    Jigawa Tanker explosion: Death toll rises to 171

    Jigawa State Governor, Malam Umar Namadi, has said that the death toll from the petrol tanker explosion has risen to 171.

    The governor revealed this while receiving members of the House of Representatives. He also noted that those injured are receiving treatment in various hospitals.

    Governor Namadi emphasized that the state government has taken full responsibility for the medical care of the victims, describing the incident as a severe tragedy from God.

    “We are praying for His mercy,” he added.

    Speaking to news men shortly after the governor’s meeting the member representing Birninkudu/Buji federal constituency, Hon Adamu Yakubu (PDP), he expressed shock on the number of deceased.

    Hon. Adamu Yakubu said: “It is really shocking, because there is no an accident any where that consumes over 100 lives of people at once. Even during the Boko Haram crises there is no incident where when over 100 people died”.

    He commended the state governor and government for support and assistance to the victims and families of the deceased person, “this is real concern and commitment by the governor to his people.

    Hon. Adamu Yakubu (PDP) “we now came, condoled and sympathized with the families, relatives, of the deceased and victims, governor and the entire people in the state over the lost and incident”.

    Reps want upward review of BPE’s annual budgetary allocations

    The House of Representatives has urged the Federal Government through the Ministry of Budget and Economic Planning to review the budgetary allocation of the Bureau of Public Procurement in line with current realities in subsequent budget estimates to enable successful discharge of the Bureau’s core mandate.

    The House also urged the BPP to collaborate with relevant stakeholders, including Ministries, Departments and Agencies, Civil Society Organizations and the National Assembly to enhance the provision of a legal and institutional framework and professional capacity for public procurement in Nigeria for the holistic development of Nigeria.

    This was sequel to the adoption of a motion moved by Rep. Unyime Idem, on “the need to review the budgetary allocation of the Bureau of Public Procurement”, on Thursday at plenary.

    Leading the debate, Rep. Idem said that there is a need for the attainment of transparency, competitiveness, cost effectiveness, value-for-money, and professionalism in the public sector procurement system.

    The motion reads: “Also notes that the Public Procurement Act 2007 established the Bureau of Public Procurement as the regulatory authority responsible for the monitoring and oversight of public procurement, harmonizing the existing government policies and practices by regulating, setting standards and developing the legal framework and professional capacity for public procurement in Nigeria. “Further notes that the Bureau is empowered to, amdng other things, oversight over 800 Ministries, Departments and Agencies (MDAs), to ensure the implementation of established procurement policies, and due process compliance. The House recognizes the needs to ensure monitoring and surveillance of Federal Government Procurement Procedures and ongoing projects across the six serene zones”.

    He explained that the budgetary allocation for the Bureau in the Appropriation Act 2024, is N2.2 billion.

    “Concerned that the existing funds provided for the Bureau is grossly inadequate to meet the extensive responsibilities of the procurement audits, monitoring and surveillance in the Ministries, Departments and Agencies (MDAs) in the six geopolitical zones of the nation.

     

    “Also concerned that given the prevailing trend of procurement irregularities in Nigeria, constituting over 70% of corruption in the public sector, there is an increasing need to ensure the implementation of procurement, policies, and due process compliance, in line with global best practices.

    “Cognizant that the increasing rate of procurement corruption in the public sector necessitates urgent measures for effective oversight to ensure value-for-money, transparency, competitiveness and professionalism.”

     

    The House unanimously adopted the motion and mandated the Committees on Public Procurement and Appropriations to follow up and ensure an upward review of the Bureau’s budgetary allocation in subsequent budget estimates.

    A bill seeking the creation of Ogoja State has scaled second reading in the House of Representatives.

    The bill, sponsored by Godwin Offiono and three other on during plenary on Thursday.

    The constitution alteration bill seeks to amend the 1999 Constitution to create an additional state in the South-south region.

    If the bill is passed into law, it would bring the number of states in the South-south region to seven.
    The bill scaled second reading without any opposition from members and was referred to the House Committee on Constitution Review.

    Submit 2025 Appropriation Bill without further delay, Reps tell FG

    The House of Representatives has urged the Federal Government to submit to the National Assembly the 2025 Appropriation Bill without further delay.

    NAN reports that the call was sequel to the adoption of a motion by Rep. Clement Jimbo (PDP-Akwa Ibom) at plenary on Wednesday.

    Moving the motion earlier, Jimbo said that the Fiscal Responsibility Act (FRA), 2007 provided for prudent management of the nation’s resources.

    According to him, the act also allows for long term macroeconomic stability of the nation’s economy, as well as accountability and transparency in fiscal operations within a medium-term fiscal policy framework.

    He said that the act equally provided for establishment of Fiscal Responsibility Commission to ensure promotion and enforcement of the nation’s economic objectives and related matters.

    “Section 11(1)(b) stipulates that the federal government must, not later than four months before the commencement of the next financial year, cause to be prepared and laid before the National Assembly an Medium Term Expenditure Framework (MTEF) for the next three financial years.

    “Sections 88 and 89 of the 1999 Constitution as well as Section 30(1) of FRA 2007, specifically, Section 88(1) stipulates that subject to other provisions of the 1999 Constitution, each house of the National Assembly shall have the power by passing resolutions.

    “The time the National Assembly requires to exercise its functions as enshrined in section 88(2)b) is technically being taken away by non-compliance with Section 11(1/6) of FRA 2007 by the executive,” the lawmaker said.

    In his ruling, Speaker of the house, Rep. Tajudeen Abbas, mandated Committees on National Planning and Economic Development, Appropriation and Finance to ensure compliance within two weeks.

    Reps urge IG to investigate case of missing corps member in Ondo

    The House of Representatives has urged the Inspector General of Police to initiate measures to find a missing corps member, Mr Okeke, Chukwuemeka Godwin, who has not been seen since May 9, 2024.

    The call for the rescue was sequel to a motion by Rep. Nnolim Nnaji (PDP-Enugu state) at plenary on Thursday in Abuja.

    Moving the the motion, Nnaji said that the NYSC was established to engage Nigerian university graduates in effective community services and nation building across ethno-linguistic boundaries.

    He said that the scheme had been threatened by myriads of abductions, incessant attacks and murder due to the inadequate facilities and general welfare.

    The lawmaker said that there is an optimum obligation of providing safe environment and facilities for NYSC members on Federal and State Governments in conjunction with security agencies while serving or posted in various host communities.

    “Concerned about a youth corper and my constituent, Okeke Chukwuemeka Godwin from Umuanyi Village, Ovuorie, Ugbawka Community in Nkanu East LGA of Enugu State.

    “Being the best-graduated student in Computer Science Department at Nnamdi Azikiwe University, Awka, Anambra with Second Class upper division, has been missing till date, while serving in Ondo State under Batch 23B.

    “Godwin was supposed to complete his NYSC program on June 17, 2024, but got missing on May 9, 2024, which was the particular day his parents could not reach him on his mobile phone numbers till date.

    “On the May 13, 2024, the mother of the missing Corp member, Mrs. Okeke Patience and his younger brother, went to Akure to verify the situation and thereby visited his place of primary assignment and residence but could not get any vital information.

    “The relatives reported the matter to the Nigerian Police (Ijakpo Police Division) who sent signal to other police stations and the police headquarter in Ondo for investigation, but after some interrogations, the family has not been fully communicated on the outcome of these investigations.

    “The relatives also reported the matter to the Local Government and State offices of the NYSC, including the community leadership but up till date, the matter is still pending without any information leading to his rescue,” he said.

    The lawmaker said that June 9, 2024, the mother of Godwin with two other relatives and a journalist visited the Ondo State Police Command, the NYSC State and Local Government offices.

    He said that the journalist made some inquiries and produced a documentary via Trust Television while the mother proceeded and reported the matter and her ordeal at NYSC National Secretariat, Abuja;

    “The Commissioner of Police in Ondo State and the State Coordinator of NYSC with the management of the scheme have not taken adequate measures to search and rescue the missing corp member.

    “The negative and culminating effects of various State Governments not being proactive in taking adequate measures to provide basic accommodation facilities, clinics, enabling environment and other necessities has been very devastating to the safety and welfare of corps members,” he said.

    The house urged President Bola Tinubu to prevail on the State Governments and security agencies to provide maximum security and good habitation facilities for youth corp members.

    The house also urged the National Youth Service Corps (NYSC) and all relevant agencies to investigate the case of the missing corp member and initiate measures for the safety and welfare of corp members in every host community.

    In his ruling, the Speaker of the house, Rep. Tajudeen Abbas referred the motion to the relevant committees for further legislative action.

    Reps Minority Caucus condemns brutal killing of Abia couple, wants arrest of perpetrator’s immediately

    The Minority Caucus of the House of Representatives has condemned the brutal, and heinous murder of a couple; Jacob and Comfort Udo by yet-to-be-identified assailants in Bende, Abia state.

    This was contained in a statement issued by the Minority Caucus leader, Rep Kingsley Chinda on Thursday stating that:

    ” The gruesome beheading, and dismembering of the bodies of the couple who are in their 70s was most despicable, callous, and wicked.

    “As a Caucus, it is shocking, and saddening that the yet-to-be-confirmed murderer(s) who are obviously evil with terrible minds, destructive intentions, and satanic attitudes will carry out such cruel, barbaric, and animalistic actions on a peaceful, loving, and happy septuagenarian couple; perhaps old enough to be parents, and grandparents to the killer(s).

    “The crazy, senseless, and horrific killing is deeply inhuman, rudderless, and vicious. Indeed, the reports of this dastardly act evokes pains, anger, and regrets which necessitates wholesome condemnation by all and sundry.

    “Sadly, Nigeria and citizens has continued to witness, and hear stories of similar occurrences across the country. There are incidents of bloodletting, and extra-judicial killings unleashed by mean-spirited, and criminally-infested souls on hapless, law abiding citizens. These charlatans, and marauders who roam the vast swathes of our country with unimaginable confidence inflict sorrow, tears, and blood on their targeted victims.

    “The Abia incident, and similar others which violates the fundamental human right to life stands condemnable; in strident and strongest terms.

    “As a responsive and responsible Caucus, we call on the law enforcement and other security agencies to conduct thorough investigation of this gory incident with the aim of apprehending the perpetrators, and bringing them to justice.

    The Caucus explained that: “With reports that aside the gruesome murder of the couple, several properties were carted away from the victims house, there is need for the police and other security agencies to embark on comprehensive investigations to unravel the mysteries behind the incident.

    “We equally appeal to the Abia state government to provide every necessary support that would be needed by security agencies to commence immediate investigations, and ensure swift arrest and prosecution of those responsible for the disdainful action.

    “While the Caucus sympathises with the family, friends, colleagues, associates, people and government of Abia state over the irreparable loss of Mr and Mrs Udo, we appeal for calm, law and order.

    ” We passionately and empathetically plead with people not to engage in acts that may be unlawful, and illegal as they await results of investigations by the police, and other security agencies”.

    Reps give seven-day ultimatum to Wale Tinubu, Aiteo MD over Nembe oil spill creek

    House of Representatives, on Tuesday, issued 7-day ultimatum to the Managing Director/CEO of Agip Petroleum PLC (now Oando PLC), Mr. Wale Tinubu and management team of Aiteo over unabated oil spill in the oil producing communities of the country.

    Chairman, House Committee on Environment, Hon. Julius Pondi expressed the concern during the investigative hearing environmental impact of transporting crude oil by mega seagoing vessels from Nembe Creek Trunk to offshore crude oil storage in the Atlantic Ocean by Aiteo E&P, the oil spillage at Olugboboro Community in Southern Ijaw from Nigerian Agip Oil Company (Now Oando Oil Ltd) facility, jointly organized by the Committees on Environment, Petroleum Resources (Upstream), & Petroleum Resources (Midstream).

    Hon. Pondi who frowned at the level of disregard for the Parliament, said: “We sent them letter to Agip now Oando, we sent them letters up to four times they requested for two weeks, particularly that of Oando and the two weeks is today, and Aiteo never did not make any contact to the Committee till today…

    “It is important that they are compelled to appear and they must appear before the Parliament before the joint Committee.”

    To this end, Hon. Pondi mandated the Clerk to write a strong letter to them they have seven days to appear before this Parliament, that’s the decision of the House Committees on Environment, Petroleum Upstream and Midstream.

    The lawmakers who decried the impacts of the oil spill on host communities and the means of livelihood, chided the regulatory agencies for failing to harmoniously work towards protecting the environment in line with extant regulations.

    Hon. Pondi said: “Today’s gathering is a formal inquiry and a platform to address serious concerns affecting our constituents and the environment. The issues at hand pertain to the operations of Aiteo E & P Company and Nigerian Agip Oil Company (now Oando Oil Ltd). These companies’ activities allegedly portend grave environmental consequences in their host communities and, by extension, the nation as a whole.

    “As we are all aware, the oil industry plays a critical role in the economic development of our country. It also contributes significantly to our national income, provides employment, and supports infrastructure development in various regions. However, this contribution should not come at the cost of the health, well-being, and livelihood of the people in our host communities, nor the expense of the environment.

    “In light of the above, we have invited the Managing Directors of both Aiteo E & P Company and Nigerian Agip Oil Company (now Oando Oil Ltd) to this hearing, to provide us with detailed explanations regarding their activities, particularly in their areas of operations. We expect full cooperation and transparency from all stakeholders in this process. We will also be hearing from environmental experts, and relevant government agencies, to have a comprehensive understanding of the situation.

    “Let me reiterate that this Hearing is a critical step in addressing the issues. It is our collective responsibility to ensure that the operations of oil companies in our country are carried out in a manner that is sustainable, environmentally responsible, and respectful of the rights and welfare of the communities they operate in and the Country at large.

    “It is also noteworthy, to emphasize that the Committees are not here to vilify any corporate entity but to ensure accountability, transparency, and adherence to environmental laws and regulations that govern the oil sector in our country. We aim to find solutions, hold the responsible parties accountable where necessary, and recommend the appropriate remedial actions.”

    The lawmakers also frowned at the bureaucratic lapses observed in the Ministry’s operations in handling most of the erring oil companies.

    In her presentation, Director from Federal Ministry of Environment, Mrs. Rofikat Odetoro who raised alarm over the impacts of oil spill across the oil communities and the country at large, decried the increase in ageing-related ailments such as diabetes, heart and liver issues, among others.

    While affirming that all the regulatory agencies work in silos, she harped on the need for the Parliament’s intervention with a view to engender synergy among relevant agencies in the bid to correct the past mistakes.

    Mrs. Adetoro who denied knowledge of various operations being carried out by NUPRC, queried the rationale behind the issuance of two years permit to Aiteo despite the oil spill.

    “Why must we give them a permit for badging for two years,” rather she noted that NUPRC should have issued the first permit for a period six months, with a proviso that the company should “take all measures necessary to put the right thing in place, since we are making money out of it.

    “Instead, there is no way you will badge up to the Atlantic Ocean, you will not have spill and it will. Most of our people in that area are artisanal fishermen, and so on and so forth. So, what are we talking about.

    “In light of the above, we have invited the Managing Directors of both Aiteo E & P Company and Nigerian Agip Oil Company (now Oando Oil Ltd) to this Hearing, to provide us with detailed explanations regarding their activities, particularly in their areas of operations.

    “We expect full cooperation and transparency from all stakeholders in this process. We will also be hearing from environmental experts, and relevant government agencies, to have a comprehensive understanding of the situation.

    “Let me reiterate that this Hearing is a critical step in addressing the issues. It is our collective responsibility to ensure that the operations of oil companies in our country are carried out in a manner that is sustainable, environmentally responsible, and respectful of the rights and welfare of the communities they operate in and the Country at large.
    It is also noteworthy, to emphasize that the Committees are not here to vilify any corporate entity but to ensure accountability, transparency, and adherence to environmental laws and regulations that govern the oil sector in our country. We aim to find solutions, hold the responsible parties accountable where necessary, and recommend the appropriate remedial actions.

    While responding to question on whether the Ministry extended invitation to NUPRC during its operations, Mrs. Odetoro who answered in the negative, however said: “No, and that is what I said, that here, all of us are working in silos…but going forward, we need to walk together.”

    To this end, she urged the Parliament on the need to review the extant legislation with a view to compel all the regulatory agencies to work harmoniously by putting the national interest first above primordial and individual interests in the bid to have sustainable solutions and in line with global best practice.

    The delegation also affirmed that all the regulatory agencies recovered the money spent on joint investigation on oil spill from the joint venture account.

    The delegation from the Ministry including NESREA and NOSDRA who corroborated the poor working relationship among the government establishments, presented document sent by NUPRC informing NESREA of the two years permit granted to Aiteo contrary to the presentation made by NUPRC Director, Mr. Ibrahim Yahaya.

    While responding to inquiries from the lawmakers, Mr. Yahaya who earlier disclosed that NUPRC granted the first permit of six months to Aiteo to badge to avoid loss of about 90 percent of the 50,000 barrels per day oil production, however affirmed that two years permit was given to Aiteo to badge considering the criticality of oil production.

    According to him, any attempt to ask Aiteo to shut down will have huge cost implications on the oil production target.

    NBTE to Reps: We’re poorly funded, under-staffed

    Prof. Idris Bugaje, Executive Secretary,  National Board for Technical Education (NBTE), says it is poorly funded and under-staffed.

    Bugaje spoke on Wednesday in Kaduna when the members of the House of Representatives Committee on Federal Polytechnics and Higher Technical Education paid an oversight visit to the board’s headquarters.

    He said that improved funding of the board would ensure up-skilling of Nigerian youths for local and global opportunities.

    Bugaje lamented that NBTE was unable to review the ND/HND curricula within the five years’ time frame due to poor funding.

    He decried that 2024 was the board’s worst budget, with curve-outs at the National Assembly.

    Bugaje equally lamented the lack of modern tools, equipment and the use of obsolete equipment in Technical and Vocational Education and Training institutions (TVET).

    He also mentioned some of the board’s challenges to include grabbing of its lands by some high-connected and profiled individuals in Abuja, with some of the lands recovered,

    The NBTE boss disclosed that the struggle to upgrade it to a National Polytechnic Commission has started, while seeking the committee’s support in realising the dream.

    He urged the committee to take the Zonal Offices of the NBTE as its baby, by ensuring that they were built and staffed to take the board to the grassroots.

    Responding, the Chairman of the committee, Fuad Laguda, stated that there was no dichotomy between the NBTE and the Nigerian Universities Commission (NUC).

    He said, ”It is about the NBTE and committee correcting some things that should not be the way they are.”

    Laguda, therefore, said it was why the committee came to the NBTE to make a case and correct the wrongs by making things right to ensure equity and justice among all the higher learning institutions.

    He equally said the committee would work collaboratively with all the Federal Polytechnics and the board.

    Speaking on under-funding, the chairman advised the board on what to do to improve its budget for maximum performance.

    Laguda stated the committee’s commitment to aligning with the overall objectives of a robust and enhanced technical education.(

    The House of Representatives has rejected the proposed conferment of the Commander of the Order of the Federal Republic (CFR) on its Speaker, Rt. Hon. Tajudeen Abbas, deeming the honor insufficient.

    During his nationwide broadcast on Tuesday, marking Nigeria’s 64th Independence Anniversary, President Bola Tinubu announced that Senate President Godswill Akpabio and Chief Justice of Nigeria (CJN) Kudirat Kekere-Ekun would receive the higher national honor of Grand Commander of the Order of the Niger (GCON), while Speaker Abbas was conferred with CFR, among other recipients.

    However, at Wednesday’s plenary, lawmakers expressed displeasure with the decision, calling it “unacceptable” for Akpabio and Kekere-Ekun to receive GCON while Abbas was only awarded CFR.

    The resolution followed the adoption of an urgent motion sponsored by Hon. Philip Agbese from Benue State. Agbese and other members argued that Abbas, as Speaker of the House, deserved the same GCON honor as Akpabio and Kekere-Ekun.

    In his Independence Day address, President Tinubu had outlined the planned national honors, noting that Abbas and Deputy Senate President Barau Jibrin would receive CFR, while Deputy Speaker Benjamin Kalu would be conferred with the Commander of the Order of the Niger (CON).

    PDP Rep defects to APC as House rejig committees

    The Peoples Democratic Party (PDP) lost one of its members in the House of Representatives, Chris Nkwonta to the All Progressives Congress (APC) on Wednesday, October 2.

    Speaker of the House, Abbas Tajudeen who announced the defection of the lawmaker, did not give any reason for the defection, but only said he was told to make the announcement by the House Leaders.

    The announcement drew loud applause from members of the APC in the House who welcomed the defector to their fold.

    However, Deputy Minority Leader, Aliyu Sani Madaki (NNPP, Kano) raised a point of order asking that the seat of Nkwonta be declared vacant in accordance with the provisions of section 58 of the 1999 constitution as amended.

    He said while the section provides that a member can leave the party on whose platform he was elected if there is crisis in the party, the PDP was not in any crisis.

    But Speaker Abbas ruled him out of order saying “information available to me indicate that there is a faction in the PDP”.

    Nkwonta was however made the Chairman of the newly created House Committee on South East Development Commission, with Sunday Nnamchi grom Enugu state serving as his deputy.

    The Speaker also announced the appointment of new Committee chairmen and their deputy in what look like a minor reshuffle in the committees.

    Timehin Adelegbe (APC, Ondo) was appointed Chairman of the Committee on Science Research Institutions, Kabiru Ahmadi Mai palace will now head the House Committee on Sport, Abubakar Gummi heads the House Committee on North East Development Commission, Name Nkemkanma heads the Committee on Climate Change and security.

    Other chairmen announced are Mohammed Mukthar as chairmen, Committee on Tourism, Zakariya Idris (Committee on Safety Standards), and Anayo Onwuegbu (Lake Chad)
