    Plateau gov, Mutfwang signs 2024 Appropriation Bill into law

    Plateau’s Gov. Caleb Mutfwang has signed the state’s 2024 budget of N314.8 billion into law, his media aide, Mr Gyang Bere, stated on Wednesday in Jos.

    The budget is N164.9 billion higher than the N149.9 billion budgeted in 2023.

    Christened “Budget of New Beginnings’’, the 2024 budget has a recurrent expenditure component of N162.3 billion and capital expenditure of N152.5 billion.

    “As governor, this Appropriation Bill encapsulates our vision to transform Plateau into a citadel of glory.

    “We believe Plateau deserves better than what was previously in place.

    “We encountered a state of neglect in critical sectors and we are determined to lay a new foundation for a sustainable, excellent, and value-adding future.

    “This (budget) reflects a significant step toward the comprehensive development of the state across all sectors,’’ the governor said.

    He expressed optimism that the budget’s implementation would improve the living conditions of the people, and urged citizens to support the government for continued progress.

    “We are committed to pursuing development to elevate Plateau among the states in Nigeria. As we begin the budget implementation next year, Plateau will rise to greatness,’’ he said.

    Speaking at the ceremony, Commissioner for Budget and Economic Planning, Mr Chrysanthus Dawam, noted that government initially proposed to spend N295.5 billion in 2024.

    He said the House of Assembly, however, increased the budget size to ₦314.8 billion.

    Dawam added that the budget would be funded through Internally Generated Revenue of N38.3 billion, Federal Government allocation of N151.4 billion and Capital Receipts of N60.2 billion, among other revenue sources.

    Plateau ushers Christmas season with  celebrations, music festival

    It was a colourful night of praise and festivities as residents of Jos thronged the 10 Commandment Ground for the annual praise and thanksgiving festival organised by the Yeshua Kingdom International (YKI).

    The nightlong event held on Friday through to the early hours of Saturday in Jos.

    The 10 Commandment Prayer Monument was established by former Gov. Jonah Jang and was dedicated in December 2021, with a capacity for 5,800 people.

    In an address, Jonah Jang, President of the YKI, while thanking God for the year and all that the state had witnessed, urged the people to unite their hearts toward God.

    While quoting from the book of Psalm 88:11, he admonished the state to place their confidence in God, in spite of current challenging situations confronting the state.

    “It is with gratitude to the Almighty God that I welcome you all to this our annual praise thanksgiving to God; by the grace of God, we are ushering Plateau, and the entire nation of Nigeria into a wonderful Christmas season.

    “Today, an opportunity is presented to us to thank God and celebrate His goodness in our lives, in spite of all the prevailing circumstances, as individuals, families, and as a people that the divine hand of God has put together to coexist on the plateau.

    “So many events has made up this year; some have been good and in some we have been enveloped with heavy hearts of bitterness because of a lot of people who lost promotions, friends, parents, working relationships and missed opportunities.

    “In all these, we forget to think of the Lord to acknowledge His presence or take comfort in His unending love, but the scripture says that we should always give thanks to God in all situations and circumstances,” he said.

    Earlier the Gbong Gwom Jos, Da Jacob Buba, urged the people, saying Christianity was a doing religion, hence they should ensure to be practical in all their endeavours.

    And for his part, Gov. Caleb Mutfwang, while addressing the crowd, gave thanks to God for the state and charged the people to be united and keep faith alive as is expected of them.

    “Thank God for this opportunity to come together, this is what Plateau ought to be, a people united in the purpose and pursuit of God.

    “That is what we desire and I trust that God will bring this to reality in the next few years to come.

    “Plateau will be united, Plateau will be stronger, Plateau will be developed, Plateau will be a glorious land, Plateau will be a land of excellence and beauty, because God shall dwell here,” he said.

    Similarly Rev. Emmanuel Kure, the guest speaker for the night, addressed the people on repentance as prerequisite to gaining help from God; he led the crowd, on behalf of the entire state, through repentance back to God.

    NAN also reports that the event featured several gospel music artistes such as Moses Bliss, Apostle Daps and many others as the crowd gyrated and jubilated till the early hours of the morning.

    Troops arrest suspected killer of couples, 11 others in Plateau

    Troops of Operation Safe Haven (OPSH) of the Nigerian Army have arrested a suspected killer of a couple in Kwi Community, Riyom Local Government Area (LGA) of Plateau

    Lt.-Col. Ishaku Takwa, the Acting Deputy Dircetor, Army Public Relations of the 3 Division of the Nigerian Army, Rukuba, near Jos, disclosed this at a news conference on Saturday in Jos.

    The News Agency of Nigeria (NAN) recalled that on Aug. 14, suspected gunmen killed a newly married couple, one Rwang Danladi, 37 and his wife, Sandra, 28.

    The couple, both teachers of BECO Comprehensive Secondary School, Kwi, were killed when gunmen stormed the school  on the fateful day.

    Takwa explained that the suspect was arrested on Nov. 18, in Tafawa community of Barkin Ladi, following the resilience and commitment of the troops.

    ”You will recall that in August, gunmen forced themselves into BECO Comprehensive Secondary School, Kwi, and killed a couple, who are both teachers in the school.

    ”We commenced investigation and arrested one Lukman Aminu, who has been on our wanted list over numerous criminal offences.

    ”He was arrested at Tafawa village in Barkin Ladi and has since confessed to committing the crime.

    ”We are on the trail of the remaining attackers and they would be brought to justice soon,”he said.

    Takwa said that eleven other suspects were arrested for murder, illegal manufacturing of weapons, among other crimes in the state.

    He further said that the successes recorded by the taskforce followed the directive of the Chief of Defence Staff (CDS) and support of the Chief of Army Staff (COAS) that criminals, irrespective of their status, are brought to justice.

    Takwa also commended the commitment of Maj.-Gen. Abdusalam Abubakar, the Commander of the taskforce, to ensure the safety of lives and property of all  residents in Plateau.

    He said that the troops recovered six rounds of 7.62mm ammunitions, one sub-machine gun, one rifle, one pistol and seven unfinished fabricated rifles from the suspects.

    Other items recovered include a Lister generator, fabricating materials, military kits, four mobile phones and cash.

    Jonah Jang denies advising Gov. Mutfwang to resign

    Sen. Jonah Jang, the former governor of Plateau has denied the allegation making the rounds that he advised Gov. Caleb Mutfwang, to resign his position as governor of the state.

    Jang denied the allegation in a statement by his Media Consultant, Mr Clinton Garuba, issued on Thursday in Jos.

    A media report attributed to one Bulus Deme and published in some national dailies alleged that Jang advised the governor to resign and give way to Nentawe Yilwatda.

    Yilwatda is the candidate of the All Progressives Congress (APC) in the last governorship election in the state.

    But Jang, a two-term governor of Plateau described the allegation as false and merely fabricated to distract governor Mutfwang from the good works he had started in the state.

    ”It is absurd that anyone would even imagine that Jang will ever think of advising Gov. Caleb Mutfwang, who is raising the bar of governance to a new level in Plateau, to hand over to someone the people of Plateau did not vote for.

    ”It goes to say that APC is bent on taking power through the back door, but we believe our God never sleeps nor slumber and will not allow us to return to our dark days.

    ”It is unthinkable to ask a governor that has surpassed the achievement of his immediate predecessor just after six months in office to resign.

    ”For the avoidance of doubt, the entire write-up is completely false and only exist in the writer’s imagination,” Clinton quoted Jang.

    The elder statesman also expressed rude shock over the recent Appeal Court judgments that sacked Mutfwang and some members of the National Assembly from Plateau.

    Jang, who described the judgments as a ”miscarriage of justice”, called on the Supreme Court to consider the merits of the cases with a view of reversing them.

    ”Just like any well-meaning lover of democracy, I am at lost as to why the appeal court took a decision that contradicts the 2023 Electoral Act and other cases already decided by the Supreme Court.

    ”I believe that these judgements are total miscarriage of justice, but as a firm believer in the judiciary I trust that the highest court of the land will reverse this injustice,” Jang said.

    The former governor, however, appealed to the people of the state to remain calm and peaceful at all times, insisting that God will not fail the state.

    Members of the Plateau State House of Assembly have elected Mr Gabriel Dewan (YPP- Pankshin North) as the new speaker of the house.

    The 30-year-old Dewan was elected on Tuesday, shortly after the resignation of the former speaker, Mr Moses Sule (PDP -Mikang).

    The speaker who spoke with newsmen after his election said that his number one priority would be to unite members of the 10th house for the good of the state.

    He urged Plateau people to look beyond political parties, religion, and ethnicity at this critical moment in the life of the state.

    “We should come together and unite because we have no other place other than Plateau, and we shouldn’t allow politics of any kind to divide us.

    “I have always said in the assembly that I am a unifier. I am the only member of the Young People’s Party (YPP), and whenever I make a contribution on the floor of the house, I always say that I am coming to balance the gap between the APC and the PDP.

    “And now that they (APC and PDP) have met and deemed it fit to make me the speaker, it is the right time for me to unite them more.

    “All I am asking from Plateau citizens, especially the electorate, is that they should not allow any politician to cause enmity between us because politics will come and go, but Plateau will remain,’’ he appealed.

    The new speaker appreciated his colleagues for finding him worthy to lead the 10th assembly at this critical moment in the history of Plateau.

    Dewan promised to lead his colleagues with sincerity and commitment.

    Sule, the immediate past speaker, told newsmen that, as leaders, they sometimes needed to make sacrifices for things to work.

    The former speaker said that his resignation was borne out of patriotism for Plateau to move forward.

    “I was not coerced or forced to resign; I did so on my own volition because positive sacrifices have to be made by leaders for the good of the state,’’ he said.

    The Court of Appeal had on Sunday nullified the election of Gov. Caleb Mutfwang of the Peoples Democratic Party (PDP), bringing an air of uncertainty in the state.

    Military commander reads riot act to criminals in Plateau

    Maj.-Gen. Abdusalam Abubakar, military taskforce Commander of Operation Safe Haven (OPSH) on Saturday in Jos warned criminals in Plateau to turn a new leaf or be prepared to face the consequences of their actions.

    Abubakar, also the General Officer Commanding (GOC) 3 Division of the Nigerian Army, Rukuba, near Jos, gave the warning at a meeting with stakeholders from Bokkos Local Government Area of Plateau.

    OPSH has the responsibility to maintain peace in Plateau and parts of Bauchi and Kaduna States.

    The commander, who decried the resurgence of isolated killings, cattle rustling, wanton destruction of farmlands and other properties in the state, said no criminal would be spared.

    “In the last three months, we have achieved a lot of successes in the area of peace and security in Plateau.

    “We have arrested many criminal elements including drug peddlers, weapons manufacturers and also prevented many attacks on communities.

    “Unfortunately, some people have started taking the laws into their hands by engaging in kidnapping, cattle rustling, destruction of farmlands, and night and underage grazing, among other crimes.

    “I warn all criminal elements in Plateau that the OPSH which I command will not spare any criminal; we will pursue all criminals wherever they are and bring them to justice.

    “Any day one person is killed I have failed, so, i will not tolerate any criminal activity that will destroy our image and that of the state,’’ he told the meeting.

    The commander called on Plateau people, particularly residents of Bokkos to shun all forms of violence, reprisal attacks and other crimes.

    Abubakar also called on traditional and religious leaders to be more committed to supporting the state government and security agencies to achieve a peaceful Plateau

    He tasked residents on trust, compassion and forgiveness, insisting that peace is priceless and all residents must collaborate to achieve it.

    The commander said officers and men of OPSH would not take sides, but would continue to be fair and just to all.

    Responding, a representative of a group of stakeholders, Malam Salleh Yusuf, commended the commander for organising the meeting and assured that it would go a long way to promote peaceful coexistence.

    Another stakeholders’ representative, Mr Philip Johnson, tasked residents on sincerity and honesty, and urged them to stop hiding criminals.

    “The Boards & Buffet Retreat was a huge success. It brought out the best On The Plateau and our friends from outside the State together in celebration to honour a scrabble enthusiast who is one of the Pillars of the mind game in “The Home of Peace and Tourism.”

    This is how the Chairman of Plateau State Scrabble Association (PSSA), Mohammed Abbas, described the recently concluded Boards & Buffet Retreat with 52 participants in attendance in Jos, the Plateau State capital North Central, Nigeria.

    Abbas further stated that; “This event like many others before it was meant to help us graduate more of our players from social to competitive scrabble as manifested  in the quality of play and observance of competition rules as well as the growing number of entrants for these events.”

    “The Boards & Buffet Retreat retreat pushed Plateau Scrabble a notch higher as inclusion of the veterans category expanded our categories from two to three categories.” The Chairman added.

    Ughomaria Umokoro, won the 26 man strong Division A category of the Retreat with 7 wins and a cumulative of plus 1131 points ahead Alhassan Shaibu who recorded 6 wins just like the Ola sisters, Joy and Blessing. However Alhassan Shaibu had a better cumulative points of 762, Joy had 587 while Blessing secured 90 points cumulative.

    The Division B title went to young and promising player Hauwa Abdullahi with 7 wins and a cumulative points of 573. Kelvin Pam lost out of the top honour in that division by 5 cumulative points difference, he had the same number of wins like Hauwa Abdullahi. Emmanuel Almagani was third in the 18 man field.

    Division C, reserved for the veterans went Obed Okere.

    The event which is State rated enables players to earn rating points towards qualification for the Numero Uno Challenge coming up in March 2024, where the top ten players on the State rating will compete for the bragging right of the Lord On The Plateau.

    The Retreat was indeed an exciting experience. It was wonderful having to honour a Scrabble enthusiast on the Plateau in the person of Mr. Dadung Botmang, a rising political figure on The Plateau.

    “The future of Scrabble on the Plateau is bright and promising and assured by the mark already made by young players from Plateau State on the National level. With the assistance of spirited individuals, lovers of Scrabble and  the Government, ably represented by the Plateau State Director of Sports at the Retreat, Plateau State Scrabble will reach heights never imagined.” The Chairman concluded.

    Meanwhile, Alex Bot-Mang Dadung in whose honour the Retreat was staged was full of praise and kind words for the Plateau State Scrabble Association (PSSA) led by its Chairman Mohammed Abbas, the players and other Scrabble stakeholders in the North Central region of Nigeria and Plateau State in particular.

    “On behalf of me and my family, I want to take out time to appreciate each and every one of you that contributed and attended this ospicious occasion marking my birthday, I want to say thank you, I pray and wish that the Scrabble family will grow bigger and stronger. Nagode.” He stated.

    We understand that the event is likely to be an annual scrabble competition in the years to come as Mr Alex Bot-Mang Dadung and his network of friends and associates are ready and willing to support it.

    129 inmates on death row in Plateau prisons – PRO

    The Plateau Command of the Nigerian Correctional Service (NCoS), says there are 129 inmates currently on death row in the various custodial centres in the state.

    ASC Godfrey Longdiem, the command’s Public Relations Officer (PRO), disclosed this in an interview on Sunday in Jos.

    According to Longdiem, the figure consists of 128 males and one female, adding also that 700 inmates are awaiting trial in the various prison facilities across the state.

    “We also have 700 inmates who are awaiting trial in our various facilities; and these consist of 691 males and nine females.

    He further explained that those convicted for short terms were 55 and those serving long term sentences were 192.

    Longdiem said those that serving life sentences were 49, adding that there no minors among them.

    Mr Steve Aluko, the Executive Director of Civil Liberties Organisation (CLO), who decried the dearth in prison facilities, called for reforms in the sector.

    Aluko stressed that custodial centres all over Nigeria were in dire need of total overhaul.

    “This is given the deteriorating condition of the country’s correctional centres that have featured more inmates awaiting trial than those actually convicted.

    “Certainly, the Nigerian prison system is in dire need of urgent reforms to rid it of the perennial problem of congestion and its adverse consequences on the health, wellbeing and human rights of the inmates,’’ he said.

    Meanwhile in Taraba, stakeholders, who claimed there were no inmates on death row in the state’s correctional facilities, however, decried the high number of those incarcerated in the centres, calling for the restoration of their human dignity.

    Malam Aminu Mohammed, a legal practitioner, said there were no death row inmates because those convicted of capital offences such as murder, were serving life sentences as maximum punishment.

    Mohammed however, said this had contributed to the high number of inmates, especially those awaiting trial, making the correctional centres in Taraba unsuitable for human habitation.

    He called for increased man power on the bench and judicial independence, to ensure there were more judges and magistrates, as well as adequate funds, to ensure quick dispensation of cases, in order to decongest correctional centres.

    Mr Raymond Ibrahim, the Executive Director, Centre for Justice and Development, an NGO, who described the centres as dilapidated, overcrowded, and with terrible living conditions that fall short of places for human habitation, suggested that the electronic system of justice dispensation was the way out.

    According to Ibrahim, most inmates are awaiting trial due to the slow pace of justice dispensation in the country.

    “The world is now technologically driven, and justice dispensation cannot be left behind if the country must get it right in justice administration.

    “A situation where case files move from one court to another, and sometimes get mixed up or missing due to years of prosecution, can be addressed if the process becomes digital,” he said.

    While commending the few judges that had started writing and delivering judgments virtually, Ibrahim called on the government to support a full transition from analogue to digital justice dispensation, to ensure speedy and efficient dispensation of justice and decongestion of correctional centres.

    Mrs Bridget Jonathan, also a legal practitioner, suggested the use of alternative dispute resolution mechanisms, to prevent every case from being taken to court as part of measures to decongest correctional centres.

    Jonathan therefore, urged the government to support traditional rulers in strengthening the alternative dispute resolution mechanisms in communities.

    HURIWA expresses concern over Plateau Election Petitions Tribunal’s judgments

    A Civil rights advocacy group, Human Rights Writers Association of Nigeria (HURIWA), on Sunday expressed concern over what it termed as “contradictory judgments” by the Plateau State Election Petitions Tribunal.

    Its National Coordinator, Emmanuel Onwubiko, at a news conference in Abuja on Sunday, said there was need for the judiciary to “adhere to the principles of fairness, justice and impartiality in its service delivery to restore public confidence in the judiciary”.

    He said that the recent tribunal judgment in Plateau and the inconsistency with established legal norms and principles, had raised some concerns about the independence of the judiciary.

    “These concerns go beyond post-election matters and extend to pre-election cases which, according to established legal precedent, should not be revisited at the appellate level,” he said.

    Onwubiko said that it was a thing of concern that in some instances where the All Progressives Congress (APC) came second, the winner was removed and the certificate of return was given to the APC.

    He added that in other cases where the APC came in third or lower, the courts ordered a rerun.

    He observed that in the case of Plateau North Senatorial District won by Simon Mwadkwon of the PDP, APC came third and the tribunal annulled the election and ordered a rerun.

    He cited another case of Jos North/Bassa Federal Constituency won by Musa Agah of the PDP with the APC candidate also coming third.

    “The panel annulled the victory of the PDP and ordered a rerun, excluding the PDP.

    “In the third Appeal Case of Shendam/Quan-Pan/Mikang Federal Constituency won by Isaac Kwallu of the PDP, John Dafwan of the APC came second.

    “Here, the Appeal Court Justices, in Court of Appeal No. CA/J/EP/PL/HR/18/2023, annulled the victory of the PDP candidate.

    “The court declared the APC candidate winner and ordered that the Certificate of Return issued to the PDP candidate be witdrawn and a fresh Certificate of Return issued to the APC candidate.”

    He wondered how pre-election matters, including issues around nomination of candidates, which the Supreme Court has settled, were used by the panel in its judgments.

    “This troubling trend is not limited to post-election matters but also includes pre-election cases that, according to established legal precedent, should not be revisited at the appellate level,” he stated.

    Onwubiko said that the integrity of the judiciary was paramount in upholding the rule of law and ensuring fair and just elections.

    He called on the judiciary to be transparent in its decision-making process and provide clear explanations for its judgments as accountability was essential to maintaining the public’s trust in the judicial system.

    “We emphasise the need for the judiciary to maintain its independence from political interference.

    “Judges must be guided solely by the law and the Constitution, regardless of their personal or political affiliations.

    “We urge the relevant authorities to review and reconsider recent judgments in Plateau that appear to be inconsistent with established legal norms, especially in respect of pre-election matters.

    “The judiciary must work to restore public confidence by adhering to the principles of fairness, justice, and impartiality. This is essential to preserving the sanctity of our democracy,” he said.

    While reaffirming HURIWA’s commitment to the rule of law, democracy and justice, Onwubiko pledged that the organisation would monitor developments in Plateau and across the nation to ensure that the rights of the people are upheld.

    He called on all stakeholders, including the judiciary, political parties, and the public, to work together to protect and uphold the values that define Nigeria as a nation.

    Military arrest 2 suspected gun manufacturers, recover weapons in Plateau

    Operation Safe Haven (OPSH), a military taskforce maintaining peace in Plateau and environs has arrested two suspected gun manufacturers at Vom in Jos South Local Government Area of Plateau.

    Its Media Officer, Capt. James Oya, told a news conference in Jos on Saturday that troops of the taskforce uncovered the duo’s gun factory where they recovered newly-manufactured weapons.

    “Two individuals, Micheal Dung (33) and Yusuf Pam (43) were apprehended and their weapons manufacturing factory dismantled.

    “Preliminary investigation reveals that the suspects sell guns to customers in different parts of the country.

    “Troops recovered six AK-47 rifles, three skeleton AK-47 rifles, one locally-made pistol, 11 rifle bodies, seven bridge block, and four magazines.

    “Other weapons recovered were 210 springs, seven rifle butts, eight riffle muzzles, nine piston assembly, five cartridge housings, one drilling machine, and a hand filing machine.

    “The suspects will be charged to court immediately after investigations,’’ Oya said.

    He added that the Commander of OPSH, Maj.-Gen. Abdulsalam Abubakar, commended the dedication, bravery, and tireless efforts of the troops to ensure the safety of lives and property on the Plateau.

    He said that the taskforce would continue to maintain an offensive posture against criminals in Plateau.

    Speaking with newsmen, the prime suspect, Dung, who admitted to the crime, said he had been in the illegal business for six years.

    The suspect said he learned the skills from his deceased boss, adding that his customers were majorly from Mangu in Plateau.

    Dung said he sold arms at between N80,000 and N200,000, depending on the category.
