    Usual sing-song: Outrage over Plateau killings – By Owei Lakemfa

    In the 2023 Christmas period running from December 23-25, armed assailants in co-ordinated attacks wiped out 20 communities in  Magu, Bokkos and Bakin areas of Plateau State. They killed over 200, injured a minimum 500 and put  over 10,000 in flight.

    The headlines  expressing ‘Outrage over Plateau killings’ are tragically, familiar and might  have as well been cast ten, fifteen years ago.

    The perpetrators are same; a trained, vicious, co-ordinated  bunch, some  assembled from  West and Central Africa states.

    In January 2019, President Mohammadu Buhari in his interview on Arise Television traced the identity of some of  this militia as youths  coming from Mali, Burkina Faso, Niger, Nigeria, Chad and  Central African Republic who had been recruited into the Libyan military by Ghadafi: “So, when the opposition in Libya succeeded in killing him, they arrested some and they did what they did to them. The rest escaped with their orphans and we encounter some of them in the North-East and they are all over the place (Nigeria) now organising attacks.”  So, that some of these armed militia are not Nigerians, is an established fact.

    In 2016,  Kaduna State Governor Nasir El-Rufai also confirmed this. He told the press that: “Fulani herdsmen from across Africa bring their cattle down towards the Middle Belt and Southern Nigeria.” to graze.   El-Rufai added: “Some of them were from Niger, Cameroon, Chad, Mali and Senegal. Fulanis are in 14 African countries and they traverse this country with the cattle. So many of these people were killed, cattle lost (in the 2011 election violence) and they organised themselves and came back to revenge. So a lot of what was happening in Southern Kaduna was actually from outside Nigeria…”

    As it is in Kaduna, so also is it in Benue, Niger and Plateau States; the  collective victims are same, the areas attacked are same, the preferred weapons; guns and machetes, are same.

    What many Nigerians may not know is that this militia, known in the Central African Republic as the Muslim Seleka, had in March 2013, successfully overthrown President Francois Bozize.  The militia head, Michel Djotodia made himself President on April 13, 2013. Despite this, the militia, in seeking more lands, continued the massacre of other people until  a general uprising overthrew the regime on January 10, 2014 and the militia fled mainly across Chad into  Nigeria.

    So, when the Governors of the six  North-Central states said the Christmas massacres  were  not some  herders-farmers clashes, but are actually Rwanda-type massacres, they were  saying the truth. A truth about land grab which many do not want made public.

    The 2015 advent of the  Buhari administration led to more attacks by this militia which wants to establish a homeland in Nigeria as Israel established in the Palestine.

    Within three years of the Buhari  government, this armed militia  had attacked, cleansed, occupied and renamed 54  communities in Plateau State. The inhabitants  had either been killed,  forced to relocate  or become internally displaced persons, IDPs. These were widely reported in the media with the Vanguard Newspapers titling its report: “Plateau shocker: Herdsmen rename communities grabbed from indigenes”.

    The reaction of the Buhari administration to these massacres was not to stop them or take back the occupied communities.  Rather, it was to evolve a programme to  take more  lands from the indigenes and settle the militia. It called the project ‘Ruga or Rugga which is the Fulani  word for human settlement. It is also an acronym for Rural Grazing Area.

    When the indigenes refused to give their lands for Rugga or ranching, the Buhari administration told them that giving up their lands  was a better option than death. In 2018, the Special Adviser to President Buhari on Media and Publicity, Mr. Femi Adesina, speaking on an AIT morning programme in response to a question on the peoples’ ancestral attachment to land said: “Ancestral attachment? You can only have ancestral attachment when you are alive. If you are talking about ancestral attachment, if you are dead, how does the attachment matter? …So, if your state genuinely does not have land for ranching, it is understandable; not every state will have land for ranches. But where you have land and you can do something, please do for peace. What will the land be used for if those who own it are dead at the end of the day?”

    Since there is a  refusal by the Nigerian Government to accept the truth, after every massacre such as the December 2023 Christmas attacks, the reactions are same. The various state offices and groups would express outrage. The Presidency will order that the perpetrators should be fished out. The National Assembly will observe one minute silence and pass a resolution to invite the security chiefs. The Christian Association of Nigeria, CAN and the Nigeria Supreme Council for Islamic Affairs, NSCIA will express horror and demand justice.

    The military chiefs will announce soldiers are on clearance operations to nab the attackers. The police will say, calm has been restored and the people should go about their normal duties. The international community would weigh in with their expressions of sympathy and condemnation.  The intelligence services from the State Security Services, National Intelligence Agency to the Military intelligence who collectively failed to prevent the attack or did not respond quickly, would be silent. Then after some time, the voices go silent,  waiting for the next massacre.

    Now, it is not as if the Plateau and Benue peoples, and indeed other Nigerians who have  been attacked by the militia, terrorists or  bandits are cowards who cannot fight back. They can. In fact the bulk of the Nigerian army used to be provided by indigenes of Benue-Plateau, so they have people trained in warfare. The problem is the Nigerian government  which while being incapable   of protecting the populace, would not allow them arm themselves for self-defence. Even where they are able to source a few arms, the Federal Government sends security agencies to search their homes and confiscate such weapons leaving the people defenceless. In contrast, the militia men  who live in the forests or are constantly in motion, sometimes crossing the borders, are not disarmed, and if anything, continue to acquire deadlier weapons.

    So the first steps should include sending the armed forces to retake all communities seized by the armed groups and move our people from the IDP camps back to their ancestral homes. Also,  as quickly as possible, establish Community and State Police. The skeletal structures such as Civilian JTF, Amotekun and the official vigilante groups, already exist for such police. Also, the Nigerian populace need to be mobilised and trained to defend their lives, homes and families.  Otherwise, we will be collectively endangering ourselves, democracy and our country.

    Operation safe haven dismisses reports on arrest of Sector Commander

    The Special Military Task Force of Operation Safe Haven (OPSH) on Thursday dismissed the report of the arrest of its sector Commamder in Bokkos Local Government Area (LGA) of Plateau in connection with the recent attacks in the area.

    The OPSH is a special military task force saddled with the responsibility of maintaining peace in Plateau and parts of Kaduna and Bauchi states.
    This is contained in a statement issued by Capt.

    James Oya, the Media Officer of the OPSH in Jos.
    Oya described the report as false, misleading and aimed at discrediting the efforts of the military and other security agencies in tackling the security challenges currently confronting the state.

    ”The report is not only baseless but a deliberate attempt to malign the reputation of our gallant troops and undermine the efforts OPSH, intended to bring those responsible for the reprehensible acts to justice.

    ”OPSH, a multi-agency security initiative, has been steadfastly addressing the recurring security challenges in Plateau and environs.

    ”The dedication and commitment of our troops remain unwavering in ensuring the safety and security of the affected communities.

    ”We urge the public, individuals, groups, and all stakeholders to support our troops by providing actionable information that will aid in the ongoing efforts to restore peace and security to the region.

    ”We also urge the public to disregard the misleading and false information being circulated, as it is designed to serve the selfish interests of its purveyors,”Oya said.

    The media officer advised Plateau residents to desist from spreading inaccurate and misleading stories, particularly those that concern national security.

    ”National security is a collective responsibility, and the efforts of all well-meaning citizens are crucial in enhancing our nation’s security,”he added.
    Oya said that the OPSH and other security agencies remain resolute and committed toward ensuring the security of lives and property in the state

    Plateau needs permanent solution to killings, not palliatives – Sen Plang

    Sen. Diket Plang (APC/Plateau), has said that Plateau people want permanent solutions to the security challenges bedevilling the state “instead of temporary palliatives”.

    Plang told newsmen on Wednesday in Jos that a permanent solution would save hundreds of lives and end the bloodshed that had become the lot of the north-central state

    He suggested that military bases should be established at identified flashpoints to ward off the bandits.

    “I have raised a motion at the national assembly towards ensuring that Plateau enjoys enduring peace instead of this reactionary approach.

    “After the motion, we resolved that instead of temporary approaches, we should have a permanent solution to insecurity.

    “Instead of rushing to the military when bandits come, we should fence off entry points used by criminals in Barkin Ladi and Bokkos.

    “We have other entry and exit points used by criminals in Mangu, Gindiri and Bauchi.

    “If all places are secured, criminals cannot come in and escape so casually,” Plang said.

    He commended the Chief of Defence Staff (CDS), for remaining accessible and for the prompt responses to calls when criminals strike.

    “The CDS wastes no time in ensuring that troops are deployed to troubled areas.

    “I think that security personnel were on their toes. They need more appropriation and more cooperation.

    “They need all of us to help them fish out criminals amongst us; even if they are our sons, we should expose them if we want peace,’’ he added.

    DHQ refutes maltreatment of women in Plateau

    The Defence Headquarters has dismissed as “misleading”  a video footage being circulated on social media depicting soldiers allegedly mistreating women under the caption: “Operation Rainbow in Plateau State”.

    The Acting Director of Defence Information, Brig.-Gen. Tukur Gusau, in a statement on Saturday, described the video as misleading.

    Gusau said the video in question originated from a 2021 incident in Sambisa Forest, involving spouses of Boko Haram members during the capture of their strong holds.

    He said the video never emanated from Plateau, and “not in Plateau as being claimed”.

    “DHQ wishes to clarify that the soldiers involved in the aforementioned incident were then promptly sanctioned and dealt with by the military authority at the time it occurred for their unprofessional conduct.

    “The dissemination of this old video, with a misleading location tag, is causing unnecessary alarm and has the potential to exacerbate the security situation on the Plateau.

    “We urge the individual responsible for recirculating this video to cease and desist from further dissemination, as their actions are only serving to add fuel to the security challenges currently being addressed by Operation Safe Haven,” he said.

    Gusau said the armed forces were actively engaged in aggressive operations and dedicated to bring the perpetrators of recent dastardly acts to justice.

    According to him, the DHQ remains committed to fostering peace and stability in Plateau, and call on stakeholders and members of the public to support the efforts by refraining from spreading misinformation that could undermine the collective goal of ensuring the safety and wellbeing of the residents.

    Plateau killings: How troops intervened in 19 villages – DHQ

    The Defence Headquaters, says troops intervened in 19 out of the 36 villages in Plateau after receiving distress calls from villagers about attacks by militants on Dec. 24.

    The Director, Defence Media Operations, Maj.-Gen. Edward Buba, said on Friday in Abuja that the militants carried out simultaneous attacks on the villages from various fronts.

    He said the intervention of the troops in Bokkos and Barkin Ladi Local Governement Areas forced some of the militants to withdraw after wrecking havoc on the defenceless villagers.

    “Sadly, events turned gloomy with the attack on Bokkos LGA and some part of Barkin Ladi LGA on Dec. 23.

    “It should be noted that, Bokkos and Barkin Ladi LGAs span about 2,315 Square kilometres with over 350 villages, mostly dispersed.

    “The distance between some of these villages and troops’ locations is over 90 kilometres and sometimes difficult to access because of the rugged terrain which are mostly inaccessible to vehicles.

    “Thus, affecting the reaction time to incidents, except when there is credible intelligence before the attack.”

    Buba said over 100 marauding armed militant herders suspected to be mercenaries, carried out the series of unprovoked attacks from multiple fronts on Kambarpeli village in Bokkos while the locals were asleep.

    “The militants unleashed mayhem on the villagers before arrival of troops to the location,” he added.

    Buba said the troops received a total of 36 distress calls from diverse locations simultaneously on Dec. 24 at about 1900 hours.

    He said the distress calls reported series of coordinated attacks by armed militant herders on isolated villages in the two local government areas.

    “Troops responded to the calls and were able to intervene in 19 villages forcing the militants to withdraw.

    “Unfortunately, the havoc had been committed before troops arrived the other villages,” he added.

    According to him, the troops had in the second half of the year initiated kinetic and non-kinetic operations which significantly curtailed attacks between farmers and herders in the state.

    “Until the recent killings in Plateau during the Christmas, the highlighted measures visibly contributed to the relative peace in Plateau, as well as the adjoining areas in Bauchi, Taraba and Kaduna States.

    “Similarly, the activities of Operation Whirl Stroke significantly checkmated armed banditry, kidnapping and other crimes in Benue, Nasarawa and Taraba states,” he added.

    Buba assured that the military had taken necessary measures to overcome all identified challenges and ensure that such tragic occurrences were avoided in the future.

    The Inspector-General of Police (IG), Mr Kayode Egbetokun, said that the police has commenced special operation to tackle security challenges currently confronting Plateau.

    He disclosed this when he paid a condolence visit to the state governor Caleb Mutfwang on Friday in Jos.

    Egbetokun said he had directed the Deputy Inspector-General (DIG), in charge of zone 4, to relocate to Plateau.

    ”We have commenced a special operation in this state, and I have directed the DIG in charge of zone 4 to relocate to Plateau.

    ”We are committed to ending this circle of violence in Plateau, and we call on communities not to be collaborators in this evil act.

    ”Citizens should rather cooperate with the police and other security agencies, so we can deal with these criminals once and for all,” he said

    Responding, Mutfwang commended the police and other security agencies for their efforts toward restoring lasting peace to the state.

    He, however, called on the security agencies to fish out the perpetrators and be made to face the law, insisting that such move would serve as deterrent to others.

    ”I want to thank President Bola Tinubu for sending the delegation led by the Vice-President Kashim Shettima to the state.

    ”It is a clear demonstration of the political will to deal with the situation once and for all.

    ”I also commend the security chiefs for demonstrating the commitment to end this killings.

    ”But, we urge the security agencies to arrest and prosecute those behind this heinous act, that’s the only way the people will know that justice is served,” he said.

    The governor expressed his readiness to work with the police and other security agencies to stem the tide of insecurity in the state.

    PFN reacts over Plateau killings

    The Pentecostal Fellowship of Nigeria (PFN) has condemned the recent killings in Bokkos Local Government Area of Plateau.

    Bishop Francis Wale-Oke condemned the killings during a condolence visit to Gov. Caleb Mutfwang on Thursday in Jos.

    Gunmen had, between Saturday and Sunday, attacked 25 villages, killing no fewer than 148 people, destroying no fewer than 1,290 houses and farmlands.

    No fewer than 88 people also  sustained various degrees of injuries in the attacks.

    Wale-Oke, who described the killings as senseless, needless and barbaric, called on the Federal Government to find a  lasting solution to the security challenges in the state.

    ”I’m here on behalf of the over 65 million members of PFN in Nigeria to commiserate with you and the people of Plateau over the recent attacks and killings in the state.

    ”PFN condemns these killings because it is needless, senseless and barbaric; it is so painful and unprovoked.

    ”We are praying with you and the people, particularly those who lost their loved ones and properties.

    ”We are also calling on President Bola Tinubu to show his will power and end the insecurity confronting not only Plateau, but all parts of the country,” he called.

    Responding, Mutfwang thanked the PFN leader for the visit, adding that it would further encourage him to do his best toward improving the lives of Plateau people.

    The governor said that he ventured into politics to contribute his quarter to development and called on religious leaders to support him toward making the state the pride of the nation

    Mutfwang, who described the killings as unfortunate, promised to do everything within his powers to secure the lives and property of the people.

    ”I did not become governor to be attending burials of my people, but lead them on the path of sustainable growth and development.

    ”This is why I want to urge the church to unite and support us to better the lots of our people.

    ”In spite of our challenges, Nigeria is a great country; we are not classmates with any African country.

    ”But we must put our differences aside, tolerate each other and move forward,” he said.

    The governor thanked President Tinubu for sending a delegation, led by Vice President Kashim Shettima, to meet with the victims and assess the situation of things.

    He said that the visit was a demonstration of the President’s political will to deal with the current security situation in the state.

    Baptist church counts loses in Plateau attacks

    Rev. Keoleh Saleh, President, Baptist Conference in Plateau, says the church lost nine of its members in the Christmas eve attacks in some communities of Bokkos Local Government Area (LGA) of Plateau.

    The president disclosed this when he visited Dares community to witness the mass burial of the victims on Wednesday.

    According to him, the deceased were members of the Nasara Baptist Church, Dares in Tanti Baba area of Bokkos.

    Saleh, who described the incident as unfortunate, said rescue operation was still ongoing as more members of the church were still missing.

    ”We are here on behalf of the Nigerian Baptist Convention to see things for ourselves and participate in this mass burial.

    ”At the moment, we have lost nine of our members who are from Nasara Baptist Church, Dares.

    ”The President of Baptist convention postponed our usual Christmas celebration to honour our fallen members,’’ he said.

    Saleh, however, called on members of the church and all residents of the community to put their trust in God in spite of their current situation.

    He also called on the Federal Government and the security agencies to intensify efforts toward adressing the circle of attacks, mindless killings and wanton destruction of properties in the state.

    Earlier, Mr Malla Majau, one of the eye witnesses, said he lost his wife and son in the attack.

    He said that the lifeless bodies of others were still laying in the bush and called on security personnel to recover the bodies for proper burial.

    Gunmen attacked 25 villages, killed 148 persons, destroyed 1, 290 houses, farmlands and other properties worth millions in the unprovoked attacks.

    Eighty-eight persons sustained various degrees of injuries and are currently taking treatment in various hospitals in the state.

    IGP orders investigation into attack on Plateau communities

    Meanwhile, the Inspector-General of Police (IGP), Mr Kayode Egbetokun, has ordered a thorough investigation into the Dec. 24 attack on some communities in Plateau.

    He also ordered the immediate deployment of additional personnel and material resources to assist the local police authority and other security agencies to effectively manage the crisis and ensure the safety of affected communities.

    The Force Public Relations Officer, ACP Olumuyiwa Adejobi, said this in a statement on Wednesday in Abuja.

    Egbetokun directed Deputy Inspectors General, Force Criminal Investigation Department, and the Department of Force Intelligence to constitute a high-powered investigative team.

    The IGP said the team should unravel the circumstances surrounding the incident and bring those responsible to justice.

    According to him, the police and other security agencies are deploying both kinetic and non-kinetic approaches to tackle the lingering crisis in the state.

    He enjoined the warring groups, residents and the entire people of the state to embrace peace, shun violence and unwarranted killings of innocent souls.

    Egbetokun condemned the attack, describing it as not only barbaric but also reprehensible and inhumane.

    He extended his heartfelt condolences to the grieving families and other loved ones of the deceased, as well as the government and people of Plateau State.

    The IGP pledged to ensure that the perpetrators of the heinous act face the full wrath of the law.

    He said the Nigeria Police Force would remain resolute in its commitment to safeguarding the lives and property of all citizens.

    Miyetti Allah condemns Plateau killings

    The Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), has condemned the resurgent violence and bloodbath in Bokkos Local Government Area of Plateau, which claimed many lives.

    The National President of MACBAN, Alhaji Baba Othman-Ngelzarma, condemned the killings in a statement issued on Wednesday in Abuja.

    “The intolerance that is fanning this circle of violence must be stopped by the Federal and Plateau Governments.

    ”This act of barbarism by the actors must be condemned by all, irrespective of religious or ethnic affiliation,” he said.

    Othman-Ngelzarma said the association supported President Bola Tinubu in his directives to the security agencies to fish out the culprits and bring them to book.

    He also thanked the President for his directive that relief materials be distributed to the victims.

    Othman-Ngelzarma enjoined the Plateau Government to include pastoralists among the beneficiaries of the relief materials.

    “As a responsible association, we call on the leadership of both the antagonist and protagonist in the area to embrace peace.

    “Leaders from all sides must understand that continuous spilling of innocent citizens’ blood will only bring misery and not peace.

    “It is clear that all these years, where violence had been the order of the day, people had gained nothing either as victors or losers,” he said

    Meanwhile, President Tinubu has strongly condemned the heinous and brutal attacks.

    A statement by Presidential spokesman Ajuri Ngelale quoted Tinubu as directing security agencies to immediately move in, scout every stretch of the zone, and apprehend the culprits.

    The President also directed the immediate mobilisation of relief resources for surviving victims of the attacks as well as medical treatment for the wounded.

    Gunmen kill 50 villagers in Plateau

    Gov. Caleb Mutfwang of Plateau, on Monday, said that at least 50 people were killed by yet-to-be identified gunmen in several communities in Mangu and Bokkos Local Government Areas of the state.

    The governor disclosed this at a luncheon organised by the Chief of Army Staff, Lt.-Gen. Taoreed Lagbaja, for troops of Operation Safe Haven (OPSH) in Mangu.

    Mutfwang expressed dismay over the spate of attacks and wanton destruction of farmlands and other property by gunmen.

    He promised to adopt stringent measures in tackling insecurity in the state.

    ”From intelligence reports available to me, at least 50 persons have been killed in Mangu and Bokkos in the last 48 hours.

    ”This is unacceptable. Enough is enough. These stupid, senseless and unprovoked acts must stop.

    ”However, no amount of attacks will break the spirit of Plateau people, we remain resolute and determined to progress as a people,” he said.

    The governor thanked the troops for their unrelenting efforts in the fight against insecurity in the state and promised to support the military and other security agencies to secure the state.

    ”That way, we will prevent some hoodlums, who usually hide under the attacks, to perpetrate other crimes, such as cattle rustling, armed robbery, kidnapping for ransom and other crimes.

    ”We will also strengthen other security agencies to complement the efforts of the military in tackling insecurity in the state,” the governor said.

    In a speech, the Commander of OPSH, Maj.-Gen. Abdusalam Abubakar, said his troops had responded to the attacks.

    Abubakar said: “In the last 48 hours, we have responded to 36 distress calls from different locations, simultaneously.

    ”As we speak, some of our men are in hospital due to the injuries sustained in attacks.

    ”But we are committed to ensuring that we put a stop to all criminal activities in Plateau,” he said.

    Lalong finally abandons Tinubu, sworn in as Plateau South Senator

    Simon Lalong has abandoned his role as a Minister in President Bola Tinubu’s cabinet and has been sworn in as the Senator representing Plateau South Senatorial District in the National Assembly (NASS).

    TheNewsGuru.com (TNG) reports Lalong on Wednesday during plenary took his oath of office and allegiance, vacating the position of Minister of Labour and Employment.

    The administration of Lalong’s oath of allegiance followed his declaration as winner of the Plateau-South Senatorial election by the Appeal Court.

    The Clerk of the Senate, Mr Chinedu Akubueze, administered the oath of allegiance on Lalong.

    Lalong, who now represents Plateau -South in the Senate had challenged and filed a petition challenging the declaration of Sen. Napoleon Bali of Peoples Democratic Party (PDP) as winner of the Senatorial poll by the Independent National Electoral Commission (INEC)’.

    INEC had declared Bali of the PDP as winner of the election, while Lalong came second in the Feb. 25 elections.

    But Lalong asked the tribunal to nullify Bali’s election on the grounds that the PDP did not have a proper party structure and, therefore, could not file candidates for the elections.

    The tribunal, in a unanimous judgment read by Justice Muhammad Tukur, said the PDP, having no structure, lacked the right to have taken part in the election.
