementation of the 2017 appropriation bill would not be difficult once the bill has been assented.

    It could be recalled that the National assembly had on Thursday passed 2017 appropriation bill.

    Osinbajo in closed-door meeting with security chiefs inside Aso Villa

    The Acting President, Yemi Osinbajo, on Monday met behind closed doors with some security chiefs as part of ongoing efforts aimed at ensuring safety on the nation’s waterways.

    The ongoing industrial action embarked upon by port workers was also discussed at the meeting.

    Those who attended the meeting alongside Osinbajo included the Minister of Defence, Mansur Dan-Ali; Minister of Transportation, Rotimi Amaechi; the National Security Adviser, Maj.-Gen. Babagana Monguno (retd.); and the Chief of Defence Staff, Gen. Gabriel Olonishakin

    Dan-Ali later told State House correspondents that the meeting was called to address maritime security.

    “It’s a pending issue of FEC meeting that we wanted to resolve on maritime surveillance and it has been resolved,” he said.

    The minister said the Federal Government had done a lot to tackle theft in the Gulf of Guinea.

    He added, “The Acting President has been meeting with the communities. We have been able to save many communities of oil pipeline bombings and oil theft.

    “It is a big achievement and I believe that the Acting President has been doing well in that direction.”

    Sequel to the tension caused by President Muhammadu Buhari’s health and his availability to assent the 2017 Appropriation Bill into law, a member of the House of Representatives, Hon. Dickson Tarkighir has said that Acting President, Prof. Yemi Osinbajo has powers to sign the budget in the president’s absence.

    TheNewsGuru.com reports that the National Assembly had on Thursday, passed the 2017 Appropriation Bill, waiting to be transmitted to the President for his assent.

    Speaking to Journalists at the weekend in Abuja, Tarkighir (representing Makurdi/Guma federal constituency) said relevant sections had provided for the Vice President, Osinbajo, to perform the functions of the President, if he is away.

    Tarkighir, who is also a Member of the House Committee on Appropriation, said, even if Nigerians noticed any ambiguity in the letter transmitted to the National Assembly, there was no ambiguity in the provision of the 1999 constitution on the functions of an Acting President.

    He said, “chapter 6, section 145 of the constitution says, since the President has transmitted to the National Assembly about his medical leave, the Vice President has automatically become the Acting President.

    There is no ambiguity in the letters and the spirit of that section of the constitution. The Vice President automatically steps in as the Acting President and he can do what the President should do”.

  • Nigerians must stand against corruption, dishonesty – Osinbajo

    The Acting President, Yemi Osinbajo, on Sunday appealed to Nigerians to always stand against corruption, stealing, dishonesty and other sharp practices capable of destroying the nation.

    Osinbajo said this while delivering a sermon titled, “The Image of God” at the Redeemed Christian Church of God, RCCG, Jesus House, Silverbird Entertainment Centre, in Abuja, Osinbajo stressed that a decision to stand by the truth always entail a level of discomfort or even outright persecution, but that God will always justify the righteous.

    Osinbajo recalled the story of Shedrach, Meshach and Abednego who refused to bow to the golden image of the idol as ordered by the then King of Babylon, Nebuchadnezzar,

    The Acting President noted that the three Jewish young men, who were then held in captivity in Babylon, refused to bow to that golden image as a result of which they were hauled into the pit of fire.

    He observed that in every circumstance of life, people, especially Christians, must stand up to what is right and just.

    When God showed up in the fire through His Son, it was the first direct appearance of God in the Old Testament. If they had chosen to bow to the golden image and thereafter seek to make amends through prayer and fasting, it would not have helped them.

    It is when you are passing through fire that you make a choice for God to honour Him. God said He will show up then.

    God is asking us to stand and stand up for something, be it against corruption, dishonesty, stealing or fraud in our offices etc. If we do not, we are bowing to that image of gold. We should stand for what we believe in as the three Jews did.

    Every time we look at the scripture, God is saying: `Stand for something. You cannot afford to stand for nothing. Stand for Christ. The choice that faced the three Jews is still before us today. We face it every day and we must stand for Christ, especially Christians.

    Are you going to bow to the image of gold or take a chance with God and expect Him to show up? If you stand for Him, He will surely show up. God wants us to trust Him and to believe Him.

    Are you going to bow to the image of gold or trust God to show up when you are thrown to the fiery fire? There are certain things that honouring God can do which fasting and praying cannot do.

    Praying and fasting is good but it is better to Honour God in all that we do to provoke His intervention in our situations.

    The image of Nebuchadnezzar is alive and well today – it exists. That image of gold stand before us everyday and everywhere. We must choose God.

    Nebuchadnezzar’s Babylon had represented the system of the world, the corrupt system of the world governed by the devil.

    Nebuchadnezzar was the king of that world system representing Lucifer, the Satan. So Nebuchadnezzar is saying to the people of all nations that Satan rules there. So you have to choose whether to serve the living God or bow to the image of the devil.

    You must choose God. That is a decision which you and I make face everyday.’’

    The Presidency has said the cordial relationship that exists between President Muhammadu Buhari and Vice President Yemi Osinbajo will last beyond their tenure in office despite intensified efforts by the opposition to strain the relationship.

    This was revealed by the Personal Assistant on Social Media to the President, Lauretta Onochie on Friday.

    Onochie’s position was contained in a message she posted via her Twitter handle, @Laurestar, and on her Facebook page.

    She was reacting to a statement credited to a former Minister of Aviation, Chief Femi Fani-Kayode, in which he criticised Osinbajo for saying Buhari treats him like a son.

    The presidential aide wondered why the former minister must comment on all developments in the polity.

    She wondered how Osinbajo’s statement that Buhari treats him like a son “has become a source of anger and anxiety for Femi Fani-Kayode.”

    She expressed surprise that Fani-Kayode could not understand “father/son relationship, respect, decency and loyalty,” saying, “No he can’t. He doesn’t possess the capacity to even begin to comprehend any sort of relationship. None!”

    Onochie expressed the confidence that Fani-Kayode and others could not, no matter how they try, put a wedge between Buhari and Osinbajo.

    She said the bond that held the two leaders together was not personal, but that they shared commitment to Nigeria and Nigerians.

    Illustrating with different pictures of Buhari and Osinbajo from the campaign period that heralded the 2015 presidential election to the inception of the present administration, Onochie said the leaders would remain united beyond 2023.

    She wrote, “As it was in the beginning… So it is now…And so shall it be till 2023 and thereafter…”

    TheNewsGuru.com reports that Osinbajo (60) had during his visit to the Emir of Katsina, Abdulmumin Usman, on Thursday, said he was at home in the state because the President (74), who hails from the state, treats him like a brother and son.

    I feel very much at home in Katsina; more so, because this is the state of the President who has taken me as a brother.

    In fact, the President has taken me as a son in the way he treats me,” Osinbajo had said.

    The board which has Jide Zietlin as its chairman was inaugurated inside the Vice-President’s Conference Room at the Presidential Villa, Abuja.

    Osinbajo charged the chairman and other members of the board to see their appointments as calls to service which will require total commitment and dedication of the highest standards.

    He said he was confident that the appointees would epitomise the attributes individually and collectively.

    “As representatives of the people, our charge is simple: we require you to fundamentally improve the performance of the authority and strengthen its operations,” he said.

    The acting President, Prof. Yemi Osinbajo, has said the relationship between him and President Muhammadu Buhari remains cordial because the president treats him (Osinbajo) like a son.

    According to a series of tweets posted on the Twitter handle of his spokesman, Laolu Akande, @akandeoj, on Thursday, the acting President spoke at the palace of the Emir of Katsina, Abdulmumin Usman, during his visit to the state for the inauguration of the Micro, Small and Medium Enterprises Clinic.

    I feel very much at home in Katsina. More so, because this is the state of the President who has taken me as a brother.

    In fact, the President has taken me as a son in the way he treats me,” Akande quoted the 60-year-old Osinbajo as saying about the 74-year-old Nigerian leader.

    Osinbajo was reported to have also said with the kind of responsibilities assigned to him, Buhari had left no one in doubt that both of them could live and work together as brothers.

    While saying that the President believes in the unity of the country, the acting President prayed that God would preserve Buhari who is currently on medical vacation in London, the United Kingdom.

    The amount of responsibilities President Buhari has given me shows he seriously believes we can live together as brothers.

    I pray the Lord will preserve our President to continue to lead as the nation has voted him to do. He seriously believes in Nigeria’s unity,” he added.

    We are making efforts to address your challenges – Osinbajo tells Police

    The Federal Government is making efforts to address the challenges confronting the operations of the Nigeria Police Force, Acting President, Prof. Yemi Osinbajo, has said.

    Osinbajo made the pledge on Thursday in Abuja at a two-day national security summit.

    TheNewsGuru.com reports that the summit was organised by the office of the Inspector-General of Police in conjunction with Leadership group and the Council of Traditional Rulers of Nigeria.

    The theme of the summit is: “Forging Partnership for Effective Strategies to Curb the Menace of Kidnapping, Recurring Farmers-Herders Clashes and Criminality in Nigeria.’’

    The Acting President, who was the special guest of honour, was represented at the occasion by the Minister of Interior, Lt-Gen. Abdulrahman Dambazau.

    Osinbajo said: “I want to assure the NPF of my administration’s support in carrying out institutional reforms and restructuring geared towards reviving the police in line with global best practices.

    “We are keenly aware of the enormity of the task at hand, ranging from manpower shortage as a result of recruitment and training challenges and inadequate operational tools.

    “It is paramount to note that efforts are already advanced to tackle these challenges with the recruitment of 10,000 policemen to address manpower challenges as well as improved budgetary allocation.”

    He called on the organised private sector to intensify efforts in complimenting government efforts to invest in the security sector.

    He expressed confidence that the ideas generated at the summit would assist in surmounting the security challenges facing the country.

    The acting president noted that any serious government would pay attention to issues of security.

    He said that security, anti-corruption and the commitment to provide good governance, formed the cardinal programmes of the incumbent administration.

    He said that security challenges facing the country had reduced as a result of the commitment of the administration to address them.

    “This administration has also entered into bilateral and multilateral collaboration with other nations and international organisations to improve on the nation’s security challenges,”he said.

    He said that the police had re-established civil authority in liberated areas in the North-East.

    Speaking in his capacity as Minister of Interior, Dambazau said the ministry would build capacity of security agencies to tackle security challenges.

    He said that farmers/herdsmen clashes involved regional dimension as the sub-region recognised free movement of persons and goods.

    Dambazau urged state governors to domesticate the Criminal Justice Act to fast-tack cases in the courts and as well decongest the prisons.

    Osinbajo and the perceived ‘Coordinating’ mandate – Umegboro

    Presidemt Muhammadu Buhari transmitted a letter of notice to the Senate of the Federal Republic of Nigeria for a medical vacation in the United Kingdom a moment ago.

    The construction of the letter which contained among other terms, ‘coordinating’ has been subjected to severe criticisms among the political class and finally down to the masses questioning the rationale behind the use of such term in place of ‘acting’ as previously used during Buhari’s earlier vacation.

    The observation was raised by Senator Mao Ohuabunwa (PDP) representing Abia North senatorial district at the Senate plenary when the letter was read, and vehemently condemned the term, indicating his smell of a rat at the presidency. Since then, other politicians alongside the masses particularly from the opposition have continued to dwell on sundry insinuations pointing at gigantic skeletons in the cupboards at the presidency.

    Emphatically, the enabling constitutional provision is clear on the matter. Section 145 of the 1999 Constitution of the Federal Republic of Nigeria, as amended, provides, “Whenever the President transmits to the President of the Senate and the Speaker of the House of Representatives a written declaration that he is proceeding on vacation or that he is otherwise unable to discharge the functions of his office, until he transmits to them a written declaration to the contrary such functions shall be discharged by the Vice-President as Acting President.”

    Clearly, the above provision did not give the President powers to recommend, appoint or make his Vice an Acting-President; instead, it simply gives an outline on how powers can be transmitted from the President to the Vice on temporary basis, especially while indisposed to discharge duties temporarily. As a matter of fact, President Buhari needed not to inform or be at peace with his Vice for the office of Acting-President to come on board.

    As long as a letter is transmitted pursuant to Section 145 supra, it is immaterial if the letter mentioned Vice President or not, and will be automatically incumbent on the Senate to invoke or apply the constitutional provision as the office of the President makes no room for vacuum.

    By implication, the President does not need to mention either ‘acting’ or ‘coordinating’ in his letter to the Senate as long as the letter clearly pointed to vacation or short-term unfitness. The constitution is supreme. It explicitly states that on such situation, once a formal communication is transmitted to the upper chamber of the National Assembly by the President, powers shifts to the Vice pending the resumption accordingly.

    Thus, the needful is for the President to formally transmit a correspondence on his vacation. To even use the word “acting’ in the letter by the President is akin to a directive or directions to the Senate. Incontrovertibly, the Senate knows that the legitimate step is to declare Professor Yemi Osinbajo as Acting-President pending when counter-correspondence is received from the President on his readiness to resume duties. Professor Osinbajo can only do mere ‘coordination’ if no correspondence was sent to the Senate on the medical trip.

    The hullaballoo is therefore uncalled for, and reduces the architects as mischief makers. Nigeria as a nation should face important issues that would bring substantial dividends of democracy to the people. Criticisms are essential characteristics of leadership especially in a democracy but when they lose constructive elements and values; it becomes bickering, loquacity and pull-down syndrome.

    The hate politics in Nigeria in recent times is monumentally grotesque, bizarre, barbaric and egoistic. The country is greater than any individual or political affiliations, and therefore national interests should be utmost priority.

    All that most critics are desperate to hear is President’s death or resignation due to his unwavering dispositions on corruption. The unprecedented discoveries recently of public funds in billions of naira, dollars, pounds inside pits, septic tanks, uncompleted buildings, serviced-flats, locked-up shops and others amidst of economic recession in a society most average families and pensioners are facing hell meant nothing to the critics.

    The sole target of these detractors is to plant seeds of discord between President Buhari and Acting-President, Osinbajo whose working relationship since inauguration has remained cordial, exemplary and brotherly despite religious differences, ethnicity and careers. However, they will not succeed. President Buhari and Prof Osinbajo will complete the missions Nigerians entrusted to them.

    The cleansing and change must continue until a new country is rebirth. The challenges facing the nation are enormous, and therefore unacceptable for the red chamber to concentrate on such irrelevancies.

    There are numerous executive bills awaiting legislative processes, as well as other relevant sensitive issues to address towards improving the standard of living of the citizenry and governance. The uproar is a futile exercise.

    In the first place, Nigeria’s President presently does not have constitutional powers to appoint Acting-President but strictly affairs of the Senate, and the presidency understands it clearly. Secondly, the section of the constitution cited in the letter made the intention of the President unambiguous. Thirdly, the perception and claims that President Buhari didn’t appoint Prof Osinbajo to be acting-President is ridiculous and the height of naivety.

    The office of the acting-President is provided in the constitution and the prerequisites clearly spelt out. It is an office recognized in law and invoked upon exclusively by the lawmakers on meeting a specified condition; transmission of a notice by the President. Without a doubt, the President can magnanimously mastermind his Vice to become an Acting-President.

    Nonetheless, he doesn’t do the ‘appointing’ but can only stop at creating the way by transmitting in writing his vacation or inability to discharge official duties. Importantly, the office of the Acting-President does not fall within the appointments designated for the President as ministers and aides. It is sacrosanct on the Vice President. Thus, no space for unnecessary distractions.
