    Ogun Govt sets up committee to review Amosun’s projects

    The Ogun State Government today has set up a committee to review the contracts and projects embarked upon by the immediate past government under the leadership of Senator Ibikunle Amosun in the twilight of its administration.
    The state government, in a statement signed by the Secretary to the State Government, Mr. Tokunbo Talabi, said the committee is to be chaired by Engr. Adekunle Mokuolu (NSE President) while the Director, Planning, Research and Statistics, Ministry of Works and Infrastructure, Engr. Sunday Adeyemi will serve as the Secretary.
    The committee is expected to carry out the assignment in line with the following terms of reference:
    “To identify all outstanding significant construction/projects in the State. To ascertain whether or not there was budgetary provision for the projects in the Budget Estimates for the year under review. To ascertain the process of award of contracts in line with the established procedures and necessary regulations. To determine the level of execution and quality of output of the projects and to assess the disbursement pattern in line with the established process and procedure.
    Others are: to recommend any viable pathways for the completion of project, or in alternative, determine other actions including, but not limited to reversal or cancellation of the contract that best align with the intent of the State Government and to advise Government appropriately on such other matters considered necessary by the Committee on these projects.
    Other Committee members include; Oshiberu Remi (Civil/Structural), Dunni (Architect), Ade Akinsanya (Civil Engineer),Jamiu Akande Omoniyi (Special Adviser, Housing), Fari Bayo (Quantity Surveyor), Dipeolu Kayode (Quantity Surveyor), John Obafemi (Quantity Surveyor), Mr. A.A Oyefeso (Legal Counsel) and Akinlabi Oluyomi (Architect).

    Nigeria, France sign $475m agreement for projects in Lagos, Kano, others

    Nigeria and France have signed agreements to carry out projects in Lagos, Kano and Ogun states at the cost of $475 million.

    With respect to Lagos State, the agreement is a letter of intent for the financing of urban mobility improvement project via a loan of $200 million. This will involve the development of eight priority bus corridors connected to the Lagos mass transit network.

    In Ogun State, a French firm will in conjunction with the Nigeria Sovereign Investment Authority (NSIA), mobilise from investors about another $200 million for land reclamation to correct the massive degradation of arable land being witnessed in the state.

    The Ogun project aims to reforest 108,000 hectares of depleting forest in Ogun state.

    The state governor, Ibikunle Amosun, who spoke with journalists at the State House presidential villa Abuja said the project was very vital not only in addressing climate change challenges and recreating the forest, but also in providing employment to the people of the state.

    The agreements were signed by Presidents Muhammadu Buhari and Emmanuel Macron on Tuesday in Abuja after they held a bilateral meeting.

    France will through its foreign development agency, Whence Francaise de Development (AFD), also extend a credit facility of $75 million towards improving water supply in Kano.

    The concessional loan is expected to help Kano State government ensure more residents of the city have access to drinking water while improving the financial viability of the state water board to increase its revenues.

    Both leaders also agreed to strengthen economic, sporting and cultural ties between their countries; as well as encourage youth empowerment in a bid to check poverty that causes many of the social vices rearing their heads.

    Macron in a joint press conference with Buhari recalled his days in Nigeria about 15 years ago.

    He said it was an emotional come-back for him, especially as he never imagined he would return to Abuja one day as president of France.

    On his part, Buhari said the discussion centered on security in the Sahel and economic integration. He said they both talked about inter-basin transfer for Lake Chad.

    Buhari also said one of the reasons he toured the neighbouring countries on assumption of office, which are all ex-French colonies, was because “it makes sense and cheaper to maintain security”.

    Buhari also thanked the French President for his support on the fight against corruption.

    “I am grateful to the French President for commitment and understanding as it concerns Nigeria and this region,” he said.

    World Bank officials to meet Osinbajo, Govs, Adeosun over projects in Nigeria

    A World Bank Mission, comprising of 10 Executive Directors, is expected in Nigeria on Wednesday to hold high-level discussions with the Vice President, Prof. Yemi Osinbajo, SAN; Minister of Finance, Mrs. Kemi Adeosun and some Governors over the Bank’s projects in the country.

    In the World Bank Mission are the Bank’s Executive Directors for Switzerland, France, Italy, Nordic, Peru, Germany, South Africa (representing Angola, Nigeria and South Africa), Burkina Faso (representing Francophone Sub-Saharan Africa), Zimbabwe (representing Anglophone Sub-Saharan Africa), United Kingdom and Indonesia.

    The delegation will discuss ongoing World Bank projects and the country’s development priorities with the Vice President, Minister of Finance and the Governors.

    The officials will also meet the organised private sector in Lagos as well as undertake a tour of LAPO Microfinance project in Lagos and Azura Power Plant in Edo State.

    The visit is expected to provide a first-hand impression of the challenges that both the Federal and State Governments face in implementing development projects as well as ensuring good governance overall.

    It will further enhance the goal of the Bank for member-countries and the effectiveness of the Executive Directors in providing the necessary support.

  • Delta Govt. requires N11.5bn to complete 3 projects in Asaba – Commissioner

    The Delta Government on Monday said that it would require N11.5 billion to complete three ongoing storm water routing projects in Asaba.

    The State Commissioner for Works, Chief James Augoye, disclosed this on Monday at the 2018 Ministerial Press Briefing organised by the State Ministry of Information.

    He said the state government, in its determination to address flooding in the capital, had engaged experts and undertook the study of the entire Asaba area.

    The commissioner said that at the end of the study, eight storm water channels were outlined with their corresponding costs of which three were identified to be strategic in the interim.

    He expressed optimism that the perennial flooding in the area would be a thing of the past after the completion of the projects.

    He said the government had already started the execution of the three major storm water routing projects in Asaba.

    ‘‘The first is the continuation and completion of the construction of the 2.44-kilometre length storm water control measures in Direct Labour Road (DLA) /Jesus Saves corridor in Asaba awarded on May 15, 2017 to CCECC at the cost of N1.7 billion.

    ‘‘The second is the construction of 4.33-kilometre length the storm water discharge channel along Delta Broadcasting Service (DBS)/ Umejei Adudu Way to Amilimocha River, Asaba, awarded to Setraco at the cost of N5.2 billion.

    ‘‘The third is the construction of 3.5-kilometres network channels storm water drainage along Amb. Ralph Uweche Way to Anwai River, Asaba, awarded to CCECC on Jan. 25 this year at the cost of N4.6 billon.’’

    He said that the projects were at various levels of completion, adding that the DLA/Jesus Saves project was 80 per cent completed, while the other two would be completed in 12 months’ time.

    The commissioner said that on completion of the storm water drainage project, flooding from the DLA, Jesus Saves, DBS Road, Maryam Babangida Way, Okpanam Road and other adjoining streets would be effectively evacuated.

    Augoye, however, said his ministry was facing challenges of funding, difficult terrains and unpredictable weather conditions which had had made road construction difficult in the state.

     

  • Rivers Govt to commission 34 projects as Wike marks 3rd anniversary

    Thirty Four (34) projects will be ready for commissioning during the third anniversary of the Wike administration, the State Government has announced.

    This was one of the resolutions of the State Executive Council Meeting presided over by the Rivers State Governor, Nyesom Ezenwo Wike on Thursday.

    Briefing journalists after the meeting, Information and Communication Commissioner, Emma Okah said all the 34 projects are at their final stages of completion.

    He informed that a State Executive Council Committee has been set up for the disbursement of the Monthly N200million Interest Free Loans set aside for traders and young entrepreneurs.

    TheNewsGuru reports the State Executive Council urged interested traders and youths to take advantage of the loan facility to boost their businesses.

    The State Executive Council was also briefed on the completion of the fencing of Bishop Okoye Street to keep street traders away from the road.

    The Information and Communication Commissioner said following the expiration of the grace period, the full implementation of the ban on street trading in Port Harcourt will commence.

    He said the State Executive Council Task Force will carry out the implementation of the ban on street trading.

     

  • NDDC insists on completion of on-going projects

    The Niger Delta Development Commission (NDDC) has re-stated its resolve to complete all on-going projects across the Niger Delta region within the limits of funds available to it.

    The NDDC Executive Director Projects Engr. (Dr) Samuel Adjogbe, re-echoed the commitment when he led a team of directors and engineers to inspect the emergency repair of Umuelemai-Agbaja Road in Isiala Mbaino Local Government Areas of Imo State.

    Last week, the NDDC Managing Director, Mr Nsima Ekere, accompanied by other directors of the Commission, also inspected the construction of internal roads in Umueze 1, Ehime Mbano, including the road connecting Obolo in Isiala Mbano to Ehime Mbano LGA.

    Engr. Adjogbe underlined the economic benefits of community roads and reaffirmed the commitment of the NDDC management to construct quality roads that would enable rural dwellers evacuate their farm produce to the urban centres.

    He expressed satisfaction with the performance of the contractor, adding that NDDC would continue to encourage indigenous firms to progressively improve on their capacity to deliver quality projects for the benefit of the people.

    The Executive Director urged the community leaders in the area to support and cooperate with the contractor to ensure that there were no hindrances to meeting NDDC’s target date for completing the project.

    Engr. Adjogbe expressed satisfaction with the quality of work at the Umuelemai-Agbaja Road. He, however, queried the absence of signposts to indicate that the project was being executed by the NDDC.

    He also inspected the completed multi-purpose civic centre at Umueze 1, where he was briefed on the outstanding external works and the requirements for furnishing.

    The Project Manager of the Umuelemai-Agbaja Road, Engr Emmet Dooley, assured that the project would be completed soon, stating that asphalting would be finished within two weeks.

    A former member of the Federal House of Representatives, Chief E.E Osuagwu lauded the NDDC and the Federal Government for putting smiles on the faces of people through the provision of critical infrastructure. He said that the communities would be praying for the success of the President Muhammadu Buhari administration.

    Similarly, the co-coordinator Imo State Development Council, Chief Theodore Anosike, commended the current NDDC board for building quality roads for rural communities, noting that it had made it possible for people in several communities to drive to their villages.

     

  • 20 MDAs seek NITDA’s clearance of IT projects

    No fewer than 20 Ministries Department and Agencies (MDAs) have submitted requests to the National Information Technology Development Agency (NITDA) in 2018 for clearance of their information technology projects.

    Mrs Hadiza Umar, the NITDA Head of Corporate Affairs and External Relations, made the disclosure in an interview with the News Agency of Nigeria on Wednesday.

    She said that some of the MDAs had been fully cleared, while some others had provisional clearance and the rest at various stages of the clearance process.

    Umar noted that NITDA recently cleared the Central Bank of Nigeria (CBN) Information Communication Technology (ICT) security and system infrastructure upgrade projects.

    According to her, the cleared projects include Enterprise Network Security – Gateway Security project – aimed at upgrading the bank’s network appliances and ensures that network appliances are highly available and provides comprehensive real real-time protection against advance threat.

    She said that clearing of the projects would enhance ICT performance and protect the country’s cyberspace against threats.

    She said that potential targets of cyber-attacks were bank, health, power and transportation systems, as well as other critical national infrastructure.

    “The CBN, in its efforts toward mitigating these threats, especially in the country’s financial institutions, initiated the implementation of the projects,” she noted.

    NITDA is responsible for implementing the Nigerian Information Technology Policy and coordinating general information technology development and regulation.

    Section 6 of the enabling Act mandates NITDA to create a framework for the planning, research, development, standardisation, application, coordination, monitoring, evaluation and regulation of information technology practices in Nigeria.

     

  • Computer society holds roundtable to address ICT projects failure

    The Nigeria Computer Society (NCS), Abuja chapter, on Monday said it was planning a roundtable to address failure of ICT projects implementation in the country.

    Mr Rex Abitogun, the Chairman of the society made this known in an interview with the News Agency of Nigeria in Abuja.

    Abitogun said the society would hold the roundtable with ICT heads in government organisations and the private sector.

    He said the roundtable became necessary following recent report by the National Information Technology Development Agency (NITDA) that most ICT projects implemented in the country were not successful.

    “So we need to come together to look at what is responsible for the failure, if it is coming from the government side or private sector.

    “These are what we want to look at in the Chief Information Officers forum,“ he said.

    Abitogun said the society had recently donated computers to six public schools spread across the Area Councils of the Federal Capital Territory (FCT).

    Abitogun said that the six schools got about 15 computers, adding that the empowerment was part of the intervention the society was coming up with.

    The chairman said it was part of its contribution to bridging the digital and technology among the underprivileged, especially in rural areas.

    He said the initiative was geared toward promoting the use of ICT among children in the FCT.

    “For those schools we donated the computers, we have given them our contact, if they have any problems with the computers we can send our people there to effect repairs.

    “We plan to do more in terms of empowering schools with computers and very soon we will meet some organisations to see how they can key into the programme,“ he said.

    The Nigeria Computer Society (NCS) is the umbrella organisation of all information technology professionals, interest groups and stakeholders in Nigeria.

    Formed in 1978 as Computer Association of Nigeria (COAN), it transformed into NCS in 2002 as a result of harmonisation with other stakeholders and interest groups.

     

  • FEC approves N25bn for road, irrigation projects, releases $1m for contraceptives

    The Federal Executive Council (FEC) has approved N25 billion for repairs of Hadejia-Nguru road, linking Jigawa and Yobe states and the completion of Gari irrigation projects to serve Kano and Jigawa states.

    Water Resources Minister Suleiman Adamu and Minister of Water Resources Suleiman Adamu, and Minister (State) for Power, Works & Housing, Mustapha Shehuri, made the disclosure on Wednesday at the end of the weekly FEC meeting in Abuja.

    Adamu said that FEC approved N14.5 billion for the completion of Gari irrigation projects meant to serve Kano and Jigawa states, which according to him, had been abandoned since 2000 after it was over 50 per cent completed.

    The project, he explained, was one of the 116 abandoned projects inherited by the ministry and among the top priority projects of the government because of its capacity to serve 2,000 hectares.

    Shehuri said that the Council also approved N10.5 billion for the repair of Hadejia-Nguru road linking Jigawa and Yobe states.

    He said the 30-kilometre road project had been awarded to a civil engineering company, Mothercat.

    Also speaking, the Minister of Heath, Prof. Isaac Adewole, said that the Federal Government had released $1 million for the delivery of contraceptives for the enhancement of quality family planning among Nigerians since 2016.

    According to him, procurement for the implementation of the plan led by a committee chaired by a director in the ministry had equally been secured.

    He said that the ministry had submitted nine proposals which had been approved by the Council since 2016.

    According to him, following a presidential approval of the joint venture agreement between the federal government and May & Baker for the production of local vaccines, a board had been constituted on January 19 to oversee the venture and consequently, Nigeria will begin to produce its vaccines within the next two years.
