    2023: Ahead of primary, Omo-Agege showcases 60-page manifesto

    Deputy Senate President and sole All Progressives Congress(APC) aspirant for the guber race in Delta State, Senator Ovie Omo-Agege on Wednesday released a manifesto, which he described as the work plan to build a new Delta State.

    TheNewsGuru com (TNG) reports this was contained in a statement that he personally signed, describing the manifesto as “The EDGE to Build a New Delta (BAND), which according to him, covers critical areas of governance that would drive his government’s agenda.

    “EDGE encapsulates Employment and Empowerment, Good Governance, Development and Enduring Peace and Security. It is a product of profound thought based on my practical experience both in the Executive and Legislative arms of government. Having served as Secretary to the Delta state government, and as a senator, and now as Deputy Senate President, I am privileged to have a panoramic view of the issues of governance.”

    He pointed out: “it is these experiences I am bringing to bear on my plans for Delta state.

    “Yes, governance is tough, but it is not all rocket science. So we are going to engage with vigour on all fronts, and build a brand new Delta.”

    Senator Omo-Agege said he is motivated by a desire to arrest receding hope among Deltans and build a state where the people’s future is brighter than their past.

    “I will address our scary unemployment rate by prioritizing public investment in agriculture and tech-driven entrepreneurship. My plan as stated in our manifesto will change the business ecosystem of the state and create an investment friendly charter that makes access to funds and infrastructure a natural way of life.”

    Said he: “Human capital development, agriculture, tourism, infrastructure, housing and other labour intensive interventions are at the core of our agenda. We shall establish a Delta State Employment, Entrepreneurship and Empowerment Programme (DEEP), and facilitate the establishment of cluster industries in each of the 25 LGAs of our state.

    “We will deliberately create an enabling environment for industries and manufacturing. Establish technology hubs, set up small business loan guarantee schemes, promote skills acquisition and set up a Career Development Centre for Deltans.

    “As part of our plans to promote ease of doing business, we’ll undertake institutional and process reviews, remove red tape and bureaucratic bottlenecks, improve infrastructure, and re-engineer our peace and security strategies while establishing a one stop repository of business knowledge and information.

    He added:” We will guarantee the rights of women and invest their unique energy to drive social and economic development in the state. We will initiate a youth development program that moves them away from the hopelessness of today, connect them to creative endeavours and generate energies for honourable work.”

    “While making an aggressive investment in modern infrastructure capable of opening up the total economic energies of our people, we will lift the state out of a mono-economic dependency by launching diversification into tech and business incubation.”

    In its entirety, he said, our agenda is to build a compassionate state that guarantees support for the vulnerable among us, and ensures that our people live in peace and security, free from harassment, intimidation and militancy.”

    That Deltans have for more than two decades been subjected to abracadabra kind of governance birthed by questionable elections and conjured or voodoo results is not in doubt. All the sundry strange things the products of such aberration bring to our glare and make us stomach have been much of great concern to say the least. But how do you tackle avarice soared atop Everest in Delta State and stationing there these two decades plus? We speak of apical thievery, a red herring of a sort that overtook and bastardized informed and true governance.

    When come good governance – corruption-free, value-woven, people-centered and transparency-anchored and therefore enthralling results showcasing! When will purposeful governance shore up in the State! This has been the heart cry of all Deltans even as the PDP top echelon and their cronies run roughshod over us, the draining of our Commonwealth being their singular goal. Such a piercing heart cry and palpable crave for good governance among Delta masses today cannot now be ignored, or can we continue to live with such trepidation of another four years in the hands of those political scavengers. Year 2023 presents an answer, a turning point with Ovie Omo-Agege. His giant strides in the Senate recommend him.

    Years back Omo-Agege had been very uncomfortable with the gross mis-governance he saw when he was with PDP in Delta State, and had a great burning desire then to utter all of that for good, and with a no nonsense resolve and near deviance attempted then to contest to become the governor of the State, but alas, was hoodwinked by his then Party leaders who want their senseless, unperturbed and heedless burrowing into our common treasury an ongoing culture.

    That dream of his is still very much alive than ever. His, is a rescue mission with a growing purpose. An enduring vision cannot lie. And because things, overtime, have grown doubly bad in the State, we can only sense Omo-Agege readying to fire on all cylinders, and to put a stop to this injurious and sickening huge joke we have for long acquiesced with, in the State. It really cannot be business as usual.

    As the spider is to spinning a web and the silkworm to spinning a cocoon that rolls out meters of pure silk, so Omo-Agege thinks a governor or leader of men is obligated to ‘spin’ or roll out tangible, overwhelming and soothing results. This, he has shown to all in his present senatorial constituency of Delta Central as their Senator. Check the tangibles out! If you don’t know he may well be holding a record in the National Assembly in constituency reach and touch, impact that is: A catalogue listing of so impressive feats, which may well be a subject matter another day, though already common knowledge anyway.

    So, this rudder of man can only be gearing up to steer our State to an incontrovertible haven of dazzling results on all fronts. That is the promise!
    Indeed, you see the man, Omo-Agege coming out to take governance to such a lofty height that will make silly all hitherto governments in the State since 1999. That is the chosen course: the focus nonesuch, drive fiery!

    When he elected to be Senator of Delta Central, little did we know that a Senator can attract to his or her constituency what he has attracted so far to his Senatorial District. In the education sector alone, what startling things he has attracted to the Senatorial District he represents is a catalogue of its own which again we must leave for another day. And because yours sincerely has led the Media, Strategy and Policy arm of another Senator’s operations long before Omo-Agege senatorial escapade, and so expectedly knew how Senatorial Constituency funds were used or channeled by senators, he, in Omo-Agege, notices a pleasant departure from the past. Omo-Agege’s is a revolutionary shift. Or, how do you narrate in a short piece as this how he and his office talk federal establishments in his constituency into providing for the people their needs – and that ranges from street transformers, solar street lights to what have you.

    Walk the Streets of Delta, go to all nook and crannies and you will see a people highly stoked therefore about Omo-Agege’s present gubernatorial aspiration, a people beside themselves with joy. Of course, given his greatly impressive feat at the Senate it can really not be otherwise. And what an impetus and further strengthening of hitherto fixity of resolve this is to Omo-Agege! Of course, being not one to bask on praises and carried away from set goals by them, he knows the onus is rather his to bring home the bacon; same reason he is stepping out, unlike those grabby fellows who went headlong for the safe. We refer to Omo-Agege’s heart preoccupation and the undertaking he is gearing up to get cracking. He is promising crystal delivery. A vote for Omo-Agege is therefore first, a mandate to secure our State and second, to make governance to properly stream down from Delta State House to our streets, homes and lives.

    You may well have read early May 2022 of a N150billion loan by the State Government that may well now be in the mouth of some hippopotamuses that human rights crusaders have written EFCC to dig into before it settles in the bellies of those hippopotamuses. Talk of the trillions then that have over the years gone this way of many a Hippopotamuses, greedily swallowed and long sunk down to the seabed – without trace, MAY BE. That much has humans obliterated the records these 23 years of PDP’s kakistocracy and abysmal governance in Delta State.

    Away with all of that! Now is the much desired time to show them the exit. Let’s check them out therefore: And, welcome good and informed governance, for it is only when governance beams down on a people that a people beam ear to ear. Spes sit vivere (Let hope come alive).

    JUST IN: Buhari assents to Federal Polytechnic, Orogun bill

    President Muhammadu Buhari has assented to the bill establishing the Federal Polytechnic, Orogun, Delta State.

    President Buhari assented to the bill on Wednesday, according to a statement released by Senator Babajide Omoworare, Senior Special Assistant to the President on National Assembly Matters (Senate).

    The Bill for the establishment of the Polytechnic was sponsored by Deputy Senate President, Senator Ovie Omo-Agege, representing Delta Central Senatorial District, to provide full and part-time courses of instruction and training in different fields of study with a view to producing middle and high-level manpower.

    The Bill was recently forwarded to the President for assent after passage by both the Senate and the House of Representatives.

    Vice President Yemi Osinbajo and other top dignitaries attended the funeral ceremony of late Pa Matthias Keyamo and paid glowing tributes to the late patriarch of the Keyamo’s family.

    TheNewsGuru.com (TNG) reports late Pa Keyamo is the father of Nigeria’s Minister of State for Labour and Employment, Chief Festus Keyamo, the burial of whom took place in Effurun, Uvwie Local Government area of Delta State.

    The State Governor, Ifeanyi Okowa and Deputy Senate President, Senator Ovie Omo-Agege were among those in attendance at the funeral ceremony.

    Speaking at the ceremony on Saturday, Osinbajo urged Nigerians to imbibe the culture of celebrating individuals who distinguished themselves in public and private endeavors, notwithstanding their status.

    The vice-president highlighted Pa Keyamo’s contributions to national development as a foremost cooperative officer and urged the family to sustain his legacy.

    He said that the deceased was a patriot, who sacrificed to support humanity and contributed to nation-building.

    “We celebrate here today, a true Nigerian who was born in Delta State, raised in Kaduna and got married to a Yoruba woman, Mama Caroline Keyamo.

    “It is important for us always to bear in mind that with the nature of our nation, we really must celebrate men and women like this; men who go completely outside their comfort zone and who make Nigeria happen in a very distinctive way.

    “So, we celebrate this true Nigerian and we know that he was someone who has proved in public service that you can serve the public, serve society and distinguished yourself and still be a person who is highly regarded as a person of integrity and honesty.

    “We celebrate this excellent Nigerian and l will want to say that just looking at his life and looking at all of the things that he managed to achieve; first he was one of the pioneers of cooperative societies in Nigeria.

    “He was also someone who by dint of hard work and honesty, became an auditor, one of the first internal auditors in the then Mid-Western Government.

    “Even after that, he went into private life and worked as the Managing Director of Olori Group of Companies and distinguished himself there as well,” he said.

    Osinbajo added that the deceased must be celebrated in every possible way, saying “l think that as they say, the legacies of great people, the legacies of great men and great women do not need any elaboration.

    “It is very evident from even their children and grandchildren as we have seen and heard today. We have heard from his children, we have heard from his grandchildren and we know that all of them in public and private lives have distinguished themselves.

    “And, we know that he had always himself, all through his life, demonstrated exactly what he wants his family to be like after him and his children had proved that.

    “Like you heard in previous tributes, this was a great man with large heart and a generous spirit and l think that it is now up to us and up to his children and grandchildren to ensure that we continue in the way that Pa Keyamo had demonstrated and to continue to live our lives in the certain examples that he had set.

    “On behalf of the President, President Mohammadu Buhari and the government and the people of Nigeria, l will like to express my deep condolences to the Keyamo family, the governor and the people of Delta State over the passage of Pa Keyamo, the father of my dear brother, Festus Keyamo, Minister of State for Labour and Employment and his siblings.

    “May Pa Keyamo’s memory also be blessed and may the good Lord comfort Mama Caroline Keyamo and all members of the family.”

    In his tribute, Governor of Delta, Senator Ifeanyi Okowa, said that late Pa Keyamo left indelible footprints in the sands of time and urged the children to emulate the legacies of their late father.

    “I thank God for the life of our departed father and it is my wish that many parents will continue to raise their families like the Keyamo family because when that happens we have a peaceful state and country.

    “I am excited that papa brought up lovely children who have also brought forth other great children.

    “On behalf of the government and people of Delta state, I express my condolences to the Keyamo family and I pray that God grant you all the fortitude to bear the passing of papa,” Okowa said.

    On his part, Deputy President of the Senate, Senator Ovie Omo-Agege, said the late Keyamo lived a good and fulfilled life and urged the family not to mourn but to celebrate his life and times.

    “On behalf of the people of Delta Central Senatorial District, I wish papa farewell and it is my prayer that God grant the family the fortitude to bear this loss,” he stated.

    Former Governors – James Ibori of Delta and Adams Oshiomhole of Edo, Minister of Women Affairs, Dr Pauline Tallen, Speaker of Delta House of Assembly, Chief Sheriff Oborevwori were among dignitaries that attended the ceremony.

    The Deputy President of the Nigerian Senate, Senator Ovie Omo-Agege on Thursday officially declared his interest to contest the Delta State governorship seat in the 2023 general elections.

    TheNewsGuru.com (TNG) reports Senator Omo-Agege declared his interest to contest the governorship election under the platform of the All Progressives Congress (APC) at a grand event that was held at the Federal University of Petroleum Resources (FUPRE), Effurun.

    This is even as the ruling APC has vowed to end the 24 years rule of the Peoples Democratic Party (PDP) in the State.

    Omo-Agege, who said he has “the edge to build a new Delta”, boasted that he has fulfilled all his electioneering campaign promises he made to the people of Delta Central in the 2019 general elections.

    Counting his achievements as a lawmaker, Omo-Agege said he has attracted solar street lights to every community in Delta Central as well as renovation of primary and secondary schools across the district.

    He added that he has also built ICT centres in schools in the district and facilitated the Federal Polytechnic and establishment of a campus of the Nigerian Law School to the state.

    He, however, disclosed that the Federal Government of President Muhammadu Buhari through his efforts and that of the Senator representing Delta North, Senator Peter Nwaoboshi has approved the establishment of a new Federal University of Agriculture at Aboh in Ndokwa East of the state.

    Lamenting that Deltans are suffering under the PDP regime of Governor Ifeanyi Okowa, the Delta Central senator accused the governor of specifically marginalising the people of Ndokwa Nation, Isoko Nation, Itsekiri Nation and Ijaw Nation despite their huge contribution to revenue of the state.

    “A time comes in your life when you need to move from your comfort zone. Delta Central is my comfort zone. If I want to run for re-election as a senator in Delta Central over and over again, I am confident they will return me.

    “But today, I have decided to step out of my comfort zone and move to bring the same benefit to the whole of Delta State. These opportunities I have brought to Delta Central, I want these opportunities to the people of Delta North and Delta South.

    “If we all fold our hands and allow Okowa and co to continue, they will continue to marginalise us. If you go to Delta North today, the Ndokwa Nation made up of Ukwuani, Ndokwa West and Ndokwa East, they contribute so much to the economy of this country but if you go to Ndokwa Nation today, there’s nothing ground.

    “Okowa has continued to marginalise the people of Ndokwa Nation. We can’t allow that to continue. If you go to Aniocha and Oshimili areas, there’s no presence of Okowa’s government there. The time has come when you need to take your destiny in your hand and say, enough is enough.

    “If you go to Delta South, the Isoko Nation contribute so much to the economy of this state and this country like our Ndokwa brothers, but if you go there, there’s nothing. All you have there is a state polytechnic that was recently upgraded to university just on paper. It’s on paper only. It’s a glorified secondary school. Is that fair? Enough is enough”, Omo-Agege stated.

    While further accusing the Governor Okowa-led administration of spending N2 billion every month on political appointees, the governorship aspirant lamented the failure of the PDP government to pay pensioners their retirement entitlement.

    According to him, “our parents who gave best parts of their lives in the service of this state; some of them have retired in eight-nine-ten years, up to today, they have not been paid their retirement benefits. Meanwhile, Okowa is busy employing political aides.

    “Okowa spends N2 billion every month on these people who do not contribute anything to governance. But our youths who need gainful employment, they will not give them jobs. Enough is enough.

    “Therefore, today, the 14th of April, 2022, I, Senator Ovie Omo-Agege, Obarisi of Urhoboland, offer myself as a candidate for the Office of Governor in Delta State in 2023 on the platform of our great party – All Progressives Congress (APC).”

    APC will dislodge PDP from Delta Govt House in 2023 – Govs Yahaya Bello, Hope Uzodinma

    Meanwhile, speaking at the declaration rally, Governors Yahaya Bello (Kogi) and Hope Uzodinma (Imo) asked Governor Ifeanyi Okowa-led PDP Government to prepare to handover to Senator Omo-Agege as the next governor of Delta in 2023.

    Taking turns to address the mammoth crowd of APC supporters, Governor Bello of Kogi State charged the people of Delta to vote Senator Omo-Agege, saying he had been tested at the federal level and would make a good governor.

    Governor Bello, represented by his Deputy, Chief Edward Onoja, said Delta is lucky to have Omo-Agege as their next governor, adding that Delta Central senator will develop the state and ensure gainful employment for the youths.

    “APC will take over Delta State and to take over Delta State, you need the best warrior. Senator Omo-Agege is that warrior. When he entered Senate, he didn’t go to sit as ordinary Senator. He became the Deputy Senate President.

    “In 2015, Deltans made ordinary Senator to be governor but in 2023 Deltans will elect a Deputy Senate President as their governor. Omo-Agege is not a small name in this country. Governor Yahaya Bello asked me to tell the people of Delta State to vote Omo-Agege as their next governor in 2023”, Kogi governor said.

    Also, Governor Uzodinma in his remark, advised the people of Delta not to miss the golden opportunity of a ‘New Delta’ which Senator Omo-Agege is offering by voting out PDP in 2023.

    Uzodinma, represented by his Deputy, Prof. Placid Njoku, boasted that he would join Senator Omo-Agege and the APC to mobilise Deltans to chase away the ruling PDP in the state from power.

    Deltans have been suffering under PDP since 1999 – Emerhor

    On his part, Delta APC founding leader and former governorship candidate of the party in 2015, Olorogun O’tega Emerhor; said the people of Delta have been suffering since 1999 when PDP took over the governance of the state.

    He, however, said the end of the suffering has come, adding that Omo-Agege will liberate Delta from the grip of PDP.

    “Since 1999, Delta State has been suffering. Some of us came in since 2013 to try and rescue this state. We have been trying for 10 years now. But now, we have a liberator in Senator Ovie Omo-Agege who has come to rescue Delta.

    “Are you seeing the mammoth crowd? Delta is ready to be rescued. Delta suffering has ended. God has brought to us someone to rescue us. Omo-Agege has the capacity to do the job of building a better Delta from 2023”, Emerhor echoed.

    APC will take over Delta in 2023 – Chief Ayiri

    Also speaking, APC chieftain and Itsekiri leader, Chief Ayiri Emami, stated that APC will defeat PDP in the next governorship election.

    Chief Ayiri said APC is battle-ready to ensure that Senator Omo-Agege succeed Governor Okowa in 2023 and called on Deltans particularly Itsekiri to vote for APC.

    Ijaw Are Ready To Wait For 2031 Governorship Seat – Micheal Johnny

    Meanwhile, an Ijaw APC chieftain in Delta, Chief Micheal Johnny has faulted “2023 Ijaw Governorship Agenda”, stressing that Ijaw have agreed to allow Delta Central to produce the next governor of Delta in 2023.

    Chief Johnny, who hails from Gbaramatu in Warri South West, posited that Ijaw of Delta have also agreed to wait till 2031 after Delta Central to produce a governor.

    He urged the people of the state particularly Delta Ijaw to vote for Senator Omo-Agege, assuring that APC government will bring massive development to Ijaw communities in the state.

    Other dignitaries who attended and spoke at the event include Senator Peter Nwaoboshi, Chief Frank Kokori, Hon. Paulinus Akpeki, Prophet Jones Erue, Rev Fr. Mario Ozele, Chief Victor Ogiadom, Felix Morka and Blessing Agbomhere.

    Others are Chief Ede Dafinone, Chief Hyacinth Enuha, Chief Lucky Esegie, Pastor Otive Igbuzor, Elder Omoni Sobotie, Matthew Omonade Alex Eyengh and a host of other dignitaries.

    A chieftain of the All Progressives Congress (APC), Chief Ede Dafinone has said that he is the most suitable candidate to step into the huge political shoes of the Deputy Senate President, Obarisi Ovie Omo-Agege as senator representing Delta Central Senatorial District, should the DSP chooses to run for governor in the forthcoming elections.

    Dafinone, a fellow of several professional bodies including the Institute of Chartered Accountants in England and Wales, Institute of Chartered Accountants of Nigeria and an associate member of Chartered Taxation Institute of Nigeria, noted that the superlative performance of Senator Omo-Agege, the Urhobo nation cannot lower its bar, hence he will be the best replacement should the DSP decided to run for governor or any other higher position.

    He stated this during the inauguration of executive members of the Dafinone Solidarity Movement (DSM) and also added that those spreading wicked rumour that Delta State is a PDP state will be disappointed come 2023 because Delta will become an APC State.

    Dafinone who is the Chairman of Manufacturers Association of Nigeria Export Promotion Group (MANEG), Board Member of the Nigeria Export-Import (NEXIM) Bank and many other blue-chip companies noted that APC is poised to take over powers from PDP in Delta State.

    He noted that Senator Omo-Agege’s performance in the senate in the past 8 years has dwarfed PDP’s 16 years, as Omo-Agege’s has brought light to all parts of Urhoboland that have been in darkness, hence he will present himself to sustain the development witnessed in the past 8 years in Delta Central.

    He, however, noted that the task of taking over Delta will not be a tea party, but it’s not surmountable considering the fact that many Deltans and PDP chieftains are not happy with the level of poverty and under-development in the state.

    According to him, I want to state that APC will win more states come 2023 and I stand before you as part of Omo-Agege’s team to tell you that all of us are queuing behind DSP Omo-Agege to takeover Delta State come 2023.

    “I will also state some of the qualifications that make me most suitable to step into DSP Omo-Agege’s shoe come 2023 if he decided to run for a higher office.

    “In the next week or two, I intend to declare my intention to run for senate, Delta Central Senatorial District seat, and its news that I will be running for senate because it has been my ambition since 2013 when I contested for senate.

    “I am waiting for one or two signals from the party, and the signals are coming through at this time.

    “I must state that the task before the APC in Delta State come 2023 is achievable and is not the task for lazy men, we need to recruit more members into our folds, and so we should open our doors and embrace PDP members who are currently dissatisfied with their records,” he added.

    Senate to vote on report of constitution review committee next Tuesday

    The Senate will next week Tuesday vote on the report of the Senate Committee on Constitution Review on amendments to the 1999 Constitution.

    Chairman of the Committee, Senator Ovie Omo-Agege, gave the hint at the start of plenary, following an announcement made to invite members of the committee to a meeting scheduled to hold by 2pm on Tuesday.

    Omo-Agege, who presided over the session, disclosed that the report of the Constitution Review Committee would be laid tomorrow during plenary, and copies distributed to lawmakers tomorrow, Wednesday, February 23, 2022.

    He, therefore, appealed to Senators to study the report ahead of its consideration and ensure they are present during plenary next Tuesday to avail themselves of the opportunity to vote on it.

    According to the lawmaker who also chairs the Constitution Review Committee, for some provisions of the report to be considered and voted on, the mandatory two-thirds and four-fifth requirements of the membership of the entire Senate must be meet by the chamber.

    Omo-Agege said, “The Senate Committee on the Review of the 1999 Constitution will meet today, Tuesday, 22nd day of February, 2022, immediately after plenary sitting at room 221 of the Senate building.

    “Please, this meeting is very crucial. Tomorrow, the Senate President will announce that the report of the Constitution Review Committee will be laid on Wednesday tomorrow and, thereafter, we will take our vote on March 1st which will be Tuesday.

    “That will give us about 4 to 5 days to review the report, consult as we deem fit and be prepared to vote. It is imperative that all of our colleagues be present on that day.

    “As you know, there are certain amendments that will require the two-thirds majority of all our colleagues – the entire Senate – not two-third of those who are present, but two-thirds of the entire membership of the Senate and, indeed, there are some other provisions that would require four-fifths of the entire Senate.

    “So, please, it is my appeal without prejudice to the announcement the Senate President will make tomorrow, in my capacity as the Chairman of the Committee, to urge that all of our members be prepared to be present to cast their vote to cast their vote on Tuesday.

    “The report will be laid tomorrow and be made available to all members, which report you will take home and we expect you to bring back to the chamber on Tuesday to cast your vote.”

    Insecurity: FG making frantic efforts to tackle security challenges- Omo-Agege

    The Deputy President of the Senate, Sen. Ovie Omo-Agege has appealed to Nigerians to be patient, saying the Federal Government is making frantic efforts to tackle security challenges in the country.

    Omo-Agege (Delta Central – APC) made the appeal on Monday at the 90th Anniversary of the Urhobo Progress Union (UPU) Worldwide.

    The event was held at the UPU’s Secretariat in Uvwiamughe Community, Agbarho, Ughelli North Local Government area of Delta.

    The UPU, which is the apex Urhobo socio-cultural body, was established on Nov. 3, 1931.

    Omo-Agege, who delivered a lecture entitled: “Challenges and Prospects of Urhobo Progress Union in Contemporary Time”, stressed the need for peaceful coexistence between the farmers and the herders.

    “I plead with our people that the current heated temperature in the Nigeria polity is commonplace in a developing society.

    “I urged our people to be patient as the government continues to grapple with this problem,” he said.

    The senator called for unity among the Urhobo people, noting that the consequences of disunity were dreadful.

    He said Urhobo, being the fifth largest ethnic nationality in the country, has great numerical strength, adding that they had not been able to utilise this politically.

    “The loss of political power as a consequence of lack of unity among the Urhobo has clearly made the empowerment of our people and development of UrhoboLand difficult.

    “Let me be clear and emphatic, we are better and stronger together. The consequences of lack of unity are dreadful. Urhobo is created for greatness,” he said.

    Omo-Agege, who frowned at the poor quality of education in the country, said that the Federal Polytechnic, Orogun in Ughelli North Local Government area, would begin academic activities in September 2022.

    He urged the Urhobo sons and daughters, particularly the youth to play their parts in the quest for the socioeconomic and political advancement of the Urhoboland.

    Also, the Speaker, Delta House of Assembly, Mr Sheriff Oborevwori, said that UPU, being Nigeria’s foremost sociocultural organisation, at 90th called for celebration.

    Oborevwori, represented by Mr Solomon Ighrakpata, a member representing Uvwie Constituency at the Delta House of Assembly, said that UPU was a strong voice to address issues bordering on Urhobo nation.

    He called for sustained unity and cohesion among the people of Urhobo.

    Earlier, the President-General of UPU, Mr Moses Taiga, said that the organisation started as Urhobo Brotherly Society in 1931.

    Taiga called for unity and continuity of purpose among the people.

    In attendance were sons and daughters of Urhobo within and in the Diaspora, including the traditional rulers.

    Efforts by the Deputy Senate President, Ovie Omo-Agege (APC, Delta Central) and other Niger Delta Senators to demand for an upward review of contributions by oil companies to host communities of the Niger Delta region on Thursday met a brick wall from lawmakers.

    TheNewsGuru.com (TNG) reports the Senate passed the Petroleum Industry Bill (PIB) during Thursday’s plenary, and approved 3 percent contributions by oil companies to host communities.

    The upper chamber reviewed downward a Joint Committee’s recommendation that 5 percent be paid as contribution to the host community development fund.

    Senators in the majority voted for 3 percent contribution to the host communities, following an amendment to Clause 240(2) by Senator Ahmad Babba Kaita (APC, Katsina North), which was seconded by Ibrahim Gobir (APC, Sokoto East).

    The approval of 3 percent for host communities represents an upward review of 0.5 percent from the previous 2.5 percent contribution to the host community development fund.

    Efforts by Ovie Omo-Agege (APC, Delta Central), Senators James Manager (PDP, Delta South), George Thompson Sekibo (PDP, Rivers East), and Albert Bassey Akpan (PDP, (PDP, Akwa-Ibom North East) to demand an upward review met a brick wall from lawmakers.

    Sekibo, in a move to sustain his agitation for an increase in contributions to host communities, relied on Order 73 of the Senate Rule and called for a division.

    However, Senate Leader, Yahaya Abdullahi (APC, Kebbi North) prevailed on Sekibo to withdraw his call for division, and reminded him of the commitment of Senators of the Ninth Assembly in fostering unity while keeping in mind their obligation at all times to protect the national interest.

    The Senate Leader’s plea was accompanied by a subtle reaction from the Senate President, Ahmad Lawan, who reminded Sekibo of the overwhelming support demonstrated by lawmakers who had earlier approved that host communities receive remediation and relief from monies accruing from gas flaring in the PIB.

    Sekibo at this point withdrew his earlier call for division.

    TNG reports the Senate recorded a historic feat on Thursday with the passage of the complete version of the PIB, which defied passage in previous assemblies over the last twenty years.

    The bill was passed after a clause-by-clause consideration of a report by the Joint Committee on Downstream Petroleum Sector; Petroleum Resources (Upstream); and Gas on the PIB.

    The Chairman of the Joint Committee, Sabo Muhammed Nakudu, delivered a presentation on the Committee’s report moments before the upper chamber held a closed session to receive briefing by the Petroleum Minister, Timipre Sylva, and the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Mele Kyari.

    The closed session which started at 11:10am ended at 12:40pm.

    In his presentation, the lawmaker said that the Petroleum Industry Bill consists of five distinct chapters which include Governance and Institutions; Administration; Host Communities Development; Petroleum Industry Fiscal Framework; and Miscellaneous Provisions comprising 319 clauses and 8 schedules.

    According to him, the bill’s passage and eventual assent into law would strengthen accountability and transparency of NNPC limited as a full-fledged company under statutory/regulatory oversight with better returns to its shareholders – the Nigerian people.

    He added that the Joint Committee’s recommendation on Frontier Basins recognized the need for Nigeria to explore and develop the country’s frontier basins to take advantage of the foreseeable threats to the funding of fossil fuel projects across the world due to speedy shift to alternative energy sources.

    During a clause-by-clause consideration of the bill, the upper chamber approved the funding mechanism of thirty percent of NNPC limited’s oil and gas profit in the production sharing, profit sharing, and risk service contracts to fund exploration of frontier basins.

    It also approved Clause 4 of the bill which seeks the establishment of the Nigerian Upstream Regulatory Commission to provide technical regulatory functions that would enforce, administer and implement laws, regulations and policies relating to upstream petroleum operations.

    The Commission would, among others, ensure compliance with applicable national and international petroleum industry policies, standards and practices for upstream petroleum operations; and establish, monitor, regulate and enforce health, safety and environmental measures and standards relating to upstream petroleum operations.

    In addition, the upper chamber while adopting the Committee’s recommendation to retain provisions in Clause 29 of the bill, approved the establishment of the Nigerian Midstream and Downstream Petroleum Regulatory Authority.

    Clause 29(3) empowers the Authority to be responsible for the technical and commercial regulation of midstream and downstream petroleum operations in the petroleum industry in Nigeria.

    Its function include implementing Government policies for midstream and downstream petroleum operations as directed by the Minister; and to promote, establish and develop a positive environment for international and domestic investment in midstream and downstream petroleum operations.

    Others are to ensure strict environmental implementation of policies, laws and regulations for midstream and downstream petroleum operations; and to develop and enforce a framework on tariff and pricing for natural gas and petroleum products.

    The recommendation of the Joint Committee was amended in Clause 52(7d) to ensure that all monies received from gas flaring be channeled for the purpose of environmental remediation and relief of the host communities as against the development of infrastructure in midstream gas operations.

    The upper chamber, however, retained the recommendation of the Joint Committee in Clause 53 which empowers the Minister of Petroleum Resources to incorporate the Nigeria National Petroleum Corporation as a limited liability company to be known as NNPC Limited, six months after the commencement of the Act.

    Accordingly, the adopted Clause 53 mandates the Minister of Petroleum Resources at the incorporation of NNPC Limited, to consult with the Minister of Finance to determine the number and nominal value of the shares to be allotted, which would form the initial paid-up share capital of NNPC Limited.

    Consequently, the Senate approved ownership of all shares in NNPC Limited to be vested in the Government at incorporation and held by the Ministry of Finance Incorporated on behalf of the Government.

    The Senate President, Ahmad Lawan, in his remarks after the eventual passage of the PIB, congratulated the Ninth Assembly and Joint Committee on Downstream Petroleum Sector; Petroleum Resources (Upstream); and Gas for the “tremendous and historical achievement of passing the long awaited Petroleum Industry Bill.”

    According to him, the passage of the PIB was an indication that the “demon” behind its non-passage in the past had been finally defeated.

    He added, “I must commend the leadership of the House of Representatives, too, for providing leadership to ensure that our Joint Committees in the Senate and the House work together to produce the report that we have just passed.

    “Let me say that the Ninth Senate and, indeed, the Ninth National Assembly has achieved one of its fundamental items on the legislative agenda.

    “We promised Nigerians that we will do our best to pass the PIB that has defied passage or defied assent. At least, the demons are being defeated in this chamber.”

    Lawan appealed to President Muhammadu Buhari to give expeditious assent to the bill when it is eventually forwarded to him by the National Assembly.

    The Senate, thereafter, adjourned plenary till next week Tuesday, the 6th of July, 2021.

    Meanwhile, the House of Representatives during it’s Thursday plenary adopted the report on PIB for passage at the Committee of the Whole.

    The Executive bill, which sought to reform the oil and gas sector and ensure its governance met with best global standards, was presented by the Chairman of House Committee on PIB, Rep. Mohammed Monguno (APC-Borno).

    TNG reports following the adoption of the report, the bill will now be scheduled for third reading and final passage by the House.

    Presenting the report, Monguno said that the PIB had suffered lots of setbacks in the parliament since its introduction in 2000.

    He said that the bill sought to address the very core aspect of the nation’s economy which largely depended on the oil and gas sector.

    “The bill also seeks to unbundle the Nigeria National Petroleum Corporation (NNPC) so that it will become NNPC limited and for it to be run commercially,” he said.

    The lawmaker said that the bill, when passed into law, would ensure transparency in the oil and gas sector by addressing the challenges facing the sector through various funding that would be put in place.

    Monguno also said that the bill would attract investors and ensure competitiveness in the oil and gas sector in line with world best practices.

    Deputy Speaker, Ahmed Wase, who presided over the session, read out the 318 clauses of the bill and members voted in support.

    In his remarks, the Speaker of the House, Rep. Femi Gbajabiamila, commended the lawmakers for their cooperation and for adopting the report.

    He said that history would remember them positively for adopting the report which has eluded the parliament for many years as a result of various interests.

    Gbajabiamila also announced that the Electoral Amendment Bill would come up for consideration and adoption next week before the house embark on its 2021 long vacation on July 14.
