South African president, Ramaphosa re-elected ANC leader

The ruling party in South Africa, African National Congress (ANC) on Monday re-elected President Cyril Ramaphosa as its leader for another  five-year tenure.

Ramaphosa defeated former health minister Zweli Mkhize, to emerge the ANC leader for another round of five years.

According to election chief, Kgalema Motlanthe, he garnered 2,476 votes to defeat Mkhize with 1,897 on Monday.

He said “It’s a good outcome not only for the governing party… it’s a good outcome for the country,” Ramaphosa’s spokesman Vincent Magwenya told reporters.

“The president is quite energised,” he added.

Ramaphosa’s comfortable victory opens the way for him to a second term as South African president if the ANC win the next general elections, due in 2024.

Under the constitution, the head of state is chosen by parliament.

More than 4,300 delegates, gathered at a conference near Johannesburg, cast their ballots on Sunday to appoint top officials, including party president, deputy president, chair and secretary general,

The party’s former treasurer, Paul Mashatile, emerged deputy president.

Most of the delegates erupted in celebration, standing on chairs, chanting and clapping hands when the results were announced.

Ramaphosa’s opponent Mkhize, walked up to the stage and took off his cap to congratulate Ramaphosa. The pair hugged and shook hands.

Born on November 17, 1952 in Johannesburg’s Soweto township — the cradle of the anti-apartheid struggle — to a policeman and a stay-at-home mother, Ramaphosa had long eyed South Africa’s top job, but only came to it after a long dream.

  • South African appeal court orders Zuma to continue his jail term

South African appeal court orders Zuma to continue his jail term

An appeal court in South Africa has ruled that former president, Jacob Zuma, was unlawfully given medical parole from a jail term last year and should return to prison to complete his sentence.

80-year old Zuma had been handed a 15-month term in June 2021 for contempt of court, a move that triggered deadly unrest.

But he served only two months before being given parole for medical reasons that remain unclear.

Parole was granted by the head of South Africa’s prison service, despite an opinion by the service’s medical committee that Zuma did not meet the required conditions.

“This court has now determined that Mr Zuma’s release on medical parole was unlawful,” the supreme court of appeal said.
“Mr Zuma in law has not finished serving this sentence.

“He must return to the Estcourt Correctional Center to do so,” it said, referring to a jail northwest of the city of Durban.

According to medical assessments cited in the appeal court’s decision, Zuma has problems linked to high blood pressure, elevated levels of blood sugar and lesions of the colon.
Zuma, a prominent figure in the fight against apartheid, became president in 2009 and was forced to step down in disgrace by the ANC in 2018 following mounting corruption allegations.

But he remains a revered figure among grassroots members of the ruling African National Congress, who perceive him as a defender of the poor and oppressed.
When his jail term was announced, violent protests broke out that spiralled into looting, leaving 350 people dead.
The order by the supreme court of appeal is unlikely to be the final word in the long-running saga, as Zuma still has recourse to the Constitutional Court, the highest judicial instance in the land.

The prison authorities last month announced that Zuma’s 15-month term was now formally over.

He has since made several public appearances, singing and dancing before his supporters, and launched a verbal attack on his successor, Cyril Ramaphosa, accusing him of graft and treason.
Ramaphosa faces a crucial ANC conference next month, seeking re-election at a time when he is under pressure over allegations that he concealed a multi-million-dollar cash heist at his luxury farmhouse.

Zuma was jailed for refusing to testify to a high-level inquiry into massive state corruption that unfolded under his presidency.

He also faces separate corruption charges over an arms deal dating back more than two decades.

Former South African President, Jacob Zuma set free from prison

Former South African President Jacob Zuma was set free on Friday following the expiry of his prison sentence for contempt of court, a government department.

Zuma received a 15-month sentence in 2021 after he ignored instructions to participate in a corruption inquiry.

He handed himself in on July 7, 2021 to begin his sentence, triggering the worst violence South Africa had seen in years as his angry supporters took to the streets.

In a statement, Zuma said he felt relieved to be a free man and thanked his supporters.

“The messages of support on social media and other platforms kept me strong and focused on ensuring that those who wanted to break my spirit and resolve do not succeed,” he said.

Zuma was released on medical parole in September 2021. But in December, the high court set aside the parole decision and ordered him to return to jail.

Zuma appealed the ruling and remained on parole pending the appeal outcome.

“Mr Zuma complied with his conditions for medical parole as set out during his placement,” the Correctional Services department said in a statement.

“All administrative processes have now been concluded and the sentence expiry date marks the end of him serving his sentence under community corrections.”

Killers who fed couple’s bodies to crocodiles ‘have links to ISIS’

Three persons, who allegedly fed a British botanist couple’s bodies to crocodiles in South Africa have been accused of having suspected links to ISIS.

This was after detectives reportedly found ISIS pamphlets and a flag at the accused’s house at the time of the arrest after Rod Saunders and his wife Rachel were brutally murdered and fed to crocodiles in South Africa.

Rod Saunders, 74 and his wife Rachel, 63, were brutally killed four years ago as they searched for wild seeds in the eastern KwaZulu-Natal province for online business.

The internationally renowned botanists were interviewed by BBC TV presenter, Nick Bailey, for an episode of Gardeners’ World as they searched the Drakensberg Mountain region for rare Gladioli flower seeds.

A selfie taken by Mr Bailey and posted on his Twitter account as well as a photo taken by producer Robin Matthews during filming were believed to be the last photos taken of them alive.

Alleged killers of Brit couple and feeding them to crocodiles 'have links to ISIS'

Court proceedings began this week against their alleged killers, Sayfudeen Aslam Del Vecchio, 39, his partner Fatima Bibi Patel, 28, and their lodger at the time Mussa Ahmad Jackson, 35.

The trio denies all charges of kidnapping, robbery, murder and theft.

Some say Mr Del Vecchio and his Ms Patel, the daughter of a Muslim cleric, have links to ISIS.

They were previously charged with contravention of the Protection of Constitutional Democracy Against Terrorist and Related Activities Act, but this has since been dropped.

Del Vecchio and Mussa were transferred to Ebongweni maximum security prison in Kokstad in 2020 after prison officials said they had uncovered a plot that would jeopardize Westville prison where they were initially held.

Alleged killers of Brit couple and feeding them to crocodiles 'have links to ISIS'
Rod and Rachel Saunders with the BBC’s Nick Bailey days before they were murdered and fed to crocodiles.

WhatsApp communications were discovered between the accused pair.

They allegedly said they were planning to “kill the kuffar and abduct their alias, to destroy infrastructure and to put fear in the heart of the kuffar.”

Kuffar means disbeliever or infidel in Arabic.

They also described the couple as “prey” who were ripe for a good “hunt”.

TheNewsGuru.com reports that when they were initially charged with terrorism, the British Foreign Office issued a warning about a possible terrorism threat in South Africa.

Detectives reportedly found Islamic State pamphlets and a flag at the accused’s house at the time of the arrest.

They were also allegedly found to be affiliated with Farhad Hoomer, who is the alleged mastermind behind the 2018 Verulam mosque attack.

“We have been coming to Drakensberg since we were 16 and I’ve always had a passion for high-altitude grassland flora,” Mr Saunders said to BBC Gardeners’ World presenter Nick Bailey just days before his tragic death.

They last made contact with employees of their company on February 8, saying they planned to camp in Ngoye Forest Reserve.

It was gathered that they spent one night in the forest before being kidnapped, then at some point between February 10 and 15, were beaten to death before being thrown into the Tugela river, the court has been told.

The alleged killers used the couple’s Land Cruiser and bank cards to draw out £37,000 in cash.

Blood from Ms Saunders was found in the vehicle’s boot.

Lawyers for the accused say police have exaggerated the links to the Islamic State.

The trial was adjourned yesterday until October 25.

  • MTEF 2023 – 2025: Contributory pension scheme hits N14.5trn in 2022 – DG PENCOM

    MTEF 2023 – 2025: Contributory pension scheme hits N14.5trn in 2022 – DG PENCOM

…as Reps query N1.7bn administrative charges

The National Pension Commission (PENCOM) has said that the Contributory pension scheme has hit N14.5 trillion.

Also, Members of the House of Representatives committee Finance queried N1.7bn spent by the commission on administrative charges.

TheNewsGuru.com, (TNG) reports Director General of PENCOM, Aisha Dahiru-Umar, revealed this during the interactive session on the 2021/2022 budget defence and presentation of the 2023-2025 Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) to the House Committee on Finance.

She said: “By the provisions of the Establishment Act, all income earned from investment earned from the Retirement Savings Account are credited back to the RSA of the contributors. Nobody takes a single kobo from it. However, the Commission and the Pension operators are allowed to charge fees on the fund under management and that is what we survive on.

“For example, the total asset under management is now N14.5 trillion made up of three funds. One is the Retirement Savings Account Fund, the other is the Closed Pension Fund Asset and the Assets in Existing Scheme.

“Out of the N14.5 trillion, the RSA fund is about N11 trillion, the CPFA has N1.5 trillion and the AES has about N1.4 trillion. These monies are in the account of contributors. It is not been kept by PENCOM, it is not been kept by the PFAs. It is not anywhere but the account of the contributors, just like the commercial banks.

“We charge fees as follows: PENCOM charges on the RSA fund 0.2 percent, while the PFAs charge 1.2 percent and the PSCs charge 0.25 percent. Those percentages are charged on a daily basis and then divided by 365 days because if you wait to do that at the end of the year, it is going to be higher and the RSA account holders will be cheated.

Dahiru-Umar further explained that the commission is mandated by the Pension Reforms Act to charge these fees to enable it generate enough revenue to meet its personnel and operational cost and also to rid the government of the burden of funding the commission.

“We also charge fine which we collect from the operators when they break certain rules. We use what we called a sanction regime to guide us on what they should pay when they break the rules. There are also one-off charges like licensing fees which N500,000. All these monies are paid into CBN account”, she added.

However, the lawmakers queried the Commission’s accounts and demanded for details of total sum of N14.594 billion spent on personnel cost for 500 staff as well as N2.3 billion end of the year benefits, out of which the sum of N12.02 billion is for staff salary and N2.5 billion for other staff costs.

According to the document presented, the Commission’s personnel cost went from N12 billion in 2021, to N17 billion in 2022 and projected N21.5 billion in the 2023 budget proposal submitted to the Budget Office.

The lawmakers who demanded for the Commission’s audited accounts also questioned the N1.715 billion on administrative expenses.

They expressed displeasure over the sum of N1.1 billion remitted out of the N4 billion operating surplus declared by the Commission, while the sum of N20.8 billion was generated in 2021.

The committee accused the Commission of breaching extant financial regulations and the provisions of the 1999 Constitution (as amended), argued that as a fully funded agency, the Commission is under obligation to render its accounts to Accountant General of the Federation, Auditor General of the Federation as well as Fiscal Responsibility Commission in line with extant laws.

Speaking earlier, Dahiru-Umar disclosed that the Commission incurred expenditure worth N16.31 billion in 2021 and recorded N4.45 million as operating surplus.

The Committee therefore issued a seven day ultimatum to the Commission to submit relevant documents for further legislative scrutiny, also directed Fiscal Responsibility to submit the report on the reconciliation with various ministries, Departments and Agencies within one week.

It all started when Hon. Aminu Suleiman alleged that each staff earns an average N2.4 million per annum.

But the PENCOM Boss in a swift response to his submission, disagreed with the calculation of the lawmaker and stated that the item highlighted encompasses all allowances, including training.

“Personnel cost is not restricted to salaries, we have about 14 items here. The salaries, the allowances—both the training, allowances and others come under this. Nobody earns a million in PENCOM from the DG downward. Maybe we are doing it wrongly. However, we categorize everything as personnel cost,” she said.

However, the 2021 Appropriation record revealed that from the total sum of N16.310 billion earmarked for personnel cost, the sum of N10.151 billion was for staff salaries, N1.980 billion was for other staff costs.

Also, out of a total sum of N5.481 billion earmarked for overhead cost, the sum of N235 million was spent on capacity building, N244.445 million spent on premises expenses, N501.175 million was for miscellaneous expenses, N1.678 billion was spent on Admin expenses, while the sum of N1.105 billion was spent on operational, monitoring and supervisory expenses.

For the half year of 2022, the Commission has so far spent the sums of N507.157 million on capacity building, N189.070 million spent on premises expenses, N498.171 million out of N1.715 billion proposed as for Admin expenses; spent N240.926 million out of N499.143 million as miscellaneous expenses, while the sum of N1.961 billion spent so far on operational, monitoring and supervisory expenses, out of N2.157 billion captured in this year’s Appropriation Act.

Unsatisfied with her explanation, Hon. Suleiman said: “Everyone knows what constitutes personnel cost. This is a personal emolument to personnel. You cannot bring other components of your expenses here. I will ask that she supply the details of the per head of all the staff”.

Speaking further Hon. Saidu Abdullahi who presided over the session, warned the Commission not to reflect some of the subheads captured in the 2022 Appropriation Act such as procurement of computers, furniture and software, among others.

Hon. Abdullahi who expressed worries over the inability of the country to generate adequate revenue to fund its budget over the years, stressed on the need to block leakages and reduce cost, and sighted that South Africa has been able to generate N40 trillion against Nigeria’s N6 trillion revenue.
