    Newly sworn in Governor of Delta State, Rt Hon Sheriff Oborevwori has vowed to run an open and responsive government and give the Warri metropolis special attention during his administration.

    TheNewsGuru.com (TNG) reports Governor Oborevwori made the pledge in his inaugural speech on Monday, while affirming the status of Warri as the commercial nerve centre of the State.

    Oborevwori said: “Delta State has been relatively peaceful in the last eight years. However, recent security breaches in the Warri area are troubling. This administration with the aide of security agencies will take decisive steps to ensure that the situation does not degenerate.

    “Furthermore, Warri the commercial nerve centre of the State, will be given special attention under this administration. The process has already commenced with the establishment of Warri, Uvwie, and Environs Development Agency (WUEDA). Before the ongoing Storm Water Project will be completed, government will commence efforts at giving Warri and its environs a total facelift”.

    INAUGURAL ADDRESS BY RT. HON. SHERIFF FRANCIS OROWHEDOR OBOREVWORI, GOVERNOR OF DELTA STATE, ON MONDAY, MAY 29, 2023, AT THE STEPHEN KESHI STADIUM, ASABA.

    I accept with humility the responsibility which the good people of Delta State have bestowed upon me to serve as their governor for the next four years. I accept it with a resolve to do MORE to ADVANCE the State to new heights in leadership and socio-economic development.

    2. I stand before you today filled with hope and confidence about our future. As the longest-serving Speaker of the House of Assembly, I have learnt the importance of setting the priorities of government, communicating the goals and outcomes of policies and programmes, and partnering with the executive for their successful implementation. I am therefore well positioned to deliver good governance to our people.

    3. But before proceeding further, I wish to pay tribute to my predecessor, His Excellency, Senator Dr. Ifeanyi Okowa for his patriotism and deep sense of public service. Governor Okowa took over the mantle of leadership of this State at a very precarious time in the history of our country. In addition to the massive disruptions caused by COVID-19, the country went through two recessions at different times in the last eight years. But thanks to Governor Okowa’s discipline, wisdom, prudent management of the economy, and political insight, Delta State not only survived, but it also came out stronger. Indeed, I celebrate Governor Okowa for his fiscal discipline, and groundbreaking strides in human capital development, infrastructure renewal, technical and vocational education, as well as peace building.

    4. It would be wrong of me if I fail to also acknowledge the roles played by the founding fathers of the State, military and civilian, whose sacrifice and dedication helped to nurture the state from infancy. It goes without saying that the State flourished under the current democratic dispensation that began in 1999. In this regard, Governors James Ibori and Emmanuel Uduaghan deserve special commendation for their vision and tenacity of purpose.

    5. Today marks the beginning not only of a new administration, but of an era that will advance Delta State to greater heights in people-centred policies, human capital development, and infrastructure renewal.  With what has been achieved by the immediate past administration, the new government is poised to ADVANCE the state through the MORE agenda, which stands for:

    Meaningful development;

    Opportunities for all;

    Realistic reforms; and

    Enhanced peace and security.

    6. Consequently, the new administration will seek to:

    – Foster sustainable economic growth and private sector job creation;

    – Boost human capital;

    – Build an enabling infrastructure;

    – Enhance governance and accountability systems for improved service delivery; and

    – Strengthen public financial management.

    7. In furtherance of these objectives, the existing entrepreneurship development programmes will be sustained and expanded to encourage the creation of more small-scale businesses, thus creating jobs and, consequently, reducing crime and anti-social activities among our vibrant youth population.

    8. We will also enhance the existing social investment programmes for the benefit of the poor and vulnerable groups, including widows and People Living with Disabilities, through microcredit, training, and business networking. We shall further develop empowerment programmes for women associations, particularly in the rural areas.

    9. This administration will ensure the completion of all ongoing projects – roads, bridges, schools, and other physical infrastructure.  As you all know, government cannot do it alone. Hence, we shall build a conducive environment for public-private partnership investments in virtually all sectors of the economy.

    10. In the agricultural sector, we shall develop the agricultural value chain, which is a major driver of sustainable economic growth. This administration will spare no effort to ensure that the development of agro-industrial parks is accelerated, given their potential to generate employment opportunities, create wealth, reduce unemployment, and improve food security.

    11. The recent approval of the Nigerian Export Processing Zone Authority (NEPZA), for Koko and Kwale is a welcome development because this project has the capacity to unleash the growth potentials of the State.  With the Board already in place, we shall immediately take steps to make it fully operational and attract investors to the zone.

    13.  Furthermore, Warri the commercial nerve centre of the State, will be given special attention under this administration. The process has already commenced with the establishment of Warri, Uvwie, and Environs Development Agency (WUEDA). Before the ongoing Storm Water Project will be completed, government will commence efforts at giving Warri and its environs a total facelift.

    For example, the ongoing rehabilitation work on the Warri Township Stadium will be expedited.

    14. The Civil Service will be accorded top priority to boost its efficiency and enhance its service delivery. In addition, merit will be the yardstick for elevation into top management positions to encourage the entry into and retention of the best brains in the public service. Similarly, this administration will render all the necessary support to the judiciary to enable it carry out its functions without let or hindrance.

    CONCLUSION

    15.Your Excellencies, my dear good people of Delta State, the issues that confront this administration are not new. They are about improving the quality of life of our people, about building bridges of social cohesion, about giving our people the hope of a better tomorrow, and about accelerated development. And it demands creative thinking, proactive action, and exemplary leadership from me and all those who will have the privilege to serve as elected officials and political appointees.

    16. I pledge to run an open and responsive government that meets the needs and aspirations of our people. I represent consolidation and advancement; consolidation because I am continuing from where the previous government stopped, and advancement because I am advancing Delta State to greater heights in inclusive economic growth, human capital development, infrastructure renewal, and peace and security. I am committed to making life richer, better, and more fulfilling for our people.

    17. To my former colleagues in the Sixth and Seventh Assemblies, I whole heartedly thank you for your support.  My appreciation also goes to the fathers of faith for your prayers and counsel.  And to our revered traditional rulers, I thank you for your prayers, words of wisdom and advice.

    18. In conclusion, I covet the prayer of all of you for the wisdom to lead, and the divine enablement to achieve the goals that we have set for this administration. The tasks we face are tough, the choices not easy. But with your support and prayers we shall get the job done.

    Rt Hon Sheriff Oborevwori has been sworn in as the Governor of Delta State on Monday, making him the 13th Governor of the State.

    TheNewsGuru.com (TNG) reports the Chief Judge of Delta State, Hon. Justice Tessy Diai administered the oath of office to the new Governor in the midst of a mammoth crowd at the Stephen Keshi Stadium, Asaba.

    Rt Hon Oborevwori won the 2023 governorship election in March, defeating Senator Ovie Omo-Agege of the All Progressives Congress (APC) and Ken Pela of Labour Party.

    Other major contenders in the governorship election were Chief Great Ogboru of the All Progressives Grand Alliance (APGA) and Olorogun Kenneth Gbagi of the Social Democratic Party (SDP).

    Oborevwori was elected into the Delta State House of Assembly in 2015 as the member representing Okpe Constituency and was on May 11th 2016 elected Speaker of the House, following a shake up that led to the ouster of Rt Hon Monday Igbuya from the position.

    Oborevwori served as the Speaker of the House until winning the March 2023 gubernatorial election and the subsequent swearing in.

    Governor Oborevwori won the Delta State Governorship election, polling a total of 360,234 votes on the platform of the People’s Democratic Party (PDP).

    Delta Assembly passes 60 bills in 4 years

    The Delta House of Assembly, says it passed a total of 60 bills in the seventh Assembly from June 2019 till date.

    Speaker of the House and the state Governor-elect, Sheriff Oborevwori, said this at the valedictory session of the state 7th Assembly on Wednesday in Asaba.

    “Distinguished colleagues, through our collective efforts, the 7th Assembly received and processed a total of 69 bills.

    ”The House subjected these bills, through legislative scrutiny and passed 60 out of the many Bills,” he said.

    The speaker said that 58 of the bills had already been assented to by Gov. Ifeanyi Okowa, while the remaining were awaiting assent.

    ”I am glad to announce that 58 of the bills passed, have been assented to by our dear Governor.

    ”One is awaiting assent, another one is pending at the Committee of the Whole House, while nine were dropped,” he said.

    He said that out of the 69 bills received by the House, 48 were Executive bills, while 21 were private members’ bills.

    He said named some of the bills to include the Delta State Job and Wealth Creation Bureau Law, 2019; Delta State Public Procurement Law, 2020; Delta State Internal Revenue Service Law, 2020 and Delta State Community Security Corps Agency Law, 2020.

    Oborevwori also said that the House also received and processed a total of 237 motions which led to resolutions.

    Oborevwori commended his colleagues for the successes recorded.

    ”I am deeply touched by the heart warming speeches of members. However, everything that has a beginning, has an ending.

    ”Today, together we are berthing a Legislative journey, which we started on June 10, 2019.

    ”Though, the sail was not free from occasional challenges, overall, it is a successful tenure. With a heart of thanksgiving to God Almighty, I congratulate all of us for making it to the end of the tenure, ” he said.

    Delta Assembly gets 2 additional Deputy Clerks

    The Delta State House of Assembly has appointed two additional Deputy Clerks to take the number of Deputy Clerks in the State House of Assembly to three.

    TheNewsGuru.com (TNG) reports the two new Deputy Clerks whose appointments were ratified during plenary on Tuesday are Mrs Isioma Nwabuokwu and Mr Silvester Olorogun.

    The Speaker, Rt Hon Sheriff Oborevwori explained the upgrade of the number of officers at that cadre from one to three, was in line with the amended Delta State House of Assembly Service Commission law.

    Before Tuesday’s additional appointments, which was contained in a letter from the Delta State House of Assembly Service Commission to the state legislature, Mr Otos Aghoghopia had been the only officer in that position in the Assembly.

    Mrs Nwabuokwu was until her new appointment, the Secretary to the Delta State House of Assembly Service Commission, while Mr Olorogun was the Director of Legislative.

    Also announced by the Speaker was the appointment of Mr Austin Uwasike as the new Secretary to the Delta State House of Assembly Service Commission.

    The appointments were confirmed following a motion to that effect by the Majority Leader, Hon Ferguson Onwo and adopted.

    The Speaker congratulated the promoted staff and described the appointments as deserved.

    Recall the House had earlier during Tuesday’s plenary screened and confirmed the appointments of nominees into the Governing Board of the Delta State Oil Producing Areas Development Commission, (DESOPADEC).

    Those screened and had their nomination confirmed were Olorogun John Nani, to serve as chairman, Chief Festus  Ochonogor as Managing Director, Mr Efele Nicholas, Mr Favour Izoukomor, Hon. Taleb Tebite, and Mr Oghenekome Okpobor as Executive Directors.

    While Chief Julius Egbedi, Mr. Sylvester Ovbije, Mr. Goru Jonathan Oghenekaro, Mr. Azuka Enebeli, Dr. Charles Olisa, Mrs Cordilia Anyangwu, Mr Sunny Ofe. Mr Victor Egboh and Mr. Spencer Okpoye are members.

    After the screening of the nominees which was done in three batches, the Majority Leader, Hon Ferguson Onwo in a motion, moved for their confirmation, seconded by the Deputy Speaker, Rt Hon Ochor Christopher Ochor and adopted.

    The House also received a report from its Ad- hoc Committee to investigate alleged financial irregularities and other related issues against the Chairman, Ndokwa East local government council, Chief Godday Nzete.

    The Chairman of the ad hoc committee and member representing Ika North East, Hon Anthony Elekeokwuri, said the committee carried out the assignment in line with relevant laws and procedures before its recommendations.

    The Committee resolved that the suspension be lifted and he be immediately reinstated.

    The House unanimously adopted the report of the committee.

    The Speaker, Rt Hon Oborevwori directed that the suspended Chairman should resume office as Chairman of the council with immediate effect.

    Group scores Okowa high, tasks Gov-elect Oborevwori on continuity

    The Mid-Westerners, a Political Pressure Group, has scored Gov. Ifeanyi Okowa led administration high in governance and effective delivers of dividends of democracy to the people of Delta in the last eight years.

    The group, representing the old Bendel (Edo and Delta States) gave the commendation at a news conference on Thursday in Asaba, while setting agenda for the Governor -Elelct, Chief Sheriff Oborevwori, as he steps in come May 29.

    The Mid-Westerners in an address signed by its Chairman, Mr Iwendi Nwaham; Executive Vice Chairman, Prof. David Ejenobo; Secretary, Fidelis Chimokwu and Mr Kenneth Okwuenu, was read by Prof. Ejenobo.

    According to them, the Okowa’s achievement in the state was rather under reported by the media.

    They commended Okowa’s achievement in infrastructure, education, health, human capital development, airport transport infrastructure, flood control measures, among others

    They said that the achievements were massive and worth sustaining by the incoming administration.

    “On assumption of office in 2015, Okowa met a state battling with multifarious economic challenges, least of which was the drastic drop in revenue accruing from crude oil export at the national level.

    “To take the state out of of its dilemma, he came up with his SMART Agenda and for eight years, Okowa pursued and delivered a “Stronger Delta” agenda.

    “In the field of education, he stands tall, he touched the whole gamut of the educational sphere from basic and primary education to tertiary institutions.

    “He ensured welfare of teachers, established model technical colleges in all the senatorial districts and has topped it with the establishment of three new/state universities,” they said.

    The group added that Okowa was nicknamed “the Road Master” by the people for connecting the rural communities to the urban by constructing over 2,000km  of roads and 1,400km of drainage channels across the state.

    “Okowa’s achievements in terms of infrastructural development are simply amazing.

    ”He built the state of the art N18 billion state secretariat, blocked financial leakages, flushed out ghost workers, and repositioned the civil service for effective service delivery,” the group said.

    They noted that Okowa’s administration tackled the erosion and massive flooding which before now had wreak havoc in Asaba and environs by investing billion of naira on storm water drains and underground tunnels to empty into the River Niger.

    “As we bid farewell to a worthy achiever, we take this opportunity to congratulate the Governor-Elect, Chief Sheriff Oborevwori on his success at the 2023 governorship elections on March 18.

    “Gov. Okowa has set the standard, we encourage you to follow. Your M.O.R.E Agenda which has been properly documented and articulated during your campaigns should be your covenant with the people of Delta.

    “We encourage our incoming governor to sustain the roads infrastructure, human capital development and  to extend the retirement age to 65 years and 40 years in service to all civil servants in the state as effected for the teachers by the federal and Delta government.

    Chief James Augoye, the lawmaker-elect representing Okpe State Constituency in the Delta State House of Assembly has assured of a vibrant 8th House of Assembly.

    TheNewsGuru.com (TNG) reports Chief Augoye gave the assurance as management of the State House of Assembly flagged off a 5-day pre-inauguration induction course for the 29 members-elect of the 8th Delta State House of Assembly on Tuesday.

    Other lawmakers-elect, who spoke in separate interviews, commended the management of the 7th Assembly for the Programme and as well expressed optimism of a vibrant 8th Delta State Assembly.

    Those who spoke include members-elect of Isoko South II, Ferguson Onwo; Warri North, Fred Martins; Burutu II, Pereotu Oloye; Oshimili South, Bridget Anyafulu and Oshimili North, Frank Esenwah.

    They all acknowledged the need for the induction course as they prepare for their inauguration in June.

    TNG reports all the twenty-nine members-elect for the 8th Assembly, including 9 returning lawmakers and 20 first-timers, are participating in the pre-inauguration induction programme.

    The 9 returning lawmakers are the Majority Leader of the House, Ferguson Onwo, Isoko South II; Deputy Majority Leader, Oboro Preyor, Bomadi; Majority Whip, Festus Okoh, Ika South and Deputy Majority Whip, Fred Martins, Warri North.

    Others include Hon Charles Emetulu, Ndokwa West; Emeka Nwaobi, Aniocha North; Austin Uroye, Warri South I; Emomotimi Guwor, Warri South West and Emmanuel Sinebe, Patani Constituency.

    The programme with the theme: “Effective Collaboration and Partnership for Optimal Performance”, is being held in Abuja, the nation’s capital city as part of a management strategy to avoid distractions.

    Governor-elect, Delta State and Speaker of the House, Rt Hon Sheriff Oborevwori in a goodwill message at the opening session, said expectations are high, hence the need to prepare the elected representatives of the 29 constituencies on the task before them in the next political dispensation of the State.

    Oborevwori explained that every necessary step must be taken to ensure that the Delta State Legislature maintain its leading position in the comity of States legislature in Nigeria.

    Clerk of the House, Mrs Lyna Ocholor said members-elect are expected to have sound knowledge of lawmaking procedures, oversight functions as well as rules and standing orders of the House.

    Stressing that Delta State Assembly prides itself as the most vibrant House in the country, the Clerk emphasized that there was the need to enhance the enviable track records in the 8th Assembly.

    Mrs Ocholor, who is the Chairperson, Forum of Clerks of the State Houses of Assembly in Nigeria, maintained that the Delta State Legislature has been very prominent in the affairs of the nation, including the Speaker’s emergence as Governor-elect and Deputy National Chairman of Conference of Speakers of States Houses of Assembly in Nigeria.

    She noted with joy the active participation of members elect in the induction course, featuring Lectures and Mock Plenary Sessions, amongst others.

    “This programme is aimed at introducing members Elect to the rudimentary steps of opening a new parliament, and to acquaint you with the necessary tools that will make you effective in the art of law-making, oversight function and representation of your constituents, which are the primary functions of a legislator.

    “To the returning members, this programme will serve as a refresher course for you. Some of you have passed through this class a couple of times. But there is always a fresh perspective to Learning. This is the beauty of the Legislature”.

    Ocholor disclosed that resource persons who are seasoned technocrats in legislative matters, including John Mutu, Dr Shuaibu Danwanka, Dr Aminu, Ambassador Jerry Ugokwe, Dr Ben Ekeyi, and Barr Ibrahim Usman would take participants through selected topical issues during the pre-inauguration induction programme.

    She listed the topics to include, “Powers, Privileges, Immunities and Limitations of the Legislature”, “Principles of Separation of Powers and Doctrine of Checks and Balances”, “General Functions of the Legislature and Role of a Lawmaker”, “Introduction to Standing Orders of the Delta State House of Assembly”, “The Committee System and Oversight Process in the Legislature”, “An overview of the Appropriation Process”, “Role of the Bureaucracy and Legislative Aides”, “Laws and Regulations Guiding the use of Public Funds and Legislative Fund Management Law’ as well as “Visioning, Strategic Planning and Agenda Setting in the Legislature”.

    “I wish to thank the Rt. Hon. Speaker and Governor-Elect of Delta State, Rt Hon Sheriff Oborevwori and the Principal officers of the house for not only approving this induction programme but also for releasing the required funds to enable the Management of the Assembly put this programme together”, she added.

    The Chief Executive Officer of the African Parliamentary Resource Centre, APRC, Mr John Mutu, who is the lead resource person for the programme, while setting the agenda, objectives, methodology and expectations for the induction course, expressed optimism of a vibrant 8th Delta State Assembly.
    Mr Mutu charged the members elect to make meaningful contributions during the course of the programme, saying that the induction course would promote efficiency in the Assembly.

    Delta State Governor-elect, Rt. Hon. Sheriff Oborevwori has unveiled the terms of reference for the transition committee he inaugurated today.

    TheNewsGuru.com (TNG) reports Oborevwori inaugurated the transition committee at the Unity Hall of the old Government House, Asaba with the task to submit presentations in key thematic areas, including General Administration and Strategy and Fiscal Policy and Public Finance.

    Other thematic areas the transition committee is expected to make presentation for the new administration to hit the ground and running fast after May 29 are Infrastructure and Utilities and Human Capital Development.

    Others are Social Development & Creative Industry, Entrepreneurship and Job Creation, Peace and Security, Media and Communications, Agriculture and Industries, Environment, Water Resources, and Human Settlements, and Energy, Oil, and Gas.

    Speaking during the inauguration of the committee, Oborevwori said he has absolute confidence in the abilities of the transition committee members, which he described as “a formidable team”.

    The Governor-elect stressed that the formal inauguration of the transition committee heralds the journey to the commencement of a new administration come May 29, 2023 and expressed his profound gratitude to the good people of Delta State for their vote of faith and confidence in him and the Peoples’ Democratic Party.

    “It is incumbent on us to reciprocate this mandate by midwifing a smooth transition process that will enable the next government to hit the ground running. Naturally, the expectations of the people are high given the overwhelming support that we received, winning in 21 out of the 25 Local Government Areas.

    “For emphasis, this is a mandate for consolidation and growth, for investment and economic reform, and for making the youth the centrepiece of our policies and programmes. Clearly, our people believe in our M. O.R.E agenda, which is designed to advance the State in all aspects of infrastructural and human capital development, as well as economic wellbeing”, he said.

    According to the Governor-elect, the men and women appointed into the Transition Committee possess the requisite knowledge, wisdom, capacity, and experience, essential for the assignment, saying that:

    “They have been part of this journey, and understand that the incoming administration needs to start on a sure footing. Their task is to put in place the necessary structures and means that will enable the incoming administration to effectively implement its policies and programmes from day one”.

    Rt Hon Oborevwori said that arising from interactions with the people of the State during electioneering campaigns, and building on the solid foundations that have been laid by the current administration, it was necessary a transition process is put in place that will provide strategic direction for the next administration.

    “Suffice it to say that the Committee is expected to set short, medium and long terms targets for the administration and accommodate any other critical sector that may have been left out as it relates to the M.O.R.E agenda”, the Governor-elect said.

    He expressed appreciation to the State Governor, His Excellency, Senator Dr. Ifeanyi Okowa for his wisdom and counsel and for always pointing “us in the right direction”, describing him as a man with exceptional leadership qualities.

    “To the Committee, I expect you to complete and submit your work within the next 21 days. I eagerly look forward to your recommendations for the successful take-off of the next administration. With God’s grace and enablement, we shall do MORE to ADVANCE Delta State”, he stated.

    TNG reports the transition committee has Prof. Emmanuel Nwanze as chairman and Prof. Hope Eghagha as secretary. In his response, Prof Nwanze promised that they will carry out the assignment diligently, saying: “you have chosen wisely”.

    May Day: Gov Okowa woos workers for Oborevwori’s administration

    Outgoing governor of Delta State Dr Ifeanyi Okowa has appreciated members of the organised labour and workers in the state for their sustained cooperation and understanding his administration enjoyed in the past eight years.

    Okowa urged the workers to sustain the tempo by extending the same hand of fellowship to the in-coming administration particularly during negotiations.

    The governor spoke in Asaba on Monday during the 2023 May Day rally jointly put together by the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) and their affiliate unions in the state.

    Represented by the Secretary to the State Government, Patrick Ukah, Okowa said the existing cordial relationship between workers and the government have encouraged his administration to uphold its welfare and training programmes.

    “No doubt, workers were also part of the massive victory our party garnered during the last Governorship and State House of Assembly elections in the state.

    “Dear workers, I sincerely appeal to you to extend the same hands of fellowship to the in-coming governor, Rt Hon Sheriff Oborevwori and his administration.

    “He is not only labour friendly, he truly understands the challenges workers face, and I assure you that he will carry workers along. Please, adopt the same calm disposition during negotiations,” he said.

    The chairman of TUC in the State, Mr Martins Bolum thanked God for seeing them through the 2023 election.

    While congratulating Governor-elect Oborevwori for his victory at the polls, Bolum assured that Delta workers would remained ‘Sheriffied’

    He commended Governor Okowa for his administration commitment to workers’ welfare, describing him as a labour friendly governor.

    Bolum said they had a robust relationship with the outgoing governor, and commended him for the prompt payment of workers’ salaries, despite the economic crunch occasioned by COVID-19.
