    NPFL: Referees to start using gadgets to improve decision making – League chairman, Elegbeleye

    The Chairman of the Nigeria Premier Football League, (NPFL) Gbenga Elegbeleye, has revealed that referees in the Nigerian elite league will begin to use gadgets to aid their officiating next season as part of efforts by the league board to improve the NPFL.

    Recall that the 2023/24 season ended on Sunday, with Enugu Rangers winning their eighth title with a five-point gap.

    Last season was plagued with some questionable decisions that caused suspension and expulsion of some referees from the league.

    Having announced August 31 for the resumption of the 2024/25 season, Elegbeleye said the NPFL board was poised to improve the quality of officiating in the Nigerian topflight.

    There is no perfect league anywhere in the world and we are still going through the development stages. By next season, we are going to introduce some gadgets for referees,” Elegbeleye said via NPFL match commentator Sebastine Emmanuel.

    The chairman also highlighted their plans to solidify the youth system of the NPFL.

    Meanwhile, the Chief Operating Officer of the league, Davison Owumi, noted that fixtures for next season had been drawn and added that the resumption date would be ratified at the clubs’ congress.

    “The pressure of events to begin the coming season is another round of pressure. From the NPFL internal workings, we already have that one in place but the league board also needs to call the congress of Nigerian clubs for them to agree.

    “It is the only thing left to be done because the fixtures, dates and other things are ready. But we cannot say that because the Congress of Clubs needs to ratify it so that we do not jump the gun.”

    President of Nigeria Football Federation, Alhaji Ibrahim Musa Gusau (MON) has charged Nigerian referees to make conscious, deliberate efforts to change the running narratives of sheer incompetence, flagrant disregard of the rules by some and blatant roguery by a few, through saying the truth to themselves and resolving to uphold their professional tenets while committing to decent conduct.

     

    Speaking on Wednesday in Abuja as 30 different referees were decorated with their FIFA badges to represent Nigeria this year, Gusau reiterated that a big sore point with the NFF and the Nigeria Football fraternity even as the Super Eagles excelled at the Africa Cup of Nations finals in Cote d’Ivoire (finishing second in the 24-nation championship) was the absence of any Nigerian arbiter of any cadre at the 30-day event.

     

    “The absence of any Nigerian referee of whatever cadre in Cote d’Ivoire remained ‘an elephant in the room’ for most of us that were in Cote d’Ivoire. It is a real shame that we didn’t even have an assistant referee. The CAF Head of Refereeing was quoted at some time saying Nigerian referees are good but they need only the best to handle matches at major tournaments. Are we happy about that?

     

    “I receive complaints/videos about poor officiating in our League matches almost every week, and always forward these to the Referees Committee to see that we still have some bad eggs amongst us. Some of the decisions I see are simply inexplicable. You must resolve here and now to change your ways and change the narratives about Nigerian referees at home and abroad.”

     

    Gusau disclosed that the Federation has opted to come up with stiffer sanctions for erring arbiters.

     

    “To whom much is given, much is expected. We ensured that the NPFL improved indemnities at the beginning of the season, and I have also instructed the General Secretary to start the process of procuring the necessary gadgets for our referees. But anyone caught disgracing the uniform, the refereeing body and by extension Nigeria football, will be thrown into a permanent cooler. We want to see you people officiating at top continental championships and we will not sit idly by while some incorrigible ones destroy all that vision.”

     

    Earlier, Chairman of the NFF Referees Committee, Mrs Faith Irabor admitted that the Gusau administration has been very excellent in responding to the demands of referees since coming into office, and promised that all that is necessary will be done to restore Nigerian refereeing to its pride of place in the continent.

     

    A total of 30 individuals were decorated, including seven men referees, seven men assistant referees, four women referees, four women assistant referees, four beach soccer referees and four futsal referees. One of the beach soccer referees, Jelili Ogunmuyiwa is presently on duty at the FIFA Beach Soccer World Cup ongoing in Dubai, the United Arab Emirates while Musa Dung Davou is on his way to the FIFA Futsal World Cup finals.

     

    At the occasion were NFF Board Member/FIFA Match Commissioner Babagana Kalli; NFF General Secretary, Dr. Mohammed Sanusi (MON); Congress members Idris Abdullahi Musa ‘Thuraya’ and Chikelue Iloenyosi; NFF Technical Director, Coach Austin Eguavoen; NFF Director of Communications, Ademola Olajire and; President of NRA, Sani Zubairu.

     

    There were also NFF Referees Committee members Rabiu Umar (vice chairman), Oba James Odeniran, Abraham Zakowi, Calistus Chukwudi Chukwujekwu, Waziri Furo Gawe and Bello Abubakar, as well as fitness instructors Emmanuel Edekin Imiere and Victor Ojereme, and Chief Operating Officer of Nigeria National League, Dr. Ayo Abdulrahaman.

    FIFA referee’s first-quarter fitness test and badging hold in Abuja

    The first-quarter FIFA fitness test for Nigerian international referees will take place at the Moshood Abiola National Stadium, Abuja on Tuesday, 20th February 2024.

     

    Medical tests were conducted on the referees on Monday, 19th February 2024.

     

    Special Assistant to the NFF General Secretary and Coordinator of Refereeing Development in Nigeria, Mr. Mohammed Adebayo Ameenu said the 30 Nigerian referees listed for international duty this year will be decorated with their badges at a ceremony inside the NFF/FIFA Goal Project on Wednesday, 21st February 2024.

     

    The 30 individuals are made up of seven men referees, seven men assistant referees, four women referees, four women assistant referees, four beach soccer referees and four futsal referees. One of the beach soccer referees, Jelili Ogunmuyiwa is presently on duty at the FIFA Beach Soccer World Cup ongoing in Dubai, the United Arab Emirates.

    FIFA places 11 Nigerian referees, 11 assistant referees on 2024 international lists

    World football-governing body, FIFA has approved a total of 30 Nigerian referees to be placed on the international lists for the year 2024, among them 11 referees, 11 assistant referees, four beach soccer referees and four futsal referees.

     

    In a message conveyed to the Nigeria Football Federation, the 11 referees approved for international duty from Nigeria for next year are: Basheer Salisu, Ogabor Odey Joseph, Olufunmilayo Abigael Alaba, Nurudeen Abubakar, Abdulsalam Kasimu Abiola, Elaigwe Hannah Enekole, Akintoye Yemisi Eunice, Egba Patrick John, Madu Ndidi Patience, Mustapha Grema Mohammed and Abdullahi Abubakar.

     

    The 11 persons approved as assistant referees are: Pwadutakam Samuel, Igudia Efosa Celestine, Abibatu Iyadunni, Muhammad Yakubu, Mfon Friday Akpan, Digbori Tejiri, Usman Abdulmajeed Olaide, Igho Hope Ogenekewe, Terah Kabenda Beauty, Ahmad Mustapha Tijjani and Agbons Faith.

     

    Ukah Ndubuisi Odigomma, Musa Dung Davou, Umuago Paul Akpome and Bello Zuru Alhassan were put on the futsal soccer list, while Ogunmuyiwa Jelili, Fawole Olawale Adeolu, Olajide Olayinka and Rabiu Ahmad were listed for beach soccer.

    Poor Officiating: NFF suspends 14 NPFL referees

    In its reaction to dismal officiating in the Nigeria Professional Football League, the Nigeria Football Federation’s Referees’ Development Committee/Unit has resolved to suspend 14 NPFL referees.

    Faith Irabor, the Head of the NFF’s Referees’ Development Committee/Unit, communicated this move in a letter to Davidson Owumi, NPFL’s Chief Operating Officer, delivered on Monday in Abuja.

    The  preliminary suspension of the 14 referees arose over controversial decisions made across seven specific NPFL matches.

    The letter highlighted the following matches and officials:

    Niger Tornadoes vs Rivers United (Matchday 2) – Referee Bawa Buhari (GM)

    Niger Tornadoes vs Bayelsa United (Matchday 4) – Referee Chukwuka Jahlove (AN) and Assistant Referee Akinwale Tomiwa (0Y)

    Sporting Lagos vs Niger Tornadoes (Matchday 5) – Assistant Referee II, Zachariah Nde (DT)

    Gombe United vs Plateau United (Matchday 5) – Referee Saeed Abdulaziz (KT) and Assistant Referee Jimmy Aimugbonrie (ED)

    Kwara United vs Sporting Lagos (Matchday 6) – Referee Brown Ebenezer (AB) and Assistant Referee Atuwho Morrisson (DT)
    Sunshine Stars vs Abia Warriors (Matchday 6) – All four officials

    Bendel Insurance vs Remo Stars (Matchday 7) – Referee Imamu Maliki U (KN) and Assistant Referee Sunday Azi (PL).

    The letter from the NFF’s Referees’ Development Committee/Unit also requested for the video footage of these highlighted NPFL games for proper review.

    The suspension of the 14 match officials is to evaluate and review performances of referees in the NPFL this season and beyond.

    Gusau charges FIFA instructors to help develop, upscale Nigerian referees

    President of Nigeria Football Federation, Alhaji Ibrahim Musa Gusau on Monday called on FIFA refereeing instructors who are in Nigeria for three refereeing programmes, to help improve the lot of Nigerian referees to a level that they would be regularly considered for major FIFA and CAF assignments.

    Speaking in his office during a visit by the instructors, Gusau appealed to the instructors from Zambia, Morocco, Mozambique and Djibouti to always find time, even outside regular instructional periods and sessions, to communicate with Nigerian referees with a view to supporting, encouraging and building them up to be among the very best on the African continent.

    “We have our teams regularly taking part in major competitions in Africa and the world, and it is always a painful thing seeing referees from other countries while we hardly get to see our own compatriots of the whistle. We want you to take up this assignment beyond the regular instruction courses; you should endeavour to communicate with them all the time, encourage them, support them and give them tips that will keep improving them to get to the top,” Gusau told the FIFA team.

    Earlier, NFF General Secretary, Dr. Mohammed Sanusi informed the instructors that Nigeria is one of very few countries who participate in almost all FIFA and CAF competitions, and is almost always qualifying for the major finals. “The new NFF administration is determined to ensure that Nigerian referees also build capacity and grow to become part of the elites of the beautiful game.”

    The FIFA instructors, led by Gladys Lengwe from Zambia, also includes Houssein Ali Mohamed from Djibouti, Said Nouri from Morocco and Bento Navesse from Mozambique. They are in Nigeria to superintend a Women Referees Course, a Futsal Referees Course and an Elite Men Referees Course, all happening between 1st – 15th July 2023.

    A total of 35 participants are taking part in the Women Referees Course, while 40 participants are in the Futsal Referees Course, and another 40 are involved in the Elite Men Referees Course.

    Nigerian referee instructors Engineer Emmanuel Imiere, Felicia Okwugba, Saheed Ayeni, Ibrahim Fagge, Sarah Adebisi, Cecilia Ogbuji, Peter Edibe, Maryam Indo, Bola Sekiteri, Victor Ijereme, Dr. Aminu Shantali and Colonel Nicholas Achikasim are also involved in the instructional programme, as well as Rabiu Gusau, Abraham Zakowi, Bello Abubakar and Calistus Chukwudi Chukwujekwu who are members of the NFF Referees Committee.

    The women referees’ course and futsal referees’ course, which began on Saturday, will end on Thursday, 6th July, while the elite men referees’ course will take centrestage between 9th – 15th July.

    NFF Board approves evaluation report and sanctions meted by Referees Committee

    The Board of the Nigeria Football Federation has endorsed the first evaluation report, including sanctions, meted out to erring officials by the Federation’s Referees Committee headed by Mrs Faith Irabor.

     

    It would be recalled that during the inauguration of the NFF Referees Committee, the President, Alhaji Ibrahim Musa Gusau had implored them to be of good character and to live up to the ethics of their profession.

     

    As a further step, Alhaji Gusau had handed the General Secretary, Dr Mohammed Sanusi the task of always putting a call through to all referees on arrival at their assignment venues, to remind them to discharge their duties efficiently and about the sanctity of fidelity to the laws of the game.

     

    Despite these exhortations and reminders, a few officials had failed to abide by the rules and regulations, failed the diligence test and have accordingly been sanctioned by the Referees Committee. These sanctions have now been approved by the NFF Board.

     

    1. NPFL Matches:

    1.                                        Wikki Tourists FC vs Niger Tornadoes FC:

    Madu Patience Ndidi (FIFA), Enugu; Referee.

    It was identified that an incident occurred in the penalty area, which she whistled and signaled for a penalty kick and instantly changed her decision for a goal as the ball eventually proceeded and resulted in a goal.

    After thorough analysis, it was concluded that:

    1. A Foul was committed and the Referee signaled for a Penalty Kick;
    2. That the goal resulted from a dead ball, and therefore, the advantage clause is not applicable in this instant situation;

    iii.          That the Referee should have maintained her decision of penalty kick;

     

    1. That she committed an error of judgment in allowing the goal.

    Decision:     She is warned and advised to always consider the larger picture by appropriate scanning and delay decision until there is a clear certainty to justify a decision.

     

    2.        Shooting Stars Sports Club vs Kwara United FC:

    Ukah Ndubuisi (FIFA), Imo, Referee Otuwho Morrison, Delta, Assistant Referee 2

    It was observed that during a build-up, which resulted in a goal, the AR 2, Otuwho Morrison signaled to penalized the scorer for an offside offense. The Referee complied with his AR to disallowed the goal.

    After proper examination of the clip, it was inferred that:

    1. As at the time the ball leaves the leg of the kicker (teammate of the scorer), the scorer was not in an offside position;
    2. The AR2 was not properly positioned to justify the decision to penalize the scorer for offside offense.

    DecisionThe Referee is warned and advised to improve on his performances as the duty to identify/establish offside position is purely that of the AR;

    The AR2, Otuwho Morrison is to be stand down from the league

     

     

    3.        Rivers United vs Niger Tornadoes

    Faro Abdulrahman, Lagos, Referee

    The committee noted that after a corner kick was taken, the ball traveled into the penalty area with the defending goalkeeper coming out and attempted to parry the ball away, which he missed and an attacking player kicked the ball and scored. The Referee signaled for an infringement to disallowed the goal.

    The committee explored the video clip thoroughly to observed that:

     

    1. There was no illegal contact that could translate into a foul by the attacking team;
    2. The decision of the Referee to disallowed the goal is not within the provisions of the Laws of the game, and therefore, unjustified.

    Decision: The Referee, Faro Abdulrahman is to be stand-down from the league

     

     

    b.        NWFL Matches

    Though, Match Officials’ decisions in one of the NWFL matches (Rivers Angels vs Delta Queens) was characterized by controversial/questionable decisions that had adverse effects on the outcome of the match, the committee however considered the that the impact of the decisions of Match Officials in the other reviewed matches were not serious enough to warrant punitive measures.

    1.       Rivers Angels vs Delta Queens

    Adesola Olufunke, Oyo, Referee Abdulrasheed Rofiat, Oyo, Assistant Referee 1 Aladenika Adetutu Assistant Referee 2

    The committee observed that two goals of Delta Queens were disallowed by the Referee, Adesola Olufunke and her active Assistant Referee 1, Abdulrasheed Rofiat.

    The committee noted that:

    1. In an attack towards the penalty area of Rivers Angels, the defending player attempted a scissors kick and missed the ball;
    2. None of the two attacking players in close proximity to the defending player committed no offense;

    iii.         The claim of the Referee that there was a foul/pushing is unfounded and therefore, her decision to disallowed the goal unjustified with the Laws of the Game.

    DecisionReferee Adesola Olufunke is to be stand-down from the league

    The second goal disallowed by the Assistant Referee’s signal for an offside is considered as justified as the committee observed a possible offside situation in the run towards the

     

    goal by the attacking players. The Assistant Referees are however, warned and advised to improve in their performances

     

    2.       Osun Babes vs Delta Queens

    FIFA Women’s World Cup: 88 referees, 19 video match officials named

    The Federation of International Football Associations (FIFA), has named 33 referees, 55 assistant referees, and 19 video match Officials (VMO) for the FIFA Women’s World Cup in Australia and New Zealand 2023.

    This is contained in a statement on the website of the world football governing body on Monday.

    It said the team  were chosen in close cooperation with the six confederations, based on the officials’ quality and their performances delivered at FIFA tournaments and other international and domestic competitions.

    It added that for the first time in the history of the FIFA Women’s World Cup, six female VMOs have also been selected.

    ”As always, the criteria we have used is ‘quality first’ and the selected on-field match officials represent the highest level of refereeing worldwide.

    ”We all remember the very successful FIFA Women’s World Cup 2019 in France.

    ”The high standard of refereeing contributed significantly to that success.

    ”The aim for the FIFA Women’s World Cup Australia and New Zealand 2023 is to repeat that success and to convince again with excellent referees’ performances,” the statement quoted chairman of the FIFA Referees Committee, Pierluigi Collina as saying.

    The statement also quoted Kari Seitz, FIFA’s Head of Women Refereeing, saying that the match officials will continue to receive all necessary support from FIFA.

    Manchester United interim manager, Ralf Rangnick, has blamed match officials for their exit from the FA Cup.

    The Red Devils were eliminated in the fourth round of the competition by Middlesbrough on Friday night.

    Rangnick’s men lost 8-7 on penalties after a 1-1 draw at Old Trafford, with Anthony Elanga missing the key penalty in the shootout.

    Matt Crooks equalized for Middlesbrough during the regulation time after Duncan Watmore had appeared to handle the ball in the build-up.

    But referee Anthony Taylor and the Video Assistant Referee (VAR) awarded it.

    “How can it be accidental [handball] if he controls the ball up in the air with his hand?” Rangnick asked after the match.

    CAF announces 63 match officials for AFCON, only 1 Nigerian picked

    The Confederation of African Football (CAF) on Tuesday released the list of 63 match officials who will officiate at the 2021 Africa Cup of Nations (AFCON) slated for Cameroon.

    The list consists of 24 referees, 31 assistant referees and eight video assistant referees (VARs) from 36 countries.

    Only one of the listed officials was however from Nigeria, Samuel Pwadutakam, and he will work as an assistant referee.

    NAN reports that the tournament, which has Nigeria’s Super Eagles as one of the 24 participating teams, will kick off on Jan. 9 and end on Feb. 6.

    The opening match is between hosts Cameroon and Burkina Faso at the Olembe Stadium in Yaounde.

    Speaking on the list of match officials, CAF’s Director of Refereeing, Eddy Maillet said: “The match officials were selected based on their experience, skills and current form.”

    He disclosed that in recent months, the officials were subjected to several aptitude tests through preparation courses and real competitive matches.

    “This is because only the best will officiate at this extraordinary event.”

    The CAF official added that the list of officials has two referees from the CONCACAF, the football governing body of North and Central Americas and the Caribbean.

    “It is part of our inter-confederation skills exchange programme,” he stated.

    NAN reports that the woman referee quartet of Salima Mukasanga (Rwanda), Carine Atemzabong (Cameroon), Fatiha Jermoumi (Morocco) and Bouchra Karboubi (Morocco) is on the list.

    They were at the 2019 Under-17 AFCON and the 2020 African Nations Championship (CHAN).

    All the selected match officials will complete their final preparations in Cameroon the week before the opening game.

    They will be closely monitored before and during the competition by a team of technical specialists and instructors.
