The Africa Air Passengers Rights Association, AAPRAS has lauded the Aviation and Aerodome Minister, Festus Keyamo, SAN, over the initiative to modernize Murtala Mohammed International Airport, MMIA, built 47 years ago.

AAPRASS disclosed this in a commendation letter signed by its Executive Secretary, Oluwafemi Victor Walsh where he stated that:

“It is indeed a cheering news that 47 years after the one time pride of Nigeria MMIA will now be upgraded into a deserved world standard.

“The international airport was long overdue for a massive overhaul to reflect the giant of Africa status of Nigeria that use to echo in international circles in the 1970s and the 1980s.

“The Aviation minister has proven with this initiave he means well for all Nigerians because of the centralized location of the international airport.

Walsh hailed the Minister’s move saying that ‘the award of the contract under the modernisation plan to China Civil Engineering Construction Corporation (CCECC) – the same company that successfully delivered Terminal 2 – noting that this continuity automatically kills talks of favouritism or ulterior motives.

He also noted that carrying out such a modernisation project will further portray Nigeria’s image in positive light.

He expressed satisfaction stating that “the project’s scope, complexity, and potential impact on the aviation industry are truly impressive.

“Keyamo’s vision for a state-of-the-art airport facility will undoubtedly benefit passengers, airlines, and the broader community.

“His leadership and dedication to innovation have set a high standard for airport management.

” I am confident that this project will yield significant returns, including improved efficiency, enhanced safety, and increased customer satisfaction.

“In AAPRASS we are throwing our weight behind the Minister as we have absolute trust in his leadership prowess.

  • FG to spend N73.9 bn on Maraba-Keffi road, for completion in 13 months

FG to spend N73.9 bn on Maraba-Keffi road, for completion in 13 months

The Federal Government is to spend N73.9 billion to complete the reconstruction and expansion of the Maraba-Keffi road project.

The government also set a 13-month completion date of June 2026 for the project awarded to MS. China Harbour Engineering Company (CHEC) Nigeria Limited.

The Minister of State for Works, Bello Goronyo, made these known while inspecting the ongoing expansion of the Abuja-Keffi expressway on Saturday.

Goronyo commended President Bola Tinubu for making the project a reality.

He said that the completion of the road would in no small measure reduce the transportation problems on the corridor.

“This road is very critical because it is crisscrossing a lot of states. We have completed the road from Keffi to Makurdi and the one from Mararaba up to Keffi is now ongoing.

”Makurdi to Enugu is ongoing and achievable progress has been gotten from the contractor.

“What we are expecting is that by June next year, the entire stretch of this road from Abuja up to Port Harcourt will be completed,” he said.

Goronyo said that government had opened a corridor for movement of goods and services, adding that this had translated to reduction in travel time and other economic benefits.

He said from the assessment so far, made appreciable progress had been made.

“This contract was awarded in June 2023 with a completion period of 30 months. Work started here in December last year and now you can see that they have gotten up to 42 per cent completion,” he said.

Goronyo also said that the ministry was waiting for a certificate from the contractor so that more funds would be released for the project.

He said the ministry would work out modalities to expand the lanes on the road for the benefit of Nigerians.

Speaking on behalf of the contractor, Mr Ronald Liao, CHEC Commercial Manager, said the road would achieve 56 per cent benchmark by month end.

Liao explained that the company was unable to reach the benchmark on time due to the heavy traffic on the corridor.

“The traffic flow from Masaka to Mararaba daily is very heavy. So, we have no other choice but to work at night. That is a big task and a challenge to our work progress.

“However, with the help of the ministry and with the help of the controller and also the help of the FRSC, we will complete the work within the right time,” he said.

… reiterates Commission’s commitment to quality projects delivery

The Member representing Isoko ethnic nationality on the Board of Delta State Oil Producing Areas Development Commission, DESOPADEC, Chief Victor Egbo on Wednesday 17th March, 2025 paid a working visit to some project sites in Isoko North Local Government Area with a view to ascertaining the quality and level of execution of the projects being executed in various communities of the Local Government Area.

The first project inspected was the first phase of Dr. Joseph Onojaeme road at Ovrode town which is 500m in length where the Member praised the quality of the job done so far by the contractor.

“The job done here is to our specification. As it is now, the asphalt work will surely commence between now and Wednesday. I must commend the contractor for this wonderful job he has done. You can see that we are delivering the dividends of democracy to our people,” Chief Egbo said.

Next to be visited was the ongoing modern Civic centre at Okpe-Isoko community which the Member said was a request from the community to the Commission. Hence, DESOPADEC came to their aid with the construction of a modern civic centre.

“The community cried to DESOPADEC to help them out with a structure where they could hold their meetings and other social gatherings.

The Commission deeming it fit that every community should have such a structure, then heeded to their cry by awarding the contract for the construction of the structure. I am here to inspect the job which I observe, is being done according to specification, looking at the foundation level. I am so impressed with the job because this is one of the things that the Governor has mandated us to do. Firsly, we must listen to the people and secondly, we must come to their aid. In line with the M.O.R.E Agenda of the Governor for Delta people, you can see this is the dividend of democracy, moving in line with his campaign promise to Isoko people before his election. I’m looking forward to the completion of this project,” he said.

But the Member frowned at the absence of a signpost to depict the executors of the project and therefore, instructed the contractor to put it up before his next visit.

The installed solar street lights were inspected at Otor-Owhe with the Member commending the contractor for the way the poles especially, were protected from being stolen.

At the road and drainage projects being executed at Ososo street, Etevie community, Ozoro the Member hailed the contractor for the quality of the job done so far while delving into how the contract was birthed through Hon. Barr. Odior Bernard’s office, passed through the offices of Chief Kome Okpobor and Chief Victor Egbo before it was finally awarded.

On the project, Chief Egbo said, “This is a quality job that is being done to specification. The drain is standard but you must put all effort to make sure the project is completed before the rains set in. I’m putting pressure on you now to make you stand on your toes so as to complete it on time. Write to us if you have any challenges. Whatever you write to me shall be discussed with the EDFA so as to make sure your demand is given due attention to aid you in completing this project on time. If this road is not completed before the rains start, people would not be able to go to their houses; the stores on the streets would be perpetually locked up meaning, you would have put all of them in hunger. Hence, I’m here to make sure that this job you started well is completed on time.”

He went further to advise the contractor to always ensure he worked with the Area office wherein the Commission has qualified engineers who can advise him and that any challenge reported to them would be passed on to him by the Area office Coordinator.

Also speaking, the Honourable Member representing Isoko North constituency in the Delta State House of Assembly and who is also the Majority Whip of the 8th Assembly, Hon. Barr. Odior Bernard who was happy with the job, urged the contractor to hasten up with the job before the rains set in while giving a brief overview of how he fought tooth and nail to make sure the project made it into the DESOPADEC budget through the EDFA, Chief Okpobor and the Representative, Chief Egbo.

He then thanked the Governor, Rt. Hon. Sheriff Oborevwori for being magnanimous enough to allow the project to be sited there; Chief Okpobor and Chief Egbo for their roles while pleading with them to ensure that the contractor completes the job on time, a job which had not received any form of attention for years.

“I want to congratulate the Etevie community people because this road had been abandoned for so many years. With my election into the State House of Assembly, I had to make sure the road is fixed. I want the people to give the contractor adequate cooperation to enable him complete the job in record time.

Speaking also, Engr. Double Chief Timothy Ozue, a grassroots mobilizer and a friend to the State Government commended the Commission for bringing the suffering of the people in Etevie community to an end and thanked the Honourable Member representing Isoko North in the Delta State House of Assembly, Hon. Barr. Odior Bernard for the relief the completed project would bring to his people at its completion.

And to all Ozoro indigenes, he said, “This road you see here was initiated by Hon. Barr. Odior Bernard and executed by DESOPADEC. You can see the Member representing Isoko nation on the Board of DESOPADEC right here with us on this inspection.”

It is worthy to state here that in all the sites visited, Chief Egbo thanked the EDFA and the State Governor for their magnanimity.

“I’m grateful to the Executive Director Finance and Administration, DESOPADEC, Chief Oghenekome Okpobor who has always been on my neck to see that things are done accordingly. He has been a very supportive man and a very responsible person. He has made me to put more pressure and effort to see that the projects are completed. I give kudos to him for encouraging me to do more. I also thank the Governor of the State, Rt. Hon. Sheriff Oborevwori for giving us this platform to showcase what we have as well as the love we have for our people.”

  • Lagos-Calabar Highway: Umahi projects N1.67 trn as RoI in 15 years

Lagos-Calabar Highway: Umahi projects N1.67 trn as RoI in 15 years

The Minister of Works, Sen. Dave Umahi, has projected a Return on Investment (ROI) of  around N1.67 trillion in 15 years on the Lagos-Calabar Coastal Highway corridor.

The 700km Lagos-Calabar coastal highway project is designed to connect Lagos to Cross River, passing through the coastal states of Ogun, Ondo, Delta, Bayelsa, Rivers, and Akwa Ibom, before culminating in Cross River.

Umahi gave the estimate while addressing newsmen and Stakeholders  during a meeting on Lagos-Coastal Highway projects, at the Eko Hotel, on Thursday in Lagos.

The minister gave the total estimates based on the classification of vehicles  to be tolled when the project is completed.

”I ran the figures this morning. That is if the 47.47km Phase I is completed and I toll on the two sections, I give an average of 50,000 vehicles, the big vehicles will be charged about N6,000, the small ones will pay between N1,000 and  N1,500.

“Lets make it that an average of N3, 000 would be charged, In fact, when I rounded the figures, I will have about 1.67trillion in 15 years. So, the ROI will be huge,” he said.

The minister said that the total cost of the coastal road project could not be fixed, saying if inflation hits,  the project would have to be reviewed.

“Some people say we paid 1.067 trillion, the answer is No. We paid money according to the procurement act and according to the policy of the Federal Ministry of Works

Umahi noted that the project would boost economic activity, improve transportation, and create a more enjoyable travel experience.

He said, “along the corridor, tourism will be developed, there will be increased economic activity with estates, factories, etc., transportation network will improve, and train stations will increase activity and there will be faster water transportation.’’

Umahi said that the project, which aims to make road travel more attractive than air travel, would have amenities along the corridors such as solar lighting, toll stations, filling stations, hotels, and CCTV cameras for improved security and faster response times to incidents.

The minister, who acknowledged that the coastal road’s importance was a national asset with the potential to attract foreign investments, noted that it required acquiring land which might be problematic for some property owners.

He used the proverb “you can’t make an omelette without breaking eggs” to acknowledge the potential hardship caused by land acquisition.

He said that the government prefers a negotiated settlement with property owners instead of relying solely on legal processes.

The minister acknowledged the government’s ultimate authority over land ownership.

He however, appealed to property owners for their cooperation and avoid confrontational approach.

NAN reports that the stakeholders at the meeting- the royal fathers, politicians, land owners and estate developers, described the projects as laudable, raised issues about having a reasonable amount as compensation and pleaded that it be timely, among others.

  • No project has stopped under Tinubu’s watch – Wike

No project has stopped under Tinubu’s watch – Wike

The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, on Thursday, expressed excitement that no project initiated by the FCT Administration had stopped under President Bola Tinubu’s watch.

Wike, who stated this after an inspection tour of some of the projects in Abuja, said that most of the projects would be completed and commissioned by Tinubu in the next few months.

Wike, on assumption into office in August 2023 as the FCT Minister, resuscitated some abandoned projects, particularly roads and other public facilities.

Some of the projects include the rehabilitation of Abuja Rail Mass Transit System, construction of Nigeria Cultural Centre and Millennium Tower, rehabilitation of Federal Secretariat, completion of the Vice President’s Residence and resurfacing of existing roads.

Others are the completion of road B6, B12 and Circle Road in Abuja Central Area, full scope development of Northern N-20 Expressway in Jahi District, from Northern Parkway to Outer Northern Expressway.

Also penciled for completion is the expansion of Outer Southern Expressway from Villa Roundabout to Osex/Ring Road I Junction, including four interchanges and provision of access road to Kabusa Garden Estate.

Wike also promised to complete the construction of Southern Parkway from Christian Centre to Ring Road I, and the rehabilitation of National Christian Centre and National Mosque.

“Since President Tinubu came on board, no work has stopped in all the sites. There are so many of these sites, but it will be difficult to take them all at the same time.

“We believe that after May, and before December, some of the projects will be handed over to the members of the public.

“The inspection is part of our routine inspection of ongoing projects, particularly those we have promised the public that God willing, by May this year, the projects will have been completed.

“What we did today was to go round to see for ourselves whether the contractors are meeting up with expectations,” Wike said.

The minister expressed satisfaction with the progress of the road construction and resurfacing so far, particularly at Guzape Lot II, which he said was going on very fast.

He said that the contractor, Gilmor Construction Company, “is doing all it can to meet up the date line, and we believe they are going to accomplish it.

“Except for one setback, where a lawmaker is stopping the contractor from further construction of one of the roads.

“We are not going to take it lightly. This is not a private project: it is a public project handled by the FCT Administration.

“If there is any complaint, we think that whoever has a problem should complain to us and not go and use police to stop a legitimate company, carrying out construction work for the use of the public.

“These projects were approved by the Federal Executive Council,” he said.

The minister directed the contractor to go ahead with the road construction, adding that the project was part of those to be commissioned by President Tinubu in May.

Wike, who also inspected the B6 and B12 road, Independence Avenue, in Central Area, being handled by Julius Berger, also expressed satisfaction with the progress of work.

“The representative of the company said that in May, they will hand it over. We are very happy,” he said.

Wike, however, complained that the security barriers erected by the Central Bank of Nigeria have constituted an obstruction to the ongoing road project in the area.

The minister, who said the obstruction would not be accepted, said: “One thing with institutions is that, when they apply for land and we give them, they go beyond what was given to them to cause obstruction.

“I have always said, anything for the public, we will not take for granted. So, we want the central bank to allow us to use what belongs to us for the interest of the public.

“By and large, we are very very happy with what we have seen,” Wike said.

In a related development, the minister expressed dissatisfaction with some of the contractors handling some of the road resurfacing projects in parts of the city.

Wike, in a meeting with some of the contractors, after the inspection tour, said unofficial visits to some of the project sites revealed some inactivity in those sites.

He asked the contractors to show him where they were working, adding that nobody collected mobilisation and would not show seriousness.

“I have also said before and will continue to say it; we will not award contracts when we don’t have money. Any contract that is awarded since I came on board, know that there is cash backing.

“I am not talking before; I am talking about since the inception of President Tinubu’s government. There is no need for awarding contracts when there is no cash.

“So, having mobilised you, I was thinking by now, we would have seen a lot of equipment on sites.

He asked the contractors to tell him the sections each of their companies were handling, “where they are working, and what stage they are at, and I am tired of memo.

“No, I don’t want a memo again, what I want is seeing physical presence, I am tired of memo,” Wike repeated.

The minister, who said he was not happy with the resurfacing contracts awarded in December 2023, asked the contractors to indicate if they are not ready to deliver as agreed.

  • Reps investigate abandoned N74.649bn project

    Reps investigate abandoned N74.649bn project

The House of Representative has mandated its Committee on Works to investigate the release and utilisation of funds approved for construction of the Kaduna Eastern Bypass from 2017 to date.

The resolution followed a motion by Rep. Hussaini Jalo (PDP-Kaduna) at plenary, in Abuja on Tuesday.

Jalo said the 48-kilometer Kaduna Eastern Bypass was to connect Kaduna metropolis with the Federal Capital Territory and 11 other states.

He explained that contract for the road was initially awarded in 2002 to an indigenous firm at the cost of N16 billion, but was abandoned.

The Rep member said that the Federal Government reactivated the project in 2017 and upscaled the cost to N38.19 billion, with a completion deadline of 2021.

He added that in 2019, the Federal Executive Council approved N36.459 billion as augmentation to the earlier cost for the contract, thereby bringing the total cost to N74.649 billion.

Jalo said that after the train attack of March 2022, the contractor suspended work on the first section of the road citing security threats.

He said in spite of the huge funds dedicated to the construction of the road and the improvement of security in the area, the project has remained abandoned.

He urged the House to investigate the matter and prompt the Federal Ministry of Works to ensure the completion of the Kaduna Eastern bypass project.

The House mandated its works committee to ensure that all factors frustrating the completion of the project were resolved and the project completed within the shortest time.

The committee was given six weeks to report back to the House for further legislative action.

  • Project Continuity: The Oborevwori Example

    Project Continuity: The Oborevwori Example

    By Felix Ofou

Nigeria, like most African countries, also has her fair share of the problems of governance. However, one of the most troubling roadblocks to development at various tiers of government these days, is lack of continuity with projects and policies.

Unfortunately, project discontinuity has remained a major obstacle to development everywhere. It is a major challenge that has, in a baffling way, refused to go away. And this is ironic; after all, government is a continuum. As they say, they finish to begin. But here we are, tenure after tenure, season after season, trying to rationalize this strange phenomenon of new leaders, especially governors, who are usually not favourably disposed to the idea of continuing with the uncompleted projects of their predecessors.

I guess this is the reason Rt. Hon. Sheriff Oborevwori’s courage, vision and good example have resonated beyond Delta State. The governor is towing a different path. Moving away from a past characterized by abandonment of projects inherited from their predecessors, has now ended officially in Delta State. This is courtesy of one man with an eye on posterity, and he is determined to face all the inconveniences to make a mark.

The governor’s deviation from a past well-known for abandoned projects will definitely have an impressive multiplier effect, not just on Delta State’s politics, but everywhere because of the good it brings. Hopefully, it will lead to other states taking a cue from this audacious policy and thereby guarantee stability in the polity.

Naturally, many people have applauded this noble policy in Delta State. In their view, continuing with old projects is an indication of economic prudence, sustainability and transparency. And they believe that it is a good step forward.

Pastor Sunday Elueni, a former scribe of Isoko North Local Government of Delta State, noted with excitement that Governor Oborevwori is bold and courageous to embrace projects inherited from the past Government. “The truth is that Government should be a continuum. More so when it is the same political party in power. But we have examples in some states where this pattern was not followed. That’s why we are happy that Governor Oborevwori has shown leadership in this direction. It is a bold and courageous step that must be commended by all and sundry “, he stated.

For Madam Alice Ejikeme, a business woman, the Governor has demonstrated prudence and shown to the world that he abhors wastage. “Some governors don’t care how much has been spent on a project. Once it’s not from them, they simply abandon such projects. Governor Oborevwori is clearly different. The man does not like wastage and he is very prudent. That’s why he’s continuing projects that were inherited. He’s definitely a shining star”, she declared.

In less than five months, this uncommon governor is already setting high standards and clear expectation in the leadership of Delta State. The people of Delta State are undoubtedly very happy, and they could not have asked for a better governor.

Clearly, this amiable governor with knowledge and good parliamentary experience, understands the mood of the nation today. Nigerians are no longer willing to wait, and they are ready, anytime, to withdraw their love for any politician, and even sit in judgement against their leaders as they deem fit, especially when such politicians or leaders allow ego to take the better part of their time.

At a recent commissioning of projects, as part of activities to mark 100 days in office, Oborevwori spoke succinctly about this novel decision of continuity of projects. He noted that it was the duty of successive administrations to continue and complete projects initiated by their predecessors. “Government is a continuum and it is the duty of successive administrations to put the resources of the state to good use by ensuring that projects are completed in a timely manner”, he enthused.

On reasons for abandonment of projects, the Delta State Governor explained that: “One of the reasons for abandoned projects in our country is because of the failure or refusal of political leaders to continue with projects started by their predecessors. This is usually informed by the fear that their predecessors will get the credit. This should not be the case if the focus of the incumbent is on the collective good of all.”

Projects commissioned as part of the 100 days in office included some of those inherited and those initiated by the his administration. They include the inauguration of multi-billion naira projects at Dennis Osadebay University, Anwai-Asaba, a 500 seater and two 250-seater auditoriums; the furnishing and face lifting of Faculty of Agriculture, administrative building, Vice Chancellors lodge, entrance gate and main entrance access road to the university.

Of course, the governor also assured on that same occasion that, work was going on at an accelerated speed at the three newly established universities as well as the Delta State University, Abraka; the new polytechnic at Burutu, some of which were billed for commissioning in the coming days.

But more significantly is the Governor’s award of N78 billion to construction giant, Julius Berger, for the building of three new flyovers and repairs of federal roads in the state. Oborevwori also made quite an impression with the commissioning of a network of 29 roads with 31.45 line drains around Madonna College and Okpanam areas in Oshimili South and Oshimili North Local Government Areas.

The governor has expressed determination to see to the conclusion of the 22km trans-Ode Itsekiri Road with 18 bridges, major culverts and other contiguous bridges like the Beneku and Ayakoromo Bridges.

In spite of the difficult times the country is facing today, Governor Oborevwori’s approach portends hope in the horizon for Deltans under the current administration. Delta State is clearly in safe hands under the guidance of their governor. And it is gratifying to note that the man at the helm of affairs is not under any illusion about the task ahead of him.

In Governor Oborevwori, Deltans actually chose a worthy son, a man of integrity who has pledged to protect his peoples’ interests for as long as it pleases the Almighty. On this score, there is a meeting of mind among the majority.

  • No more cutting corners in project execution – Delta Commissioner

No more cutting corners in project execution – Delta Commissioner

The Delta Commissioner for Works, (Highways and Urban), Mr Reuben Izeze,  says no more cutting corners in project execution in the state.

The newly sworn in commissioner stated this on Thursday in Asaba when he assumed duty after his inauguration by Gov. Sheriff Oborevwori.

According to Izeze, there is no more cutting corners in project execution in the state.

”The governor does not cut corners, he is a man of very high standards and I know that the Ministry of Works will be one of his star ministries in the cause of this administration.

‘’The people of Delta  are looking forward to the ministry doing something differently from what has been the norm.

”And I believe that it is time to do things differently. Whatever projects we are doing must be able to stand the test of time,” he said.

Izese added that ”In this administration, because the governor has promised the people of the state  the ”MORE agenda” to advance the state, I can assure you that we must get back to delivering superior projects.

‘’We will do projects that will make the people of Delta proud and  understand that the Oborevwori’s  administration means to keep its commitment to the state, particularly in the area of quality of roads and bridges both in the rural, urban, riverine and highways.”

Izeze charged the engineers in the ministry to be up in their game in realising the visions of the governor in delivering quality projects that would stand the test of time.

In the same vein, the Works Commissioner (Rural and Riverine Roads), Mr Charles Aniagwu, stressed the need for the staff of the ministry to effectively discharge their duties.

Aniagwu cautioned the civil servants against laxity or cutting corners in the supervision or execution of projects in the state.

‘’We will make supervision much more frequent. No matter where the road is in the state.

”It must be visited while the schedule officers should be able to give us regular updates on the project so that if the contractor has a challenge, we can address it on time,’’ Aniagwu said.

The commissioners who took their turns to familiarise themselves with the engineers and civil servants in the ministry addressed them on their expectations towards the realisation of the ”MORE agenda” of the governor.

They stressed the need for cooperation of staff in the ministry to achieve the desires and aspirations of the state  government.

Earlier, the Permanent Secretary, Mr Fred Edafioghor, who conducted the commissioners around the offices upon disclosed that the ministries inherited over 400 projects at various levels of completion from the previous administration.
