    Buhari appoints substantive NECO registrar

    President Muhammadu Buhari has appointed Professor Ibrahim Dantani Wushishi as the Registrar/Chief Executive of the National Examinations Council (NECO).

    According to a letter signed by the Minister of Education, Malam Adamu Adamu, the appointment which is for an initial tenure of five years takes effect from July 12.

    Until his appointment as NECO boss, Wushishi was a Professor of Science Education (Chemistry) at the Federal University of Technology, Minna.

    He was born on April 5, 1965 and hail from the Wushishi Local Government Area of Niger State.

    Professor Wushishi was a lecturer in the Faculty of Education, Usmanu Danfodio University, Sokoto, before he transferred his service to the Federal University of Technology, Minna.

    He has held other positions in the education sector, among which are Post Graduate Coordinator, Department of Science Education, Federal University of Technology, Minna; Sub-Dean School of Science and Science Education, FUT, Minna; Head of Department, Department of Science Education, FUT Minna; Head of Department, Department of Science Education, Ibrahim Badamasi Babangida University, Lapai.

    An erudite scholar, Prof. Wushishi has many scholarly publications to his credit.

    FG sanctions Benin registrar who left couple stranded on wedding day

    The federal government has suspended Ozuruonye Chukuma, registrar at the Benin federal marriage registry in Edo state, for supposed negligence of duty.

    The sanction comes after a viral video of an intending couple who appeared to have been left stranded and irritated due to Chukuma’s nonappearance at the registry on their wedding day surfaced on social media.

    In the less than three-minute video, Abel Ugiagbe and Marian Obire, the lovebirds, could be seen expressing their dissatisfaction at the registrar’s absence despite meeting the stipulated requirements.

    Friends and relatives of the lovebirds were also seen wearing gloomy faces after waiting for the registrar’s arrival all to no avail.

    The groom said he was shocked to hear that the registrar travelled for burial when he got to the registry.

    He also criticized the official’s action while wondering why he was not informed of the development prior to the wedding date.

    In a statement, Shuaib Belgore, the permanent secretary, ministry of interior and principal registrar of marriages in Nigeria, said he has ordered Chukuma’s suspension until an investigation into the matter is completed.

    He also said in addition to the suspension, the embattled registrar had been recalled to the headquarters in Abuja.

    According to him, the decision was in line with the principles of the civil service which encourages, diligence and discipline for public officers.

    “This will serve as deterrent to others who are careless with their official duties,” he said.

    Belgore added that Rauf Aregbesola, the minister of interior, has warned all federal marriage registrars who handle their official duties with flippancy to desist from such acts or be ready to face disciplinary actions.

    He also apologised on behalf of the ministry to the couple and their family members “who were made to face disappointment on a day that should have been for joyful celebration.”

    UNIBEN appoints new Registrar

    The University of Benin (UNIBEN) has appointed Mr Ademola Bobola as the substantive Registrar and Secretary to Governing Council of the institution.

    Dr Benedicta Ehanire, Public Relations Officer of the institution, made this disclosure in a statement issued on Thursday in Benin.

    Ehanire said that the appointment, which has been ratified by the university’s Governing Council, would take effect from April 1.

    She said that Bobola would succeed Mrs. Otasowie Oshodin, who retired in May 2020.

    According to the spokesman, Mr Clarkson Ehigiator has been holding brief as Acting Registrar since 2020 due to the restriction on conducting a physical interview for the post of a substantive Registrar, as a result of the COVID-19 pandemic.

    The News Agency of Nigeria (NAN) reports that until his appointment, Bobola was the Registrar of the Federal Polytechnic, Ile-Oluji, Ondo State.

    He holds a Bachelor of Education in English from the Federal University of Technology, Akure (FUTA) and a Master in Applied Linguistics from Aston University, Birmingham, UK.

    He was also a one-time Deputy Registrar at FUTA and the pioneer Registrar of Mountain Top University, Ogun.

    Bobola is a member of several professional bodies.

    Ex- Oyo court deputy registrar detained for fraud

    The Economic and Financial Crimes Commission, Ibadan zonal office, on Friday, secured the verdict of a former Deputy Chief Registrar of the Oyo State High Court, Mutiat Adio.

    She was sentenced after pleading guilty to a fresh charge bordering on obtaining money by false pretense and issuance of dishonored cheque contrary to sections 419 of the Criminal Code Law, Cap. 38, Laws of Oyo State, 2000 and Section 1 (1) (b) of the Dishonored Cheque (Offences) Act, Cap. D11, Laws of the Federation of Nigeria, 2004.

    In a statement on Sunday by the EFCC spokesman, Wilson Uwujaren, titled, ‘Ex- Oyo Deputy Chief Registrar jailed over dud cheque,’ Adio was alleged to have obtained a 2000 model Toyota Pathfinder SUV valued at N1.5 million from one Fabunmi Samuel of Fatai Olanrewaju Motors by pretending to him that it would be paid once the cheque is presented to her bank.

    The victim reportedly released the said vehicle to her but the cheque was dishonoured within three months of issuance for insufficient funds in the account.

    Upon prosecution on January 30, 2018, the defendant had initially pleaded not guilty to the charges but later changed her plea to ‘guilty’, after a plea bargain agreement leading to the amendment of the charge.

    Justice Owolabi ,thereafter, pronounced defendant guilty of the offence and sentenced her to three years in prison.

    The court also ordered her to restitute to her victim the sum of N500,000 in addition to the sum of N1m she had previously paid in restitution to the victim.

    The statement read, “With the latest development, Adio completes a hat-trick of convictions having previously been jailed twice for fraud On May 18, 2018, when she was sentenced to seven years imprisonment for obtaining N9.2m from one Abiodun Olonade, a Nigerian resident in Ireland, by false pretence.

    “Also, on March 6, 2020, she was convicted and sentenced to five years in prison for stealing a sum of N22.3m from Guaranty Bank Plc.”

    UNILAG Senate ignores Registrar’s directive, holds meeting to choose new Ag VC

    The Senate of the University of Lagos (UNILAG) has gathered at the Main Auditorium on Monday to select an Acting Vice-Chancellor despite the institution’s Registrar, Oladejo Azeez, sending an email to members to wait for further clarification on their assignment.

    This follows President Muhammadu Buhari’s directive on Friday that due process should follow and the Senate should elect an Ag. VC as opposed to the Governing Council doing so.

    The President also asked the Council-appointed Ag. VC, Prof. Theophilus Soyombo to step down.

    In a mail titled: “Notice to All Senate members,” Oladejjo Azeez, who has been an ally of the Governing Council chairman, Dr. Wale Babalakin, said no meeting had been summoned.

    Babalakin and the embattled VC the Council removed, Prof. Oluwatoyin Ogundipe, were asked to recuse themselves from the affairs of the University until the Visitation panel set up to look into the university’s affairs concludes its investigation.

    Oladejo’s mail reads: “This is to inform all Senate members that no meeting of the Senate has been summoned.

    “Members should await proper Notice of Meeting after the Federal Government of Nigeria has clarified some issues germane to the meeting.”

    The Registrar also signed a letter addressed to the Head, Auditorium Management Unit, J.J.F Ade Ajayi Auditorium, University of Lagos pasted around the main auditorium, venue of the Senate meeting, instructing the official not to make any facility available for the Senate meeting for the same reason.

    It reads in part: “It follows that you are not make any of your facilities available for any meeting until otherwise advised.”

    However, the Senate convened regardless.

    A member of Senate confirmed the meeting. “Oladejo is not a member of Senate. We are about to start in the Main Auditorium,” the source said.

    The source said the Senate would vote one of the Deputy Vice-Chancellors, Prof. Folasade Ogunsola (DVC Development Services) or Prof. Ben Oghojafor (DVC Management Services) as Acting VC.

    “Meeting is ongoing. We are waiting for ballot papers to vote for the Acting VC -Prof Folasade Ogunsola and Prof Ben Oghojafor,” the source said.

    The West African Examinations Council (WAEC) has appointed Mr Pateh Bah, from the Gambia, as its new Registrar/Chief Executive Officer (CEO) for a five-year tenure.

    A statement by Mr Abiodun Aduloju, Director of Public Affairs at WAEC Headquarters, Accra, Ghana, said the appointment took effect from October 2019 to September 2024.

    Bah succeeds Dr Iyi Uwadiae, immediate past Registrar to council from Nigeria, whose tenure ended on Sept. 30.

    The News Agency of Nigeria (NAN) reports that Uwadiae became registrar to council in 2012 and served his mandatory five-year tenure which was eventually extended by council for two more years.

    The new WAEC registrar is a graduate of Pune University, Maharashtra, India from where he obtained a Bachelor of Commerce degree in 1997.

    He also holds various postgraduate and professional qualifications from other institutions in India and the UK.

    According to the statement, Bah worked briefly with the Ministry of Education, Youth, Sports and Culture, Banjul, the Gambia from 1990 to 1991 before joining the service of WAEC at its Gambia National Office on October 9, 1991.

    “His appointment to the position of the 13th Registrar was ratified by the Council – the International Governing Board of WAEC – at its 67th annual meeting held in Freetown, Sierra Leone in March 2019.

    “Bah has made appreciable contribution to the development of education. He was a member of the Governing Boards of the Gambia Technical Training Institute and the Gambia National Accreditation and Quality Assurance Authority.

    “He has served as Chairman, Audit Committee of the International Association for Educational Assessment (IAEA) and also currently the treasurer of the Association for Educational Assessment in Africa (AEAA).

    The Registrar of the Joint Admission and Matriculation Board (JAMB), Prof. Is’haq Oloyede, has said Nigeria is ruled by ‘certified thieves’.

    Oloyede said this while speaking at 61st Birthday Colloquium of the Osun State Governor, Rauf Aregbesola, in Osun on Sunday.

    Oloyede, who spoke on “Functional Education as a Tool for National Development and a Gateway to Freedom” said the country’s education is facing difficulties because of “certified thieves at the helm of affairs”.

    He explained that the difference between the revenue his predecessors generated and that of his own showed clearly that corruption held sway in JAMB.

    Nigeria is dominated by thieves at the helms of affairs, I mean certified thieves. Let me talk about JAMB for instance, since over forty years that JAMB has been established, the total money generated before we came in is N52 million

    After we finished our examinations for 2017, we generated N9 billion, in which I returned the total sum of N7.8 million to the Federal Government. Members of the National Assembly marveled at this feat; they wondered how I came about the figure. For this year also, I have realised over N9 billion,” he said.

    Mr Oloyede also condemned social vices like cultism and prostitution thriving in tertiary institutions.

    You don’t need to use bomb to destroy a nation, just lower the quality of education and allow cheating by students in examinations. Education, being the art of acquisition and utilisation of knowledge is also an instrument in training individuals purposely to make them socially responsible.

    Functional education must geared towards the liberation of humanity from poverty and misery. All in all, education must be functional before it is adaptable.”

    He charged Nigerians to ensure that students practice what they are taught as “education is not only about the certificates but its functionality.”

     

  • FG suspends NECO registrar, two others over alleged financial recklessness

    The Registrar of National Examinations Council (NECO), Prof Charles Uwakwe, has been suspended over alleged financial mismanagement and abuse of office.

    Also suspended are two deputy directors in charge of finance and procurement, respectively, in the council.

    Rumour had made the rounds that the three top officials of the council had been sacked, but a competent source in the council disclosed on Sunday that the men were on suspension.

    According to the source, they are on suspension pending the outcome of investigation of allegation of misappropriation of funds against them.

    The source said that the officials were suspended for allegedly awarding contracts to the tune of N25 billion without following due process.

    They were said not to have sought approval from Ministry of Education, the supervisory ministry or from the Governing Board of the council.

    Uwakwe was also alleged to be involved in recruitment in the council without following due process.

    “I can tell you that nobody was sacked but there was a suspension pending an investigation of certain alleged misdeeds, which details have not been made public,” the source said.

    The source stated that the most senior Director in the council, Mr Abubakar Gana, had been appointed Acting Registrar.

    According to the source, the letter suspending the council officials emanated from the parent ministry.

    Another source said that the Non-Academic Staff Union at NECO petitioned the Minister of Education, accusing Uwakwe of financial impropriety, irregular recruitment and flouting of procurement procedures.

    All effort to speak with spokesman of the council failed as he did not take calls put to his telephone lines or responded to short messages.

  • Why widespread cheating occur in WAEC exams — Registrar

    The West African Examinations Council, WAEC, on Sunday, said it had concluded plans to host an international summit on malpractices in the sub-region as intense competition for access to education system has led to widespread cheating in examinations.

    The Registrar of the Council, Iyi Uwadiae, said this in an interview with the News Agency of Nigeria in Lagos.

    He said that for the purpose of obtaining higher scores to improve their chances of gaining admission to the next level of education, some students do everything available to them to indulge in cheating during examinations.

    He added that “the board of WAEC has been troubled by the rising scourge of examination malpractice and it is set to organise an international summit to address it.

    “The summit will take place in Lagos between October 19 and October 20 to provide platform for stakeholders to come together and share experiences to enable us to arrive at a workable solution to this endemic situation in the sub-region.”

    He explained that WAEC, being a five-member country organisation, was expecting representatives of governments of the respective member countries.

    He added that “we are also going to involve people from the academia such as teachers who are our main stakeholders and others”

    The WAEC boss, who noted that the summit was not going to be an annual event, expressed satisfaction with the performance of Nigerian candidates in Mathematics at the 2017 May/June West African Senior School Certificate Examination (WASSCE).

    He said “efforts should be made to sustain the development. I must say that this year’s performance in Mathematics in the country is the best compared with results in recent past.

    “I want to attribute it to more commitment on the side of both the teachers and students. I think teaching is becoming more effective and students are improving in their learning. My prayer is to ensure that this trend is sustained and improved upon.”

    2017 UTME: Exam not postponed – Registrar

    The Joint Admission and Matriculation Board (JAMB) has said that the UTME examination scheduled to commence from Saturday May 13 (tomorrow) has not been postponed.

    The clarification was made in Abuja on Friday by the Registrar, Prof. Ishaq Oloyede in a chat with newsmen.

    Oloyede therefore appealed to candidates to ignore such rumors, adding that candidates should not fail to sit for their exams tomorrow.

    The Registrar, who disclosed that 120 prison inmates are part of the 1.7 million candidates that will sit for UTME, enjoined the candidates to go to their respective centres for the examination.

    The registrar said that the examinations would still hold as scheduled except for those that have Seven Days Adventist service.

    He also advised UTME candidates to always check their e-mails for further updates, noting that some candidates are fond of giving out their passwords and e-mail addresses to strangers in spite of several warnings from the board.

    “Candidates should be aware of fraudsters who hide under cyber cafe operators to defraud innocent children.

    “We have caught some of them while mischievously collecting money from candidates with the help of some security officers,’’ the JAMB boss said.
