  • Police trace Otedola bridge fire suspect to Kano

Lagos State Ministry of Justice said yesterday that the police had traced to Kano, the owner of a petrol tanker that exploded last June 27 on the Otedola bridge in Lagos, killing 12 people.

Attorney-General and Commissioner for Justice Mr. Adeniji Kazeem (SAN) said there was, however, uncertainty as to whether the truck driver died in the fire.

Kazeem, who spoke in Ikeja, Lagos, at a parley with reporters, said the government had yet to fulfil its promise to prosecute the perpetrators of the disaster because the police had not availed it of the report of its investigation.

The Otedola bridge fire incident occurred at about 5pm on the Otedola bridge at the Lagos end of the Lagos-Ibadan Expressway when a tanker carrying 33,000 litres of petrol, fell, leaked and exploded, killing 12 people.

The inferno that ensued destroyed over 50 vehicles and caused gridlock for hours.

Kazeem said: “We said we were going to prosecute the persons that caused that disaster. One of the challenges then was how to identify the perpetrators of that crime. We had said the driver and the owner needed to be identified.

“There were all kinds of stories out there, including whether the driver had died in the fire or not. The owners, as we understand, were traced by the police to Kano.

“The whole idea was that at the end of the day, they would conclude their investigation and get us the file here in the ministry. Unfortunately, we can’t do the investigation ourselves, so that we can begin prosecution.

“Unfortunately that process has not yet been concluded, or is not conclusive yet. Until we get that file, we cannot proceed with prosecution.”

  • Otedola fire accident: 9 bodies have been matched to 9 families, says LASG

The Lagos State Government says nine bodies from the Otedola Link Bridge fire incident which occurred on June 28 have been successfully matched to the families.

In a statement, the Commissioner for Health, Dr Jide Idris, said that 11 families had showed up at Lagos State DNA and Forensic Centre (LSD&FC) for testing and only nine families had been matched.

“”On July 5 2018, samples from the incident were picked up by LSD&FC staff from the Lagos State University Teaching Hospital (LASUTH) Forensic Pathologist, under secured chain of custody.

“”Reference DNA profiles were generated at LSD&FC from representative family members and compared to the DNA profiles generated from the victims’ samples received from the Forensic Pathologist.

“”Based on the DNA analysis performed at LSD&FC, all victim samples were successfully matched to relatives’ samples.

“”Nine bodies have been successfully matched to nine families, out of the 11 families that showed up at LSD&FC.

“”They are now ready to be handed over to the rightful families for necessary burial arrangements.”

He said “collection of the remains would commence from 10.00am July 28 at the Seminar Room of the Pathology & Forensic Medicine Department of the Lagos State University Teaching Hospital (LASUTH), Ikeja.

The commissioner said that this was the first time unidentified victims of a mass disaster had been successfully identified locally using DNA technology.

He said that the identification process was completed in less than four weeks after the incident as against over six months when the practice was to take samples abroad for analysis.

““I also wish to note that rigorous effort is made in ensuring that errors are reduced to the barest minimum in order not to compound the agony already being experienced by the bereaved families.

“”As a government, we share the concerns and anxiety of the affected families and associates on the identification and the need for prompt release of the remains of their loved ones.

““However we believe that the thorough investigation which was conducted is in the best interest of all concerned.

“We wish to reiterate that the entire cost of management and treatment of the surviving victims and DNA forensics for the dead and their families was borne by the State Government, “ Idris said.

He said that some of the victims of the accident were currently being treated at the Trauma & Burns Centre, Gbagada General Hospital and LASUTH and were responding to treatment.

According to him 10 patients were admitted at the state’s various hospitals, two died, three have been discharged and five are still on admission.

NAN reports that the idris had on July 2 confirmed 12 casualties in the June 28 petrol tanker explosion on Otedola Link Bridge.

According to him, 10 of the victims, including a minor, died at the scene of the accident, while two others died at the hospital.

Tanker explosion: Senate takes action, as Saraki calls for accountability

The Nigerian Senate on Wednesday resolved to urge the Federal Road Safety Commission (FRSC), Nigerian Police and all other relevant security agencies to cooperate with Lagos state and other states in ensuring that drivers of trucks and other heavy-duty vehicles comply with traffic rules and regulations.

The Senate also urged the Police to work in conjunction with the FRSC to carry out a thorough investigation on what led to the tanker accident on Otedola Bridge, by the Lagos-Ibadan Expressway.

Speaking on the Senate’s resolution, the President of the Senate, Dr. Abubakar Bukola Saraki, said:

“I think this is something that could have been prevented if we all abide by the traffic safety guidelines and ensure the enforcement of existing laws.

“This is a lesson that we need to learn from. Those agencies that are in charge of ensuring the safety of tanker movement across the country must ensure compliance to ensure that the tanker drivers have gotten adequate licenses and vehicles have received their adequate certificates showing that they are in good condition to ply our roads.

“Until we continue to do that, and hold those accountable, we will continue to see these kinds of accidents. These are things that are preventable and we must ensure that on our part that we see to prevent them,” the Senate President said.

The Senate further resolved to direct its relevant committees to invite the FRSC and NNPC to develop solutions to prevent such accidents, while also urging the Federal Ministry of Power, Works and Housing and State Governments to accelerate the development of trailer parks and installation of way bridges to manage the trailer movement on the roads.

Tanker explosion: LASG vows to prosecute truck owner, driver

The Lagos State Government is perfecting plans to prosecute the owner and driver of the ill-fated fuel tanker which exploded last Thursday on Otedola Bridge inward Ojodu Berger along Lagos-Ibadan Expressway, the State’s Commissioner of Police, Imohimi Edgal said on Monday.

Already, the State’s Attorney General and Commissioner for Justice, Mr. Adeniji Kazeem had at the weekend written to the CP to advise him on the relevant provisions of the law that could guide the ongoing investigation which would lead to possible prosecution.

Confirming receipt of the letter while briefing Government House Correspondents after the Security Council Meeting chaired by Governor Akinwunmi Ambode, Edgal said investigations into the incident were ongoing, saying that government would not allow vehicles that pose serious danger to residents on the road.

The police chief, who briefed journalists alongside heads of other security agencies in the State, specifically commiserated with those who lost their loved ones to the tragic incident, while also commending emergency responders who quickly raced to the scene to keep the causality figure low.

“As regards investigation into the matter, it is in top gear. I have just received a letter from the office of the Attorney General and Commissioner for Justice which stated very clearly charges which we are going to prefer against the driver and the owner of that tanker.

“Henceforth, we are using this opportunity to call on all tanker drivers, all lorry drivers, all owners of such articulated vehicles to please submit those vehicles for Vehicle Inspection Office (VIO) test; they must go through the entire hub and get the Ministry of Transportation (MOT) Certificate of Road Worthiness. We will not allow such vehicles which obviously pose serious danger to other road users on our roads,” Edgal said.

He said government had already directed security agencies to intensify enforcement of relevant laws, especially the State Traffic Law, with the view to ensuring that the roads and highways in the State were safe for commuters to ply without any danger.

Edgal also urged residents to always refrain from converging on the scene of any accident of such magnitude as that of the unfortunate tanker fire incident, saying there could be secondary explosion which could lead to loss of lives.

Speaking on other issues deliberated at the meeting, Edgal said the Council reviewed the security situation in the State since the last time it met, saying it was gratifying to note that there had been 17 per cent reduction in violent crimes in the period under review.

He also allayed fears over renewed threat of militancy in the creek areas of Epe, Imota and Agbowa, assuring that State Government, in collaboration with security agencies, was on top of the situation.

“We have just concluded the Security Meeting Chaired by His Excellency, the Executive Governor of Lagos State, Mr Akinwunmi Ambode and a wide range of security issues were discussed but most importantly some of the threats which we are currently having in certain parts of the State.

“The first one relates to the renewed threat of militancy around the creeks of Epe, Agbowa, Imota and the action that we are taking. There is a good synergy between the security agencies and the locals in ensuring that we keep some of these militants who want to come into the State from Ondo waters to try to disturb peace of the State.

“We are calling on all those who are in the riverine communities to continue to partner with security agents to ensure that when they see strange movement, they quickly alert security agencies so that we can keep them safe. For now, I can assure Lagosians that those areas are being properly policed and security is tight in those areas,” Edgal said.

Besides, Edgal appreciated Lagosians for credible information which had aided the fight against kidnapping, cultism, drug sale and drug abuse in the State, revealing that operatives of the Command recently intercepted a Container with over 37 Cartons of Tramadol which would have gotten to the public if not for prompt action of security agencies, just as he urged residents to continue to support security agents.

On the scheduled visit to Lagos by French and Namibian Presidents in the coming days, Edgal urged residents to show the hospitality the State is known for, while appealing for cooperation in the eventuality of road diversions and restrictions.

Giving update on the tanker accident, the Attorney General (Kazeem) said families of the victims had started submitting relevant samples to aid DNA test, saying: “I can confirm that today, families who lost their loved ones to the accident have started reporting at the Lagos State DNA Forensic Centre for submission of reference samples that would be used to identify victims.”
