    Senate raises questions over $1.5bn expended on Port Harcourt refinery

    Amid pervasive allegations of sabotage in the petroleum industry, the Senate has raised questions over $1.5 billion approved in 2021 for the turn-around maintenance of the Port Harcourt Refinery with little or no result.

    Consequently, the upper chamber lamented that it was unfair and wrong to treat government businesses or public companies as an orphan while private businesses were flourishing and thriving.

    The Leader of the Senate and Chairman, Senate Ad-hoc Committee to Investigate the Alleged Economic Sabotage in the Nigerian Petroleum Industry, Senator Opeyemi Bamidele raised the questions at a session with stakeholders in the industry at the National Assembly Complex, Abuja on Wednesday.

    The session was attended by Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun; Group Managing Director, Nigerian National Petroleum Corporation Limited (NNPCL), Malam Melee Kyari; Chief Executive, Nigerian Upstream Petroleum Regulatory Commission (NUPRC), Mr. Gbenga Komolafe and Chief Executive Office, Nigerian Midstream and Downstream Petroleum Regulatory Authority, Mr. Farouk Ahmed, among others.

    The Federal Executive Council had approved the plan by the Ministry of Petroleum Resources to rehabilitate and turn around the Port Harcourt Refinery with a whopping sum of $1.5 billion under the administration of former President Muhammadu Buhari.

    Despite the huge investment, the government-owned refinery is yet to function effectively, a situation that compelled the country to depend almost entirely on the importation of petroleum products.

    At the session with stakeholders Wednesday, however, Bamidele expressed grave concerns about the dysfunctionality of the government-owned refineries despite billions of Dollars invested to carry out turn-around maintenance on the installation.

    Bamidele observed that the federation “is undergoing a truly challenging period,” pointing out that the distribution and supply of refined petroleum products “has been irregular and problematic in the recent history of our fatherland.”

    “The long queues at filling stations are obviously a testament to this challenge. A situation, whereby we now depend almost entirely on the importation of these products, even when we daily supply the global oil market no fewer than two percent of its crude oil requirements, is to say the least, highly worrisome.

    “We also have at hand a grievous issue of national concern that directly borders on the importation of hazardous petroleum products and dumping of substandard diesel into the country.”

    Under different administrations since 1999, Bamidele observed that the federal government “has invested billions of Dollars to maintain and turn around the state-owned refineries in Kaduna, Port Harcourt and Warri. But the refineries are not functioning.

    “In 2021, specifically, the Federal Executive Council approved $1.5 billion for the turn-around maintenance of the Port Harcourt Refinery. Yet, this investment has not yielded significant returns.

    “For us, in the Senate, we believe, it is unfair and unpatriotic to treat government businesses or public corporations as an orphan while private businesses are flourishing and thriving,” Bamidele pointed out at the interactive session.

    To permanently nip these challenges in the bud, the chairman of the ad-hoc committee disclosed the plan of the Senate to jointly conduct investigation into diverse allegations of economic sabotage in the petroleum industry along with the House of Representatives.

    Bamidele, equally, noted that there would be no room for grandstanding during the investigative hearing, promising that the committee would carry out its mandate fairly and impartially.

    While insisting that nobody will be untouchable, Bamidele said the task of ridding the petroleum industry of malfeasance “is urgent and must be carried out in the spirit of nationalism and patriotism. We are ready to carry it out with all senses of honour and responsibility.

    “We are also taking it seriously with a view to addressing fundamental issues that pose grave threats to our economic prosperity, fiscal stability and public health as a federation. In line with our mandate, we will definitely unravel factors and forces aiding sabotage in our petroleum industry.

    “From our findings, we will craft a legislative framework that will entrench global best practices in the industry; open it up for more investments, especially in the midstream and downstream sectors and end vicious regimes of subterfuge in the petroleum industry.

    “We are utterly committed to this mandate. We shall carry it out without fear or favour. We shall be equitable, fair and just to all parties with a view to promoting and protecting the strategic national interests of our fatherland,” Bamidele said.

    He, therefore, promised that the National Assembly “is ready to carry out the investigative hearing with all senses of honor and responsibility,” citing impeccable professional backgrounds of the members of the committee.

    Also, at the session, Kyari claimed that NNPCL “is loyal and faithful to the country,” saying its management vowed to protect the interest of Nigeria in the petroleum industry.

    He observed that most problems in the petroleum industry “have nothing to do with NNPCL. We are faithful and loyal to the economic interest of this country. We are not criminals. We are not thieves. But we will protect our dignity and honour.

    In his own remarks, Edun said the increase in the crude would stabilise the country’s foreign exchange market while expressing confidence in the leadership of the ad-hoc committee to conduct an unbiased and impartial investigation.

    A fire has reportedly destroyed valuable properties worth millions of Naira on Sunday afternoon in the East-West Road area of Port Harcourt, Rivers state, TheNewsGuru.com (TNG) reports.

    TNG learnt that the storey building used by LG as a showroom and warehouse at Rumuosi Junction went up in flames after a power surge, leaving residents in disarray as they struggled to put out the inferno.

    It was gathered that the incident happened at about 12:30 pm on Sunday afternoon, and the residents were said to have put out the raving fire at the time of filing this report.

    The building is reportedly sandwiched between a church and another storey, which residents feared would have caused a chain reaction if they did not rally around as there were no presence of firefighters nor security agencies to guard against loot.

    Angolan embassy opens visa collection centre in Port Harcourt

    The Angolan Embassy has promised to continue to harness the various economic potentials in Nigeria as it opened a visa collection centre in Port Harcourt.

    The embassy said that the measure was part of efforts to strengthen business ties with Nigeria.

    Dr Jose Zan, Angolan Ambassador to Nigeria, gave the assurance while inaugurating the centre in Port Harcourt on Tuesday.

    According to him, there are lots of hurdles experienced by both countries (Nigeria and Angola) in terms of accessing the Angola visa from Port Harcourt, hence, the need for the centre.

    The envoy noted that the centre was expected to satisfy travel needs of the Angolan community resident in the South South and South Eastern part of the country.

    “I have been on duty in Nigeria less than a year during which I’m ensuring better business approach between Nigeria and Angola.

    “One of my targets is to enhance travel experience for the Angolan and Nigerian communities and one of the ways to achieve this is to ensure an easy facilitation in terms of visa procurement.

    “These communities have suffered lots of hurdles shuttling both countries from Port Harcourt; sometimes, when they had to fly to Abuja to procure their visas, they end up missing business appointments and spending extra cost on hotels.

    That’s why we are here in Port Harcourt, to enhance speedy procurement of Angolan visas which is easy and also possible within 24 hours.

    Mr Onyemaechi Ejindu, CEO, Akwahelms Ltd, also a partner in the centre, said it was poised to ensure professional strategies that would enhance travel experience to Angola.

    He said that the advantage of having the collection centre in Port Harcourt was to help address the difficulties of traveling to Lagos or Abuja to facilitate visa allocations.

    ” Now that Angolan embassy has brought a visa centre closer to the south and eastern states,  we also look forward to collaborating with other airlines that will be linked to the Angolan national airline in terms of connectivity.

    “As we speak, it’s surprising the number of Nigerian/Angolan community that shuttle between Angola and Port Harcourt for various types of businesses.

    “This is why we made efforts to establish this centre in order to reach out to those who are into trading and other businesses,” he said.

    Ejindu said that Angola, like Nigeria, had lots of attractions and both countries were beginning to appreciate their similarities and also exploiting economic relationships.

    According to him, just like Nigeria, Angola is richly endowed with crude oil and other natural deposits like gold, diamond and many others.

    FG announces date to commence PH-Aba train service

    The Federal Government, on Saturday, says train services on Port Harcourt to Aba route will start operation by the end of March.

    The Port Harcourt-Aba rail project is part of the larger Port Harcourt-Maiduguri railroad project initiated by President Muhammadu Buhari’s administration.

    Mr Fidet Okhiria, Managing Director, Nigeria Railway Corporation (NRC) disclosed this in Port Harcourt after leading a delegation to test-run the reconstructed of Eastern Narrow Guage Rail line.

    He said workers were currently putting finishing touches on the tracks to ensure that full train operation could begin within the month.

    “I am impressed with what I saw today, especially being able to ride the locomotive and wagon on the tracks.

    “Last time we visited, we could not use the train because the contractor said it was not proper to run on the train due to imbalance of the tracks.

    “The Minister of Transportation, Mu’azu Sambo, has directed that the Port Harcourt route be connected to rail as well as initiate the linkage of Onne Port,” he said.

    Okhiria expressed confidence that the contractor would complete the ‘tampering’ of the railroad within two weeks, preceding the targeted three weeks for the train services to resume.

    “We are pushing the contractor to make the track safe by deploying semi-automatic signalling of the machine points rather than manual operation.

    “Despite resource challenges, the contractors are doing their best, and our goal is to achieve this within the next two weeks.

    “With this, we aim to commence passenger train services hopefully within March and fully resume transporting people from Port Harcourt to Aba by the end of March,” he assured.

    The managing director said the project design team had started designing a rail track to connect the Port Harcourt-Aba railroad line to the Onne sea port.

    He stated that NRC had begun collaborating with the port’s terminal manager and leading engineers to ensure a smooth project delivery.

    “The initial design has been done and handed over to us. We look at it, make corrections and seek approval. Once approved, work will commence,” he added.

    Regarding transport fares, Okhiria mentioned that due to the current high cost of diesel, commuters might have to pay higher fares than what was obtainable before.

    He said if NRC could not cover 100 per cent fuel cost, the corporation would aim to generate at least 50 per cent from passengers to sustain operations.

    “Additionally, we will assess the conditions of the roads with intent to cover at least 50 per cent of the road costs.

    “The government is working with relevant security agencies to ensure adequate security of the rain line, and the linkage of security devices from the trains to the control room.

    “Communities should protect what the government is putting in place for us. We are striving to ensure that people who come on the train are safe,” he said.

    Okhiria cautioned traders against conducting business on the rail lines, as the trains would no longer slow down for them to remove their goods before passing.

    He said that the trains were scheduled to run according to fixed times across all railroads in the country.

    The Minister of Federal Capital Territory, Nyesom Wike has dared people who asked him not to visit Rivers state by landing in Port Harcourt on Saturday.

    Wike’s landing in Rivers state is coming  few days after warnings and threats from some loyalists of Governor Siminalayi Fubara not to step his feet into the state.

    TheNewsGuru.com  reported earlier that Honourable Boma Goodhead, a member of the House of Representatives, representing Akuku/Asari Toru Federal Constituency and other protesters had dared Wike to step into Rivers State again.

    They vowed never to fold their hands and watch the former Governor pocket Rivers State.

    “We are here to tell Ahmed Bola Tinubu to call Wike to order because the next time he comes into Rivers State to disturb the peace of the state we’ll not fold our hands and watch.

    “Wike should come to Rivers State and we’ll show him what it means to hold Rivers State. We dare you, come back to Rivers State again if you’re a man,” Goodhead had warned.

    However, TheNewsGuru.com gathered that Wike landed in Rivers State in company of Senator Barry Mpigi, Senator Allwell Onyesoh, Minister of State, Petroleum, Heineken Lokpobiri, Rivers Assembly members and some local government area chairmen.

    Port Harcourt is Ikwerre land, stay away, Rivers CP cautions Ohanaeze Ndigbo

    The Rivers State Commissioner of Police, Dr Polycarp Emeka Nwonyi has cautioned members of Ohanaeze Ndigbo to stay clear of Port Harcourt as the land belongs to Ikwerres.

    The CP made this disclosure in a meeting with members of Iwhuruohna People’s Association (IPA) and Ohaneze Ndigbo as a result of the petition written by IPA to the Inspector-General of Police, copied to the CP and other security agencies, took place yesterday in his office.

    During the meeting, the delegation of IPA led by the President, High Chief Monday Wehere and Dr. William Wodi stated categorically that Ikwerre people are not Igbos, and that there is no “Igbo-speaking” part of Ikwerre land as claimed by the Ohaneze Ndigbo.

    They maintained that Igbos have five state capitals and numerous other cities where the so-called “Igbo Day” can be used to honour their fallen heroes but their choice of Port Harcourt is aimed at causing the breakdown of law and order.

    They also reminded the CP that the two factional leaderships are proposing the celebration at undisclosed venues in PH. The delegation of IPA pointed out that there is the likelihood that their undisclosed venues may clash with the venue for the “Ikwerre Martyrs’ Day” already scheduled for September 29th, 2023.

    They concluded by saying that one of the reasons they are against them calling Ikwerre people Igbos and that Rivers State is not part of Igbo states is to stop them from extending their sit-at-home order to Rivers State.

    Responding to their submission, the leader of Igbo Community in Rivers State, Barr. Emmanuel Ukala, who is also the Vice Chairman of Nigeria Bar Association (NBA), Port Harcourt Branch, denied ever fixing Igbo Day Celebration in Port Harcourt.

    He maintained that the celebration was fixed at Enugu and also disowned the statements credited to Okechukwu Isiguzoro, Chidi Ibe and Chief Uchenna Okokoba respectively. He also said that they are impostors and cannot speak for Igbo people.

    At this point, members of IPA quickly presented the press release of both factions and affirmed that the said venue earlier scheduled to hold in Port Harcourt was shifted to Enugu because of the pressure of IPA on them.

    After listening to both sides, the Rivers State Commissioner of Police, Dr. Emeka Polycap Nwonyi advised members of Ohaneze Ndigbo to honour their heroes and do their celebration in their states and leave Port Harcourt if Ikwerre people decides not to join, saying that Port Harcourt is Ikwerre land and whoever that buys land here will not carry it to his or her hometown.

    The case ended in favour of IPA, therefore, the Igbo Day Celebration is no longer holding in Port Harcourt.

    BREAKING: 54,000/60,000 bpd targeted as P/Harcourt refinery set to resume production

    Minister of State, Petroleum Resources, Heineken Lokpobiri, said the Port Harcourt Refinery would resume production by December with a target of 54,000 to 60,000 barrels of refined petroleum products per day.

    Lokpbiri gave the assurance on Friday during a facility inspection of the refinery.

    He said that rehabilitation of first phase of the refinery had been relatively achieved and would commence production by the end of the year.

    “The essence of this inspection is to know the extent of work done on the Port Harcourt Refinery, and we are satisfied with what we have seen.

    “From what we have seen here, the first phase will come on stream by the end of 2023 with about 54,000 to 60,000 barrels per day production.

    “Warri will start by first quarter of next year with about 70,000 barrels per day and Kaduna will come on stream towards the end of next year.

    “If we add all that to Dangote refinery, we will be able to stop fuel importation, start saving substantial part of our funds and Nigerians will also begin to have the benefits of full deregulation,” he said.

    According to him, his team will be inspecting all refineries in the country and the objective is to ensure that in the next few years, Nigeria will stop fuel importation.

    He also said that the entire Port Harcourt Refinery would be fully rehabilitated by the end of 2024.

    Also Mr kperikpe Ekpo, Minister of State, Gas Resources, noted that the Federal Government was very intentional in attracting foreign investors in the gas sub sector.

    “Of course, the ‘Renewed hope’ agenda of the Federal Government will end gas flaring and also boost electricity in the country.

    “We have received the brief today, I can say that there is hope for Nigeria.

    “Gas flaring will stop and gas generation will increase so that we can have uninterrupted power supply in the country.

    “I am comfortable with what we have seen; the improvements are there and the contractors are dedicated; this is in line with the president’s directive of a renewed hope for Nigerians,” Ekpo said.

    Nigerian refineries gulp over N11.349 trillion; duplication of projects, double payments mar rehabilitation

    The House of Representatives ad-hoc Committee on the state of refineries in the country, says after spending N11.349 trillion to rehabilitate the nation’s refineries, it discovered duplication of projects and double payments.

    This is sequel to the report of the Committee, chaired by Rep. Ganiyu Johnson. The report was laid and considered by the House of Reps at the plenary in Abuja on Tuesday.

    In its recommendation, the committee said, drawing from observations and findings, the committee established that the state of refineries in the country from 2010-2020 was comatose.

    The committee said the refineries were non-functional, unproductive and wasteful, adding that it could not ascertain the actual cost of rehabilitating the Nigerian refineries within the periods.

    The committee said that obvious omissions were noted in the submissions made by the NNPC, adding that there were seeming duplication of projects and possible double payments.

    The committee noted that total estimated cost of rehabilitating the Nigerian refineries may be put at ₦11,349,583,186,313.40, adding that other additional actual costs reported in foreign currencies were to the tune of US$ 592,976,050.00 and £4,877,068.47 and £3,455,656.93.

    In its recommendation, the committee said that the NNPCL should take full advantage of the Petroleum Industry Act 2021, passed by the National Assembly, to fast track the rehabilitation programme of the refineries.

    It further said that the NNPCL and the contractor, Tecnimont SPA of Italy, be urged to ensure that phase one of the rehabilitation works in refinery area five of the Old Port Harcourt refinery is completed.

    This, the committee said, was with the processing capacity of 60,000 barrels per day earlier expected to be restored to 54,000 barrels per day of processing capacity, representing 90 per cent capacity utilisation by March, 2023.

    The committee said this should unfailingly meet the new target date of Sept. 2023, adding that the NNPCL and the contractor be further urged to ensure that phase two of the rehabilitation works in refinery areas 1 and 2 of the New Port Harcourt Refinery (NPHR) is delivered.

    This, according to the committee, should be with an installed capacity of 150,000 Barrels per Day, restored to the estimated processing capacity of 135,000 Barrels per day, representing 90 per cent capacity utilisation.

    This is to deliver a combined processing capacity of 189,000 barrels per day from the OPHR and the NPHR and achieve the targeted date of December 2023, among other recommendations.

    EFCC arrests 14 internet fraud suspects in Port Harcourt

    The Economic and Financial Crimes Commission (EFCC) has arrested 14 suspected internet fraudsters at Rumuekini axis of Port Harcourt

    The EFCC Spokesperson, Wilson Uwujaren said in a statement on Saturday, said that they were arrested on Friday during a sting operation in Port Harcourt.

    ”The suspects are Okoro Ansalem, Gift Mylius, John Lucky, Sadiq Shaibu, Sadiq Fahid, Benjamin Nnaji, Bestman Daniel, Golden Emmanuel, Dike Collins, David Nnaji, Oscar Mathew, Ofe Goodness Okoro Gift and Isaac Abraham Jombo.

    ”They were arrested alongside three cars, Laptops, mobile and electronic devices.

    ”They will be charged to Court as soon as the investigation is concluded, ” he said.
