Buhari approves new security measures to tackle unrest in South-East, South-South

President Muhammadu Buhari has approved new security measures to tackle cases of social unrest and violent crimes in the South-East and South-South geo-political zones of the country.

The acting Inspector General of Police, Usman Baba, made this known when he briefed State House correspondents on the outcome of the meeting of the National Security Council, presided over by President Buhari at the Presidential Villa, Abuja.

Baba, who briefed alongside the National Security Adviser to the President (NSA), retired Maj.-Gen. Babagana Monguno, and the Chief of Defence Staff, Gen. Lucky Irabor, said Buhari gave the approval during the security meeting.

According to Baba, the meeting, which has taken place three times during the last 11 days, assessed the situation in the country, particularly South-East and South-South, as it affects law and order.

He said: “We have some measures which we have outlined and have been approved by the Council and we’ll see how we can change the narrative within the quickest possible means to restore law and order and restore peace in that area.

“We solicit all law abiding citizens to work with us to identify and deal with the situation. That is that, I may not go into the details of how we will do that.”

On his part, the NSA disclosed that President Buhari had directed security agencies in the country to deal decisively with those perpetrating violence or causing mayhem in any part of Nigeria.

According to him, the president will not relent in his duty of ensuring every Nigerian is protected.

“What I am saying has to do with the orders given by the President, Commander in Chief to the Chief of Defence Staff, including the Service Chiefs, including the Inspector General of Police.

“I do not think I will want to go into details of the new measures.

“We have decided not to go along the path that we followed in the past whereby, certain operation and tactical decisions were made public; of course, we are in a situation whereby, we are fighting enemies that are not really known.

“The important thing is that the President has given us marching orders to deal physically with the emerging problems and of course, dealing with it from the realists’ paradigm,

“President Buhari‘s approach to dealing with this problem basically is that he recognises that his primary responsibility is ensuring national survival in a hostile environment.

“Whether that hostility is domestic or external, it has to be suppressed and therefore, he has given a clear line of action to the operational elements under the leadership of the Chief of Defence Staff,” he said.

According to the NSA, dealing with the current security challenges remains a priority, in order to return and sustain peace in all troubled parts of the country.

“The most important thing is that we have to subjugate all other requirements in order to deal with the present crisis of insecurity in the country.

“All other national objectives and obligations have to be subordinated to the primary concern of bringing back security and normalcy to the Federal Republic of Nigeria and allowing the entire citizenry to undertake their legitimate obligations without any fear of being intimidated or coerced by non-state actors,’’ he added.

Irabor also pledged more commitment and professionalism from the Armed Forces, as they tackle the nation’s security challenges, adding that peace would surely return to the troubled areas of the country.

South East professionals protest against appointment of CMD

South East Professionals in the All People’s Congress (APC) have protested against the continued appointment of Chief Medical Directors (CMD) of Nnamdi Azikiwe University Teaching Hospital, Nnewi from Anambra State.

The South East professionals argue that the continued appointment of the hospital’s CMD from Anambra negates the spirit and principle of federal character.

This is contained in a protest letter addressed to the Chairman of the Governing Board of the hospital, and signed by Barr. Favour Patrick Nnamdi and Dr. Emeka Aliona, President and Secretary respectively.

They opined that since the establishment of the hospital, all past five CMD of the hospital all hail from Anambra state.

“Due to federal character principle, Anambra state had produced Chief Medical Directors for other Federal University Teaching Hospitals in South East Nigeria repeatedly.

“We vehemently resist, oppose and stand against the appointment of another Chief Medical Director from Anambra state resulting from the ongoing screening/interview for a new CMD for the Teaching Hospital,” the letter reads.

The South East professionals requested the disqualification of all the candidates from Anambra state, stressing that nothing justifies the continued appointment of the indigenes of the State to the position.

They threatened to go to court if another person from Anambra state is appointed to the position.

“We urge you to recommend and appoint a qualified and competent new Chief Medical Director from any other State that applied,” the letter addressed to the Governing Board of the Nnamdi Azikiwe University Teaching Hospital added.

  • 2023: Nobody will give you presidency by abusing, threatening secession, El-Rufai tells South East politicians

2023: Nobody will give you presidency by abusing, threatening secession, El-Rufai tells South East politicians

Governor Nasir El-Rufai of Kaduna State has advised South East politicians to actively engage other sections of the country if they are really serious to produce Nigeria’s next president.

El-Rufai said that it was the same approach adopted by previous presidents and wondered why any section of the country would expect that it would be offered the presidency without negotiation.

He said it is even out of place for the Southeast to expect that it could get the presidency by threatening to break away from the rest of Nigeria.

El-Rufai, who spoke during a webinar organised by the Africa Leadership Group with the theme ‘Developing a Viable Nation 2’, conceded that the presidency should go to the South in 2023, but he said the Southeast should not bank on getting the slot by threatening to pull out of Nigeria.

His words: “I don’t think anyone has stopped the South-East from going for the Presidency. But you see, you cannot get the Presidency of Nigeria by threats or by shouting victim hood. “This is a political process and you have to engage other parts of Nigeria to convince them to support you.

“That is what everyone does. That is what Jonathan did in 2011. That is what Buhari did in 2015 and 2019. That is what every President does.

“You don’t stay in your corner, abuse everyone in Nigeria and say give me Presidency. It is not going to happen.

“Presidency is not by allocation; it is the result of a political process. You join a political party, your party negotiates with other parts of the country and it happens.

“That is how it is done. And you cannot get it by sitting down or threatening secession. It won’t work.

“I think the South-East is going about it the wrong way, because if you look at the APC for instance, we do not have many footprints in the South-East.”

Imo on the precipice – Dakuku Peterside

    Dakuku Peterside

The mayhem in the Eastern Heartland of Imo State has left everyone perplexed.

Security eruptions in Imo state appear to be an indicator of what the country is turning to .The state’s stories seem like scenes from blockbuster sci-fi movies meant to entertain fans in love with gory violence.

A few months ago, such scenes could not be imagined even by diehard pessimists in the state. But these have become the existential realities of citizens of Imo State today.

A few days ago, an armed gang kidnapped a traditional ruler , His Royal Highness, Eze Charles Iroegbu and all the cabinet chiefs of Nguru Mabise on their way back from a wedding ceremony.Unknown hoodlums attacked the Ehime Mbano police station barely 48 hours after Vice President Yemi Osibanjo, the former inspector general of police, Mohammed Adamu, and other government functionaries visited the state to inspect a similar attack on the
state correctional facilities and Police in Owerri.

In the early hours of Monday 5th April 2021 (Easter Monday),
gunmen attacked Owerri Correctional Centre (Prisons) and freed over 1,800 inmates. This was after setting virtually all the vehicles in the prison vicinity on fire.
The then Inspector-General of Police, Muhammed Adamu, released a statement later in the day blaming the attack on the outlawed Indigenous People of Biafra (IPOB). No investigation and no briefing preceded the announcement. The police chief accused IPOB of masterminding previous attacks on security officers and facilities in the South East and South-South region. He argued that who else has that level of sophistication and organisation to mobilise and attack security agencies continuously and succeed apart from IPOB? It is alleged that an IPOB Pastor was arrested and paraded, which may have gotten IPOB members angry.

However, in a separate statement, the Governor of Imo State, Senator Hope Uzodinma, blamed the recent attack on security facilities in the state on aggrieved politicians, saying they aimed to destabilise his government and that of President Muhammadu Buhari. In an interview with Channels TV, Uzodinma claimed that the incident was an attack on his government and explained that security agencies had gathered intelligence on the sponsors of the thugs and their planning leading to the attack on government establishments on Monday. Beyond the contradictory statements between the Chief Law Enforcement Officer in the Country and Chief Security Officer of Imo State, the details of the alleged jailbreak and attack on the Imo State Command HQ of the Nigeria Police looks like a poorly scripted drama. According to reports, the gunmen allegedly danced and sung solidarity songs for more than 30 minutes before attacking the facilities, located within the Imo State Police Command Headquarters’ compound. The incident witnessed no fatality except for an escaping prisoner that seemed to have been a victim of a stray bullet.
So, it means that in the attack on a Correctional Centre facility purportedly secured by heavily armed correctional officers and located at the heart of the Nigerian Police in Imo State, not even one of the purported attackers/gangsters was shot or killed. And not even one prison warder or a single policeman was shot or killed.
Some reports also indicated that there is usually an Army Armoured Personnel Carrier (APC) manned by stern-looking soldiers, at the entrance of the Government House, the Correctional Centre , and the High Court premises, all within touching distance of the scene of the mayhem. Yet, there was no apparent effort to repel the arsonists and hoodlums.
Equally more puzzling is that the formidable military formation, called 32 Field Artillery Brigade, is located less than 10 minutes away from the Owerri Correctional Facility. Yet, the soldiers failed to respond to the attack, which is said to have lasted for over 3 hours.
A former Assistant Director with DSS alleged that the secret police alerted the Nigerian Police and Imo State governor at least three
times before the gruesome attack on the state prisons that fateful
    day, yet nothing happened.

These anomalies point to the fact that there seems to be more to the ‘Prison Break’ than meets the eye. As our security agencies strive to uncover what happened at the wee hours of Monday, 5th April 2021,at Owerri Correctional Facility, it should be a thing of worry for Nigerians that the whole country is gradually being overwhelmed by insecurity and overran by criminal elements.
Imo State, for instance, has witnessed more than five attacks on security formations in the past months. In recent times, the South East has become a morbid theatre where security men are randomly murdered. Many Nigerians have wondered the fate of the ordinary, unarmed, defenceless Nigerian if those with arms to protect the unarmed are themselves killed at random.
We must ask pertinent questions at this point: who wants to destabilise Igboland and for what? What happened to intelligence gathering and analysis by the security agencies and air surveillance ? Is it true that one of the eastern agitation organisations trained over one thousand youths within the country, yet they were not spotted, not detected, nor arrested? Has the whole insecurity issue been turned into an economic enterprise? How come in other climes, it is straightforward to trace mass action and nip it in the bud? Are there lessons we should take from FBI and Shinbeth organizations of US and Israel respectively on intelligence gathering and analysis?
It has been reported that weapons are freely coming into the land and in non-state actors’ hands. There is the broader narrative of ethnic nationalism and sympathy towards separatist movements , which exacerbates the problem. These acts of violence have significant implications for the broader issues of national security. It almost seems as if violence is being franchised from one part of the country to another.
It has become apparent that something is seriously wrong with Nigeria’s security architecture. We seem to have a problem getting the right policy to tackle insecurity and taking the proper steps to safeguard Nigerians’ lives.
We cannot make progress as a country if we persist with the culture and climate of impunity. The Owerri‘Prison Break’ is a severe security breach as thousands of dangerous criminals were released into society with catastrophic consequences.
But as we know, with our beleaguered country, in the end, it is unlikely that anything will change. The Head of the Owerri Correctional Centre will continue in office. The prison officials who
were supposed to ensure that hoodlums did not gain access to the prisoners would continue to receive all their salaries and emoluments. Simultaneously, the soldiers manning the armoured personnel carrier
will return to their duty post. No one resigns. No one is demoted. No one is sacked. No one takes responsibility. When the ‘fire’ of the incident eventually dies down, we continue as if nothing happened.
In ‘saner climes’ last week’s incident at the Owerri Correctional Facility would cost many people their jobs. By the way, it is a fact that there are places in the world where the need for political responsibility would mean that such institutional failures can bring down an entire government.
The South East used to be one of the most peaceful geopolitical regions in the country. Still, in the past few months, it has been gradually degenerating into a bastion of insecurity. It is imperative to note that this area’s security situation became worse since the IPOB, designated a terrorist organisation by the federal government, announced the formation of the Eastern Security Network (ESN). Ostensibly formed to tackle the menace of Fulani herders, ESN is an unworkable security arrangement that would only spell more problems for the South East and may plunge the region into anarchy.
The Amotekun in the South West is backed by law, gets adequate funding from the South West’s governors, gets security training from Nigeria security agencies, and collaborates with them in their duties. Conversely, the ESN has no legal backing, no determinable source of legal funding and cannot work with security agencies. They are seen as a military unit of a terrorist organisation.
How can such an outfit provide sustainable security when they can hardly identify themselves in public? If they apprehend a criminal, what would they do with such a person since they cannot hand them over to the police or other security agencies? How can an outfit in permanent conflict and confrontation with Nigerian security agencies help tackle insecurity in an area?
There have been reports that the constant attacks on security formation and security personnel in the South East have led to a situation whereby criminals now roam free. It is alleged that the police and other security personnel refuse to answer distress calls from members of the public for fear of their lives.
This is a clear case of degeneration to anarchy. Suppose security agencies are overwhelmed, and the government cannot develop a workable strategy to reign in hoodlums and criminals. In that case, it is a sign of a dangerous movement towards the precipice. Unfortunately, some South-East political leaders have chosen not to speak out against this descent to anarchy in their local communities. Some of them, especially those who belong to opposition political parties, probably think that the more these attacks persist, the more the government at the centre gets more unpopular and the better the opposition party’s prospects in the next election.
This kind of thinking and disposition will lead to catastrophic consequences in the long run. It is exactly the playbook of Boko Haram replaying before us. When the bloodthirsty Islamic group started killing police officers and attacking security installations in the North East, some politicians saw the situation as an opportunity to settle scores with the then government and refused to speak up. It is
now almost six years, and the Boko Haram menace is only becoming direr by the day.
The government must protect the lives and properties of the citizenry. Our security agencies should be more serious with intelligence gathering and investigation. They should do everything possible to fish out the perpetrators of the killings and mayhem in the South East, and they should be made to face the full wrath of the law. The DSS should live to their billing by providing
credible and actionable intelligence so that these hoodlums intent on destabilising the South-East would be unmasked and their attacks nipped in the bud.
No matter their misgivings with the government at the centre, political leaders and elders in the South-East should firmly condemn the attacks on security personnel and security installations. They should encourage local communities to expose the perpetrators who are in their midst. These steps are necessary to avoid the gathering storm, the macabre dance that may set us on the road to Rwanda or Somalia.

Mr Ali Odefa, the Acting Chairman of the PDP in South East made this known to newsmen shortly after its meeting in the state.
TheNewsGuru.com, TNG reports that Ugwuanyi was adopted the leader following the defection of the South East Governors’ Forum’s Chairman, Governor Dave Umahi of Ebonyi to the All Progressives Congress (APC) on Nov. 17, 2020.

  • Buhari, APC have done tremendously well for South-East – Ex-Senate President

Buhari, APC have done tremendously well for South-East – Ex-Senate President

Former Senate President, Ken Nnamani has said the All Progressives Congress (APC)-led Federal Government has done tremendously well for the south-east region.

He stated this during an interview on a monitored Channels Television programme.

“Infrastructurally, although it has not been publicised, the All Progressives Congress (APC) has done tremendously well in the southeast,” he said.

Nnamani, a chieftain of the APC, lamented that previous governments had abandoned the Enugu-Port Harcourt road for years which he described as a death trap to travellers and commuters.

He explained that President Muhammadu Buhari’s administration commenced the construction of the dilapidated road, in addition to the Second Niger Bridge project.

“I drove from Owerri to Enugu just two days ago; I came back to Abuja just yesterday. The Enugu-Port Harcourt road that has remained a death trap, if you have seen it yourself and seen the quality of construction going on, they use granite stones where they feel the soil is bad.

“Take the second Niger Bridge which is done by President Buhari’s administration, it has been on the drawing board for a long time. Take Enugu Airport, for instance, it appeared in about four different appropriation bills passed until this time,” he added.

Speaking on the myriads of security challenges facing the nation, Nnamani backed several calls for restructuring.

Noting that ex-President Goodluck Jonathan set up a national conference in 2014 to address some of the nation’s critical issues at the time, he called on the Federal Government to adopt some recommendations made from the confab.

When asked who would fly the APC flag in the 2023 presidential election, the ex-Senate President said the ruling party would determine, adding that the Igbo people deserve to be considered for the presidential slot.

  • Ohuabunwa welcome to the 2023 presidential campaign – Dele Sobowale

Ohuabunwa welcome to the 2023 presidential campaign – Dele Sobowale

“We are not coming with anger and recrimination, but with equity, we need to come out and make Nigeria work.” Mazi Ohuabumwa, Presidential Candidate, New Nigeria Group, NNG, January 20,2021.

I am totally delighted that, early in 2021, an Igbo candidate has defied those counselling that it is too early to start talking about 2023 elections. I am strongly convinced that it is not only appropriate, it might even be too late to start the campaign for President, Governor, Senate etc in 2023. American President, Clinton, started his campaign for US Presidency the day the result of the Presidential election was announced – which George Bush Senior won. So, with all due respects to the elder statesmen urging people to wait, I think this is the time to start.

My joy is doubled because the first serious candidate to toss his hat into the ring is from the South East. Again, I believe in the old saying that “heaven helps those who help themselves.” To that must be added the advice provided by the title of Professor Wole Soyinka’s book – “You must set out at dawn.” Mazi has set out early, I wish him all the best – because I have known him for a long time as a worthy Nigerian to lead the nation. Let me provide a brief introduction from my own perspective.

Furthermore, I know you more than most other potential candidates and more than most Nigerians. Even though we met last about ten years ago, let me use this first opportunity of commenting about your new role as a Presidential candidate to reveal a side of you few people know. Even those who will not eventually vote for you, if fair-minded, will agree that you deserve the chance.

Although not a pharmacist, I was in the pharmaceutical sector as Marketing Manager, National Sales Manager/Director and Field Sales Manager for three multi-nationals – Abbott Laboratories, Boots Nigeria Ltd and Smith Kline and French (now part of GlaxoSmithKline) from 1974 to 1981 before going off to North Brewery Limited, Kano as Marketing Manager. You were with Pfizer during those nearly seven years in the pharmaceutical sector; but, because our products were not in direct competition, we never had to go head to head in the market. But, then as now, the sector was a small club of people engaged in friendly rivalry. The top managers knew who was where and the progress they were making. Thus, in 1977, when you first became the first Nigerian Managing Director of, not only Pfizer but any multinational drug firm,, nobody doubted it was honour well-deserved. I certainly did not. After all, Pfizer and Boots were next door neighbours at Oregun. We frequently peeped over the fence to know what was going on!!

Your next step was the most breath-taking. As MD of Pfizer, you organised a Management-Buy-Out, MBO, then a term unheard off in Nigeria, to send Pfizer packing from Nigeria and installed, in 1997, in its place Neimeth International Pharmaceuticals Plc. Although no longer in the sector, I was already in the media writing two columns – Sunday and Monday. Monday was Business and Economics day; and I recollect interviewing a few people – my old customers still in business – about the prospects of Neimeth. Nobody gave the company a chance. One distributor at Head Bridge Market, Onitsha, said “In six months he will be writing applications for job as salesman.” Nobody gave you a chance. It is a testimony to your tenacity, determination and outstanding leadership qualities that Neimeth exists till today. Nigeria needs that sort of person at Aso Rock.

However, I hope what follows will not offend you. But, you need supporters who will tell you the truth. At any rate, this is my first article on your bid for president. God willing, we will meet to talk privately. So, here are two quick points to bear in mind. One, Nigerians don’t vote for the best candidate. The man who pronounced Awolowo “the best President we never had” voted Shagari in 1983 and was glad he did. So, don’t expect that “goodness” alone will get you there. You need more. Two, I should have offered to join your campaign immediately. But, I am on record for supporting Dr Ngozi Okonjo-Iweala. My hands are tied until she categorically drops out of the race.

Finally, at least for now, let me disclose to you that you have a competitive advantage over all contestants – including money bags – which can work in your favour and which we can discuss within the context of Igbo Presidency 2023..

    To be continued…

LETTER TO PROF OBIOZOR – 2

Two days after I had sent part one of the LETTER TO PROF, my old friend Sam Ohuabunwa tossed his hat into the presidential contest ring. His announcement was divinely timed because it fits right into the text of the second part; that is “where are the Igbo candidates?” Now we have one. Sam is at least a perfect gentleman – if ever there is one. I will sleep better with him in Aso Rock than most of the Igbo former Governors and Ministers.

    THE SEARCH FOR CREDIBLE CANDIDATES

“Where is the Igbo candidate?” That is the question I am confronted with all the time. My reply is always the same. “Let us start first with the national consensus to give Igbo people a fair deal in Nigerian politics; then all of us can search for the person to lead us.”

However, in order not to give the impression that I don’t have a clue, a few names have been proposed in the last year. I will repeat their names and add two more. But, before listing the names, permit me to explain how someone, in my opinion, becomes eligible to be a Nigerian President. Back in 1968/70, like most MBA students in Boston, Frederick Drucker, the management guru and prolific writer, was our idol. Drucker, it was who had made a point in one of his books about calling somebody a “good worker”. He had asked: “good for what?” Then, he had followed that question by saying that a man/woman is only good if he can solve any of the problems he confronts in office. Consequently, when in search of a President, we must first of all define the most important problems we want managed and then determine which candidates can help us most. That we like the man or woman should not be our primary reason if we love Nigeria.

That said, I strongly believe that in 2023 this country will face two primary problems – a heavily debt-burdened economy, more serious food scarcity and heightened insecurity. The three, incidentally are closely-linked. Joblessness, corruption, decayed infrastructure, declining health and education are also major contenders. So is having a leader who has served all Nigerians in need without discrimination. High level experience and demonstrated capacity for problem-solving are also important.

These were the considerations which led to my belief that the following Nigerians will make good Presidents: Dr Ngozi Okonjo-Iweala, Mr Tony Elumelu, Mr Onyema of Air Peace, Dr Ogbonaya Onu, Pat Utomi, Moghalu and Mr Peter Obi. Certainly other contenders will emerge as soon as possible and I think one of top priorities of your Presidency of Ohaneze is not only to help identify potentially acceptable candidates; but to encourage them to come out now. Contrary to opinion offered by a Yoruba politician, and someone I respect a great deal, it is not too soon to start. On the contrary, for Igbo candidates, I think it is a bit late – given the size of Nigeria and the difficulties ahead.

Prof, you should also advise each candidate to assemble a national campaign team – not just Igbo followers. They cannot go round paying mandatory courtesy calls on first class traditional rulers with only Igbos in their delegation. In that respect Lagos State and the Federal Capital Territory are key hunting grounds for campaign workers for two reasons. One, Lagos has the largest votes and all the ethnic groups are here. Abuja is next to Lagos in terms of ethnic groups’ representation. The two together dominate the national media almost totally. They must all establish their campaign offices there in addition to others.

You might not realise it, Prof, but I can help the candidates with Lagos.

    COLLABORATIVE COMPETITION

The most important thing is for each candidate to cultivate his/her own supporters nationwide; get them committed to the Igbo President 2023 Agenda and hold them irrespective of who emerges as candidate. Sam would understand what I am talking about. In Marketing, it is called “Collaborative Competition”. Under this sort of rivalry, the contestants unanimously agree on one objective – Igbo Presidency – and each would mobilise support for that objective first and foremost and works for it as if he is already the chosen one. Who emerges as candidate becomes secondary. Furthermore, this approach to rivalry will minimise the negative campaign which characterises all contests for office in Igboland. Everybody will be enjoined not to break ranks and work against the Igbo Agenda if they fail to clinch the ticket. The interest of the people must be paramount. Let God decide who will emerge.

Prof, as Sir Winston Churchill, 1874-1965, said, “This is not the end [of conversation with you]. It is not even the beginning of the end. But, it is perhaps the end of the beginning.” As they say in Warri, “Body go jam.”

    TRUMP DISAPPOINTED ME ONCE AGAIN

    “The brave die once…”

Let me confess that I was wrong on Donald Trump when in December the idea occurred to me that he might commit suicide instead of allowing himself to be disgraced out of the White House.

In the December article, I had made the following predictions. First, Trump would lose all the cases filed on his behalf to over-turn the US Presidential Elections. Second, he still would not and never accept the fact that he lost. He hates losers; and now he is a global loser. Third, he would try to create sufficient civil unrest as to justify his declaration of Emergency or Martial rule. Fourth, he will not attend Biden’s inauguration ; because that will amount to admitting that he lost. That is something his deranged mind will never accept. Finally, faced with a shameful exit from office, he might kill himself.

He did everything else – except have the guts to commit suicide. He prefers to die in instalments. A shameless draft-dodger, he was always a coward. He has demonstrated it once again.
