TheNewsGuru recalls that about eight of Fani-Kayode’s ex- domestic staff had recently visited The PUNCH office in Abuja where they took turns to level allegations of assault and sexual harassment against the former minister. • Senate passes sexual harassment bill to protect female students

Senate passes sexual harassment bill to protect female students

The Nigerian Senate on Tuesday passed the Sexual Harassment Bill which seeks to redress sexual harassment of students in tertiary educational institutions.

The bill is titled: ‘A Bill for an Act to prevent, prohibit and redress sexual harassment of students in tertiary educational institutions and for matters concerned therewith, 2019”.

This followed the presentation of the report of the Senate Committee on Judiciary, Human Rights and Legal Matters by Chairman of the Committee, Sen. Opeyemi Bamidele.

While presenting the report, Bamidele noted that the bill was sponsored by the Deputy President of the Senate Ovie Omo-Agege and co-sponsored by 106 senators.

He said that the bill was read for the first time on Wednesday, Oct. 9, 2019 while on Wednesday, Nov. 6, was passed through second reading.

According to Bamidele, the objectives of the bill was to prohibit the offence of sexual harassment of students of tertiary institutions.

It also seeks to criminalise the act of neglect or failure of administrative heads of tertiary educational institutions to address complaints of sexual harassment within a specified period of time.

It seeks to create a strict liability offence by removing mutual consent as a defense in the prosecution of sexual harassment cases in tertiary educational institutions.”

Bamidele said that the committee members with stakeholders at the public hearing supported the passage of the bill except the Academic Staff Union of Universities (ASUU).

“We observed that sexual harassment in our tertiary institutions is one of the major factors responsible for the decline in academic excellence in the country today, as hard work, merits and transparency have been compromised by this ugly trend.

“This has provided a hostile learning environment for students, thereby creating an enabling atmosphere for mediocrity, indiscipline and inefficiency in our tertiary institutions.

“That the absence of legislation to particularly mitigate the menace of sexual harassment in our tertiary institutions is the reason for the overwhelming rise in cases of sexual harassment as have been reported in recent times.

“That the Academic Staff Union of Universities (ASUU) is of the view that the Bill is ad hominem because it targets a particular community, which in this case, are the educators in the tertiary institutions, whereas sexual harassment is a general societal problem that is not peculiar to tertiary institutions alone;.”

Contributing, Deputy President of the Senate, Ovie Omo-Agege said the Senate was seeking to elevate students in tertiary institutions who were otherwise adults, who ordinarily ought to be covered by extant laws dealing with rape.

“If this crime were committed against a minor, that is those under 18 years, under the extant laws, it is a strict liability offence.”

Leader of the Senate, Yahaya Abdullahi said that the evidence of facts and intentions should be looked at under the Act.

Sen. Babba Kaita (APC-Katsina) said that the essence of the bill was for a lecturer or staff not to use his office to exploit an innocent girl.

“The essence should be that a student who has reported or has been harassed by a lecturer can be able to report to the institution so that she can seek redress.”

  • Actors also face sexual harassment- Olusola Michael

Rising actor and filmmaker, Olusola Michael has stated that actors are also victims of sex for roles.

Olusola said that people hardly believe actors experience sexual harassment actresses and female producers.

He made this known in a chat with Tribune.

In his words:”Most people hardly believe that male actors also face sexual harassment from female actors and female producers. That’s the reality most male actors have been hiding .

“There are cases of female producers insisting to go down with a male actor before involving such actor in their projects . In the same vein, we have actresses who are always here and there as far as men matter is concerned”.

In 2004, Bollywood filmmaker Madhur Bhandarkar was accused of rape by actress Preeti Jain, who alleged that the filmmaker raped her 16 times for a role in his film.

Over the years, many Nollywood actresses have come out to talk about their experiences, but have refused to name the perpetrators.

Shirley Frimpong-Manso said she didn’t want to have a daughter because she does not want her child to go through what she did as a young woman.

“Even having a script and trying to get somebody to look at it, I’m first addressed as ‘you’re a pretty woman’ instead of ‘this is my work,” she said.
