JUST IN: Police to stop installation of Sanusi as new Emir of Kano

The Police Command and other security agencies in Kano will adhere strictly with the Court order halting the installation of a new Emir in Kano, the Commissioner, Mr Usaini Gumel, has said.

Gumel told newsmen on Saturday in Kano that the Federal High Court order in suit FHC/KN/CS/182/2024, dated May 23, 2024, was still subsisting and would be enforced.

Gumel spoke at a press conference held at the Police Headquarters in Bompai, Kano.

The Federal High Court had, on Thursday, halted the installation of a new Emir after the state government abrogated the Emirates Council Law which effectively dissolved the five Emirates created by former Kano Governor Abdullahi Ganduje.

Governor Abba Yusuf on Thursday signed the Kano Emirate Bill (2024), into law and announced the return of former CBN Governor Sanusi Lamido Sanusi as as Emir of Kano.

Sanusi had been removed from office in March 2020 by Ganduje, who cited insubordination as reason for his action.

Yusuf also deposed the Emirs of Kano, Bichi, Karaye, Rano and Gaya and ordered them to vacate their Palaces.

They were also directed to hand over instruments of power to Deputy Governor Aminu Abdulsalam Gwarzo, who is also the Commissioner for Local Government and Chieftaincy Affairs.

The Court has, however, faulted the implementation of the new Kano Emirate law, and ordered that its implementation be suspended.

Gumel, while saying that the Court injunction would be obeyed, urged the public to “remain calm and patient” as the matter would be addressed by the court on June 3, 2024.

He warned that anyone found planning to disrupt the peace or jeopardize the existing security settings in the state would be arrested and made to face the full wrath of the law.

The police commissioner emphasised that the command, along with other security agencies, is committed to sustaining the peace and peaceful coexistence in the state, and warned miscreants to steer clear of violence.

He added that anyone found with such tendencies would be dealt with, according to the law of the land

Things to know about the new Kano Emirate Council law

Kano State House of Assembly has passed Kano emirates council law (repeal bill) 2024 after scaling after scaling second and third reading on Thursday morning.

The law dissolves the establishment of the new Emirates, which was initially used by ex-Governor Abdullahi Umar Ganduje to dethrone Muhammadu Sanusi II, the 14th Emir of  Kano in 2020.

The New Kano Emirate Councils Law has not only demoted the five demoted kingmakers to their former positions, it has also empowered them to reconvene in Kano and reinstall former Central Bank of Nigeria governor, Muhammadu Sanusi, as the sole Emir of Kano.

The law stated that “the Governor shall take all necessary measures to restore the status of the Kano Emirate System to its positions prior to the enactment of the repealed Principal Law dated 5th December, 2019”, thereby giving powers to the State Government to reappoint Sanusi as the Emir of Kano

The law added that “the traditional office holders and title holders elevated or appointed to office created under the repealed Principal Law, dated 5th December, 2019, shall revert to their position where such positions previously existed under recognized custom and traditions prior to the enactment of the repealed Principal Law dated 5th December, 2019”.

This provision reappoints the demoted five kingmakers and empowers them to choose the new Emir who will now be endorsed by Governor Abba Kabir Yusuf.

It added that the commissioner responsible for Local Government shall oversee all transitional arrangements including how best to deal with assets and liabilities of the abolished emirates and new structure created under the repealed Principal Law dated 5th December, 2019.

Just In: Kano Assembly finally repeals laws used by Ganduje to oust Sanusi

The Kano State Assembly on Thursday dissolved all the five emirate councils in the State, declaring Governor Abba Yusuf has the sole constitutional powers to appoint new emir(s).

The Assembly took the decision at the floor of the House during plenary on Thursday.

Recall in May 2019, the assembly approved the amendment of the Kano State Emirate Council Law, which paved the way for the decentralisation.

The legislation was purportedly conceived to whittle the powers of Muhammadu Sanusi, then Emir of Kano.

During plenary last Tuesday, Lawan Hussaini Dala, the majority leader, moved a motion for the amendment of the law.

Dala said the law was not conceived in good faith, while raising concerns over the creation of the emirates.

Afterwards, the house resolved to amend the law.

BREAKING: Twist of fate as Kano Assembly agrees to amend law Ganduje used to flush out Sanusi

Twist of fate lurking around the corner as the Kano State House of Assembly has commenced the process of amending the Kano State Emirs (Appointment and Deposition) Law amidst call for the return of the deposed 14th Emir of Kano, Muhammad Sanusi.

The House resolved to amend the law after the Majority Leader and member representing Dala constituency, Hussien Dala, moved the motion during plenary on Tuesday.

The law was first amended in 2019 during the rift between then-Governor Abdullahi Umar Ganduje and the deposed Emir.

The first amendment had broken the Kano emirate into five different emirates with the creation of Rano, Karaye, Gaya and Bichi Emirates, and the appointment of First Class Emirs for the new emirates, eventually culminating in the deposition of then Emir of Kano.

But following the electoral victory of Governor Abba Kabir Yusuf, who had campaigned with the restoration of the old Kano Emirate system, several groups renew the call for the reinstatement of Emir Sanusi.

One month before Governor Yusuf assumed office, Senator Rabiu Musa Kwankwaso, leader of the New Nigerian Peoples Party (NNPP), the ruling party in Kano, had said issue of the emirates would be reviewed.

“We campaigned and we are well-known in Nigeria, especially in Kano. What we showed the people is by God’s grace all the good projects we started when we were in government. This governor (Abba Kabir Yusuf) and his team will pick up from where we left off,” Kwankwaso had said

“We as elders in the movement will continue to advice them to do things that are proper. We tried not to talk about whether the Emir would be removed or not, but now you see, the opportunity is there.

“Those who God made leaders will now decide on the next step and decision to take. They will review it and determine what is the right thing to be done.

“Apart from the issue of changing the emir, the emirates have now been divided into five. All of that will be reviewed too. When a leader comes into power whether in a country, state or local government area, he inherits things that are good and things that are difficult and challenging.

“We are confident God will give the governor (Abba Kabir Yusuf) the wisdom to come and resolve the challenges planted in Kano state so that everyone will leave peacefully in Kano state.”

Paul Midgley, the club’s head of youth recruitment, spoke recently about youth players they target.

“The one key trait that I’ve learnt over the years is that people with good attitudes usually have the best chance,” Midgley previously told the club’s matchday programme.

“You wouldn’t be in the academy system if you did not have ability but what separates them is the dedication, the sacrifices they’re willing to go through, and taking opportunities such as getting the chance to train with the first team and taking it with two hands.”

Mohammad Sanusi, the 14th Emir of Kano has expressed his views on the ongoing crisis in Niger Republic, saying that addressing this situation demands a collective effort involving public diplomacy, which should not be solely entrusted to the government.

Sanusi declared this position during his interaction with journalists after a meeting with President Bola Tinubu at the Presidential Villa in Abuja.

The ex-Emir of Kano, who arrived at the State House around 8:25 pm, explained that he had come to update President Tinubu about his discussions with the leaders of the military junta responsible for the overthrow of the democratically elected government in Niger.

“We are committed to facilitating dialogue between the two parties to enhance mutual understanding. This is a time for public diplomacy, a matter that involves not just governments but all Nigerians and Nigeriens, aiming to devise a solution beneficial for Africa, Niger, Nigeria, and humanity.”

When asked about reports suggesting that he acted independently rather than as part of a government delegation, he clarified, “No, I wasn’t dispatched by the government. Government officials were informed of my intention to go, but it was a personal initiative on my part, leveraging my personal connections to facilitate the trip. I will persist in my efforts. As a leader, it is my responsibility.”

He also shared that he was well received by the military authorities in Niger during his visit.
