    CACOVID unveils over N300b ‘Marshall’ plan to rebuild 44 police stations, train 4m youths

    Coalition Alliance Against COVID-19 (CACOVID), comprising the Bankers Committee and major operators in the private sector on Wednesday unveiled a Marshall plan of some sort to help in rebuilding Nigeria.

    CACOVID surfaced in March to help in funding Nigeria’s response to COVID-19 pandemic, but it has expanded its agenda.

    Governor of the Central Bank, Godwin Emefiele, who rendered the account of the N39.6 billion raised by the group, said it has decided to take on the challenge of rebuilding 44 police stations damaged during the October #EndSARS protests.

    In addition, it is committed to providing over N100billion to procure equipment and gadgets for the Nigerian Police Force over the next two years.

    The intervention is expected to modernise the Nigerian police.

    CACOVID also released its plans to offer vocational, technical and ICT training for four million of educated but unemployed young Nigerians.

    An estimated N150 billion will go into this.

    Emefiele explained the plan: “Our preliminary analysis indicates that unemployment particularly amongst the youth was a critical factor behind the unrest.

    “As a result, CACOVID has committed to create a high impact youth development program that will provide technical and vocational education to over 4 million Nigerian youths over the next 5 years. Students will be trained on craftwork, plumbing, masonry , carpentry, and other artisanal related skills for which sufficient demand exist in Nigeria .

    “Over N150bn is expected to be deployed towards the set up and implementation of the youth development program, which will be available at select training centers across the country .

    “Selected students on conclusion of the program will be certified by the appropriate standards board and will be eligible to receive loans to support their entrepreneurial pursuits.

    “So far, over N25bn will be domiciled in a fund to support these entrepreneurial pursuits, which would also include acquisition of related equipment’s to conduct business activities.

    “The ultimate objective is to provide young Nigerians with employable skills sets that will enable them to live a gainful life. We believe this initiative can lead to the creation of over 4m jobs over the next five years.

    “For the out of school graduates that possess certain Entrepreneurial skills, CACOVID will be working with Bankers Committee to complete the Creative centre at National Arts Theatre area of Lagos in four select areas namely; ICT and software design / development, Fashion, Music and Movies.

    This project is expected to cost the Bankers Committee over N40 Billion.

    Emefiele also spoke about CACOVID plans to help businesses vandalised during the protest.

    He said banks and financial institutions would be required to extend relief through concessionary loans to affected businesses and firms, so they can rebuild and restock their stores and continue to conduct their business activities.

    Good afternoon ladies and Gentlemen. Following the outbreak of COVID-19 in Wuhan China, in December 2019, and its eventual spread to over 190 countries, nations like Nigeria were faced with a dual shock; a public health crisis, and, an over 60 percent decline in commodity prices. The decline in crude prices and the containment measures put in place to deal with the public health crisis, led to a constriction in business activities, with resulting implications for federal and state governments, as well as households and businesses.

    Cognizant of the funding challenge faced by Federal and State governments and the need to improve the capacity of our health institutions to deal with emerging cases of COVID-19 in the country, the Bankers Committee, comprising the Central Bank of Nigeria and the Deposit Money Banks as well as key stakeholders in the private sector came together to set up an alliance in March 2020, known as the Coalition Alliance Against COVID-19 (CACOVID).
    The ultimate objective of CACOVID was to work with the government in providing support in areas that would result in improved health and societal outcomes. We sought to aid the government’s in improving testing capability, and management of positive cases of COVID-19 in Nigeria. In addition, CACOVID was expected to provide palliatives to vulnerable members of our society, particularly those who earn daily incomes, and had been severely affected by the lockdown.
    As a result of these objectives, CACOVID requested and indeed received an outpouring of support from over 200 well- meaning Nigerians and corporate organizations, who provided in kind donations, as well as funds to the tune of N39,646,100,039.00 billion in support of the fight against COVID-19.
    In order to ensure that these funds were judiciously utilized, a transparent and accountable framework was put in place by highly rated firms of chartered accountants. We engaged KPMG Professional Services as book keepers and Messrs Enrst and Young as Auditors. Ladies and Gentlemen , in Line with our promise to be open and Transparent in the utilization of the funds donated by our partners, CACOVID has today decided to provide the general public with full details relating to the procurement of goods and services along with the disbursement schedule of procured items.

    These details will be posted on our website in due course.

    On the expenditure side, the CACOVID has far incurred expenditure , in the sum of N43,272,562,831 on the acquisition of , not only medical equipment and supplies , but also Food palliatives for the vulnerable amongst us.The funds raised by CACOVID was used to support 3 key priorities. These priorities include;
    I. Medical Facilities and Equipment – Working with other stakeholders, CACOVID developed 39 fully equipped isolation centers across the 36 States of the Country including the Federal Capital Territory ( FCT) . The sum of

    N4,194,262,899 was spent in Building Isolation Centers. In addition, medical equipments such as PCR test kits for suspected cases of COVID-19 were procured along with other required medical items at a cost of N9,017,561,723. This support by CACOVID enabled many states to deal with an unexpected surge in cases of COVID-19.
    II. Food relief programs – As part of our efforts to cushion the effects of the lockdown on vulnerable Nigerians affected by the restrictions in movement, CACOVID provided palliatives in the form of essential food items to 1.7m households, which is equivalent to supporting 8 million Nigerians. A total of N28,767,590,517 was spent procuring these Food supplies. These palliatives were acknowledged and disbursed by various state governments; and a schedule showing the various quantities and dates of delivery will also be posted on our website for public scrutiny. Our intention for distributing these items through the State Government , just like in the case of the isolation centers was based on the thinking that the state governments has the closest contacts with the most vulnerable in our society for whom these support were meant.

    III. Communication Plans – CACOVID also worked to improve awareness in rural communities on the COVID-19 virus, and the measures community health workers

    and other members of society should take when someone in the community is suspected of having symptoms similar to that of COVID-

    Print, TV, radio and social media were leveraged as part of CACOVID communication plans.
    We would like to use this opportunity to express our sincere gratitude to well- meaning Nigerians and businesses, who supported CACOVID in its effort to curb the spread of COVID-19 in Nigeria, as well as in the support provided to vulnerable Nigerians.

    Response to the #EndSARS Protest
    As we are all aware, the aftermath of the EndSARS protest that took place in several parts of the country in October 2020, led to the vandalization of private and public assets, which includes business houses, shopping malls, banks and police stations. Many small and medium scale businesses that were affected have struggled to resume full business activities. In addition, the provision of security which is essential to the conduct of business activities has been hampered due to the damage of 44 police stations across the country. If left unattended, this situation could undermine confidence in our economy and derail the efforts of the government in enabling faster recovery of the Nigerian economy, following the impact of COVID-19.

    As a result, the Bankers Committee and critical stakeholders in the private sector, under the auspices of the CACOVID alliance, held series of meetings towards developing measures that will support the government’s efforts in rebuilding confidence in our nation’s economy. Some of the measures agreed upon by the CACOVID alliance include;

    1. Banks and financial institutions would be required to extend relief through concessionary loans to affected businesses and firms, so they can rebuild and restock their stores and continue to conduct their business activities.

    2. CACOVID has committed to fully rehabilitate all 44 damaged and destroyed police stations nationwide in a bid to restore provision of security in affected locations.

    3. To further strengthen the security apparatus in the country, CACOVID has committed to provide over N100bn to procure equipment and gadgets for the Nigerian Police Force over the next 2 years; as our contribution to fully modernize the Nigerian Police.

    4. Our preliminary analysis indicates that unemployment particularly amongst the youth was a critical factor behind the unrest.     7. Given the impact the unrest had on the conduct of business activities, members of CACOVID has committed to develop a business continuity plan, that will enable businesses and firms to share timely information and resources to forestall physical or cyber-attacks, which could derail the smooth functioning of business activities in the country.

    Details of all the support stated above will be released in due course to Nigerians. Distinguished ladies and Gentlemen, these efforts represent some of the essential steps that are important in rebuilding trust and preventing future unrest within our communities. It would also complement the government’s efforts aimed at creating jobs for our youths and in strengthening the security apparatus in the country. More importantly, it would also prevent the challenges which have emanated from the protest, from affecting the long-term growth prospects for households and businesses in the country.

    In closing, let me say that providing adequate security is not only the task before the government but also that of the private sector.. Indeed , owners of business premises desire a secure environment to conduct their legitimate businesses. We therefore seize this opportunity to once again , appeal to members of the private sector, who we will be calling on again, to rally round CACOVID to secure not only our businesses but also our country. We also request the private sector to work with to operate under this platform which has been approved by Mr President.

    Gunmen invade police station in Edo, kill two officers, cart away armoury

    Hell was let lose Monday night at Igueben, Edo state, when dare-devil gunmen suspected to be armed robbers invaded the divisional police headquarters in the town.
    Two policemen were feared killed, others injured while a huge cache of arms and ammunition were carted away by the criminals.
    The state police command however said that no policeman was killed in the incident.
    But sources who spoke in condition of anonymity, gave the names of police officers who lost their lives in the attack as Inspector Monday Asoata and Corporal Esangbedo Ezekiel.
    The sources added that their bodies had already been deposited in an undisclosed morgue in the area, while the injured policemen are currently receiving treatment.
    Other sources at Igueben who also spoke to journalists in Benin on phone, disclosed that the hoodlums arrived at the police stations around 8 pm.
    The sources added that the hoodlums blew dynamite and shot sporadically to gain access to the police station, went straight tot the armory where they stole all the arms and ammunition they could lay their hands on.
    Shortly after the incident, residents of Igueben were said to have trooped to the streets in protest.
    The attack came less than 24 hours after the state police commissioner, Johnson Babatunde Kokumo, issued a seven-day ultimatum to those who looted arms and ammunition at police stations during the #EndSARS protests in Benin, the state capital, to return them.
    Confirming the incident to journalists on the phone, the state police command spokesman, SP Chidi Nwabuzor, said normalcy has since returned to the station.
    According to him, “On November 9, 2020, at about 19.30hrs, hoodlums suspected to be armed robbers, invaded the police station at Igueben. Immediately, the police personnel mobilised to repel them.
    “During gun duel, one of the suspected armed robbers was shot dead, two policemen were wounded and they were taken to the hospital.
    “One motorcycle, suspected to belonging to the robbers was confiscated by the police. No policeman was killed in the attack.
    “The police are doing their best to weed out criminal elements in that axis of the state. As I speak, normalcy has returned to that part of Edo.”

    Sad! Hoodlums burn police station in Ebonyi, set cars ablaze

    Hoodlums alleged to be members of the proscribed Indigenous People of Biafra (IPOB) yesterday launched an attack on the Central Police Station in Abakaliki, the Ebonyi State capital..

    The station is located along the Abakaliki-Enugu Highway close to the International Market.

    The thugs also set ablaze cars, tricycles and motorcycles at the station.

    IPOB leader Nnamdi Kanu had called on his members to start a cleanup exercise protest in major cities in the Southeast and Southsouth zones Tuesday.

    The exercise was peaceful in Ikwo Local Government Area, where security agencies allowed them to move around without any confrontation.

    But in Abakaliki, the proscribed group members, who clearly identified themselves as members of the group, launched an attack on the police station around 3pm.

    They claimed that some of their members were murdered by the police during last week’s disturbances in front of the station.

    As news about the sad occurrence spread, residents ran back to their houses for fear of being caught in crossfire.

    Many shops and businesses closed down abruptly.

    The governor, David Umahi left a function at Old Government House and returned to the New government as reports of the incident got to him.

    Police Commissioner in the state, Philip Maku confirmed the attack on the station. He said no casualty was recorded.

    The CP also fervently denied that any of the attackers was killed in last week’s clashes

    He instead said that it was the Police who later lost one of its Police Officers who was wounded during last week’s disturbances.

    “We are the ones being brutalized. One of the two Policemen that were wounded last week later died,” he said.

    Some suspected hoodlums who disguised as EndSARS protesters on Thursday invaded the police station as well as Nigeria Customs base in Iseyin, Oyo State, and carted away valuables.

    A witness told the News Agency of Nigeria (NAN) that the hoodlums stormed the town, claiming to be protesting against police brutality.

    The Oyo/Osun Area Public Relations Officer of the Nigeria Customs Service, Kayode Wey, confirmed the attack on the customs base in Iseyin.

    Wey, however, said the customs office in Iseyin was not burnt and no lives was lost.

    “Yes, I can confirm to you that there was an attack and nobody was injured and our office was not burnt.

    “Officers belongings like mattresses and other personal belongings were carted away.
    “As I speak to you now, I have not heard of any destruction on our building.

    “It was a general attack on the entire Iseyin township, police and everybody including us was attack in the area,” the Customs spokesman said.

    Efforts to get the Police Public Relations Officer (PPRO), SP Olugbenga Fadeyi, was not successful as his phone was engaged and he did not respond to text message sent to him.

    Suspected hoodlums masquerading as #EndSARS protesters on Tuesday afternoon set Layeni and Pako police stations in Ifelodun and, Apapa- Iganmu LCDA ablaze.

    The incident bring to three police stations burnt down in Lagos as at Tuesday afternoon.

    Recall that some suspected thugs had earlier on Tuesday set the Orile police station ablaze.

    Responding to the burning down of the Orile police station and the violent dimension the protest had assumed, Governor Babajide Sanwo-Olu declared a 24-hour curfew in the state.

    The other two police stations were said to have been set ablaze few hours after the announcement of the curfew, raising speculation that it might have been in reaction to the declaration of curfew.

    #ENDSARS: Protest turn violent in Ogun, angry youths vandalise police station [Video]

    Some irate youths on Friday invaded a police station in Imoru, Ijebu-Ode area of Ogun State.

    The youths were seen in a video vandalising and looting the police station.

    They were seen destroying the patrol vehicle, as window glasses and doors were broken.

    It was observed that the youths took advantage of the incident to cart away items from the police station, while daring the officers to come out.

    The Ogun State Police Public Relations Officer, Abimbola confirmed the incident.

    Oyeyemi, while speaking to newsmen, condemned the incident in its entirety.

    “We have warned them that we will no longer tolerate any act of violence against our facility and our men. Because we have had fruitful discussions with most of the youths across the state in the wake of this crisis.

    “The incident that triggered this crisis did not happen in Ogun State, so we don’t see any reason somebody will be unleashing violence on our men and attacking our men.

    “We have called on traditional rulers and political leaders to warn their children not to participate in any violence that would lead to wanton destruction of property because the command will no longer tolerate that,” Oyeyemi warned.

    Asked, the PPRO said none of the policemen in the station sustained any injuries as a result of the incident.

    Court orders student to cut grass in police station for 2 days

    A Chief Magistrates’ Court in Gwagwalada, FCT, on Tuesday ordered a 25-year-old student, Akeem Yakubu, to cut grass in the Gwagwalada Divisional Police station for two days for stealing two cell phones worth N8,700.

    The police charged Yakubu with theft.

    He pleaded guilty to the charge and told the court that he sold the phones for N5,000 and used the money he realised to buy clothes.

    Chief Magistrate Aliyu Shafa, ordered that he should report to the Gwagwalada Divisional Police station by 10 a.m. and close at 2 p.m each day.

    Shafa also ordered the convict to return to his parents in Okene, Kogi.

    He warned the convict to desist from committing crimes and to be of good behaviour.

    Earlier, the Prosecution Counsel, Abudullahi Tanko, told the court that the complainants, Suleiman Ahmadu and Tijani Adamu of Angwan Fulani, Kuje Road, Gwagwalada, reported the matter at Gwagwalada police station on Sept. 17.

    Tanko said that Yakubu stole the phones of the complainants while they were charging it.

    He said the offence contravened the provisions of Section 287 of the Penal Code.

    The Defence Counsel, Yusuf Jibril, prayed for the court for leniency.

    “If he is sentenced to a prison term, he will mostly likely come out hardened and pose treat to the society.

    “He is a very young man at the peak of his formation age, I urge the court to assume a human and parental face ,and to temper justice with mercy,” he prayed the court.

    IGP orders manhunt for perpetrators of Bayelsa police station attack

    Following the attack on Agudama Ekpetiama Police Station, Yenagoa and the killing of for policemen in Bayelsa State, by unknown gunmen, in the early hours of Monday, the Inspector General of Police, IGP Muhammed Adamu, has ordered a massive manhunt for the perpetrators of the dastardly act.
    A statement issued by the Force Public Relations Officer, Frank Mba, said the IGP condemned the attack which resulted in the death of the Divisional Police Officer, SP Ola Rosanla with three (3) other police officers and left two others injured.
    He pledges that nothing would be left to chance towards apprehending the perpetrators and bringing them to book.
    Meanwhile, the IGP had ordered the immediate deployment of crack detectives from the IGP-Intelligence Response Unit (IRT), the Forensic and Homicide sections of the FCID and Special Operatives of the Marine Police Department to Yenagoa to complement the efforts of the Bayelsa Police Command in carrying out discrete investigation into the unfortunate incident.
    The IGP, while paying tribute to the fallen heroes, condoled the families of the four cops who paid the supreme price in the service of their fatherland, describing the incident as a classic example of the risk and sacrifices the police were exposed to in their daily task of protecting our homeland.
    Adamu enjoined the Agudama Ekpetiama Community and the entire people of Bayelsa State to remain calm and to avail the police with credible information that would help the law enforcement agencies towards apprehending the criminals.

  • Average police station in Nigeria receives N30,000 per quarter as allocation – Owoseni

    A former Commissioner of Police in Lagos and Benue States, Mr Fatai Owoseni, has disclosed that what an average police station in Nigeria gets as allocation per quarter for its operations is not more than N30,000, amounting to N10,000 a month.

    Mr Owoseni, who retired from the police force in December 2018, made this disclosure in the early hours of Monday, February 25, 2019.

    The retired cop was a guest on Channels Television’s popular election programme, The Verdict, which was monitored by TNG

    Speaking on the pathetic nature of things at the security agency, the former Commissioner said the poor funding has made it impossible for the police to perform well like they do when on foreign missions.

    What an average police station receive as allocation is not more than N30,000 per quarter. How do you want them to perform excellently well?” he asked on the programme.

    Yes, I was a Commissioner of Police in Lagos and before then, I was in the Operations at the Force Headquarters and I know how the funding of the police is.

    Sometimes, the N30,000 allocation for the first quarter of the year may not come until the third quarter; that is the condition the police operates under.

    Let me make it clear that this is not a case of the Inspector General of Police (IGP) embezzling the money, but it is what is allocated to the police by the government.

    When you take what is budgeted to the Force to the police stations in the country, what gets to each is just too small to work with.

    This is making enforcement of law very difficult in the country. Nigeria is the most difficult place in the world to enforce any law. I want anybody to challenge me on this.

    When it comes to investigation and prosecution of cases in this country, the police spends a lot of time to investigate a case and when it comes to prosecution, because the law says you must prove beyond reasonable doubt, your key witness will run away and when your principal witnesses are not available, there is nothing much a policeman can do,” the former police chief said.
