    Why cost of Lagos rice is increasing – Sanwo-Olu’s aide

    The Special Adviser to the Lagos State Governor on Agriculture, Dr Oluwarotimi Fashola, has identified inconsistent rainfall pattern as the major factor affecting rice production.

    Fashola made this known in an interview with newsmen in Lagos on Thursday, while reacting to the consistent hike in the cost of local rice.

    He added that intermittent drought, high cost of fertiliser, flooding, insecurity, reduction in land cultivation, poor irrigation system and diesel were contributing factors affecting rice production.

    Fashola said land areas being used for rice cultivation in 2023 had reduced at production level leading to increase in price.

    He said, “from 2022 to early this year, Lagos sold Eko rice at N33,000 per 50kg bag but now, it is N43,000.

    “From last year to early this year, we are buying a tonne of paddy at N240,000, now we are buying a tonne of rice paddy at N430,000.

    “The cost of diesel has risen from N750 to between N1,300 and N1,500 in the north and production of paddy has reduced considerably.

    ”Before the insurgent came in 2018, we were already hitting 12 million tonnes of paddy, but now, we barely do eight million tonnes and the number of mill has increased.

    “Lets say in 2018, the number of functioning mill in Nigeria are barely about 70. Right now, we have over 200 mills and the one functioning ones are more than 100,” he said.

    The governor’s aide noted that paddy was not an imported rice but locally produced.

    He said that in Nigeria generally, rice was being cultivated in one production cycle as against three circles due to lack of proper irrigated system.

    ”The production of paddy has reduced considerably, we do not have irrigation system and we now have inconsistent rainfall pattern as well as intermitted drought that affects rice production.

    “Apart from that, we now equally have security issues. So, we have shrunk in our production level.

    “The land area that we’re growing rice in 2023, right now its production level has reduced.

    “Our land level has returned to what we had in 2015 and 2018 because of insecurity, drought and flooding,” he explained.

    Fashola expalined that the above factors had contributed to high cost of production in addition to the increased cost of fertilizer.

    “Farmers cannot even afford fertiliser. Fertilisers that used to be between N10,000 and N15,000 is now about 40,000 per bag.

    “There are issues with our production and that is shrinking our production system,” he said.

    Fashola said that lot of farmers in Lagos State cultivated Ofada rice, adding that the government was gradually winning them into doing the kind of rice that was obtainable in it rice mill.

    ”Lagos farmers are still growing when it comes to rice production; the farmers are still developing, so right now, what we get from them is just about one per cent.

    “This year, we bought about two trucks from Lagos farmer which is about 60 tonnes. Lagos rice farm is divided into Ofada and the medium grain.

    “Ofada is popular because of the cost, a 50kg bag of Ofada is N60,000. We are gradually winning them into doing the kind of rice we want,” he said.

    The Abakaliki Rice Mill Owners Association says there will be surplus supply of products in the market during Christmas period due to the bumper harvest experienced from 2023 planting.

    Mr Linus Nkwuda, Chairman of the Association, who said this on Thursday in Abakaliki, Ebonyi State, disclosed that the year’s rice productions yielded good fruits.

    According to him, the production in 2023 is better than 2022 because there is no flooding.

    “We are experiencing bumper harvest; so, we expect more rice in the market for consumers this season,” Nkwuda said.

    On price of rice, Nkwuda said the higher in production would definitely push down the cost, making the product much affordable for the people.

    “We hope to have good supply to the market; we cannot predict the cost for tomorrow, right now, the prices are fluctuating on daily basis.

    “Currently, a bag of 25kg of highest grade is sold between N17,000 and N19,500; we had reduction in price in the month of October because it was sold between N18,000 and N17,000.

    “A 50kg bag is sold between N38,000 and 32,000 depending on the grade; there are different species of rice in the market, we have Mass, CP, R8 among others,” he added.

    Nkwuda explained that the price was also determined by the demand, adding that having an influx of customers in the market would make the price to increase, but with high supply, the price would go down.

    According to him, the market forces always determine the cost, especially, during celebration period like Christmas.

    “But I hope there will be surplus supply to the market this year, 2023,” the Chairman said.

    Arsenal midfielder Martin Odegaard was impressed by Declan Rice after their Premier League win over Crystal Palace.

    The club captain, who has only played a few competitive games with Rice since the latter’s arrival in the summer, has been welcoming new players into the fold.

    Odegaard praised the likes of Kai Havertz and Jurrien Timber, but had special words in reserve for Rice this week.

    “[Rice] has been absolutely brilliant in every game since he came in, and he showed it again today,” Odegaard said after the win over Palace.

    “On the ball he’s comfortable, off the ball he gives us power in the middle.”

    “Great characters coming in so far, some good additions on the pitch but also off the pitch,” Odegaard said back in July.

    “They bring good quality and good energy so we have to make sure they adapt as quick as possible and help them to settle in. So it’s nice to have them.

    “I think it’s been important for the club and the coaches to bring in some good characters off the pitch. It’s important for the team. We need people to give energy. I feel like all of them are great guys.

    “Now with the new signings and what we did last year I think the expectations are gonna go up. That’s part of the game and we have to deal with it. All we can do is focus on our jobs and continue to work hard every day and that’s what we’re going to do.”

    What we are doing to reduce the cost of rice – Agric Minister

    The federal government is making efforts to reduce the cost of rice, the Minister of Agriculture and Rural Development, Mohammed Abubakar has said.

    TheNewsGuru.com (TNG) reports Abubakar disclosed this after the Federal Executive Council (FEC) meeting presided over by President Muhammadu Buhari on Wednesday in Abuja.

    The Minister disclosed that efforts had been intensified by the government to ensure the availability of the commodity with a view to bringing down its price since Nigeria was the number one producer of rice in Africa.

    “There are 10 rice mills that are being constructed under a Public Private Partnership arrangement and the President has given us intervention to complete those mills. We will commission some of them before the end of this administration,” he said.

    Abubakar also disclosed that the Council approved N6 billion for the construction of new corporate headquarters for the ministry.

    According to him, the proposed headquarters will be a 10-storey building and will be named,  Agriculture House.

    ”The memo we presented was for the construction of our corporate headquarters here in Abuja. Since the relocation of the ministry to Abuja over 30 years ago, we’ve not had a corporate headquarters.

    ”We are currently using an office of the Federal Capital Territory Administration which is just About three floors and cannot accommodate the entire ministry.

    ”We have about four departments which are outside the main ministry. So, the Federal Capital Territory Administration has allocated a plot to us in the cadastral zone, totalling about 1.84 hectares at a very strategic place for the construction of a 10-storey building which we will call Agriculture House,” he said

    He said they had purchased a building in Abuja some years back but it later turned out not to be adequate for the services required thus, it would be sold and the proceeds would be added to a budgetary provisions (2022 and 2023) of the sum of N6 billion to commence the project.

    According to the minister, the ministry will source for more funds through intervention from the presidency and other sources, to complete the project.

    West Ham manager David Moyes can see captain Declan Rice commanding a British record transfer fee.

    Chelsea signed Benfica midfielder Enzo Fernandez for £107m on Wednesday, making him the most expensive Premier League signing ever.

    England midfielder Rice, 24, has played 224 times for the Hammers since his 2017 debut and now captains the club.

    “Undoubtedly Declan is going to be a top player,” said Moyes.

    “He’ll be a British transfer record if he ever leaves West Ham.”

    Rice, who joined the Hammers youth set-up in 2014, only has 18 months left on his contract and has reportedly turned down new deals.

    Asked after Saturday’s 1-1 Premier League draw with Newcastle if Rice’s departure was inevitable, Moyes said: “I hope it’s not. I hope he sees his time here.”

    Argentina World Cup winner Fernandez, 22, had only made 29 appearances in Europe, having joined Benfica last summer from River Plate.

    Rice has been a senior international since 2018, first with the Republic of Ireland and then England, while Fernandez only made his Argentina debut in September.

    Moyes said: “There’s a lot of talk about it and when you see what’s going about for the prices, I think Dec will be blowing that out of the water, that’s for sure, when it comes around.”

    FG set up NRDS to boost rice production in the country

    In a bid to ensure surplus rice production for export, food security, and job creation, the Federal Government of Nigeria (FGN) has inaugurated the National Rice Development Strategy-II (2020-2030) and the Competitive African Rice Platform in the country.

    According to the FGN, NRDS-II was developed following the successful implementation of the first phase of the NRDS-I, which took place between 2009 and 2019.

    This was made known by the Minister of State for Agriculture and Rural Development, Mustapha Shehuri, while delivering a keynote address at the inauguration of the second phase of the rice development strategy in Abuja.

    He explained further that  the gains of the NRDS-I in 2020, contributed to the significant improvement of rice production in the country,

    He added that the FGN was beginning to achieve its self-sufficiency target it set years ago.

    “As a result of this success, NRDS-I was reviewed to give rise to the formulation of a new NRDS document in 2021,” he stated.

    “This is the document that is being inaugurated today. The NRDS-II document is a 10-year plan which seeks to provide direction for the development of the rice subsector to achieve the government’s goals of self-sufficiency in rice production, food and nutrition security, employment creation and production of surplus for export.”

    He said the document was adopted at the 4th National Council of Agriculture, which was held by all stakeholders, with support from the Competitive Africa Rice Platform.

    Shehuri said, “CARP, formerly known as Sustainable Rice Platform, is dedicated to the productivity and sustainability of the rice industry with two main objectives, which are to ensure the competitiveness of Nigerian rice and sustainability of the Nigeria rice sector.

    “The Competitive African Rice Platform-Nigeria is a multi-stakeholders platform set up to advocate policies and drive transformational changes in standard practices in the rice sector.”

    Similarly, the permanent secretary of the Federal Ministry of Agriculture and Rural Development, Ernest Umakhihe, said the collaboration of the FMARD and other stakeholders and partners have started yielding positive results on the production of rice and processing in the country within the last ten years.

    Food prices continue to rise in Nigeria

    The National Bureau of Statistics (NBS), said that prices of selected food items increased in October.

    This is according to the NBS Selected Food Prices Watch Report for October, released in Abuja on Wednesday.

    The report said that the average price of 1kg onion bulb on a year-on-year basis, increased by 32.56 per cent from N306.07 recorded in Oct. 2021 to N405.72 in Oct. 2022.

    “While on a month-on-month basis, 1 kg of onion bulb increased to N405.72 in Oct. 2022 from N397.18 recorded in Sept. 2022, indicating a 2.15 per cent increase,’’ the report said.

    The report showed that the average price of 1kg rice (local, sold loose) increased on a year-on-year basis by 17.45 per cent from N415.03 recorded in Oct. 2021 to N487.47 in Oct. 2022.

    “On a month-on-month basis, the average price of this item increased by 3.40 per cent in Oct. 2022 from N471.42 recorded in Sept. 2022,’’ the report says.

    The NBS said the average price of 1kg of tomato increased on a year-on-year basis by 30.79 per cent from N347.47 recorded in Oct. 2021 to N454.46 in Oct. 2022.

    Also, the report showed that on a month-on-month basis, 1 kg of tomato increased by 2.10 per cent from N445.12 in Sept. 2022.

    Also, the report showed that the average price of 1kg brown beans (sold loose) increased by 17.95 per cent on a year-on-year basis, from N478.76 recorded in Oct. 2021 to N564.69 in Oct. 2022.

    The report showed that the average price of Palm oil (1 bottle) increased by 33.22 per cent from N727.21 recorded in Oct. 2021 to N968.76 in Oct. 2022.

    “It also grew by 4.47 per cent on a month-on-month basis from N927.34 recorded in Sept. 2022,’’ the report said.

    Also, the average price of Vegetable oil (1 bottle) stood at N1, 106.08 in Oct. 2022, indicating a 33.99 per cent increase from N825.46 recorded in Oct. 2021.

    “On a month-on-month basis, it rose by 2.81 per cent from N1, 075.89 in Sept. 2022,’’ the report said.

    The report revealed that the average price of 500g sliced bread increased by 36.68 per cent on a year-on-year basis from N382.77 recorded in Oct. 2021 to N523.16 in Oct. 2022.

    “On a month-on-month basis, the item increased by 2.23 per cent from N511.74 recorded in Sept. 2022,’’ says the report.

    The report showed that at the state level, the highest average price of rice (local, sold loose) was recorded in Rivers at N630.66, while the lowest price was recorded in Jigawa at N381.54.

    It said Ebonyi recorded the highest average price of beans (brown, sold loose) at N848.74, while the lowest price was reported in Plateau at N360.03.

    “In addition, Abia recorded the highest price of Vegetable oil (1 bottle) at N1, 484.31, while Benue recorded the lowest price at N650.89,’’ the report said.

    It said that Cross River recorded the highest average price of 1kg of onion bulb at N980.62 while Benue recorded the lowest price at N180.34.

    The report also showed that the highest average price for 1kg of tomato was recorded in Delta at N824.55 while the lowest price was at N166.67 in Taraba.

    It said the highest average price of 500g sliced bread was recorded in Abuja at N705.00 while Plateau recorded the lowest price at N310.00.

    The report said analysis by zone showed that the average price of 1kg onion bulb was higher in the South-South and South-East at N670.63 and N538.31, respectively, while the lowest price was recorded in the North-East at N212.83.

    It said the South-South recorded the highest average price of 1kg rice (local, sold loose) at N545.03, followed by the South-West with N519.53, while the lowest price was recorded in the North-West at N435.06.

    Also, the report showed that the South-East recorded the highest average price of Palm oil (1 bottle) at N1, 101.04, followed by the South-West at N1, 096.17, while the North-Central recorded the lowest price at N742.62.

    The 21-year-old Arsenal winger was instrumental for the Three Lions in an opening group stage 6-2 win over Iran on Monday.

    Saka scored twice and was a constant menace, redeeming himself after his penalty mishap during their Euro 2020 final loss to Italy.

    Midfielder Declan Rice said of his teammate post-game: “It’s unbelievable what he’s done. It says everything about his strength of character.

    “You saw what happened last summer, everyone was with him then. He’s flourishing with Arsenal.

    “He’s playing with a smile on his face. You see him around the training ground, he is the happiest person around the place. We’re all so happy for him.”

    Southgate was under scrutiny after a run of six games without a win but England sent a message to the rest of the tournament with an impressive display.

    Young stars Jude Bellingham and Bukayo Saka starred and Rice says the squad wanted to send a message to their critics.

    “It was a positive start,” said the West Ham midfielder. “There were a lot of doubts about us before the tournament.

    “There has been a lot of talk about us not winning in our last six matches. By our standards, with the players we have got, we know that it hasn’t been good enough.

    “But this was a World Cup stage and you could see there was a fire in our bellies. We wanted to prove a lot of people wrong.

    “People will say ‘it’s only Iran’ but they have had some good results at past World Cups. In September, they beat Uruguay and drew with Senegal.”

    Nigeria to begin rice export to Egypt, as RIFAN, Tiamin sign MoU

    The Rice Farmers Association of Nigeria (RIFAN), has signed a Memorandum of Understanding (MoU) with Tiamin Rice company for processing and sale of rice locally and internationally.

    This is contained in a statement issued by the Deputy Managing Director of Tiamin Rice Company, Mr Aliyu Ibrahim in Abuja.

    Aliyu said the initiative was aimed at cultivation of quality rice paddy by RIFAN, while Tiamin processes and packages with state-of-the-art milling technology for sale locally and internationally, particularly to Egypt.

    He said the MoU, which would be operational for a period of two years was signed at the company’s 600-metric tonnes per hour capacity mill in Bauchi State.

    “RIFAN and Tiamin share a common agenda in the area of rice farming and milling.

    “This is to ensure a sustainable supply chain management of rice under a partnership that seeks to produce , mill and package processed rice of the highest quality for export and local trading.

    “With a combined capacity of 920 tonnes per hour from its two mills in Kano and Bauchi states, Tiamin Rice is one of the largest producers of rice in Nigeria,” he said.

    According to Aliyu, the company also has a 10,000 hectare rice farm in Udubo, Bauchi State.

    According to him, large-scale wet and dry season farming takes place in the farm with state-of-the-art agricultural machinery.

    “Though, the company has benefited from six different development finance interventions of the Central Bank of Nigeria (CBN).

    He said the intervention was to the tune of over N20 billion, adding that the company had successfully repaid four of the intervention funds.

    Aliyu said Tiamin Rice company was the first corporate entity to access the Private Sector-Lead Accelerated Agricultural Development Scheme (P-AADS) funds from CBN.
