    PSC asks FG to suspend salaries of 10,000 constables

    The Police Service Commission, PSC, has asked the Accountant-General of the Federation to stop the capture of 10,000 constables who recently graduated from police training colleges on the Integrated Payroll and Personnel System.

    The commission stated that the police officers had not been issued their letters of appointment and should not be enrolled on the payment portal.

    According to the Public Service Rules, public officers not captured on the IPPIS cannot be paid salaries and other emoluments.

    The development followed the alleged refusal of the Inspector-General of Police, Usman Baba, to submit their names to the PSC for vetting on the grounds that he was empowered by the Police Act, 2020 to recruit constables into the force.

    The commission has also written to the President, Muhammadu Buhari, and the Head of Service, Folasade Yemi-Esan about the enrolment of 20,000 police officers on the salary portal without letters of appointment.

    The personnel were recruited in 2020 and 2021.

    TheNewsGuru.com (TNG) reports that the face-off between the police authorities and the commission is a spill-over of their supremacy fight over the right to recruit constables.

    Though the Court of Appeal September 30, 2020 ruled that the commission had the constitutional mandate to recruit constables, the NPF had gone ahead with the recruitment process in defiance of the court order.

    Last year, the police appealed against the judgment to the Supreme Court, two years after the order was handed down.

    Before its appeal and in spite of the court order restraining the police from conducting constables’ recruitment, the authorities had recruited a total of 10,000 constables in the 2020 recruitment exercise.

    In 2020 and 2021, two batches of 20,000 cops were recruited without the active involvement of the PSC under a former IG, Musiliu Smith, who resigned in September, 2022, on the grounds of ill-health.

    However, the 2022 exercise has been in limbo after the police and the commission clashed when the former disowned the newspaper advertisement on the recruitment placed by the PSC.

    TheNewsGuru.com (TNG) learned that protests by the police service commission last year about the illegality of the IPPIS enrolment were waved aside by the unit which had also concluded the capturing of the 2021 exercise.

    It was gathered that the police authorities had successfully captured the 2020 and 2021 recruits despite the refusal of the PSC to authorise their enrolment on the Federal Government payment portal due to the disagreement between the police and the commission.

    Among other requirements, a staff letter or gazette of first appointment is required for enrolment on IPPIS.

    Sources disclosed that the commission complained about the development to the President and the HoS last year, but nothing was done about it as the constables were paid their salaries.

    A senior official said, “The officers were enrolled on the IPPIS platform despite the refusal of the PSC to issue appointment letters to them.

    “So far, the Federal Government has enrolled 20,000 police constables who have no appointment letters on its salary payment portal in violation of its financial regulations and the Public Service Rules.

    “Last year, we wrote to the Accountant-General and the IPPIS to stop the salaries of the constables, but this was not done. This is the second time we have complained to the government about this illegality. The police usually send their officials to the training colleges to enrol the constables on the IPPIS without the appointment letters.’’

    When asked about the enrolment of constables on the IPPIS without the required documents, the Head of Communications, Head of Service, Mohammed Ahmed, said only the IPPIS department could respond to the issue.

    “How can you enrol somebody on the platform that is not qualified?,’’ he said in a shocked voice. ‘’It is when you come to the office and meet the IPPIS people; I’m not with the IPPIS. Come and ask them any questions you have,’’ he added.

    The Police Service Commission (PSP) has called on police leadership to immediately, commence an investigation into the shooting and killing of a Lagos lawyer, Mrs. Bolanle Raheem by a police officer.

    Mr. Ikechukwu Ani, the Head of Press and Public Relations of PSC made the call in a statement on Tuesday in Abuja.

    Ani described the incident as irresponsible and savage and urged the Force Management to report the outcome of the investigation to the commission for consideration and further disciplinary action.

    He called on the Nigerian police to put in place, a formidable programme for further training of its men in weapon handling.

    The PSC spokesman said cases of unprovoked shooting and killing of innocent Nigerians were becoming worrisome.

    He said the Police, by its creation and constitutional mandate, was expected to protect and save lives and not to shot and kill innocent Nigerians.

    “The acting Chairman of the Commission, Justice Clara Ogunbiyi on behalf of the management and staff commiserates with the family of the deceased,” he said.

    Raheem was allegedly shot and killed by a Policeman attached to Ajiwe Police Station in Ajah, Lagos State on Dec. 25.

    NCDC issues public health advisory as PSC relaxes COVID-19 safety measures

    The Nigeria Centre for Disease Control (NCDC), has issued a public health advisory in the country, following the Presidential approval for the relaxation of COVID-19 safety measures and travel advisory.

    The Director-General of NCDC, Dr. Ifedayo Adetifa, on Wednesday in Abuja, told NAN that this was due to the declining cases of COVID-19 and the steady increase in vaccination coverage in the country.

    President Muhammadu Buhari approved the immediate relaxation of COVID- 19 Safety Measures and Travel Advisory, following the recommendations of the Presidential Steering Committee on COVID-19 (PSC) based on Clinical and Laboratory evidence of a sustained reduction in COVID-19 infection/transmission across the country.

    This includes the lifting of COVID-19 protocols for travellers, the compulsory use of face masks in public spaces and restrictions on mass gatherings.

    This is according to Mr Boss Mustapha, Secretary to the Government of the Federation and Chairman, PSC on COVID-19.

    Adetifa said that due to recent assessments of the COVID-19 situation in the country, the agency had also transitioned from weekly case announcements for COVID-19 to biweekly situation reports.

    “However, we continue to advise Nigerians to visit the nearest government health facility to get vaccinated if they have not been previously vaccinated.

    Complete your vaccination dose if you are partially vaccinated and get your booster dose for increased immunity.

    “Persons in the high-risk category for severe COVID-19, including hospitalisation are the elderly, those with conditions or on treatments that affect their immune systems.

    Those with hypertension, diabetes and other significant chronic illness are advised to continue to use their facemask in crowded places.

    “Wash your hands with soap under running water frequently or use an alcohol-based sanitiser, cough or sneeze into your bent elbow or a disposable tissue, and get tested for COVID-19 if you notice COVID-19-associated symptoms,” he advised.

    According to him, Self-isolate if you test positive for COVID-19 until you recover.

    The NCDC boss urged Nigerians to fill out the simplified Health Declaration Form (not exclusive to COVID-19) on the Nigeria International Travel Portal (NITP) before or on arrival in the country.

    “Although no longer a pre-requisite for travel, we recommend filling this simple health declaration form before travel to Nigeria to avoid any additional delays on arrival at our airports,” he said.

    He said that NCDC would continue to maintain surveillance (including genomic surveillance (sequencing) to monitor the COVID-19 trends locally and monitor the global situation to inform public health measures to protect the health of Nigerians.

    He, however, called on Nigerians to ensure taking their COVID-19 vaccinations.

    The Police Service Commission, PSC, has reinstated 10 dismissed police officers, converted the dismissal of two others to retirement, and rejected the appeals of six others for lack of merit after it considered the appeals and petitions of 18 dismissed police officers.

    The PSC took the decision at its 17th Plenary which ended in Abuja on Friday, November 11, 2022, and was presided over by its Acting Chairman, Justice Clara Ogunbiyi.

    The Commission also approved the conversion of 301 ICT professionals to General Duty.

    It had earlier approved the special promotion of CSP Daniel Amah to the next rank of Assistant Commissioner of Police for his exemplary conduct in rejecting a bribe of $200,000,00 in the course of his duty as the Divisional Police Officer in Bompai Kano State.

    Amah was also presented with the Honesty and Integrity Service Award and a cash gift of N1million.

    The plenary also approved the promotion of 48 staff of the Commission.

    In a statement, Ogunbiyi said the PSC would continue to ensure that appeals and petitions by aggrieved or dismissed police officers were treated with dispatch.

    She also noted that promotions of staff of the commission will remain prompt and regular but called for reciprocity from the staff by improved commitment in the discharge of their duties, adding that there was so much work to be done in the commission.

    Nigeria’s President, Muhammadu Buhari, has presented a Public Service Integrity Award to a police officer, Daniel Amah, for returning $200,000 bribe.

    Amah was said to have displayed exceptional courage and integrity in the discharge of his duties.

    The Plateau indigene received the award by President Buhari in Abuja at the 4th National Summit on Diminishing Corruption in the public sector with the theme, “Corruption and the Education Sector.

    Amah, a Divisional Police Officer (DPO) in Bompai Kano, rejected $200, 000 bribe to sweep under the carpet a case involving Ali Zaki a bureau de change operator who connived with other criminally minded individuals to rob a Nigerian (name withheld) to the tune of $750,000.

    In August, Inspector-General of Police Usman Baba in a letter of commendation to Amah noted that the professional attitude displayed by the DPO led to the arrest of the suspected armed robbery syndicate in Kano.

    Meanwhile, the Police Service Commission (PSC) has approved the dismissal of seven senior Police Officers over gross misconduct.

    PSC also approved the reduction in the ranks of 10 other officers.

    The decisions were taken at the ongoing 15th Plenary Meeting of the Commission, which is expected to end on Thursday.

    A statement on Tuesday by the PSC, Head, Press and Public Relations, Ikechukwu Ani, said a Superintendent of Police (SP) was also retired in the public interest.

    The Commission’s Plenary Meeting presided over by Justice Clara Bata Ogunbiyi, JSC (rtd) considered all the Pending Disciplinary Matters (PDM) before the Commission totaling 47 and treated some appeals from dismissed Police Officers.

    The Commission reduced the ranks of one Chief Superintendent of Police (CSP) to Superintendent of Police (SP), three Superintendents of Police (SP) to Deputy Superintendents of Police (DSP), and two Deputy Superintendents of Police (DSP) to Assistant Superintendents of Police (ASP).

    The Police Service Commission (PSC) has approved the appointment of two Deputy Inspectors-General of Police (DIGs) and the promotion of 427 senior police officers.

    Mr Ikechukwu Ani, the Head of Press and Public Relations of PSC said this in a statement on Friday in Abuja.

    He said the commission had also, approved promotion examinations for police officers in line with the Public Service Rules with effect from 2023.

    Ani said the decisions were highpoints of the 15th Plenary Meeting of the Commission presided over by its acting Chairman, Justice Clara Ogunbiyi, (rtd)

    He said the newly appointed DIGs were Mr. Bello Sadiq, currently, Assistant Inspector-General of Police (AIG) Zone 1, Kano, and Mr. Dandaura Mustapha, AIG Zone 4, Makurdi.

    Ani said Sadiq was appointed to fill the vacant position of DIG, Force Intelligence Bureau (FIB).

    According to him, Dandaura, whose appointment takes effect from Oct. 20 will be replacing Sadiq who is expected to retire from the service on the said date.

    He said the promotion of 12 Commissioners of Police (CPs) to the next rank of AIG were also approved by the commission.

    Ani said the newly promoted CPs were Egbetokun Adeolu, Emienbo Assayomo, Christiana Cookey, Evelyn Peterside, Eboka Friday, Adesina Soyemi, Asafa Adekunle and Edward Egbuka.

    Others are Janet Agbede, Oruebo Daso, Olokode Olawale and Abutu Yaro.

    Ani said 57 Assistant Commissioners of Police (ACPs) were also promoted to Deputy Commissioners of Police (DCPs) while 60 Chief Superintendents of Police (CSPs) were promoted to the rank of ACPs.

    He said 286 Superintendents of Police (Sps) were promoted to CSPs.

    The PSC spokesman said the commission also, approved the setting up of 11-Member Police Promotion Examination Board.

    He sad the board would have a representative of the Nigeria Police Force who must not be below the rank of DIG.

    Police Service Commission (PSC) has extended the closure of its recruitment portal for the 2022 batch of constables into the Nigeria Police Force (NPF) by one month.

    PSC’s Head of Press and Public Relations, Mr Ikechukwu Ani, said this in a statement issued on Sunday in Abuja.

    He said that the recruitment portal, originally scheduled to close on Sept. 26, would remain open to applicants till Oct. 26, to give enough time and accommodate all interested applicants.

    Ani urged eligible applicants, who were unable to apply, to take advantage of the extension.

    He pledged the commission’s commitment to ensuring that all the applicants, who were interested in pursuing a career in the police, were not denied the opportunity.

    Ani said that the commission would also not deviate from its established policy of conducting a transparent and merit-driven police recruitment exercise.

    In a statement on Friday in Abuja, PSC spokesman, Ikechukwu Ani. said the alleged assault on the police officer was a calculated attempt to ridicule the Nigeria Police Force and what it stands for.

    He called for immediate investigation and prosecution of all characters involved in the alleged assault of the policewoman and urged the police authority to review the operations of the Special Protection Unit (SPU).

    The PSC spokesman said the call was to ensure that only few Nigerians who genuinely deserve such protection were given the service.

    “The Commission frowns at the abuse of Police Orderlies by Nigerians who now use them as status symbols or convert them to house helps who clean, cook or do menial jobs.

    “With the security problems ravaging the nation, there is an urgent need to free many Police Officers loitering in private houses and following big men around,” he said.

    Ani called on the police hierarchy to quickly put a stop to the practice and concentrate in the policing and protection of vulnerable Nigerians.

    Recall that the Inspector general of police, IGP, Usman Baba, had ordered the prosecution of the Mbaise-born academic (Prof. Zainab), an Abuja-based lawyer, for assaulting the police orderly.

    The statement said, “The IGP has directed the express prosecution of the arrested suspects who are currently in Police custody, as the preliminary investigation shows overwhelming evidence of culpability on the part of the Professor and her domestic staff.

    “The IGP has equally tasked the investigative team to ensure that the fleeing suspect is arrested and made to face the wrath of the law.”

    The Police disclosed that the incident occurred on Tuesday following the refusal of the orderly, Inspector Teju Moses to carry out menial and domestic chores at her residence, which contravenes her professional ethics.

    Force PRO, Olumuyiwa Adejobi said, “Assault on woman police: We have arrested the woman professor and her staff since the date of the incident, the matter is getting the necessary attention it deserves. FCT Command will charge d case to court asap. It is condemned in totality. We will still update you shortly.”

    Azman Air, has resumed operations following its license renewal with the Nigeria Civil Aviation Authority.

    The airline renewed its Air Transport License after its operation was suspended, Thursday, by the NCAA following the expiration of its document, including nonpayment of legacy debt.

    A document confirming the renewal of Azman Air license read, “NCAA/ATR1/ATL118 is valid for a five-year period from 2022 through 2027 before another renewal is expected.”

    It was gathered that the airline also submitted its tax and security clearance forms to the NCAA and signed a Memorandum of Understanding of N50 million monthly to repay its legacy debt.

    Azman Air was suspended two months after grounding Aero Contractors and Dana Air, reflecting the crisis in the aviation sector.

    The Director General of the NCAA, Captain Musa Nuhu, confirmed on Thursday that the agency was withholding the Air Transport License of Azman Air till it provided the required documentation for its operational licenses’ renewal and sign a MoU on how it would remit its legacy debt accrued from the collection of Passenger Service Charge.

    According to Nuhu, Azman Air must sign the MOU to negotiate its debt remittance, which was part of the N42bn and $7.8m debts in the PSC, and also provide Tax Clearance as one of the documentation for its ATL.

    Sources claimed that Azman Air had owed up to N1.2bn in debt accruing from collection of Passenger Service Charge.

    Nuhu had said that as soon as the airline complied, it would get its approvals as these were part of the renewal processes to ensure the regulator did not go under.
