    Why PDP lawmakers are biased about electronic transmission of election results – Reps Majority Leader

    The majority leader in the House of Representatives, Honourable Ado Doguwa, on Friday said his colleagues from the Peoples Democratic Party (PDP) are biased about issues surrounding the electronic transmission of electoral results because they do not understand the provisions of the amendment.

    The House was thrown into disarray on Thursday as members debated section 52(2) of the electoral amendment act bill, which deals with electronic transmission.

    On Friday, PDP lawmakers walked out of a session after presiding officer Deputy Speaker Ahmed Wase insisted that section 52(2) had been carried.

    Speaking on a monitored Channels Television programme, Hon. Doguwa, a member of the ruling All Progressives Congress (APC) said the PDP lawmakers were being over-exuberant and desperate.

    He argued that the provisions of the electoral amendment act bill, as passed by the House on Friday, allowed INEC to determine whether it would employ electronic voting or not.

    APC Senators on Thursday had forced through a version of the bill at the Senate that constrained INEC to seek permission from the Nigerian Communications Commission and the National Assembly before employing electronic voting in any part of the country.

    “I don’t know what version the Senate has, but in the House of Representatives where I serve as the leader, our provisions in respect to section 52(2) is that voting at an election under this act shall be in accordance with the procedure determined by the Independent National Electoral Commission,” Hon. Doguwa said.

    “This goes to prove to you that the House of Representatives is working in tandem with the constitution. We said voting at an election and transmission of results under this bill shall be in accordance with the procedure determined by the commission.

    “Whether by electronic, manual, or any other technological device, that is left for INEC to determine.”

    “The so-called walking out of the PDP members was unfounded and unnecessary because the arguments they came out to protect are already contained in the bill.”

    However, Hon. Doguwa said it was not a problem if his party, the APC, was against electronic transmission.

    “What’s wrong with not wanting electronic transmission of results? We have over 49.3 percent of the Nigerian population not covered by network and that would amount to absolute disenfranchisement, so it is a political matter,” he said.

    The former Chairman of the Independent National Electoral Commission (INEC) has commended the National Assembly for taking steps to review the Electoral Amendment Act (2010) as amended but faulted the exclusion of electronic transfer of results.

    Jega who spoke as a guest during an interview on Channels Television’s Sunday Politics lamented that the decision of the 9th Assembly to allow INEC to use electronic voting without the electronic transmission of results is counterproductive.

    “You can’t permit INEC on one hand to use electronic voting and not use electronic transmission of results because usually, they go as a package,” he said.

    “Once there is a robust software and hardware for doing so, it now brings efficiency, transparency and real time ability to see the result as they are transmitted from the polling unit to a National Collation Centre.”

    When asked if politicians feel uncomfortable over the electronic transmission of results, Jega replied in the affirmative.

    The former INEC boss however explained that “not all politicians are fraudulent and want to win by hook or by crook.”

    Jega asked the National Assembly to diligently work to ensure that the Electoral Amendment Bill (2021) is appropriately amended before being passed.

    On whether Nigeria is ready for a fully digitised electoral system, he replied saying: “I will urge that we make haste slowly. There is no doubt that if electronic voting is done appropriately, it will go a long way in improving the integrity of our elections.

    “There are so many challenges in our country. For one to be able to do effective, thorough electronic voting, you need the infrastructure, software and associated support infrastructure. For example, stability of electricity, extensive network coverage and robust internet facilities.”

    Reacting to the appointment of the presidential aide, Lauretta Onochie as INEC National Commissioner, Jega said the controversy trailing her nomination by President Muhammadu Buhari should have been avoided.

    He called on the lawmakers to apply the laws regarding the issue, in order to avoid a situation whereby elections she participate in may be viewed as being biased.

    2021 UTME results due for release from today — JAMB

    The Joint Admissions and Matriculation Board (JAMB) says the result of the 2021 Unified Tertiary Matriculation Examination (UTME) will be released from today (Wednesday), June 23.

    The JAMB Registrar, Prof. Is-haq Oloyede, disclosed this on Wednesday during a news conference in Enugu.

    Oloyede said he had no reason whatsoever to withhold the results of the UTME.

    “The result ought to be out by now, but because I am not at the headquarters and I do not want to approve it while on the field.

    “But as soon as I get to Abuja today all the examinations up to the one being taken today will be approved and released because we have no reason to continue to hold on to it,” he said.

    The registrar said his team was at the Southeast to access what was going on with the conduct of the examinations as well as to visit new University in Ebonyi.

    He noted that JAMB registered 1,415,501 candidates in the UTME 2021 and 1,122, 095 had taken the examinations so far while 66,111 had yet to take.

    According to him, the board has some 650 examination centres across the country, out of which, 30 centres have been delisted for performing below standard.

    “53 centres are currently under watch while 600 of them performed excellently.

    “It is our wish and desire that the board will continue to ensure that such non performing centres with ulterior motive will not be allowed to participate in the exercise,” he said.

    Oloyede explained that the use of National Identity Number (NIN) as directed by the federal government helped to reduce examination malpractice during the examinations.

    “We were talking about the bogus 2.2 million candidates, but it has become clearer that more than 500,000 of such number are fake and duplication.

    “And we were able to detect this through NIN and now we have realistic number of JAMB candidates,” the registrar said.

    The examinations body boss frowned at the activities of some elements to sabotage the exercise, but they were all caught due to the system put in place.

    He added that those students who visited a particular centre but could not write the examination would be rescheduled and new date fixed.

    “Apart from registration fee, we did not collect any other money from candidates, but some pay as far as N25,000 to some elements to help them.

    “Even some parents were paying N1,000 to somebody who did not finish primary six to help their children, but they will surely pay for it because we will delist them,” he said.

    The registrar noted that the security situation in the Southeast was not as media and social media projected it.

    “I came here myself with four directors and nothing has happened to us.

    “I want to commend the media for their criticism and support which made the 2021 UTME successful,” Oloyede said.

    Only results can convince Arsenal fans – Arteta

    Mikel Arteta knows he can only change the minds of Arsenal supporters with quality results on the pitch.

    Many fans were calling for Arteta to be sacked after the Gunners failed to overcome Villarreal in the Europa League semi-final last week.

    Speaking ahead of Wednesday’s clash with Chelsea, Arteta was asked to give his response to such criticism.

    “They are entitled to their opinions,” the Spaniard said.

    “The only way I can prove that is by having a team that performs on the pitch and makes them proud. That’s the only thing that I can do.

    “The only thing I can be judged on is do I create the necessary environment for a top, elite team to compete at the higher level and get everybody in the condition to do their best? And after that, do I get the best out of the players that I have? The maximum, whatever the level is, do I get the best out of that? This is how I judge myself and at the end, in the outside world, how I am going to be judged is just with results, nothing else.

    “What we’ve done good before, in the past, in the process… it’s irrelevant. It’s only what you get from that result when you are on that pitch.

    NECO releases 2020 SSCE results

    The National Examinations Council (NECO) has released the results of the 2020 Senior School Certificate Examination for External Candidates.

    This is contained in a statement signed by Mr Azeez Sani, Head, Information and Public Relations Division of council in Abuja on Thursday.

    The council Registrar, Prof. Godswill Obioma, during the announcement of results, said 41,459 candidates registered for the examination out of which 39,503 actually sat for it.

    Obioma explained that a total of 26,277 candidates obained five credits and above including English Language and Mathematics while 34,014 candidates also obtained five credits and above irrespective of English Language and Mathematics.

    The registrar who reiterated the council’s zero tolerance for examination malpractice, noted that appropriate standards and excellence were maintained right from the planning stage to the release of results.

    He added that 6,465 cases of examination malpractice were recorded in the 2020 SSCE External as against 17,004 cases in 2019.

    He noted that the reduction in the level of malpractice was as a result of deepened monitoring of the examination by members of the Governing Board, Management and Senior Staff of the Council.

    He further explained that in line with the council’s zero tolerance for examination malpractice, four supervisors who were found culpable of aiding and abetting malpractice had been blacklisted and would no longer be engaged in the conduct of NECO examinations.

    Obioma said that the results of 256,000 candidates who missed some papers during the 2020 SSCE (Internal) due to the ENDSARS Protests in some states and who sat for those papers during the 2020 SSCE (External) are being released along side external candidates.

    “ One examination centre in Ogun State has been derecognised for intimidation and several attempts to induce NECO officials as well as aiding and abetting examination malpractice.

    “it is gratifying to note that the examination was at no extra cost to the affected candidates.

    “ A further analysis of candidates performance indicates that a total number of 29,918 obtained credit and above in English Language while a total number of 34,061 candidates obtained credit and above in Mathematics.”

    The Registrar stated that year 2020 ushered in very daunting challenges essentially occasioned by COVID-19 Pandemic and ENDSARS Protests in the pursuit of the Council mandates.

    He said this necessitated the rescheduling of the various examinations organised by NECO, for instance, 2020 SSCE (External) which ought to have been concluded in November/December 2020 was conducted in February/March 2021.

    According to him, “in spite of these, we were not deterred rather we remained resilient and resolute in the conduct of our activities”.

    The registrar reiterated the council’s commitment to conducting credible examinations to improve the quality of education in the country.

    “ In view of the above, and based on approval of the Federal Ministry of Education, NECO has scheduled her public examinations for year 2021 as follows:

    “National Common Entrance Examination (NCEE) for admission of JSS 1 students into Federal Unity Colleges is scheduled for May 29.

    “ Senior School Certificate Examination (SSCE) Internal is scheduled from July 5 to Monday, Aug. 16.

    “ Basic Education Certificate Examination (BECE) is scheduled for Aug. 23 to Monday, Sept. 6 in order to enable students at that level cover enough subject matter for the examination,” he said.

    The registrar expressed gratitude to President Muhammadu Buhari GCFR for finding him worthy to be appointed to serve and contribute to the development of education in the country.

    He, therefore, enjoined candidates to access their results on NECO website www.neco.gov.ng using their examination registration numbers.

    2020 WASCE: WAEC withholds 5,548 results over exam malpractices

    Results of 5,548 candidates who participated at the 2020 Second Series of the West African Senior School Certificate Examination (WASSCE) for private candidates have been withheld over various cases of malpractice.

    Mr Patrick Areghan, Head of National Office (HNO), West African Examinations Council (WAEC), organisers of the examination, disclosed this while announcing the release of the examination result on Monday in Lagos.

    The WAEC boss also noted that of the 61, 509 candidates that sat for the examination, a total of 61,111 representing 99.35 per cent had their results fully processed and released.

    He said that results of 398 others, representing 0.65 per cent, have a few of their subjects still being processed due to some errors traceable to the candidates.

    According to him, the cases are being investigated and that report of the investigations will be presented to the appropriate Committee of the Council, for determination in due course.

    He noted that the committee’s decision would be communicated directly to the affected candidates thereafter.

    Giving a further breakdown of the results, Areghan stated that the 61,509 candidates sat for the examination at 540 centres spread across the country.

    According to him, the figure is a decline, when compared with the 66,375 entry figure for 2019 for the same examination.

    He added that the drop in the entry figure for the year under review could be attributed to the negative impact of the Coronavirus (COVID-19) pandemic.

    According to him, efforts are however being made to speedily complete the processing to enable all the affected candidates get their results fully processed and released subsequently.

    ”The analysis of the statistics of the performance of candidates shows that out of the 61,509 candidates that sat for the examination, 31,751 of them obtained credit and above in a minimum of five subjects, with or without English Language and or Mathematics.

    ”A total of 24,491 other candidates obtained credit and above in a minimum of five subjects including English Language and Mathematics.

    ”Of this number, 12,040, representing 49.16 per cent, are male candidates while 12,451 others representing 50.84 per cent are female
    candidates.

    ”The percentage of candidates in this category in the WASSCE for private candidates, 2018 and 2019, that is, those who obtained credit and above in a minimum of five subjects including English Language and Mathematics, were 35.99 and 35.10 per cent respectively.

    ”Thus, there is a marginal increase of 4.72 per cent in performance in this regard,” he said.

    According to Areghan, the number of candidates that have five credits including English Language and Mathematics may not be necessarily be a basis for judging the level of performance in the examination.

    ”This is because the examination is more or less a remedial one. Some candidates may just need only one or two papers, other than English Language and or Mathematics, to remedy their admission deficiencies,” he said.

    Speaking further, the HNO added that a total of 101 candidates with varying degrees of Special Needs were registered for the examination.

    He said that 39 were visually challenged, 15 have impaired hearing, 10 albinos, one spastic cum mentally challenged and 36 physically challenged.

    Areghan stated that these candidates were adequately catered for in the administration, adding that the results of these candidates had also been processed and released, along with those of other candidates.

    The WAEC boss further reminded candidates that collection of certificates for the WASSCE for private candidates would be based on request online, via the Electronic Certificate Management System platform.

    He urged candidates who participated at the examination to feel free to check details of their performance on the council’s website.
