    Irked by the dangers of poor healthcare delivery, Nigerians have decried the worsening state of Primary Healthcare Centers (PHCs) occasioned by the shortage of health personnel across the country.

    An investigative report by the International Center for Investigative Reporting (ICIR) uncovered that inadequate human resources and a rising deficiency of health workers are crippling PHCs in Ogun, Anambra, Nasarawa, and other states of the federation.

    During an anti-corruption radio programme, PUBLIC CONSCIENCE, produced by the Progressive Impact Organization for Community Development, PRIMORG, Wednesday in Abuja, Nigerians who had been directly affected by the unavailability of nurses and midwives at PHCs across the country ventilated their frustration.

    Narrating the state of affairs at PHCs, Journalist with the ICIR, Marcus Fatunmole, revealed that most health facilities in the rural areas are not functional and lack midwives. Additionally, PHCs are facing inadequate staff, poor welfare packages, dilapidated structures, and a general loss of public confidence.

    Fatunmole said, “In Nasarawa state, all the 17 PHCs visited, there were no nurses, there were only eight midwives, and out of them maybe four were contracted, meaning that the government was not paying them, so they’re collecting N5,000, or N10,000 monthly.

    “in Anambra, between January and June this year, 20 women lost their lives during childbirth. This is mainly because patients come to the facilities they don’t meet the workers. The health workers don’t stay in those communities. They prefer living in the cities.

    “When you are coming to PHCs in Nasarawa state, you will have to inform the gate man, who will be calling the nurse on duty to come and attend to a patient, and in the about 20 PHCs we visited, there were only seven births within six months, how could that happen in the 21st century in a state,” He questioned.

    According to Fatunmole, poor service delivery at PHCs across the country is making rural dwellers resort to traditional means and increasing the tendency for health workers to extort money from helpless citizens who are at their mercy.

    He hailed the impact of Basic Health Care funding on some PHCs while calling on state governments to recruit health workers permanently other than relying on part-time staff or volunteers from communities.

    On his part, Programme Officer at International Budget Partnership, Olaniyi Olaleye, while calling on states to increase the remuneration of nurses, midwives, and others working at primary healthcare centers, blamed the woes of PHCs on the failure of past and present governments to prioritize healthcare, noting that the Nigerian budget over the last six years has not met the Abuja declaration which African countries committed to allocating at least 15% of their budget to the health care.

    His words: “Government has not been performing its responsibility. Some states have not contributed their fund to that purse, and Primary Healthcare Centers are being neglected. The people go to secondary or tertiary institutions, putting pressure on the tertiary or secondary health centers.

    “Medical personnel are leaving the country because the government is not doing what it is supposed to do regarding remuneration.

    “Most people have given up on our PHCs because there has been a trend of government failure to address the needs of the people. So what the government needs to do is to build that trust back,” Olaleye advised.

    Earlier, some Nigerians called into the radio programme and narrated their ugly ordeal at different PHCs across the country.

    Chairman Pegi Community Development Association (PECDA), in Kuje, Abuja, Taiwo Aderibigbe, who called into the radio programme, claimed that only two nurses could attend to people at the community’s health facility. “In Pegi resettlement, the situation is not different. There are two nurses, no midwife, and no volunteer. Presently, I’m at a facility currently, and just 1 staff is attending to over 30 mothers,” He lamented.

    APC clears 13 presidential aspirants out of 23

    The All Progressives Congress (APC) says only 13 aspirants, out of 23 have been cleared to contest for the party’s ticket in the upcoming Presidential Primary Election.

    Chief John Odigie-Oyegun, Chairman of the seven-man 2023 APC Presidential Screening Committee, announced this on Friday in Abuja, while submitting the report of the committee to the party’s leadership.

    Odigie-Oyegun, however, did not mention the names of the aspirants that were cleared or those that were not cleared by the committee.

    Sen. Abdullahi Adamu, the APC National Chairman while receiving the report, said it would be looked into by the party’s leadership.

    The 23 presidential aspirants appeared before the Odegie-Oyegun-led committee that sat for two days.

    Some of the aspirants include; Sen. Bola Ahmed Tinubu, a former governor of Lagos State and national leader of the party, Vice-President Yemi Osinbajo and Mr Rotimi Amaechi, who until recently was, the Minister of Transportation.

    Others are; ex-governor of Akwa Ibom and former Minister of Niger Delta Development Commission (NDDC), Sen. Godswill Akpabio, former Minister of Science, Technology and Innovation, Dr Ogbonnaya Onu and former Minister of State for Education, Chukwuemeka Nwajiuba.

    Former Imo governor, Sen. Rochas Okorocha, former Ogun governor, Sen. Ibikunle Amosun, Pastor Tunde Bakare, Cross River’s Gov. Ben Ayade, and his Ebonyi counterpart, Gov. Dave Umahi, are also in the race.

    Also in the race are former President of the Senate, Sen. Ken Nnamani, Gov. Yahaya Bello of Kogi, Jigawa’s Gov. Badaru Abubakar and President of the Senate, Dr Ahmad Lawan.

    Others are; former Zamfara governor, Sen. Ahmed Yerima, Pastor Nicholas Nwagbo, and former Speaker of the House of Representatives, Mr Dimeji Bankole ,and the only female contender, Mrs Uju Kennedy-Ohanenye.

    The cleared aspirants are to contest the party’s 2023 presidential ticket at its presidential primary scheduled to hold between June 6 and June 8, at the Eagle Square, Abuja.

    The speaker of Benue House of Assembly, Mr Titus Uba, has picked the Peoples Democratic Party (PDP) ticket for the state governorship election in 2023.

    The Returning Officer for the primaries, Mr Bode Ojomu said this when he announced the result of the election on Wednesday in Makurdi.

    Ojomu said that Uba scored 731 out of the 851 votes at the event, adding that the deputy governor, Benson Abounu placed second with 81 votes, while Prof. Dennis Ityavyar got two votes to take the third position.

    Reacting, Uba described his victory as an act of God.

    He appreciated some aspirants, who stepped down for him, saying the action as a sign of comradeship.

    “My challenge now is how to move both the party and the state forward but with the support of PDP members we will be able to achieve great things for the party and state,” Uba said.

    He thanked Abounu for showing him immense love in spite of the fact that they were aspiring for the same position.

    Also speaking, Gov. Samuel Ortom, attributed Uba’s victory to God.

    “A man cannot get anything unless given to him by God. God has done it and we return all the glory to Him.

    “This victory is not Uba’s victory, neither is it mine but it is victory for Benue and PDP,” Ortom said.

    He pledged to give Uba the needed support to enable him succeed, saying that PDP would work to retain the state in 2023 general elections.

    He lauded the electoral process, saying it was free, fair, credible and transparent.

    Eleven of the 14 governorship aspirants of the All Progressives Congress (APC) in Anambra have said the June 26 governorship primary in the state did not hold.
    Dr George Muoghalu, spokesperson for the aspirants, made the position of the group known in a press conference on Saturday in Awka.
    Muoghalu said that in all the 326 electoral Wards of the state, people came out, but were disappointed, saying that none of the APC team saddled with the responsibility to conduct the primary and the Independent National Electoral Commission (INEC) officials were seen.
    Muoghalu, the Managing Director of National Inland Waterways Authority (NIWA) and one of the aspirants, said anybody who claimed that there was primary is fraudulent and did not wish APC well in the November 6 election.
    Paul Orajiaka and Edozie Madu, both aspirants, corroborated the position of Muoghalu and warned that the era when one man would come up with fake figure to claim victory is over.
    The aspirants, however, appealed to the party leadership to come up with a fresh date for the Anambra primary to ensure that the party beat the deadline in the Electoral Act.
    Other aspirants at the event were Johnbosco Onunkwo, Ben Etiaba, Amobi Nwaokafor, Chidozie Nwankwo, Geoffo Onyjegbu, Azuka Okwuosa, among others.

    Despite two court judgments barring the Peoples Democratic Party, PDP from there Anambra guber primary, the party has directed that the primary will still as it dissolves Anambra chapter’s exco.
    In a statement issued and signed by the party’s Publicity Secretary, Kola Ologbondiyan said:
    “In view of the two judgments of the court served on our party, the National Working Committee (NWC), on behalf of the National Executive Committee (NEC) and pursuant to Section 29(2)(b) of the PDP Constitution (2017 as amended) hereby dissolves all the executives in our Anambra state chapter.
    “However, our processes towards electing a candidate for the purpose of the November 6, 2021 Anambra governorship election subsist.
    “Our processes continue as we adopt a lawful process of allowing our eligible automatic delegates to carry out the responsibilities of electing our candidate for the governorship election.
    “Accordingly, the governorship primary to elect our candidate for the Anambra governorship election holds as scheduled on Saturday, June 26, 2021.
    “The PDP directs the South East Zonal Working Committee of our party to oversee and manage the affairs of the activities of the Anambra state chapter of our party, pending when new executives will be elected for the state.
    “All governorship aspirants on the platform of our party, leaders, critical stakeholders, teeming members and, supporters of our party as well as the people of Anambra state are guided accordingly.

    The Ondo State chapter of the All Progressives Congress (APC) has said aspirants who rejected the indirect mode of primary for the State Governorship Primary Election are late with their agitation.

    The Mai Mala Buni-led Caretaker/ Extra-Ordinary National Convention Planning Committee has chosen the indirect mode of primary for the state, appointing Governor of Kogi State, Yahaya Bello as the Chairman of the Election Committee in the state.

    It was gathered that the decision did not go down well with 11 out of the 12 aspirants who have argued that the exercise was meant to benefit the incumbent.

    The 11 aspirants said that having campaigned across the state, they were sure that party members were expecting direct primary.

    Chief Olusola Oke (SAN), at the party’s a reconciliation meeting, vowed to take the party to court, over the adoption of indirect primary to pick the candidate.

    However, in an interview with newsmen, Alex Kalejaye, the publicity secretary of the party in the state on Saturday, he stated that so far this mode of the primary was in consonant with the constitution of the party and that the decision was final.

    According to Kalejaye, the entire exercise of the primary lies in the hand of the committee set up in Abuja for the purpose.

    “It is their duty to work out all the plans. It’s only when they need the assistance of the state secretariat that they will ask us, maybe in terms of logistics, otherwise, the entire exercise is their own to handle.

    “As we speak we are still awaiting the arrival of the committee, once they arrive, we will receive them and if they give us a specific assignment to help them with, we will do it,” he added.

    Kalejaye further stressed that the mode of the primary had been communicated to the aspirants and that it had been in the public for some time, and they didn’t come with their agitation quickly.

    In his words, “Every aspirant is warming up for the indirect primary coming up on Monday. Everybody is aware that the mode of the primary is indirect, except some people who are saying it ought not to be indirect.

    “In any event, a committee was set up for this purpose and if the national secretariat has said this mode should be adopted and so far this mode is in consonant with the constitution of the party, I don’t see why some people are saying no.

    “So far the mode does not contravene the constitution of the party. We expect aspirants to abide by the rule, and we are confident that the most popular of all the aspirants will emerge as the candidate of the party.

    “I am not participating in the process, but what I do know is that before now, it is allowed in politics, there could be groups within the folds. In our own case here we have a group called unity forum and all these people who are saying no to indirect primary all belong to the group.

    “As I said earlier, we are not objecting to any mode of primaries, so long it does not contravene with the constitution of the party, but these people are turning up a little late, few days to primary you are coming up with fresh agitation, these are members of the party, if they have raised this before now, perhaps the party might take a second look at it, but they didn’t until few days to the election and you expect the national secretariat to change the mode base on what you want.

    “So we are not objecting to any form of mode to use, don’t also forget that we are under compulsion to notify INEC 21 days to the primary. It’s not the duty of the state secretariat to communicate the mode of the primary, but we are all aware that it’s going to be indirect mode.”

    Reacting to Engineer Ife Oyedele’s allegation that the leadership of the party has put the aspirants in the dark over the mode of primary to be adopted by the party, Kalejaye disputed the claims, adding that it was only those playing games that could make such allegations.

    He said, “I was on AIT with engineer Ife Oyedele on Monday and even there, I declared that it is going to be indirect, this is what has been communicated to INEC, and we have been notified at the secretariat. The mode of primary has been in the public domain except some people are trying to play games.

    “Well as I said I am not an aspirant but an observant, and we are only here to present the fact for people to make up their minds.”

    Meanwhile, the primary will hold across all 18 local government areas in the state.

    Kogi Governor Yahaya Bello has been appointed to head a nine-man Ondo All Progressives Congress(APC) primary election committee.

    The primary is slated for Monday, July 20.

    The Caretaker/Extra-ordinary National Convention Planning Committee (CEONCPC) of the party also approved Emperor Chris Baywood Ibe to head a nine-man Primary Election Appeal Committee.

    A statement by the Deputy National Publicity Secretary of the party, Yekini Nabena, on Thursday in Abuja said the National Chairman of the Caretaker Committee, Governor Mai Mala Buni has approved the constitution of the committees.

    The Governorship Primary Election Committee has Olorogun o’tega Emerhor as Secretary while Alwan Hassan, Chief Samuel Sambo, Hajiya Binta Salihu, Mr. Emma Andy, Dr. Adebayo Adelabu, Abdullahi Aliyu and Mrs. Margret Ngozi Igwe are to serve as members of the committee.

    Arch. Abdulmimuni Okara is to serve as Secretary to the Governorship Primary Election Appeal Committee, while Mr. Festus Fientes, Mr. Okon Owoefiak, Mr. Abba Isah, Alh. Umar Duhu, Hon. Sani El-katuzu, Mrs. Osuere Eunice and Emeka Agaba are appointed as members

    Nabena further said both Committees will be inaugurated by Buni at the party National Secretariat on Friday.

  • Primary: PDP drags judge to CJN over judgement on Obaseki

    The Peoples Democratic Party (PDP) has filed a petition against Justice Emmanuel Obile of the Port Harcourt Division of the Federal High Court.

    The petition, which was dated June 23, was addressed to the Chief Justice of Nigeria (CJN), Tanko Muhammad and signed by Dakzel Longii Shamnas.

    The petition was a fallout of an alleged order given by Justice Obile on Monday barring Edo State Governor Godwin Obaseki from participating in the PDP’s governorship election primary slated for June 25.

    The suit was filed against Obaseki by Mr Omoregie Ogbeide-Ihama, one of the PDP aspirants jostling for the party’s ticket. The leadership of the PDP and the Independent National Electoral Commission (INEC) were also joined as co-defendants.

    The petitioner stated that Justice Obile did not approach the matter with circumspection, stressing that he ought not to have entertained the matter in the first place.

    “In respect of the said suit, we note that Hon. Justice E. A. Obile did not approach the matter with circumspection. His Lordship thereby played into the hands of unscrupulous politicians.

    “Your Lordship may wish to take judicial notice of the fact following apparently intractable intra-party squabble in the All Progressives Congress (APC), Governor Godwin Obaseki recently defected to the PDP to pursue his political ambition of re-election as the governor of Edo State for a second term of office.

    “The primary election of the PDP for the forthcoming governorship election has been scheduled to hold on the 25″‘ day of June 2020 in Benin City, the capital of Edo State.

    “The subject matter of the suit is the governorship primary election of the Peoples Democratic Party (PDP), therefore the PDP is the principal defendant as it would be most affected by any order to be made by the court.

    “The headquarters of the PDP is in Abuja. The screening of candidates for the gubernatorial election which the Plaintiff is complaining of in the suit took place in Abuja.

    “The headquarters of the Independent National Electoral Commission (INEC) is in Abuja. On the other hand, the primary election is to take place in Benin City; and the 8th Defendant (Governor Godwin Obaseku) sought to be restrained from contesting the primary election is also based in Benin City.

    “Thus there is no nexus between the facts of this matter and Port Harcourt. These facts ought to have been taken into consideration by Hon. Justice E.A. Obile in Iine with the dictates of the extant practice and procedure of the Federal High Court in volatile pre-election matters such as the instant case.

    “The Plaintiff lives in Benin City. His address in the affidavits in support of his motions for substituted service and interim injunction is 14 Adesogbe Road, Benin City, Edo State.

    “But he went to Port Harcourt to file the suit when there is a Federal Hugh Court in Benin City. This should have made Hon. Justice E.A. Obile to be cautious.

    “Hon. Justice E. A. Obile while going through originating processes before assuming jurisdiction should have recognized that the Port Harcourt Division of Federal High Court was chosen to make it impossible for the Defendants to appear before the court and to have tall hearing in the matter.

    “This is reinforced by the applications for abridgment of time and substituted service as well as the time-bound nature of the primary election.

    “The intention to deny the Defendants fair hearing is also borne out of the fact that the Plaintiff applied for and was granted substituted service of the processes of the court as well as abridgment of time.

    “The orders were made on the 22“ day of June 2020, the primary election is coming up on the 25th day of June, 2020 and the 30 days for the Defendants to respond to suit was abridged to two days, thus the matter is coming up on the 24th day of June, 2020, while the primary election is holding on the 25th day of June 2020 leaving only one day for parties to take further legal steps. The orders were made by a Judge of the Federal High Court who should be cognizant of its implications.”

    The party sought immediate disciplinary measure against Justice Obile for invidiously assuming jurisdiction and “taking sides” in the political conflict in Edo State with a view to disrupting the political process.

    The All Progressives Congress (APC) in Edo on Monday held its governorship primaries amidst early morning downpour.

    The primaries commenced in some areas before 8 a.m, the scheduled time by the Gov. Hope Uzodima-led primaries election Committee.

    However, in some wards across Oredo and Ikpoba-Okha Local Government Areas, NAN observed that the exercise was still ongoing.

    It was also observed that the state government directive and protocols in curtailing the spread of COVID-19, which include physical distancing and wearing of face mask, were strictly adhered to by the party members.

    The report added that security personnel were on ground as well as the Independent National Electoral Commission (INEC) officials to ensure peaceful conduct and monitor the exercise.

    Meanwhile, at Oredo ward 8, though the protocols in curtailing the spread of COVID-19 were adhered to, INEC officials were absent.

    The Presiding Officer of the ward, Dr Osifo Igbinoba, told NAN that materials arrived on time and that the exercise commenced at 9 a.m.

    He, however, said that the INEC officials directed them to commence the exercise that they would join them later or alternatively they meet in the INEC office.

    Meanwhile, Mr Bello Osagie, former member representing Oredo Federal Constituency at the National Assembly, said that the exercise showed internal democracy at work, as the party members freely exercised their franchise.

    At ward 5, Ikpoba- Okha, the Chairman of the ward, Mr Osayomore Ogbebor, said that with the way the exercise was conducted, it showed that APC would carry the day come Sept. 19.

    Similarly at ward 7, Ikpoba-Okha, the ward Chairman, Mr John Agho, described the exercise as peaceful and rancour free.

    He also confirmed that the exercise commenced at 8 a.m.

    Governor Yahaya Bello of Kogi state has dismissed the accusations by the opposition Peoples Democratic Party that he masterminded the disruption of the party’s primary election on Wednesday morning.

    He said his administration should not be held responsible for the disruption.

    “I’m not a member of PDP. We gave a level-playing field to PDP and other political parties to carry out their activities freely within the state.

    “They moved round the nooks and crannies, all the aspirants in other political parties moved round the nooks and crannies of Kogi state.

    “I conducted the security people round the Stadium and went round the stadium and my security chiefs in Kogi were very excellent and up and doing as far as Kogi is concerned,” he said.

    Voting had ended at the PDP primary to elect its flag bearer in the November election and sorting of votes had begun when gunmen invaded the venue, bringing the proceedings to an end.

    The party hours later accused Governor Bello for sending the gunmen to the venue.

    Curiously however the party was able to announce the result of the election, save some 247 ballots that the election committee claimed were missing following the disruption.
