    Rivers has only one House of Assembly – Gov Fubara clarifies; signs N1.18trn budget

    Rivers State Governor, Sir Siminalayi Fubara, has insisted that there is only one House of Assembly existing in the State, and it is led by Rt Hon. Victor Oko-Jumbo.

    Governor Fubara made the clarification shortly after giving assent to the Rivers State Appropriation Law No.1 of 2025, at Government House in Port Harcourt on Thursday.

    The Governor said the records need to be put straight to address insinuations in some quarters about a possible splitter in the Legislature, and stated that there is no such division.

    Governor Fubara stated: “I want to say this, maybe, for some persons somewhere who are still mixing up issues. We have only one Rivers State House of Assembly, and that Assembly is headed by Rt Hon Victor Oko-Jumbo”.

    He described those who abdicated their mandate in the House as a group of friends who had embarked on Sinbad journey, and half-way into the journey, they decided to return, saying, “It is too late. We are not going back. As far as I am concerned, we have moved on.”

    Governor Fubara said that as it stands now, the focus of his administration is to do everything possible in defending the interest of Rivers State and the integrity of governance, and assured that with the 2025 budget now signed, every projection made in it will be addressed to deliver hope and good life to all residents in the State.

    He said, “We will make sure that we kick-start, so that the record of performance that was accorded by this administration in the year 2024 will be higher in this year, 2025.

    “Let me first thank the Rivers State House of Assembly for doing very diligent job, and also realizing the task that we have ahead of us, which is to continue to work for Rivers people. So, I want to thank you for working very hard and ensuring that we hit the ground running in this New Year.”

    Governor Fubara also commended members of the State Executive Council, which he described as the management team, especially the Deputy Governor, for their support and cooperation, and particularly thanked the Commissioners for Finance, and Budget, as well as the Acting Chairman of Rivers State Internal Revenue Board, for the wonderful job they did last year.

    He noted, “We expect you to do more because we have a bigger task ahead of us. We have made some promises to our people. Education, Health and Agriculture; we must make sure we make good impact just like we have done in the areas of road and other aspects of the economy. We made a promise to you (Rivers people) that we will continue to protect, defend and promote the interest of our dear State.”

    In his speech, Speaker of Rivers State House of Assembly, Rt Hon Victor Oko-Jumbo, asserted that Rivers people witnessed unprecedented growth in the State made possible by the administration of Governor Fubara in infrastructure development, healthcare delivery, education, social welfare, security and other sectors.

    Rt Hon Oko-Jumbo pointed to how Governor Fubara has become the beacon of hope of the common man on the streets, because, according to him, they are happy with the positive impact his leadership style has afforded them.

    The Speaker explained that Governor Fubara has paid Rivers civil servants and pensioners N100,000.00 Christmas Bonus, being the second time; and approved and paid  N85,000.00 minimum wage (salary) to civil servants, which have stood him out as a leader that prioritises the well-being of the people.

    He said, “Your Excellency, 2025 promises to be a year of strategic planning and partnership. We have no doubt that you will carry out the task of developing and delivering the dividends of democracy to every nook and cranny of Rivers State. So, Your Excellency, on behalf of the 10th Rivers State House of Assembly, we want to say thank you for being the People’s Governor, and thank you for the strategic partnership with the Legislature. Your Excellency, 2025 promises to be a year of exponential growth in Rivers State.”

    Presenting the 2025 Budget to Governor Fubara for assent, Leader of the House, Hon Sokari Goodboy Sokari, said the total projected estimate of N1,188,962,739,932.36 for the 2025 fiscal year indicated a huge leap from previous year’s figure, indicating progress and assuring multiplication of comfort that good leadership can provide.

    Hon Sokari also noted the strategic allocations for Recurrent and Capital expenditures that provide for the welfare of workers and retirees, more development projects, as well as savings that will be made from accruing revenues.

    Rivers State Governor, Sir Siminalayi Fubara, has expressed solid faith in the omnipotence of God to crush self-styled enemies of the State and its people.

    Governor Fubara spoke at the crossover into 2025 church service held at St. Paul’s Anglican Church, Opobo Town in Opobo/Nkoro Local Government Area in the early moments of January 1.

    He raised a gallantry song, with the brethren picking up the lines, and singing along: “At the mention of your name (God), every knee shall bow. At the mention of your name, every tongue confess. That you are Lord, you are Lord, you are King, you are King of kings.”

    Governor Fubara said the wordings of the song were not just consolatory but a charge to embolden the people to firm up their trust in God, who alone, can navigate the path to greater triumph in the New Year.

    He said, “The Red Biro is still filled. It is still here with me. Every plan of the enemy will continue to crash,” and wished everyone a Happy New Year.

    The Bishop of Anglican Diocese of Niger Delta, Dr Emmanuel Oko-Jaja, who conducted the service, recalled the many challenges, including conspiracy, blackmail, attacks, economic hardship and ill-health and near hopeless situations experienced in 2024 but quickly added that those troubles never overwhelmed the brethren.

    Rt Rev Oko-Jaja said God has given a new song of triumph to those who are grateful to Him for the marvellous works perfected in their lives, admonishing them that in the New Year, God will faithfully uphold, deliver and ensure that they continue to live victoriously.

    He prayed for the peace, unity, progress and accelerated development of the State in line with the key targets of the State Government’s 2025 Budget of Inclusive Growth and Development.

    Highlights of the service included Praise and Worship, Choir Ministration, which ushered in 2025 at midnight Tuesday with shouts of ‘Happy New Year’ renting the air.

    Those who joined the Governor in the service include, the Speaker, Rivers State House of Assembly, Rt Hon Victor Oko-Jumbo; Chief of Staff, Government House, Dr Edison Ehie; some members of the National Assembly – Hon Awaji-Inombek Abiante; Hon Boma Goodhead; Hon Anderson Igbiks; – and Amanyanabo of Opobo Kingdom, King Dandeson Douglas Jaja.

    Others were Senator Adawari Michael Pepple; former Inspector-General of Police, Sir Mike Okiro; Hon Theodore Georgewill; Dr Tamunosis Gogo-Jaja; members of the State Executive Council; some Local Government Council chairmen; elders; political leaders; and key stakeholders in the State.

    Gov Fubara presents Rivers 2025 budget proposal to Oko-Jumbo-led Assembly

    Governor Siminalayi Fubara has presented Rivers State 2025 budget proposal of N1.1 trillion to the Victor Oko-Jumbo-led Rivers State House of Assembly.

    Speaking during the budget presentation, Fubara disclosed the total projected revenue for Rivers State for the 2025 Fiscal Year is N1,188,962,739,932.36 only.

    He further disclosed that the two components of the budget are constituted as follows: Recurrent Expenditure is N462,254,153,418.98, Capital Expenditure of  N678,088,433,692.03, Planning Reserve of N35,688,864,931.16, and a closing balance of N12,931,287,890.19.

    “This gives a Recurrent/Capital expenditures ratio of 44:56% indicating the sincere commitment of our administration to both infrastructural and human capital development of our people and state,” Fubara said.

    In his budget presentation address, the Governor gave a detailed breakdown of the River State 2025 budget. The address reads in full below:

    Introduction

    Mr Speaker, Honourable Members, distinguished guests, ladies, and gentlemen.

    2. I am profoundly pleased and honoured to stand before you today to present to the members of this Honourable Assembly the Rivers State Budget for the 2025 financial year.

    3. As you know, this is my second budget address since assuming the mantle of leadership on May 29, 2023. On December 13, 2023, I presented my first budget under the theme: Renewed Hope, Consolidation and Continuity.

    4. A year later, we have every reason to thank God for the continuing privilege of serving our dear State and her people with courage, honour and integrity despite the obvious challenges.

    5. Mr Speaker, I want to assure you and the good people of Rivers State that we are determined and resolute in providing our dear State with unmatched services.

    6. Indeed, we were elected at this time to serve God’s divine purpose for the State and our people, and with Him by our side, we will continue to provide and ensure our campaign promises are fulfilled.

    7. Our mission in government is to serve the State, advance its development, and deliver sustainable improvements in the well-being of all residents.

    8. As servant-leaders, we are responsible for securing the State and delivering quality, effective and efficient public services, including education, healthcare, and socio-economic infrastructure to serve the best interests of our people.

    9. We also must create an enabling environment for the private sector to thrive and create jobs and sustainable economic opportunities for all, including our youths, to prosper and live a good life.

    10. From the onset, we committed to responsibly deploying our collective resources to build a more secure, peaceful, and developed State and provide a prosperous future for our children.

    11. We have been working tirelessly in the past one and a half years to restore confidence and trust in the government and fulfil all our promises to the good people of Rivers State.

    12. To the glory of God, we have made unprecedented investments and recorded significant impact in our priority areas of road infrastructure, healthcare, education, general administration, and the security of lives and property.

    13. Our economy is steadily growing while socio-economic infrastructures, including roads, schools and hospitals, are being delivered at an unprecedented pace throughout the State, including the remotest parts.

    14. Therefore, it is with a profound sense of pride and fulfilment that I come to present the Rivers State budget for the 2025 fiscal year to enable us to continue to push on with our bold agenda to build and realize the Rivers State of our dreams: a Rivers State that is truly secure, great and prosperous with the best environment for people to live, work, do business, and visit.

    2024 BUDGET PERFORMANCE REVIEW

    15. Mr Speaker, you may wish to note that the total revenue projection for the 2024 fiscal year was Eight hundred billion, three hundred and ninety-two million, four hundred and eighty-five thousand, four hundred- and thirty-three-naira, one kobo (N800,392,485,433.01), only.

    16. Out of this total revenue, Two Hundred and Eighty-Three Billion, Two Hundred and Thirty-Five Million, Three Hundred and Six Thousand, Four Hundred and Six Naira (N283,235,306,406) was expected from the Federation Account Allocation Committee (FAAC),

    17. We also provided the sum of Two Hundred and Thirty-One Billion, Fifty-Seven Million, Eight Hundred and Thirty-Six Thousand, Nine Hundred and Forty-Five Naira (N231,057,836,945) only to be derived from internal revenue sources, including taxes, capital receipts, and loans.

    18. As of November 2024, the total FAAC receipts were N340, 771, 971, 028.50 billion, about N57,536,664,622.52 more than the projected figures for the fiscal year.

    19. The favourable revenue performance from FAAC resulted from enhanced revenues from our share of the Value-Added Taxes and Forex Exchange Gains.

    20. Similarly, as of the end of November 2024, the internally generated revenue was N282,557,399,997.78, which was over N51 billion more than the N231,057,836,945,00 budgetary projections.

    21. We are expecting the internally generated revenue for 2024 to close at over N300 billion by the end of December 2024, which is over N100 billion more than the total receipts for 2023.

    22. Mr Speaker, it is worthy of note that this is the first time the State Government would record a historic N100 billion increase in IGR in a succeeding year.

    23. Most interestingly, the phenomenal increase was realized without raising or imposing new taxes, which underscores the success of our administration’s commitment to enhancing domestic resource mobilization as the primary source for funding the government’s expenditures and the measures we have put in place to drive this vision.

    24. The organic increases in our internally generated revenue also show that the State’s domestic economy is on the right path to real and sustainable growth and that it is only a matter of time before we realize our abiding drive for economic self-reliance and sustainability.

    25. Furthermore, we funded our expenditures and met all our debt repayment obligations for fiscal year 2024 without taking any new loans as a deliberate strategy to reduce deficit financing in line with our commitment to prudent management of available public funds to ensure real and sustainable economic growth and development.

    26. Mr Speaker, on the expenditure side, the good news is that the 2024 recurrent budget was fully funded, thereby recording a 100 per cent implementation.

    27. In addition to fully meeting our salary, gratuity, and overhead obligations, including the continuous payment of arrears to workers, pensioners, and MDAs respectively, we have also implemented the N85,000.00 minimum wage, which is the highest in the country and matched only by Lagos State.

    28. Similarly, the 2024 capital budget also recorded a very successful implementation with 100 per cent historical performance, in line with our administration’s commitment to transforming the State through extensive infrastructural and human capital development.

    29. In terms of project execution and delivery, we worked on all the inherited projects and initiated some new legacy projects within the 2024 fiscal year.

    30. As of today, we have delivered over 30 road projects and numerous schools, health, security, housing, and community development projects across the State.

    31. Construction work has continued with our flagship road projects, such as, the Port Harcourt dual carriage Ring Road and Bridges, the Elele Umudioga – Egbeda Mmini-Ikiri-Omoku dualization, and the Trans-Kalabari Road, etc.

    32. In all, we met both our revenue and expenditure targets and substantially achieved our budget objectives for 2024 in terms of expectations, performances, and project delivery despite the macro-economic challenges of the national economy, including the high inflation, the devaluation of the naira, and the prolonged political crisis.

    THE 2025 BUDGET

    33. The total projected revenue for Rivers State for the 2025 Fiscal Year is One Trillion, One Hundred and Eighty-Eight Billion, Nine Hundred and Sixty-Two Million, Seven Hundred and Thirty-Nine Thousand, Nine Hundred and Thirty-Two Niara, Thirty-Six Kobo (N1,188,962,739,932.36) only.

    34.  The two components of the budget are constituted as follows: Recurrent Expenditure is N462,254,153,418.98, Capital Expenditure of  N678,088,433,692.03, Planning Reserve of N35,688,864,931.16, and a closing balance of N12,931,287,890.19

    35. This gives a Recurrent/Capital expenditures ratio of 44:56% indicating the sincere commitment of our administration to both infrastructural and human capital development of our people and state.

    36. Mr Speaker, Honourable Members, the 2025 budget is premised on achieving sustainable economic growth, accelerating the development of the State, and improving the living standards of our people.

    37. Therefore, it contains policy measures and objectives that will strengthen our capacity to weather possible external shocks from the volatility of the national economy to build the resilience of our economy and advance our collective development and prosperity.

    38. It is for this reason that we have the theme for the 2025 Budget as a Budget of inclusive growth and development.

    THE 2025 BUDGET ASSUMPTIONS/POLICY OBJECTIVES

    39. The 2025 Budget is premised on the following assumptions:

    (i) Oil price benchmark of $80 per barrel;

    (ii) Oil production rate of 1.8 million barrels per day;

    (iii) Naira: USD exchange rate of 1500/1; and

    (iv) 22% inflation rate.

    40. We are also projecting improved contributions from the non-oil sectors to the national economy, including substantial receipts from value-added and exchange gains.

    41. In addition, we are projecting a GDP growth rate of 3.18% for the State, increasing internally generated revenue to not less than 35% of the total Budget, and reducing the fiscal deficit by limiting if not outright freezing resort to domestic borrowing for budget funding and augmentation.

    42. Furthermore, we shall expand our internal tax base by bringing more people into the tax net and save money where we can and invest more in the critical sectors that will strengthen the State’s economic foundations and enhance our development.

    43. We will further improve the ease of doing business and provide incentives to attract local and foreign direct investments into the State to stimulate economic growth, improve internal revenue generation and enhance job creation.

    44. Mr. Speaker, the above assumptions and budget policy objectives were derived from the Economic and Fiscal updates, the fiscal strategy paper and the budget policy statement which adequately examined global dynamics and the current trends with their implication for the national and the state economic performance potentials in addition to the three years historical performance of the state revenue and expenditure.

    45. The overall objective of this is to pursue as much as possible and achieve a realistic budget that significantly closes the gap between estimates and possible actuals.

    46. We are therefore confident that the 2025 appropriation estimate is the true reflection of the reality of the state of our economy with reasonable flexibility that allows for eminent shocks from the current challenges with the national economy and macroeconomic frameworks.

    52. Hon. Speaker, besides aligning with our fiscal reality, the 2025 budget prioritizes the fundamental objectives of building a secure, prosperous and resilient State with inclusive economic growth, sustainable development, and improved standards of living for everyone.

    53. We will strive to address the challenges of socio-economic inequality, social exclusion and poverty by ensuring improved access to food and nutrition, quality education and healthcare, socio-economic infrastructure, jobs and economic empowerment.

    54. Consequently, our core priorities for the 2025 fiscal year include agriculture, economic growth, quality education and healthcare delivery, basic infrastructure, and social investments.

    Agriculture

    55. Mr Speaker, I wish to reiterate once more that agriculture is at the heart of our business objectives for 2025 because it is imperative for job creation, economic growth, and achieving food security for our dear State. Accordingly, we have allocated nearly N31 billion naira to support interventions in agricultural development.

    56. This sum will enable us to implement a comprehensive agriculture transformation support programme for our youths and contribute to significantly resolving the challenges of youth unemployment, poverty, and food insecurity in our State.

    57. We shall provide land preparation, farm inputs and extension services, including training, tractors, and access to improved seedlings and fertilizers to farmers to enhance their productivity and farm yields.

    58. We will build more rural access roads to enable unimpeded access to farmlands in our rural areas and ease the transportation of farm products to urban markets and existing export terminals.

    59. We are committed to actualizing the Africa Development Bank’s funded Agriculture Processing Zone Scheme in the State. I have accordingly mandated the Commissioner of Agriculture to liaise with the Federal Ministry of Agriculture9 and accelerate the implementation processes.

    60. Furthermore, we are ready to collaborate and provide incentives for private investments in large-scale farming of livestock, fish, cash crops and vegetables for domestic consumption and export.

    Education

    61. Mr Speaker, we shall continue to provide access to quality education at all levels of our educational system to enable our children to have the knowledge and skills that they need to excel in their careers and contribute to the development of the State.

    62. Consequently, we have proposed to spend over N63 billion naira representing 9.3 % of the budget on education in fiscal year 2025.

    63. With this, we shall access all outstanding matching grants from the Universal Basic Education Commission to rehabilitate, equip and furnish dilapidated public primary and junior secondary schools and continue to provide free basic education to our children.

    64. We will also rehabilitate, equip and furnish as many senior secondary schools across the State including the provision of new classrooms, perimeter fencing, water and electricity to provide a conducive environment for effective teaching and learning to take place.

    65. We shall work with the school-based management boards, administrators, parents and teachers to fix our broken school system, improve enrollments, keep learners in school, promote effective teaching, and improve learning outcomes.

    66. We shall also ensure the recruitment of 3000 teachers to improve the teacher: learners’ ratio and provide incentives for teachers posted to serve in our rural communities.

    67. Furthermore, we shall ensure the take-off of the Rivers State College of Education at Opobo and continue to provide necessary funding support for all our tertiary institutions to provide infrastructure, build more hostels and enhance their administrative capacity to effectively discharge their mandates on human capital development for the State and country.

    Healthcare

    68. Mr Speaker, the health of our people is a major priority in our development objectives. Consequently, our government will continue providing quality and affordable healthcare services to our people.

    69. To this end, we propose to spend N97.750 billion naira representing 14.4% of the budget on quality healthcare development and delivery.

    70. With this sum, we will complete, equip, furnish and commission the zonal hospitals and continue with the construction of the expanded neuropsychiatric hospital, and the new general hospital at Rumuigbo.

    71. We will also rehabilitate more general hospitals and health centres across the State and ensure the procurement of essential drugs, medical supplies and equipment for effective and efficient healthcare delivery.

    72. We will continue to provide more infrastructure and strengthen the capacity of the Rivers State University Teaching Hospital to provide quality, effective, and efficient tertiary healthcare services to citizens and visitors to the State.

    73. Finally, we will also continue to strengthen the health system by ensuring that every health centre is serviced by a medical doctor, improving patient care and enhancing record management to ensure quality and efficiency in our healthcare delivery in rural communities.

    Road and Transport Infrastructure

    74. Mr Speaker, as you know, the provision of road and transport infrastructure is the oxygen of development and the surest pathway to sustainable human prosperity.

    75. Thus, our commitment to providing quality socio-economic infrastructure to accelerate economic growth, job creation and improved standard of living for our people cannot be over-emphasized.

    76. It is for this reason that we have proposed over N195 billion for the provision of road and transport infrastructure across the State in the 2025 fiscal year.

    77. With this, we shall complete more of the numerous ongoing road projects and initiate the construction of new ones across the State, including the rural areas as proposed in the budget details.

    78. Mr. Speaker, Rivers State is ripe for the introduction of a modern, secure, comfortable, effective and efficient multi-modal transportation system to move goods and services and accelerate socio-economic development and transformation of the State.

    79. Accordingly, we will support and facilitate the modernization of the public transport system through necessary incentives to experienced and efficient local and domestic industry investors to invest and develop the sub-transport sector to improve the quality of public transportation service in the State.

    Energy supply

    80. We will complete all ongoing electrification projects, including delivering transformers and replacing the generator-powered streetlights with solar energy-powered streetlights across Port Harcourt and Obio/Akpor Local Government Areas. This will save the state a lot of money from the purchase of diesel and the repairs or replacement of broken-down generator sets.

    81. We will also ensure the passage of the Rivers State Electricity Market Bill to regulate and open the State’s energy sector for private sector investments to achieve energy security and accelerate the industrialization of our State.

    Social Development and investments

    82. Mr Speaker, we have proposed to spend N15.4 billion naira for the social development subsector of our economy to advance youth and gender empowerment, jobs and wealth creation, sports development, and social inclusion.

    83. We will collaborate with Local Government Councils to establish youth resource and digital transformation centres to enable access to digital tools, internet services and training programmes for our youths to become economically successful and sufficiently self-reliant.

    84. We will also continue to support and strengthen the capacity of State-owned sporting teams, especially, Rivers United, Rivers Angels, and the Hoopers to enable them to excel and win more laurels in both national, regional and international contests.

    85.  Mr Speaker, we appreciate the vital role small and medium enterprises play in the State’s economic development. Accordingly, we will continue to support small and medium enterprises development with access to funds, training, and infrastructure.

    86. Furthermore, we are boosting the State’s culture and tourism sector with the concession of the Port Harcourt Tourist Beach for expansion and redevelopment with water parks and operationalization by a private company.

    87.  We will also strengthen the relevant State institutions to re-orientate and develop the creative skills and talents of our youths and empower them to become self-reliant, hardworking, successful entrepreneurs and job creators.

    Governance and security

    88. Mr Speaker, we have proposed over N213 billion for the provision of effective governance, public administration, social investments, and the security of lives and property for the 2025 fiscal year.

    89. This sum will enable us to execute our mandates on public governance and deliver the dividends of democracy to our people through purposeful and highly impactful social policies, programmes and projects in the most efficient, effective and sustainable manner and achieve our strategic vision of being a prosperous State with healthy economic growth and development.

    90. We will build the capacity of the civil service through continuous training to enable them to deliver their portfolio mandates and make a meaningful impact on the State’s development.

    91.  Mr. Speaker, we are unwavering in our commitment towards keeping Rivers State peaceful, safe and secure for people to live, work and visit.

    92. Accordingly, we shall continue to prioritize the provision of security by working with all stakeholders, including the Federal Government, Local Government Chairmen, and our traditional rulers to strengthen the state’s security apparatus, including surveillance and intelligence gathering, to ensure effective and sustainable security of lives and property in the State.

    93. We will also continue to work with and support the security agencies, including the armed forces, with the necessary logistics and cooperation to enable them to discharge their security responsibilities to the State and its people, and also protect the nation’s economic infrastructures.

    94. We will implement necessary policies and programmes to improve the quality of life, conserve biodiversity, and protect our environment for the present and future generations.

    Judiciary, Law and Justice

    95. Mr. Speaker, the Judiciary, Law and Justice sector is indispensable in fostering economic growth, development, and the protection of lives and property.

    96. Therefore, we remain unwaveringly in upholding the rule of law and judicial independence and ensuring the quick and effective administration of justice to citizens.

    97. We are also committed to expanding access to justice by building more courtrooms, the appointment of more judges and magistrates and ensuring the well-being of all judicial officers and personnel.

    98. Accordingly, we have proposed N8,6 billion for the law and justice sector for the 2025 fiscal year.

    Conclusion

    99. Mr Speaker, Honourable Members, it’s obvious that our government has risen to the challenge of development of our dear State with courage and commitment.

    100. Despite the many challenges we have faced, we have not lost focus on the expectations of our people on good governance, development and improving the living standards of everyone.

    101. Under our stewardship, we have fulfilled our solemn duty of sound fiscal management and proven our profound commitment to accelerating economic growth and unprecedented expansion of socio-economic infrastructure and human capital development.

    102. We have also pursued new approaches to investment promotion and created an enabling environment for the private sector to thrive and create employment opportunities for our teaming youths.

    103. No other government in recent history has delivered more capital investments and captured the confidence of our people in our ability and commitment to deliver strategic development and the building of prosperous, sustainable and inclusive progress in Rivers State than we have done.

    104. Therefore, today we are presenting a budget that would empower us to consolidate the past gains, stimulate further investments into our economy and take our dear State to the next level of economic growth, social progress and shared prosperity.

    105.  Mr Speaker, permit me to express my profound gratitude to the good people of Rivers State for their unwavering support, prayers and trust over the last year and seven months I have had the privilege and honour of serving as their Chief Servant.

    106. I wish to also thank Mr Speaker and the Honourable members of the Rivers State House of Assembly for standing with us and the people of Rivers State at this inauspicious time.

    108. Together, let us continue to work towards building a better and more prosperous future for our dear State as I present the 2025 Appropriation Bill to this Honourable House for consideration.

    Rivers State Governor Siminalayi Fubara in the spirit of the yuletide has approved the sum of N100,000 for civil servants, public servants and pensioners in Rivers State.

    This Governor Fubara said is to enable the civil servants, public servants and pensioners in the State. have a fulfilled Christmas celebration.

    According to a statement by George Nwaeke, Head of Civil Service, Rivers State, the 2024 Christmas bonus will go to workers in the different Ministries, Departments, And Agencies as well as the pensioners both in the civil and public service.

    The statement reads: “I wish to inform the general public that the Rivers State Governor, His Excellency Sir Siminalayi Fubara, GSSRS in the spirit of the yuletide has approved the sum of N100,000 for civil servants, public servants and pensioners in Rivers State, to enable them have a fulfilled Christmas celebration.

    “The 2024 Christmas bonus will go to workers in the different Ministries, Departments, And Agencies as well as the pensioners both in the civil and public service.

    “His Excellency who gave this approval on Monday 23rd of December 2024, has directed its immediate implementation to enable the civil servants have a wonderful yuletide celebration.

    “I wish to state that this is the second time within the administration of his Excellency  Governor Siminalayi Fubara that civil servants in the state will be receiving Christmas bonuses, to the tune of one hundred thousand naira, an amount which is above the value of the nation’s minimum wage, and the first time that pensioners are being included.

    “The one hundred thousand Naira Christmas bonus for Both Civil and public servants as well as pensioners is part of Governor Fubara’s “Rivers First mantra” aimed at securing the well-being and happiness of Rivers people across the various sectors of the economy”.

    Gov Fubara preaches peace, unity, development at Christmas

    Meanwhile, Governor Fubara has extended warm Christmas greetings to the people of the State and Nigerians, urging them to embrace peace, unity, and love during the festive season and beyond.

    In his Christmas message delivered at Government House, Port Harcourt, on Tuesday, Governor Fubara congratulated Christians in Rivers State and across the nation as they join the global community in celebrating the birth of Jesus Christ.

    He called on citizens to use the occasion for deep reflection, prayer, and commitment to building a more peaceful, united, and progressive society.

    “On behalf of my family, the government, and the people of Rivers State, I congratulate all Christians in our state and across the country as they celebrate this year’s Christmas.

    “As we commemorate the birth of our Lord and Saviour, Jesus Christ, let us reflect on His virtues of love, humility, and selfless service, and apply these values in our lives to foster harmony, mutual respect, and progress,” the Governor said.

    Former President Goodluck Jonathan has advised the former Governor of Rivers State, Nyesom Wike to allow his successor, Siminalayi Fubara to do his work as Governor.

    TheNewsGuru.com (TNG) reports Jonathan gave the advice at the 1st Etche Festival of Food, Art and Culture Exhibition held at Nihi Community in Etche Local Government Area of Rivers State on Sunday.

    The former president was conferred with the traditional title of Eze Udo 1 of Etche land at the event used to celebrate the 10th Anniversary of the Coronation of His Royal Highness, Eze Ken O. Nwala as the Onye Ishi Agwuru 111 of Ulakwo-Umuselem in Etche.

    In his speech, Jonathan said though antagonism is a common experience that leaders face, the political war staged against Governor Fubara will eventually make him emerge as a General in politics.

    He pleaded with Rivers people to collectively ensure that they continue to support Governor Fubara while making sure that the State remains peaceful in order to engender enduring development.

    Dr Jonathan also urged Governor Fubara not to be perturbed over the political antagonism against his administration but to remain dedicated to the obligations of governance without being distracted, saying that his current political experience is turning him into a better leader.

    “I know you (Gov Fubara) are passing through challenges, and at occasions like these, I try to keep quiet. I don’t like to say certain things.

    “But this is first time you are holding top political office. You will pass through a lot. And, just know that nobody becomes a General without fighting wars. So, whatever challenges you are meeting now are baking you to be a General in politics. And with your total commitment and with the support I have seen from the people of Rivers State, God will surely see you through.”

    Dr Jonathan emphasised the critical position that Rivers State occupies, and warned that whatever happens to it negatively will impact on the entire country in the long run.

    He said: “We want a peaceful Rivers State, because Rivers State is the centre of the Niger Delta. And I always make it very clear: if we create serious perturbation in Rivers State, we are creating crisis in the Niger Delta, which is not good for our economy as a nation.

    “We want a peaceful Rivers State. We want the Governor of Rivers State to be allowed to remain calm and do his work. After he finishes serving, another person will take over.

    “In political office, we have tenures. And so, we don’t need to kill ourselves over any political office. Allow those who are there to do their work, and after that, anything can happen.”

    Dr Jonathan commended Eze Nwala for the success he has achieved in 10 years on the throne and the commitment of Etche people to farming activities that has reckoned the place as the food basket of the State.

    He said, “I congratulate the Etche people, and when you are the food basket of Rivers State, you are also the food basket of sister states like Bayelsa and Imo and other neighbours around you.

    “Because, just like a lot of food comes from the North down to the South, food from Etche spreads across the whole area. So, we have to commend the Etche people for still taking the farm work seriously and producing food for us.”

    Meanwhile, at the event Governor Fubara accepted the chieftaincy title: Dike Oha 1 of Etche land, bestowed on him by the Supreme Council of Etche Traditional Rulers, saying it is now public acknowledge from the heart of Etche and Ikwerre nations that he enjoys strong support of the people.

    Governor Fubara, who expressed delight over the recognition and the chieftaincy title, said his administration will continue to provide projects and social services that will improve the standard of living of the people.

    He stated that his administration has awarded contracts for the reconstruction of roads in Egwi, Afara and Mba communities in Etche.

    Governor Fubara urged the people to expect more government attention because of their support, and assured that he will not disappoint them.

    “For my teeming supporters, I know you are happy I am here. Let me wave the title, the Dike Oha 1 to you. I receive this honour on behalf of my family and the good people of Rivers State with all my heart, and I want to thank you and assure you that we will not disappoint you. We will continue to do our best to better the lives of our people.

    “You are aware that we just recently awarded the roads in Afara, Egwi and Mba communities. You know the importance of these roads. We have not just awarded them. We will make sure that we see to the completion of those roads. I can assure you that in the next few months, we will be coming here to commission that project. That is one among other things that we will do.”

    Governor Fubara also stated: “But for today, I want to assure you, your support is well appreciated, and in return, we will continue to do our best to lift up your faces before the people who believe that you made a mistake in supporting us.

    “We will not allow you to face any shame. We are happy today that in this event, it is no longer former but we have the incumbent local government chairmen, not just of Etche, but also of Omuma.

    “This is a sign that with patience, everything will be achieved. So, please, continue to be law abiding. We will follow our course in the most rightful way, in the most just way, and we will get to our promised land.”

    Governor Fubara, who commended Eze Nwala for serving his people diligently for 10 years now, urged him to always put God first in everything so that he can truly accomplish more for the people.

    Speaking of former President Jonathan, Governor Fubara said: “Let me thank our father (Dr Jonathan) for coming to grace this occasion. It is not just for the celebrant being close to him.

    “This  goes to show that he is a man who is very simple, who believes that humanity is the most priceless thing you can give to anybody.

    “Coming here to celebrate with the Etche people is a sign of humility. So, I want to thank you for coming and to be with us today.

    “When I was told that our Daddy (Dr Jonathan) will be coming here, I have to cancel all other programmes that I have to be here to receive him and to honour him.

    “He has stood with me in this most difficult period of our administration. So, the little I can do is to come to wait for him, to receive him, and to share in this honour.”

    Chairman of the occasion, Senator John Azuta Mbata congratulated Eze Nwala for meritorious 10 years on the throne, and urged him and other traditional rulers in the State to reciprocate the pride of place given to them by the State Government by ensuring maintenance of law and order, security of lives and property in their domains, among others.

    Gov Fubara moves to vacate order stopping Rivers allocations

    Governor Siminalayi Fubara on Friday prayed the Court of Appeal  to set-aside the judgment that barred the Central Bank of Nigeria (CBN) from releasing monthly allocations to Rivers State.

    The governor, through his counsel Yusuf Ali, SAN, prayed a three-member panel of the appellate court led by Justice Hamma Barka, to vacate the high court order which he said was issued in bad faith.

    He urged the appellate court to allow his appeal marked CA/ABJ/CV/1303/2024, and nullify adverse orders that Justice Joyce Abdulmalik of the Federal High Court made against the state in the judgment she delivered on Oct. 30.

    Fubara’s plea came on a day the Justice Barka-led panel consolidated five other appeals that arose from the said judgment of the high court.

    The appeals were marked as: CA/ABJ/CV/1277/24, CA/ABJ/CV/1196/24, CA/ABJ/CV/1287/24, CA/ABJ/CV/1293/24 and CA/ABJ/CV/1360/2024.

    Aside Fubara, other appellants in the matter are the Rivers State Government, the Accountant-General of Rivers State and Zenith Bank Plc.

    The lower court had restrained the CBN from further allowing the Rivers government to draw funds from the consolidated revenue account.

    The restraining order followed a suit marked: FHC/ABJ/CS/984/24, which was brought before the court by the  Martins Amaewhule-led faction of the Rivers  House of Assembly.

    Defendants  in the matter are the Central Bank of Nigeria, CBN, Zenith Bank Plc, Access Bank Plc and the Accountant-General of the Federation (AGF).

    Others are  Fubara, the Accountant-General of Rivers; Rivers Independent Electoral Commission, RSIEC; Chief Judge of Rivers, Hon. Justice S.C. Amadi; Chairman of RSIEC, retired Justice Adolphus Enebeli and the Government of Rivers .

    The appellants, through their respective counsel, urged the appellate court to allow their appeal.

    Similarly, the The Martin Amaewhule-ledfaction of the Rivers State House of Assembly, through their team of lawyers led by Mr. J. B. Daudu, SAN, asked the court to dismiss the appeals and affirm the high court’s judgment.

    After all the parties adopted their briefs of argument on , the panel reserved its judgment till a date that would be communicated to the parties.

    The factional members of the Rivers  Assembly loyal to the immediate past governor of the state and current Minister of the Federal Capital Territory, FCT, Mr  Nyesom Wike, had persuaded the lower court to withhold all federal monthly allocations meant for Rivers state.

    They predicated their case on the ground that gov. Fubara refused to comply with an order of court that directed him to represent the 2024 Appropriation Bill of the state, before them.

    Gov. Fubara had insisted that the Amaewhule-led group had since ceased to be lawmakers in the state. He alleged that, having defected from the Peoples Democratic Party, PDP, which sponsored their election, to the All Progressives Congress (APC).

    Rivers State Governor, Sir Siminalayi Fubara, has revealed that the current political crisis rocking the State is for the sole control of the state resources.

    This is as he has assured Rivers people that he will continue to utilize the state resources judiciously for the betterment and overall interest of the people.

    Governor Fubara made the revelation while addressing the congregation of Omega Power Ministries (OPM) Worldwide during the 51st Birthday of the General Overseer, Apostle Chibuzor Gift Chinyere, and the 18th Anniversary Celebration of the church at the Headquarters, Mbodo, Aluu near Port Harcourt on Sunday.

    The Governor, however, sued for continuous prayers from the church in order for his administration to remain focused with a view to achieving the purpose of governance in the State.

    He said, “There is a reason for this crisis, and that reason is the control of the resources of Rivers State. Rivers State resources belong to you, and we will make sure that the resources are applied judiciously for the betterment of Rivers State.

    “What you owe us is just one thing: Continue to pray for us. Let us not lose focus because we know the devil is always at war to derail people in governance. Continue to pray for us because what is most important is the interest of the people here, and I believe that with your prayers, we will not lose focus and the purpose of governance will be achieved in Rivers State”, he noted.

    Governor Fubara lauded the General Overseer of OPM Worldwide, Apostle Chinyere for his philanthropic works and contributions to humanity.

    The Governor, who noted the decay of public amenities met on assumption of office, commended the General Overseer of OPM Worldwide for the various educational programmes in the ministry aimed at providing children the requisite vocational and technical knowledge needed for future employment.

    He said, “I want to commend you for what you are doing. Life is not about taking. What is important in life is giving, and anybody who believes that it is only taking, the person won’t go far in life.

    “For all you are doing for humanity, God will continue to strengthen you. You don’t know what you are doing, but those of us who are outside understand your contributions to humanity.

    “Look at what you just showed me here. How many of our schools are still functioning to provide that level of training? There are no longer there! We met a dead system which we are trying to revive. But you are doing it as a private person. Why won’t God bless you?”

    The Governor further thanked Apostle Chinyere and the congregation for the support to his administration, particularly the prayers, which he noted, have kept the government alive, in spite of all the challenges, urging them to continue to pray for the progress of Rivers State and defense of humanity.

    He also donated the sum of N200million to the church to support its going infrastructure development projects.

    “Let me say congratulations to this church because the GO “Power” will not succeed without the support of you. So, I want to thank you for supporting Power.

    “I am happy to be here, especially to celebrate this birthday with him. He has been a very strong supporter of our cause. Right from the time we started this journey, he has kept faith with me in prayers.

    “I strongly believe his prayer and the prayers of the church are one of the reasons that while in the face of all our troubles, we are still standing. There is nothing God cannot do. So, I know that with your continuous prayers, we will overcome this present challenge.

    “I am aware that there is a building for your TV station, and one of the dreams for that place is when you finish it, guests will be staying there when they come for programmes. Let me, on behalf of the government and everyone of you here, and the good people of Rivers State, donate the sum of N200million to support the project.

    “Power has injected my own power to you. So, I need more power, more power for the progress of Rivers State, more power for the defense of humanity in Rivers State. God will bless you people for your prayers, and I assure you, we will not fail you,” the Governor said.

    The Governor had earlier attended the birthday thanksgiving service of the State Deputy Governor, Prof Ngozi Odu, at the Salvation Ministries, GRA Phase 2, Port Harcourt.

    Rivers State Governor Siminalayi Fubara’s made the world to believe that his predecessor and Minister of the Federal Capital Territory (FCT), Abuja, Chief Nyesom Wike, is the architect and purveyor of the political crisis in the state. He’s used every opportune moment to drum this narrative for the consumption of a sympathetic public.

    Fubara struck a similar cord lately, at the heat of the contentious and bloody October 5, 2024, local government council election that’s resisted and boycotted by the Wike faction of the ruling Peoples Democratic Party (PDP), and the opposition All Progressives Congress (APC) in the state.

    Appearing on a Channels Television’s ‘Politics Today’ on Monday, October 7, Fubara advised Wike to let go of his grip on the Rivers polity, “for the sake of the good people of Rivers State, and the love that you (Wike) have always professed for the state.”

    On the alleged breach of a “gentleman’s agreement” he’d entered into with Wike to secure his “anointing and endorsement” as the PDP candidate for the March 18, 2023, governorship, Fubara said he’d kept all “understanding” with Wike, and lounged into his talking point of how he’d repeatedly knelt down for Wike for peace to reign in Rivers.

    “There is nothing I have not done on this earth for peace to reign. I can tell you the number of times I have knelt to beg (Wike) that, let’s allow this issue to go. I have done everything,” Fubara said, even as continuously states, “I will not worship any human being but God” – indicating alleged Wike’s demand he (Fubara) should worship him, a charge Wike’s denied.

    Fubara says he appreciates the fact that Wike played a pivotal role in his governorship, but that it’s God that used Wike as a vessel to fulfil His purpose, and so, only God deserves his (Fubara’s) worship, and not any human. He echoed this sentiment on May 16, 2024, during the inauguration of Egbeda internal roads, in Emohua local government area of Rivers.

    Fubara said: “God can do anything He wants to do when He wants to do it. It is only for us to realise that God will not come down from Heaven but will pass through one man or woman to achieve His purpose. So, for that reason, when we act, we act as humans; human vessels that God has used, and not seeing yourself as God.

    “I want to say this clearly, that we appreciate the role our leaders, most especially the immediate past governor (Wike) played. But that is not enough for me to worship a human being. I can’t do that.”

    However, on May 11, 2024, in Ogu-Bolo, Rivers State, at a grand reception in honour of Chief George Thompson Sekibo for his 20 years of public service, Wike said he isn’t God, and as such, had never demanded that anybody should worship him. “Nobody can worship man. All of us believe that it is only God we will worship. (But) as politicians, we appreciate people who have helped us,” Wike said.

    Asked on the Channels TV’s programme what his message to Wike would be if they met, Fubara said: “I’ll tell him that it has gotten to a point where he needs to let go. We need peace in this state. You don’t necessarily need to win all the fights; at times, you just let go for the sake of the good people of Rivers State and the love that you have always professed for the state.”

    Noting that “election periods are over and it’s time for governance,” Fubara urged Wike to give peace a chance. “What I am appealing is: Everyone should sheathe their swords. Even to the Minister, my oga (my boss), there is no need to destroy this state. When it comes to the election period, you can fight and do whatever but now is the time for governance. We need all the support,” Fubara said.

    “He (Wike) once ruled this state and the state was an envy of every other state. Another person (Fubara) is there now, (and) what we need is the support. After four years or eight years, who knows? I will also leave and someone else will take over. That should be the spirit. Fubara will leave tomorrow. Who knows who is going to come? It might be through him or another person but we need to secure the state.”

    But does Fubara really desire peace in Rivers State? It doesn’t seem so! Otherwise, he should quit the baiting, the insulting, the denigrating, the rhetoric, and the labelling of Wike as “the enemy of Rivers State” – all done by Fubara to curry sympathy and secure the approval of the gaming public. You can’t be talking peace and at the same time be fanning the embers of war!

    Fubara can stoop to conquer by embracing genuine reconciliation with Wike. For instance, what stops the governor from telling those beating the drums of war for him that, “Enough is enough, I’m going to make peace with Wike for the sake of Rivers State and its people?”

    This shouldn’t be the kind of reconciliation that Fubara mouths regularly: That he’s knelt down a number of times to beg Wike, even as he (Fubara) threatens to deploy the “enormous powers that I have as Governor” to deal with the “enemies” of Rivers. That’s a Machiavellian approach, which “encourages leaders to lie, manipulate and use coercive persuasion to serve their own needs,” that hasn’t worked so far for the Fubara in solving the political problems on ground in Rivers.

    Former Rivers APC’s governorship candidate in the 2023 General Election, Tonye Cole, weighing in on the political crisis in the state, has suggested a tell-ourselves-the-truth parley among the four governors that’ve ruled Rivers since 1999: Dr Peter Odili, Mr Chibuike Rotimi Amaechi, Chief Nyesom Wike and Mr Siminalayi Fubara to resolve the stalemate.

    Speaking on Arise Television’s ‘Morning Show’ on October 8, Mr Cole said: “His Excellency ex-Governor Peter Odili, who is the father of this political dynamics, must sit at the table. His Excellency Rotimi Amaechi must sit at that table. Then Nyesom Wike, and Siminalayi Fubara must sit at that table.

    “The President can superintend this if he really wants peace in Rivers State. And a decision must be made that this is how we are going to be moving forward. Until that is done, as soon as Fubara’s time is about to end, you will see an all-out war.”

    This may not work due to the personal and partisan differences among the former governors and the incumbent. For example, Odili aligns with Fubara and alienates Amaechi and Wike; Amaechi’s sours on Odili, Wike and Fubara; Wike’s beef with Odili, Amaechi and Fubara; and Fubara and Wike are on a war path.

    In such a scenario, who’ll call for the “sit-at-table” peace meeting? President Bola Tinubu would’ve fitted the bill, but he literally burnt his fingers the last time he attempted a truce between Fubara and Wike. The agreement, witnessed and signed by Odili, Fubara and Wike, among others, collapsed almost immediately it’s hashed out, with Fubara, who initially said the agreement “wasn’t a death sentence,” turning round to lebel it as political and not constitutional.

    So, here’s a simple approach that’ll not only put Wike on his back foot, and induce him to return to the basic, but also push him to his wit’s end! Fubara should select some of the elders and leaders of the divide in Rivers, including the former governors, and inform Wike that he’s coming with a delegation on an agreed date, to fully reconcile with him. The ball will then be centrally placed in Wike’s court to either accept or refuse Fubara’s expressed desire for armistice between them.

    Fubara’s offer of peace should be widely publicised in the media – different from his claimed behind-the-scences kneeling down to beg Wike – for maximum pressure and effect on Wike, and it’ll be well and good if the overture comes through! If doesn’t – in the event that Wike declines the invitation to reconcile, his current and intended political antics will be exposed as being the real masquerade behind the political turmoil in Rivers State, and Fubara will be vindicated at last.

    All told, the “feat” Fubara achieved with the conduct of the local government council election hasn’t guaranteed a win over the war with Wike. Instead, he’s merely won the battle – a pyrrhic victory of some sorts – while the war remains. It’s still a dicey situation in which “a child doesn’t know when sleep takes food from their mouth” – depicting the futility of the  “clever person” attempting to hold on to something that’s slipping away from them.

    Fubara strives strenuously to exonerate himself from the crisis he’s helped engineer and sustain for a year now. That Rivers is going through the grinding mill is because of the governor’s failure to use tact and diplomacy in handling and dealing with Wike’s alleged overbearing influence on his government.

    Agreed that Wike – amid strong opposition and resistance from even political leaders from Fubara’s homestead – worked on the recommendation of some Rivers leaders, and took Fubara from the civil service to the Government House, for which Fubara should be grateful, and accord Wike the respect he deserves within the ambit of personal relationship and official conduct.

    Reciprocally, Wike should give Fubara the space to freely run his government, and not breath down his neck, as doing so portrays him as a “godfather” that exerts maximum loyalty from and punishment on their surrogates. That’s what Wike’s become, and as especially sold by Fubara to the public, which views the governor as the underdog, and backs his duel with Wike in the supremacy contest to control the political structure, power and resources of Rivers State.

    But in his quest to crush and humiliate Wike over his appetite for “godfatherism,” Fubara’s committed numerous unforced errors, as he listens and tries to satisfy his supporters, who pressure him to man up and “show Wike that you’re the Governor of Rivers State.” It’s time Fubara ditched their selfish advice, and chart a different course that’ll genuinely ensure peace and security in Rivers!

    Rivers State Governor, Sir Siminalayi Fubara, has approved the payment of N85,000.00 as the new minimum wage for civil servants in the employ of the Rivers State Government.

    This is the agreement reached during a closed door meeting presided over by the Governor and attended by representatives of organised labour under the auspices of the Joint Public Service Negotiating Council in the State at Government House in Port Harcourt on Friday.

    Briefing newsmen after the meeting, the Head of Rivers State Civil Service, Dr George Nwaeke, who spoke on behalf of the Government, affirmed that Governor Fubara has graciously approved a new minimum wage of N85,000.00, adding that the government will begin in November, 2024.

    Dr George said: “He (Gov Fubara) has pronounced a figure that is higher than the National Minimum Wage. He pronounced a sum of N85,000.00, which is higher than the minimum wage that was prescribed nationally.

    “So, as the Head of Service and a major stakeholder in the labour family, I am very happy to say that the Rivers State Civil Servants have never had it this good since the inception of this State.

    “The labour union leaders and all the other major stakeholders were happy with this development,” he added.

    Responding to possible payment of arrears, Dr Nwaeke, said it is yet to be determined because a technical committee has been set up to critically work out a tenable payment chart, which will cater to issues of arrears.

    He clarified, “Issues of arrears will be worked out by the committee that I am going to be Deputy to the SSG. We are already going to work on it in a technical committee that will now get the nitty gritty of the payment and inform the press later.”

    On his part, the Rivers State Chairman of the Joint Public Service Negotiating Council, Comrade Emecheta Chuku, explained that this is their first meeting with Governor Fubara to discuss the issue of the new minimum wage as approved by the Federal Government of Nigeria.

    Comrade Chuku pointed to the fact that the gracious approval of N85,000.00 new minimum wage is very appeasing to the labour leaders, addingvthat it demonstrates love for the workers.

    He explained, “For the Governor to come, against all the crisis, against all the things that he is facing and more, to say he will pay N85,000.00 minimum wage, I think our hearts are full of joy.

    “Of course, we have no doubt, knowing the kind of person we have as our Governor. He is a decent man; very responsible enough; and grew through the rank and file of the system. He understands what it takes to earn a living salary; he understands the difference between gifting money and paying somebody salary that can sustain him or her from the first day to the last day of the month.”

    Also speaking, the Chairman, Nigeria Labour Congress (NLC), Rivers State Chapter, Comrade Alex Agwanwor, noted that the amount approved by Governor Fubara puts Rivers State Government ahead of Lagos State as the highest minimum wage paying State to civil servants in Nigeria.

    He stressed, “Why do I say that? Lagos State said N85,000.00 and Rivers State is paying N85,000.00. The IGRs of Lagos State and Rivers State are not the same. So, for the Governor to agree to pay the same rate with Lagos, that means we are at the top of it.

    “We are the best, and we want to continue to commend the Governor. We assure him that, as far as this State is concerned, labour is going to stand with him. We will be with him even until the next eight years.

    “I want to commend His Excellency, Executive Governor of Rivers State, our own Number One Worker in Rivers State, he has, once again, proven that the workers in Rivers State gave him an award on May Day as the Champion of Labour, as the Most Labour-Friendly Governor in Nigeria. He, again, has shown that to us today, and I want to commend him.”

    He added that they were returning to the State Secretariat Complex to inform workers of the Governor’s magnanimity and benevolence towards civil servants in the State.

    Rivers APC Chairman reveals those fighting against Gov Fubara

    Dr Tony Okocha, Acting Chairman of the All Progressive Congress(APC) in Rivers State has disclosed that those who contested the last governorship election in Rivers against Siminalayi Fubara in the People’s Democratic Party (PDP) are those fighting against the Governor.

    TheNewsGuru.com (TNG) reports Dr Okocha, was reacting over the Judicial Commission of Inquiry set up by Governor Fubara to investigate the burning of local government offices in the State when he made the disclosure while speaking with newsmen in Abuja on Thursday.

    “The Judicial Commission of Inquiry to investigate the bombing of Local Government offices is just a witch hunt. The governor merely wants to use it to deal with his perceived enemies,” Okocha told newsmen.

    Recall Fubara recently inaugurated the Judicial Commission of Inquiry to investigate the arson, killings and destruction at various local government council secretariats in the state. The seven-member panel, which has one month to conclude its assignment, has Justice Ibiwengi Minakiri as Chairman and Mrs. Inyingi Brown as Secretary.

    It is expected to investigate the attacks and burning of local government councils’ secretariats on October 7, 2024, shortly after newly elected local government officers were sworn in.

    Okocha, while faulting the governor’s action, said that there was no sincerity in it, stressing: “The said election itself was illegal and, thus, a nullity. The governor has said that he knows the people that attacked the local government secretariats. If he knows the people, why not just ask the Police to arrest them? Why is he setting up a judicial commission of enquiry?”.

    Okocha said that he would take the probe seriously if it is stretched  to include all issues of arson that the state had suffered in the past.

    “If the governor really wants justice, the terms of reference of the commission should be all-inclusive. All issues of bombing should be probed. The House of Assembly bombing should be probed.

    “We also want the bombing of the APC State headquarters to be probed. We do not want selective probes. We want to see genuine search for justice. Let’s have a full package  that involves all cases of arson. That is the only way the Rivers government can do justice,” he said.

    On whether he would appear before the panel if invited to do so, Okocha said he would  appear before it “if it will probe all incidents of arson in Rivers”.

    “Yes, I will appear before the panel if all cases of arson in Rivers are included in its assignment,” he said.

    Okocha regretted that the state had become “a Rivers of trouble”, and blamed the situation on “the man who should protect everyone”.

    “The governor is supposed to be the chief law officer, but he has failed in that crucial  task. We have a valid court judgement that stopped the local government election.

    “It is that judgement that stopped the Police, security agencies and INEC from participating in the elections. Strangely, in spite of all, the governor went ahead with the elections. So, clearly, it is a nullity.”

    On the cause of political upheavals in Rivers, Okocha declared that “Fubara is fighting himself”.

    “The governor is fighting himself; the APC is only beginning to get strong now. We used to be just a social club as we have never won any election in Rivers. The PDP won the governorship seat in addition to the three Senate slots, the 12 seats in the House of Representatives and the 32 state assembly seats.

    “So, it is one party fighting itself. The party was elected to serve, but what we are being served  is trouble,” he fumed.

    He said 14 people aspired to govern the state on the PDP platform, but Fubara, “the least of them”, got the ticket and became governor.

    “It means he was favoured over others. People were ignored in his favour and they are angry. Those are the people fighting him,” Okocha said.

    The APC chairman expressed optimism that  Fubara’s squabble with his party would favour the APC in 2027.

    “As the crisis festers, there is no project to Fubara’s name. He has not done anything to the Rivers people in close to two years. As a virile opposition, we are taking the governor on many issues. We want to demarket him so that we shall win the seat in 2027,” he said.

    Okocha said that peace would have returned to Rivers State if Fubara had listened to President Bola Tinubu’s counsel.

    “When Rivers was about to get burnt, President Tinubu stepped in to broker peace. He suggested that all court cases should be withdrawn and the Budget be re-presented before the House of Assembly.

    “He also suggested that members of the House of Assembly should be given access to state matters. I recall that Fubara agreed and told Mr President that peace was priceless while terror was senseless, but we got a different thing when we returned home,” he said.
