30-year-old lawmaker becomes new Plateau speaker

Members of the Plateau State House of Assembly have elected Mr Gabriel Dewan (YPP- Pankshin North) as the new speaker of the house.

The 30-year-old Dewan was elected on Tuesday, shortly after the resignation of the former speaker, Mr Moses Sule (PDP -Mikang).

The speaker who spoke with newsmen after his election said that his number one priority would be to unite members of the 10th house for the good of the state.

He urged Plateau people to look beyond political parties, religion, and ethnicity at this critical moment in the life of the state.

“We should come together and unite because we have no other place other than Plateau, and we shouldn’t allow politics of any kind to divide us.

“I have always said in the assembly that I am a unifier. I am the only member of the Young People’s Party (YPP), and whenever I make a contribution on the floor of the house, I always say that I am coming to balance the gap between the APC and the PDP.

“And now that they (APC and PDP) have met and deemed it fit to make me the speaker, it is the right time for me to unite them more.

“All I am asking from Plateau citizens, especially the electorate, is that they should not allow any politician to cause enmity between us because politics will come and go, but Plateau will remain,’’ he appealed.

The new speaker appreciated his colleagues for finding him worthy to lead the 10th assembly at this critical moment in the history of Plateau.

Dewan promised to lead his colleagues with sincerity and commitment.

Sule, the immediate past speaker, told newsmen that, as leaders, they sometimes needed to make sacrifices for things to work.

The former speaker said that his resignation was borne out of patriotism for Plateau to move forward.

“I was not coerced or forced to resign; I did so on my own volition because positive sacrifices have to be made by leaders for the good of the state,’’ he said.

The Court of Appeal had on Sunday nullified the election of Gov. Caleb Mutfwang of the Peoples Democratic Party (PDP), bringing an air of uncertainty in the state.

Rivers State is under attack – Speaker

The Rivers State House of Assembly said the state was currently under attack by individuals who did not want the legislature to deliver on its constitutional mandate.

The Speaker, Mr Martins Amaewule, and his 26-member faction, unanimously condemned the burning of the assembly chamber during plenary on Tuesday.

Members, therefore, called for arrest and prosecution of individuals found to be involved in the act.

According to Amaewule, whenever the legislature of any state or nation is under attack, that state or nation is under attack too.

‘’Members of the legislature are representatives of the people but currently in Rivers, there is a problem because the legislature is under attack by some individuals who do not want it to perform its constitutional roles.”

The house, also during the sitting being the 83rd legislative session, made a first reading on the State House of Assembly Funds Management (Financial Autonomy) Bill, 2023.

The bill, sponsored by 27 members, including the Speaker, was presented at the floor by Mr Enemi George (PDP – Asari Toru II).

Explaining expectations of the bill, George noted that the bill sought to cater for the management of funds accruing to the assembly from the consolidated revenue fund of the state.

He said the measure was to ensure accountability and efficient utilisation of funds and other related matters.

George also noted that passage of the bill would promote independence of the legislature, accountability and efficient funds utilisation.

The state has two factions of the assembly following the crisis that erupted on Oct. 30, resulting to the burning of the hallowed chamber of the House.

The aftermath of the crisis led to the division in the assembly, with Speaker Amaewule leading 26 members while Mr Edison Ehie (PDP-Ahoada 11) leading four members as a speaker.

Deputy Speaker, Kalu calls for more female representation in Legislature

The Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Okezie Kalu, has called for better empowerment of women in politics, especially as members of the Legislature.

Kalu also stated that African countries must make democracy adaptive to their peculiarities and not “copy and paste” governance systems of foreign countries.

The Deputy Speaker made this known in Abuja on Monday when he received a delegation of female members of the Federal Parliament of Somalia on behalf of the Speaker, Hon. Abbas Tajudeen.

The delegation, led by the Chairperson of the Parliamentary Caucus, Sahur Haji Ulusow, was drawn from both chambers of the bicameral Somali parliament, namely Upper House (Senate) and a Lower House (House of the People).

Kalu, while receiving the female Somali lawmakers, said there are parliamentary experiences Nigeria and Somalia can share.

The Deputy Speaker, at the meeting facilitated by the United Nations Population Fund (UNFPA), noted that while the Federal Parliament of Somalia had 54 female members, Nigeria’s House of Representatives had only 16.

Kalu, however, noted that 13 of the 16 female members of the House are chairing various committees.

“Let me say that this is a new dawn in Africa – a new dawn because we have seen the need to build our democracies from where they are to where they ought to be,” he said, while appreciating the “mind-set of doing a comparative analysis” of democratic and parliamentary systems.

The Deputy Speaker added: “So, the best place to learn; the best place to compare with remains the people that share similar culture, histories, political experiences and challenges. So, I want to commend the United Nations for picking Nigeria as the right place for this comparative analysis and knowledge sharing to be conducted, with the Somali Parliament.”

Kalu stated that the visit by the female Somali parliamentarians had “inspired the hope that democracy has come to stay in Africa.”

He also stated that African countries “understand each other better than the rest of the world.”

The Deputy Speaker said the exchange would allow Nigeria and Somalia to share experiences on how they overcame the challenges both countries had in common.

Kalu also noted that with the high number of women in the Somali Parliament, “our gender equality and inclusiveness formula needs to be rejigged in Nigeria.”

He added: “We have only 16 and you have 54. It is a challenge. But you have to copy us in another regard, which is that you have 54 but only three are chairing committees. We have 16 and 13 are committee chairmen.”

While noting that Nigeria and Somalia have similar humanitarian issues, the Deputy Speaker recalled how the National Assembly created several standing committees as legislative interventions.

Kalu also noted that both countries have similar security challenges, stating that, “Insecurity is impeding our development (in Africa).”

The Deputy Speaker urged the Somali Parliament to consider legislative interventions on issues, beyond legislation and law making. “We call it legislative diplomacy – using the back door and channels to resolve issues. It has helped us,” he said.

While describing the exchange programme as “a step in the right direction by the United Nations,” Kalu proposed the establishment of a Nigeria-Somalia friendship association for more exchanges and comparison of notes.

The Deputy Speaker also told the Somali delegation of the Legislative Agenda usually designed by every National Assembly, which encapsulates all the national objectives.

Earlier, Ulusow, who led the female lawmakers, said the visit to Nigeria was to exchange ideas with the Nigerian Parliament. She noted how legislative seats are reserved for women in Somalia, making them to constitute not less than 10 per cent of the Somali parliament.

Aribasoye commended the governor for positively touching the lives of workers and pensioners, and for impacting every sector of the state, in accordance with his electioneering promises.

He noted that Oyabanji had adopted policies that strengthened the engine room of good governance.

“One notable achievement is your consistent commitment to timely salary payments, providing a renewed sense of security and well-being to our hardworking civil servants.

  • Commit one percent of annual budget to AuG’s office to ensure adequate oversight, Speaker Abbas tells FG

Commit one percent of annual budget to AuG’s office to ensure adequate oversight, Speaker Abbas tells FG

…demands immediate appointment of a substantive Auditor General

Speaker Abbas who was represented by the Deputy Speaker of the House of Representatives, Hon Benjamin Kalu made this revelation at the Unveiling of Public Accounts Committee, PAC of members of the 10th Assembly and Leadership Training, One-Day National Colloquium’ in Abuja on Monday.

TheNewsGuru.com, (TNG) reports the speaker also demanded for the appointment of a substantive Auditor General to the Federation immediately.

Hear him: “The National Assembly is interested and committed to the office of the Auditor general. What’s adequate for that job to be done, fully well, is at least, one percent of the total budget of the federal Republic of Nigeria. That’s what that office needs if they must do the job and do it very well.

“We are committed as people with the power of the purse to review the budget of the Auditor general office, unless we don’t want about the 900 MDAs to be well over-sighted.

“As the civil society mentioned, most of these MDAs were not touched, and the issue is due to lack of adequate resources for the auditor general’s office to get the job done.

“We should not make them magicians, we should equip them to sufficiently to pursue the money of Nigeria so that the work of the National Assembly will be easier.

“The introduction of technology will help us become more transparent to document better and make the results coming out from our exercise more credible. The oversight function is going to make use of technology. So in no distant time, expect the launching and unveiling of what we call NASS Eyes.

“To do this also, the collaboration of the executive cannot be overstated, though we are three arms of government, we are one government pursuing one national objective. Objective of the renewed hope where revenues will be increased and leakages blocked.

“Let me mention that I heard the chairman’s request that the office of the accountant general make provision for a bus that will help the committee do their job.

“We want to maintain that in the spirit of doctrine of separation of powers and in need to be thorough in the exercise of our duty, investigating the work done by the accountant general, we will not be accepting that gift. Rather Nigerians should expect the House and senate to make sufficient budget that will be enough to provision for the committees such as yours

“I’m joining my voice to that of my brother, the chairman of PAC committee, we cannot afford to have an acting director or whatever nomenclature occupying that important position of auditor general.

“We urge Mr President to look into confirming the person who’s there or anybody of his choice to take up the role of Auditor general of this country, it will send the right signal that this government is ready to act in the interest of all Nigerians.

Ondo speaker raises alarm after discovering ‘juju’ near his residence

The Speaker of Ondo State House of Assembly, Mr Olamide Oladiji, has raised an alarm, after discovering an African magic ‘juju’ in front of his official residence.

Oladiji told newsmen on Monday in Akure, that the entire lawmakers at the House had been having sleepless nights since they commenced the impeachment process against the state deputy governor, Mr Lucky Ayedatiwa.

“Early this morning, we discovered that a sacrifice was placed in the lodge. Aside from that, I have been receiving strange calls from strange people threatening my life and other members.

“I have not been using the place except sometimes for parliamentary meetings. At least, we have been there for more than two times for meeting but I don’t sleep there because the place requires overhauling with the present state.

‘’l am using the medium to tell the world that my life is under threat. I call on the security operatives to checkmate these people who have been threatening my life and other members.

“This threat started since the day we began the impeachment process. I have already reported to NSCDC among others security agencies,” he stated.

Oladiji said that the House has also been unable to serve the impeachment notice on Ayedatiwa, since last week.

He said however, that the House had secured a court affidavit to serve the deputy governor the letter through other means.

Oladiji said that all the 26 lawmakers in the House had appended their signature on the petition for the impeachment of the deputy governor.

The speaker debunked insinuation that the lawmakers collected N5 million each to initiate the impeachment process.

He said that the 10th assembly under his watch would not compromise.

“Whenever there is an impeachment case like this, people think that the executive must have lured the legislature to begin the process.

“I want to tell the whole world that we did not receive any gratification from anybody or anywhere.

“We are doing our work as lawmakers.

“We appropriate and at the same time, monitor what we appropriate. Let me tell you 26 lawmakers have now signed the letter which we will served to him to today,” he stated.
