  • N760.17b Paris Club refund: We’ll expose governors who lavish funds on mundane things – Wabba

    The Nigeria Labour Congress, NLC, has promised to name governors who wasted the first and second tranche of the Paris Club refund released to them by the Federal Government.

    TheNewsGuru.com reports that President Muhammadu Buhari recently expressed his displeasure at how the funds was poorly utilized by the governors.

    Angered by the refusal of the governors to clear workers’ backlog of salaries and pension despite the release,the NLC President, Comrade Ayuba Wabba on Tuesday said President Buhari should demand that the governors account for the money earlier received before any further release is made.

    Wabba said it was unfortunate that despite their promises to pay workers’ salaries and pension, the governors refused to live by their word.

    He said that some of the governors had even refused to disclose how much they received and how it was spent.

    Wabba accused the Chairman of the Governors Forum, Zamfara State Governor Abdulazeez Yari, who made a commitment on behalf of his colleagues of not spending the money judiciously.

    He said the President was reacting to its letter asking him not to approve the release of the third and last tranche of the fund to the governors until they account for what they have received.

    Wabba said: “It is our letter he was reacting to. At our CWC meeting, we called on him not to release the last tranche of the Paris Club refund to the states because the governors have not kept their word.

    You remember that Chairman of the Governors Forum alluded to the fact that they are committed to using the money to address the liability of pension and salaries. Unfortunately, the Chairman of the Governors Forum has not lived up to those words.

    As you are aware, our workers in Zamfara have shut down the state. He himself who made the pronouncement could not honour the words that he pronounced on behalf of his colleagues. That is to show the level of deceit that is actually in the system and that is why we decided to write to the President to ensure that there is a level of accountability to show that he is actually on the same page with the governors.

    Before the second tranche was released, they made commitments and used the payment of workers salaries and pensions as a bait to get the President to approve and get the money across to them. But immediately they got the money, majority of them diverted the money. Right now, we have a standard data as to what the situation is in all states of the Federation.

    Let me make the point that some has actually judiciously untilised their own, but some states… have refused to make available how much they received.”

    Wabba recalled that at the Kogi State House of Assembly, a member raised a motion to demand accountability on the Paris Club refund “and that resulted in the chaos we witnessed in the Assembly. That member had his head broken and the Speaker removed. That is the level of decay that is prevailing in some of those states.

    It means that Mr President is in touch with the real issues that is happening in every state. The fact that he is aware that some of the governors have not utilised the money in the direction that he appealed to them means that he is aware of what is happening.”

    The NLC chief spoke also on the use of consultants to get the refund.

    He said: “We learnt that about 5 per cent was deducted from source and used for the payment of consultants which eventually ended up in people’s pockets. We are also aware of those who diverted the money to build hotels and pay mortgages. It is really a bad situation.

    If we must fight corruption, those issues are issues that we must follow up and fight to their logical conclusion.

    In some of the states, our members used the Freedom of Information Act to demand how these money was utilised, but there has been no responses and I think that is most unfortunate. We have records of those states. We have also promised that we are going to name and shame those states that have not adequately utilized the bailout.

    We are working on the data and once they are ready, we will make them, available and we are going to engage states that have not transparently utilised the bailout fund for the purpose that it was meant for and for the benefit of their people. That is where we are now… that is why the situation of workers have not improved.

    Let me emphasied that some states have done extremely well and we are going to point this out very clearly.”

     

  • Paris Club refund: Governors to meet Buhari on Friday for release of final tranche

    President Muhammadu Buhari will on Friday meet with Governors of the 36 states of the federation at the Presidential Villa to discuss the release of the last tranche of the Paris and London Club refunds.

    The meeting which is at the request of the Governors, is to seek the President’s approval for the final release of N200billion Paris Club refund.

    “The governors are hoping the president will authorise the final release of the Paris Club refunds, which is about N200 billion so that they can fulfil their obligations to workers and pensioners and pay other bills in their states,” a source told ThisDay.

    According to him, when the Chairman of the Nigerian Governors’ Forum (NGF) and Governor of Zamfara State, Abdulaziz Yari, led a delegation of seven governors to London to visit the president, he had thanked them for “holding Nigeria together in his absence”.

    The Governors want to capitalize on the good relationship with Buhari, to seek his approval for the final release of the refunds.

    TheNewsGuru.com reports that President Buhari had approved the payment of the first tranche of N522billion on December 16 last year.

    In July, the then Acting President, Prof. Yemi Osinbajo approved the release of another N243.80billion as the second tranche of Paris Club refunds.

  • Akeredolu confirms receipt of N7bn Paris Club refund

    The Ondo State government on Thursday confirmed the receipt of N7 billion as its share of the second tranche of the Paris Club refund.

    The Chief Press Secretary to the Governor, Mr Segun Ajiboye, said in a statement in Akure on Thursday that 32.68 per cent of the sum would be allocated to local government councils while the state government would keep 67.32 percent as its share.

    “It is also important to note that according to the agreement reached between the states of the federation and the Federal Ministry of Finance, 75 percent of the share received by the state is devoted to payment of salaries and pensions while 25 percent is devoted to capital projects.

    “As a responsive government, the administration of Gov. Oluwarotimi Akeredolu, SAN, is committed to using the funds for the purposes they are meant to be used for.

    “The governor continues to seek the support of the workers and the people of the state in his desire to lay a solid foundation for a prosperous state,” Ajiboye added.

    TheNewsGuru.com reports that the Minister of Finance, Mrs. Kemi Adeosun had on Monday commenced the payment of the second tranche of payment to states after Acting President, Prof. Yemi Osinbajo gave the approval on May 4.

    Paris Funds: Breakdown shows Gov. Okowa received N27.6 billion

    The federal government has finally released breakdown of the Paris Club Refund distributed so far to 36 States in the country, including the Federal Capital Territory (FCT).

    According to the breakdown released by the Federal Ministry of Finance, the governor of Delta state, Senator Dr. Ifeanyi Okowa received the sum of N27,606,963,362.46.

    The breakdown shows that Delta state received the second highest sum with Rivers receiving the highest sum of N34,925,785,322.06 and Akwa Ibom in the third order, receiving N25,981,255,165.12.

    “This fund is strictly for settlement of salary and pensioners stipend,” the Ministry stated in the bulletin announcing the distribution.

    The Delta state government had earlier stated it received N14.5 billion in the first tranche, and released documents of how the sum was spent.

    However, presently, the Delta state government owes primary schools teachers 6 months salaries, secondary schools teachers 6 months salaries, local government workers 6 months salaries and pensioners 8 months salaries.

    Speaking with TheNewsGuru recently on the challenges with States government defaulting on paying salaries, a foremost Delta state Chief, Olorogun Robert Onome, Okpẹ Duke of Esezi Quarters, said the matter has to be addressed properly by the federal government.

    “The constitution created this problem,” he said, adding: “I do not know why States governments should get involved in local teachers’ and local government workers’ salaries”.

    He said primary schools teachers, secondary schools teachers, local government workers and local pensioners relate more with the local government councils than with the state and the federal governments, and that local councils should be given the autonomy of administration.

    Chief Onome went further to urge the FG to pay allocation directly to local governments for local governments to address local administrations directly.

  • Paris Club Refund: We’ll resolve all court cases amicably — Yari

    The Chairman of the Nigeria Governors Forum, Abdulaziz Yari, said the forum would resolve all pending court cases on the Paris Club refund.

    Yari said this while speaking with State House correspondents at the Presidential Villa, Abuja.

    Some consultants were said to have dragged the forum to court over their commission.

    Yari who is also the governor of Zamfara State said: “It (litigation) is because there is money involved, when there was no money nobody took us to court.

    “So, now that the money is there, some are saying that they have been either short-changed or are not being paid accordingly.

    “There are some issues that are in court and we are going to resolve them.”

    Yari said the forum would also protect the images of governors.

    “It is important to protect our images, that of the forum and each and every governor,” he said.
