    BREAKING: Kaduna Assembly gets new Speaker, Deputy

    Hon. Yusuf Ibrahim Zailani has been elected as the new Kaduna Speaker.

    His election came barely an hour after Hon Amknu Abdullahi Shagali resigned as Speaker.

    Hon. Zailani, who represents Igabi West Constituency in the Assembly, was the Deputy Speaker of the Assembly until his election to lead the House on Tuesday.

    Zailani is a strong member of the ruling All Progressives Congress (APC).

    Also, Hon Mukhatar Isa Hazo, representing Bassawa Constituency has been elected as the new Deputy Speaker.

    Both of them have been sworn-in by the Clark of the Assembly.

    The former Speaker, who represents Sabon-Gari Constituency in the Assembly, officially submitted his resignation letter to clerk of the House Tuesday morning.

    The Nation gathered that members of the House had started collecting signatures to impeach him before he eventually bowed to pressure and resigned.

    Chairman, House Committee on information, Honourable Tanimu Musa confirmed he submitted his resignation letter.

    However, Shagali’s offence warranting the alleged plan impeachment was yet to be unraveled as the time of filing this report.

    The 40-year old Aminu Abdullahi Shagali became the Assembly Speaker on the coming of the ruling All Progressives Congress (APC) to power in 2015.

    He was re-elected to preside over the House in 2019 on strong recommendation of Governor Nasir Ahmed El-Rufa’i.

    The Speaker of the House of Representatives Femi Gbajabiamila has said that the House will begin the process of amending the 1999 constitution in 2020, as well as the Petroleum Industry Governance Bill (PIGB).

    The Speaker who said this at a retreat organised for chairmen of standing committees of the House organised by the National Institute for Legislative and Democratic Studies (NILDS) said both the constitution review and the PIGB are part of the bills that the House would prioritise in 2020.

    He said the House will do everything within its powers to give Nigerians the best in terms of laws that would promote peace and good governance in the country.

    He challenged chairmen of committees to work as a team with their deputies and members of the committees to achieve objectives set out in the House legislative agenda, stressing that Nigerians have high expectations on the Legislature, hence they must work hard to meet such.

    He said “we have been elected at a time of great upheaval at home and abroad. We are confronted with great peril; oil prices have fallen and refuse to go back up, our population growth continues to outpace economic growth, we are besieged on all sides by rising insecurity and its consequences.

    “How do we build an economy that is attractive to investment, that creates jobs to meet our present needs, and grows apace to meet future demands?

    “How do we build a society where the weak are not afflicted by the powerful, where our differences of gender and tribe, religion and opinion are not weaponised to deprive any citizen of life, of liberty or the freedom to pursue happiness?

    “How do we achieve the promise of greatness that so long ago caused the world to look upon us and say, here comes the giant of Africa? These are the questions that should engage our interests and animate our efforts because in the answer to these questions lies the best dreams we have for ourselves and the highest ambitions we hold for our country.”

    He announced that the sum of N2 billion was approved in the 2020 budget by the National Assembly for the takeoff of a legislative library, saying the Legislature as the conscience of a nation needs a befitting library.

    “Where it is the responsibility of the executive to implement programmes and execute projects, it falls to us to articulate through legislation, the broad objectives of our nationhood, and through oversight, hold the executive accountable to those objectives. The standing Committees you each lead are the principal instruments of legislation and oversight.

    “Whatever we are, whatever we will achieve, and everything we will be remembered for in this House of Representatives depends on how well your Committees function and how effectively you serve as leaders of those Committees.

    “Our ability to rise to the responsibilities of our offices are often constrained by institutional weaknesses that have been for too long left unaddressed. We are here to critically examine how we operate in the House of Representatives.

    “Let us take full advantage of the opportunity provided by this seminar, away from the hassle and hustle of our offices to speak honestly about the deficiencies we have observed, identify the areas where we are lacking and consider the options available for reform.

    “This is the first, necessary step towards achieving the other high objectives to which we have committed ourselves individually and as one House.

    “Ensuring collaboration and cooperation amongst members of the Committees you lead is a sine qua non of effective Committee management. Keep in mind, that collaboration is not merely the absence of conflict or rancour.

    “collaboration requires that you actively engage the experience and intellect of your members in problem-solving, policy development, policy implementation, monitoring and reporting.”

  • Taraba Assembly Speaker resigns

    The Speaker, Taraba State House of Assembly, Peter Abel Diah, has resigned his position. This follows weeks of political intrigues in the state.

    The Speaker confirmed his resignation on Sunday, citing personal reasons.

    It was learnt that Diah had, until Sunday morning, been in control of 15 members, against Governor Darius Ishaku’s nine.

    Multiple sources in the Taraba Government House as saying that N20m was paid to a lawmaker on Sunday to make up the number of 11 PDP lawmakers and that five APC members of the House were also lobbied to sign the impeachment of Mr. Diah.

    Abel got into problem with Governor Ishaku following the removal of the erstwhile Deputy Speaker, Mohammed Gwampo.

    Normalcy returns to Bayelsa Assembly as new speaker holds plenary

    Peace returned to the Bayelsa State House of Assembly on Friday after the rancour that heralded the ouster of its Speaker, Emmanuel Tonye Isenah.

    The new Speaker of the House, Monday Obolo, reconvened the Assembly for the first time and deliberated on issues affecting oil-producing and impacted communities in the state.

    Isenah was removed in controversial circumstances on September 30 following his refusal to relinquish his position in line with purported agreement he reached with leaders of the Peoples Democratic Party (PDP) including Governor Seriake Dickson.

    But Isenah, who developed cold feet, despite giving indications that he would step aside, denied reaching such agreement with his party leaders.

    On the day he was expected to resign, Isenah, who presided over the sitting, surprisingly and unilaterally adjourned the House sine die and asked the lawmakers to embark on recess.

    However, other lawmakers led by Obolo reconvened the House and impeached Isenah, who later described his removal as illegal and unconstitutional insisting that he remained the speaker of the House.

    But the lawmakers reconvened on Friday with Obolo presiding and the House concluded its plenary without violence.

    Obolo, who spoke shortly after the plenary, said there was no division among the lawmakers insisting that they were United.

    He said: “It is one united Bayelsa State House of Assembly. The Assembly is meant to argue, debate. I want to assure you that there are no cracks, we are united. The proceedings of the House went very well. The immediate speaker is part and parcel of this family. There is no love lost.

    Speaking on the business of the House, he said: “The motion touched on the fabrics of our livelihood. We are oil-producing state and the motion centred on the issue of Global Memorandum of Understanding (GMOU) entered into with oil communities. It is very key.

    “Five years ago, there was an understanding in which the impacted communities were part of the GMOU. Five years later the impacted communities were excluded. When spills occur it doesn’t affect only in the communities that produce oil. It affects nearby communities.

    “The import of the motion is that all the impacted communities should be part of the GMOU. Those excluded should be included in the GMOU. House members will consult among themselves”.

    Isenah in a terse message to the people of the state appreciated them for the love they had so far shown to him.

    He said: “Your love for me is immeasurable and will certainly not be taken for granted. He who fights and run away will certainly live to fight another day. It’s good to be a living hero than to be a dead hero. I love you all”.

    A mild drama played out at the Bauchi State House of Assembly on Thursday when 11 members out of 31 elected a new speaker.

    According to reports, 11 Peoples Democratic Party (PDP) members convened at the House about 6 am to elect the new speaker unopposed without 20 other members of the opposition All Progressives Congress(APC) who constitute the majority.

    The 11 PDP members elected Abubakar Suleiman of the APC from Ningi constituency as the new speaker before the arrival of his 20 APC colleagues.

    However, the other divided group in the APC, displeased with the situation, organised a parallel sitting within the premises of the House where 18 members reelected the former Speaker Kawuwu Damina.

    Ninth House: The Intrigues, Political Forces that led Gbajabiamila to victory

    There is no gainsaying that the election of the Senate President, Speaker, Deputy Senate President and Deputy Speaker of the two chambers of the National Assembly has come and gone with intrigues and permutations now laid to rest.
    With the emergence of Sen.Ahmed Lawan and Hon. Femi Gbajabiamila as the third and fourth citizens of Nigeria, there are high hopes that the nation is matching in its destined path to greatness.
    Lawan and Gbajabiamila are not in any way two strange bed fellows. The duo who are the All Progressives Congress APC anointed candidates for the headship of the two chamber legislature have overtime demonstrated qualifications to head the apex parliament.
    The two presiding officers of the apex parliament are undoubtedly experienced legislators who have held sensitive positions in the previous assemblies of the apex legislature.
    Prior to the election that led to the emergence of the two lawmakers as presiding officers, they had held the position of Majority Leader in both the upper and lower legislative houses of the apex parliament.
    Gbajabiamila a fifth term Lagos born lawmaker had previously held the position of Minority Leader, Majority Leader and having polled the highest number of votes in the speakership contest is now the Speaker of the 360 member House.
    He was the Minority Leader in the 7th National Assembly, Majority Leader in the 8th, and now Speaker of the House in the 9th National Assembly.
    Gbajabiamila narrowly lost the speakershilp position to Hon. Yakubu Dogara who won the election with only a difference of 8 votes in 2015 is no doubt an elated man.
    Whereas Dogara polled 181 votes in the 2015 contest, Gbajabiamila lost narrowly with 172 votes. His loss threw the leadership of the APC into confusion at that time.
    The APC the ruling party at the national level anointed Gbajabiamila for the exalted position twice but he only clinched the position this time with tacit support from leaders of the party.
    Prior to the election, there were campaigns, endorsements, permutations, meetings of both group and individual lawmakers for the speakershilp election.
    It was said that the National Leader of the APC Asiwaju Bola Ahmed Tinubu was the brain behind the APC endorsement of Gbajabiamila for the position.
    There were closed door and party caucus meetings, party leadership meeting and high wire intrigues that culminated in the choice of the lawmaker by the ruling party.
    These meetings were what cleared the coast for the fifth term lawmaker to go into the speakership contest with almost 100% assurance of victory as most of his colleagues that indicated interest in it withdrew from the contest.
    And so on the 11th June 2019 when the President and Commander in Chief of the Armed Forces of Nigeria President Muhammadu Buhari proclaimed the 9th National Assembly, and there was election of the presiding officers of the parliament, the erstwhile House Leader coasted home to victory.
    He polled 281 votes to defeat his opponent Hon.Umaru Bago another All Progressives Congress APC lawmaker who polled 76 votes to come a distant second in the speakership election.

    Oluomo emerges Speaker of Ogun 9th Assembly

    Mr Olakunle Oluomo (APC-Ifo-1), the immediate past deputy speaker of Ogun House of Assembly was on Monday elected as the Speaker of the 9th Assembly.

    Oluomo was elected after his nomination by Mr Olakunle Sobukola (APC -Ikenne) and seconded by Mr Adegoke Adeyanju (ADC-Yewa North 1) shortly after the inauguration of the 9th Assembly.

    In his acceptance speech, Oluomo, who appreciated God for the new position, promised to promote unity among the legislature, executive and the judiciary.

    He assured that he would work together with his colleagues to ensure the growth and progress of the state.

    Oluomo promised to cooperate with Gov. Dapo Abiodun to bring more dividends of democracy to the grassroots.

    “The 9th legislature will not do anything that will be detrimental to the progress of the state.

    “We will initiate and pass bills that will enhance the socio-economic development of the stat,’’ he said.

    Mr Oludare Kadiri (APC-Ijebu North 1) was also elected unopposed as the Deputy Speaker of the House.

    The speaker who thereafter swore-in other members of the 9th Assembly, called for a short recess, adding that the House would reconvene to announce names of other principal officers.

    The News Agency of Nigeria (NAN) reports that the 9th Assembly is made up of 15 APC members, seven APM members, three ADC members and one PDP member.

    Dignitaries at the inauguration included -former Speakers, Muyiwa Oladipo, Titi Oseni-Gomez and Suraj Adekunbi, Sen. Iyabo Anisulowo, political party chieftains and traditional rulers.

    32-year-old emerges Oyo Assembly speaker

    Thirty-two-year-old Adebo Ogundoyin, a member representing Ibarapa East, Monday emerged the Oyo State House of Assembly Speaker.

    Ogundoyin, a member of the ruling Peoples Democratic Party, emerged unopposed and with the unanimous voice vote of the 32-member assembly.

    The lawmaker representing Ona Ara state constituency Akinola Adekunle Alabi was elected the deputy speaker.

    Oyo State House of Assembly has 26 members from the PDP, All Progressives Congress has five members while Action Democratic Party boasts of one member.

    An APC member is expected to be named the minority leader of the assembly.

    The Minority Leader of the House of Representatives Hon. Leo Ogor has denied media reports that the PDP Caucus in the House has endorsed the candidature of Hon. Femi Gbajabiamila for the exalted office of the Speaker in the 9th House of Representatives.
    Ogor who doubles as Leader of the PDD Caucus said in a statement on Wednesday that propagandists are mischievously twisting a goodwill message to imply support for one of Speakership aspirants.
    The lawmaker emphasized that while the caucus has directed its members to participate in meetings and strategy sessions of the APC Speakership aspirants, they never directed them to consider voting for any of the aspirants.
    According to the Minority Leader, even though some confused elements in the ruling party are claiming to be ‘talking to one part of the PDP House caucus before talking to the other’, the PDP House caucus remains resolutely united, with decisive plans for strengthening democratic growth while patriotically exerting influence on the Speakership election process.
    He stated that the PDP’s national leadership and members of the PDP caucus will consider the national interest and take a collective decision on whom to vote for on June 11 when the House is scheduled to be inaugurated.
    “In the Eid el Fitri message issued on Tuesday, we felicitated with all our Muslim brothers and sisters across Nigeria, we emphasized the significance of worthy virtues and also stated that our members may participate in meetings, strategy sessions and other activities of Speakership aspirants so as to come back to the caucus with convincing assessments.
    “While some publications including PUNCH newspaper have disseminated accurate and objective report, few others fabricated a completely new angle with one even using a deliberately fictitious and grossly erroneous headline in a manner that suggests being used for the ruling party’s usual misinformation and propaganda.
    “Contrary to what has been sensationally reported by some, at no time did we give our members a directive to vote for any APC speakership aspirant; I hereby categorically dissociate myself and the PDP House Caucus from the false comments being attributed to us as participation in meetings should not be deliberately misinterpreted as a directive on voting,” Honourable Ogor stated
    According to Ogor, the PDP House Caucus has remain solidly united, even as it continues to grant audience to various Speakership aspirants.
    “Of the three arms of government, the legislature is the first when it comes to the ethos and praxis of democracy; hence, our willingness to further facilitate democratic values and legislative camaraderie – values that are lacking in the ruling party – up till that day when our great party, the PDP, will take a decision.
    “Indeed, on May 22 and again, on June 4, all the House Speakership aspirants of note came one after another, to meet and discuss their plans with the leadership of the PDP House Caucus.
    “While we have taken the decision to enable all individual members to interact and exchange perspectives, the PDP House Caucus shall – with the input and advice of our party’s national leadership – take a final decision soon, in the interest of Nigeria and we will communicate our formal position to the public.
    “Our unflinching commitment to the principles and ethos of democracy, our keenness for dialogue and our willingness to make sacrifice for the national interest should not be unduly exaggerated as a tacit endorsement or assurance of vote for any candidate of the ruling party,” he stated.
  • 9th Speakership race: CUPP rejects Gbajabiamila

    The Coalition of United Political Parties on Tuesday rejected the choice of the Majority Leader of the House of Representatives, Femi Gbajabiamila, as the next Speaker.

    The ruling All Progressives Congress had named Gbajabiamila its preferred candidate for the position.

    The Kaduna State Governor, Nasir El-Rufai, had also last week described the Majority Leader as the choice of President Muhammadu Buhari and not that of the party’s national leader, Asiwaju Bola Tinubu.

    But the spokesman of the CUPP, Imo Ugochinyere, told journalists in Abuja that Gbajabiamila’s choice is contrary to the present administration’s acclaimed anti-corruption war.

    He said the federal lawmaker was not competent to be the Speaker of the House of Representatives because he had earlier been convicted of “wilful dishonesty.”
