Delta Govt. committed to functional healthcare delivery – Oborevwori

Gov. Sheriff Oborevwori of Delta has pledged to make functional healthcare system readily accessible to the people of the state.

The governor made the pledge on Thursday when the State Coordinator of the World Health Organisation (WHO), Dr Faith Ireye, led a delegation to visit him at the Government House, Asaba.

He lauded WHO and other health partners for their consistent support to the growth and development of the health sector in the state and country.

He assured them that he would continue to support their operations to ensure health and overall wellbeing of the people of Delta.

“One of my first actions as governor was to give approval for the rehabilitation of 260 primary healthcare centres situated across the state.

“Our goal is to ensure that functional healthcare centres are readily available to our people, no matter where they reside.

“If there is one global body that has positively touched the lives of people all over the world, it is WHO.

“I deeply appreciate the efforts of WHO to making the world healthier and safer for all of us,” he said.

Oborevwori further said: “as a government, we appreciate your untiring efforts to tackle unmet health needs and confront emerging health problems in communities.

“The relentless advocacy campaigns by WHO to raise awareness on climate change risks to health speak volumes about your commitment and tenacity of purpose.

“We are ever ready to cooperate and collaborate with WHO to develop new areas of policy to respond to and prepare for a rapidly changing climate.

“The strategic thrust of our MORE agenda is to meet the needs of diverse local populations, ensuring that all have a voice, basically making sure that our people come first.

“That demands action on our part to implement measures that protect the environment and also ensure that the health and safety of the population are paramount”.

The governor said that his administration had sustained the free maternal and children-under-five healthcare programme in recognition of the importance that is attached to their wellbeing and survival.

“This is also in pursuance of the Health for All Delta policy in accordance with the mandate of Universal Health Coverage of the United Nations Sustainable Development Goals.

“Furthermore, more than 20 per cent of the population, the highest in the country, are currently enrolled into our health insurance scheme.

“WHO and other healthcare partners can always count on us to extend the frontiers of healthcare delivery and to drive the global action needed to protect health from climate risks, and realise the health benefits of low-carbon energy choices,” the governor said.

Earlier, Ireye congratulated the governor on his ekectoral victory and inauguration as well as confirmation by the election petitions tribunal.

She lauded the State Government for its free medical treatment for children under five and pregnant women and for providing free supplements and nutrients for under-nourished children in the state.

She said that such noble initiative by the government should be sustained.

Ireye acknowledged the support of the State Government to WHO in the realisation of its core mandate.

According to her, healthcare workers in the state have started the integration of primary healthcare service.

“What this means is that if an officer is going for an outreach somewhere, he doesn’t just carry only routine items.

“He takes other interventions along because he is meeting almost the same people that he is expected to meet,” she said.

The WHO coordinator called for the revitalisation of the primary healthcare system, saying that it was critical for sustainable healthcare development because it would make the integration of essential services work very well.

“Human resource is a big issue not only in Delta, but in the whole country and the few we have are all moving away.

“We need to address it because if you go to some of our facilities, we have just one person.

“One person is not a magician that would be able to address the health care needs of the people.

“We need to look at that issue critically.

“And when we talk of human resource, we talk of human health care revitalisation,” Ireye said.

She also disclosed that there was an urgent need to amend the law that established the Primary Health Care Development Agency in the state.

“How can the Executive Secretary, who is a medical doctor or a public health expert, heading the Health Department in the LGA, be under the State Primary Health Care, while the other healthcare staff are under the Local Government Service Commission?

“How do we function under this arrangement? We need to look at it.

“The Contributory Health Scheme is good and Delta is well ahead of many states; yet, we still need to look at it.

“We need to increase enrolment in the private sector,” she said.

Ireye further said: “Delta is one of the two states in this country that TB services are not included in the Contributory Health Insurance Scheme.

“We need to include TB services in the health insurance scheme, when we are reviewing or amending the law”

He said: “Today’s event is the high point of months of vigorous planning,  meetings, reviews and tough negotiations. I am pleased that we have reached a point of agreement.

“Upon completion, these projects will not only change the face of Warri and its environs, but also ease the traffic congestion in the area and alleviate the hardship faced by the commuters.

“As it is often the case with road constructions of this nature, there will be direct employment benefits for our people, especially, engineers, artisans and even food vendors. Transporters and so many others in the construction value chain also stand to benefit.

Oborevwori abolishes promotion arrears in Delta

Delta State Governor, Rt. Hon. Sheriff Oborevwori on Monday directed that workers be promoted as and when due, with payment of necessary financial obligations, to avoid piling up promotion arrears.

Governor Oborevwori gave the directive when he received on courtesy call, Judges of the State Judiciary, led by the Chief Judge, Justice Theresa Diai at Government House, Asaba.

He said his administration approved over N600 million monthly at N10,000 each per worker to be paid as palliative for three months in the first instance to cushion the effect of the fuel subsidy removal on workers.

Governor Oborevwori said: “On the issue of promotion arrears, I don’t want to hear it again because if workers are promoted as and when due, the issue of promotion arrears will not arise.

“But when you delay and you take about two years and accumulate this money for us to pay, it is not easy for the Government.

“When we came in, we heard about the salary arrears which was not caused by the Government. When people are due for promotion and you don’t promote them at that time, thereby causing problem for the Government.

“When I asked for the salary arrears, I was told N5.5bn and I said I will pay it in four tranches and we have paid two tranches, we will conclude the payment in November. I have promised and I have made the money available”.

The Governor emphasized the importance of the Judiciary to the prompt dispensation of justice and reiterated his administration’s commitment to the realisation of a truly independent and financially autonomous Judiciary.

“When I was the Speaker of the Delta State House of Assembly, we passed the bill for financial autonomy of the Judiciary and that of the request to increase the service years of the Judiciary from 65 to 70 years.

“As a custodian of the executive arm of Government, I am not unaware of the challenges that faces the judiciary but I must confess that they have been a strong ally in shaping the future of our dear State and in moving our nation forward.

“I am aware of the various capacity building fora that the leadership of the judiciary has embarked upon in recent times in the collective development of our judiciary.

“As a Government founded on morality, equity and justice, we will continue to be supportive of your role in the achievements of a better society for mankind.

“The world is changing very rapidly in this advent of technology and we need judicial officers who are not only technologically savy, but are also in tune with global best practices of their profession.

“I believe that by the time they work in the new ultra-modern high court complex, when completed and equipped; I am confident that it will boost the moral of staff and enhance their productivity.

“I have released all what is needed by the contractor handling the High Court complex to complete the project. I believe that you should also put your own pressure on the contractor to make him move faster and finish the work.

“I sincerely thank all of you for coming as I wish you a successful new legal year,” Oborevwori stated.

Earlier, Justice Diai said the judges visited to congratulate the Governor on his victory at the polls and at the Election Petition Tribunal and to intimate him on the commencement of the 2023/2024 legal year.

Diai said the State Judiciary comprised of 37 High Court judges, 15 Revenue Court judges, 103 magistrates and seven Customary Court of Appeal judges among others.

She further stated that eight judges were on assignment for election petitions and thanked the Governor for approving overseas training for 15 judges.

The Chief Judge said automation of revenue collection in all courts in the State was on and called for the establishment of two more juvenile centres in the State, adding that the only one in the State was established in Sapele in 1951.

She said to speed up trial for criminal charges, all High Courts have been directed to hear criminal cases instead of a select few and assured of the cooperation of the judiciary to make his administration a success.

  • Clark’s giant cake for Sheriff – By Norbert Chiazor

Clark’s giant cake for Sheriff – By Norbert Chiazor

    By Norbert Chiazor

Every region has its legendary strong man.Back home, Chief Edwin Clark carries the card.

Love him or hate him, the voice of the most prominent Niger Delta elder reverberates to seductive crescendo.

Irrepressible in character, the coos of E.K. Clark may not always ring controversial. There are times, he rises to the occasion leaving on his trail, approving applauses. Very well. The wise sayings of the old are vital for social good. The moral compass to cheer or chastise a beguiled melleu.

The Governor of Delta, Rt. Hon. Sheriff Oborevwori just got a generous letter from the Ijaw -born elder statesman. “My dear son, you have started well”, Clark, Convener of the Pan Niger Delta Forum (PANDEF), wrote to Sheriff over the N78 billion contract recently awarded to Julius Berger Nigeria Limited to transform Delta commercial artery – Warri.

Clark, Second Republic Senator and former Federal Minister of Information was effusive in expression of joy and appreciation to the governor: “On behalf of the people of Warri and elders of Warri referred to as ‘WARRI BOYS’, for what he termed, “the great plan” for the rehabilitation and urban renewal of “our hometown, Warri/Effurun”

Sheriff is festooned with garlands by Clark, particularly for engaging reputable construction giant, Julius Berger. This according to the sage portrays sincerity of purpose as pledged in his inaugural gubernatorial speech to give special attention to the famed oil city.

The Niger Delta leader overly shared his optimism that Oborevwori “will extend this pattern to other major towns in the state” in executing his development template – M.O.R.E. agenda.

Reading Clark’s letter, the most casual observer would decode it as shocking. For a man sceptical of Senator Dr. Ifeanyi Okowa’s backing of Oborevwori as successor, the embrace is daintily instructive.

Strikingly, Clark may appear in some quarters as a poker of controversies, who loves to fish in troubled waters; but he is neither a frivolous undertaker nor an accustomed praise singer.

He never dodges from voicing perspectives on critical issues, whether opinionated or altruistic. He bares his mind. Pungent and scarcely patronizing.

Clark once described Okowa as a “good product” while on seat, in one of his documented assessment of the immediate past governor. But the old man also recently gave Okowa rough tackles.

At other times, he has had a mixed grill of chummy and stormy laisoins with Dr.Emmanuel Uduaghan as well as Chief James Ibori during their tenures as Governor of the state.

Vintage E .K Clark. An icon and iconoclast.

Now that Sheriff is Pa Clark’s melodious song, let Delta rejoice. The elder statesman has not lied. He spoke truth to power and the people.

It is trite to say Clark is right. Because the footsteps of Oborevwori, so far, is elegant. He is not faking anything. He is firm. Fastidious in fidelity. Focused on Delta project. He is working well and doing well. An egoless yet assertive enigma is emerging.

From Delta South to Delta Central, cascading to Delta North, the governor is on the move; laying solid foundation. A greater Delta is on the horizon. Visible.

The even-handed motive of the new Sheriff in town, makes Clark’s emotive letter so credible.

    Kudos Clark. Carry go Sheriff.

  • Tribunal victory: Only God appoints leaders, says Oborevwori

Tribunal victory: Only God appoints leaders, says Oborevwori

Governor Sheriff Oborevwori of Delta State has said that only God makes it possible for men to gain leadership positions.

Oborevwori stated this on Friday evening at a thanksgiving held at the Government House Chapel, Asaba in appreciation to God for his multiple victories at the Governorship Election Petitions Tribunal.

The Governor who was joined by his Deputy, Sir Monday Onyeme, former Governor of the state, Dr Emmanuel Uduaghan, State Chairman of the Peoples Democratic Party (PDP), Chief Kingsley Esiso and top government functionaries, thanked God for his triple victory at the tribunal.

The Governor said the victory was a confirmation of the people’s will and resolve to vote the PDP in Delta and urged the opposition to support the ruling party for the overall benefit of the state.

Elated Governor Oborevwori, said: “Today’s judgement at the Governorship Election Petitions Tribunal marks a turning point to our quest to enthrone an enduring democracy in our state.

“I am very happy and I know that Deltans are happy because scriptures have been confirmed again that it is God that appoints leaders.

“We are here to thank God for givng us this victory despite all opposition. We have come here to return all the glory to God because God is not a man that He should lie”.

The Governor frowned at the incessant court cases, saying; “we have come here to return all the glory to God.

“Delta is still united and God has made our victory as Deltans permanent and fully consolidated to his glory and honour.”

He said God had shown mercy to him and the people of the state and pledged his commitment to remain a servant leader.

“I am willing to serve all of you so take me as your own because it is God that gives power. That God that made it possible for Joseph in a foreign land that same God will make us lead this state for eight years.

“The victory is for all Deltans and we dedicate it to the Almighty God. This victory didn’t come as a surprise because we won in 21 out of 25 local government areas.

“More development will come to the state and we must give Deltans what they deserve for supporting us to victory.

“For us to win in 21 out of 25 shows that God is with us and when you have God, nothing can be impossible.

“My advice to my other brothers is that they should join us to advance Delta so that our state can develop further”, Governor Oborevwori said.

How tribunal affirmed Oborevwori as Delta Governor

The Delta State Governorship Election Petition Tribunal sitting in Asaba, on Friday affirmed Rt. Hon. Sheriff Oborevwori as the duly elected Governor of the state.

Delivering judgement, the three member panel of the tribunal led by Justice C.H. Ahuchaogu dismissed the petition filed by candidate of the All Progressives Congress, APC, Senator Ovie Omo-Agege for want of merit.

The tribunal held that the petitioners failed to prove allegations of non-compliance with the Electoral Act and over voting beyond reasonable doubt.

The Independent National Electoral Commission had declared Governor Sheriff Oborevwori of the Peoples Democratic Party (PDP) winner of the March 18 Governorship election with 360,234 votes.

Omo-Agege of the APC came second with 240,229 votes while Labour Party’s Ken Pela came a distant third with 48,047 votes.

On the issue of over voting, the tribunal held that to prove overvoting, BVAS report must be produced. Leave was granted petitioner to inspect BVAS but no BVAS report was provided.

“Tribunal wonders why the petitioners failed to produce BVAS report. Tribunal agrees with respondents argument. By Supreme Court judgement, BVAS is mandatory to prove overvoting.

“BVAS not produced but they tried to use other documents. Petitioner cannot circumvent the BVAS, as report of examination of back end server cannot replace the BVAS. This report is held to be irrelevant. Flowing from above, the report is inadmissible to prove overvoting.

The tribunal held that the fulcrum of proof of overvoting is the BVAS. The petitioner did not plead extract from BVAS and so could not tender same.

“Any evidence given by anyone that was not at the polling units is mere hearsay. Tribunal wonders why their agents at the polling units were not called.

“No evidence of wrongful entries was led by petitioner. An election cannot be nullified if it appears to the tribunal that it was conducted in substantial compliance. Tribunal cannot go out to find evidence for non compliance”.

On the issue of non-compliance, the tribunal said the petitioner jettisoned the provisions of the law to prove non-compliance in every unit.

“A petitioner who alleges non compliance must prove it polling unit by polling unit. Petitioner relied on only PW1 who was not even in any of the units. They can only be said to purport. In sum, the petitioner failed to prove non compliance”.

On the allegations of corrupt practices, the tribunal said no evidence was led as to who committed the crime and no evidence led as to how the allegations affected the outcome of the election.

The tribunal held that petitioners gave particulars of inflated figures but failed to to show how it affected the result.

“The tribunal finds that the inflation is of no consequence and will not affect the result if removed. Issue resolved in favor of respondents.

“Not duly elected by majority of lawful votes cast in the election. Petitioner not able to strictly prove this. Considering earlier findings on the other grounds of the petitioner, this ground of the petition is bound to fail and is held as failed.

“The petitioner led no evidence as to the votes that are unlawful and should be reduced. They complained of unascertained number of votes.

“Pleadings where no evidence is led amounts to no issue. They abandoned the case and sought to rely on the tribunal. This approach lacks credibility. Issue resolved in favour of respondents.

“The case of petitioner based essentially on hearsay evidence that is legally inadmissible. They have led no credible and indubitable evidence.
