    The Rivers State National Assembly Caucus has declared that loans being requested by President Muhammadu Buhari are unconstitutional and discriminatory in approach and scope.

    TheNewsGuru.com, (TNG) recalls that the Federal Government had written to NASS on resumption from its annual recess last week demanding for fresh loans of $4billion and €710million.

    The Rivers caucus apparently disappointed with the incessant loans and the manner the projects are Indiscriminately distributed among states has kicked against the move.

    The caucus in a statement issued and signed by their caucus leaders, Senator George Sekibo and Rep Kingsley Chinda stated that:

    “There’s no equity and fairness in the manner the projects are being distributed which flagrantly violates the provision of the Constitution.

    “The manner and approach so far adopted by the Buhari led Government obviously violated Sections 16(1) and 16(2) which states interlia that:

    “The State shall…… harness the resources of the nation and promote national prosperity and an efficient , dynamic and self reliant economy and control the national economy in such manner as to secure the MAXIMUM WELFARE, FREEDOM AND HAPPINESS OF EVERY CITIZEN on the basis of social justice and equality…..”

    “The State shall direct its policy towards ensuring (a) the promotion of a planned and balanced economic development (b) that the MATERIAL RESOURCES OF THE NATION are harnessed and DISTRIBUTED AS BEST AS POSSIBLE TO SERVE THE COMMON GOOD.

    “From all indications, the Buhari government has deliberately deleted Rivers State from Nigeria as all the loans being requested no single project was attached to Rivers and you do not want the state to collect its hard earned VAT guaranteed by the Constitution.

    “A look at the spread of the projects in our six geo-political zones indicate that the South West and North West, zones of the president and his vice got the highest.

    Anambra, Benue, Ebonyi, Niger, Ogun, Taraba, Nasarawa, Enugu and Kogi are implementing states of various projects.

    The benefiting States for the agro-processing project are, Kogi, Kaduna, Kano, Cross River, Enugu and Lagos with the Federal Ministry of Agriculture and Rural Development as the implementing ministry.

    The benefiting states for the project to be co-financed by World Bank and European Investment Bank (EIB) are: Akwa Ibom, Borno, Oyo, Sokoto, Kano, Katsina, Edo, Plateau, Abia, Nasarawa, Delta, Niger, Gombe, Imo, Enugu, Kogi, Anambra, Ebonyi, Cross River, Ondo, Kaduna, Kebbi, Jigawa, Bauchi, Ekiti, Ogun, Benue, Yobe and Kwara.

    “The question that Nigerians should help us ask Buhari led Government is what about other states such as Rivers and Bayelsa States are visibly missing in all the listed projects across Nigeria.

    “This clearly points to the fact that it was a deliberate act to subjugate these states as if they are not part of the federating units in Project Nigeria.

    “It’s appalling and disappointing that the Buhari led Government could be this petty in the distribution of projects without capturing some federating units for no just reason.

    “We do not need a soothsayer to tell us that this is a political move to deliberately deny us of our constitutional rights as part and parcel of Nigeria

    “The Rivers caucus in NASS will not sit on the fence and watch this discriminatory and unconstitutional system of administration of what duly belongs to all Nigerians to only the Buhari annointed states.

    Insecurity: Nigerians do not deserve what is happening – PDP Reps

    Members of the Minority Caucus in the House of Representatives have said that Nigerians do not deserve the torment which has become their plight in recent times.

    Their lament which was contained in a statement by the Minority Leader of the House of Representatives, Ndudi Elumelu, was hinged on the recent rise in terrorist operations and the escalation of bandits’ attacks in the nation.

    “Nigerians do not deserve to go through this form of harrowing experience,” the caucus’ statement partly read, even as the lawmakers urged the All Progressives Congress (APC) led government to take drastic steps to save Nigerians from insecurity.

    The opposition members in the lower chamber further stated that they were alarmed, particularly by Monday’s invasion of the Nigeria Defence Academy (NDA) resulting in the killing and abduction of some military officers.

    They decried the heightened attacks on military formations and mindless killings and maiming of innocent Nigerians by bandits and terrorists in various parts of the country, despite the assurances of the present administration.

    “It is lamentable that hardly a day passes without the nation being jolted by reports of gruesome mass killings, abductions, arson, and mindless plundering by terrorists and bandits who are now freely operating on our highways, schools and communities in various parts of the country,” the statement added.

    “The situation has become extremely horrifying in Zamfara, Katsina, Kaduna, Kano, Yobe, Benue, Borno, Niger, and other states across our nation where killers and kidnappers are now having a field day raiding communities and killing our compatriots.

    “Only yesterday (Tuesday) night, 35 Nigerians were reportedly massacred in Yelwan Zangam in Jos, Plateau state, barely a week after innocent travelers were ambushed and brutally murdered in the state.

    “Our caucus is distressed that every day, families are deprived of their breadwinners, scores of children are orphaned, wives are turned to widows, husbands turned to widowers, parents are made to bury their children hacked down in their prime, with others languishing in their captors’ dens and family source of livelihood destroyed.”

    After extensive considerations, the lawmakers demanded immediate and decisive action by the Federal Government to check the ugly trend and save the nation from collapse.

    They also demanded an immediate forensic investigation into the circumstances that enabled the invasion of the NDA and subsequent killing and abduction of officers.

    Similarly, the caucus called for an investigation into the concerns raised by some groups, including the Arewa Youths Consultative Forum (AYCF) on the handling of insurgents by the authorities.

    According to the lawmakers, the nation’s gallant troops should not be deterred but remain firm in their commitment to their fatherland.

    They assured the soldiers of their resolve to intensify legislative action that would support the genuine effort towards restoring peace in the country.

    Four members of the House of Representatives elected on the platform of the Peoples Democratic Party (PDP) from Zamfara State on Tuesday defected to the All Progressives Congress (APC).

    They cited the crisis within the party for their action.

    They are Bello Hassan Shinkafi, Ahmed Bakura, Ahmed Shehu and Suleiman Gumi.

    In a letter signed by Rep. Suleiman Gumi and read at Tuesday plenary, the lawmakers said they were leaving the PDP because of the crisis within it, which led to dissolution of the state chapter by the National leadership of the party.

    The Joint Minority Caucus of the Senate and the House of Representatives has met over the ban on Twitter by the All Progressives Congress (APC)-led Federal Government and has restated its condemnation of the embargo as draconian and unacceptable.

    This position was contained in a communique signed by Senator Enyinnaya Abaribe (the Minority Leader of the Senate) and Hon. Ndudi Elumelu the Minority Leader of the House of Representatives.

    In the statement, the Joint Minority Caucus also dismissed threats by the APC-led government to arrest and prosecute Nigerians using Twitter and calls on Nigerians to go ahead and use their Twitter as they would not be contravening any law in Nigeria or any international statute.

    The Joint Minority Caucus recognized the provisions of Articles 19 and 20 of the United Nations Charter on Fundamental Human Rights, which Nigeria is a signatory to, as well as provisions of Sections 39 and 36 (12) of the 1999 Constitution (as amended), and notes that by these provisions no one will be violating any law for using Twitter in Nigeria.

    As lawmakers, the Joint Caucus said it is pained by the anguish Nigerians, especially the youths, who find the use of Twitter as a means of livelihood and genuine social interaction, are passing through just because the APC-led Federal Government feels slighted that an individual’s post, was deleted by Twitter for ethic violation.

    The joint caucus, therefore, called on Nigerians to use various opportunities offered by technology and continue making use of Twitter since such does not violate any law in our country.

    “It is agonizing that Nigeria and Nigerians have been losing billions of naira on daily basis since the ban on Twitter. This is completely unacceptable as it is worsening the already biting economic hardship and frightening unemployment level in the country.

    “Moreover, the ban on Twitter in Nigeria appears to be in favour of criminal and terrorist elements, whose activities fester in an environment of suppressed information flow.

    “The Joint Minority Caucus sympathizes with the organized private sector, manufacturing and service providing companies, small and medium enterprises, online business owners and other hardworking entrepreneurs across the country, whose genuine business and means of livelihood have been crippled by the unwarranted ban on Twitter by the APC federal government,” the statement partly reads.

    The caucus also identified with our students, research-based organization, media houses, the organized civil society, faith-based organizations, community groups among others, whose information-based activities have been violently disrupted by the ban.

    In the same vein, the Joint Caucus sympathized with regional, states, local government as well as members of the international community, whose genuine and constructive activities have been crippled by the prohibition of twitter in Nigeria

    It also identified with traditional rulers, who have even found Twitter as a means of communicating with the constituents, especially in this era of insecurity in the country.

    The Joint Caucus vehemently berated the APC-led government for abandoning its duty of addressing the serious economic and security problems confronting our nation to rather focus on dissipating energy victimizing Nigerians over their disagreement with Twitter for deleting a post by an individual.

    The Caucus counseled the Federal Government to swallow its pride, accept its misdoing and go and settle whatever issue it has with Twitter instead of this resort to inflicting pains on Nigerians.

    Again, the Peoples Democratic Party (PDP) Reps Caucus on Thursday asked constituents across party lines to as their Lawmakers in the National Assembly to start impeachment proceedings of President Muhamnadu Buhari over his failure to protect Nigerians against massive insecurity in the country.
    TheNewsGuru.com, (TNG) reports that within the last two weeks, the caucus has demanded that constituents should demand for Buhari’s sack through their reps in NASS.
    In a statement read by the PDP caucus leader, Rep Kingsley Chinda (PDP-Rivers) on behalf of the caucus without mincing words reinstated the earlier call to sack Buhari.
    Chinda said: “We reinstate our call on Nigerians across all tribe, religion and political party to awaken their Representatives and Senators to the realities of the moment and rescue Nigeria from this “road to perdition“ by evoking their Constitutional powers under Section 143 of the Constitution and:
    1. Commence impeachment proceedings against President Mohammadu Buhari for gross incompetence and breach of Section 14(2)(b) of the Constitution.
    2. Call on Members of the Executive Council to resolve under Section 144 of the Constitution that the president is incapable of discharging the functions of the office.

    With utmost concern about global anxiety caused by the wanton killing of some 43 Nigerian rice farmers in Borne state two weeks ago and most recently the kidnap of hundreds of school boys at kankara in the president‘s home state Katsina.
    The nation, including members of the House of Representatives, waited with bated breath for an address of reassurance from President Muhammadu Buhari as he promised but without courtesy and in the characteristic manner of the present government, no comment is made.
    It is very pathetic that the APC led Federal Government. in its avowed romance with lies and vile propaganda continues to demonstrate gross disregard for genuine discourse and democratic ethos
    With due regard to the nation’s mournful mood and worsening anxieties, the House of Representatives led by the Speaker. Femi Gbajabiamila, had invited President Buhari over rising insecurity across the federation. climaxed by the killing of over 43 farmers in Borno State and the kidnapping of hundreds of school boys. This contributes to the
    worsening profile of Nigeria in the comity of nations where she regrettably occupies the third most terrorised country in the world after Afghanistan and Iraq.
    Only one gate separates the National Assembly Complex from the presidential villa but it appears easier for a donkey to pass through the eye of a needle than for President Buhari to pass through the gate and address us on extremely serious security issues daily consuming the lives of our people.
    Less than twenty-four hours to the scheduled address over such weighty matters that 4 involve lives of Nigerian citizens in the hands of all manners of forest bandits, international terrorists, unrestrained highway kidnapping gangs and a host and other anarchists; it became apparent that the seriousness Nigerians attach to these issues
    is not shared by Nigeria‘s Presidency.
    In the past, the sharing of mutual concerns over citizens‘ security by the Presidency and the National Assembly had yielded some positive impact including huge budgetary allocations for ‘the Presidency’s purported plans to put an end to insecurity. Indeed, since 2015 when the APC administration assumed power, the National Assembly has conscientiously done all within its power to appropriate hundreds of
    billions of Naira to facilitate the realization of APC’s core promises focused on economy, security and curbing corruption.
    We are witnesses to the master/servant relationship between both arms of government festered by the almost imposition of the leadership of both chambers by the same APC government which recently absurdly constituted a joint committee of both arms of government chaired by the Vice President under the guise of fostering a better relationship between the Legislature and the Executive which in itself is an indictment of a government unable to work harmoniously with a National Assembly whose leadership in both chambers and majority are APC members. This kangaroo joint committee has obviously been ineffectual yielding nothing positive to Nigerians till date while this APC government relentlessly continues its undemocratic attempts to gag, disregard and denigrate the National Assembly which is the watchdog of the nation; the citadel of our democracy and the custodian of the constitution of the Federal Republic of Nigeria which this government consistently observe more in breach.
    Do 206 million Nigerians feel any safer today enough to justify the trillions of Naira so far spent by this administration on curbing insecurity? Under the guise of enhancing security, this administration has spent hundreds of billions of Naira on surveillance of her own citizens which is astronomically more than the entire sums spent by previous administrations in this regard from 1999 to 2015!
    Discerning Nigerians and concerned members of the international community wonder whether spying on conversations and text messages of Nigerian citizens has become more important than enabling our gallant forces to curb the terrorism and banditry
    ravaging the nation today.
    A recent report by Toronto’s Citizen Lab titled “Running in
    Circles: Uncovering the Clients of Cyberespionage Firm Circles”, revealed that Nigerian Government agencies under this administration have been acquiring technology from Cyber espionage Firm Circles to illegally spy on Nigerian Citizensincluding media and other organizations, Circles is affiliated to lsraeli NSO Group involved in the Pegasus Spyware scandal of 2019.
    Can a government which consistently seeks to crush dissent and criticism of any sort; employs the instruments of state to victimize and punish her protesting citizens including media organizations and shamelessly refuses to acknowledge and even attempts to outrightly deny the unprecedented killing of her innocent youths for freely
    exercising their fundamental and constitutional human right to freedom of speech and ’ expression and right to peaceful protest be considered a democratic government or even remotely interested in the well-being of her Citizens’? Let the Almighty and Nigerians be the judge.
    Under this administration Nigeria’s economy is on a free fall, entering an unprecedented second recession within 5 years of the same administration.
    Unemployment and inflation have reached the worst level ever in our history; the value of the Naira has not just dropped; it has crashed Like their management of the economy; security has equally been atrociously managed by this administration as families continue to lose gallant ones on the field of battle while other families daily lose members to bandits. highway robbers and kidnappers Rather than give Nigerians hope. the Chief of Army staff on the 4‘” of December, publicly pronounced that insecurity will continue in the country for another 20 years.
    It is an open secret that this administration rode into power on plethora of lies; it’s “technically-defeated partners are now even more brazen than ever, abducting about 333 innocent school boys in President Buhari‘s home State of Katsina on Friday 11 December 2020 and traumatised for 6 days in the custody of their captors ironically the same day the President commenced a private visit to his country home and a day after he did not a show up to address the parliament over the worsening insecurity in the country.
    It is also reported that President Buhari who is in Katsina was able to make out time to visit his farm and inspected his cows but did not consider it important enough to visit Kankara to console with the parents of the pupil’s and visit the scene of one of the worst abductions in the world which dwarfs even the abduction of the Chibok Girls
    The necessity for a national clamour and focus on the restructuring of the Nations security apparatus and infrastructure including the declaration of a State of Emergency in the security sector which both chambers of the National Assembly have canvassed for severally, cannot be overemphasized but this administration contrary to its
    erroneous claims and misplaced accusations has continued to play petty partisan politics with the issue of security which is the cardinal role of government as enshrined in section 14 (2) (b) of Nigeria‘s 1999 constitution blaming its non—existent detractors and everyone else for its failure after over 5 years in office.
    Unabashed about peddling more lies. the APC administration has commenced another round of dissemination of misinformation claiming President Buhari stayed away from addressing a Joint Session of the National Assembly because of fears of serious embarrassment by PDP members which is a clear figment of their imagination.
    It is unfortunate that at this inauspicious juncture in Nigeria’s history Mr President, his administration and the APC as a party continue to pretend as if they do not realize they are already an embarrassment to Nigeria and her citizens and hence need not fear further embarrassment from imaginary sources.
    lt is the hallmark of a true leader to be able to patriotically rally and muster bipartisan support for his administration’s policies and strategies for the general good or all citizens regardless of party inclination and not abdicate his statutory responsibility to his nation on the premise of being afraid of being heckled by members of the opposition which several truly democratic leaders across the world have endured without losing stride or focus. This President has clearly displayed a lack of capacity to do so and instead continues to panda only to party nuances.
    Members of the PDP Caucus are statesmen, and cannot set out to cause mischief as the President is a / father to all. However, the Caucus will not sacrifice the interest of the country on the altar of political loyalty or servitude.
    The Attorney-General and Minister of Justice, Abubakar Malami a learned silk clearly erred in law and displayed this administrations disregard for the sanctity of our nations constitution when he erroneously but deliberately opined that the National Assembly
    lacks the power to invite President Muhammadu Buhari to speak on cogent security matters dear to the hearts of over 200 million citizens, contrary to provisions of sections 88 and 89 of the 1999 Constitution of the Federal Republic of Nigeria which give the National Assembly the power after passage of a resolution on the floor of either chamber to invite anyone in Nigeria to provide any information required for the
    investigation of any issue.
    The Attorney General clearly implies the president who was elected under the provisions of the constitution which he swore to uphold is above the law. The Caucus shall seek for judicial interpretation of same.
    Malami’s reference to Section 218 (1) of the constitution that security matters remain the exclusive preserve of the executive arm of government because of the president’s power to determine operational use of the armed forces dubiously chose to ignore subsection 4 of that same section which clearly states the National Assembly has the
    powers to make laws for the regulation of the powers exercisable by the president as commander in chief of the armed forces. Do those who make the laws to regulate the powers exercisable by Mr President as commander in chief not have the statutory right to be briefed by the President on security issues regardless of the sensitivity to enable
    amend the laws where necessary?
    Indeed, in a Presidential system of government and constitutional democracy the National Assembly or Legislature is the only arm of government entitled to classified information because of their constitutional role, it is only in Nigeria that Mr President prefers to liaise with his appointees instead of those elected by Nigerians to represent
    their interests.
    In claiming the president has exclusive powers for operational use of the armed forces and that security is the exclusive preserve of the executive the Attorney General inadvertently indicted the President and his administration so it should therefore be understood by all Nigerians that the blame for the insecurity bedevilling the nation is exclusively that of the promise-and-fail executive arm.
    With an administration known for the most bare faced lies and worst propaganda in the political history of Nigeria — an administration that used lies and propaganda to seize power. only to declare lesser expressions as ‘hate speech‘ – Nigeria no doubt is facing two more years of forlorn wait for presidential seriousness on worsening
    insecurity across the federation except we take legitimate steps to terminate the wait
    Though the PDP is in the Minority, we are entitled to have our say and that is what we will continue to do and that is what we are here doing.
    Let it be known that we are not interested in politicking with security but we want the safety of all Nigerians to be given priority.

    encompassing of all political parties calling for the removal of the secure Chief was as usual lgnored by the President.
    Hon Ben Kalu, the Spokesperson of the House disingenuously postulated last week after the issuance of our initial statement in this regard that our position was personal opinion of the caucus leader and pre—emptive, considering the expected visit of Mr President He should now learn from the unveiling events to stick to his line of duty
    and not be the mouthpiece of the executive or individual members of the House but that of the House as an institution.
    By the opinion of Hon. Kalu the spokesperson of the House, this is the right time for this call. The President having failed to keep to his promise to honour the invitation of the House.

    PDP Reps sue Lai Mohammed, AGF, NBC over broadcasting code

    The Peoples Democratic Party (PDP) caucus in the House of Representatives has dragged the Minister of Information, Lai Mohammed and the National Broadcasting Commission (NBC) before the Federal High Court in Abuja to invalidate the controversial 6th broadcasting code.

    A copy of the originating summon sighted in Abuja joins Attorney General of the Federation and Minister of Justice, Abubakar Malami as defendant in the suit.

    Plaintiffs in the suit are caucus leader Kingsley Chinda; his Deputy Chukwuma Onyema; Caucus Deputy Whip Ajibola Muraina; Mark Gbillah; Tyough Robert; Bulus Solomon; Rimamnde Shawulu Kwewum; Yusuf Ayo Tajudeen and Onyeman Chukwuma.

    TheNewsGuru.com, TNG reports that Chinda- led PDP caucus is backed by the Uche Secondus- led national leadership of the PDP but not recognised by the leadership of the House.

    It claimed to have instituted the case on behalf of “themselves, individually and as representatives of the PDP caucus in the House of Representatives”.

    In the suit filed on their behalf by Barrister Segun Fiki and Barrister Johnmary Chukwuasi Jideobi, the lawmakers want the court to determine whether by the provisions of Section 36 (12) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), the Amended 6th Nigerian Broadcasting Code enacted/issued by the 1st Defendant which created the purported offences of “hate speech” and “fake news” and correspondingly purported to have imposed penalties is not unconstitutional, null and void.

    They are also asking the court to determine whether or not, having regard to the extant provisions of Sections 6 and 23 of the National Broadcasting Commission Act Cap. N11 LFN 2004, the 1st Defendant has the statutory power to issue Broadcasting Code and whether the 6th Nigerian Broadcasting Code purportedly issued is not a nullity and therefore void?

    They are also asking the court to determine “whether, having regard to the extant provisions of Sections 4 (1), (2), (3) & (4), 47 & 58(1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended) and Order 14 of the Standing Rules of the House of Representatives (Procedure on Subsidiary Legislation), the 1st and 2nd Defendants have the power or vires to enact, issue and give effect to or enforce the Amended 6th Nigerian Broadcasting Code without prior ratification by the House of Representatives of the National Assembly, and if not, whether the 1st Defendant’s enactment/issuance and application of the said Amended 6th Nigerian Broadcasting Code is not an usurpation of the legislative powers expressly conferred on the legislature by the 1999 Constitution of the Federal Republic of Nigeria (as amended)?

    They prayed the court to declare the Amended 6th Nigerian Broadcasting Code unconstitutional, null and void especially since the said offences and penalties set out in the code have not been defined and/or prescribed in any written law by the National Assembly of Nigeria?

    They are also asking the court to declare that the 2nd Defendant (NBC) is the sole authority statutorily empowered in Nigeria to enact and/or issue Broadcasting Codes throughout the Federation, to the exclusion of the 1st Defendant and that the 1st Defendant’s enactment of the 6th Amended Nigerian Broadcasting Code is ultra vires, unlawful, null, void and of no effect whatsoever.

    They also want an order of the court perpetually restraining the 1st Defendant from further enacting, issuing or enforcing any National Broadcasting Code.

    The suit, which has not been assigned to any court, is supported by a 15- paragraph affidavit deposed to by one Francis U. Obalim and a written address dated 9th September, 2020.

    FG’s 774,000 special jobs illegal – PDP Reps

    A faction of the Peoples Democratic Party (PDP) caucus in the House of Representatives on Monday described the 774,000 jobs to be created by the Federal Government in the 774 Local Government Areas across the country as an illegal scheme.

    It also said the scheme known as Special Public Works Programme (SWP) did not only contravene the National Minimum Wage Act, but it was also politically-motivated.

    The factional PDP members in the House, led by Kingsley Chinda, argued that the N52 billion set aside for the programme could be used to set up about 67 different small and micro-industries in each of the 774 LGAs.

    According to the members, each of the 774 LGAs could have N67. 184 million small and micro-industry that could provide sustainable jobs for the youth.

    Under the SWP, the 774,000 beneficiaries would earn N20,000 each for the three-month life span of the scheme as against the N30,000 minimum wage.

    The lawmakers pointed out in a statement that the Minimum Wage Act required the Nigeria Labour Advisory Council and the National Wages, Salaries and Income Commission to make a recommendation to the Minister of Labour for an exemption to pay an amount lower than the minimum wage to anyone engaged by the Federal Government.

    They stated that while the wages commission has not made any such recommendation, the Nigeria Labour Advisory Council has not been put in place since the coming into power of the Muhammadu Buhari government.

    The caucus members also said that they would seek legal means to address what they described as “encroachment on their statutory functions and fundamental human rights.”

    They accused the leadership of the House, led by Speaker Femi Gbajabiamila, of being “dictatorial, biased and divisive” in the handling of the affairs of the House and taking decisions on behalf of members without their full knowledge or participation.

    Chinda’s faction of the PDP caucus in the House is not recognised by the House leadership, but it enjoys the backing of the national leadership of the opposition PDP.

    The Gbajabiamila leadership recognises Ndudi Elumelu as the chairman of the Second PDP caucus in the House.

    The statement by Chinda reads: “The caucus considers this correspondence – a condemnable attempt to bribe and hoodwink the institution of the National Assembly into complicity in the misapplication of Nigeria’s scarce resources for the implementation of a questionable, misguided, absurd and arguably unlawful scheme that alarmingly intends to expend N52 billion under the guise of “creating employment” for only three months.

    “This regrettably is the most unsustainable employment scheme implemented by any government.

    “While the caucus espouses the eradication of poverty and the creation of gainful and sustainable employment for the burgeoning population of unemployed Nigerians under this administration, it flies in the face of reason and common sense why this government insists on expending enormous resources for the implementation of a politically-motivated transient programme, dubiously shrouded as “employment” having no empowering or enduring benefit to ordinary Nigerians especially when several viable and veritable job and wealth-creating alternatives exist for application of the funds.

    “Elementary division of the approved Programme budget of N52billion by 774 LGAs in Nigeria implies expenditure of N67.184million in each LGA of Nigeria which if applied judiciously and transparently will suffice for the establishment of a viable Industry in each LGA which for several years to come will provide gainfully, enduring and sustainable direct and indirect employment for more than 100 skilled and unskilled poor unemployed Nigerians per LGA and provide an invaluable opportunity for future growth, skill acquisition and economic development.”

    “Multiplication of N20,000 by 1,000 persons in each of the 774 LGAs of the country gives a total of N46.44billion as the actual amount to be utilised for the programme in three months leaving a balance of N5.56billion when deducted from the total approved sum of N52billion. “Why is there a surplus of N5.56billion and what is this amount intended to be utilised for in three months when the CBN is supposed to make payments directly to the accounts of beneficiaries? ;

    “From the estimated sum of N67.184 million intended to be expended in each LGA, N1 million per SME can be utilized for the creation and development of 67 SMEs per LGA who will engage in viable and lucrative businesses in the Agriculture, mining and other value chains that in most instances would be peculiar to each individual LGA and create gainful employment for up to three or more poor Nigerians per SME.”

    “The caucus has resolved to employ legislative and lawful processes, including the institution of legal action where necessary to address any encroachment on the performance of our statutory functions and fundamental human rights.”

    “The ulterior motives of this administration in the implementation of this programme are obvious and no longer left to conjecture! This is an APC initiative intended to enrich APC stalwarts by creating opportunities to pilfer Nigeria’s resources under the guise of creating employment.

    “This programme has obviously not been very well thought out and is destined for failure from the onset. It will unfortunately be a monumental waste of the nation’s resources and another sad footnote in the chequered history of the Buhari administration.”

    ”We admonish the government to jettison the planned three-month Special Public Works Programme for more sustainable alternatives that will utilise related funds to the benefit of Nigerians.”

    The People’s Democratic Party caucus in the House of Representatives felicitates with Muslim faithfuls all over the world particularly Nigeria as they celebrate this year’s Eid El Kabir

    The caucus in a press statement signed by its leader Hon. Kingsley .Chinda (PRP Rivers State) enjoined muslims to use the pray for sober reflection and pray for the peaceful coexistence of Nigerians.

    “We hereby for ourselves, our families and constituents join well meaning Nigerians to felicitate with Muslim faithfuls across the globe, particularly those in Nigeria, on the occasion of this year’s Eid El Kabir celebrations.”

    “As a caucus, we most heartily rejoice with our muslim brethren and urge them to use this occasion to continue to exhibit the spirit of tolerance, sacrifice, mutual love and peaceful coexistence with others.”

    The Caucus also prayed that the event will further afford muslim brothers the opportunity to continue to pray for the unity, peace and progress of the county.

    He said “particularly in view of the numerous manmade challenges facing us as a people to include the several killings, kidnappings and general state of insecurity across the county”

    “Moreso coupled with brazen and bold face corruption promoted by an inept and unsustainble public polices and programmes; divisive tendencies occasioned by invidious governmental policies and actions, prayers are needed”

  • Buhari, APC have ‘worsened’ the sufferings of Nigerians – PDP reps

    House of Representatives members elected on the platform of the opposition, Peoples Democratic Party, (PDP) have criticized the ruling All Progressives Congress (APC) for ‘worsening’ the sufferings of Nigerians since coming to power in 2015.

    The reps noted that more Nigerians were hungry due to lack of food while many others were unemployed or under-employed.

    In a statement in Abuja, the PDP reps stated that the APC government won election in 2015, using propaganda as a weapon of “deception” when in reality the government knew that it lacked the capacity to deliver on its campaign promises.

    The statement, which was signed on behalf of the reps by the Minority Leader, Leo Ogor, observed that after three years of running Nigeria by propaganda, the government had realised that time was against it.

    It added that this was the reason the government was opposed to any criticism of its policies that had failed to meet the expectations of Nigerians.

    The lawmakers cited last week’s incident in Lagos, where the city was shut down because of President Muhammadu Buhari’s visit to inaugurate some projects. They said the same Buhari, years back, stalled the $100m Lagos modern metro line project.

    It noted, “Over and over, it has been proven that the current APC government in Nigeria beats all preceding administrations, including the colonial ones, in the sinister art of deceitful lies and propaganda.

    With fiendish mercilessness, the APC’s 2015 campaign milked the unfortunate abduction of the Chibok girls for every available ounce of propaganda and disinformation against the preceding administration.

    Its campaign rhetoric and official hoopla from the lying minister had included rescuing of the Chibok girls and achieving total defeat of the Boko Haram insurgents.

    Today, the APC government nurses palpable fear over any scrutiny of its errors in Dapchi or its unusual generosity towards Boko Haram, which it promised to defeat but now almost sees as a partner with which to share deep and befuddling confidence.”

    The caucus called on the government to heed the advice of American billionaire, Mr. Bill Gates, who during a recent visit to Nigeria, faulted the government’s economic recovery and growth plan.

    It said rather than applaud Gates for giving a very honest piece of advice, the government reacted by dismissing the billionaire.

    The caucus added, “Although, the APC government is known not to be a listening one, last Thursday, the Co-Chair of the Bill and Melinda Gates Foundation, Mr. Bill Gates, emphatically stated that the Federal Government’s Economic Recovery and Growth Plan was not reflective of the people’s needs.

    It is an open secret that under the APC, Nigerians have fared worse on the misery index; those who were rich before are no longer investing, the poor are becoming poorer while almost 30 million Nigerians are either unemployed or under-employed.

    According to Bill Gates, the APC government’s concentration on physical infrastructure to the detriment of human capital development exposes the undesirable inadequacies in the health and education sectors.”

    When contacted, the Majority Leader of the House and Leader of the APC Caucus, Mr. Femi Gbajabiamila, said his colleagues were merely trying to rewrite history by forgetting that it was the PDP that got Nigeria into the mess the APC had been cleaning up.

    He argued that the PDP caucus was playing politics in the hope that Nigerians would forget the past and follow the party.

    Gbajabiamila added, “It is election season and I don’t expect my colleagues on the other side of the aisle to say anything different, but facts are sacred.

    I guess they have their own alternative facts. Unfortunately, Nigerians are wiser and I am glad they have admitted to their misdeeds and sins against the people.

    In law, it is called voluntary confession, which is admissible in a law court, in this case the electorate as evidence against the PDP. We in the APC in turn admit to underestimating the level and quantum of the rot they left behind whilst trying to clean same up.

    The question that is up for debate is whether their voluntary confession without more should suffice. Me thinks not. Once beaten twice shy.

    Nigerians are smarter and will not succumb to crocodile and pretentious tears.”
