    We’re taking measures to address insecurity – Speaker Abbas

    The Speaker of the House of Representatives, Rep. Tajudeen Abbas says sequel to the recent spate of attacks in some parts of the country, the House is taking measures to nip the situation in the bud.

    Mr Musa Krishi, Special Adviser on Media and Publicity to the speaker said this in a statement in Abuja on Saturday.

    According to him, Abbas gave the assurance during a condolence visit to the Emir of Zazzau, Amb. Ahmed Bamalli.

    Krishi said the visit was over the incident of the collapse of parts of the Zaria Central Mosque which killed several people and injured many others during the Asr prayer on August 11.

    He said the visit was also based on bandits’ attack that claimed two lives in Kofar Gayan area of Zaria on August 12.

    According to the spokesperson, Abbas promised that the house would also prevent further resurgence of the attacks.

    Krishi said the speaker expressed sadness over the unfortunate incidents and assured the leadership and the people of the Zazzau Emirate that the House had taken measures aimed at forestalling their recurrence.

    Krishi said that Abbas assured the emir that the military would establish a formation around some flashpoints to curtail future attacks on communities in Zaria and its environs.

    He also quoted Abbas as saying: “I want to assure you that based on the way banditry wants to return, we in the House have taken some measures.

    “We have started engaging the military, and they will come and establish a formation around the female school at the Kofar Gayan axis. They have assured us that they would do that.

    “I also want to assure you that as a son of the land and one of the kingmakers in this palace, I am ready to contribute to the rebuilding of the mosque.

    “When it’s time for the work, let me know so that I will contribute my quota to the rebuilding of this important religious edifice.

    “We thank you for giving us this opportunity to come and condole with you.”

    Osun speaker ‘fights’ Policemen extorting money from drivers

    Speaker of the Osun State House of Assembly, Adewale Egbedun rescued a group of youths who were being extorted by policemen in the state

    A video which surfaced on social media shows the moment, he confronted the police officers who were stationed at a checkpoint.

    The security personnel who were fully armed tried hiding their faces as the Speaker’s entourage surrounded them and were filming.

    Someone in the background could be heard explaining how the police are fund of collecting money from youths in the state through bank transfers, but their act was busted on that particular day.

    Egbedun, who was evidently angry also told people in his entourage to ensure that they record every policeman on the team so that they could be exposed

    Reacting to the development,
    The Force Public Relations Officer, ACP Olumuyiwa Adejobi revealed via his Twitter account on Friday that the affected police officers have been arrested, other necessary action would be taken and updates provided later.

    The Force PRO reiterated that the Police has zero tolerance for extortion and corruption.

    He wrote: “The Commissioner of Police Osun State, CP Kehinde Longe, has acted on this. The officers have been arrested, and necessary action would be taken. The PPRO osun has been ordered to update us on the actions taken. We have zero tolerance for extortion and corruption in general.”

    Speaker of the House of Representatives, Hon Tajudeen Abass has said all members have equal status and chairmen must carry all colleagues along in their legislative businesses.

    Hear him:

    The speaker apparently trying to assuage his colleagues explained that it’s impossible for all members to be committee chairmen,” Nonetheless, I am not unmindful of the fact that in spite of the painstaking efforts of the Selection Committee in setting up these committees, not everybody will be satisfied in terms of choice of committees.

    “I particularly carry a very heavy burden to appreciate members for their unanimous endorsement of my aspiration to lead this House. However, it is practically impossible to make every member a Committee Chairman or Vice Chairman. But, let me remind you that there are limitless opportunities within the House, and I assure you that we will provide these opportunities for every member desirous of service to so do.

    ” While the outcome may not be perfect, favourable and satisfactory to all, I have no doubt that the Selection Committee has done what could be considered to be in the best interest of the House and nation. It is, therefore, proper and fitting, at this juncture, to express my gratitude to members of the Selection Committee for their sacrifices and commitment in the constitution of the committees we are inaugurating today.

    “My dear Colleagues, you would recall that the leadership of the House has consistently assured members of its resolve to be fair to all, irrespective of political leanings and affiliations. There are no grade ‘A’ nor the so-called ‘juicy committees’ as some erroneously often think. Every committee of the House enjoys equal status, powers and privileges as mere working groups to discharge the mandate given to us by our constituents.

    “Honourable colleagues, fellow citizens and Members of the Press, I am highly honoured to welcome you all to today’s plenary which marks the end of the legislative year in the first session of the 10th Assembly. Today will equally mark the commencement of committee activities in the 10th House of Representatives as we formally unveil and inaugurate the newly constituted Standing Committees of the House for members to begin to respond to the yearnings of our Constituents through the discharge of our Constitutional obligations.

    “The House, since its inauguration on June 13, 2023, has made remarkable progress in solidifying its presence and fulfilling its duties. I understand that Honourable colleagues have gotten their offices and settled in. The House has passed a bill on the provision of palliatives to cushion the impact of fuel subsidy stoppage and considered a good number of Motions and Bills in the past few weeks.

    “The House has also set up ad-hoc committees to investigate gas flaring and Ministries, Departments and Agencies (MDAs) on personnel recruitment and employment racketeering. The House has screened and confirmed the newly appointed Service Chiefs. The Committee on Legislative Agenda is concluding its assignment. All these signify the seriousness we have attached to the confidence the people reposed in us. The inauguration of standing committees today, not only marks the completion of the initial phase of settling down but also underscores our dedication to efficient governance.

    “Pursuant to Section 62 of the 1999 Constitution (as amended), which empowers us to work through committees, I am glad to inform the House and the general public that the Selection Committee which I chair, has concluded the constitution of Committees for the House. The Selection Committee relied on the capacities, experiences, knowledge, competencies, skills and legislative interests of members in assigning colleagues to different committees. This, we did, to ensure that we have round pegs in round holes. Indeed, we had to cope with the onerous task of assigning members to the different committees on the basis of the criteria listed earlier.

    “Nonetheless, I am not unmindful of the fact that in spite of the painstaking efforts of the Selection Committee in setting up these committees, not everybody will be satisfied in terms of choice of committees.

    “The committee system, aptly described as little legislatures by Woodrow Wilson, plays a crucial role in legislative bodies worldwide. Indeed, it serves as the fulcrum of the Legislature due to its central role in performing the bulk of legislative responsibilities and tasks. This system involves dividing the Legislature into smaller component units or working groups, which aims to enhance efficiency, improve productivity, facilitate legislative oversight of other branches of government, promote citizens’ participation in legislation, and enable detailed scrutiny of legislative instruments such as Bills and Motions.

    “Let me state unequivocally that all members of Committees have equal status and must be carried along as such. Committee Chairmen are only administrative heads who must ensure the involvement of every member in the activities of Committees. The principle of team work should guide our engagements in these committees.

    “Committee Chairmen must ensure that there are functional secretariats for their respective committees. This is very crucial as the House is redefining legislative work at the Committees. All Committees are now required to submit regular reports of their activities to the leadership of the House on a quarterly basis. Investigative hearings, public hearings and reports from oversight functions have to be submitted to the House in plenary for further legislative action. Accordingly, the Committees should draw up their workplans and submit same to the Leadership of the House.

    ” Honourable Colleagues, our responsibilities as lawmakers require diligence, probity, transparency, dedication and commitment to national interest. I therefore, charge you to be guided by these principles even as we embark on the oversight of other arms of government. We must see the powers of oversight given to us by the Constitution as a means to promote good governance through compliance to the laws of the land.

    “While urging the legislative Committees to discharge their oversight functions dispassionately, may I solicit the cooperation of the Executive arm in this regard. Separation of powers does not mean separation of government. We are one and the same government with the sole purpose of providing services to the good people of this nation. We remain committed to a harmonious working relationship with the Executive in order to deliver on the mandate of the people. However, we will not fail to bring full legislative powers to bear on recalcitrant MDAs.

    “Dear Colleagues, the ‘Open NASS’ project to which this House is committed, requires that in conducting committees’ assignments, we should involve the citizens at all levels, including regular public hearings, oversight functions, investigative hearings as well as open other channels of engaging with the people at whose command, we are here.

    ” In keeping with our desire to build and improve the capacity of members and staff, we have established Parliamentary Friendship Committees to promote engagement, interaction, exchange programmes and peer reviews with parliaments and parliamentary associations across the globe. This will enhance knowledge sharing and improve parliamentary practices and procedures.

    “Owing to the high turnover in the Legislature witnessed in the last general elections and the coming on-board of these new committees, there is an urgent need to build the capacity of Chairmen of Committees and their Deputies to prepare them for the onerous task ahead. It is in this wise that I call on the National Institute for Legislative and Democratic Studies (NILDS) to immediately design a capacity building programme that will equip the leadership of our committees with the requisite knowledge and skill on committee management, oversight function, investigative hearing, public hearings and useful knowledge in this regard.

    ” May I, on behalf of the Selection Committee, announce the following Committees and their membership as constituted……(Here you call out the new Standing Committees).

    “As I conclude, let me inform you that the House has developed a Monitoring and Evaluation framework for the performance assessment and review of committees. Accordingly, Committees will be regularly evaluated using the benchmark set out in the evaluation framework. Committees which fail to meet 70% in the evaluation will be reconstituted. In essence, there shall be no room for redundant or non-performing committees. In the light of this therefore, a Committee on Monitoring and Evaluation is one of the Committees being inaugurated today. This Committee is comprised of all the Principal Officers of the House and will be Chaired by my humble self.

    “Honourable Colleagues, by the powers conferred on me by the Constitution of the Federal Republic of Nigeria and our Standing Rules, I hereby inaugurate the standing committees and charge you to be committed to the promotion of peace, order and good governance of our nation.

    NASS to revisit bill on constitutional roles for traditional rulers – Speaker

    The Speaker House of Representatives, Abbas Tajuddeen, on Saturday in Zaria said the 10th assembly would revisit the bill seeking constitutional roles for traditional rulers.

    The speaker disclosed this during a courtesy visit to the Emir of Zazzau, Malam Ahmed Bamalli.

    He said the visit was a homecoming to seek royal blessings, guidance, and prayers from the royal father.

    Tajuddeen, who was accompanied by some members and leadership of the house, told the emir that the visit was to also appreciate the support and prayers received from his constituency and Nigerians.

    “We are here to also seek for advises from you the traditional rulers.

    “I want to also intimate you that we will revisit the recommendations of the bill submitted by the traditional rulers seeking for a constitutional role and ensure that the bill is passed.

    In his response, the emir noted that the traditional rulers had played several developmental roles at the pre-independent and post independent Nigeria, as such their roles could not be over emphasised.

    He also noted with dismay that some politicians were initially against the bill seeking constitutional roles for the rulers on the premise that such roles would amount to creating another tier of government.

    The emir said it was not true that assigning constitutional roles to the traditional rulers amounted to creating another tier of government.

    The royal father said an extensive deliberation on the issue was held in Kaduna under the leadership of the Sultan of Sokoto.

    He added that a committee headed by Emir of Lafia, Nasarawa State, who was a former Justice of Supreme Court, drafted the bill which was eventually not passed by the NASS.

    “We are therefore appealing to the 10th assembly to revisit the bill and ensure its speedy passage to enhance security, growth and national development.”

    The News Agency of Nigeria (NAN) reports that after the courtesy visit, the speaker held an interactive session with people of Zaria Federal Constituency.

    The Speaker of the House of Representatives, Rep. Tajudeen Abbas, says contrary to insinuations, the lawmakers are not as rich as being projected to the public.

    Rep. Kingsley Chinda, the Minority Leader of the House, representing the speaker, said this at an interactive session with the House press corps organised by the ad hoc committee on Media and Public Affairs, in Abuja on Wednesday.

    According to him, this arm of government isn’t as rich as being projected.

    “You have heard that members go home with N30 million every week or that we earn more than American lawmakers.

    “And when you tell people that these are not correct, we can’t achieve success because it is coming from us, but when it comes from the media, people will believe it because it came from you,” Abbas said.

    He said one of the cardinal points of the 10th Assembly was putting round peg in a round hole, adding that the parliament remained the unsung arm of government and their success depended on the media.

    He described the media as partner in progress of the Nigeria project, while urging the media to reciprocate the gesture.

    “If democracy must succeed, the parliament must be strengthened through the media. We are not asking you not to give information but give correct and accurate information.”

    Also speaking on behalf of the minority caucus in the House, Kingsley said their role as minority was to ensure that the House stood straight by checkmating the ruling party.

    “If criticisms are not constructive that is dangerous to us. Let your information not destroy us, but should right the wrong in the society.”

    Rep. Khadijat Bukar-Abba, the Chairman, ad hoc Committee on Media and Public Affairs, said the House would sustain efforts to engage with everyone with a stake in the affairs of the House and the committee.

    “Together, we can make the House of Reps and Committee proud in discharging her responsibilities,” she said.

    On his part, Rep. Julius Ihvonbere, the Majority Leader of the House, lamented that the lawmakers were not telling their stories as they should.

    He said the 10th House would strenthen those that would work on media and media related issues to put their stories out and not a recycling of the usual perspectives.

    He said it was unfortunate that some constituents still believe that constituency money were given to lawmakers, adding that even his own constituency believed the narrative.

    According to him, this time, there will be an effort to pay attention and define the narrative. we will engage and communicate better.

    Cross River speaker calls for arrest of gay party organisers

    Mr Elvert Ayambem, Speaker of the Cross River House of Assembly has called for the arrest and prosecution of organisers of a gay party in Calabar.

    Ayambem made the call in a statement signed by his Chief Press Secretary, Mr Matthew Okache, on Tuesday in Calabar.

    It would be recalled that on June 30, a hotel in the Ekorinim area of Calabar played host to a gay drag party which has been condemned by many stakeholders in the state.

    The speaker, who called on the relevant agencies to bring the organisers and collaborators to book to serve as deterrent, noted that minors were also present in the party.

    He warned anyone or organisation in connection with such unlawful act to desist or risk prosecution from the authorities.

    “It will be recalled that former president Goodluck Jonathan on Jan. 7, 2014 signed the same-sex Marriage Prohibition Bill into law.

    “The law imposes a 14-year jail term on anyone who enters into a same-sex marriage contract or civil union.

    “Similarly, it imposes a 10-year sentence on individuals or groups, including religious leaders who witness abet or aid the solemnisation of same-sex marriage or union.

    “Also, a 10-year prison sentence is imposed on those who directly or indirectly make public show of same-sex amorous relationship or supporters of such groups,” he asserted.

    In addition, the speaker called on hospitality operators in the state to ensure that no hotel or club entertains persons below 18 unless they are accompanied by a parent or guardian.

    Just In: Agbebaku emerges Speaker of Edo 8th Assembly

    Mr Blessing Agbebaku (PDP-Owan West), on Friday emerged as Speaker of the 8th Edo House of Assembly.

    Agbebaku was the Chief of Staff to the immediate past Speaker, Marcus Onobun

    Agbebaku was elected by the lawmakers shortly after a letter of proclamation of the assembly by Gov. Godwin Obaseki was read on the floor of the House by the Clerk, Mr Yahaya Omogbai, in Benin.

    Mrs. Maria Edekor (PDP-Esan North East II) was elected as the Deputy Speaker of the House.

    24 members-elect were also inaugurated into the 8th assembly.

    Speaking shortly after taking his oath of office, Agbebaku promised a unified assembly that would move the state to greater heights through effective legislation.

    He thanked God for his protection and guidance throughout the electoral process and for his emergency as the speaker.

    He expressed gratitude to his colleagues for giving him the privilege and for believing in his capacity and competence to serve as speaker.

    “Choosing me to lead this assembly is a great honour and privilege bestowed upon me with a sense of responsibility and acceptance.

    “I will not take this position for granted. I will carry everyone along irrespective of their political affiliations.

    “I commend the 7th assembly for setting the template in legislative activities which has placed the assembly on the right track.

    “I assure all that we will put Edo people first as we perform our oversight functions and make the state great again,” he said.

    Agbebaku thanked Gov. Obaseki and his deputy, Philip Shaibu, for leading the party in the right direction

    House of Reps Speaker constitutes 7 special committees

    Speaker of the House of Representatives, Rep. Tajudeen Abbas, has constituted seven special committees for the coordination of legislative activities.

    The speaker announced the constitution of the special committees on Thursday in Abuja.

    They are Internal Security Committee, led by Rep. Mohammed Danjuma; Selection Committee, chaired by the speaker himself, and Media committee to be headed by Rep. Buka Ibrahim (APC-Yobe).

    Others are Legislative Agenda Committee, which would be chaired by Prof Julius Ihonbvare (APC-Edo) and Rules and Business Committee, to be led by Rep. Igariwey Iduma (PDP-Ebonyi)

    Others still are Welfare Committee, headed by Rep. Wale Raji (APC-Lagos) and Ethics and Privileges Committee which would be led by Rep. Tunji Olawuyi (APC-Kwara).

    APC endorses Nasarawa factional Speaker

    The All progressives Congress (APC)  has endorsed the factional Speaker of the Nasarawa House of Assembly, Alhaji  Ibrahim Abdullahi as the Speaker for the state 7th Assembly.

    Dr John Mamman, the state APC Chairman, said this when he led other party officials on a congratulatory visit to Abdullahi on Friday in Lafia.

    Mamman said the crisis rocking the house over the leadership of the 7th Assembly was normal in political circle.

    “Speaker sir, we are solidly behind your emergence as you have proven to be a good leader

    ” You have provided all inclusive leadership which has promoted peace in the state.

    ” Your good working relationship with the executive made it possible for the developmental strides achieved by Gov. Abdullahi Sule in the state.,” he said.

    He insisted that the mutual understanding between the legislative and executive should be sustained for development to thrive.

    The chairman said the supremacy of the party must be upheld, calling on the remaining APC lawmakers who haven’t been sworn in to avail themselves for the ritual.

    Responding, Abdullahi commended the party for standing by  him, saying under his watch, the seventh assembly would continue to synergise with the executive to initiate laws that would have direct bearing on the lives of the people.

    He said that APC as a ruling party should not be divided on primordial sentiments.

    He said he was motivated for a third term in office because the government and the party were still demanding for his services which he chose to offer.

    Abdullahi called on people not to allow the assembly crisis affect the existing peace in the state.

    He expressed  optimism that the situation would be put to rest politically.

    The News Agency of Nigeria (NAN) reports that two different speakers had emerged for the 7th Assembly as two sets of lawmakers held their inaugural sitting in different locations.

    While Abdullahi the immediate past Speaker, seeking for reelection, emerged at a sitting at the Ministry for Local Government and Chieftaincy Affairs, another Speaker, Daniel Ogazi was elected at another sitting at the State Assembly complex.

    Nasarawa assembly crisis: We only have one speaker, says stakeholders forum

    Following the Speakership tussle at the state house of assembly, a group under the aegis of Nasarawa stakeholders Forum, has said the state does not have two speakers but one in the person of Hon. Daniel Oga Ogazi.

    Recall that the immediate past speaker, Ibrahim Balarabe Abdullahi and Hon. Ogazi, both emerged as speakers from two different gatherings on Tuesday, June 6.

    The forum in a press conference on Friday, explained that the process said to have been used to return the former speaker Abdullahi, was faulty, adding that it cannot stand due to the violence it can cause to the politics of Nasarawa State.

    Comrade David Manga, the convener of the group said the purported sitting was held outside the Assembly complex without the notice of many members and those that allegedly elected the former speaker are in the minority as they were only 10 in number.

    “It is to our utter shock, that the peace in Nasarawa State would be disturbed to the extent that it has now become a laughing stock due to the selfish and unpatriotic tendency of the Governor and a few to individuals to impose their wish on the people.

    “You are all aware of what led to the current impasse at the State House of Assembly, but it bears restating that it is due to the intrusion by forces outside the Assembly, who want to thwart the collective wish of the 24 member strong House to impose their stooges to leadership positions in the Assembly.

    Manga advised Abdullahi and his fellows to see the handwriting on the wall and give up their claims of electing him as speaker since it has never happened and lacks legitimacy to stand.

    “The election of Ogazi having met the requirements for convening a sitting for members of the House is the only one that be accorded due recognition.

    ” Upholding the election of Ogazi is the right and proper thing to do since he was elected by majority of the members and the election held at right place, which is in the Chamber of the state Assembly.

    ” We enjoin Governor Abdullahi Sule to as a democrat, recognise and extend his hand of fellowship to the new speaker, Hon. Daniel Ogah Ogazi so the House can resume sitting in earnest and make laws for the betterment of our people.

    The forum also called on the security agencies to stay clear of the state House of Assembly and stick to their responsibility of providing security for the people of Nasarawa State instead of been partisans in the matter.
