    President Buhari congratulates Chinese leader on re-election

    President Muhammadu Buhari has congratulated the Chinese leader, President Xi Jinping, on his historic re-election for a third term as leader of the Communist Party of China.

    The President’s congratulatory message is contained in a statement issued by Malam Garba Shehu, the Senior Special Assistant to the President on Media and Publicity on Monday in Abuja.

    Buhari said “I hope your re-election would pave the way for deeper and enduring partnership and strategic cooperation that would be mutually beneficial to our two countries.

    “I believe that the development of infrastructure, such as railways, dams and roads construction, power generating plants, as well as trade exchanges would receive strong boost.”

    President Buhari inaugurates $1 billion petroleum off-take facility

    President Muhammadu Buhari inaugurated the Pinnacle Oil and Gas FZE Terminal in Lekki, Lagos, on Saturday saying the operations of the facility would ease congestion at the Apapa Port area.

    In a video message at the inauguration of the facility, the president said it had also reduced cost and delivery of petroleum products distribution to many parts of the country.

    He congratulated the Chief Executive Officer of Pinnacle Oil and Gas Ltd., Mr Peter Mbah, for establishing the massive terminal facility and for providing hundreds of jobs for Nigerians.

    The president described the investment as a demonstration of the success of his administration’s agenda to transform the nation’s economy.

    He added that government looked forward to many more investments of the same magnitude.

    He assured investors of the continued support of the Federal Government in efforts at elevating growing prosperity in the country.

    “The provision of energy security is one of the cardinal points of our administration.

    “We recognised that seamless supply and distribution of petroleum products is challenged by infrastructure deficit and complicated by the congestion at the Apapa Port area of Lagos.

    “We provided targeted support to the energy industry by providing an enabling environment, including regulatory facilitation to ensure investment in critical infrastructure.

    “I am happy today that Pinnacle Oil and Gas Ltd. leveraged on the opportunities and established this massive terminal facility,’’ he said.

    The president also expressed the hope that further expansion works which the company had since started would further provide incremental value, especially more employment for youths.

    “The success of our agenda to transform our country is clearly demonstrated by this massive investment and the obvious contributions it has made to our overall economic well-being,’’ he stressed.

    Buhari said also that the Federal Government would continue to encourage and support investors to take advantage of on-going reforms in the oil and gas sector as enshrined in the Petroleum Industry Act.

    He expressed the hope that other investors would replicate the feats achieved by Pinnacle Oil and Gas Ltd.

    In his remarks, Mr Mbah expressed confidence that the terminal, with over one billion litre-capacity would fulfil its promise by positively impacting on the downstream sector of the country’s oil and gas industry.

    Mbah noted that the ultra-modern, purpose-built petroleum products intake, off-take and storage facility would facilitate the efficient receipt of imported petroleum products.

    It would also improve general energy security in the country and trigger significant savings in the cost of petroleum products at the pump, he said.

    Mba said the company was in advanced conversations with nearby Dangote Refinery with a view to forming the nucleus of what would become Africa’s largest energy logistics hub.

    He thanked the president, Federal and Lagos State authorities as well as the host community for their unflinching support in making the project, which began in 2011 to come into fruition.

    He described the facility as a world class petroleum terminal with the capacity to handle import and export of petroleum products.

    Mbah explained that vessels arriving at the facility would have the opportunity to anchor at either of its two offshore berths.

    “They can berth at our Conventional Buoy Mooring, which is in 17 metres of water depth and can handle vessels of up to 120 million litres.

    “They can also berth at our Single Point Mooring, which is in about 23 metres of water depth and can handle vessel sizes of up to 200 million litres.

    “These moorings are connected to our storage facilities by four networked pipelines of 40km total length.

    “These pipe networks are designed to empty the vessels in a maximum of two days, a significant improvement on the previous duration of up to 30 days,’’ he explained.

    According to him, the company’s shore tank farm is currently able to handle up to 300 million litres of petrol as well as diesel.

    He said the facility was designed to permit rapid discharge into trucks for evacuation at a rate of up to 20 million litres per day.

    Mbah said a consortium of Nigerians banks were behind the one billion dollars funding of the facility.

    The presidential candidate of the All Progressives Congress, (APC) Bola Ahmed Tinubu has vowed to continue fighting corruption like President Muhammadu Buhari if given the mandate to lead the country.

    Jagaban as Tinubu is fondly called promised to continue Buhari’s civil service reforms to reduce corruption.

    The Lagos born politician made this promise during the unveiling of his campaign policy document in Abuja.

    Tinubu said his administration would ensure the reduction of waste in the civil services if he succeeds Buhari in 2023.

    “We will continue the work of the current administration in reforming the civil service to fight corruption, reduce bureaucracy, streamline agencies and decrease inefficiency and waste,” the document reads in part.

    The independent National Electoral Commission (INEC) has fixed February 25 2023 as the presidential  and National Assembly election  in the country

    Buhari inaugurates APC Presidential Campaign Council, unveils party’s Action Plan

    President Muhammadu Buhari has inaugurated the All Progressives Congress (APC) Presidential Campaign Council and also unveiled the party’s Action Plan, in Abuja on Friday.

    Newsmen reports that the event was witnessed by the APC presidential candidate, Asiwaju Bola Tinubu and his vice-presidential candidate, Sen. Kashim shettima, all of whom were accompanied by their wives.

    Newsmen reports that the Senate President, Ahmad Lawan and Speaker of the House of Representatives, Femi Gbajabiamila, Gov. Simon Lalong of Plateau and Director-General of APC Presidential Campaign Council, as well as National Working Committee members of the APC also graced the occasion.

    The event was also attended by the APC National Chairman, Sen. Abdullahi Adamu and all Governors elected on the platform of the APC led by the Chairman of the Progressives Governors’ Forum, Gov. Atiku Bagudu of Kebbi.

    President Buhari confers public service awards on ex-President, Jonathan, Wike, others

    President Muhammadu Buhari has conferred Nigeria Excellence Award in Public Service (NEAPS) on former President Goodluck Jonathan and 43 other prominent Nigerians.

    NEAPS was set up to recognize distinguished public service to Nigeria, either contributions to individuals, state or local community, or the public through excellence in leadership, service, or humanitarianism.

    To be eligible, the recipient must be a living public official or a private a citizen excelling consistently in a given sphere of influence, in good character standing and must also be at the forefront of service and innovation.

    The individual must show an act of public service beyond the acts of their given mandate in endowing their society positively.

    Newsmen reports that Senate President Ahmad Lawan; Speaker House of Representatives, Femi Gbajabiamila and service chiefs were among those honoured with various awards for their services.

    Newsmen reports that 16 state governors including Nyesom Wike (Rivers); Yahaya Bello (Kogi); Atiku Bagudu (Kebbi); Dapo Abiodun (Ogun); Dave Umahi (Ebonyi); Babagana Zulum (Borno)and Bala Mohammed (Bauchi).

    Buhari administration’s infrastructure investments, unprecedented, unmatched, says Osinbajo

    The creativity introduced by the Buhari administration in the financing of infrastructure projects, recording achievements in road, rail, and power among others, over the past 7 years, has placed the government high above previous ones, according to Vice President Yemi Osinbajo, SAN.

    Prof. Osinbajo stated this Monday in a presentation he delivered during the 3rd Ministerial Performance Review Retreat held at the State House Conference Centre, Abuja.

    The Vice President who lauded the “game-changing” accomplishments of the administration, noted that “clearly, there is no administration to date that has invested anywhere close to our investment in infrastructure, from roads, rail, to power, and broadband infrastructure.”

    He noted that the innovations adopted by the administration made the difference in the execution of key roads, rail and power and has laid the foundation for more remarkable achievements especially in power and broadband infrastructure.

    According to him, “first is in the development of infrastructure and especially the creativity we have introduced to infrastructure financing. The financing menu which we adopted includes the Road Infrastructure Development and Refurbishment Investment Tax Credit Policy.

    “This has incentivized the construction of over 1,500km of critical roads in key economic corridors. Under this scheme, the Dangote Group has substantially completed the reconstruction of the 34km Apapa-Oworonshoki-Ojota Expressway and the 43km Obajana-Kabba Road.

    “Similarly, Nigeria LNG Limited is on track to complete the 38km Bodo-Bonny Road and Bridges Project by the end of 2023. Recently, the President gave approval to MTN to construct the N202billion Enugu-Onitsha Road.”

    Continuing, the Vice President explained that “the second on the menu is the Presidential Infrastructure Development Fund (‘PIDF’) managed by the Nigeria Sovereign Investment Authority (NSIA) where we have leveraged more than $1billion in financing to facilitate the accelerated completion of the Second Niger Bridge, Lagos-Ibadan Expressway and Abuja-Kano Road.

    “The third is the Sukkuk Funds, and the fourth is the Infrastructure Corporation of Nigeria (‘InfraCorp’) established in 2021 with a seed capital of N1trillion from the Central Bank of Nigeria CBN, NSIA and the Africa Finance Corporation, AFC. All of these are the innovative ways we are able to fund infrastructure outside of the budget.”

    In the Power Sector, the VP said it is “an area where there has been game-changing progress but the situation is rather like building a skyscraper, the foundation is several floors into the ground, and no one sees the work while this critical component of the building is being done. This is where we are in the power sector, a lot of foundational work is going on.”

    Speaking about improvement in generating capacity in the power sector, the VP noted that “more than 4,000MW of additional power-generating assets will be completed under the life of this administration. These include the Zungeru Hydro, Kashimbilla Hydro, Afam III Fast Power, Kudenda- Kaduna Power Plant, the Okpai Phase 2 Gas Power Plant, the Dangote Refinery Power Plant and many others.”

    “Recently, KPMG concluded a study showing that while the figure of 4,000MW is the average used daily on the grid, electricity delivered by the Nigerian Electricity Supply Industry, NESI on the whole which includes Grid, Captive and Embedded Power is in excess of 8,000MW daily not 4,000MW and also that installed capacity is in excess of 18,000MW, not 13,000MW.

    Much of the improvement to 8,000MW has occurred under our administration and they include one, the 28 Grid Power plants with an installed capacity of 13,000MW and operational daily capacities of around 5,000MW. These include Power Plants in Egbin, Ughelli, Geregu, Kainji and others,” the Vice President added.

    Prof. Osinbajo also mentioned other efforts targeted at improving generating capacity in the country.

    He said “there are 266 Captive Power plants (mainly industrial over 1MW) with Installed capacities of 4,000MW and Daily Operational Capacities of around 2,500MW. These include the Dangote Cement Capacities in Obajana Ibese (400MW), and NLNG’s Bonny Island Power Plant (240MW) amongst others. These are never captured in the statistics but are part of the stock of NESI. In the future, many of these plants will integrate into the grid, in fact, some of them supply power to communities where they are already.

    “Then there are the 16 Embedded Power Plants with 549MW of Installed Capacities and 190MW of Daily Operational Capacity. There is a whole range of generating capacity, most of them are not on the grid, they are captive or embedded depending on which ones they are. All of them contribute to our generating capacity on a regular basis.”

    In the area of renewable energy, the VP said “our programme has also attained great momentum. The Solar Naija Programme launched under the Economic Sustainability Plan is designed to achieve 5 million solar connections impacting over 25 million Nigerians. the Ministry of Power is also driving an additional N49billion in off-grid funding through the #SolarPowerNaija via the CBN.

    “There are also ongoing projects under the #SolarPowerNaija with NDPHC doing N7billion in solar projects, NNPC doing N22billion, NSIA doing N10billion and Infracredit/BOI doing N10billion in solar projects.”

    Prof. Osinbajo identified another innovation in the sector – the National Mass Metering Programme as “an important component of our power programme.”

    He said ‘this programme has helped greatly in advancing the fortunes of our electricity fortunes. It is being financed by CBN and has created 10,000 jobs and distributed 1 million meters and is establishing a structure to meter an additional 6 million households and sustainably eliminate the metering gap.

    “One of the major complaints of our discos and the electricity industry is that there isn’t adequate metering. Most times, discos have to give estimated billings and this is a tremendous irritation to consumers.”

    Speaking about projections in the industry, the VP said “there are now 41-meter factories present and functioning in Nigeria and have created 10,000 jobs. Going forward in the electricity industry (and there is so much that is going on there), it is proposed that the Transmission Company of Nigeria (TCN) be separated into two entities under the direct oversight of the Ministry of Power.

    “And the two constituent parts would be TCN, to serve as a transmission service provider responsible for providing infrastructure for transporting electric energy across the whole of Nigeria and then the Independent System Operator to provide systems operations which is mainly about the management of power dispatch and grid security. And then the market operation function, which is market settlement administration.”

    The VP added that “this arrangement will create independence between TCN as a regulator and participant and certainly improve the confidence of market participants.”

    PROTOCOL:

    It gives me great pleasure to welcome everyone to the 3rd Year and my last Ministerial Performance Review Retreat organised to evaluate the level of progress made in the implementation of the Nine Priority Agenda of this Administration.

    2. I am particularly delighted to welcome His Excellency, Uhuru Kenyatta, the immediate past President of the Republic of Kenya and members of his delegation, and specially thank him for honouring our invitation to be the Keynote Speaker at this Retreat. We look forward to hearing about your experience especially around the last months prior to the handover to your successor.

    3. This Retreat is organised at a time when we have commenced political activities and campaigns for the forthcoming general elections in the 1st Quarter of 2023. It therefore, provides an opportunity for us as a Government to reflect on the progress made so far, review the status of implementation of the Policies, Programmes and Projects of Government in line with the collective aspirations of our people as well as identify areas that need urgent intervention.

    4. An exercise like this, will ensure that we maintain the right trajectory before the end of May, 2023, in order to achieve the promises we made to the Nigerian people, at the inception of this Administration.

    5. I am glad to note that, over the past three years, Ministries have continued to navigate the challenging times to ensure the implementation of Policies, Programmes and Projects in the Ministerial Mandates signed by Ministers and Permanent Secretaries in 2019.

    6. *The implementation of the laudable policy thrust of this Administration is periodically tracked, reviewed and analysed by the Central Delivery Coordination Unit through quarterly performance reports of the 29 Ministries including the Office of the Head of the Civil Service of the Federation.

    7. Through the innovative delivery initiative put in place by this Government in 2019, I have continued to receive weekly updates from the Secretary to the Government of the Federation, prepared by CDCU on the implementation of the Ministerial Mandates. So far, the reports show that we are making remarkable progress and on track to reach most of the deliverables in the Ministerial Mandates against the benchmarked targets for 2023.

    8. The objective is to ensure that we complete and deliver on our flagship projects and programmes, promote sustainable economic growth and development, as well as improve the living standard of our people.

    9. In recognition of the importance of critical infrastructure in economic development and the quest of this Administration to leave a lasting legacy, we have implemented high-impact projects across the length and breadth of the Country that meet the yearnings and aspirations of Nigerians.

    10. *Some of the notable achievements include the completion of 326km Itakpe-Ajaokuta-Warri rail line and railway ancillary facilities; the completion of over 156.5km Lagos-Ibadan standard gauge railway modernization project with extension to Lagos Port, Apapa.

    11. On road projects, this Administration has constructed 408Km of roads; 2,499Km of SUKUK roads and maintenance of 15,961Km of roads across the Country. Key among these projects are the construction of 1.9km 2nd Niger Bridge linking Anambra and Delta States with 10.30km approach road; rehabilitation, construction & expansion of Lagos-Shagamu-Ibadan dual carriageway; the ongoing rehabilitation of Abuja-Kaduna – Zaria – Kano Road, among others.

    12. We have sustained our commitment to infrastructural development for the past 7 years. This is evident in the handing over of 941km of completed SUKUK road projects nationwide.

    13. Furthermore, the Federal Government has embarked on the reconstruction of 21 selected Federal Roads totaling 1,804.6km, under the Road Infrastructure Development & Refurbishment Investment Tax Credit Policy. The roads which are funded by the Nigeria National Petroleum Company Limited are in addition to similar existing collaboration with Messrs. Dangote Industries Limited and other corporate organisations to improve the stock of our road infrastructure.

    14. On another front, the establishment of a National Carrier for Nigeria is at 91% completion, expected to commence flight operations before the end of this year. This is being boosted with the certification of two of our International Airports (Lagos & Abuja) by International Civil Aviation Organization, while Kano and Port Harcourt Airports are undergoing similar certification process.

    15. On the economy, we have witnessed seven consecutive quarters of growth, after negative growth rates recorded in the 2nd and 3rd Quarters of 2020. The GDP grew by 3.54% (year-on-year) in real terms in the 2nd Quarter of 2022. This growth rate represents a sustained positive economic performance, especially for the Non-Oil GDP which fell by 4.77% in Q2 2022 against Oil GDP that grew by -11.77%.

    16. Most Sectors of the economy recorded positive growth which reflects the effective implementation of the economic sustainability measures introduced by this Administration.

    17. As part of our continued drive to promote the Communications & Digital Economy Sector, giant strides have been made through our broadband coverage which currently stands at 44.32%. This is being reinforced by 77.52% 4G coverage with the establishment of 36,751 4G base stations nationwide.

    18. The Power Sector has remained a critical priority for the Administration. The implementation of a ‘Willing Buyer-Willing Seller’ Policy introduced by this Administration has opened up opportunities for increased delivery of electricity to underserved homes and industries.

    19. We are also executing a number of critical projects through the Transmission Rehabilitation and Expansion Programme, which will result in achieving the national goal of improved power supply by 2025.

    20. It is important to state that the partnership between the Federal Government of Nigeria and German Siemens AG through the Presidential Power Initiative to increase electricity generation to 25,000 Megawatts (MW) in six years is on course, as the first batch of the transformers has arrived Nigeria already.

    21. Distinguished Ladies and Gentlemen, you will recall that I signed the much-awaited Petroleum Industry Act (PIA) into law on 16th August 2021. The Act provides a legal, governance, regulatory and fiscal framework for the Nigerian Petroleum Industry, as well as the development of host communities and related matters.

    22. To achieve the objectives of the PIA, we have unbundled the Nigeria National Petroleum Corporation and have established the Nigeria National Petroleum Company Limited, Nigerian Upstream Petroleum Regulatory Commission and the Nigerian Midstream & Downstream Petroleum Regulatory Authority.

    23. As part of efforts toward strengthening our national security, we have substantially invested in arms, weapons and other critical military hardware as well as continuous training for our Armed Forces.

    24. The Nigerian Air Force has acquired 38 brand-new aircraft and is expecting another batch of 36 new ones, while the Nigerian Navy has been equipped with new platforms, sophisticated riverine, Rigid-Hull Inflatable, Seaward Defence, Whaler & Fast Attack Boats as well as Helicopters and Capital Ships.

    25. To boost the number of our Police personnel, 20,000 policemen have been recruited, trained, fully integrated and deployed in 2020 and 2021. This exercise has strengthened our community policing strategy which is enshrined in the Police Act, 2020.

    26. As an Administration, we are unwavering in our fight against corruption. We will continue to review and prosecute high-profile corruption cases and ensure speedy completion. Accordingly, we have established platforms to promote collaboration among anti-corruption and prosecuting Agencies of Government. This is to ensure Government at all levels is effective, efficient, accountable and transparent.

    27. The implementation of our Social Investment Programmes and other socio-economic programmes and policies, demonstrates our Administration’s continued commitment to enhancing the welfare of the average Nigerian. As of June 2022, we had enrolled 75% of the 1 million beneficiaries of Batch C under the N-POWER Programme. Additionally, 9,990,862 pupils are being fed through the School Feeding Programme, which employs 128,531 cooks in local communities.

    28. Following the passage of the National Health Act in 2014, this Administration began the inclusion of the 1% minimum portion of the Consolidated Revenue Fund to cater for the Basic Health Care Provision Fund (BHCPF).

    29. Consequently, 988,652 poor and indigent Nigerians have been enrolled in the Basic Health Care Provision Fund (BHCPF).

    30. We should also note that a total of 7,373 primary health facilities have been accredited and capitated under the National Health Insurance Scheme pathway, while 7,242 Primary Health Care facilities are receiving Decentralized Facility Financing under the National Primary Health Care Development Agency – Basic Health Care Provision Fund gateway.

    31. On the issue of the COVID-19 Pandemic, Nigeria has done extremely well in its response to the Pandemic, having been commended by the World Health Organisation.

    32. As at end of September this year, 51,713,575 eligible people had received the first dose of the COVID-19 vaccine, representing 46.3% of the eligible population. Out of this number, 38,765,510 people have been fully vaccinated, and this represents 34.7% of the eligible population that is fully vaccinated.

    33. I, therefore, encourage all eligible Nigerians to ensure that they are fully vaccinated as Nigeria’s vaccine stock balance stands at about 27 million doses.

    34. As a direct result of our investment, the Agricultural Sector has experienced significant growth. The shortfall in food production and food importation bills have both been reduced significantly. Along with the production of other staple crops, we have reached our goal of self-sufficiency in rice production. We are exerting a lot of effort to solve the problem of the rising cost of food that is related to inflation, being a global crisis.

    35. Our efforts in building the capacity of our youth are yielding results. Only recently, Nigeria finished 7th on the Medals Table out of 72 Nations and Territories that participated in the 2022 Commonwealth Games held in Birmingham, United Kingdom, winning 12 Gold, 9 Silver and 14 Bronze.
    36. Indeed, the Nation is proud of the exploits of Tobi Amusan for winning the 2022 World Athletics Championships 100-metre hurdles gold medal in Eugene, Oregon, thereby setting a new world record at the World Athletics Championships.
    37. Distinguished Guests and Participants, to consolidate our achievements over the last three years, this Retreat has been designed to:
    a. Review the performance of Ministries in delivering the Ministerial Mandates signed in 2019;
    b. Identify and propose solutions towards resolving key impediments to implementation; and
    c. Re-strategize on how to accelerate the delivery of results along the Nine Priority Areas of our Administration, especially as the Administration is winding down.

    38. Ladies and Gentlemen, at this critical point in the life of our Administration, it is imperative for Ministers, Permanent Secretaries and all Heads of Agencies to reinvigorate their efforts in ramping-up delivery of flagship programmes and projects contained in their Ministerial Mandates.

    39. Let me now acknowledge the efforts of the Secretary to the Government of the Federation and his able team in sustaining the Annual Performance Review Retreats, which has enabled us to maintain focus on our Agenda and more importantly, provided solid evidence that supports our achievements.

    40. I am also proud to see that our Administration is staying true to our commitment to the Open Government Partnership initiative which I signed up in 2017. In this regard, the Presidential Delivery Tracker was launched on 30th August 2022, which is a clear testament to this Administration’s commitment to participatory governance.

    41. As part of efforts to strengthen performance management culture, the Central Delivery Coordination Unit is being institutionalised. As an initiative of this Administration, I am delighted to bequeath this legacy to my successor as part of the mechanisms that will assist the next Administration in delivering on its promises to the Nigerian people.

    42. Finally, I wish to encourage all participants to engage optimally throughout this Retreat.

    43. I look forward to a very fruitful session and stimulating exchange of views.

    Buhari confers Islamic hero MFR award for hiding 262 Christians in Mosque during Plateau Attacks

    Imam Abdullahi Abubakar, the Islamic leader that hid over 262 Christians in his mosque from attacks in Yelwa Gindi Akwati village, in Plateau State, has been conferred the award of the Member of the Order of the Federal Republic, MFR, by President Muhammadu Buhari.

    Abubakar, 86, was nominated for the award for his heroic deed that saved the lives of those Christians during a crisis in the Plateau community.

    TheNewsGuru.com recalls that the Islamic leaderr hid 262 Christians in his mosque when suspected bandits attacked 10 communities in the Barkin Ladi LGA of the state in June 2018.

    President Buhari, In his speech, said: “He is a good example of religious tolerance we preach amongst Nigerians. I am excited that he is being honoured today with Member of the Order of the Federal Republic (MFR).

    Buhari also conferred National Honours on an airport cleaner, Ms. Josephine Agu, who returned $12,200 found in a toilet at Murtala Muhammed International Airport, Lagos State, and a bank security guard, Ogbanago Muhammed Ibrahim, who found and returned $10,000.

    The event which took place on Tuesday, October 11 at International Conference Centre, Abuja, saw other notable Nigerians receive various categories of narional awards and medals of the Federal Republic of Nigeria. Notable among them are Director General of the World Trade Organisation (WTO), Dr. Ngozi Okonjo-Iweala; Deputy Secretary General of the United Nations Amina Muhammad; Senate President, Ahmad Lawan; Chief Justice of Nigeria (CJN), Olukayode Ariwoola, and immediate past CJN, Ibrahim Tanko Muhammad. They received Grand Commander of the Order of the Niger, the second highest national honours award in the country.

    Buhari commended the National Awards Committee headed by a retired Justice of the Supreme Court and the Emir of Lafia, Sidi Bage Muhammad for a great and patriotic duty by diligently going through over 5,000 submissions and coming up with number of persons recommended for the awards.

    The president explained that the screening and selection of nominees for this year’s award, as always, followed established broad criteria, in accordance with the National Honours Act CAP.N43 of the Laws of the Federation of Nigeria 2004.

    “Citizens who contribute to national development deserve to be encouraged and appreciated. It is based on this premise that I reconstituted the National Honours Award Committee, Chaired by His Royal Highness, Justice Sidi Bage Muhammad I, JSC (Rtd), the Emir of Lafia, a distinguished retired Justice and other patriotic Nigerians as members to recommend suitable Nigerians and our friends for appropriate recognition.

    “The committee has done a patriotic duty by diligently going through over 5,000 submissions and coming up with these recommendations.

    “The patriotic Nigerians and our friends being honoured today, have distinguished themselves in various ways for the purpose of recreating a new Nigeria of our dreams through respect for the rule of law, image laundering, transparency and accountability in the management of scarce resources.

    “Equally, those in the private sector have also creditably discharged themselves in business, entertainment, hospitality, transportation and other forms of human endeavours to transform Nigeria,” Buhari stated.

    Speaking about the airport cleaner and bank security guard who were given award, the president said their attitude shows that despite the hard economic situation in Nigeria, there are still people with integrity.

    “Today, we celebrate their dignity and strong strength of character by conferring National Honours on them. They are a shining example to our younger generation. I congratulate all the recipients today who will be joining the league of Awardees. I appreciate the non-Nigerian recipients and assure all of you that this administration will continue to provide the enabling environment for you to undertake your lawful businesses to allow you sustain your efforts at contributing to the development of our nation, Nigeria,” Buhari added.

    He further stated that the honour is “not merely decorative” but a call to an “important part of our responsibility as citizens.

    “We must always endeavour to do our best for our country,” Buhari asserted.

    Following the protracted strike by the Academic Staff Union of Universities, ASUU, President Muhammadu Buhari has said the government would no longer sign any agreement it cannot implement.

    Buhari noted that he expected a better understanding of the current realities in the country from members of the ASUU who have been on strike since February 14.

    The President, who spoke while presenting the 2023 budget estimate to a joint session of the National Assembly, said the government was dismayed that the strike action has paralyzed activities in public universities.

    According to him: “The government notes with dismay the crisis that has paralyzed activities in the public universities in the country. We expect the staff of these institutions to show a better appreciation of the current state of affairs in the country.

    “In the determined effort to resolve the issue, we have provided a total of 470.0 billion in the 2023 budget from our constrained resources, for revitalization and salary enhancements in the tertiary institutions”.

    The President said events have shown that it is becoming very difficult for the government alone to fund education in the country saying “it is instructive to note that today Government alone cannot provide the resources required for funding tertiary education.

    “In most countries, the cost of education is jointly shared between the government and the people, especially at the tertiary level. It is imperative therefore that we introduce a more sustainable model of funding tertiary education.

    “The Government remains committed to the implementation of agreements reached with staff unions within available resources.

    “This is why we have remained resolute that we will not sign any agreement that we would be unable to implement. Individual institutions would be encouraged to keep faith with any agreement reached in due course to ensure stability in the educational sector.

    “Government is equally committed to improving the quality of education at other levels. Recently, we implemented various incentives aimed at motivating and enhancing teachers’ development in our schools”.

    He also said that the government remained committed to the effective implementation of the safe schools policy and has made available the sum of N15.2 billion in the 2023 Budget to scale up current measures to provide a safer and more conducive learning environment in schools.

    Femi Adesina, the Special Adviser on Media and Publicity, to President Muhammadu Buhari, has posited that  Nigerians would miss his principal when he leaves office.

    Adesina added that president Buhari has done his best for the country despite many distractions coming from different angles.

    Adesina made this known via an article on his official Facebook page titled, ‘Buhari’s Footprints On Waterways’, He said Buhari would be missed by good Nigerians when he hands over.

    “He (Buhari) utilized and made our inland waterways more effective and efficient. Plus many more. Won’t good people miss him when he breasts the tape?

    “This quiet performer. We will surely do. But we are delighted that he has done his best for Nigeria, despite distractions from all fronts.”

    President Buhari will be leaving office at the end of his tenure in May 2023 alongside his media aide Femi Adesina.
