    The management of Fidelity Bank Plc has denied information making the rounds in some sections of the online media (TheNewsGuru, TNG not included) that it’s board has approved the probe of the bank’s immediate past Managing Director/Chief Executive Officer, Nnamdi Okonkwo.

    The bank in a statement on Tuesday by its Brand and Communications Manager, Ejike Ndiulo said the report is false while noting that Okonkwo served the financial institution to his best during his tenure as MD/CEO.

    Our attention has been drawn to false information posted on some online platforms alleging that the Board of Directors of Fidelity Bank Plc has approved a probe of our former Managing Director/CEO, Mr. Nnamdi Okonkwo.

    The story is entirely false, malicious and should be discountenanced

    Mr. Okonkwo served the bank meritoriously as Managing Director and Chief Executive Officer between 2014 and 2020 and led his team to achieve impressive results.

    For the avoidance of doubt, the Board of Directors continues to hold Mr. Okonkwo in high esteem and wish him well in his future endeavors.

    Missing N4.1bn: SERAP, Stakeholders Mount Pressure On NASS For Probe

    Socio-Economic Rights and Accountability Project (SERAP) has restated a call for Senate President Ahmed Lawan, and Speaker of House of Representatives Femi Gbajabiamila to launch an immediate investigation into allegations of missing N4.1 billion budgeted for the National Assembly.

    It will be recalled that about a fortnight ago, SERAP had urged Lawan and Gbajabiamila to use their good offices to urgently probe fresh allegations that N4.1 billion of public money budgeted for the National Assembly is missing, misappropriated, diverted, or stolen.

    SERAP’s Deputy Director, Kolawole Oluwadare again urged the heads of the legislative arm of government to probe the allegation during a radio program, PUBLIC CONSCIENCE on RADIO, produced by the Progressive Impact Organization for Community Development, PRIMORG, Wednesday in Abuja.

    Oluwadare who frowned at the non-action of the two legislative arms of the government since the report was published by the Office of the Auditor-General of the Federation in 2016, maintained that the Rights group is only demanding the National Assembly to come clean on the missing funds.

    He noted that if the missing National Assembly fund is not resolved and explained it will affect citizen’s perception of the national assembly and much more importantly widen the curve of distrust between citizens and the government.

    “This report has been published since 2016. This is more than 5 years, one would have expected the national assembly to look at it and make a proper resolution because the law says they must, but in this instance, because the allegation is against the National Assembly.

    “One can understand the unwillingness of the National Assembly, and that’s why we are calling on the National Assembly and Nigerians to support this advocacy to ensure that this is not swept under the carpet. You can just guess how much N4 billion would help to reduce the deficit that we have in the 2021 budget.”

    Asked if there has been any reaction from the anti-corruption agencies, he said: “No, not at all, not from public officials, the ICPC, the EFCC, and not from the Nation Assembly and definitely not from the attorney general.”
    But we do hope that EFCC will take this up as it has in the past.”

    On his part, Community Engagement Officer at Connected Development, (Code) Mukhtar Moddibo, condemned the missing money at the National Assembly. commended SERAP’s effort and decried that transparency and accountability are seriously lacking in public sector management.

    He added that one of the major issues that hinder a lot of Nigerians from tracking corruption in the country is the non-availability of data.

    Moddibbo, however, believes that there is nothing concrete done against corruption that has been laden with several other issues.

    While a Political and Social Commentator, Chidozie Eze, attributed the cause of misappropriation of funds over the years at the National Assembly to greed, selfishness, responsiveness, religious and ethnic bias.

    According to Eze, misappropriation of funds is widespread in Nigeria because round pegs are put in a square hole. He also called on Federal Government to strengthen the whistle-blowing policy in order to galvanize more citizens into its anti-corruption war.

    The Chief of the Air Staff (CAS), Air Marshal Oladayo Amao, has constituted a committee of serving and retired senior officers to conduct a safety audit of all Nigerian Air Force (NAF) operational and engineering units.

    According to the Director of Public Relations and Information, Nigerian Air Force, Air Commodore, Edward Gabkwet, the committee is expected to, among other terms of reference, analyse safety reports from operational and engineering units, conduct safety evaluation of NAF units and recommend measures to enhance safety of operations in the units.

    The committee is also to interact with unit operational and technical personnel for views, observations and contributions on safety measures.

    Chaired by Air Vice Marshal Abraham Adole, the Deputy Theatre Commander, Operation HADIN KAI, the committee is expected to submit its report not later than 18 June 2021.

    Reps move to probe rape, murder of A’Ibom job seeker

    The House of Representatives on Tuesday mandated the acting Inspector General of Police, Usman Alkali Baba, to immediately take over the investigation of the kidnapping, sexual, physical assault and killing of Miss Iniubong Ephraim Umoren, and ensure justice is delivered.

    Also, family of the deceased demanded for justice when the state officers visited her family.

    The House, condemned the act of sexual assault and gruesome murder of late Miss Umoren, described the act as barbaric, inhuman and despicable.

    While in plenary the House also mandated the IGP to ensure the protection of her family members from harassment, intimidation and harm.

    It further mandated its standing Committee on Women Affairs and Social Development to follow up with the investigation and prosecution, and ensure compliance — just as it expects it to report back for further legislative actions.

    The resolutions followed the adoption of a motion of urgent public importance, sponsored by Hon. Unyime Idem.

    Moving the motion, Idem recalled that on April 30, 2021, the Anti-kidnapping squad of the Akwa Ibom State Command of the Nigeria Police Force received a criminal report on the disappearance of Miss Iniubong Ephraim Umoren who left her house on the fateful day in search of employment.

    He noted that the late Umoren was a graduate of the University of Uyo in Akwa Ibom State, who was without employment since her graduation from the University.

    “Available information has it that she received a phone call from the assailant who pretentiously called her and invited her to a false interview of an advertised job.

    “The innocent Miss Umoren was later found dead by the police after an official report and with the help of a wide reportage of her disappearance and information of the false interview on social media platforms, and her body was further exhumed where it was buried in a shallow grave by her assailant”, he said.

    He expressed concern that the family members of the deceased have reportedly raised an alarm of receiving strange phone calls and threats of various degrees and have been asked to withdraw the case.

    ”It has been reported that the assailant upon his arrest by the police and subsequent voluntary confession boasted that he is well connected and will be released from the Police custody scot-free in a matter of days. The Nigeria Police Force has been reporting a surging high record in rape and gender violation across the country.

    “Unfortunately, a very scary number of cases have been reported daily with thousands unreported. These acts are gross violation of human rights to dignity, life and sexuality,” he added.

    Idem however advised that the public outrage on account of rape and other violent crimes against women and the girl child should not go unpunished as a deterrent for the perpetrators and others nursing the thought to forestall future occurrence.

    Adopting the motion, the lawmakers observed a minute silence in honour of the deceased and other victims of this nefarious act.

    Germany’s probe into the shocking collapse of payments firm Wire card reaches its climax on Friday, with Chancellor Angela Merkel appearing before the investigative parliamentary committee.

    On Thursday, Merkel’s Finance Minister Olaf Scholz tried to shield the government from any blame, saying “the responsibility for this large-scale fraud does not lie with the German government’’.

    Any suggestions that the government or regulatory authorities had protected Wire card were “absurd fairy tales,’’ he said.

    Merkel had advocated for Wire card during a visit to China in September 2019, but had no knowledge at the time of any irregularities, a spokesperson said.

    Wire card, which had been listed on Germany’s DAX index of leading companies, admitted in June 2020 that 1.9 billion euros (2.3 billion dollars) in assets likely did not exist.

    This in turn prompted a plunge in the company’s shares, bankruptcy and the arrest of former executives.

    More broadly, it leads to doubts about the effectiveness of financial oversight authorities in Europe’s biggest economy.

    Questions also arose as to why EY, Wire card’s auditor, had not noticed the financial irregularities.

    COVID-19: SERAP writes Adamu, seeks probe of ‘missing billions’ in water ministry, agencies

    Socio-Economic Rights and Accountability Project (SERAP) has sent a Freedom of Information request to the Minister of Water Resources Engr. Suleiman Adamu, urging him to “clarify the action that his Ministry has taken to address and find the alleged billions missing from the Ministry and its agencies, and if there is relevant admissible evidence of corruption and mismanagement, to refer the allegations to appropriate anti-corruption agencies for investigation and prosecution.”

    The organisation is also urging him to “ensure the full recovery of any missing public funds, revealed in the 2017 annual audited report by the Office of the Auditor-General of the Federation.”

    In the FoI request dated 27 February 2021 and signed by SERAP deputy director Kolawole Oluwadare, the organization said: “Allegations of corruption and mismanagement in the Ministry and its agencies can cause serious harm to the socially and economically vulnerable. Satisfactorily addressing these allegations and recovering any missing public funds is a critical matter of public health, human rights, transparency and accountability. The COVID-19 crisis makes this action all the more urgent.”

    SERAP said: “Knowing how the Ministry has responded to the queries from the Auditor-General, and ensuring a thorough investigation and prosecution of these allegations would end impunity for corruption in the water sector, serve the public interest, as well as help to improve access of Nigerians to clean water and sanitation services.”

    According to SERAP, “Millions of Nigerians continue to lack access to an improved water source and access to proper sanitation. Limited availability of water in public hospitals makes it difficult for health professionals and the public to wash their hands – restricting the ability of people to respond to COVID-19.”

    The letter, read in part: “According to the Auditor-General’s Annual Report for 2017, Federal Ministry of Water Resources spent ₦343,957,350.60 without any documents. The Auditor-General is concerned that the money may be missing. The Ministry also reportedly spent ₦14,993,950.00 as advance cash to staff to buy store items and for services without due process.”

    “The Federal College of Freshwater Fisheries Technology, New Bussa, Niger State also reportedly spent ₦33,652,281.00 to train 170 unemployed youths and women between 10th and 11th November 2016 without due process and without any documents on the names and number of those trained. There was no evidence to justify the spending.”

    “The Lower Benue River Basin Development Authority, Makurdi reportedly ‘misapplied’ ₦42,277,285.50 meant for project monitoring and supervision. The Auditor-General is concerned that the money may ‘have been diverted for other purposes.’”

    “The National Water Resources Institute, Mando Road, Kaduna reportedly paid ₦84,401,940.74 to a contractor on 4th May 2017, being 10% payment on the construction of a 2-story building for UNESCO. But there was no existing contract between the Institute and the contractor. The Institute also failed to show any documents on how the money was spent.”

    “The Nigeria Hydrological Services Agency, Abuja reportedly paid ₦24,800,000.00 to a staff in September 2016 to produce the 2016 annual flood outlook (AFO) by Agency, but without any documents of the spending and evidence of the services performed. The Agency also paid ₦31,439,300.00 to another staff in September 2016 to organise sensitization workshops on 2016 flood prediction/prevention but without any documents. The Agency has also failed to retire the money.”

    “We would be grateful if your Ministry would indicate the measures being taken to address the allegations and to implement the proposed recommendations, within 14 days of the receipt and/or publication of this letter.”

    “If we have not heard from you by then as to the steps being taken in this direction, the Incorporated Trustees of SERAP shall take all appropriate legal actions to compel your Ministry to implement these recommendations in the public interest, and to promote transparency and accountability in the water sector.”

    “SERAP is concerned that these allegations may have hampered the ability of the Ministry and the agencies involved to meet the needs of average citizens, as the missing public funds could have helped to invest in the provision of access to clean water and sanitation services for Nigerians, especially at a time of the COVID-19 pandemic.”

    “Effectively addressing the allegations of corruption and mismanagement in the Ministry of Water Resources and its agencies and recovering any missing public funds would be entirely consistent with Section 15(5) of the Nigerian Constitution 1999 [as amended], which imposes responsibility on public institutions and officials to abolish all corrupt practices and abuse of office, and the country’s international obligations.”

    “Allegations of corruption and mismanagement in the water sector undermine public confidence in the sector, and obstruct the attainment of commitments made through Sustainable Development Goals, in particular Goal 6 which calls on states to ensure availability and sustainable management of water and sanitation for all.”

    “The Cross River Basin Development Authority, Calabar, Cross River State reportedly paid ₦10,387,490.00 for a contract for construction of Link Road between Cross River and Ebonyi State, but without approval and any documents. The Authority also reportedly spent ₦30,616,110.00 for construction of erosion control works at Nguzu but failed to show any documents for the spending.”

    “The Gurara Water Management Authority, Utako, Abuja also reportedly failed to remit ₦27,449,153.50 deducted from contractors as Withholding Tax and Value Added Tax, contrary to Financial Regulation 234. The Authority reportedly paid ₦63,075,336.00 to contractors but without any documents.”

    “The Lake Chad Research Institute, Maiduguri, Borno State reportedly failed to account for two Toyota Prado Jeeps which were purchased in 2013 and 2014 with registration No. 45KOIFG for one Jeep and none for the other. No reason was given for not registering the second Prado Jeep. The Institute also failed to account for another Toyota Hiace bus with registration No. 45KO3FG.”

    “The Hadejia – Jama’are River Basin Development Authority, Kano State reportedly spent ₦204,893,978.09 without any documents. The Auditor-General is concerned that the money may have ‘been mismanaged.’”

    “The Nigeria Institute for Oil Palm Research, Benin City, Edo State also reportedly spent ₦210,921,849.66 without any documents. The Institute also spent ₦30,010,963.65 in 2017 without any documents.”

    “The National Agricultural Extension and Research Liaison Services, Ahmadu Bello University, Zaria paid ₦33,425,000.00 to a contractor in March 2017 for National Extension Awareness Training and Agricultural Extension Community Research. But there was no evidence that the contract was executed. The Services also paid ₦60,435,515.00 as cash advance to a staff to buy store items without due process.”

    “The Nigerian Institute for Oceanography and Marine Research, Victoria Island, Lagos State reportedly spent ₦18,022,931.74 to buy store items in 2017 but without evidence of the items and without any documents of the spending.”

    The letter is copied to Professor Bolaji Owasanoye, Chairman Independent Corrupt Practices and Other Related Offences Commission (ICPC), and Mr Abdulrasheed Bawa, Chairman, Economic and Financial Crimes Commission (EFCC).

    Former Ekiti Governor Ayo Fayose has described the sack of Service Chiefs by President Muhammadu Buhari as a “step in the right direction.”

    He said the development is another victory for Nigerians.

    He however called for probe of the former Service Chiefs, accusing them of lining their pockets.

    In a series of tweets on Tuesday moments after their removal was announced, Fayose said: “Though coming after persistent pressure from Nigerians, President Buhari’s removal of the Service Chiefs and their replacement is a right step in the right direction. It is yet another victory for the people of Nigeria.

    “The sacked Service Chiefs only served themselves and their pockets and can at best be described as “Disservice Chiefs” under whom Nigeria became completely insecure.

    “It is my call to the ICC and other relevant authorities that tenure of the “sacked” Service Chiefs should be investigated, most importantly human rights abuses and extra judicial killings under their watch and commands.”

    More facts emerged weekend as to why the Niger Delta Development Commission (NDDC) probe panels, and all the noise in the media about it, suddenly hit a brick wall.

    Our investigations reveal why everything suddenly went silent among the accusers and accused, despite the weighty allegations levelled against certain senior government officials, serving and former Senators and House of Representatives members.

    An investigation by TheNewsGuru.com (TNG), which sought to find out the stages the probe panels at the National Assembly are, and which sought to take a deep look into all the contending forces, showed a curious twist to the tale which rubbishes all the pretence to unravelling the troubling corruption in the NDDC and fighting the corrupt elements that have held the intervention agency in the dirty and murky waters of corruption.

    TNG investigations which involved speaking to a wide spectrum of actors in the hooplas which stunned the national consciousness reveal the deft foot works of some senators, the minister of Niger Delta Affairs and some top officials in the presidency, and how they succeeded in finally nailing the ‘coffin’ of the NDDC probe.

    Multiple sources who spoke with TNG, some under the condition of anonymity, informed TNG that a former governor and serving member in the ninth Assembly helped to midwife negotiations that eventually buried the probe.

    The lawmaker who speaks impeccable Hausa was said to have shuttled between Aso Rock and NASS on how to bury the probe.

    He arranged meetings with NDDC officials and NASS leadership on ways and means to devise ways to bury the matter.

    This development according to TNG sources soon crystallized into interested parties in Aso Rock putting a call to the leadership at the National Assembly soliciting that all matters involving Local Content and NDDC probe panels should be stepped down given the huge noise and embarrassment which the NDDC probe panels is having on the image of the government and certain people in it.

    The source said “that’s why a call came from Aso Rock that anything that has to do with local content and the NDDC should be dropped.

    “The Clerk of the National Assembly, CNA who was removed over night was specifically told not to touch anything local content or NDDC.

    “It’s difficult to table any matter for now that has any link with the two sensitive issues”.

    TNG further checks reveal that the serving senator who is also neck deep in NDDC botched contracts had no choice than to arrange all the meetings to save himself and his colleagues.

    Recall that elder statesman, Chief EK Clark had written to NASS to allow the accusing finger to point to all directions.

    All the allegations leveled against Akpabio by former NDDC MD, Joi Nunieh, have been thrown aside because Aso Rock made a call.

    So many revelations were made during the probe that led to the fainting spell of the acting Managing Director of NDDC, Prof Daniel Pondei.

    The Minister of Niger Delta Affairs, Senator Godswill Akpabio had spoken from both sides of his mouth claiming that his former colleagues were the biggest beneficiaries of NDDC contracts.

    Many former Niger Delta Governors were fingered and they all denied turning Akpabio into an orphan.

    Sensing the danger ahead, Akpabio swallowed the humble pie denying ever saying his former colleagues benefitted from the NDDC.

    Both chairmen of NDDC committees in the ninth Assembly were fingered and it was even alleged that a principal officer collected $1m to help bury the probe.

    From all indications, the audit of NDDC since inception is now in abeyance as it was alleged Aso Rock also want it stopped.

    The audit which would have helped to reposition the government body may just end up in archival dustbin as no concrete move has been made since the probe was jettisoned.

    Also, while the report submitted by the Senate was said to be watery, the House has also tactically sent the allegations leveled against lawmakers said to be beneficiaries of the sleaze in the NDDC to the Ethics Committee, adjudged the graveyard of the House of Representatives.

    When contacted, House Spokesman, Rep Benjamin Kalu said the House report was ready for consideration.

    He said: “The report has been submitted to the house for consideration just like other reports and the committee on rules and business will short list it for consideration at the right time.

    FG orders probe of missing N2.67bn school feeding funds

    The Federal Government has ordered an investigation into the alleged missing N2.67bn meant for feeding school pupils during the COVID-19 lockdown.

    Minister of Education, Adamu Adamu, announced this in a statement on Tuesday.

    The Independent Corrupt Practices and Other Related Offences Commission, (ICPC) had raised the alarm N2.67 billion released to 104 Unity Colleges during the lockdown for meal subsidies were in the accounts of private individuals.

    But in a statement by the Director, Press and Public Relations, Federal Ministry of Education, Ben Goong, principals of the 104 colleges claimed payments on meal subsidies to Unity Colleges on the Government Integrated Financial Management Information System, (GIFMIS) platform was designed to accommodate individual officers of those colleges officially recognised to receive such payments and disburse same to food vendors.

    According to the principals, this followed difficulties encountered by farmers, local food vendors and market women who do not have Tax Identification Numbers (TIN), PENCOM, and other requirements to access the payment platform.

    In the statement, the principals also claimed payments made during the lockdown period had to do with debts owed food vendors even before COVID 19, some of which are still pending, adding that these debts arose from irregular and inadequate budgetary allocations and releases over the years.

    “The investigation is to establish the veracity of the claims to ensure that there is no diversion of public funds or misappropriation of same.

    “To this end, the ministry in line with the Minister’s directive is to collaborate effectively with officials of the ICPC to unearth the facts as well as find a lasting solution to the payment system for meal subsidies that will ensure accountability and transparency,” the statement added.

    Justice Ayo Salami, chairman of the presidential panel investigating Ibrahim Magu, suspended chairman of the EFCC has denied reports he regretted taking up the assignment.

    An online news platform (not TheNewsGuru.com, TNG) had reported that Salami made the remark to some lawyers representing Magu.

    But the respected judge discredited the report as figment of the imagination of the medium and the lawyers who spoke with it.

    “The reports were a figment of the wild imagination of the reporter, the two lawyers quoted as his sources and the medium that published the story,” Salami was reported to have said on Tuesday.

    “There was no time anything near the unthinkable scenario painted in the false story occurred in any meeting between myself and the lawyers to Magu or any other person, for that matter, since the Judicial Commission of Inquiry began its sittings.

    “I have no cause to express any regret over my Chairmanship of the Commission, not to talk of betraying any form of emotion before anyone about it. I see my appointment to serve as the Chairman of the Commission of Inquiry as an honour and call to service, thus my decision to accept diligently and patriotically discharge this responsibility.

    “I have never appointed any of the two lawyers or any other person(s) to speak on my behalf as I can express myself without recourse to the lawyers of the persons we are probing. As an eminent jurist, who retired as the President of the Court of Appeal, I have handled much more complex cases than the current one before the Commission. There is no doubt that the false reports were aimed at causing mischief and tarnishing my hard-earned reputation and integrity. I remain resolute and committed to the service of the nation and ready to champion the ideals of justice and fairness.

    “I want to point out that such wild claims against me and the Commission are not strange to me, given the manner in which the lawyers to Magu have been carrying on in the conduct of their client’s case before the Commission. Planting such lies in the media about proceedings at the panel has been their pastime. They believe that it is by engaging in such media propaganda against the Commission that their client can be easily absolved of the various allegations that have been brought against him.”

    Salami asked Nigerians to disregard the report.

    He said “lies and blackmail” will not deter him and other members of the panel from discharging their duty.

    He said the panel which he chairs will continue its investigation of the allegations against Magu with a view to unearthing the truth and ensuring that justice is done.

    Magu is being investigated over allegations that he mismanaged recovered assets from May 2015 to May 2020, when he was acting chairman.
