    2025 budget: Osun govt targets N109 bn IGR

    The Osun state government has set a target of N109.8 billion as Internally Generated Revenue (IGR) to finance its N427 billion budget for 2025.

    The Commissioner for Economic Planning, Budget and Development, Prof. Moruf Adeleke, disclosed this during the analysis of the state’s 2025 budget, on Thursday in Osogbo.

    Adeleke said while the state hoped to generate N109.8 billion internally, N251 billion was expected from the Federation Account to finance the budget.

    He said that in equally N36 billion was expected from other capital receipts, with N30 billion being the estimated opening balance for the  budget.

    The commissioner said that the budget christened ” Budget of Sustainable Growth and Transformation”  had N236 billion as its recurrent expenditure, representing 55 per cent.

    Adeleke further explained that capital expenditure in the budget stood at N191 billion, being 45 per cent of the total budget.

    The commissioner said that under the recurrent expenditure, N102 billion would be used for personnel cost, comprising salaries, allowances, salary arrears, social contribution and benefits.

    He said that this represented 24 per cent of the budget size.

    Furthermore, Adeleke said that N29 billion under its recurrent expenditure  would be used to service part of the debt incurred by the previous administration, among others

    On the capital expenditure, Adeleke said that N6.6 billion was allocated to health, N27.5 billion to education, while  N6 billion was allocated towater and sanitation

    He said that N106 billion was allocated for  infrastructure development.

    The commissioner said that the ministry would  ensure strict monitoring and implementation of the budget to meet targets and expectations.

    ”Citizens of the State are thereby urged to cooperate with the revenue generating agencies in order to achieve the developmental goal of the state.

    “Proper enforcement towards generating revenue could also be encouraged to block revenue leakages.

    “By implementing these strategies, Osun State can create a more reliable and sustainable source of income to finance the 2025 budget,” he said.

    Kingmakers insist Olumoro’s stool no longer vacant

    Kingmakers in Moro, Osun, on Wednesday, insisted that the stool of Olumoro of Moro was no longer vacant after the selection of the Olumoro of Moro-elect, Oyeyemi Adebayo.

    The kingmakers affirmed the selection of Adebayo at a news conference at Moro in Ife North-West Local Council Development Authority (LCDA).

    Speaking on behalf of the kingmakers, the Molaage of Moro, Chief Adeyemi Adeagbo, stated that all the kingmakers were present during the Oct. 30, 2024 selection.

    Adeagbo said they were now waiting for the state government’s approval and the announcement of the installation day.

    According to him, the town has been peaceful with commercial activities going on without disruption.

    Also, the Omoloju of Moro, Chief Oluyinka Olanrewaju, explained that the Yoruba culture did not allow for acting royal fathers in Ile-Ife and its environs.

    He kicked against the Oosa of Moro, Chief Abidemi Abidoye, claiming to be the acting Olumoro of Moro after the selection of Adebayo as the Olumoro of Moro-elect.

    He says the tradition of having regents is only practised in Ekiti and Ondo States and not in Ile-Ife and its environs.

    According to him, choosing the Olumoro is solely the responsibility of kingmakers and not the chiefs.

    He, therefore, warned the Oosa of Moro, as one of the chiefs, to stop parading himself as the acting Olumoro, lest he faced the court of law.

    Similarly, the Secretary, Arowosilejoye House, Prince Olasunmboye Jinadu, appreciated the kingmakers for imbibing the spirit of fairness and equity in selecting the Olumoro of Moro-elect.

    Also, the Secretary, Arowoeledejoye House, Hon. Oyeyemi Bamgboye, applauded the kingmakers for what he described as a right selection.

    He appreciated Moro indigenes for maintaining peaceful coexistence within the town to date.

    Bamgboye also warned the Oosa of Moro to desist from announcing himself as the acting Olumoro of Moro.

    “It’s a taboo in Ile-Ife traditional cultural heritage and its environs,” he said.

    Recall the immediate past Olumoro of Moro, Oba Ezekiel Oyeniyi, passed on Feb. 19, 2024.

    17-year-old sentenced to death for stealing fowl meets Gov Adeleke after regaining freedom

    Segun Olowookere, an Osun State resident who was sentenced to death by hanging in 2010 for stealing a fowl and eggs, has met with Osun State Governor, Ademola Adeleke following his swift intervention.

    TheNewsGuru.com (TNG) recalls that Governor Adeleke had directed immediate investigation and pardoning action on the case of Segun, according to a statement released by Mallam Olawale Rasheed, Spokesperson to the Governor some couple of days ago.

    The Governor ordered that the Attorney General not only intervenes but also ensure the young man is listed for prerogative of mercy before the end of the year.

    This is after Olowookere’s case went viral after an interview by actress Biola Adebayo in which his parents alleged wrongful arrest and police extortion.

    However, in a  video  that surfaced on social media, the young man and his mother is seen walking to meet Adeleke at an event shortly after leaving  Kirikiri Maximum Security Prison in Lagos, as a free man.

    The Police command in Osun has confirmed the killing of a pastor, Mr Sina Olaribigbe, by a jealous husband who suspected him of having an affair with his wife.

    CSP Yemisi Opalola, Police spokesperson of the command, confirmed the incident on Thursday in Osogbo.

    Opalola said the husband met the pastor in his wife’s house and allegedly stabbed him because he believed they were having an affair.

    “The couple are not living together; though they are not legally separated.

    “The pastor had been intervening in their quarrels, and on this occasion, he was at the wife’s house when the estranged husband arrived.

    “The husband probably believed the pastor was having an affair with his wife.

    “The husband was reported to have acted out of rage and stabbed the pastor multiple times, thereby killing him instantly,” she said

    According to Opalola, the suspect is in custody while the pastor’s corpse has been deposited at the morgue.

    It was gathered that the wife of the suspect is a member of the deceased pastor’s church, where she’s believed to be an interpreter.

    Gov Adeleke signs N427bn budget for 2025 into law

    Governor Ademola Adeleke of Osun State, on Monday, assented to the N427,746, 925,170 budget passed by the legislature for year 2025 into law.

    Adeleke after signing the budget directed the state’s Ministries, Departments and Agencies (MDAs) to ensure its full implementation for the benefits of the people.

    “We are here to further demonstrate our readiness to forge ahead in the new year with the growth and development of our dear State.

    “For record purposes, the budget I am signing today is tagged “Budget of Sustainable Growth and Transformation. The total sum for the 2025 budget is ₦427,746,925.170.

    “Consequently, I direct Ministries, Agencies and Departments to vigorously pursue the implementation for the benefit of the citizens of the state,” he said

    The governor equally directed the Ministry of Economic Planning, Budget and Development to monitor the implementation process to ensure delivery according to targets and expectations.

    “The Appropriation Act will be our faithful instrument to deliver on the five point agenda for good governance,” he said

    Adeleke commended the Ministry of Economic Planning, Budget and Development for upholding professionalism all the way.

    He also thanked members of the Treasury Board and other top government functionaries who worked tirelessly to deliver on the budget.

    The governor equally appreciated the Speaker of Osun Assembly and the state lawmakers for the work on the budget

    He stated that the executive arm looks forward to the legislative carrying out its oversight functions to ensure accountability and transparency.

    Adeleke further urged members of the State Executive Council to cooperate with the lawmakers in the exercise of their mandate, during the 2025 budgetary year.

    Osun State Assembly on December 23 passed the budget for the 2025 fiscal year.

    Prince Adesuyi Haastrup, a former deputy governor of Osun State, has emerged the new Owa-Obokun of Ijesaland.

    The kingmakers of Ilesa disclosed in a statement by the Public Relations Officer on Friday disclosed that Haastrup triumphed over nine other candidates from the same Owa Bilaro Olu-Odo ruling house during the election.

    They also indicated that the election was conducted in a transparent and fair manner at the Ilesa-West Local Government Secretariat on Friday.

    The kingmakers comprised six Iwora mefa, including Obaala, High Chief Ibitoye, Ogboni Ipole, Oba Omokehinde Oyeleye, Ogboni Ijebu-jesa, Oba Olufemi Agunsoye (Elegboro), Ogboni Ibokun, Oba Festus Awogboro, Ogboni Ilesa High Chief Saka Fapohunda, Oba Odo of Ilesa, along with seven agba Ijesa, Risawe of Ilesa.

    “The seven Agba Ijesa are; High Chief Adefioye Adedeji, Lejoka of Ilesa, High Chief Omoniyi Ojo, Lejofi, High Chief Adebusoye Onigbogi, Arapate of Ilesa, High Chief Oluwagbemiga Fadunsin Igbarool , Loro of Ilesa, High Chief Lekan Folorunso , Odole of Ulesa ,High Chief Bola Orolugbagbe and Mr Abimbola Aluko ( warrant officer representing the Saloro of Ilesa whose stool is vacant),” the statement noted.

    TheNewsGuru.com(TNG) reports that the Head of Local Government Administration in Ilesa West Local Government, Felicia Olabimtan, announced the results of the election, stating that Looja Clement Adesuyi received the highest number of votes and was elected as the owa Obokun.

    She noted that six of the kingmakers participated in the voting process, while High Chief Adefioye Adedeji was absent, and seven others were deemed ineligible to vote.

    Gov Adeleke pardons boy convicted for stealing chicken, 52 others

    Governor Ademola Adeleke of Osun has ordered the commutation of sentences of 53 convicts, including a boy sentenced to death for stealing chicken and eggs.

    Adeleke, in a statement by his Spokesperson Olawale Rasheed on Thursday, said the order was in line with the recommendations of the State Advisory Council on Prerogative of Mercy.

    He said the recommendation by the council is to mark the 2024 Christmas celebration.

    “Gov. Ademola Adeleke has exercised the prerogative of mercy towards 53 convicts serving various convictions within the Nigerian Correctional Service.

    “The letter of commutation, dated Dec. 24 has since been received and acknowledged by the relevant prison authorities,” he said.

    He said the inmates recommended for the ‘prerogative of mercy’ are inmates convicted of simple offences who have served substantial portions of their sentences.

    According to him, the prerogative of mercy also extends to convicts sentenced to death but have spent a minimum of 10 years in custody.

    “In the case of the 30 inmates convicted of simple offences, I have decided in accordance with the said recommendation to remit and forgive the remainder of the said sentences in whole.

    “Whereas, I have decided in accordance with the said recommendation to grant outright pardon to 12 inmates convicted of simple offences.

    “Four convicts have their sentences commuted from death to outright pardon.

    “And whereas I have decided in accordance with the said recommendation to commute the sentences as follows, one convict has his sentence commuted from death to 15 years imprisonment.

    “Six convicts have their sentences commuted from death to outright release,” he said.

    One of the four convicts recommended for outright pardon is ‘Segun Olowokere’ sentenced to death, at the age of 17, in 2010, for stealing chicken and eggs.

    An Osun State High Court, sitting in Ikirun, convicted Olowokere alongside some others, for robbing a poultry farm in Oyan, Odo-Otin Local Government Area of the state.

    Governor Ademola Adeleke of Osun State has granted pardon to Olowookere Segun, who was sentenced to death by hanging for stealing fowl and eggs when he was 17 years.

    TheNewsGuru.com (TNG) reports Governor Adeleke directed immediate investigation and pardoning action on the case of Segun, according to a statement released by Mallam Olawale Rasheed, Spokesperson to the Governor.

    In the statement on Tuesday evening, the Governor ordered the Attorney General to intervene in the matter and ensure the youngman is listed for prerogative of mercy before the end of the year.

    “I have read about the case. I recognize separation of powers in our democracy. In this particular case,I have directed the Commissioner for Justice to initiate processes to grant prerogative of mercy to the young man.

    “Osun is a land of justice and equity. We must ensure fairness and protection of the sanctity of lives. I assure the public that the matter is receiving my direct attention. A sense of urgency is also attached to our response to the matter as a responsible state government”, the Governor was quoted to have said.

    TNG gathered that Segun, 17 years old at that time, along with one Morakinyo Sunday were sentenced to death by hanging by a high court sitting in Okuku, Osun State.

    The convicts were found guilty of forcefully breaking into the house of one Mr. Balogun Tope, a police officer attached to Divisional Police headquarters, Okuku, in April 2010 and carting away some of his belongings.

    Consequently, they were apprehended and charged with conspiracy, robbery and stealing contrary to Section 6(b) and 1(2)(a) of Robbery and Firearm (Special Provisions) Act, cap R 11 Laws of Federation of Nigeria 2004 and Section (390)(1) Criminal Code Law, Cap 34, Laws of Osun State, 2002.

    The prosecution team, led by the state Solicitor-General, Mrs Abiola Adewemimo, called six witnesses and tendered several exhibits during the prosecution.

    The prosecution told the court that on November 13, 2010, some men were sighted around Balogun’s home armed with cutlass and a dane gun, and that while two of them were arrested, others escaped.

    The convicts were said to have confessed that they stole the complainant’s fowls, adding that they had been in his house before to steal.

    Adewemimo said: “They also stated that they had earlier robbed Alhaja Umani Oyewo in her house and stole broilers, eggs and kegs of vegetable oil from the house”.

    After listening to all the parties involved, Justice Jide Falola who was in charge of the case convicted them on only three counts: to death for conspiracy; life sentence for robbery, and three years imprisonment for stealing.

    Justice Falola recommended that the governor can decide to commute the death sentence to 10 years imprisonment, considering the convicts’ ages.

    Meanwhile, Segun’s father, Mr Olanrewaju Olowookere, while pleading for mercy for his son recently, said Segun was never involved in a crime.

    The father claimed that his son was arrested in his shop while playing with some of his friends, saying the arrest was a setup.

    He said:  “At this point, all we need is the assistance of His Excellency, Governor Ademola Adeleke to grant amnesty to our son. We have been in grief since he was sentenced. We have not experienced any kind of happiness. Nobody will be happy seeing his only son in jail”.

    Also, the mother of Segun, Mrs Folashade Olowookere, while earlier appealing for mercy for her son, disclosed that Segun has graduated from an undisclosed university after studying medicine from the prison.

    “I want to plead with our amiable governor, Senator Ademola Adeleke to please use his office to release my son. We have sold our properties to secure his release since he was convicted in 2014.

    “He is a brilliant boy who has a brighter future ahead of him. We must not allow him to waste the peak of his life within the four walls of the prison,” Mrs Olowookere said.

    TNG gathers that Segun, the only son of his parents, is currently serving time in Kirikiri Maximum Security Prison.

    Lawmakers scrutinise Osun LGs 2025 budget

    The Osun State House of Assembly on Monday began scrutinising the 2025 budgets of the 30 local government areas in the State.

    Mr Adewale Egbedun, Speaker of Osun Assembly, declaring the exercise open, said that the action was to ensure that the local government councils were accountable for their expenditure.

    “Your (LGs) budgets must reflect the needs of our constituents at the grassroots. Now that you have financial autonomy, you should live-up to the expectation of the people,” the speaker said.

    He asked the council administrators to present and share insight into their strategic plans on their expenditure.

    Egbedun said that scrutinising of budgets was one of the functions of the legislative in order to ensure accountability and to protect the interest of Osun people.

    The local government councils in the state are being run by caretaker committees pending the conduct of council election next year.

    Earlier, the Osun State Public Procurement Bill 2024 was passed while the Osun Electricity Market Regulatory Bill 2024 scaled first reading

    The budgets of 15 local government councils were scrutinised by the Assembly’s Finance and Appropriation Committee, while the remaining 15 would have their turn on Tuesday.

    Tragedy as Customs officer, wife, four children die in midnight fire in Osun

    A devastating fire at wee hours on Monday engulfed the residence of a Customs officer, Tijani Kabiru, attached to the Oyo/Osun Command, killing him, his wife, and four of their children.

    TheNewsGuru.com(TNG) learned that the fire outbreak sparked panic and disbelief amongst residents of Akankan Area of Ede, Osun State.

    According to an eyewitness, Kola, firefighters from the Ede Fire Station were alerted after smoke was detected, but the house had been badly damaged before the fire could be subdued.

    He said, “I can’t say when the fire started, but we observed smoke there at about 3am.

    “The response time of the firemen was not bad, but the house had been badly affected before the fire could be subdued. Kabiru, his wife, and four children were already burnt to death. But one of the children escaped.”

    The Osun State Fire Service spokesperson, Ibraheem Adekunle, confirmed the incident, in a statement signed by the Director of the Service, Olaniyi Alimi, disclosing that a lone survivor, a 13-year-old boy, miraculously escaped the blaze.

    He added that the remains of the deceased were handed over to officers from the A’ Division of the Nigeria Police Force.

    The statement read, “We were informed of the incident via a distress call to our emergency number 08030808254 at 3:21 a.m. Our team from Ede Zonal Command proceeded to the scene, with a backup team joining from the Fire Service Headquarters in Abere.

    “The address of the fire incident is Customs Tijani Kabiru Road, Akankan Area, Ede North LG. The street was named after the deceased, who was a Customs officer from the Oyo/Osun Command.

    “Mr. Tijani Kabiru, reported to be in his late 40s, and his wife, said to be in her early 40s, lost their lives alongside four of their children—three boys and a girl—aged between three nd 10 years. The estimated loss from the inferno is around N200 million, while property worth N500 million was saved.”
