    Soldiers on Tuesday arrested looters that invaded the NYSC camp warehouse and retrieved palliatives from hoodlums.

    TheNewsGuru.com (TNG) reports that as at 9.25am suspected hoodlums invaded the Kubwa NYSC camp and carted away food items but the army retrieved most items after a door to door search.

    Four Hilux vehicles loaded with armed soldiers moved from house to house in Kubwa to retrieve looted items from the NYSC camp.

    A police helicopter was also on surveillance as the armed soldiers moved from one house to the other to retrieve the items.

    All links leading to the camp were barricaded by the soldiers.

    CACOVID said it set out to provide relief for 2 million households, which would translate to more than 10 million Nigerians.

    According to CACOVID, each household is supposed to receive 10kg bag of rice, 5kg bag of garri/semolina, one carton of pasta, two cartons of noodles, 5kg of sugar and 1kg of salt adding that it worked with state governors and the minister of the federal capital territory to ensure food items reached the beneficiaries.

    Nigerians have discovered warehouses of COVID-19 palliatives in Lagos, Osun and Plateau to mention a few.

    “Unfortunately, the very large size of the order and the production cycle required to meet the demand caused delays in delivering the food items to states,” it explained.

    It said the first set of deliveries did not start until June and the delivery has been staggered which in turn led to different distribution timelines for states.

    “As of October 2020, a sizeable portion of the items had been delivered but yet to be distributed by governors,” CACOVID explained.

    “Although various states and the FCT had commenced flag-off of the distribution of the food items since early August, some could not conclude the distribution as they were yet to receive complete deliveries of the items delivered to them.

    “As of today, October 26, 2020, some states have confirmed completion of their distribution while others were in the process of proceeding with the distribution before these lootings took place.”

    The coalition assured that it would publish the full delivery schedule and flag-off date by each state.

    It also said KPMG, its external auditor, is on the verge of completing the audit of all donations as well as food and medical items procured.

    CACOVID is a COVID-19 relief initiative spearheaded by the Central Bank of Nigeria in partnership with the private sector.

    Kaduna condemns looting of COVID-19 palliatives, orders thugs’ arrest

    Kaduna State Government says it will trace arrest and prosecute those who looted COVID-19 items in the state on Saturday.

    The Deputy Governor, Dr Hadiza Balarabe, said this in a state-wide broadcast on Sunday, adding that security agents had already arrested some of those involved.

    Balarabe said, “There can be no other word but theft for describing the looting of food items donated by CACOVID.

    “We have met community leaders and made it clear that what happened yesterday will not be tolerated. There can be no excuses for the crimes we have witnessed.

    “The state is obliged to find and prosecute those involved in the criminal actions that unfolded yesterday.

    “For the sake of every law-abiding and hardworking citizen, we cannot indulge those who think they are exempted from the obligation to respect the law and the right of others to their lives and property.

    “Those who instigated these actions and who sadly persist in incitement should also expect to hear from the law.”

    Balarabe cautioned that “much of the looted property is a threat to public health, including the expired and dangerous drugs that were taken from NAFDAC and the 8,000 tons of chemically treated soybeans stolen from a private feeds processing company.”

    She acknowledged security agencies for averting the spiral of violence and arresting some of the persons involved in the looting.

    “I call on all the people of Kaduna State to uphold law and order and to cooperate with the security agencies as they enforce the curfew.

    “We call on citizens to remain vigilant as security reports indicate that persons desperate for bloodshed and anarchy continue to seek avenues to shatter the state, using rumours, fake news and incitement.

    “We call on traditional rulers, community and religious leaders to assist security agencies to fish out the criminals involved in the regrettable spate of looting.

    “We acknowledge the citizens who have been active in verifying information and combatting fake news.”

    The acting governor explained that the 24-hour curfew imposed on the state was to prevent criminal elements from undermining the law and placing lives and property of the people in danger.

    36 states dragged to ICPC over hoarding of COVID-19 palliatives

    The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has been asked to probe the alleged hoarding of COVID-19 palliatives in warehouses in many states of Nigeria.

    Socio-Economic Rights and Accountability Project (SERAP), the petitioner, said the palliatives ought to have been distributed to the poorest and most vulnerable people during the lockdown.

    SERAP urges ICPC to publish the outcome of the investigation.

    SERAP’s petition followed reports that some people have discovered and taken away COVID-19 palliatives stored in warehouses in many states.

    In the petition sent to Professor Bolaji Owasanoye, Chairman, ICPC, SERAP asked the agency to “ensure the prompt and effective prosecution of anyone suspected to be responsible, if there is relevant and sufficient admissible evidence of hoarding and diversion of the palliatives.”

    The petition dated 24 October, 2020 was signed by SERAP deputy director Kolawole Oluwadare, the organization. A copy was sent to Professor Itse Sagay, Chairman, Presidential Advisory Committee Against Corruption (PACAC).

    Part of the petition reads: “It would seem that Nigerian authorities asked people to stay at home as a protective lockdown measure but then failed to discharge a legal responsibility to timely, effectively, and transparently distribute COVID-19 palliatives to ease the hardship faced by the poorest and most vulnerable people.”

    “Unless promptly investigated, the allegations of hoarding and diversion would undermine public trust in any efforts to bring the spread of the pandemic under control, exacerbate the negative impact of the crisis, and deny those most in need access to basic necessities of life.”

    “Tracking, monitoring and ensuring COVID-19 palliatives are timely, effectively, and efficiently distributed to those most in need would improve transparency and accountability, respect for human rights, as well as remove the possibility of political considerations or bribery in the distribution of the palliatives.”

    “Serious concerns that the alleged hoarding of COVID-19 palliatives in several states and the apparent failure to timely, effectively, efficiently, and transparently distribute the palliatives and other reliefs to the poorest and most vulnerable people have continued to deny many citizens the much-needed support.”

    SERAP also urged the ICPC “to visit the states where COVID-19 palliatives have been discovered in warehouses, and to track and monitor the distribution of palliatives across the 36 states of the country, and the Federal Capital Territory, Abuja, to remove the risks of diversion, and ensure that the palliatives get to those most in need, and not used for political or corrupt purposes.”

    “Some people have reportedly discovered and taken away COVID-19 palliatives stored in warehouses in several states including Cross River, Edo, Ekiti, Kwara, Kaduna, Lagos, Osun, Plateau and Taraba states, with some of the people reportedly saying: ‘the food is ours but they are keeping it for themselves’.”

    “Promptly attending to these recommendations would show your agency’s willingness to proactively exert your mandates, as this would act as a deterrent against breaches of Nigeria’s constitution, anti-corruption legislation and international standards, as well as ensure the transparent and accountable distribution of COVID-19 palliatives and other reliefs.”

    “SERAP notes that billions of naira have been budgeted and donated to respond to COVID-19 and help ease the resulting impact and hardship on the poorest and most vulnerable people. Nigeria has also received millions of dollars in international aid and announced programmes to help citizens through the lockdown, including direct distribution of food to millions of vulnerable households.”

    “This request is consistent with the Nigerian Constitution 1999 [as amended], the Independent Corrupt Practices and Other Related Offences Commission Act, and the country’s international obligations including under the UN Convention against Corruption, the International Covenant on Economic, Social and Cultural Rights and the African Charter on Human and Peoples’ Rights. Nigeria has ratified these treaties.”

    Minister of State in the Federal Capital Territory FCT, Dr Ramatu Tijjani Aliyu, has assured residents of the territory that palliatives in various stores across the territory are safe and secure, as security agents have been deployed to man the strategic reserves.

    The minister made the disclosure in a statement signed by his Special Assistant on Media, Mr Austin Elemue. Men of the FCT Command of the Nigeria Police Force had foiled an attempt by some youths to break into a warehouse at the Arts and Culture building in Area 10, Garki.

    The youths, numbering over 40 had invaded the area on Saturday morning and made attempts to gain entry into the building to evacuate palliatives warehoused in the place by the Federal Capital Territory Administration FCTA.

    However, Aliyu who explained that warehouses are supposed to stock supplies for emergency response including the recurrence of the COVID-19 pandemic, warning that “unsuspecting members of the public should therefore not be lured into criminality under the guise of ‘hoarded’ palliative food items in the territory”.

    The minister, also stated that the FCT Administration had in the past months distributed all items procured and also distributed donated items to the Area Councils, Community Associations, Non-Governmental Organisations (NGOs), Civil Society Organisations (CSOs) and Professional bodies/associations, stressing that the administration has continued to receive donations that are distributed on a continuous basis and in a transparent manner.

    She affirmed that details of such distributions are in the public domain, reaching more than a million households and individuals across the territory, adding that the Administration did ensure that CSOs and the ICPC participated in the distribution exercise to ensure transparency.

    Another COVID-19 palliatives warehouse busted in Osun State

    Another warehouse filled with Coronavirus disease (COVID-19) palliatives has been discovered and busted in Ede, Osun State on Friday.

    TheNewsGuru.com (TNG) reports residents of the State stormed the COVID-19 warehouse and started carting away food items stored in the warehouse.

    Video footages of the incident obtained by TNG that showed residents of the State moving away the food items using motorcycle had since gone viral.

    Others were seen running away with the food items. The residents were leaving the premises with bags of rice, cartons of noodle, packs of salts and sugar.

    This is coming barely 24 hours after the first warehouse was discovered in Lagos State.

    The palliatives were sponsored by the Coalition Against COVID-19 (CACOVID). They were discovered in a warehouse at the Cocoa Processing Industry in Ede.

    Hundreds of residents in Lagos, on Thursday, began carting away food items stacked in a warehouse in Monkey Village, Maza maza, in Amuwo Odofin.

    The food items, which were labelled ‘CACOVID, NOT FOR SALE,’ include bags of rice, macaroni, spaghetti, salt, garri, sugar and cartons of noodles.

    CACOVID (Coalition Against COVID-19), launched in March this year, is a private sector-led organisation established to assist the government in combating the coronavirus disease.

    Virtually all Nigerian newspapers carried the news on the day; some as lead story. But, it was the second most reported news item on the day. It was only topped by the reports about disappointment with organised labour for calling off the strike without any substantial concession from the Federal Government. It was total surrender by Labour and it signifies that the new fuel prices have come to stay until they are increased again any time soon. Strike is however not on my mind at the moment. It is another revelation of massive fraud involving a government programme. It was foretold – as usual – and the FG offered the same sort of elf-seeking assurances which have once again proved false.

    Specifically, the Independent Corrupt Practices Commission, ICPC, alleges that “it uncovered N2.67 billion in personal accounts, being payment made to some federal colleges for school feeding during lockdown.” The allegation, if true, will not be surprising to most of us who have been in the media for long. This particular incident merely illustrates four things about the African and Nigerian character.

    The first is our penchant to repeat the same mistake several times and by different governments. Call it stupidity or what you like. But, this is pervasive. Second is to base important projects and programmes on faulty premises. Utterances are illogical when you listen to them. The third is a stubborn refusal to listen to others who might have been through the experience before. Invariably, decisions are made and are irrevocable because government has made them – until the disasters foretold by critics stare everybody in the face. The fourth is premeditated fraud. It is known ab initio that the project will not work as conceived – but some people can derive material benefit from it. So, they get it approved; rake in their loot and wait for the consequences. Everybody already knows that Nigeria is one country where a person who embezzles billions stands a better chance of getting away with it than the one who steals a goat.

    Allocation of funds to federal schools during national lockdown has elements of all the four troubling characteristics. At least four of my daughters attended federal schools. So, I am familiar with their policies regarding shut down of those schools. Because they all strive to achieve federal character, their pupils come from all over Nigeria. All of them sent the kids home during the shutdown. That should tell the reader something. But, just in case the point is missed, permit me to explain why this was a pre-planned embezzlement.

    With the pupils scattered in all the 36 states and more dispersed within each state, it requires no more intelligence than that of the village idiot to know that it is impossible to feed mouths so widely separated – even if one has fleet of aircraft. So, why was any attempt made at all? The Minister of Humanitarian Services, who was responsible for this hoax, announced that President Buhari ordered it. I beg to disagree. The President of Nigeria is not that stupid. Instead, my suspicion rests on those who had been deceiving Buhari by claiming that they were feeding school children daily. In reality, there is no Nigerian child who received food daily in any state from start to finish. Osun, Kaduna and to some extent Ogun State performed best of all the 36 states. But, none scored 100%. Anybody claiming otherwise is a liar. So, deliberate fraud was embedded in the project right from start.

    Furthermore, once schools were closed down teachers dispersed. Only skeletal staff were left behind. Obviously, there probably was nobody to receive the funds or food on behalf of the kids. Even if there was, the recipients will be helpless. The foods could not have been distributed because school teachers were not listed among those exempted from lockdown.

    Apart from the query on who received the funds and products on behalf of the kids in federal schools, children in other schools were mostly not served either. Kids in Lagos Island come into mind.

    Lagos Island is unique among all the 774 Local Governments in Nigeria. Not only is it small and compact in size, it is almost impossible for any major new development to occur in any part of it for three days without the news reaching all the corners of our Island. Despite my health challenges, or because of it, which kept me at home all day, I was waiting to receive news of the children’s food being distributed. Till toady, none was received. Furthermore, I am yet to meet a parent or guardian whose school age kids got federal government food. Again, the question arises: who in Lagos Island received federal food?

    If anyone was surprised about the outcome of the scam, I was not among them. A strong warning was issued when the Buhari administration embarked on this ridiculous scam a few months ago. To the stupidity of officialdom, one must add deliberate lying as public policy. In fact, if any government reminds one that “Every government is run by liars, and nothing they say should be believed” (I.F. Stone, VBQ P 80).

    THEY CANT STOP LYING EVEN IN A SERIOUS NATIONAL EMERGENCY.

    Lagos, especially Lagos Island, will eventually expose the swindle. It is impossible for any largesse targeted specifically at the Island without the people knowing who got it and how it was shared. The recipients of this give-away programme will reveal how truly non-partisan the selection process has been. We know the members of various political parties and those, like me, who are totally independent. Not that we don’t already know what will happen; but, we want to see Hajia Farouq and the FG redeem their pledge on this matter.

    The Minister was not in charge of the School Feeding Programme for three years during the first term of the Buhari administration. Under previous Management the kids were fed with more fibs than food. Independent observers, like me, who visited several schools in many states raised alarm about the feeding fraud. We were ignored – until Mrs Aishat Buhari pointed to the scam in Kano state. That was the reason the programme is under new Management – with the same mindset towards kleptomania. If many schools received no food when schools were in session, is it now that all schools are shut down and Nigeria in total lockdown that the Ministry is promising to feed the kids? Who will cook the food and deliver them from house to house? Objective readers can see clearly that the entire programme is not only designed to fail, it is tailor-made for corruption.”

    That was written in April this year. But, because some heartless and selfish persons in government wanted to dupe the country at all costs, Buhari was persuaded to approve the swindle. I was in Ibadan a few days ago and several calls to friends revealed that school children feeding was a hoax in the capital of Oyo state. If no food was served in the city, could food be served in the rough terrains of Oke Ogun? Too many liars barawos run Buhari government.

    LAST LINE: You read the President’s address on fuel. That is your leader speaking. Any hope after that?

    The National Commission for Refugees, Migrants and Internally Displaced Persons (NCFRMI), under the leadership of Honourable Federal Commissioner, Senator Basheer Garba Mohammed is set to distribute another set of food items, clothes, academic materials, agricultural facilities and palliatives in 11 more states.

    According to a statement signed by the Special Adviser on Media and Publicity of the Commission, Sadiq Abdullateef, on Sunday. The beneficiary states are; Kwara, Adamawa, Borno, Yobe, Taraba, Cross Rivers, Sokoto, Kaduna, Akwa Ibom, Bayelsa and Plateau states.

    Speaking on behalf of the Honourable Federal Commissioner shortly before the departure of the officials to the respective states, the head of IDPs at the comission, Hajiya Fatima Mamman Daura said, in line with its mandate of ensuring continouos welfare for Persons of Concern (POCs) in the country, the commission is set for another disbursement of food items, clothes and palliatives to 11 more states.

    She further added that, the commission is totally concern about the plight of displaced persons in the country especially during this time of rain and they will continue to provide the neccessary facilities and amenities for the POCs to ensure a safer and better living.

    Also speaking, the head of refugees at the commission, Dahiru Bagiwa added that, since his appointment by President Muhammadu Buhari, Senator Mohammed has embarked on an aspiring task of making life better for the POCs.

    “This does not mean the commission will stop its emergency and protection based interventions afterwards. By definition of our mandate, we will continue to support the POCs in providing care and maintenance services as well as special interventions as the needs arise”, he concluded.
