    Almajiri: Sanusi seeks arrest of street children’s fathers

    Former Governor of Central Bank of Nigeria (CBN) and Emir of Kano, HRH Lamido Sanusi, yesterday, advocated the enactment of laws by state governments, criminalising indiscriminate breeding of children, and leaving them to roam the streets begging for alms.

    The royal father, who was apparently referring to the Almajiri system prevalent in most states in northern Nigeria, said rather than treating street children as criminals, their fathers should be arrested and prosecuted for the nuisance they have caused the society.

    The former banker gave this opinion at the Joint National Conference of Nigerian Supreme Council for Islamic Affairs (NSCIA) and Future Assured Initiative on Repositioning the Muslim Family for National Development, held in Abuja yesterday.

    He said that the states must enact laws to protect women and children being abandoned into penury by their “irresponsible husbands and fathers.”

    Sanusi disclosed that he had, in conjunction with the Sultan of Sokoto, packaged some bills waiting to be presented to the Governor of Kano State, Alhaji Umar Ganduje, for onward transmission to the state House of Assembly to ensure justice for women and children.

    He said traditional rulers and clerics and scholars have responsibilities to speak out against these injustices if the society must change for the better.

    “Every day, wives are complaining about their husbands who claim their rights, but abandon their responsibilities of marriage; women being divorced with their husbands not taking care of the children and those children ending up on the streets, abandoned to drugs, political thuggery and violent extremism.

    “We are hoping that we can stop treating Almajiri as criminals. When you see one on the street, ask him or her ‘where is your father?’ So, go and arrest the father, not the boy, because the father is responsible for the problem, not the child.

    “If you cannot feed the children, if you are too poor to feed your children, then you go out and beg, and not to send your children to go out and beg. You go out,” he said.

    He recalled that in 1999, 12 states in the North adopted the Shariah without any reform of the laws outside of the Muslim Criminal law. He said that in these Shariah states, there are yet no laws addressing issues such as consent in marriage, the rights of wives and husbands, domestic violence, rights of women divorced, the responsibilities of husbands under divorce situations.

    He argued that if a man takes the privilege of being the head of the family, he must also take the responsibilities of being the provider of the family.

    “If a child is found on the streets, it’s the father that is responsible and can the state hold him accountable? You cannot take that privilege and abandon the responsibilities,” he stressed.

    Sultan of Sokoto, His Eminence, Sa’ad Abubakar, urged President Muhammadu Buhari to use his position to compel the state governors to ensure implementations of resolutions meant to address the challenge of out-of-school children, otherwise known as Almajiri, in the North.

    “We are not short of recommendations and resolutions, what we lack is implementation. Give marching orders to the governors to implement resolutions reached, you have the big stick as the Commander-in-Chief, chiefly command well. Nobody will come and solve this problem for us. No matter how big a person, is he is not bigger than Nigeria,” Sultan said.

    The Ooni of Ife, Oba Adeyeye Ogunwusi, who was also at the event, lamented that the Almajiri system had assumed a national embarrassment and required a holistic approach to bring it to an end in the country.

    The traditional ruler said there was need to promulgate laws that will force fathers to be very responsible for their children.

    “We can even link it to BVN. Today, everything is digitalised. We have to link children to those irresponsible fathers, producing children that are becoming menace to society. It’s time they take responsibility for their actions. If you cannot confiscate their assets, confiscate their bank accounts. Make life miserable for them; make life unpalatable for them so that they will be very serious about taking issue of birth control seriously,” Ooni said.

    In his own remarks, President Buhari described religious leaders in the country as custodians of social values and advised them to give more attention to issues that strengthen the family, and build a better society.

    “In this endeavour, our religious leaders and organizations are most important catalyst. They are the custodians of our values and of our social ideals. It is, therefore, commendable that the Nigerian Supreme Council, in collaboration with the Future Assured Initiative, has risen up to this challenge.

    “I, however, wish to call on all our religious leaders and organisations, both Christian and Muslim, to follow suit by redirecting important elements of their preaching and teachings on family issues with a view to broadening the sensitization of people at the grassroots level,” he said.

    The President said the government would also put more effort in ensuring economic support, and empowering of family members for more stability.

    “We have been conscious of the havoc poverty is wreaking on the family. We, therefore, believe that poverty alleviation is central to safeguarding the integrity of our families.

    “Our administration introduced a number of economic empowerment and poverty alleviation schemes. Some of these directly impact on families while others have an indirect effect on families through their multiplier effects,” he said.

    The President said most of the challenges affecting the family fall within the mandates and jurisdictions of the state governments, urging the governments to rise up to the challenges of birthing a better society.

    First Lady, Mrs. Aisha Buhari, said her pet project will identify critical marriage challenges and suggest relevant instruments for addressing them, which include sensitizing relevant stakeholders on their responsibilities.

    “We have succeeded in assembling an array of Islamic scholars to further deliberate on these matters, with the belief that they will do justice to the issues,” she said.

    Emir of Kano, Muhammadu Sanusi, says the north will “destroy itself if it doesn’t change”.

    The emir spoke on Monday at the Kaduna state government house during a programme to commemorate the 60th birthday celebration of Nasir el-Rufai, governor of Kaduna.

    Sanusi said as a leader, repeating the same thing and expecting a different result shows that something is wrong.

    He noted that the real change can only occur in the north through those who do things differently.

    He commended el-Rufai’s reforms in the education sector, noting that what the governor is doing in the sector is what will save the north.

    “It is almost correct now to say that, if you are seen as normal, if you are a governor in the north or a leader in the north, and you are seen as normal in the sense that you continue to do what your predecessors have been doing, doing the same thing, which has been normalised, then, there is something wrong with you. You are part of the problem, ” Sanusi said.

    “The real change in the north will come from those who are considered mad people, because you look around and say if this is the way we have been doing things, and this is where we have ended up, maybe we need to do things differently.

    “If the north does not change, the north will destroy itself. The country is moving on… If we don’t listen, there would be a day when there would be a constitutional amendment that addresses these issues of quota system and federal character.

    “The rest of the country cannot be investing, educating its children, producing graduates and then they watch us, they can’t get jobs because they come from the wrong state, when we have not invested in the future of our own children.”

    The emir said no northern leader can afford to be happy in the midst of problems facing the region.

    “Nobody who is a leader in northern Nigeria today can afford to be happy,” Sanusi said.

    “You cannot be happy about 87 percent of poverty in Nigeria being in the north. You can’t be happy with millions of northern out-of-school children. You can’t be happy with nine states in the north contributing almost 50 percent of the entire malnutrition burden in the country.

    “You can’t be happy with the Boko Haram problem. You can’t be happy with all the issues.

    “So, we wish Nasir a happy birthday, but we do not want him to be happy as a leader. Because you are happy when you think you have reached a state of delivering and taking your people to where you want them to be.”

    He also said el-Rufai should be celebrated as a public officer who is addressing the core problems of his constituency.

    “If you look at what Nasir is doing in Kaduna, with 40 percent of his budget in education, that is the only thing that is going to safe the north. I know that, when we say these things, they don’t go down well,” he said.

    Kano emirate crisis: Why I won’t intervene in Ganduje/Sanusi dispute – Buhari

    President Muhammadu Buhari said on Friday that he could not interfere in the Kano emirates controversy because the state legislature had gotten involved.

    Mr Buhari said this on Friday when he met with the Kano State Governor, Abdullahi Ganduje, and some newly elected Kano lawmakers.

    Details of the meeting were sent to journalists by Mr Buhari’s spokesperson, Garba Shehu.

    “By the constitution of the Federal Republic of Nigeria, the Governor of Kano State has his own roles, once a matter is in the hands of the House of Assembly (like in Kano), the president has no constitutional right to interfere,” Mr Shehu quoted President Buhari as saying when speaking about the conflict between the Kano emir and the governor.

    Recall that TheNewsGuru, TNG had reported how the Kano State Government created four new first class emirates to add to the Kano emirate. Many believe the move was to whittle down the influence of the current Emir of Kano, Muhammadu Sanusi, who allegedly opposed Mr Ganduje’s reelection last year.

    The Kano governor also threatened to dethrone Mr Sanusi for insubordination.

    He was later prevailed upon not to dethrone Mr Sanusi as Northern elders intervened to resolve the differences between the emir and Mr Ganduje.

    After his meeting with the president, Mr Ganduje told journalists that the peace moves were still ongoing.

    “We have five first-class Emirates in Kano State and the Emir of Bichi is from one of the Emirates. I cannot come with the whole five Emirates at the same time. Yes, there is the Northern Elders Committee on the misunderstanding between the Emir of Kano and Kano State government. We met with that committee and dialoguing is still on. That is all I can say.

    “It is a constitutional issue and the governor and the Emir, we are working within our own jurisdictions and the problem will be solved amicably,” he said.

    Earlier, while addressing his guests, Mr Buhari told them to live up to the promises they made to their constituents.

    Northern elders move to settle feud between Ganduje, Emir Sanusi

    Worried about the prolonged misunderstanding between Kano State Governor Abdullahi Umar Ganduje and Emir of Kano Muhammad Sanusi, the Northern Elders Forum has initiated a peace effort to end the leadership crisis in Kano State.

    The Forum will lead eminent personalities from the North to meet with elders, leaders and other stakeholders, with a view to finding a lasting solution to the lingering crisis.

    Reports reaching TheNewsGuru (TNG) has it that the Forum had already sent invitations to eminent personalities in the region for the planned meeting, scheduled to hold today at Tahir Guest Palace, Kano.

    It was gathered that dignitaries have started arriving Kano for the scheduled meeting.

    In one of the letters addressed to one of the members invited for the meeting, the Forum indicated that its members would also interact with Governor Ganduje and Emir Sanusi.

    The letter, signed by the Forum’s chairman, Professor Ango Abdullahi and made available to journalists reads, “The crisis, we are afraid, is pregnant with unforeseen circumstances that ultimately threaten the integrity of the entire Kano traditional institution, overall peace and security of the state, and by extension, the cohesion of the northern region.

    “It is our hope that this intervention would finally get to the root of the matter and find a lasting solution with mutual understanding and respect so that the state can move on,” the letter concluded.

    The letter did not give names of the eminent northern personalities on the entourage.

    Meanwhile, the Chief Press Secretary to Governor Ganduje, Abba Anwar, told newsmen that the Kano State Government was not aware of any meeting with any group regarding the issue of creation of new emirates in the state.

    “We didn’t receive any letter from anybody, not to talk of what will be the subject of discussion. We don’t know what they are up to. “All we know is that we have our law establishing our newly created first class emirates of Bichi, Karaye, Rano and Gaya. And we have since started implementing the law. It is as simple as ABC.

    “Our new emirates have come to stay. Anybody that is thinking of influencing us to go back to the drawing board on this law is only doing that for the fun of it. We repeat, our first class emirs have come to stay,” Anwar said.

    Emir of Kano, Muhammadu Sanusi II, has finally accepted his appointment as the chairman Kano state council of chiefs.

    Sanusi acceptance was conveyed in a letter dated December 19, 2019, signed by Abba Yusuf, acting secretary of the Kano emirate.

    The monarch took the offer after Abdullahi Ganduje, the governor, gave him a two-day ultimatum to either accept or reject the appointment [See here for details].

    “Kindly inform His Excellency that His Highness, Sarkin Kano, has not rejected his appointment as Chairman, Kano State Council of Chiefs. His Highness accepted the appointment,” his letter read.

    “In doing so, His Highness requested for further directives of His Excellency, the Governor. For clarity, these directives may include, the appointment of other members of the Council, the appointment of staff of the Council, provision of accommodation for the Secretariat and other logistics, to make the Council operational.”

    The council of chiefs comprise of all the five emirates in the state and other members of the traditional council.

    The emir of Kano letter was addressed to the secretary to the state government, who was asked to “graciously convey to His Excellency, the Governor, the renewed assurances of the highest esteem and regards of His Highness, Sarkin Kano”.

    Recall Gandjue and Sanusi had been at daggers drawn after the 2019 elections; the monarch was said to have worked against his (Ganduje) re-election bid.

    Governor Abdullahi Umar Ganduje has issued a two-day ultimatum to Emir of Kano, Muhammadu Sanusi II, to either confirm his acceptance or rejection of the offer of his appointment as Kano State Council of Chiefs chairman.

    In a statement issued by the permanent secretary of Kano State special duties ministry Musa Bichi, Ganduje ordered Emir Sanusi to respond to the offer indicated in the letter of appointment dated 9th, December 2019 within two days.

    “Please note that His Excellency the Excellency Governor of Kano is requesting His Highness the Emir of Kano (Sarki Kano) to indicate his acceptance or otherwise of his appointment as the Chairman of Kano state Council of Chiefs as conveyed vide letter No. SSG/REPA/S/A/86/T and dated 9th December 2019,” Bichi said.

    “The acceptance or otherwise should reach His Excellency the Executive Governor of Kano state within two days of the receipt of this letter.”

    Ganduje on Monday, December 9 appointed Emir Sanusi as Kano State Council of Chiefs chairman. The appointment, however, has been allegedly disregarded by Emir Sanusi, The Guardian learnt.

    It was gathered the Governor Ganduje may suspend Emir Sanusi if he fails to accept the appointment.

    Already, many believed the offer was a trap to further nailing Emir Sanusi, who might not accept the appointment.

    The Governor of Kano State, Abdullahi Ganduje, on Thursday said he has received a letter from 35 civil society organisations calling for the immediate dethronement of the Emir of Kano, Muhammadu Sanusi, for disobedience to constituted authority.

    Mr Ganduje’s spokesperson, Abba Anwar, in a statement revealed that the CSOs are concerned that Mr Sanusi is making efforts to create a state within a state.

    Mr Anwar did not list the 35 CSOs but said their request was signed by Ibrahim Ali, described as the chairman of the coalition.

    Mr Ganduje has sought to whittle down the influence of Mr Sanusi by creating four new emirates and appointing first-class emirs for them.

    Before the new law was put in place, the emir of Kano was the only first-class emir in the state.

    Mr Ganduje has defended his actions saying it was in meeting with the popular demand of residents of the state.

    Critics, however, say Mr Ganduje is moving against Mr Sanusi because the latter was critical of his government and did not support his re-election.

    In his statement, Mr Anwar did not indicate if the governor would commence the process to dethrone Mr Sanusi and when that would be done.

    Kano Emirates: Gov. Ganduje Receives Letter From CSOs Urging For Immediate Dethronement of Emir Sanusi II

    Governor Abdullahi Umar Ganduje of Kano state has received a letter from a coalition of 35 civil society groups urging him to, in the interest of protecting the sanctity of the rule of law, and the mandate given to him by Kano electorate, as a matter of urgency, start the process of dethroning the Emir of Kano, Muhammadu Sanusi II.

    The letter titled “Kano State Emirate Council Law, 2019 : Demand Letter” states clearly that, “The coalition of 35 Civil Society Groups under the above-mentioned group (UMBRELLA OF KANO CONCERNED CIVIL SOCIETY GROUPS) are curiously studying the unfolding events in the running of Kano State affairs especially in recent time, as it relates to the lingering face-off between the Government of Kano State on one hand and the Emir of Kano on the other hand.”

    Reminding specifically that, matters that arose from the aftermath of Kano State High Court decision nullifying the Kano State Emirate Council Law, that was enacted by the State House of Assembly, which eventually paved way for the enactment of another Law, creating additional 4 First Class Emirates, which also empowers the Governor to take disciplinary measures against any erring emir, “…should be effected,” according to the letter.

    The letter was signed by Comrade Ibrahim Ali, Chairman of the Coalition, which continues that, “Soon afterwards, the same Law which repeals all the existing Emirate Councils Laws, and consolidates it in the Kano State Emirate Council Law 2019, was again been challenged first by the purportedly 5 kingmakers from one of the 5 Emirates established by the said law.”

    The letter lamented that, even the “…second litigation was initiated by the so-called Kano State Elders who indulged their group in their understanding that, the Law was aimed at distorting 1000 years of heritage or thereafter of Kano.”

    After narrating all the disagreed areas in the letter, the group demands that, “That the action of the Emir of Kano Malam Muhammadu Sanusi II of continued undermining the constituted authority of the government of Kano State and its organs, is not only unconstitutional, but is an effort to create a state within a state. Which no responsible leadership will tolerate and allow to remain unabated.”

    After dismissing the “Kano Elders” claim in making reference to “1000 years of heritage” the group deems it to say that that position was diversionary and only an attempt to derail from the reality, “…that the so-called elders making reference to 1000 years old heritage are completely derailing from the reality.”

    They suggested that “With the recent decision of Kano State High Court, His Excellency shall proceed and ensure the full take-off of the Council of Emirs in the State. So as to stop the current distraction and generation of controversy.”

    The letter seeks that, “If the Emir of Kano fails to submit to the authority of the government of Kano State, we call on the Governor of Kano State on the strongest term, to act strictly in accordance with the provision of Kano Emirate Council Law 2019 in order to heed the state forward.”

    They concluded that they hope their demands and recommendations get the governor’s attention, noting and further necessary action, as provided by the Law establishing all the 4 Emirates in the state.

    A week after reports of the demolition of property worth 250 Million belonging to the Emir of Kano Muhammadu Sanusi II, by the Kano State Government, the administration has requested the monarch’s account number for compensation.

    This is contained in a statement, on Wednesday, by the Public Relations Officer, Kano State Bureau for Land Management, Murtala Shehu Umar.

    The property, located at Ibrahim Dabo Road, was demolished to pave way for the ongoing flyover and underpass being constructed at the Dangi Roundabout area. The demolition of structures within the land and the fence was supervised by the Commissioner of Works, Engineer Muaz Magaji, on Friday, 15 November 2019.

    Officials of the Ministry of Lands disclosed that Emir Sanusi purchased the 1.2-hectare land in 2010 at a cost of 200 Million and that the land was recently valued 250 Million at a commercial rate.

    But the state government has insisted that payment would be made in accordance with the statutory land rate – N4.5million.

    Umar said the government did not seize “any land belonging to the Monarch. Although as the general public is aware that the present administration of Governor Abdullahi Umar Ganduje is constructing a gigantic Underpass, first of its kind in the country at Dangi on Zaria road, and due to the nature of design and size of the underpass some structures within the area were affected and needed to be removed from the area.

    “Among the structures affected are 2 wall fenced lands belonging to the Emir, one at Ibrahim Dabo Road, and the other at Dr. Borodo Road and another big dilapidated room attached to the walls, these structures were removed with the consent of His Royal Highness as it was not the whole plot that was affected as some Media reported.

    “Any person is free to visit the area to assess and see for himself to avoid doubt and report to the general public what he/she has seen instead of carrying news from the people who don’t want peace in the State.

    “Based on this development Kano State Bureau for Land Management is appealing to His Royal Highness the Emir of Kano Malan Muhammadu Sanusi II to send his account details for the payment of his compensation, since the Government has released the money to the Bureau to settle all the compensation of the affected structures, and only the Emir is yet to submit his bank details as at this time”

    The Emir of Kano, Muhammadu Sanusi II has denied media reports claiming that he had sacked a Palace aide, Alhaji Auwalu, the Maja Siddin Sarkin Kano, for participating in a victory rally for Governor Abdullahi Ganduje.

    The Chief of Staff to the Emir, Munir Sanusi Bayero, debunked the story as baseless and aimed at causing turmoil between the Emir and the state Governor.

    Munir said: “Right now we are in Lagos and we have been here since yesterday and neither myself nor anyone else can confirm to you that such a thing as sacking Emir’s Staff had happened.

    “I think the media should be cautious of what they report and its effects on the peaceful coexistence of the society in general,” Munir added.

    The presidency has been playing pivotal roles for over a year now to stop sinister moves by the Governor Abdullahi Ganduje led Kano State Government to despose the Emir of Kano, Sanusi Lamido Sanusi, TNG can authoritatively report.

    The latest in the reconciliation moves was the raising of a four-man committee to broker peace between both warring parties

    According to sources, the governor and the emir were invited to Abuja on Friday for peace talks.

    The peace team is headed by Governor Kayode Fayemi of Ekiti State.

    Other members of the committee are Governors Abubakar Sani Bello (Niger), Abubakar Atiku Bagudu (Kebbi) and Muhammad Badaru Abubakar (Jigawa).

    The Office of the Chief of Staff to the President is coordinating the activities of the committee, The Nation learnt last night.

    But the team may have to harmonize its report with that of a similar intervention committee put together by a business mogul, Aliko Dangote.

    A top source said: “Let me say to you that the presidency had intervened when the state government wanted to remove the Emir about a year ago.

    When this investigation and deposition processes were initiated about a year ago, the governor informed the presidency. The four-man committee was sent by the government to prevail on Ganduje to drop the idea.

    He was persuaded to drop the idea while other issues were being looked at for reconciliation.

    But when the governor revived the processes this time around, he did not inform the presidency. The same committee was however sent but Ganduje refused to be seen until the parliament had passed the law creating more Emirates in the state.

    This time around that he wanted to do it, the presidency was not informed because he did not want to be stopped. When he went ahead and signed the order, there was a court order stopping the governor. But he said he did not get the order.”

    Another source said the presidency opted to intervene because of the “grave security implications” of a breakdown of law and order in the state.

    So far, the government wants the state government to respect the order of the court which asked all the parties to maintain the status quo pending the determination of the application.

    The presidency may therefore halt the deposition processes to allow for an amicable resolution of all issues.

    The committee raised by the presidency has been meeting with all the stakeholders in Abuja to look at the issues and the terms for peace in Kano.

    A pending report by another group of Aliko Dangote might also be integrated into the committee’s findings and recommendations on the way forward.

    The challenges at hand are alleged disrespect for the governor by the Emir; the creation of new Emirates by the State House of Assembly; alleged mismanagement of over N3b by the Emir, query issued by the state government, and likely deposition of Sanusi.

    The committee is expected to consider all these matters and recommend ways out. We want a win-win situation for all parties.”

    Governor Ganduje and Emir Sanusi were said to have exchanged pleasantries at Friday’s meeting just as they did at the Eid grounds, Kano on Tuesday.

    The governor’s Chief Press Secretary, Mr. Abba Anwar, said: “As the two leaders met, they congratulated each other for the successful completion of the Ramadan Fast and the Eid-el-Fitr celebration.

    Both leaders spoke and urged all Muslims to continue with the good teachings and spirit of the Fasting period of the Month of Ramadan.

    Emir Sanusi seized the opportunity to congratulate Gov. Ganduje for the victory in his second term in office. He also wished the governor successful tenure in office.

    For healthier relationship between the two institutions of government and Kano Emirate Council, the dialogues will continue.”
