    Makinde blows hot, vows not to pay sacked LG Chairmen

    Gov Seyi Makinde of Oyo State says he will not pay the sacked local government chairmen until the Supreme Court orders him to do so.

    Makinde said this on Saturday in Ibadan while commenting on the garnishee order on the state government accounts recently secured from an Abuja Federal High Court by the local government chairmen sacked by the governor in 2019.

    Justice A.O. Ebong had, on Dec. 15, issued an order attaching the state government’s accounts in 10 commercial banks in the country.

    Ebong gave the order while ruling on a garnishee proceeding initiated by the local government chairmen who were sacked by the governor May 29, 2019.

    The Supreme Court had, on May 7, 2021, voided the sack of the chairmen and councillors, as pronounced by the governor on the day of his inauguration for his first term in office in 2019.

    The sacked council chairmen had gotten a N4,874,889,425.60 judgement against Makinde and other officials and agencies of the state, of which N1.5 billion had been paid, leaving a balance of N3.5 billion.

    But, Makinde, in his reaction to the court ruling, said that his government would not bow to pressure to pay the state’s money into wrong hands until all legal means were exhausted.

    He insisted that the sacking of the former council chairmen in 2019 was justified because their elections were premised on unconstitutionality.

    The governor also described the ruling obtained from the federal high court in Abuja as an abuse of court process.

    “The ex-LG chairmen will not get a dime until the supreme court asks us to pay. I will not pay into wrong people. This is a government that is based on the constitution,” he stated.

    Also responding to the alleged conversion of Agodi forest to a housing estate, Makinde said that those agitating against the move were ill-advised.

    He maintained that the decision would benefit the state both economically and security-wise.

    Oyo State Government says it is still studying the ruling of an Abuja Federal High Court that ordered the freezing of 10 of its bank accounts.

    Special Adviser to the Governor on Media, Mr Sulaiman Olanrewaju, stated this in a chat in Ibadan on Friday.

    Recall that Justice A.O. Ebong had, on Dec. 15, issued an order attaching the state government’s accounts in 10 commercial banks in the country.

    Ebong gave the order while ruling on a garnishee proceeding initiated by the local government chairmen who were sacked by Gov. Seyi Makinde on May 29, 2019.

    But, the special adviser, while speaking with NAN, said that the court ruling was still being studied by the office of the Attorney-General and Commissioner for Justice.

    He said that after the ruling must have been properly studied, the state government would now come up with its own position on the issue at stake.

    “You will agree with me that it is a sensitive matter. So the ruling needs to be properly studied after which government will now come up with its own position,” Sulaiman said.

    Makinde assents to N438.4bn Appropriation Bill for 2024

    Meanwhile, Gov. Seyi Makinde of Oyo State, on Friday, gave his assent to the N438.4 billion Appropriation Bill for  the 2024 fiscal year.

    In a brief speech after signing the document at the Executive Chamber of the Government House, Makinde said he would ensure that the budget achieved at least 80 per cent performance.

    He solicited the support of the lawmakers and organised labour for the effective implementation of the budget for the financial year.

    The Governor had on December 5 presented N434.2 billion budget proposal, tagged “Budget of Economic Recovery” to the House of Assembly.

    It comprised N222.3 billion for capital expenditure and N211.8 billion for recurrent expenditure.

    The lawmakers, however, raised the estimate by N4.2 billion, bringing the sum to N438 billion.

    The installation process of the 21st Soun of Ogbomoso, on Tuesday, climaxed with the presentation of staff of office/instrument of office to Oba Ghandi Olaoye by Gov. Seyi Makinde of Oyo State.

    TheNewsGuru.com (TNG) reports Oba Olaoye is a former Pastor with the Redeemed Christian Church of God (RCCG).

    The presentation of the Soun of Ogbomoso staff of office comes after a protracted legal tussle.

    Makinde, in his remarks, urged the 62-year-old traditional ruler to take steps that would ensure unity in Ogbomoso land.

    He also enjoined the new Soun of Ogbomoso to embark on activities that would fast-track development in the ancient town.

    The governor, who noted that there wasn’t a central traditional council in the state, said that the new royal father should work toward ensuring that there was unity among traditional rulers in the state.

    He particularly called on Oba Olaoye to work assiduously to ensure that the State Council of Traditional Rulers became functional again.

    Makinde said that his administration would soon reconstruct the House of Chiefs within the secretariat complex to allow the traditional rulers to hold their meetings in a conducive atmosphere.

    He called other contestants to the Soun throne to put the experience behind them and support the new traditional ruler.

    “I’m looking forward to seeing those who went to court to challenge the new oba withdrawing their cases as a show of love for Ogbomosoland,” he said.

    In his address, Oba Olaoye appealed to all the stakeholders in the Ogbomoso land project to join hands with him to ensure that the ancient town attained its great potential.

    “It is a well known fact that the sons and daughters of Ogbomoso land are among the most industrious entrepreneurs in this country.

    “No community can embark on any significant development that we want for Ogbomoso land without government’s inputs.

    “We are thankful for the roles that the governments at all levels – federal, state and local governments – are playing in the development of Ogbomoso land,” he said.

    He particularly appreciated the Makinde-led administration for the attention given to Ogbomoso since its inception.

    The historic installation ceremony, which kick-started Oba Olaoye’s reign, was held at Ogbomoso Stadium.

    A galaxy of dignitaries from all walks of life, including former Vice-President Yemi Osibajo, Gov. Ademola Adeleke of Osun and Kwara Deputy Governor, Mr Kayode Alabi, witnessed the event.

    Secretary to the Government of the Federation (SGF), Sen. George Akume, was represented at the occasion by Mr Olusekun Adekunle, while the Ooni of Ife, Oba Enitan Ogunwusi, Olu of Warri, Ogiame Atuwatse and Oluwo of Iwo, Oba Adewale Akanbi were also present.

    Recall that the Soun stool became vacant after the passing away of Oba Jimoh Ajagungbade in December 2021 at the age of 95, after reigning for 48 years.

    Governor Seyi Makinde presents N434.2bn 2024 budget to State Assembly

    The governor of Oyo state, Seyi Makinde on Tuesday, presented a N434.2 billion 2024 Appropriation Bill to the State House of Assembly for consideration and approval.

    The Appropriation Bill christened ‘Budget of Economic Recovery’, includes N222.3 billion for capital expenditure and N211.8 billion for recurrent expenditure.

    Makinde added that the 2024 budget anticipates an increase of N72 billion in Internally Generated Revenue, with a monthly average of N6 billion.

    Education got the largest portion of the budget with N90.6 billion or 20.8 per cent, followed by infrastructure with N74.3 billion or 17.1 per cent.

    The health sector is third with N40.9 billion, or 9.4 per cent, while agriculture ranks fourth with N15.8 billion, or 3.6 per cent.

    The governor noted that the budget includes projects, programmes, and measures “that, when implemented, will cushion the impact of the hardship the people are experiencing as a result of the removal of fuel subsidies”.

    Makinde also stated that his administration would continue to employ technology to close loopholes, adding there are no plans to raise taxes.

    He asked the House of Assembly to expedite the passage of the budget for the benefit of the state’s economy and the people of Oyo State.

    Following the presentation, the Speaker of the House of Assembly, Mr. ‘Debo Ogundoyin (PDP Ibarapa East), assured the governor that the Appropriation Bill would be considered expeditiously.

    Gov. Seyi Makinde of Oyo State has appointed his Chief Press Secretary (CPS), Mr Sulaimon Olanrewaju, as his Special Adviser (SA) on Media.

    This is according to a letter signed by the Chief of Staff to the Governor, Mr Segun Ogunwuyi.

    It indicates that Olanrewaju is to combine the role of the Special Adviser to the Governor on Media with his current portfolio.

    The governor also approved appointments of other Special Advisers (SAs), Senior Special Assistants (SSAs), Special Assistants and Board Chairmen across various portfolios, Ministries, Departments and Agencies.

    The appointees include Mr Suraj Abiodun as Special Adviser on Education Intervention, and Dr Nureni Adeniran as Chairman, State Universal Basic Education Board (SUBEB).

    Also appointed was Dr Gbola Adetunji as Chairman, Oyo State Agency for the Control of AIDS (OYSACA).

    Alhaji Murtala Ahmad and Mr Nwosu Innocent were also appointed as Special Assistants on Community Relations, Arewa and Igbo Communities respectively.

    In addition, Mr Saka Olawale was appointed as a Senior Special Assistant on OYSIEC.

    Mr Yemi Taiwo was appointed the Chairman, Oyo State Library Board while Mr Rauf Adekunle becomes Chairman, Oyo State Pension Board.

    The governor, however, charged the new appointees to discharge their duties with dedication and loyalty to the state.

    Funeral: What Oyo ex-lawmakers want FG to do for Pa Akinkunmi

    The members of the 7th Oyo State House of Assembly have urged the Federal Government to allow the national flag be flown at half-mast whenever Pa Taiwo Akinkunmi, would be buried.

    Pa Taiwo Akinkunmi was the designer of the National Flag.

    The lawmakers, who served between 2011 and 2015 under the speakership of Sen. Monsurat Sunmonu, stated this on Wednesday while addressing newsmen at the end of their meeting held in Ibadan.

    According to Sunmonu, who presided over the meeting, the 7th assembly invited Pa Taiwo Akinkunmi to the plenary precisely in June 2013 and asked so many questions as regards how he designed the national flag.

    “Having realised the contribution of Pa Akinkunmi to the nation, we wrote an open letter to the then President, Dr Goodluck Jonathan, who invited us to the villa to intimate him about Pa Akinkunmi contributions.

    “President Jonathan subsequently took our advice and Pa Akinkunmi was given a national award and appointed as life-long Special Adviser to the nation’s President.

    “Now the national flag designer has passed away but we believe that Nigeria still has a lot to do for him, even in death, as long as Nigeria flag still remains.

    “We will appreciate if the Federal government and all the States in Nigeria could put the national flag half mast on the day of his burial to show that we do appreciate the man, even in death,” Sunmonu stated.

    The 7th Assembly Speaker used the opportunity to appreciate the Federal and state governments for promising to organise a beffiting burial for Pa Akinkunmi, saying they are looking forward to that promise.

    Sunmonu, however, said that whatever the state and federal governments would do during Pa Akinkunmi’s burial would be for the country and not for the 7th assembly members or his family.

    Drama as Oyo college students, staff hold EFCC operatives hostage

    The Economic and Financial Crime Commission (EFCC) has said seven of its operatives were allegedly attacked and held hostage by staff and students of the Federal College of Forestry, Ibadan, Oyo State.

    The commission,  in a statement on its website, on Wednesday, said that the operatives from the Ibadan Zonal Command were attacked in the school on Tuesday, while on a routine verification exercise of a surety, Azeez Kazeem Oluwakemi.

    “The operatives were in the college to authenticate the address and identity of Oluwakemi, who stood as a surety for Alakinde Khalid Kolawole, a suspected internet fraudster in the custody of the Commission.

    “A surety verification exercise is a standard law enforcement practice for the perfection of the bail conditions of a suspect. This fact occasioned the mission of EFCC’s operatives at the college.

    “For some inscrutable reasons, students and staff of the college went on a frenzy of attacks against operatives of the EFCC, who were on an authorized assignment,” it stated.

    The commission said that this was in spite of the fact that the college community was duly informed about the mission of the EFCC’s team.

    “The college’s Student Union President, in concert with his colleagues and some staff of the institution, reportedly ignited a violent confrontation with operatives of the EFCC.

    “Two main entrance gates to the college were barricaded with a car believed to be owned by one of the lecturers of the college.

    “The bus that conveyed operatives to the college was vandalized, even as students and staff of the college threw stones and dangerous objects at the vehicle.

    “A rescue team that came successfully released the seven operatives held hostage by the riotous crowd,” it stated

    The commission said that it was noteworthy that its operatives exercised restraint in the face of the unprovoked attack and refrained from applying any force against the belligerent attackers.

    “No student or staff of the college was shot, as armed operatives merely fired into the air to disperse the unruly crowd.

    “The Commission wishes to assure the public that it will continue to perform its duties in line with its mandate, and unprovoked attacks against personnel of the Commission will no longer be tolerated.”

    Oyo: Tribunal dismisses APC petition, affirms Adigun’s election

    The National and State Assembly Elections Petitions Tribunal, sitting in Iyaganku, Ibadan, on Monday, affirmed the election of Abass Adigun for the Ibadan North East/South East Federal Constituency.

    The tribunal dismissed the petition filed by Adedapo Lam-Adesina of the All Progressives Congress (APC), challenging Adigun’s victory in the February 25 poll.

    The tribunal dismissed the petition and awarded N1.5 millon cost in favour of Adigun (a.k.a. Agboworin) of the Peoples Democratic Party (PDP).

    A breakdown of the cost showed that Adigun, PDP and the Independent National Electoral Commission (INEC) were awarded N.5 million each.

    Lam-Adesina, a former member of the House of Representatives, had approached the tribunal to challenge Adigun’s qualification to contest the election.

    He also alleged that Adigun did not win the majority of the lawful votes cast at the election and requested that the Certificate of Return issued to him be withdrawn.

    He further asked the tribunal to order the respondent to refund to the House, all the entitlements he had enjoyed.

    In the alternative, Lam-Adesina, who claimed that INEC did not conduct the election in substantial compliance with the provisions of the Electoral Act, asked that the February 25 poll and that of the supplementary of April 15 be annulled.

    Relying on a report from an online search engine tagged: Spokeo.com, the petitioner alleged that Adigun forged his academic certificates, using different surnames, such as Adigun and Amusat, in his WASC and Diploma Certificate.

    He further asserted that the second respondent also held Nigeria and the U.S. citizenship.

    Mr  Yusuff Ogunrinde, the Consel for Adigun, urged the tribunal to dismiss the petition and affirm Adigun’s victory, saying that all the grounds of the petition were unsubstantiated.

    In the one hour, 48 minutes judgment read by Justice Yakubu, the tribunal said it found that the issue of Adigun’s qualification for the election was a pre-election matter and so was not an issue for determination by the tribunal.

    On the allegation that Adigun forged his certificates, the tribunal said that the petitioners failed in their evidence because they could not produce the original documents and juxtapose them with those they considered fake.

    “Adigun was used 23 times in different documents and Abass and Amusat used 8 times, he was not even criminalised for using the names.

    “Use of more than one name is even long settled and no law forbids anybody for using more than one name.

    “There was no convincing evidence that the second respondent is not the owner of the names. It does not tantamount to forgery.

    “To forge is to make another copy of the original, to fabricate or deceive. The petitioners did not present the original and the forged copies of the said documents,” the Judge said.

    On the allegation of dual citizenship, the judge cited section 134 (1)(a) of the Evidence Act, saying, “I have looked through the evidence, I could not see anywhere the respondent’s place of birth is proved not to be Ibadan.

    “Can he then be said not to be a Nigerian citizen? It is not a ground for disqualification.

    “I am of the view that any other interpretation aside what is contained in the Constitution does not hold water,” the tribinal said.

    It further resolved that Adigun is a Nigerian by birth and that acquiring the U.S. citizenship “does not extinguish the fact that he is a Nigerian by birth.

    “I therefore cannot agree that the second respondent should be disqualified on the ground of dual citizenship.

    “INEC cleared the second respondent through his credentials. There was no evidence adduced that he is not the owner of the certificates presented.

    “The first petitioner even said in his evidence that he does not know anything about spokeo,” the judge said.

    The tribunal, therefore, dismissed the petition as baseless and lacking in merit.

    Accordingly, it ruled that “the election that produced the second respondent is hereby affirmed and the petition is dismissed”.

    Makinde appoints Adekoya as OYRTMA Chairman

    Gov. Seyi Makinde of Oyo State has appointed a retired military officer, Maj. Adesagba Adekoya, as the chairman of the Oyo State Road Traffic Management Authority (OYRTMA).

    A statement issued in Ibadan on Monday by the Chief Press Secretary to the Governor, Mr Suleimon Olanrewaju, said the appointment was contained in a letter signed by the Chief of Staff to the Governor, Segun Ogunwuyi.

    The governor congratulated the new chairman of the state’s road traffic agency and charged him to discharge his duty with absolute loyalty, dedication and diligence.

    Adekoya was until his appointment the Operation and Service Manager of the Halogen Group, a private security outfit.

    He had served in different capacities in the Nigerian Army, including being the Officer Commanding, 31 Artillery Brigade Provost Company and Deputy Commandant, Nigerian Army Corps of the Military Police Camp.

    The appointment is with immediate effect.

    Ademola Babalola, the Oyo State Council Chairman of Nigeria Union of Journalists (NUJ), says the Council has helped the nation greatly with its just-ended 2023 Press Week.

    Babalola, while speaking on Friday in Ibadan, said the Council through different stakeholders engagements and activities during the week had set agenda for economic prosperity for Nigeria.

    The week’s activities ended on Friday with the Awards/Pen programme to mark the grand finale.

    The 2023 press week had the theme, “Nigerian Economy: Reimaging Education System for the Fifth Industrial Revolution”.

    Babalola said this had attracted the attention of policy makers and stakeholders in the political and economic sector to the urgent need to revive the country’s economy.

    “We have gathered to celebrate ourselves as journalists, to enlighten the public and share ideas with government on how to progressively pilot the affairs of the country.

    “We have also come together as journalists to see how far we have gone in the last one year.

    “But one thing that has been so special about this year’s celebration is that we have been able to set agenda for the government in the area of economic development.

    “It is no more news that there is poverty in the country, as many parents are finding it difficult to give their children the best in terms of education, feeding and shelter,” he said.

    The Oyo State NUJ Council Chairman urged government to adopt the use of technology to advance the country’s economy.

    “China and other developed countries are doing well economically because they have high level of technology adoption.”

    He added that there was also the urgent need put more efforts towards a quick actualisation of the current administration’s economic policies.

    “The exchange rate of the U.S. dollar to the Naira is now worrisome and this calls for urgent attention.”

    Also speaking, the NUJ National President, Mr Chris Isiguzo, had urged journalists to always give their safety ultimate attention while discharging their duties.

    Isiguzo, who was represented at the event by the Vice-President, NUJ Zone B, Ronke Afebioye-Samo, noted that journalists always faced a lot of risks in the course of their duties.

    Earlier, the President-General, Central Council of Ibadan Indigenes (CCII), Mr Niyi Ajewole, had lauded Oyo State NUJ’s positive contributions to the development of Ibadan, Oyo state and Nigeria.

    NAN reports that the event featured the presentation of awards to several individuals, including the Deputy Chairman (South), Peoples Democratic Party (PDP), Amb. Taofeek Arapaja.
