Turkish President Tayyip Erdogan on Tuesday dismissed attempts by Riyadh to blame Jamal Khashoggi’s “savage” killing on rogue operatives.
Erdogan also said that the person who ordered the death of the prominent Saudi journalist must “be brought to account”.
Erdogan, in a speech to parliament about a case that has sparked outrage around the globe, did not mention Crown Prince Mohammed bin Salman, who some U.S. lawmakers suspect ordered the killing.
However, he said Turkey would not complete its investigation into Khashoggi’s death until all questions were answered and Turkey was told the identity of a local collaborator Riyadh says disposed of the body.
“Intelligence and security institutions have evidence showing the murder was planned.
“Pinning such a case on some security and intelligence members will not satisfy us or the international community.
“The Saudi administration has taken an important step by admitting to the murder.
“From now on, we expect them to uncover all those responsible for this matter from top to bottom and make them face the necessary punishments.
“From the person who gave the order, to the person who carried it out, they must all be brought to account,” he said.
A Saudi cabinet meeting chaired by King Salman said Riyadh would hold to account those responsible for the killing and those who failed in their duties, whoever they were.
Erdogan said the whereabouts of Khashoggi’s body were still unknown and he demanded Saudi Arabia reveal the identity of a “local cooperator” who purportedly took the body.
Erdogan’s speech coincided with the opening in Riyadh of an investment conference which Western political figures, leading international bankers and company executives boycotted because of the furor around Khashoggi’s death.
Khashoggi, the Washington Post columnist, a sharp critic of the crown prince, the kingdom’s de facto ruler, disappeared few weeks ago after entering the Saudi consulate in Istanbul to obtain documents for his upcoming marriage.
Turkish officials suspected Khashoggi was killed and dismembered inside the consulate by Saudi agents.
Turkish sources say authorities have an audio recording purportedly documenting the killing of the 59-year-old.
However, Erdogan made no reference to any audio recording in his speech.
Riyadh initially denied knowledge of his fate before saying he was killed in a fight in the consulate.
That version of events was greeted skeptically by several Western governments, straining relations with the world’s biggest oil exporter.
Erdogan said three operatives arrived in Istanbul the day before Khashoggi’s killing on an apparent reconnaissance mission.
The next day 15 people came to the consulate, including security, intelligence and forensic experts, while consulate personnel were given the day off.
“Why did these 15 people meet in Istanbul on the day of the murder? We are seeking answers to this. Who are these people receiving orders from?” Erdogan said.
He added that he wanted Saudi Arabia to send the suspects to Turkey for trial.
However, the White House and the U.S. Department of State did not immediately respond to a request for comment on Erdogan’s remarks.
U.S. President Donald Trump has repeatedly played down any suggestion that the crown prince was involved in the killing however also warned of possible economic sanctions.
Trump has also repeatedly highlighted the kingdom’s importance as a U.S. ally and said Prince Mohammed was a strong and passionate leader.
For Saudi Arabia’s allies, the question will be whether they believe that Prince Mohammed, who has painted himself as a reformer, has any culpability.
The media report said King Salman, 82, had handed the day-to-day running of Saudi Arabia to the 33-year-old prince.

Google said in a statement that Google Cloud Chief Executive Diane Greene would not attend the Future Investment Initiative Summit scheduled to be held in Riyadh starting October 23.
Google’s Greene did not offer a reason for her action, and a spokesman declined to elaborate on Tuesday.
Other business leaders, who have said they would not attend the conference, including Uber Chief Executive Dara Khosrowshahi, said they were concerned about Khashoggi’s disappearance.
Earlier this year Google announced that it would work with a Saudi agency to open five innovation hubs in the country to train aspiring technologists.
Alphabet Inc’s Google on Monday became the latest company to drop out of a business conference in Saudi Arabia.

Lassa fever: FG replies Saudi Arabia over threats to ban Nigerian pilgrimages
The Minister of Health, Prof. Isaac Adewole, says Nigeria is no longer constitute a Lassa fever threat to global health as the country recorded only one case in the past one week.
The minister said this on his Twitter handle @IsaacFAdewole.
Recall that the Saudi Arabia authorities had threatened to ban Nigerian pilgrimages for this year’s Hajj spiritual exercise over the Lassa fever epidemic.
The National Centre for Disease Control (NCDC) in its “Lassa fever Situation Report” published on its Twitter handle @NCDCgov said that the one confirmed case was reported from Edo.
NCDC said that the centre experienced the lowest weekly case count this week since the first week of January 2018 when the outbreak was first reported this year.
It said that from Jan. 1 to April 22, a total of 1,865 suspected cases were reported from 21 states.
The centre said that of these cases, about 416 were confirmed, nine were probable, 1,439 were negative and one case was still awaiting laboratory results.
It said that since the onset of the 2018 outbreak there has been 105 deaths with at least one confirmed case across 70 local government areas in the 21 states.
The states include Edo, Ondo, Bauchi, Nasarawa, Ebonyi, Anambra, Benue, Kogi, Imo, Plateau, Lagos, Taraba, Delta, Osun, Rivers, Gombe, Ekiti, Kaduna, Abia and Adamawa as well FCT.
“Twelve states have exited the active phase of the outbreak while nine states remain active.
“In the reporting week 16, one new healthcare worker was infected in a private health facility in Edo state.
“Thirty seven healthcare workers have been affected since the onset of the outbreak in eight states. 16 health workers were affected in Ebonyi, 12 in Edo, three in Ondo, two in Kogi, one in Benue and one in Nasarawa.
“One health worker was affected in Taraba, and one in Abia,” NCDC said.
The centre reported that three cases were currently being managed in treatment centres in Edo state the lowest number since the beginning of the outbreak.
NCDC said that the National Lassa fever multi-partner multi-agency Emergency Operations Centre (EOC) continues to coordinate the response activities at all levels.
The centre stated that response to the outbreak has however been de-escalated due to continued decline of cases over the past nine weeks.
The World Health Organisation (WHO) has advised that the declining trend of cases be interpreted with caution as historical data shows that the high transmission period is yet to pass.
WHO says the recent outbreak of Lassa fever in Nigeria is the largest outbreak ever reported in a country.

2018 Hajj: Saudi Arabia threatens to ban Nigerian pilgrimages over Lassa fever epidemic
The Saudi Arabian authorities has threatened to ban Nigerian pilgrimages for the 2018 Hajj spiritual exercise if the lingering Lassa fever outbreak is not curtailed.
However, following the threat, the Federal Government has summoned Commissioners for health to a session with top officials of the National Hajj Commission of Nigeria (NAHCON).
The meeting will be chaired by Secretary to the Government of the Federation (SGF) Boss Mustapha.
Recall that the Saudi Arabian government has given Nigeria about 95,000 pilgrims’ slots for 2018 made up of 80,000 regular pilgrims and 15,000 by tour operators.
But the government was jolted by alleged threats by Saudi Arabia to impose a ban on Nigerian pilgrims over Lassa fever outbreak.
A source, who spoke in confidence, said: “I think Saudi Arabia has been a bit worried about the outbreak of Lassa Fever in some states in the country. Its concern was suspected that it might lead to a ban of Nigerian pilgrims from this year’s Hajj.
“Although no official diplomatic communication has been relayed to the Federal Government but Saudi Arabia has informally said it was bothered about the Lassa fever epidemic.
“To ally the fears of Saudi Arabia, the Federal Government has invited all the commissioners for health and NAHCON officials for a meeting in Abuja today.
“The session will take stock of the extent of the spread of the Lassa Fever and what has been done to curb it.
“The collation of the facts and figures at the meeting will enable Nigeria to relate with Saudi Arabia with verifiable evidence.”
A government official said: “We have not received a formal complaint from Saudi Arabia but the government is taking preemptive measures to make sure that the pilgrimage is not hampered.
“We are doing this to support NAHCON which is noted for placing premium to health safety. If you look at NAHCON service so far, it has performed creditably with emphasis on the health of pilgrims through adequate immunization. The present leadership of NAHCON is the best the nation has ever had with its scientific operation and premium on healthcare for pilgrims.”

Official: Saudi-led strikes kill 20 at wedding party in Yemen
At least 20 people have been killed and 40 others wounded in Saudi-led airstrikes that hit a wedding party in northern Yemen, a Yemeni health official said on Monday.
The number of known casualties from Sunday’s airstrikes is likely to increase as rescue operations continue, a spokesman for the Houthi-controlled Health Ministry, Abdel-Karim al-Kahlani, told dpa.
On Sunday, Yemeni medical sources said that jets belonging to the Saudi-led coalition carried out two raids on a wedding party in the province of Hajjah.
Most of Hajjah, 123 kilometres north-west of the capital Sana’a, is under the control of the Houthi militia.
Yemen has been embroiled in a conflict between the Saudi-backed government and the Iran-backed Houthis since late 2014.
Fighting intensified in March 2015, when the Houthis advanced on the government’s temporary capital of Aden, prompting Saudi Arabia and its Sunni allies to start an air campaign against the Shiite group.
The Saudis fear that the rebels will give their regional rival, Shiite Iran, a strategic foothold in the Arabian Peninsula.
